Mount Whitney conducts operations in the U.S. Sixth Fleet area of responsibility in support of U.S. national security interests in Europe. The cyber threat is real. No country, industry, community, or individual is immune to cyber risks, so the Navy is supporting a national cyber security awareness campaign during the month of October. Both civilian and military computer systems are under constant attack from a variety of sources. Recognizing the importance of cybersecurity to the nation, President Barack Obama has designated October as National Cyber Security Awareness Month. National Cyber Security Awareness Month is designed to raise awareness about cybersecurity and increase the resiliency of the nation in the event of a cyber incident. Cybersecurity is one of the United States’ most important national security priorities and every individual has a role to play. Cybersecurity is a shared responsibility. The Department of Homeland Security (DHS) is leading U.S. government efforts supported by the Navy for the 2015 National Cybersecurity Awareness Month. The Navy is focusing on what cybersecurity means to the Navy community, whether active or reserve, officer or enlisted or civilian government employee or contractor.

Naples Wildcat Sound Performs at Vicenza

The Naples Wildcat Sound, the Naples Middle High School marching band, boarded a bus early last Saturday morning, bound for Vicenza American High School, where the Naples Wildcats Football Team squared off against the Vicenza Cougars. After the seven hour trip, the Wildcat Sound reached Vicenza (which is about 45 miles west of Venice in Northern Italy) and were warmly greeted by the Vicenza marching band. The bands collaborated in performing both the National Anthem and pre-game show together. By night’s end the Vicenza Cougars rallied to defeat the Naples Wildcats 16-8. Despite the loss for the Wildcats football team, both marching bands won the crowd over as they performed their halftime shows for an enthusiastic crowd of Vicenza and Naples fans. If you have been keeping up with United States news you are well aware of the recent heartbreaking shooting that struck the Umpqua Community College campus in Oregon. This senseless rampage affected many families in Oregon and the United States, and also one of our shipmates here in the NSA Naples community. Unfortunately, events like the tragedy in Oregon happen all too frequently, and it pays to be proactive and get to know your sailors and employees. Events like this crystallize our obligation to look out for each other, but regardless of external events – some stressors are unique and personal – if you notice a shipmate, colleague, or friend acting differently or showing signs of stress or depression, reach out and ask how they are doing. Our community serves the Navy and the military in a variety of ways, and we are often asked to compartmentalize many aspects of our profession, unfortunately compartmentalizing can sometimes suppress stressors and allow problems to fester. When that happens, the proactive help of leadership, a few good friends, family members, or professionals can make all the difference. Soon we will have two major Navy leadership visits to NSA Naples by the Chief of Naval personnel October 13-16 and the Chief of Naval Operations October 17-21. These are excellent opportunities to improve your professional understanding and situational awareness of the missions we are conducting for the U.S. Navy in Italy and in Europe. The new CNO, Adm. John Richardson is choosing Europe very early in his tenure, and this underlines the importance of our work and the focus that leadership puts on our personnel here at the headquarters of the Navy’s European operations. Both visits will include time to engage with personnel at NSA Naples, and you should make the most of the opportunities and come prepared to listen and ask meaningful questions. In addition, on October 21, the CNO will host a specific family engagement, in a town hall format, at the Support Site Theater from 8:30 to 9:30 a.m. This meeting gives our spouses a dedicated opportunity to ask questions and address concerns directly with the CNO. Please get the word out and plan to attend. There may not be any greater chance to have your questions, thoughts, or comments make an impact on Navy policy and how we take care of families. This week a series of minor earthquake tremors hit the town of Pozzuoli outside of Naples. Events like these serve as gentle reminders that we live in a highly active geological zone. These tremors also serve as a great incentive for strong participation in our Earthquake Drill scheduled for October 26. Between Vesuvius in the east and the active sulfur fields of Solfatara in Pozzuoli, having an emergency plan and supplies in place is strongly recommended. NAVY HISTORY: FOUNDING OF THE U.S. NAVAL ACADEMY From the U.S. Naval Academy Public Affairs

The United States Navy was born during the American Revolution when the need for a naval force to match the Royal Navy became clear. But during the period immediately following the Revolution, the Continental Navy was demobilized in 1785 by an economy-minded Congress. The dormancy of American seapower lasted barely a decade when, in 1794, President George Washington persuaded the Congress to authorize a new naval force to combat the growing menace of piracy on the high seas. The first vessels of the new U.S. Navy were launched in 1797; among them were the United States, the Constellation, and the Constitution. In 1825, President John Quincy Adams urged Congress to establish a Naval Academy “for the formation of scientific and accomplished officers.” His proposal, however, was not acted upon until 20 years later. On September 13, 1842, the American Brig Somers set sail from the Brooklyn Navy Yard on one of the most significant cruises in American naval history. It was a school ship for the training of teenage naval

apprentice volunteers who would hopefully be inspired to make the Navy a career. However, discipline deteriorated on the Somers and it was determined by a court of inquiry aboard ship that Midshipman Philip Spencer and his two chief confederates, Boatswains Mate Samuel Cromwell and Seaman Elisha Small, were guilty of a “determined attempt to commit a mutiny.” The three were hanged at the yardarm and the incident cast doubt over the wisdom of sending midshipmen directly aboard ship to learn by doing. News of the Somers mutiny shocked the country. Through the efforts of the Secretary of the Navy George Bancroft, the Naval School was established without Congressional funding, at a 10-acre Army post named Fort Severn in Annapolis, Maryland, on October 10, 1845, with a class of 50 midshipmen and seven professors. It was reported that Bancroft decided to move the naval school from Philadelphia to “the healthy and secluded” location of Annapolis for the purpose of rescuing midshipmen from “the temptations and distractions that necessarily connect with the large and populous city.”

SPOTLIGHT: CAPT PHILIP KING Capt. Philip King reported to U.S. Naval Hospital Naples in June 2015 serving as periodontist in the Dental Specialties Department. He grew up in Oklahoma City, received a music scholarship and graduated from Southwestern Oklahoma State University with a bachelor’s degree in biology and minor in chemistry and military science. He received his D.D.S from Oklahoma University College of Dentistry and served as a U.S. Navy photo faculty member for five years prior to entry into the Navy. He later completed a periodontics residency program at the Naval Postgraduate Dental School in Bethesda, Maryland, and a master’s degree from George Washington University. Operational billets have included USS America (CV 66) and Fleet Marine Force (Camp Pendleton). He also served as clinic director at Naval Dental Center Guam and Director of Dental Services at U.S. Naval Hospital Yokosuka, Japan. An avid competitive shooter, King has earned numerous shooting awards including Distinguished Marksman in both rifle and pistol, a member of the 2011 Navy Championship Navy High Power Rifle Team, and the 2013 Pacific Theater Combined Rifle and Pistol Champion against competitors from all branches of service.

The curriculum included mathematics and navigation, gunnery and steam, chemistry, English, natural philosophy, and French. In 1850 the Naval School became the United States Naval Academy. A new curriculum went into effect requiring midshipmen to study at the Academy for four years and to train aboard ships each summer. That format is the basis of a far more advanced and sophisticated curriculum at the Naval Academy today. As the U.S. Navy grew over the years, the Academy expanded. The campus of 10 acres increased to 338. The original student body of 50 midshipmen grew to a brigade size of 4,000. Modern granite buildings

replaced the old wooden structures of Fort Severn. Congress authorized the Naval Academy to begin awarding bachelor of science degrees in 1933. The Academy later replaced a fixed curriculum taken by all midshipmen with the present core curriculum plus 18 major fields of study, a wide variety of elective courses and advanced study and research opportunities. Since then, the development of the United States Naval Academy has reflected the history of the country. As America has changed culturally and technologically so has the Naval Academy. In just a few decades, the Navy moved from a fleet of sail and steam-powered ships to a high-tech fleet with

USNH Naples Celebrates Partners for Health: Hospital Reception for Local Providers, Specialists By Lt. Cmdr. Darla Dietrich U.S. Naval Hospital Naples Public Affairs

U.S. Naval Hospital (USNH) Naples hosted a Preferred Provider Network (PPN) reception for local providers and hospitals in the Naples area September 25, 2015. While committed to the mission of patient care, USNH Naples is limited in services similar to those of a community hospital with primary care and a few specialty services such as obstetrics, general surgery and orthopedics. When a patient in our area needs more specialized care than USNH Naples can provide, patients are often referred to the PPN network for more specialized care. Due to the varying needs of patients, USNH Naples sends approximately 20-30 patients a week into the network

for outpatient visits, specialized medical tests, or for higher level inpatient care. The PPN Network is composed of more than 150 providers ranging from physical therapy, rheumatology to cardiology. The TRICARE network, the military’s health insurance, contracts with these Italian providers and medical facilities, ensuring they have quality standards of care, to provide care for our beneficiaries. USNH Naples understands that going to a medical appointment in a foreign country is not the same as an appointment with their stateside doctor, and

can be challenging and sometimes a bit intimidating. To help alleviate some of these concerns, the USNH Naples has provided a team of translators and case managers to help our patients navigate their way through the Italian system, and preparing them for any cultural differences and language barriers that may occur. This group of USNH Naples staff is key to building relationships with our Italian providers and helping our patients through the Italian system. The reception was an opportunity for USNH Naples providers to meet with local area providers to network and better

understand care and capabilities within the local area. They met with their Italian counterparts and were able help build upon relationships that are necessary for continued care. It was also an opportunity for USNH Naples staff to say thank you to the PPN providers for the support they have had, and will continue to provide to our beneficiaries in the Naples region. “The PPN is an extension of the USNH Naples family,” U.S. Naval Hospital Naples Commanding Officer Capt. Barth Merrill said. “They help us continue our mission of quality patient care and we couldn’t do it without them. The PPN Network truly is a partner for health with USNH Naples, together we provide care to our beneficiaries located in the Naples area.”

CNP Hosts Worldwide All Hands Call From Chief of Naval Personnel Public Affairs

Sailors got answers to their personnel questions directly from the Chief of Naval Personnel (CNP) and Fleet Master Chief for Manpower, Personnel, Training and Education during a worldwide All Hands Call Oct. 6. Sailors from around the Fleet asked Vice Adm. Bill Moran and Fleet Master Chief April Beldo a variety of personnel questions during a live broadcast at Defense Media Activity at Fort Meade, Maryland. Sailors asked questions via satellite, Facebook, Twitter and from the in studio audience. Topics focused on current and future personnel policies affecting the fleet including: retirement, PFA policy changes, uniform updates and tuition assistance. A Sailor on Facebook asked why BCA standards changed. Master Chief Beldo said the changes were designed to encourage a culture of fitness in the Navy. “It’s about the education.” Beldo said. “We’re talking about looking at galleys and some of our food courts on bases. Things like that where you are going to eat healthier, and that’s what it’s about. It’s about a culture of fitness and health.” On a pre-recorded video, Cmdr. Anthony Toriello from USS Carl Vinson (CVN 70) asked about changes to retirement and the likelihood for a reform to be passed by Congress. CNP said the reform is being discussed and is still a work in progress. “We’re all grandfathered in on the current retirement program,” Moran said. “Any new Sailors who joined the Navy after that implementation date in 2018 will be subject to the new retirement program.” Not all questions were answered during the event, but CNP and Fleet confirmed that any remaining questions will be addressed during the next all hands call.

Lady Liberty: The Symbols of the Statue From the Department of Interior

A green woman in flowing gown keeps watch over the city that never sleeps. On her head a seven pointed halo stretches toward the sky. Her gold-plated torch is held high and has been shining on weary travelers for decades. In her other hand she holds a stone tablet with an inscription honoring the day the United States Declaration of Independence was signed. She is the Statue of Liberty and her message of freedom is never ending. If you’ve visited New York City it’s likely you’ve seen the statue, if not on Liberty Island, then in the gift shops scattered about, but where did She come from? The Statue of Liberty was designed and created by a French sculptor named Frederic Auguste Bartholdi. The entire statue is made of pure copper sheeting on framework, and got it’s color from years of enduring the elements. It was presented to the United States as a gift of friendship from France in 1886. The statue has since stood in New York Harbor, only undergoing minor changes like the installation of a

new torch in 1984. It has become such a popular destination that if you want to go inside the pedestal or crown you have to make a reservation. To the more than 12 million immigrants who came to the United States through Ellis Island from 1892 to 1954 the statue represented the hope for a new life. In many of those years the plaque on the Statue’s pedestal never rang so true. “Give me your tired, your poor, Your huddled masses yearning to breathe free,” The Statue Of Liberty continues to be a beacon of freedom to this day.
