It is that time of year again for influenza vaccines. Influenza, or “flu,” is a contagious respiratory illness. According to the Centers for Disease Control and Prevention, flu was associated with about 3,000 to 49,000 deaths per year between 1976 and 2006. Most experts think that flu viruses are spread mainly by droplets made when people with the flu cough, sneeze or talk. It can be spread to others up to about six feet away. Less often, a person might also get the flu by touching a surface or object that has the flu virus on it and then touching their own mouth or nose. Some people with the flu virus can be asymptomatic, but the potential to spread the virus still remains. The following groups are at higher risk for complications from an influenza infection, and are strongly en-

couraged to get a flu vaccine as soon as possible: Pregnant women, Individuals living with or caring for infants less than two years old, Children younger than five, especially under the age of two, People 65 years and older, or anyone with one of the following medical conditions; chronic lung disease such as asthma or emphysema, heart disease, chronic kidney or liver disease, a cognitive or neuromuscular disorder, a metabolic disease (including diabetes), or immunosuppression (caused by medication or by another medical condition). U.S. Naval Hospital Naples has two forms of the influenza vaccine for the general population, to include a vaccine sprayed into the nose (flu mist) and an inactivated vaccine given by intramuscular injection (the shot). The vaccine will help protect against the influenza viruses indicated by research to be most common during the season. FLU SHOTS

Super Stallion Helicopter Makes Precautionary Landing, No Injuries By MC2 Corey Hensley CNE-CNA-C6F NAPLES

NAPLES, Italy – One Marine CH-53E “Super Stallion” helicopter made a Precautionary Emergency Landing (PEL) in Southwest Sicily at approximately 4:52 p.m. local time Oct. 27, 2015. There were no injuries. Two aircraft were en route to Naval Air Station (NAS) Sigonella, when one aircraft made a precautionary emergency landing. Both aircraft departed the area and have safely landed at NAS Sigonella. The aircraft took off from the amphibious transport dock ship USS Arlington (LPD 24), at sea. Arlington, part of the Kearsarge Amphibious Ready Group, is conducting naval operations in the U.S. 6th Fleet area of operations in support of U.S. national security interests in Europe. The precautionary emergency landing is under investigation. CAPTAIN’S CORNER By Capt. Doug Carpenter NSA Naples Commanding Officer

This week NSA Naples hosted the Navy Region Europe Africa Southwest Asia Executive Steering Committee. This bi-annual meeting is a forum for the Region Commander and Installation Commanding Officers to discuss important issues common to our region and communicate in person with the many important leaders who reside in Naples. The meetings this week focused on installation employment opportunities, planning for the future, and how to improve the quality of life for our entire community. Housing announced that the winter heat turn-on schedule, which began on October 29, and will be complete on November 11. Please see the NSA Naples Facebook page and PAO notes to see when a specific building is scheduled for service. Each year we review the weather forecasting sites to determine the best time to make the switch from air-conditioning to heat, but this is not an exact science so please understand in the event of a sudden heat wave or cold snap. We are working closely with our partners at Mirabella to expedite the process and ensure the systems are working properly. We had a very successful earthquake drill and mustering exercise this week, and I am giving a big shout out to our community members and tenant commands for participating and getting the most out this training opportunity. I also need to thank our exercise coordinators, training staff, and emergency management team for their initiative and resolve to make this a great event. The safety of our community is paramount, and drills like these allow our personnel to practice and familiarize themselves with emergency response, disaster procedures, and consequence management. The installation also uses these events to test our reaction to the simulated emergencies and the emergency operations center’s capabilities. The quarterly drills provide regular feedback for optimization, and improvement of essential emergency functions. I look forward to your continued strong support of our emergency management training efforts make NSA Naples a lean, mean, crisis handling machine. With the holidays just around the corner, now is the perfect time to start thinking about gift buying strategies and your plans for holiday leave. It starts this weekend with Spooktacular tonight and Halloween on Saturday. Both are going to be great events for the community and especially our children. I can’t wait to see the creativity with this year’s costumes from our kids and the adults! As with all celebrations, responsibility and proper planning are key. High School Principal Bans High Heels A school principal in a high school in Avezzano, in Italy’s Abruzzo region decided to ban heels higher than four centimeters for students and staff. The banning measure was taken due to the security risk posed by running in high heels following an earthquake. The school is in an area of high seismic activity, and even though teachers and students disagreed with the decision, they would follow the new guideline. The area of L’Aquila was struck by a series of earthquakes in 2009 killing 286 people, and in 1915 a massive quake devastated the town of Avezzano killing 30,000 people.

NAVY HISTORY: RECORD-BREAKING DIRIGIBLE FLIGHT From Naval History and Heritage Command

On November 3, 1931, the Dirigible USS Los Angeles (ZR 3) made a 10-hour flight out of Naval Air Station Lakehurst, New Jersey, carrying 207 persons, establishing a new record for the number of passengers carried into the air by a single craft. The USS Los Angeles (ZR-3) was a rigid airship built from 1923 to 1924 by the Zeppelin company in Friedrichshafen, Germany, but was surrendered to the U.S. Navy in October 1924 by the German Government as part of the war reparations from World War I. At just over 658 feet long, with a hull diameter of nearly 91 feet, Los Angeles was enormous, dwarfing its tender ship, the USS Patoka (AO 9). Los Angeles carried a crew of 40 Sailors and officers, and served as an observatory and experimental platform, as well as a training ship for other airships. Her propulsion plant was five Maybach VL-1 12-cylinder water-cooline inline engines, which could produce 400 horsepower per engine, and with two-bladed fixed-pitch, rotatable wooden propellers. Her maximum range was 6,640 miles at 12 mph. Her cruising speed was 55 mph, and she could attain a maximum speed of 75 mph. The Los Angeles ZR-3 went on to log a total of 4,398 hours of flight, covering a distance of 172,400 nautical miles (319,300 km) traveling to places in both the Pacific and the Atlantic. The Los Angeles was decommissioned in 1932.

NEX Rewards Students with A-OK Program From NEXCOM Public Affairs

Hospitalman Travis Rister hails from Southeast Michigan, and he joined the Navy in 2012 after graduating from Southgate Community Education where he participated in various varsity level sports. Upon completion of boot camp at Recruit Training Command at Great Lakes, Illinois, Rister attended Hospital Corpsman “A” school at Fort Sam Houston in San Antonio, Texas, and then Optician “C” school at Naval Ophthalmic Support and Training Activity in Yorktown, Virginia. Rister has served in the Optometry Clinic at U.S. Naval Hospital Naples since 2012 as a lead technician. He is

also an active member of the command’s Junior Enlisted Association. What Rister says he likes most about the Navy is that it has allowed him to make a positive impact in a significantly meaningful way. His current goals are to promote to Petty Officer Third Class and obtain a Navy Enlisted Classification of Biomedical Technician because he enjoys problem solving. Additionally, he plans to pursue a college degree and re-enlist in the Navy. When he is not at work he enjoys exploring Europe, staying physically active and fostering his musical talents.

The Navy Exchange Service Command (NEXCOM) has helped students pay for college through its A-OK Student Reward Program since 1997. All qualified students can participate in a quarterly drawing for awards of $2,500, $1,500, $1,000 or $500 for a total of $5,500 per quarter. The next drawing will be held at the end of November 2015. Any eligible full-time student who has a B-grade point average equivalent or better, may enter the drawing. Homeschooled students can also qualify. Eligible 1 to 12-grade children of active duty, reservists and military retirees. Dependent children without an individual Dependent Identification Card must be accompanied by their sponsor to submit their entry. Each student may enter only once each grading period and must re-enter with each qualifying report card. To enter the drawing, stop by any NEX with a current report card or progress report and have a NEX associate verify the eligibility. Then fill out an entry card and obtain an A-OK ID which entitles the student to19 discount coupons for NEX products and services. Along with the award, each winner will receive a lapel pin, certificate and medallion ribbon “In Honor of Academic Excellence.” Since the program’s inception, NEXCOM has awarded more than $640,000 to students with the help of its generous vendor partners.

Outsized Tiger Sharks Place Second at SHAPE Swim Meet By Aileen Ruppe Naples Tiger Sharks

The Naples Tiger Sharks traveled to the Supreme Headquarters Allied Powers Europe (SHAPE) headquarters in Belgium to compete against several other teams October 24. Traveling with only 15 swimmers the Tiger Sharks came in second place against the SHAPE Seals who had the home field advantage, and a four-fold size advantage. Other teams included the Berlin Bear-ACudas, NATO Marlins, Sigonella Swordfish and Vicenza Mako Sharks. The Seals took first place with 57 swimmers, earning a total of 1,039 points. The Tiger Sharks came in second earning 438 points, while the Vicenza Mako Sharks came in third with 16 swimmers, earning 390 points. “It was great winning second place with only 15 swimmers,” Tiger Shark swimmer Gabe Rayos said. Caroline Ross won first in all four of her events earning 36 points for the team. Ryan Rayos, Brandon Oestereicher and Max Milton each won two of their events and second in one of their events earning 34 points each for the team. Other swimmers bringing gold home included Brooke Ralston (31 points), Callie Van Dyke (28 points) and Alex Ruppe (24 points). Ian Boggs placed second in one of his events and brought in 28 points. Swimmers who placed third in at least one of their events were Jackson Layton (27 points), Victoria Raltston (25 points), Gabriel Rayos (24 points) and

John Ruppe (24 points). Tiger Sharks swimmers who also earned points in a strong showing for the team include Jasmine Boggs, Grace Hoffer and Sarah Oestereicher. Nine Tiger Sharks also competed in the long distance event following the standard meet. The Long Distance event is the 400 meter freestyle for swimmers 10 and younger, and the 800 meter freestyle for swimmers age 11-19. Alex Ruppe placed second in the girls 400 freestyle. Caroline Ross won in the girls 800 freestyle; Ryan Rayos, Brandon Oestereicher and Max Milton, placed second for the boys in their age groups; Sarah Oestereicher and John Ruppe placed third in their age groups; Ian Boggs took fourth and Callie Van Dyke brought in honors for fifth in their age groups. “It was awe-inspiring for me to swim in my very first 800 meter race,” Tiger Shark swimmer Ryan Rayos said. “And best part was that I qualified for Lignano!” The long distance event at SHAPE served as a qualifying race for swimmers to compete in the European Long Distance Championships, which will be held over Thanksgiving weekend in Lignano, Italy. Alex Ruppe and Brandon Oestereicher both set team records: Ruppe in the 400meter freestyle girls 9 division, with a time of 6:35.73; and Oestereicher in the 800meter freestyle boys 15-16 division with a blazing time of 10:17.53. ENERGY CONSERVATION Portable Electric Heaters on NSA Naples Installations From the NSA Naples Energy Management Team

As the temperature drops during the season tenants should be aware of the regulation regarding the use of space heaters on NSA Naples installations. In accordance with Naval Support Activity Naples Instruction 4101.1C, the use of portable electric heaters is prohibited without the consent of the Energy Program Manager or the Fire Department. What if my work space is extremely cold? Contact your building manager and request a trouble call be submitted to PWD to verify the temperature of your workspace and check the heating system for proper function. Keep in mind when using portable electric heaters, the excess heat provides a false reading to the room’s thermostat. If the thermostat reads that the temperature in the room is high enough it will not trigger the central heating system to turn on. The use of electric heaters may seem like a solution but could potentially affect the entire heating system, meaning you may be warm in your cubicle but, you may be causing your co-workers to suffer. The use of portable heating systems is also a safety hazard. In small spaces the heaters can cause a fire a potentially can over load electrical circuits. If you notice that portable electrical heaters are being used in your workplace please advise your co-workers of the instruction or contact the Utilities and Energy Management Office to report unauthorized use.

Side effects may include runny nose, headache, sore throat, and cough. Education and prevention of the flu virus is important because even a mild case may adversely impact Navy force readiness and mission execution. The flu vaccine is mandatory for all military personnel (active duty and reserves), as well as civilian health care workers providing direct patient care, mission-essential DoD civilians, and CDC staff (unless medically or administratively exempt). Be sure to maintain a copy of all records because the documentation will act as your “receipt” for having received either the vaccine or the exemption. If we do not have a record of your vaccination and your name appears on a delinquency list, you will need to either show your receipt or receive the vaccine again. Vaccination is the first line of prevention towards fostering a happy and healthy family. Al-

though not required for the public, it is highly recommended to reduce the risk of contracting the Influenza virus. Remember, flu vaccination does not protect you from the common cold. Use these best practices to protect our community and keep everyone healthy! 1. Avoid close contact. Avoid close contact with people who are sick. When you are sick, keep your distance from others to prevent them from getting sick too. 2. Stay home when you are sick. If possible, stay home from work, school, and errands when you are sick. You will help prevent others from catching your illness. 3. Cover your mouth and nose. Cover your mouth and nose with a tissue or lean into your elbow when coughing or sneezing. Visiting the Legendary Castle Frankenstein By MC1 David R. Krigbaum

The landscape of Germany has inspired many authors and painters. Its medieval ruins, sentinels of an earlier age that have long lost their original purpose and shape but stubbornly still stand, seem to lurk from hills and forests, intriguing passing travelers to stop and explore. Among the earliest to appreciate them were the 19th century romantics who found beauty in withered hulks and in their dark histories. If they weren’t dark enough, they would write them that way or at least borrow a good name. Author Mary Shelley may have appropriated a name she heard on a Rhine River cruise in 1816, that of a nearby castle named Frankenstein. Whether it’s true or not it has given the little hilltop castle a bit of notoriety to stand out from all the others.

Notoriety is important because in medieval Germany, if you had a hill you had a castle. The Odenwald hills are still dotted with the remains of fortresses such as Burg Frankenstein from which the many lords of that stratified land ruled. In that regard, it’s fairly typical except for its famous name which around Halloween attracts visitors like pitchfork and torch wielding villagers to a misunderstood perversion of science. Something to realize when visiting is that the real castle and its forested hill have enough stories and myths that it doesn’t need another fictional one tacked on. Local legends include a dragon tale, mythical creatures, witches gathering on the hill and alchemist Konrad Dippel, who verifiably did live in the castle. If there is a real mystery of

Burg Frankenstein, it’s the castle’s age. Europe is full of castles, churches and places that have been consistently used or inhabited for their entire existence, but these existences stretch back so far no one remembers precisely when the first stones where laid. The oldest known reference to Burg Frankenstein is from 948 A.D. On my trip it was dreary, heavy on fog and light on rain, and looking to get worse. Normally I hated this kind of weather when I traveled. But there isn’t any better weather to ask for when exploring the ruins of castle and especially one named Frankenstein. The visit didn’t inspire me as a writer, but as a photographer it was perfect. Ominous weather, fog concealing and shadowing figures and shapes, and for the most part very few other people to ruin the mood or wander into my shots made it ideal for shooting eerie photography. A haunted atmosphere simply can’t be replicated at the height of tourist season under a cloudless blue sky. It’s called a ruin but enough castle remains that it’s easy to see the appeal romantics had in such places. The castle walls and towers still stand and even though most of the buildings are gone or reduced to stony frames it’s easy to imagine the place in its prime when hundreds labored and lived in and around its cramped quarters. Burg Frankenstein is similar to other hilltop castles in Hesse in that it’s rather compact to fit on its stony perch. Walking atop the walls and climbing to the highest floor of the keep, where the Frankenstein family once lived, offered an excellent view of the lands they once dominated both literally and physically. Another good area for photography was walking the narrow path that circles the castle walls and also includes a standalone rampart. There’s something about the combination of ruins and greenery that appeals to me. I could say there’s a statement to be made about the

works of man falling to nature or I could just say it looks appealing. The castle is in a nature park, so before heading out grab a map of the footpaths and points of interest then try to find as many as you can. Some will appeal to those with an interest in the paranormal such as the magnet stones which supposedly has appealed to witches over the centuries, the sonnstein, humming stone, which is supposed to be good for your health and even better for your health is a Jungbrunnen, the fountain of youth which I’m pretty certain has run dry. What is definitely good health-wise is the exercise received from all the walking and fresh mountain air. Burg Frankenstein was a fun and productive day out for me. It was also cheap, the entry fee was two euros, and

easy to get to. It is 20 miles from Frankfurt am Main and overlooking the town of Mulhtal. I rode a train from Frankfurt to Mulhtal’s Frankenstein stop then rode a taxi to the castle. Because the road is very windy and has no shoulder to walk on, I would recommend against attempting walking up the hill from the station. Most of the year visiting is as simple as showing up, but if you want to visit during Halloween you need to purchase an entry ticket well ahead of time due to its Halloween monster festival. Nearly everyone has read the book, seen the movie or at the very least, heard of “Frankenstein’s Monster.” If you take the time and visit the castle, you can be one of the few who has actually been there and seen for yourself where the legend got its start.

What the Navy is Doing Now to Remain Cybersecure From the Deputy Chief of Naval Operations for Information Dominance Navy Cybersecurity Division (N2/N6F4)

The cyber threat reaches beyond traditional information technology (IT) networks and computers to systems that affect nearly every aspect of the Navy’s mission. Machinery control, weapons and navigation systems may be vulnerable, as well as the networks and computers commonly used by Navy personnel. To protect against these threats the Navy has made significant changes, including how it is organized and how much it invests in cybersecurity. In 2014, the Navy established Task Force Cyber Awakening (TFCA) to improve cybersecurity after its network was compromised the previous year. The mission of the task force was to take a comprehensive look at the Navy’s cybersecurity and make changes to improve its defenses. TFCA established priorities for protecting the Navy based on recommendations from industry, the cybersecurity community and stakeholders. Using these priorities, the task force evaluated hundreds of funding requests for addressing vulnerabilities, which resulted in $300 million being set aside in fiscal year 2016 for solutions that strengthened the Navy’s defenses and improved awareness of its cybersecurity posture. TFCA used the same approach to evaluate over 300 competing funding requests for the next five years of the Navy’s budget. One of these funding priorities was for control points which allow the Navy to isolate portions of the network after a breach is detected.

Much like the watertight compartments on a ship, these control points will allow the Navy to limit the impact of a compromise and keep adversaries from moving to other targets in the network. These control points will also allow the Navy to selectively limit connectivity for parts of the network if increased cyber activity from adversaries is expected, similar to how ships set different material conditions of readiness. The task force also formed a Navy-wide group to implement the CYBERSAFE Program. CYBERSAFE is modeled after SUBSAFE which is the rigorous submarine safety program begun after the loss of the USS Thresher (SSN 593) in 1963. Like the submarine program, CYBERSAFE will harden a

critical subset of warfighting components, which could be certain computer systems or parts of the network. CYBERSAFE will apply more stringent requirements to these components before and after fielding to ensure they can better withstand attempted compromises. CYBERSAFE will also require changes in crew proficiency and culture to implement these requirements. Technical solutions alone cannot completely protect the Navy. The cybersecurity, professional and general workforce are also key contributors to the Navy’s defense. ● Cyber workforce - To ensure the cyber workforce has people with the right skills, the Secretary of the Navy is revising the Cyber Workforce Management

Manual. After this manual is approved, the Navy will identify updated training, education and certification requirements for the cybersecurity workforce. ● Professional workforce To reduce vulnerabilities in the computers that control equipment, machines or weapons systems, the Navy identified positions within the systems commands that will need cybersecurity training. ● General workforce - The Navy is bolstering its cybersecurity training to users and leaders because defending the Navy is not only the responsibility of the cybersecurity workforce, it is an all hands effort. Some examples of current training being provided to the general workforce include cybersecurity training for Surface Warfare Officer leaders, and officers at Submarine School. In September 2015, the CNO established the Navy Cybersecurity Division on the Navy headquarters staff to continue the transformation started by TFCA. The new division will oversee the Navy’s approach to cybersecurity, developing strategy, ensuring compliance with cybersecurity policy and advocating for cybersecurity requirements. The division will also evaluate and prioritize major investments and manage the CYBERSAFE program. Other organizations critical to the cybersecurity fight: Navy Chief Information Officer - Establishes policy and guidance relating to IT. ● Developed the Navy’s ap-

proach for evaluating and improving the security of IT systems; ● Revised the Navy’s policy for protecting information and information systems. Fleet Cyber Command/U.S. 10th Fleet - Operates, maintains and defends Navy networks and conducts cyber operations. ● Began installing and operating the new technical solutions that have been purchased; ● Continued defending the Navy’s networks, systems and data. Information Dominance Forces Command - Organizes, mans, trains and equips the cybersecurity workforce. ● Obtained approval to add another Division Officer cybersecurity position on CG, DDG, and LSD class ships; ● Conducted training and assist visits to prepare Echelon II commands for cybersecurity and cyber readiness inspections. Systems Commands Strengthen cybersecurity throughout the lifecycle of systems with the goal of “baking in” security from the beginning instead of “bolting it on” after systems are fielded. ● Developed technical standards for building more secure systems; ● Helped develop and implement the CYBERSAFE Program. The Navy continues to strengthen its cyber posture. But remember, the most critical member of the Navy cybersecurity team is you.

Happy Friday! Tonight is Spooktacular at Central Park on board Support Site, and best of all, it’s FREE! Pick-Up your Trick or Treating Punch Card at any of the 12 lines that will be located in Central Park at our two Ticket Tents starting at 6 p.m. and runs until 8:30 p.m. Trick or Treating for this event is for those up to the age of 16. We will have plenty of candy available. We will also have bags on hand, however we always encourage children to bring their own. The USO will host a pie eating contest, there will be a maze for the kids, and AFN will be rocking tunes all night long. Do you like decorating and carving pumpkins? If so, the Naples Overseas Club (NOSC) is taking entries for the cutest, funniest, scariest and most creative jack-o-lanterns. Pumpkins must

be dropped off before 7 p.m. to the left of the MWR stage truck, where NOSC will be set-up for the judging. And, who doesn’t love a Hayrack Ride? Take the Ride to the Annual Seabee Haunted House. They will be scaring people from 7 to 11 p.m. for $5 or 5 euro. The Hayrack Ride will operate until 8:30 p.m. and will be running to and from the Haunted House. Riders are not required to get off at the Haunted House. Will you take the chance of being scared? Finally, the access for this evening is as follows. NSA Security Policy Applies-Guest Passes: Patrons sponsoring guests may obtain a pass between 4 and 7 p.m. tonight at the NSA Housing Office parking lot. They will issue a Spooktacular Pass. EFMP Provides Benefits to Navy Families From Navy Personnel Command Public Affairs

The Exceptional Family Member Program (EFMP) is a mandatory enrollment program that works with military and civilian agencies to provide comprehensive and coordinated community support, housing, educational, medical, and personnel services to families with special needs. “Sailors on active duty enroll in the program when they have a family member with a physical, emotional, developmental, or intellectual disorder requiring specialized services, so their needs can be considered in the military personnel assignment process,” Lt. Cmdr. Brent Dennis, EFMP program manager, said. “The overall goal of EFMP is to help families accompany the service member to the right duty locations; not to exclude them.” EFMP helps address the challenges that having a family member with special medical or educational needs. Families can receive help in managing appointments, answering questions and navigating medical and educational systems. The program provides access to respite care to provide families with an opportunity to rest and reenergize. EFPM also allows service members to focus on their mission by assuring them that their families are getting the care they need.
