Active-Duty Personnel Must Remain Apolitical, Nonpartisan By Jim Garamone DoD News

Whoever becomes president of the United States on Jan. 20 needs to have trust and confidence that the military “is completely loyal and completely prepared to do what must be done,” the chairman of the Joint Chiefs of Staff said August 1, 2016, while onboard a military aircraft. “Importantly, as an institution, the American people cannot be looking at us as a special-interest group or a partisan organization,” Marine Corps Gen. Joe Dunford told reporters traveling with him. “They have to look at us as an apolitical organization that swears an oath to the Constitution of the United States – not an individual, not a party, not a branch of government – the Constitution of the United States.” Active Duty Only The chairman emphasized he was speaking only about those currently wearing the uniform. He said he will not weigh in on the arguments about retired military officers who have taken political stands. Being apolitical has been a touchstone to Dunford throughout his career. “It’s been part of my DNA since I was a lieutenant,” he said. Thanks to the volunteer organizations in our community, our first responders, and the Italian law enforcement teams who participated in the annual National Night Out event that took place this Tuesday at the Support Site, and a special thanks to the NSA Naples Security Department for leading the planning, coordination and execution last Tuesday. National Night Out has been held annually across the United States since 1984 and is sponsored by the National Association of Town Watch in the United States and Canada. The event helps to increase awareness about community police programs, and highlights drug prevention awareness, neighborhood watch organizations and many other anti-crime efforts. Increased awareness and familiarity with local law enforcement means that when emergency situations arise, community members will know who to call and will be a little more comfortable reaching out for help. At Naples, not only do we bring out our U.S. based law enforcement and crisis teams, we also take this opportunity to bring in Italian law enforcement entities such as the Carabinieri, the Polizia Municipale, the Guardia di Finanza, and a few others that you may encounter during your tour in Italy. This higher level of communication, cooperation and coordination means peace of mind for our American community and also the potential to increase reporting. Now we just have to work on getting a supercar for the NSA Security Department. Unfortunately for some, August marks the final month of summer break and the beginning of the wind up for the new school year. To those in the community headed off to colleges and universities, I wish you all the best of luck and the focus to study hard and complete your degree programs in a timely manner. As a product of DODEA myself I can say that you are well prepared for the coming years. For those just beginning the school year here in Naples at either our elementary or middle/high schools, I hope you take full advantage of the excellent education offered and the enriching cultural experiences just beyond the fence-line. This Saturday morning the opening ceremony of the Olympic Games will take place in Rio de Janeiro, Brazil. Take some time and cheer on the American teams as they compete with the best athletes from around the world. Look out for a number of active-duty, reserve, and veteran military members competing in the games this summer. Congratulations to the Chief Selectees who were announced on Tuesday afternoon. This announcement marks the beginning of CPO 365 Phase II training, culminating in the Chief pinning ceremony to be held on the Support Site on September 16th. If you see the selectees out and about training hard, please give them your encouragement and support. Bravo Zulu to the selectees and the Naples Area Chief’s Mess!

2,000-Year Old Pompeii Kitchen Restored; Now Open to Public The ancient Roman kitchen of a Pompeii located in a public launderette has been restored and opened to visitors giving them a sense of what day-to-day life was like. The kitchen used to provide food for the hungry attendants of the three-story laundry, the so-called Fullonica of Stephanus. It was first excavated in 1912 and it was the place where wealthy Roman patricians sent their togas to be washed in huge baths, stone basins for dyeing, removing stains, dried and placed on special presses to make fabrics shine. Thanks to a refurbishment which finished on Monday, the kitchen inside the Fullonica now appears as they did 2,000 years ago, complete with metal grills, pots, pans and earthenware crockery. The new installment provides an interesting window on Roman cooking practices. As part of the same initiative, further examples of ancient Roman culinary practices were also given permanent exhibition at the city gym, the Palestra Grande, on Monday. Visitors can now marvel at a carbonized loaf of two-millennia-old bread and admire a metal pot containing the fossilized remnants of a bean and vegetable soup. ATM Theft Goes Badly for Would Be Robbers In northern Italy a man died after being crushed by an ATM machine that he and his three accomplices had removed from a discount supermarket. They took off in a minivan but crashed and flipped their getaway vehicle shortly after, leaving one dead and one with an injured leg. The three tried to escape on foot but police arrested them soon after. Google Maps Blamed for Tourists Driving Rental Car in Venice Two foreign tourists drove their rental car

along the streets of Venice, even crossing a pedestrian bridge. Angry citizens stopped the couple who was trying to reach their hotel. They blamed Google maps for the troublesome incident. Cars are strictly banned in Venice where there are no roads but just footpaths and canals. Visitors must park their cars before getting to the canal city. Argentine Tango Festival at Castel Sant’Elmo September 1-4 Naples will host the Argentine Tango Festival from September 1 to 4. The event is dedicated not only to dance lovers, but to anyone who wants to discover the Argentine and Neapolitan cultures are linked by an intense migration story. The tango artists will show their skills in different performances and will give lectures and courses for all levels, from beginner to master. The gala evening will be taken place at the Castel Sant’Elmo. The tours will take place every Wednesday and Sunday until September 14, and retrace the hours before the devastating eruption of Vesuvius in 79 A.D., which buried the town under a blanket of ash and lava, claiming numerous victims. NAVY HISTORY: VJ DAY By Gary Nichols NSA Public Affairs

On August 14, 1945, President Harry S. Truman announced that Japan – after atomic bombs were dropped on the cities of Hiroshima and Nagasaki a week earlier – had surrendered to the Allies. When news of the Japanese surrender was announced, spontaneous, jubilant parties erupted around the world, just like when news of Germany’s surrender (VE Day) was announced three months earlier. Japanese Emperor Hirohito reluctantly made the difficult decision to submit to the stern terms dictated by the Allies, with the exception that his sovereignty would be maintained. Hirohito really had no choice but to capitulate: by mid-1945, Japan’s resources had become extremely limited and its ability to wage war had been virtually annihilated. Cut off from raw materials by the destruction of its merchant fleet, Japan’s factories could manufacture little in the way of weaponry. And the few ships that remained of the once-mighty Japanese Imperial Navy were limited in what they could do by lack of fuel, and its once-fearsome fleet of planes and experienced pilots were all but destroyed. On the day Nagasaki was bombed, the Soviet Union, whom the Japanese had hoped would mediate a peace, declared war and launched an invasion of Manchuria. The Japanese knew that if they didn’t quickly surrender, both the American fleet, which was quickly advancing from the east and the Soviet Army, which was marching from the west, would soon be landing troops on their shores. Japan’s Supreme War Council, had no idea how

many more atomic bombs the American military possessed and they could no longer resist against the allies. If they did, they risked further destruction of their people, cities, ports and industry. Hirohito, who had never spoken on radio, recorded an announcement, which was broadcast to the nation at noon Japan Standard Time on August 15, 1945. Although he never used the word “surrender,” his message was clear: The war had ended for Japan. “To Our Good And Loyal Subjects: After pondering deeply the general trends of the world and the actual conditions obtaining in Our Empire today, We have decided to effect a settlement of the present situation by resorting to an extraordinary measure. We have ordered Our Government to communicate to the Governments of the United States, Great Britain, China and the Soviet Union that Our Empire accepts the provisions of their Joint Declaration … The hardships and sufferings to which Our nation is to be subjected hereafter will be certainly great. We are keenly aware of the inmost feelings of all of you, Our subjects. However, it is according to the dictates of time and fate that We have resolved to pave the way for a grand peace for all the generations to come by enduring the unendurable and suffering what is unsufferable. With that radio message, World War II had finally come to an end. Two weeks later, on September 2, 1945, a formal surrender ceremony was held in Tokyo Bay aboard the battleship USS Missouri (BB 63).

In honor of the Medical Service Corps Birthday, U.S. Naval Hospital (USNH) Naples would like to showcase one of its Medical Service Corps (MSC) officers, Lt. Safiat Newman. From Lagos, Nigeria, she served as an Electrician Mate in the U.S. Navy for 13 years before commissioning into the MSC as a pharmacist in May 2012. “I am fortunate to have been stationed in Naples twice,” Newman said. “I was previously stationed at Capodichino during my enlisted years.” After her tour as department head at Adm. Joel T. Boone Branch Health Clinic, Little Creek, Virginia, she reported to USNH Naples in December of 2015. As the Department Head for the Pharmacy Department, Newman manages the day to day operations of the pharmacy and provides safe and effective pharmaceutical care to more than 32,000 beneficiaries. “As a pharmacist, I am the last line of care, so being able to provide safe and effective care to patients is a rewarding feeling,” Newman said. “My staff is amazing and I wouldn’t trade them for the world.” As the Command Managed Equal Opportunity Program Manager, Newman ensures that all individuals are treated equally. “It’s always been a desire of mine to serve as a voice for Sailors who cannot be heard and to educate and advise the chain of command on Navy and BUMED program policies,” Newman said. As Command Hazardous Drugs Officer, she educates and trains all staff members in the safe use of hazardous drugs. Newman recently completed a drug take back event in a collaborative effort between pharmacy staff and NCIS which yielded approximately 25 pounds of unwanted or unused medication collection. Newman enjoys quality time with her four children and husband. Her short term goals are making Lieutenant Commander, getting board certified and applying for the Naval Postgraduate School in the future.

The Medical Service Corps (MSC) is the most highly diversified corps within Navy Medicine compromised of 31 sub-specialties in the health care administration, clinical and scientific fields. MSC officers range from a variety of professions, including but not limited to, physician assistants, optometrists, dietitians, pharmacists, radiation health officers, clinical psychologists, clinical researchers and microbiologists. They also serve in administrative roles, such as financial management, information management, and medical logistics. MSC’s provide a wide range of services and support the medical readiness of the Navy and Marine Corps team and health missions around the world. The MSC community is a vital component of Navy Medicine. Prior to World War II, the MSC was known as the Navy Hospital Corps, however, after the outbreak of World War II, President Harry Truman recognized

the need for a permanent all-officer medical category. He subsequently signed the Army-Navy Medical Service Corps Act on August 4, 1947, establishing a corps to complement the existing medical department officer corps. An MSC officer can be identified by the gold oak leaf insignia with a twig, which was approved by the Bureau of Medicine and Surgery Policy Board on August 28, 1947, and was authorized for wear on February 5, 1948. The twig, which differentiates it from the Medical Corps, signifies the support MSC’s render to the Medical Corps community. Currently, there are close to 2,700 active duty and more than 350 Reserve MSC officers who serve and support both the Navy and the Marine Corps and Joint Allied Forces. In Naples alone there are more than 30 MSC officers serving at U.S. Naval Hospital Naples,

Commander Naval Forces Europe, Commander Naval Forces Africa, and Commander Sixth Fleet, celebrating the Corps’ proud tradition and its bright future. As the corps celebrates its 69th birthday, MSC officers continue to lead from the front with many achievements and contributions. They serve aboard military treatment facilities, aircraft carriers, U.S. Marine Corps battalions, Seabee detachments, research centers and laboratories, expeditionary medical facilities, and humanitarian missions around the world. Next time you see a naval officer wearing the gold oak leaf with a twig, ask about their job and how they contribute to the mission readiness of our active duty service members and their families. NEX Gives Back to Students with Its A-OK Student Reward Program By Kristine M. Sturkie NEXCOM Public Affairs

The Navy Exchange Service Command (NEXCOM) has been offering students a chance to help pay for college through its AOK Student Reward Program since 1997. The A-OK Student Reward Program offers all qualified students to participate in a quarterly drawing for monetary awards of $2,500, $1,500, $1,000 or $500 for a total of $5,500 per quarter. The next drawing will be held at the end of August 2016. Any eligible full-time student that has a B-grade point average equivalent or better, as determined by their school system, may enter the drawing. Homeschooled students can also qualify with acknowledgement that the student has a “B” average or equivalent record of accomplishment. Eligible students include dependent children of

active duty military members, reservists and military retirees enrolled in 1st through 12th grade. Dependent children without an individual Dependent Identification Card must be accompanied by their sponsor to submit their entry. Each student may enter only once each grading period and must re-enter with each qualifying report card. To enter the drawing, stop by any NEX with a current report card or progress report and have a NEX associate verify the eligibility. Then fill out an entry card and obtain an A-OK ID which entitles the student to19 discount coupons for NEX products and services. Along with the award, each winner will receive a lapel pin, certificate and medallion ribbon “In Honor of Academic Excellence.” Since the program’s inception, NEXCOM has awarded more than $640,000 to students with the help of its generous vendor partners.

ENERGY CONSERVATION Results Are In: BEQ III is 2016 Energy ‘Biggest Loser’ From NSA Naples Energy Management Team

Congratulations to BEQ III (Bldg. 449) for being the 2016 Energy ‘Biggest Loser’ with an overall 30% reduction in energy usage. Thanks for all the initiatives that various commands performed for the Energy Biggest loser competition. Special thanks to NEX for turning off its overhead lighting and to the Building Energy Monitors for promoting an energy-saving culture and disseminating flyers. The best overall saver (Biggest Loser) for the month of July is BEQ III (Bldg. 449) with a 30% reduction in energy consumption, followed by followed by Enlisted Diving Facility (Bldg. 448) with a reduction of 17% and Aircraft Hangar (Bldg. 406) with a reduction of 15%. Supply (Bldg. 401), while slightly improving its energy efficiency, is still the worst saver for the month of July with an increase of consumption equal to 15% (last week was 20%), followed by Consolidated Club (Bldg. 450) with an increase of 1%, while Capo Inn/Library/Theater/Chapel (Bldg. 453) held steady at 0%. Among the Admin buildings, congratulations go to all the tenants of Admin I (Bldg. 442) for reducing their energy consumption by 8%. Those reductions were followed by Admin III (Bldg. 442B) with a decrease of 6% and Admin II (Bldg. 442A) with a decrease of 1.39%. This competition was to encourage everyone to participate in energy waste management. It was fun being competitive, but we don’t have to stop the efforts because the competition is over. Energy conservation should be a part of our daily routine both at work and at home. All facilities are still able to reduce energy consumption by practicing a few easy energy saving tips. ● Ensure all equipment is turned off when not in use. ● Shut-down computer monitors at the end of the workday. ● Ensure lights are off when spaces are unoccupied. ● Ensure office windows and doors are closed (minimize A/C load) As an installation we should strive to cut back on consumption. It will save money and is a good practice to preserve our environment and resources.

JFC Naples conducts Counter IED training with Bosnia and Herzegovina 6 Brigade By Allied Joint Force Command Naples Training and Exercise Branch

The Allied Joint Force Command Naples Counter Improvised Explosive Device (C-IED) Military Training Team worked with the Reconnaissance Company of 6 Brigade from Bosnia and Herzegovina July 18-22, 2016. The team of C-IED specialists from the operations and intelligence branches of the headquarters had the opportunity to provide 25 personnel familiarization on basic C-IED, mine awareness and search techniques. Preparing the Force, one component of NATO’s C-IED approach to defeating the IED system, includes C-IED skills that every member of the military should know and be able to utilize. The course participants were provided with the opportunity to practice a number of these skills. Event organizers said that con-

sidering the recent history of Bosnia and Herzegovina and the fact none of the students had received any instruction in countering IEDs or dealing with landmines was both a surprise and a challenge as the team had to go “back to the basics” in order to ensure the course objectives were met. Despite the high temperatures and the need to work through an interpreter the level of interest and energy demonstrated by the soldiers was summed up by 1st Lt. Slavisa Sobot. “A lot of knowledge was presented here with lots of experience, the training should be five days instead of three so we could improve our skills even more,” Sobot said. In addition to the basics of CIED, the participants were also given the opportunity to see how these skills fit into the other pillars of the C-IED system; Defeat the Device and Attack the Network.

you can find uncrowded spots to do some snorkeling and swimming. The best way to get introduced to Corfu is to catch one of the Hop-On/Hop-Off buses from the port area – available for around 20 euro for the day. Take the bus all the way around the route and note the spots you’d like to see more of. Then jump off the second time around to do your visiting and sightseeing. The island is pretty large, so the bus doesn’t cover all of it, but you can get a good feel for the place. Finish at the old town

With the Labor Day weekend fast approaching it’s time to do a little travel planning. There’s always Rome, Florence and Venice, but if you’re looking for three that are a little more exotic and sure to be favorite memories, take a look at Dubrovnik, Kotor and Corfu. Never heard of them? All are UNESCO World Heritage sites within easy weekend reach of Naples. They’re just across the Adriatic along the Balkan coast and can

be discovered by taking the overnight ferry from Bari – about three hours or so by Autostrada. You can also take the train to Bari from Naples or Caserta if you want to leave the car at home. From Naples, just park at Capo and take the Alibus to the Central Station. Ferries leave in the evening, so there’s no problem finding a train that will arrive in time for the crossing. Just search for Trenitalia’s website and book on-line. You can take your car on the ferry too if you want to do some driving when you ar-

rive. Ferry cabins are small, but comfortable and campers can simply sleep in their rigs. Corfu, Greece If Corfu is your choice, get ready for Greek food and beaches. The old town of Corfu has a medieval touch to it that makes just strolling through the area an experience to savor. There are restaurants with authentic Greek Salad and lots of seafood dishes to give you the flavor of Greece. The waters are amazingly clear and refreshing and even in the town of Corfu,

and plan to do some walking through the medieval streets and along the city walls. You’ll find interesting Orthodox churches and narrow back alleys to explore as you wander. If you’re a shopper (or married to one) Corfu has loads of interesting souvenirs to sample. Handmade olive wood kitchen utensils and leather goods make unique purchases. lies at the head of the Kotor “fjord,” which takes nearly two hours to transit on the boat. Unlike the true fjords of Norway, which were formed by glaciers gouging out gorges during the ice age, Kotor’s is actually an ancient river valley that has become a salt-water bay winding between the steep “Black Mountains.” The views are spectacular and the bay leads to the town with impressive ancient walls, winding streets and pristine beaches. Kotor is

known for its mussels, so don’t miss sampling these tasty shellfish. Once again, try the HopOn/Hop-Off bus that winds along the coast of the fjord with stops at Roman mosaics and beaches with crystal clear waters. Don’t miss a visit to the two tiny islands just off the coast along the route. “Our Lady of the Rock” is most interesting, formed by seafarers dropping rocks into the bay to pray for good fortune.

Eventually, the rocks became an island and to this day more are added each year on J uly 22 during the festival dedicated to the Virgin Mary. Dubrovnik, Croatia And finally, we have Dubrovnik, Croatia. In many ways we’ve saved the best for last. Although heavily damaged during the war of the 1990s, Dubrovnik has been completely restored and provides perhaps the most-

beautiful medieval city along the Dalmatian coast. You can hike the city walls and marvel at the town below. There’s no need for a bus in the old town as it’s very compact and easily toured on foot. Like the other two destinations, there are medieval streets and lively markets to explore. Seafood is abundant and there are restaurants for every taste and price range. If you take your car, it’s an easy two-hour drive to Kotor

from Dubrovnik, so it’s possible to take in both destinations during the long weekend. Catholics may also want to visit the village of Medjugorje, a well-known pilgrimage site about two-and-a-half hours from Dubrovnik. All three destinations have abundant bed-and-breakfasts where you can get to know some local people while visiting. Check out Expedia, booking.com and TripAdvisor to shop for places to stay.

August is National Immunization Awareness Month, so remind your loved ones to get caught up on their shots. Everyone needs immunizations to stay healthy and protected from serious diseases and illness. Immunizations represent one of the greatest public health accomplishments of the 20th century. Vaccines are safe and save lives. Patients should talk with their primary care manager about which vaccines are right based on age, health, job, lifestyle and other factors. Parents are encouraged to make sure children are up to date on vaccines. Children are at an increased risk for disease and can spread disease to others in play groups, child care centers and classrooms, and to babies who are too young to be fully vaccinated and people with weakened immune systems due to cancer and other health conditions. “Getting children vaccinated according to recommended immunization schedules is one of the most important things parents can do to protect their children from serious diseases,” said Cmdr. Jesse Geibe, Naval Hospital Jacksonville director for public health. “Now is the time to check with your primary care manager or our immunizations clinic to find out what vaccines your child needs.” Vaccines can protect babies from 14 serious diseases be-

fore turning two. After six months of age, children are recommended to receive the annual flu vaccine, and additional vaccines between ages four and six. It’s very important that babies receive all doses and receive each one on time. If a child falls behind the recommended immunizations schedule, vaccines can still be given to “catch-up” before adolescence. Pre-teen and teen vaccines protect against serious and potentially life-threatening diseases, including meningitis, septicemia, and cancers caused by human papillomavirus (HPV). Young adults also need vaccines to stay protected, especially when college-bound, because protection from childhood vaccines can wear off with time. College students may be at increased risk for vaccine-preventable diseases like meningococcal disease. There are misconceptions that vaccines are just for children, but people never outgrow the need for immunizations. They are recommended throughout life based on age, lifestyle, occupation, travel and medical conditions. Each year, tens of thousands of adults in the U.S. needlessly suffer, are hospitalized, and even die from diseases that could be prevented by vaccines. Even healthy adults can become seriously ill and pass certain illnesses on to others.

Adults (including pregnant women) should receive the flu vaccine annually. Every adult should have one dose of Tdap (tetanus, diphtheria and pertussis) vaccine, if not received as a teen, and a Td (tetanus and diphtheria) booster every 10 years. Women should stay current on vaccines before becoming pregnant, including an annual flu shot (which is safe during pregnancy). Additionally, pregnant women should receive a vaccine against whooping cough (pertussis) during each pregnancy, preferably at 27 through 36 weeks. These vaccines protect mom and baby. Women who are planning to become pregnant should talk to their provider, prior to becoming pregnant, to determine if vaccines are needed. NAS Sigonella Wins CNREURAFSWA 2016 Energy Biggest Loser By Lyndsey Hale

Commander, Navy Region Europe, Africa, Southwest Asia announced Naval Air Station (NAS) Sigonella as the winner of the 2016 “Energy Biggest Loser” competition, August 2, 2016. The competition compared the weekly energy use of each of the region’s installations during the month of July to their historical usage during the same time period in previous years. The winning installations were chosen based on the greatest percent reduction in electrical consumption. NAS Sigonella had the greatest reduction having decreased their overall energy consumption by 15.6 percent. They will receive the first place prize of $70,000. Navy Support Activity Souda Bay earned second place with a reduction of 13.1 percent, and NSA Bahrain earned third place for decreasing usage by 11.5 percent. Second and third place winners will receive $50,000 and $30,000 respectively. The cash prizes awarded to the installations will go toward base improvements. This marks the third year of the “Energy Biggest Loser” competition held throughout the EURAFSWA Region and the second win for NAS Sigonella. Antonio Piluso, Sigonella’s installation energy manager, attributed their success to efforts in raising awareness. “We shared tips on how people could reduce their energy consumption such as making sure lights in offices are off, switching off the computer monitors and speakers during lunch breaks, turning off computers at the end of the work day, and not leaving doors or windows open in a spaces with air conditioning on,” Piluso said.

In addition to the main competition, individuals were also challenged to create posters and videos to promote awareness, provide education, and encourage participation. Heather Judkins, of NSA Souda Bay, was selected as the winner of the poster competition and Ken Cornia, of Naval Station Rota, won the video competition. These efforts were designed to inspire installations’ communities to be proactive in conserving resources and bringing down energy related expenses ashore. “Reducing energy consumption is one critical aspect of cutting energy costs ashore,” Dan Lougen, Navy Region EURAFSWA assistant regional engineer’s Energy Program manager, said. “Since everyone consumes energy, it takes each of us to actively change our behaviors with regard to energy use. The EBL contest is designed to help generate awareness in the spirit of friendly competition, which led to the region’s overall reduction.” Lougen added that cost savings we create ashore free up dollars that can be used in the fleet to support operations and improve the tactical performance of our forces. The Energy Biggest Loser competition was inspired by the Navy’s ongoing energy conservation initiative started in 2009 by the SECNAV. Known as the Great Green Fleet, the program aims to reduce the Department of the Navy’s consumption of energy, decrease its reliance on foreign sources of oil, and significantly increase its use of alternative energy. Energy expenses are the single largest cost for Navy installations, reflecting about 28 percent of Navy’s shore budget. Reducing energy costs will help us reach the SECNAV’s energy goals.

NATO Air Policing Jets Train With U.S. Bombers Over the Baltic Sea By HQ AIRCOM

Danish F-16s supporting NATO’s continuous Air Policing mission, along with JAS-39 Gripens from the Partnership for Peace nation of Sweden, conducted intercept training with a U.S. long range bomber. Additionally, Typhoons from Great Britain – one of the Baltic Air Policing detachments – were airborne in western Estonia training areas while the bomber transited the Baltic Sea off the Estonian coast. The exercise took place in European international airspace, including over the Baltic Sea and the English Channel. Air Policing forces, which protect Alliance airspace on a 24/7 basis, used the opportunity to practice interoperability and intercepting procedures with U.S aircraft of a different size and capability. As part of exercise POLAR ROAR, a B-52 Stratofortress from the 2nd Bomb Wing, Barksdale AFB, Louisiana, B-52s from the 5th Bomb Wing, Minot AFB, North Dakota and B-2 spirits from the 509th Bomb Wing, Whiteman AFB, Missouri conducted simultaneous non-stop flights from the U.S. to the North and Baltic Seas, around the North Pole and over Alaska and over the Pacific Ocean to Alaska’s Aleutian Islands, respectively. NATO Allied Air Command (AIRCOM), through its Combined Air Operations Center-Uedem, used Air Surveillance and Control System, Air Command and Control, and Air Defence assets, in-

cluding national contributions of interceptors, to train its peacetime collective defence Air Policing mission. Allied and Partner jets scrambled to train intercept procedures at designated points in the exercise, and the NATO Airborne Early Warning & Control Force aircraft ensured command and control during operations. “AIRCOM welcomed this opportunity to train with a U.S. aircraft, in a simulated air intercept scenario, for this exercise,” Brig. Gen. Kevin Huyck, AIRCOM Deputy Chief of Staff for Operations, said. ”Our Air Policing assets in Northern Europe and throughout the region embraced the unique training event which further enhanced our ability to preserve NATO airspace integrity.” NATO’s Air Policing mission preserves and safeguards the integrity of Alliance airspace. Scrambles are launched within minutes in response to aircraft not following international flight regulations or approaching NATO member countries’ airspace. All aircraft involved in the exercise flew in accordance with international air safety procedures, including the use of transponders. Alliance members and partner countries use every opportunity to conduct collective training in order to meet the challenges of an evolving security environment. “Exercises like POLAR ROAR enhance cooperation and reinforce NATO’s credible and visible posture in preserving a safe and secure environment,” General Huyck concluded.

As part of ongoing efforts to improve quality of life issues and reduce energy consumption on Naval Support Activity (NSA) Naples two new chillers have been placed on

the roof of Admin 1 on Capodichino with a third one on the way. A chiller is a type of machine that removes heat from a liquid by a vapor-compression or absorption refrigeration cycle. The liquid is then circulated through a heat ex-

changer to cool the air. The new units are currently being installed and are scheduled to go into operation once electrical and piping work is completed and after final checks and inspections are done. When the new chillers are up and oper-

ational they are designed to improve on performance, efficiency and maintenance, in addition to having an extended life cycle and a reduction in the environmental impact. Construction Manager Paolo Di Lieto, Facilities Engineering and Acquisition Division (FEAD), explained some of the ongoing changes. “The new five-ton Chillers, made here in Italy, represent some of the newest technology available,” Di Lieto said. “These units are designed to be highly efficient, resulting in nearly a 40 percent energy savings over the ones they are replacing. “ Energy conservation is an

important aspect of the Navy’s Great Green Fleet Initiative. The Navy's focus with the initiative is to demonstrate the ability to adapt new technologies to expand options for energy sources available to the Navy and Marine Corps. NSA Naples has about 12 main buildings responsible for a large part of the energy consumption here on base and the new chillers are one step toward making a noticeable difference in reducing the environmental impact all while improving the air quality of the work spaces for the military personnel and civilian contractors who work there.

Since the first selections were made in 2015, female enlisted Sailors have attended the Basic Enlisted Submarine School at Naval Submarine Base New London in Groton, Connecticut. Many of those selected had to cross-rate, which also

included retraining in their new rating. Thirty-eight Sailors were selected in the second cycle announced in May 2016 and have entered the training pipeline; they will be assigned to USS Florida (SSGN 728), based out of Kings Bay, Georgia. “This is a very exciting time for the submarine force and the Navy,” Rear Adm. Randy B. Crites, the Enlisted Women in Submarines Task Force Commander, said. “We are reaching milestones that allow us to be more capable than ever by growing and diversifying our force as these exceptional women make their way through the training pipeline.” The third application window for enlisted women on submarines will be announced in an October 2016 Naval message, or NAVADMIN. The selectees for the third round of selections will serve aboard USS Ohio (SSGN 726), home ported in Bangor, Washington.

They include: Electric bill tax changes Effective 2016, the Italian RAI TV tax will be charged on electric bills. The charge is effective on your first bill following July 1, 2016. The 2016 total RAI TV tax of 100 euro will be divided and charged over your remaining 2016 bills. Refer to the following for your specific billing scenario: ● Electricity contract through the NEX Residential Services Office: You are automatically exempt and NO tax will be charged - Electricity contract in your name and directly billed to you. To receive an exemption you must submit a letter to the Italian tax office. The Housing Office will assist you with preparing this letter. Reduce Stress When You PCS From Navy Personnel Command Public Affairs

Planning ahead can be one of the biggest stress relievers when it comes to a permanent change of station (PCS) move, says officials from Fleet and Family Service Center (FFSC) in Millington, Tennessee. “Preparation, communication and family involvement are keys to a less stressful PCS move,” Diane Brown, FFSC Work and Family Life specialist, said. Sailors can use the “Plan my Move” tool on the Military OneSource website at www.militaryonesource.mil to organize their move. It provides a three-month calendar of steps a Sailor needs to take to ensure a smooth move. Brown says sponsors can also help reduce a Sailor’s stress by finding answers ahead of time to any questions they have about their new

location. Sailors who have not been assigned a sponsor should contact their gaining unit, or they can request one on the Military OneSource website with the Electronic Sponsorship Application and Training tool.
