The Department of Defense has released the 2016 Basic Allowance for Housing rates. Basic Allowance for Housing rates will increase an average of 3.4 percent when the new rates take effect on January 1, 2016. An estimated $21 billion will be paid to approximately one million Service members. On average, Basic Allowance for Housing rates will increase approximately $54 per month. Continuing to slow the growth in compensation costs, the 2016 Basic Allowance for Housing Program expands the member cost-sharing element (outof-pocket expense). Based on the authority provided in the FY 2016 National Defense Authorization Act, the cost-sharing element was increased to two percent. The cost-sharing amounts incorporated in the 2016 Basic Allowance for Housing rates vary by grade and dependency status and range from $24 to $57 monthly. This means for 2016, a typical member will need to absorb two percent of the national average housing cost by pay grade. This rate computation change slows the growth of certain military pay and benefits in a fair, responsible, and sustainable way. Even with these nominal changes, the overall military pay and benefits package remains robust and healthy. Housing cost data are collected annually for over 300 Military Housing Areas in the United States, including Alaska and Hawaii. BAH Page 19

For the FOURTEENTH year in a row, the Navy Midshipmen have again proven their superiority over the Army Black Knights. This age-old football rivalry occurs on the field of play in a spirit of friendly, but intense, competition and puts on display the strong bond between our armed services. It also provides a great opportunity to reunite with shipmates, colleagues, and friends of years past and promotes comradery within the services. I enjoyed the game this year at home with my family knowing it marked another successful year serving our nation and signals the coming holiday season. As this year comes to a close and we celebrate the holidays, it’s a perfect time to start thinking about New Year’s resolutions – resolutions that you can commit to in 2016. I encourage everyone to reflect on the past year and take some time to think about fresh resolutions that could take you to new places professionally, personally – or literally with the travel opportunities we have in Europe. I’ve got a few resolutions of my own for our Naples community that will serve to improve overall service and our quality of life. In 2015 we made a lot of headway – the Capo barracks move to the Triangle significantly improved the quality of life for our unaccompanied Sailors, we improved the trash collection, recycling and base appearance with a lot of help from the community, we allowed civilians to again reside on the Support Site which improves quality of life and reduces pressure on military direct assignment, celebrations such as Eggstravaganza, Fourth of July, and Spooktacular were big hits and widely attended, we started the fair market valuation process which ensures our community (and taxpayers) are not being taken to the cleaners on rental rates, and we greatly reduced the prices for family recreational activities such as bowling, the movie theater, and swimming pools (free). So with all that, what’s left? There is plenty, and in 2016 my resolutions include – improving the quality of maintenance and support provided by Mirabella, improving internet performance on the Support Site and doubling the bandwidth, improving the quality of our air conditioning during the summer in housing and at the schools, finding new ways to increase two-way communications with the community, taking our MWR events and offerings to a new level, and continuing to improve our performance on trash collection and base appearance. As things slow down a bit over the holidays, please take the time to be with your families, friends, and loved ones. For those of you with extra room, consider adopting a single/unaccompanied service member. You can sign up through our liberty center on Capodichino. In 2016 I will continue to survey the community through our various feedback channels and respond in a way that will ensure the community of NSA Naples has the best available experience, while keeping my eyes on the horizon and taking the necessary steps to ensure future residents have a place to proudly call their home. This will be the last issue of Panorama until 2016 so drive safe, stay vigilant, and most of all – have a happy new year!

The Christmas farmer is an alternative route that takes visitors into the history of ancestors who worked the land with traditional tools but it is also a presentation of numerous food stands offering recipes of the Vesuvius area. threat to the Philippines. America’s problems with Japan arose shortly after Roosevelt mediated the Treaty of Portsmouth in 1906, ending the Russo-Japanese War. In that conflict the Russian fleet had been annihilated by the Japanese. But despite their triumphs over the Russians on the high seas, the Japanese failed to get all they felt they deserved at the peace table and blamed Roosevelt for it. Roosevelt didn’t want a break with Japan, as the United States was ill-prepared for war. Most of our battle fleet was concentrated in the Atlantic, and there were only a handful of armored cruisers on duty in the Pacific. In the event of war with Japan, this small contingent that made up the Asiatic Battle Fleet would have to abandon the Philippines for West Coast ports until the United States had strength enough to go on the offensive. To impress upon Japan the U.S. Navy could shift from the Atlantic to the Pacific, he ordered the fleet to sail around the world. The president also wanted to find out what condition the fleet would be in after such a transit. As he stated before the fleet’s departure, “I want all failures, blunders and shortcomings to be made apparent in time of peace

and not in time of war.” But, more importantly, Roosevelt felt that a successful cruise of this magnitude would provide the American people with an example of U.S. naval preparedness, strength and range. Such an impression, he hoped, would help him get the desired appropriation from Congress for four more battleships. Their journey was not without challenges. While sailing through the South China Sea, enroute to Japan, the fleet ran into one of the worst typhoons in 40 years. The fleet eventually came through the typhoon unscathed. The fleet’s Japan visit had the desired result: it generated good will between both countries and eased tensions that might otherwise have led to open conflict. Having crossed the Atlantic, the fleet arrived at Hampton Roads on February 22, 1909, ending its 14-month odyssey. The ships, looking not quite as pristine as when they started out, but majestic nonetheless, had their bands belt out the rollicking tune “Strike Up The Band,” followed by the slower, more poignant strains of “There’s No Place Like Home.” Once again aboard the presidential yacht Mayflower, Roosevelt responded to the rendering of the

fleet’s 21-gun salute with enthusiastic waves. With only two weeks left in the White House before turning over the reins of government to his successor, William Howard Taft, the return of the fleet and the success of its mission prompted Roosevelt to declare later that this cruise was “the most important service that I rendered for peace.” The cruise of the Great White Fleet had many substantial results both diplomatically for the nation and technically for the Navy. On the diplomatic side, the cruise satisfied our country’s desire to be recognized as a world power. It was aptly proven that the United States was capable of projecting its influence anywhere in the world on a heretofore unprecedented scale. For the Sailors who participated in this historic once-in-a-lifetime adventure, the cruise reinforced their pride in service and country. They had been the ambassadors of good will and the vehicles through which others perceived and judged America and the Navy. The results were gratifying. But even more concretely, the Sailors saw their individual roles and the role of the Great White Fleet as providing the muscle behind U.S. foreign policy.

Naval Facilities Engineering Command Europe Africa Southwest Asia and Public Works Department Naples, Italy will bid farewell to Italian national, Angelo Capuozzo, who is retiring at Naval Support Activity (NSA) Naples after 43 years of service, December 31. Capuozzo started working with the U.S. Navy in 1972 at Naval Air Facility Capodichino, then NSA Agnano and then, NSA Naples Capodichino. He has worked as a maintenance

mechanic, specialized air conditioning mechanic, air conditioning mechanic leader, dynamics shop supervisor and shop leader supervisor. One of his fondest memories is the honor of assisting with the recovery and transport of those lost during the bombing of Lebanon in 1983. Another fond memory Capuozzo had was the preparation and precautionary measures taken in the event of potential Y2K impact. Capuozzo’s quest for knowledge afforded him the opportunities to attend several schools and training courses around the world such as the NAVFAC Civil Engineer Corps Officer School for Overseas Hazardous Waste Generator at Port Hueneme, California; Boiler Training in Norfolk, Virginia; Heating, Ventilation and Air Conditioning training in Norfolk; Enterprise Building Integrator Operator in Minneapolis, Minnesota. and the Electrical Explosives Safety Course in Sigonella, Sicily. After retirement, Capuozzo plans to visit his daughter in Rome and continue his hobby of building boats. He hopes to transfer his experience of all these years to someone else and eventually travel the world on his own boat.

This time of year, every pastry shop in the Naples area has stocked its shelves with the region’s typical Christmas sweets, called dolci natalizi. If you’re unfamiliar with traditional Neapolitan pastries, the array of

options can be confusing, especially since the offerings at your local pasticceria will change from season to season. Here’s a guide to the most common Neapolitan Christmas pastries and biscotti that you will see when you walk into a pastry shop this time of year.

Other versions, called raffioli a cassata or raffioli ripieni, include a layer of ricotta cream with chocolate chips, and often are topped with a layer of green pistachio paste or dried fruit.

The base of this dessert is pan di Spagna, a type of sponge cake. The cake is then covered in a white sugar glaze to form the simplest version of the dessert, raffioli semplici, which are essentially oval-shaped cookies.

If you go to buy one, you’ll receive not only the pastry, but also the round pan it is baked in, as it is deemed to delicate to be removed. Look for the decorative crisscross pattern on top to identify it.

Neapolitan struffoli are a longstanding Christmas tradition in Campania. The fried dough balls are tossed in honey, then mixed with candies and sprinkles. They are served in piles on a plate, and are available in any pasticceria this time of year. If buying a large platter of fried dough and confetti seems intimidating, try a small plate, as they’re usually available in varying sizes.

These cookies, shaped like a letter “s,” are a challenge for the teeth. Biting into one is unexpectedly hard and chewy, but the texture grows on you after a while. They are made from a dough of honey, flour, ground almonds and sugar, and spiced with cloves, nutmeg, cinnamon and vanilla. Some versions are called sapienze.

This type of sweet bread loaf originated in Milan, not Naples, but it has become a common Christmas dessert throughout all of Italy. Typically, the tall, domed loaf contains candied citrus fruits and raisins, but some versions include chocolate and other flavorings. It is usually cut into vertical slices and served with a sparkling wine like spumante during Christmas or New Year's celebrations. Another type of sweet yeast bread, pandoro, is similar to panettone, but lacks the candied fruits and raisins. Pandoro is also eaten during the winter holidays, but originated in Verona and has a base shaped like an eightpointed star.

Twenty five Naples Tiger Sharks traveled up North to defend our 2014 Long Distance Championship title, and they did just that, swimming stronger and faster as the events went along over the two days of competition. Coach Jane Higgins explained there were challenges for both swimmers and coaching staff in adjusting from the 25-meter pool at Capodichino to the 50-meter pool at Ligano.

We train all season in a 25 meter pool, so going from the 25 meter pool to the 50 meter pool is a big deal, especially in the 400 Individual Medley, which is the most demanding distance event, because the swimmers need to be proficient in all four strokes – butterfly, back stroke, breast stroke and freestyle, she said. “We really had no idea what the score was because it was not being posted, so it was not until the end of the meet that the team found out we had won the Long Distance Championship by six points with Kaiserslautern and Stuttgart tied for second place,” Coach Jane Higgins said. “I am extremely proud of this group of athletes. Discipline, desire, devotion, determination and dedication all went in to preparing for this meet, and to see it all come together as it did was so exciting and well deserved.”

The holidays don’t always go as well as I’d like. Based on a story from a Washington Post annual online sharing of holiday horror stories, that’s true for a lot of people. “We were doing a southwest theme, so I was making a tequila lime turkey. I’m used to using wine for cooking and will often just dump more in if the sauce needs it. I checked on the turkey, realized the sauce needed a little more tequila, poured it over the turkey, mixed the sauce in the roasting pan, and put it back in the oven. About five minutes later I was standing by the sink. The oven door went flying open, there was a very loud WHOOOSH noise, and a giant fireball came shooting out the oven door.” Sometimes trying to do too much at once (ahem … multitasking) results in turkey flambé. But sometimes, the problems can be more serious: an absent loved one or a health condition such as post-traumatic stress disorder that makes it uncomfortable to be in a group, or a brain injury that results in headaches or cognitive dysfunction when things get too chaotic. We’ve heard how fireworks and crowds are upsetting for those with PTSD and brain injuries, but other holiday events can be tough, too. The apps listed below can help you ease holiday stress. But if you feel persistently sad or anxious, plagued by physical complaints, unable to sleep, irritable and hopeless, or unable to face routine chores,

talk to your doctor or a mental health professional. If apps aren’t your thing, the Mayo Clinic suggests some low-tech ways to cope with stress: take a walk at night and stargaze, listen to soothing music, get a massage, or my personal favorite – read a book. Naples NJROTC Cleans Base as Community Service Project By Cadet Petty Officer First Class Bailey Ward NJROTC Public Affairs Officer

Developing responsible citizens is one of the cornerstones of the U.S. Navy’s Junior Recruit Officer Training Program (NJROTC) and on December 9 and 10, cadets from the Naples Middle High School NJROTC Unit executed two community trash clean-up days at the Gricignano U.S. Navy Support Site. The unit’s efforts were focused in the areas that usually require the most attention including parks, high traffic streets and parking lots. The event helped cadets earn Community Service ribbons and continued to catalyze the unit’s phenomenal esprit de corps. The cadet commanding officer was extremely encouraged by the efforts and was especially proud of the freshmen who have hit the deck running this year. “We have a superb group of young talent,” Cadet Lieutenant Commander Molly McGunnigle said, who led one of the teams. “NJROTC is looking great this year, and our success stems from awesome students who are simply willing to work together to get things done.” Cadet Petty Officer First Class Brandon Vaught said cleaning up the base made him feel more connected to the military community. “Picking up trash around the base made me

feel more like a part of the community, he said. “I would enjoy doing it again.” The Navy JROTC Unit is one of the most popular organizations in the school with an enrollment that includes more than 20 percent of the student body. The Naples Middle High School NJROTC Unit has earned the distinction of being named a Distinguished Unit five out of the last seven years and currently operates under the expert guidance of two Naval Science Instructors with more than 50 years of combined active duty service.

DoD Extends Technological, Operational Edge Into the Future By Cheryl Pellerin DoD News

The Defense Department’s civilian and military leadership is pursuing a significant and enduring effort to extend its military, technological and operational edge well into the future, Deputy Defense Secretary Bob Work said December 14, 2015. In a speech at the Center for a New American Security’s National Security Forum, Work noted that this push into the future is driven by a pressing need to modify the defense program to meet evolving threats in the national security environment. The Only Great Power During the period between 1999 and 2014, Work said, the United States was the world’s only great power and the sole military superpower. “This gave us enormous freedom of action, but the circumstance is changing” he said, “The unipolar world is starting to fade and we have a more multipolar world in which U.S. global leadership is likely to be increasingly challenged.” For the United States, Work added, “the most stressing [challenge] is the reemergence of great power competition.” On Their Way “We’ve been trying for 25 years to include Russia within the European community and we want to partner with it on a wide variety of global issues,” Work said, adding that the United States still seeks both outcomes. But Russia, he explained, is modernizing its nuclear and conventional forces, sharpening its warfighting doctrine aimed at NATO, rattling its nuclear saber, seeking to undermine NATO and intimidate the Baltic States, and trying to rewrite the international rule book. As a result, the department is adapting its operational posture, contingency plans and programs to deter further aggression, the deputy secretary said. The Bottom Line “China, a rising power with impressive latent military technological capabilities, probably embodies a more enduring strategic challenge as its ambitions and objectives expand in Asia, [the] Western Pacific, littoral Africa, Latin America and elsewhere,” Work said. China’s words have been about peaceful rise and about defense, he added, but its actions will be the true test of its commitment to peace and stability in the current international order. The department continues to pursue military-tomilitary cooperation and a wide range of confidence-building measures with China “to make sure we never come to blows, but … we can’t overlook the competitive aspects of our relationship, especially in the realm of military capabilities. And that’s the bottom line,” Work said.

A Focus on Capabilities DoD focuses on the capabilities of potential challengers, and Russia and China present the United States and its allies and partners with unique and increasingly stressing military capabilities and operational challenges, he said. The department understands the importance of engaging with potential competitors but it does so cognizant of its central purpose “to reassure our allies and partners … and to protect U.S. forces and our allies from direct attack,” he added, “and, should deterrence fail, make sure that we are able to roll back any aggression that occurs.” The best way to prevent great-power competition from becoming great-power conflict, the deputy secretary said, is for the United States to maintain a safe, reliable and secure nuclear arsenal for so long as those weapons exist, coupled with strong conventional deterrent capabilities. Offset Strategies The United States has historically strengthened its conventional deterrence by pursuing a combination of superior technological capabilities and innovative operational and organizational constructs that offset the strengths of its potential adversaries, Work noted. In the 1950s, the first offset strategy sought to blunt Soviet numerical and geographical advantage along the inner German border by introducing, demonstrating and developing the operational and organizational constructs to use battlefield nuclear weapons, he said. After the Soviets achieved strategic nuclear parity in the 1970s, the second offset strategy included precision-guided munitions with near-zero miss. Today, the department is pursuing a third offset strategy that includes the following five kinds of technological advances: 1. Learning Systems 2. Human-machine collaboration 3. Human-machine combat teaming 4. Assisted human operations 5. Network-enabled, cyber-hardened weapons Deterrent Posture Work said the first priority in trying to build a strong deterrent posture is “to try to achieve a technological overmatch against potential adversaries.” The department needs new technological capabilities to try to achieve the technological overmatch important to an offset strategy, the deputy secretary said, but “you need new organizational and operational constructs to make them real and to gain operational advantage.” Such capabilities also must be demonstrated, Work added, so an adversary can see that any attempt to achieve operational success in the warfighting campaign is likely to fail, even if they were to achieve an initial advantage in time and space.

An important part of the Basic Allowance for Housing process is the cooperation from the Services and local military housing offices in the data collection effort. Input from local commands is used to determine in what neighborhoods data is collected and to direct the data collection effort towards adequate apartment complexes and individual housing units. Median current market rent and average utilities (including electricity, heat, and water/sewer) comprise the total housing cost for each military housing area and are included in the Basic Allowance for Housing computation. Total housing costs are developed for six housing profiles (based on dwelling type and number of bedrooms) in each military housing area. Basic Allowance for Housing rates are then calculated for each pay grade, both with and without dependents. An integral part of the Basic Allowance for Housing program is the provision of individual rate protection to all members. No matter

what happens to measured housing costs - including the out-of-pocket cost sharing adjustment noted above, an individual member who maintains uninterrupted Basic Allowance for Housing eligibility in a given location will not see his/her Basic Allowance for Housing rate decrease. This ensures that members who have made long-term commitments in the form of a lease or contract are not penalized if the area's housing costs decrease. The Department is committed to the preservation of a compensation and benefit structure that provides members with a suitable and secure standard of living to sustain a trained, experienced, and ready force now and in the future. NORAD Celebrates 60 Years Tracking Santa From North American Aerospace Defense Command

The North American Aerospace Defense Command (NORAD) is celebrating the 60th anniversary of tracking Santa’s Yuletide journey. The NORAD Tracks Santa website, which launched earlier this month, features Santa’s North Pole Village, which includes a holiday countdown, games, activities, and more. The website is available in eight languages: English, French, Spanish, German, Italian, Japanese, Portuguese and Chinese. Official NORAD Tracks Santa apps also are available in the Windows, Apple and Google Play stores, so parents and children can count down the days until Santa’s launch on their smartphones and tablets. Tracking opportunities also are offered on Facebook, Twitter, YouTube, and Google Plus. Santa followers simply need to type “@noradsanta” into each search engine to get started. This year, the website features the NORAD headquarters in the North

Pole Village and highlights of the program over the past 60 years. Tracking Santa’s Flight Starting at 8:01 a.m. in Italy (2:01 a.m. on the U.S. East Coast) Dec. 24, website visitors can watch Santa make preparations for his flight. NORAD’s “Santa Cams” will stream videos on the website as Santa makes his way over various locations. Then, at noon in Italy (6 a.m. on the U.S. East Coast), trackers worldwide can speak with a live phone operator to inquire as to Santa’s whereabouts by dialing the tollfree number 1-877-HiNORAD (1-877-446-6723) or by sending an email to noradtrackssanta@ outlook.com. Any time on December 24, Windows Phone users can ask Cortana for Santa’s location, and OnStar subscribers can press the OnStar button in their vehicles to locate Santa.
