Monitoring Earthquakes From NSA Naples Public Affairs
An earthquake shook much of Southern Italy, Dec. 29, and was felt by many throughout the region. The National Institute of Geophysics and Volcanology reported the 4.9 magnitude earthquake occurred approximately 40 miles northeast of Capodichino at 6:08 p.m. Many Support Site residents in Gricignano di Aversa noticed Christmas tree ornaments making noise and the gentle swaying of their homes. The Vesuvius Observatory, located in downtown Naples, is the Naples section of the National Institute of Geophysics and Volcanology. Its Website can be viewed at http://www.ov.ingv.it/ov/ index.php Besides seismic activity, it also monitors the Vesuvius, Campi Flegrei, Ischia and Stromboli volcanoes. The 1980 Irpinia 6.89 magnitude earthquake, which caused widespread damage and resulted in nearly 3,000 deaths, was 1,000 times stronger than the Dec. 29, 2013 earthquake.

New Policy Limiting Purchase of Meat Products

Welcome back from the holidays and happy New Year! I hope everyone enjoyed some time with their family and friends. The NSA Naples chaplain’s office organized a great New Year’s party this year on the rooftop of the Capo parking garage with more than 300 in attendance. I heard the chili was to die for! As we begin 2014, I would like to remind everyone that we are scaling back on custodial services around both Capo and Support Site. This is a CNO approved reduction in services aimed at re-directing more money to the recapitalization of the fleet. As a result, I ask everyone’s assistance in going the extra mile in maintaining cleanliness around the bases. Be sure to help pick up trash if you find it around the base and take a little extra time to clean up should you spill your coffee while transiting the passageways. If we work together, we can easily overcome this challenge and contribute in our small way in ensuring our Navy remains the best in the world. The new policy on meat purchase is another new addition for 2014. As many of you have noticed, meat products leave the shelves almost as quickly as we can stock them, even after we doubled our orders. The new policy limits excessive purchases of meat products to ensure all members of the community have equal access to the products we offer. The Banco di Napoli ATM on the Support Site has had numerous and recurring reliability problems. We are working closely with Banco Di Napoli to establish a regular maintenance schedule to preclude future issues. We are also exploring the possibility of installing additional machines in the coming year. All service members living on the economy will see an OHA increase of roughly 100 euro per month in 2014. The increase is based on surveys submitted from March to May of 2013 and will help cover expenses for utilities and recurring maintenance. I am also very pleased to report that we had no DUIs throughout the holidays. The safety of our personnel is a top priority and your exemplary behavior and solid decision making set the standard within this region. Thank you for making the effort to stay safe this holiday season and let’s make a resolution to continue this trend into 2014. The Roccaraso ski area is now open for the season with more snow on the way every day. Take the family on a trip through MWR, USO or make the two-hour drive north. Both MWR and the USO offer countless trips for service members in Naples so be sure to read through their calendars through both the PAO Notes and their respective Facebook pages.
A new policy limiting the amount of meat products purchased on any given day has been issued by NSA Naples. The policy states that customers are limited to 8 of any single item and a maximum of fifteen meat products per day. Purchases above this amount must be ordered 10 days in advance through DECA customer service (629-4871). Patrons from Gaeta, Rome and other outlying areas are limited to 8 of any single item to a maximum of 25 meat products per day with proof of residency location. This policy is intended to enforce routine availability of all products.

Applications for the 2014-2015 NOSC Scholarship will be available online Jan.17 and will close Feb. 28. Scholarship recipients will be notified in May. The application process will be conducted online. These are the requirements for application: 1) Applicants must be U.S. Military or U.S. Government Service GS personnel, currently attached to a command located in the Naples/Gaeta area, or, their dependent spouse or child. High School applicants must have attended school here locally. The sponsor must be attached to a Naples/Gaeta command on Feb. 2014, when the application is due. 2.) No person may receive a collective total of more than $5,000.00 in NOSC scholarship awards. Persons who have already reached the cumulative allowable total are not eligible to apply. 3.) All applicants must have a minimum cumulative GPA of 3.0.

Beginning in January, CNIC facility reductions will impact installation janitorial and grounds keeping services. These are CNO-approved service level reductions. For NSA Naples, sweeping, mopping and general cleaning of all spaces will be impacted. Desk-side waste and recycling pick-up in administrative and operational areas will no longer be performed. This will require personnel to dispose of waste in central collection points. Restroom cleaning frequency will also be reduced. Reimbursable tenants are not impacted at this time. Additional details will be distributed when available through leadership and in future PAO Notes.
This 10-week program for children ages 5-14 runs now through Mar 25. Registration is open and runs until classes are full. Priority is first come – first served. Jan. 22: Auditions for ‘Love Letters’ Theatrical Performance The Naples Overseas Support Club (NOSC) is presenting a live theatrical performance of A.R. Gurney's "Love Letters" Feb. 22 at the Naples American High School. Upcoming Changes to Euro Bill Payments The European Union will convert to Single Euro Payments Area (SEPA) format for payment processing Feb. 1. SEPA will standardize payment processing in Europe and allow customers to make payments to all SEPA participating countries. Payments will require an International Bank Account Number (IBAN) and Business Identifier Code (BIC) for the payee. The payment cannot be executed without the IBAN and BIC for the payee. All Community members that send Euro electronic transfers for rent or bills will be impacted by this change. Image of Mount Vesuvius Wins ‘Top Satellite Image of the Year’ A satellite image of Mount Vesuvius won the third annual “Top Satellite Image of the Year” 2013 contest organized by the DigitalGlobe Company via social media. The first round of voting saw the Island of Love in Croatia and Mount Vesuvius in Italy lead the polls with the most votes. The Mount Vesuvius won with more than 3,000 votes.

Magic World Declares Bankruptcy

Magic World, the amusement park located in Licola outside Naples, was declared bankrupt, Dec. 9. The park administration had several million in debts with Equitalia, an Italian government company responsible for tax collection. The Campania region lost another important industry in its territory.
Italy celebrated 60 years of television, Jan. 3, on the anniversary of the state broadcaster RAI TV. In 1954, it was the first channel to broadcast a national program. The channel's launch coincided with the 'Dolce Vita' boom years of postwar Italy, which solidified Italy's place as a technologically advanced country. Earlier attempts at launching TV were stymied by Fascist Italy's entrance in World War II. Today television remains the most popular source of media for Italians, and RAI is no longer the monopoly it once was, with competition from Silvio Berlusconi's Mediaset empire and independent broadcaster La7.

Arrests Made in Bribery Allegations in L’Aquila Eight people, including the deputy mayor of L’Aquila, were put under investigation for alleged bribery in the rebuilding contracts of the city following a devastating earthquake in 2009 that killed more than 300 people and left about 65,000 homeless. The deputy mayor and others allegedly took part in falsifying contracts of over one million euros, receiving bribes for 500,000 euros. Four of the eight investigated were put under house arrest. The deputy mayor resigned from office.
Man’s Will Gives a Million Euros to Town In a small Italian town officials had a hard time determining the will of a million-euro inheritance from an Italian-Australian man who wished to give the money to the poor. His hometown located in Northeastern Italy has a population of 3,300. The will was specified in the local dialect and it was very vague. Officials had to interpret his wishes and they finally made the decision to give the money to the town’s nursing home and to a local school.

Celebrations will commemorate the saint’s healing powers and inspire spiritual cleansing this time of year in preparation for Lent and spring. More historical data on the saint’s legacy show the 12th century Order of Hospitaller Knights, a European organization that took care of the sick in the Middle Ages, chose the Abbott as their patron saint. Further, Neapolitan historians cite the Sant’Antonio Abate Hospital and Church were built along via Foria in the historic center of Naples to care for the sick in Angevin times. Here are a few things to keep in mind while ending the holiday season: – Adjust tire temperatures for appropriate cold/warm periods to maximize fuel economy. - Keep refrigerator doors closed and when open keep the gazing to a minimum. Extended time with the doors open requires more energy to return the box to its set point temperature. - Turn off lights in common areas when not in use. - Open your storm shutter over your windows to let light in. - If you find yourself a little warm on your ride to work with the heat on, crack open a window instead of turning on the A/C to cool you back down. Using a mix between your car’s window and the heater in the vehicle is a much more efficient way to keep you comfortable and the car efficient. The heater core uses engine coolant to warm you and the transfer of heat also aids the engine’s radiator in keeping it cool. Therefore, you can both win and increase engine efficiency.

Naples Community Health Awareness From Naval Support Activity Naples Public Affairs
The Naples Public Health Evaluation (PHE) was an extensive effort to learn more about the potential environmental health risks present in the Campania region of Italy. The Navy established health protective policies based on the study’s findings to protect the health of U.S. personnel and their families, which includes bottled water advisories and health protective lease clauses. The PHE found the potential health risks for living off-base can be mitigated by following established risk-management actions. The enduring health protection policies are as follows: • Maintain the July 2008 bottled water advisory for U.S. personnel living off base. • Maintain the New Lease Suspension Zone (NLSZ) areas, based on U.S. Navy and Italian environmental sampling data. In these zones, U.S. Navy personnel are not permitted to sign new rental home leases. • Maintain the U.S. Naval Support Activity Naples PHE website and the U.S. Navy Regional Water Quality Board. • Maintain the health-protective U.S. Navy lease clauses for private off-base rental homes: – Landlords must provide containerized water service from a Navyapproved vendor. – Leased homes must be supplied by city water or permitted wells. Landlords must disconnect all non-permitted wells and provide proof of connection to the city water system or that the well is permitted. – Landlords must clean and disinfect domestic water holding tanks every six months. • The U.S. Navy will continue to share data with designated Italian public health officials. Throughout the Public Health Evaluation, the U.S. Navy established health protective policies and took immediate action, when necessary, to protect the health of U.S. personnel and their families. The risk management analysis determined that many of the health protective policies established during Phase I and Phase II will continue, as well as new policies implemented to ensure continued health protection. The Phase I and II reports, along with fact sheets addressing commonly asked questions and a detailed timeline of study components, are available through a link on the Naval Support Activity Naples website: www.cnic.navy.mil/Naples. Navy Leader's Guide Available in Smart Phone Application By Hugh Cox, Navy and Marine Corps Public Health Center The Navy and Marine Corps Public Health Center (NMCPHC) announced Jan. 8 the release of a smart phone application for the Navy Leader's Guide, an online handbook to help Navy leaders recognize and help Sailors displaying distressed behaviors. NMCPHC designed the original online version of the Navy Leader's Guide for Managing Sailors in Distress and has partnered with the Defense Department's National Center for Telehealth and Technology (T2) to develop a mobile app edition for the Navy Leader's Guide. "As psychological and emotional well-being is a key component of operational and mission readiness, NMCPHC realized there was a need for Navy leaders to have access to this important resource from wherever they were regardless of computer availability," said Cmdr. Connie Scott, NMCPHC Health Promotion and Wellness department head. "NMCPHC saw the reach and portability of mobile technology and apps as the answer they were looking for and have spent the last year working with T2 to make their vision a reality." Primarily used by Sailors in supervisory roles to help them identify Sailors who may be in distress, the Navy Leader's Guide provides information on operational stress control, suicide prevention, mental health, medical issues, and common problems that junior Sailors face along
with supportive interventions, resources, and strategies as well as guidance for leaders when they are assisting a distressed Sailor. According to Dr. Mark Long, NMCPHC Public Health educator, the app contains resources available in the online version in a format optimized for mobile devices, allowing leaders to take it with them anywhere they go - deployments, training missions, or as a quick resource while on the go in port. The Navy Leader's Guide app is now available for download on iTunes and Google Play and can also be accessed from both the NMCPHC and T2 websites. Mabus Tightens Navy's Counter-fraud Measures By Jim Garamone, American Forces Press Service While the Navy already has one of the strongest counter-fraud efforts in the government, Navy Secretary Ray Mabus announced Dec. 20 new measures to assure contracting integrity and to prevent fraud. Mabus, who briefed the Pentagon press corps this morning, spoke amid a criminal investigation focused on Glenn Defense Marine Asia. The U.S. Department of Justice is prosecuting the case, which alleges the company overcharged the U.S. Navy for husbanding services throughout Asia. Husbanding is the services ships receive in port and covers everything from removing sewage to providing transportation to resupply. Some Naval officers have been arrested for their involvement in the scheme and Mabus expects more announcements as a result of the case. Mabus is proud of the work Navy personnel did in uncovering the plot. "The Naval Criminal Investigative Service, NCIS, along with the Defense Criminal Investigative Service, and the Defense Contract Audit Agency did and is doing incredibly impressive work to ferret out the alleged fraud and corruption carried out by GDMA and, yes, allegations against naval personnel, as well," Mabus said. The investigation has been under way since May 2010. "Information gathered during this investigation was eventually turned over to government prosecutors and led to the recent charges filed in federal court," Mabus said. This included charges filed against an NCIS agent. Throughout the investigation, Mabus repeatedly instructed NCIS agents to take the investigation wherever it led. "This is a very serious case, and it is a serious issue," he said. The secretary has spoken with all three- and four-star admirals about the investigation and the changes he is making.
"The conduct and the behavior alleged to have occurred in connection with this case is absolutely incompatible with the standards we require from our Navy officers and civilians," Mabus said. "If, as a result of this investigation, criminal prosecutors decide not to pursue criminal charges, but instead refer cases to the Navy for disposition, I'm announcing that those cases will be reviewed and resolved through a consolidated disposition authority." This authority will be a four-star admiral who will ensure that if allegations are substantiated, individuals will be held appropriately accountable, Mabus said. Since 2009, Navy has suspended 252 contractors and debarred 400, the secretary said. Still, he said, the service must do more. Mabus is taking steps following receipt of a report reviewing acquisition strategies for husbanding and similar contracts worldwide. Experts are examining the husbanding contractor process from end-to-end and will recommend changes to correct deficiencies in those procedures and to provide maximum effective oversight of the process. When that task is finished, the Navy will issue a revised acquisition strategy that will be used on all husbanding contracts globally. The Navy will "further standardize requirements, further standardize contract vehicles, further standardize administration and increase oversight of husbanding contracts and contractors," Mabus said. The Navy will increase the use of firm fixed-price line items and minimize the use and improve the oversight of unpriced line items. The service also "will remove pay functions to husbanding service providers from ships and provide better guidance on requirements and more contracting support ship COs going overseas," he said. The Navy will also incorporate standardized requisition processes fleetwide, and the service auditor general will conduct a special audit of husbanding and port services contracts. That report is due in June 2014.

Uniform Changes: Uniformity, Fit, Functionality From Chief of Naval Personnel Public Affairs
Secretary of the Navy (SECNAV) Ray Mabus announced plans to evaluate and redesign elements of the female service dress uniform for both officers and enlisted beginning no later than May 2014. SECNAV approved a proposal by Chief of Naval Personnel Vice Adm. Bill Moran to redesign the Service Dress Blue (SDB) uniform worn by female Sailors E1-E6 and to redesign the female combination cover for E7 and above. "These changes ensure greater uniformity in our service and ceremonial dress, but more importantly, they send a clear signal that we are one in dress, one in standard and one in team. As you look out across a group of Sailors, you ought to see, not female and male Sailors, but Sailors," said Mabus. "I asked the Chief of Naval
Personnel to present me a plan that balanced the importance for uniformity with cost and functionality - and he did just that. It's now over to his team to do the necessary testing and get these uniforms rolled out to the Fleet as soon practical." The new E1-E6 service dress blue female uniform blends uniformity and tradition. The jumper and Dixie cup, tailored for female form and functionality, will match the recently redesigned (but not yet issued) male jumper -closely resembling the iconic image of the "Lone Sailor." Following completion of a fit evaluation on the female jumper style uniform and dixie cup, there will be a combined fleet introduction of the new female uniform and the previously approved male redesigned SDB uniform. The female combination cover for E-7 and above will be redesigned to more closely
resemble the male version, but will fit a woman's head in size and proportion. It was clear in the feedback from the recent test that simply issuing a male cover to females did not result in satisfactory fit or appearance. Similarly, lessons learned from the fit evaluation will be used to inform the design of the female cover. New uniform items will be evaluated for fit, comfort and durability. Fleet introduction will begin following approval of the final design and completion of the manufacturing process. The final timeline and costs of the new items will be determined following the wear test. "We are moving out with our plan to test these new uniforms items this spring," said Moran. "After a thorough testing, elements of these uniforms will begin to be introduced." Feedback from a May 2013 uniform survey was instrumental in the development of these changes. More than 1,000 female officers and enlisted participated in the internal study which looked at level of satisfaction when wearing the male combination cover, Dixie Cup and the winter jumper style uniform. "Loud and clear we heard their feedback-'don't simply put us in men's uniforms,'" said Moran. "We are taking the needed time to develop and test uniforms that more closely resemble their male shipmates, but are designed to fit female Sailors." Uniform officials say that further changes to female uniforms are likely, as the uniform board reviews and deliberates additional ways to improve uniformity and functionality. If the answer to these questions is YES, you are ready to apply for TA. 3. Get an Education/Degree Plan. Contact your servicing Navy College Office (NCO) or Virtual Education Center (VEC) and receive counseling either in person (NCOs only), virtually, or by phone or email. They'll help you develop a degree plan and determine which courses are eligible for TA funding. You must also have completed the WebTA training at https://www.navycollege.navy.mil/ WebTA_Training/courseLaunch.html within the last two years. 4. Complete a TA application in WebTA. Here is where you will list the courses you want to take and the tuition and fees associated with the courses. Sailors starting a class without an approved TA voucher risk being financially liable for their tuition. 5. Monitor your WebTA account to ensure your TA request is command approved and authorized by the VEC prior to the class start date. TA pays up front the tuition and fees for course enrollments 100 percent of tuition costs for courses applicable to the completion of a high school diploma or equivalency certificate. For other education levels, there is an FY credit limit of 16 Semester Hours, 24 Quarter Hours, or 240 clock hours per individual per fiscal year. Payments for tuition/fees will not exceed: a. $250.00 per Semester Hour b. $166.67 per Quarter Hour (**Subject to change with future budgets.) c. $16.67 per Clock Hour

These key focal training topics are designed to provoke thought, inspire young leaders to discuss these issues, and create awareness through a variety of social networks and activities at the most junior level. "They're in their commands having conversations about these topics and aren't afraid to have these conversations with not just their peers, but everyone in the command." Healthy Use of Prescription Drugs and Policy From Chief of Naval Personnel Public Affairs
Most people take medicines only for the reasons their doctors prescribe them. However, an estimated 20 percent of people in the United States use prescription drugs for nonmedical reasons. Understanding how to take prescription drugs correctly can not only keep a Sailor safe, but it can save their careers as well. "The Navy's zero tolerance policy regarding drug use are no surprise to Sailors," said LaNorfeia Parker, deputy director, Navy Drug and Alcohol Prevention Program. "What some Sailors may not realize is that drug misuse and abuse not only includes the use of illegal drugs, but also any inappropriate use of pharmaceuticals, even if they are prescribed by a healthcare provider." Inappropriate use of pharmaceuticals includes: * Use of prescription medication outside of its intended purpose. For example, taking a narcotic now for back pain when the medication was originally prescribed a year ago following knee surgery. * The prescribed medicine is past the prescribed date. Read prescription labels,
attached information sheets, and only take the medication for the period of time prescribed. Do not take a prescription that has expired. If you are not sure ask your provider. * Taking prescription medication in excess of the prescribed dosing regimen. Any variation of the prescribed dose can have serious health impacts. * Taking medication that was prescribed for someone else, whether they are a shipmate, spouse or friend. Sailors who have a urinalysis sample that is identified as positive for controlled substances, for which they don't have a valid prescription, may be subject to punishment under the Uniform Code of Military Justice (UCMJ) and processed for administrative separation from the Navy. "Sailors should take extra precaution to know all the facts and consequences of the medicine they take," said Parker. "And when you are not 100 percent sure, ask your healthcare provider. A Benefit of Service How Sailors Can Take Advantage of TSA's PreCheck Program By MCC Christopher E. Tucker, Defense Media Activity
Transportation Security Administration announced free enrollment in its PreCheck expedited screening program for air travel in the U.S. starting on or after Dec. 20. When booking travel through the Defense Travel System or directly with an airline online, look for a data field called "Known Traveller Number." This is where you will enter your DoD ID number found on the back of your Common Access Card. (If booking travel through a travel agent or an airline representative, inform them that you have a known traveller number.) When you get your boarding pass, you should see the TSA's PreCheck logo printed on it. This means you've been successfully enrolled in the program. "Service members going through the PreCheck [security] lane are going to get a number of benefits," said Mark Howell, a TSA spokesperson. "When they go through they're not going to have to take off light outerwear, like their jackets. They can leave their boots on and their belts on, and they can keep their laptop in a bag. So, when they come to the line, they can just take some loose change and other things out of their pockets and go through." Service members do not need to be in uniform or on official travel to participate in the TSA PreCheck program.
The automatic enrollment is only for active duty, reserves and National Guard. Family members over the age of 12 and retirees are not given automatic enrollment. However, military families and retirees can sign up for the TSA PreCheck program just like any U.S. resident, which will cost $85 for a five-year enrollment. PreCheck is a domestic traveller program, while the Global Entry Program is for travellers who perform a lot of international travel. There is a separate fee to enroll in that program, or families or retirees can pay TSA $100 to enroll in both PreCheck and the Global Entry Program at the same time. Howell said that PreCheck is a "risk-based, intelligence driven program," which means that not all service members will be granted automatic PreCheck status on every trip, even if they have provided their ID number to TSA. "The other thing we want people to know is that it's not guaranteed," he said. "It's kind of randomized, so we don't guarantee expedited screening to any passenger. There may be a chance that there will be one time you'll go through and you're not going to get it." If, by chance, service members had already enrolled in TSA's PreCheck program prior to the automatic enrollment announcement, Howell said they should continue to use the number that was provided to
them when they first enrolled. Currently, there are more than 100 domestic U.S. airports that participate in the PreCheck program, and Howell said the program continues to expand to many of the nation's smaller airports. "It's at most of the major airports; all the major airports that most people would use for travel: Denver, Atlanta, Los Angeles and Chicago, all the major [airports] have it," he said. "It's the smaller, regional airports that are starting to expand and get this program now. It's going to continue to get bigger, continue to expand, and be more convenient for passengers across the United States." "TSA's workforce is made up of 25 percent veterans. We appreciate the service of the military as much as anybody," Howell said. "One of the ways we're showing that is by providing TSA PreCheck free of charge to all service members, whether that be active duty, Reservists or National Guard." TSA's PreCheck program is linked to DEERS (Defense Enrollment Eligibility Reporting System), which means that as service members retire, they will no longer be eligible for free and automatic enrollment in the program. They would have to reenroll and pay the $85 fee to continue to get the PreCheck expedited screening benefit. Except for those living at the Support Site and Capodichino, bottled water is recommended. Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

By planning ahead, you can help ensure you and your family remain safe and healthy. Here are a few great tips to help make your holiday vacation an enjoyable one. First, if you are currently taking medication, be sure that you have enough supply to last for the duration of your time away from Naples. If you find that you do not have enough, or if it is lost or forgotten, you can request a prescription be sent to a local pharmacy. The easiest way to do this is through RelayHealth.com, as the system is available 24 hours a day, seven days a week, and it can be accessed anywhere there is an Internet connection. To write a prescription, your doctor will need your name, date of birth, medication, dosage, your contact address, phone number, and the name, address, fax and phone numbers of the pharmacy where you will pick up the medication. You can submit this information via a secure message on RelayHealth, and your request will be resolved within three business days. If you are traveling by airplane, it is important to drink plenty of water and wash your hands (or sanitize them) frequently. If you are sick or have a cough, it is best to wear a protective mask over your face. At the very least, make sure to cover your cough with the crook of your arm to minimize the spread of germs. If you are taking a long-distance flight, it is a good idea to get up every couple of hours to stretch your legs. Exercises, like neck and shoulder rolls, will also help reduce any aches or pains. If you are travelling long distances by car, make sure you are paying close attention to the signals your body is giving you. Travel fatigue has the potential to lead to disastrous consequences. “This is way better than I thought,” was a common phrase said by the more than 30 Naples students who participated in the Club Beyond Winter Blitz from Dec. 29 to Jan. 4 in Austria. When our teens think of a Chapel associated event, most often they expect somber and sometimes long, classes or low-key type of fun. At Club Beyond Winter Blitz nothing could be further from the truth. While values and faith were promoted, this was not an excuse to lower our standards of engaging and entertaining with fun activities. Our students had the opportunity to ski, snowboard, sled ride, ice skate, hike in the snow, visit Innsbruck, dance, laugh and even attend a basketball camp led by Harlem Throttle legend Meadow Lark Lemon! Not only was the content deep, but it was also large enough to encompass more than 400 high school students from Navy, Army and Air Force installations from Italy, Germany, Belgium, Netherlands and England. Each student was presented with the opportunity to
embrace 2014 with a fresh perspective, clean slate, and focused determination. They could choose to be the best they can be, love those around them and begin or keep an open, significant, and strong connection with their Creator and the creation. None of this could’ve been possible without the assistance of local youth mentors, the support of many non-profits from Naples, and the guidance and backing of our Religious Ministry Department. While the record breaking attendance might claim itself as the success of the program, I would prefer to echo the sentiments of hope, encouragement and faith modeled by our precious students in our community as the true hallmark of this trip. This new year presents us with the chance to build upon the positive, rectify poor decisions and move forward with a clean slate and fresh perspective. What a great opportunity to communicate this message to our high school students while in the Alps in Austria. The community wasn’t able to experience the same amazing trip as our Club Beyond students and counselors, but you can experience the same newness of 2014.

Lady Wildcats Basketball Team Enters 2014 Undefeated By David Lee, Lady Wildcats Assistant Coach
The Lady Wildcats Varsity and JV basketball teams started the new year undefeated thanks to hard-fought victories in December. To kick off the season, the team travelled to Vicenza and played two hard fought JV and varsity games Dec. 13-14, earning victories in each game due to outstanding team efforts. Keylee Soto, a 5-foot-7 junior guard, scored 15 points in Friday's 32-28 rout of Vicenza Cougars and scored 21 points in Saturday’s 38-37 varsity game victory. She hit two game-changing three pointers and foul shots in each game. This is Soto’s first year here after transferring from AFNorth. The Lady Wildcats got huge contributions from team captain Shanice Alexander, who added 11 and 12 points respectfully. Zhana Espererre-Belle, Addy Lynch and Courtney Hall combined for 20 rebounds and 10 steals. The basketball team hosts MMI from Rome at the Naples High School gym over the weekend.

Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area. Army and Air Force personnel stationed at JFC must apply through the Carabiniere at the JFC Provost Marshall's Office, Building L. USS Nitze Sailors Donate Time at Naples Area Homeless Shelter and Soup Kitchen By Lt. Marian King, USS Nitze Public Affairs
Sailors assigned to the guidedmissile destroyer USS Nitze (DDG 94) volunteered their time at Centro Fernandes Homeless Shelter in Castel Volturno and San Massimo Soup Kitchen in Licola, Italy, during a port visit to Naples, Dec. 24. Sixty-six Nitze Sailors distributed five pallets of food donated by the Naval Support Activity Naples Commissary, performed various maintenance tasks, picked up trash, played games and sang Christmas songs with the children at the shelter. The
volunteers at the soup kitchen prepared, cooked, and served meals to more than 70 individuals, in addition to performing minor maintenance and cleaning. "The soup kitchen was my first time volunteering, and it was beyond amazing! This experience was the highlight of my time in Italy," said Culinary Specialist 3rd Class Corey Bernstein. "There is no greater feeling than knowing that your contribution made a positive impact in the lives of others." San Massimo Soup Kitchen feeds 70 people daily and also provides various food supplies, utensils and cleaning products
every quarter to those in need. Centro Fernandes Homeless Shelter has been in operation for over 30 years and provides food and lodging to more than 50 men and children daily. "Helping those in need and hearing the laughter of the children as we played games made my heart smile," said Hospital Corpsman 3rd Class Brittany Reese. "I cannot wait for the next opportunity to serve." Nitze, homeported in Norfolk, is deployed in support of maritime security operations and theater security cooperation efforts in the U.S. 6th Fleet area of operations.
