Welcome Aboard to Our Newest Fellow Americans By Gary Nichols NSA Public Affairs

The U.S. Region Legal Service Office hosted a Naturalization Ceremony this past Wednesday at the chapel onboard Capodichino to officially welcome eight of our newest fellow Americans. The new Americans originally hailed from Ethiopia, Italy, Jamaica, Mexico and the Philippines. One was an active duty Sailor and the others were dependents. Personnel Specialist Seaman Alfred Cruz, who works at Personnel Support Detachment (PSD) Naval Support Activity (NSA) Naples, was born and raised in the Philippines. When he was 10 years old, he and his family moved to the United States. He joined the Navy this past winter. IMMIGRATION CEREMONY Page 11

t’s time to celebrate! Festa Americana is right around the corner. On Saturday, June 29, and Sunday, June 30, Carney Park will play host to the biggest MWR event of the year. It’s a fantastic opportunity not only to celebrate within our own community, but also to share a bit of American culture with our Italian hosts. There will be food vendors, carnival rides, DJs, cornhole, and calcetto just to start. There will also be a hotdog eating contest, so get your stomachs ready. On Saturday, the band American Authors will play starting at 8 p.m. We will have three bands playing on Sunday starting at 8 p.m.: La Terza Classe, Queen of Bulsara (a Queen tribute band), and Flagship, the U.S. Naval Forces Europe Band. It would not be a proper event in Naples without fireworks. We’re going to have two spectacular fireworks shows at 10 p.m. on Saturday and Sunday evening, respectively. I encourage you all to come out and support this fun, festive, and family-friendly event. Worried about driving? There will be two shuttle busses from Support Site to Carney Park. For more details, please go to the website: www.navymwrnaples.com/festa-americana. This isn’t the only great thing our Supply department is doing for you. The Personal Property Shipping Office (PPSO) is here to support you. If you’re encountering issues during your move, please do not wait until after the move is completed to call and ask for help or to share your bad experience. If you call at the time of the issue, PPSO can offer on-the-spot assistance and timely correction. To contact PPSO, please use the following numbers: Comm 081-8116778, or DSN 629-6778. HISTORY: SPOTLIGHT: BIRTH OF THE HOSPITAL CORPS MA3 CHANDLER

U.S. Navy Hospital Corpsman with Marines from the 3rd Battalion, 24th Marine Regiment administers blood plasma to a wounded Marine at an aid station near the front lines on Saipan during World War II. For nearly 100 years, Navy Corpsmen have served everywhere the Navy and Marine Corps have served or fought and they are often the only medical support at “the tip of the spear.” U.S. Marine Corps photo From Bureau of Medicine and Surgery

One-hundred twenty-one years ago this past week President William McKinley signed into law a Congressional bill authorizing the establishment of the U.S. Navy Hospital Corps. Although their name has evolved over the past century from Loblolly Boy to Pharmacists Mate to Hospital Corpsman, the core mission has remained consistent: to minister to the sick and wounded. Known by Marines and Sailors simply as “Doc,” since June 17, 1898, when McKinley signed that bill, Corpsmen have served everywhere the Navy and Marine Corps have served or fought since then and are often the only medical support immediately available to Sailors and Marines at “the tip of the spear.” The Naval Hospital Corps “A”

School initially opened in January 1917, one month before the onset of World War I, and bears the distinction of being one of the first two schools established at Naval Training Center Great Lakes. The last class at the Great Lakes graduated on July 28, 2011, and since then Hospital Corps training was relocated to Medical Education and Training Campus (METC) at Joint Base San Antonio, Texas. Those who serve aboard ships and isolated locations as the sole medical provider, receive additional training as Independent Duty Corpsmen; those who serve with the Marine Corps receive additional training at Field Medical Service School while those who serve with EOD, Dive and SEAL

Teams receive additional specialized training. “No Marine has gone into battle without you. No ship or sub has gone underway without you,” former deputy Navy surgeon general and retired Rear Adm. Michael H. Mittelman, said at the 115th anniversary celebration of the Hospital Corps six years ago. “You’re always in the thick of the battle and the main reason we have a 97 percent save rate on the battlefield. Your lineage is one of honor, courage and commitment.” The Hospital Corps, is the only all enlisted corps in the military. It consists of more than 25,000 active duty and reserve Navy hospital corpsmen, and is the largest and most decorated rating of all branches of the U.S. military. The first member of the Hospital Corps to be awarded the Medal of Honor was Hospital Apprentice Stanley Robert during the Boxer Uprising in China. To date, 22 Hospital Corpsmen have been award the Congressional Medal of Honor (nine of which were award posthumously), and more than 2,000 have been killed in action. In honor of their extraordinary duties, 20 Navy ships have been named after Hospital Corpsmen. Famous Hospital Corpsmen include John Bradley, who was with the Marines who raised the flag at Iwo Jima on Mt. Suribachi during World War II; “Lone Survivor” author and Navy SEAL Marcus Luttrell; and the 11th Master Chief Petty Officer of the Navy, Joe R. Campa.

USO Naples is excited to announce Master-at-Arms 3rd Class Chandler Beltz as the Volunteer of the Month for May 2019. Chandler has donated more than 42 volunteer hours to USO Naples since becoming a volunteer just this past March. “I was inspired to volunteer through friends who volunteered at the USO and they told me how great it was. I went to a couple events hosted by the USO and saw how nice everyone was and couldn’t wait to be a part of it,” Chandler said. “My favorite programs to support are the AMC Flights. I love being able to help people with questions, seeing all the new happy faces, and providing in-transit passengers with everything they need to be comfortable.” Outside of volunteering, Chandler enjoys spending his free time at the gym and playing sports. As an active community member, he encourages others to become a volunteer with the USO as well. “My best advice to new volunteers is to be excited and try to do as many events as possible to help support the people around us,” Chandler added. “You’ll love every event you do with the USO.” It is Chandler’s enthusiasm, friendliness and charisma that make him a shining role model for fellow USO Volunteers. Please join us in thanking him for his dedication to our NSA Naples community as we award him as the USO Naples Volunteer of the Month. Standing NATO Maritime Group Two has a New Commander From NATO Allied Maritime Command Public Affairs

Command of Standing NATO Maritime Group Two was formally transferred from Commodore Boudewijn Boots of the Royal Netherlands Navy to Commodore Josée Kurtz of the Royal Canadian Navy in a June 15, 2019, ceremony held aboard Royal Netherlands Navy frigate HNLMS Evertsen, and presided over by U.S. Navy Rear Adm. Andrew C. Lennon, Commander Submarines NATO, representing Allied Maritime Command at Chania, Greece SNMG2 is one of four maritime task groups providing NATO presence, maritime situational awareness, and an operational response capability both in peacetime and crisis. It is comprised of ships from across the Alliance. Commodore Boots commanded SNMG2 from June 2018 to June 2019. During this period SNMG2 participated in eight large exercises ranging from the Norwegian Sea to the Black Sea and 19 smaller exercises. The group also conducted more than 24 port visits in both Allied and NATO partner nations. Commodore Boots recalled that last year upon taking command

that it was “A dream comes true, to take over this command” Boots said, recalling his own change of command. “This dream ends for me, but will continue for Commodore Kurtz.” “I am deeply honored by the confidence that NATO and Allied Maritime Command have demonstrated by appointing me as Commander Standing Maritime Group 2,” Kurtz said. “Canada is a founding member of the Alliance and I am proud to continue this commitment to the Trans-Atlantic bond, and to assume a leadership role among forces dedicated to making the world a safer place.” SNMG2 is expected to continue routine security patrols and established exercises in the Mediterranean and Black Seas over the next several months. Allied Maritime Command (MARCOM) is the central command of all NATO maritime forces and the MARCOM Commander is the primary maritime advisor to the Alliance. Like its land and air counterparts (LANDCOM & AIRCOM), MARCOM answers directly to NATO’s Allied Command Operations (ACO) which is located in Mons, Belgium.

ENERGY CONSERVATION 10 Tips for Saving Energy in the Summer Time From NSA Naples Energy Management Team Raise your thermostat to 78 degrees Fahrenheit if you are away from home for more than eight hours. Raise the thermostat setting and you can expect to see up to a three percent savings on cooling costs for each degree of setback. This causes fewer cycle changes in your cooling systems compressor since the room temperature setting will be easier to maintain. Keep shades closed when the air conditioner is on. Keeping your home as cool as possible reduces the amount of load on your cooling system. Fewer loads are less power and less power is more money for you. Install ceiling fans and make sure they are blowing down. This speeds of the cooling process of your home, often times a well circulated home does not need the system to run as hard for as long. Postpone activities that require hot water and large energy use – such as washing dishes or clothes – to early morning or late evening. This will keep from adding more heat and humidity to the home. Use cold water to wash dishes and clothes. The less effort your heater has to do the better for you, some companies have developed soap solutions that perform well in cold water. Avoid using the stove if possible. It’s the summer time, so go outside and grill instead of using the stove. Keeping the heat outside makes it much easier to stay cool inside. Unplug equipment not in use. Most electronics still have internal clocks or memories which continue to draw power when not in use. Unplugging these items helps contribute to your power saving cause. Turn off lights. As always turn off lights in rooms not being used at the time or rooms that are otherwise well lit by natural light. These top 10 tips can help you and the Navy save money and the environment. Remember this? “You can use all the energy you need, just don’t waste it.” For more tips on Energy Conservation call Gennaro Gargiulo or Electrician 2nd Class Marvin J. Hernandez at DSN 626-1895 or Comm. 081-568-1865.

These exercises demonstrate the ability of the Alliance and the Alliance’s resolve to peace and stability. “Poland is an important and reliable ally,” JFC Naples Deputy Commander Canadian Lieutenant

General Christian Juneau said. “NATO has one goal, to keep our nations safe and secure, providing peace and security, but to do this, we have to remain vigilant and that’s why we have an organization and this called the NATO Response Force. The Spearhead of that organization is the Very High Readiness Joint task Force, the organization that has trained here in Zagan, within the last couple of weeks.” Joint training and exercises are crucial to NATO. “One of the core elements of the Very High Readiness Joint Task Force is its strategic mobility, the capability of NATO to deploy forces within our territories and we can cross a border of a partner without being hampered,” German Brigadier General (OF-6) Ullrich Spannuth, the Commander of the Land Brigade of the Very High Readiness Joint Task Force, said. “It is all about co-ordination, which is at the heart of our Alliance and that has to be tested.” NATO forces exercising together display its ability to integrate and conduct complex military activities together. “It is very nice to see that the Alliance is competing today a real si-

answer the call if there is a crisis that is occurring,” Juneau said. “The most important part in my mind of an exercise like this one is that it is a real life exercise where you actually deploy troops coming from Norway, Nederland, Germany over air sea land, and that creates a challenge in itself. It is easy to do it on a computer or a map, moving stickers around.” NOBLE JUMP FINISHES STRONG

The U.S. Naval Forces Central Command’s mission is to conduct maritime security operations, theater security cooperation efforts, and strengthen partner nations’ maritime capabilities in order to promote security and stability in the U.S. 5th Fleet area of operations. NOBLE JUMP FINISHES STRONG Page 6 Noble Jump displayed NATO’s ability to deploy the land component of the NATO Response Force, specifically the VJTF and was an exercise that tested the rapid deployment capability of the VJTF. The VJTF is a technologically advanced, multinational force made up of land, air, maritime and Special Operations Forces components, that are rapidly deployable. The first phase of the exercise began on May 24, when NATO alerted its VJTF. Within 48 hours, the VJTF’s “Spearhead” battalion was ready to deploy and three days later, the complete VJTF brigade was on standby. As part of the VTJF, a Spearhead Battalion is comprised of a German, a Dutch and a Norwegian company under German command, which completed final preparations and received the order to deploy. “I am proud of what have been accomplished and extremely proud of the soldiers who worked so hard to prepare and deliver this exercise,” Juneau added. “One of the key aspect of the exercise has been accomplished successfully is the deployment. The second piece is to be able to work together.”

Cruz stated that he joined the Navy and pursued his goal of becoming an American because he wanted to serve his country: the United States of America. “It feels great to finally be an American citizen,” Cruz said. “It was hard, but it’s worth it to be an American.” Halfway through the Naturalization Ceremony, all eight of the new citizens were asked to stand to recite the Pledge of Allegiance. Joannah Horney, who was thrilled about finally achieving her dream of becoming an American citizen, was also born and raised in the Philippines. Her wife, Machinery Repairman Senior Chief Tarah Horney, is stationed aboard the guided-missile destroyer USS Carney (DDG 64) which is homeported out of Naval Station Rota, Spain. “I’m happy about being an American citizen now,” Joannah said. “It will definitely make moving easier for us.” The process for becoming an American citizen can be complicated and lengthy. However, for applicants who are, or were, in the Armed Forces, the United States Customs and Immigrations Service (USCIS) has streamlined this process and implemented certain waivers (i.e. application fees and residency requirements). Fortunately, there is help out there. Sitting at 18-inches tall, looking around at everything and wagging his tail, the little dog seems a little out of place next to the larger, fiercelooking German shepherds. But that couldn’t be further from the truth for the twoyear-old, full-grown Jack Russell terrier. While it may be his first overseas tour, he certainly has the training to succeed. The two-year-old terrier, Boy, is a fully qualified U.S. Navy Military Working Dog (MWD) who works with his handlers to keep Sailors and civilians safe at Naval Support Activity (NSA) Naples. Boy, like most MWDs, came from the Department of Defense (DOD) Military Working Dog Breeding Program at Lackland Air Force Base, Texas, where he was trained and qualified to be an MWD. Since coming to NSA Naples earlier this year, he has continued to train daily with his handlers. “In the morning, it’s his birthday,” Master-at-Arms 1st Class Byron Lopez, the kennel master assigned to NSA Naples, said. “Pretty much every day he’s as happy as he can get. He’s jumping. He’s barking. When I put them in their break area, he just runs around like crazy. He’s excited to go to work. For us, it’s work. For them, it’s hunt time.” Work for MWDs is patrolling and training to improve their skills at hunting for narcotics, explosives, or both. Boy is a qualified narcotics-detection MWD. The bonding between an MWD and their handler increases with time and training and is vital to a working partnership. “What we are [getting] from them is their hunting ability,” Lopez said. “It’s not

a play drive that we get out of them, it is the hunting drive. So every time we go out there, they’re working toward a goal.” Lt. Cmdr. Marco P. Agricoli, the NSA Naples security officer, said the goal of an MWD is either to detect a specific substance and track down its location, or to take down a bad guy for their handler. “There are no longer singlepurpose patrol dogs in the Navy,” Agricoli said. “You can have a patrol-explosive or a patrol-narcotics or just an explosive and narcotics dog. They give police officers something they otherwise wouldn’t have.” A patrol-explosive MWD is trained in controlled aggression and searching for explosives. A patrol-narcotics MWD is trained in controlled aggression and searching for drugs like marijuana or cocaine. The last kind of MWD searches for explosives and narcotics. Boy’s stature-based talents bring the ability to hunt narcotics in places that a larger breed may have difficulty accessing. “He is very motivated and very good at what he does, and that’s finding narcotics,” Agricoli said about Boy. “He stands out because he’s a small breed. He’s a little dog. The Navy is unique in the

small-breed program. We are the only branch of service that uses small breeds in the DOD. One of the reasons we were selected was because of all the submarines and the amount of ships we had. There’s nothing like carrying a 95-pound dog up several flights of aircraft carrier stairs.” Agricoli says Boy works well and is quite good at what he does. “He is very well trained,” Agricoli said. “Lackland Air Force Base did a good job with him. I could tell as the observer when he smelled drugs from a distance. He wasn’t even there yet, he was probably 30 or 40 feet away and he was already throwing a change of behavior, saying, ‘I smell it. I just need to find where it is at.’ I was very impressed with him.” Boy and Lopez will continue to grow as a team as their respective tours here at NSA Naples continue. FATHER’S DAY

Think Food Safety For Summer Outdoor Grilling From the U.S. Department of Agriculture

It’s summertime now, and that means that barbecue grills are being pulled out of tool sheds and garages and dusted off. Before you start grilling, USDA Food Safety and Inspection Service would like to remind you of several tips for a safe and healthy cookout: ● Before grilling, always start with clean surfaces and clean hands. ● Raw meats and poultry should be prepared separately from vegetables and cooked foods. ● If you plan to marinate meat and poultry for several hours or days prior to grilling, make sure to marinate them in the refrigerator – not on the counter. ● If you’re using charcoal, go with commercial briquettes or aromatic wood chips. Remember to follow the manufacturer’s directions on the package label, the same goes for your grill. If you’re using a gas grill, it’s important that you know where hot and cold spots are. Read the manual that came with your gas grill for more information. ● Color is NOT a reliable indicator of doneness. Meat and poultry cooked on a grill often browns quickly and may appear done on the outside, but still may have not reached a safe minimum internal temperature to kill any harmful bacteria. That’s where a food thermometer comes in handy. ● Hamburgers and other ground beef should reach 160 degrees Fahrenheit to

reduce the risk of E. coli ● Poultry should be grilled to a minimum safe internal temperature of 165 F to reduce the risk of Salmonella. ● The USDA Meat and Poultry Hotline recommends that whole cuts of pork, lamb, veal, and beef be cooked to 145 F as measured by a food thermometer placed in the thickest part of the meat, followed by a three-minute rest time before carving or consuming. ● Fully cooked meats like hot dogs should be grilled until steaming hot. ● Fish should be cooked to 145 F. ● If you plan on using a smoker, the temperature in the smoker should be maintained between 225 F and 300 F for optimal safety. Be sure to use your food thermometer to be certain the food has reached a safe minimum internal temperature. ● As you take the cooked meats off the grill, be sure to place them on a clean platter, not on the dish that held them when they were raw. The juices left on the plate from raw meat can spread bacteria to safely cooked food. ● Perishable food should never sit out for more than two hours. If the temperature is over 90 F, food shouldn’t sit out more than one hour. ● Refrigerate or freeze leftovers promptly and throw out any food that has been out too long.
