Richardson relieves Greenert as CNO From Chief of Naval Operations Public Affairs

Adm. John Richardson relieved Adm. Jonathan Greenert as the Chief of Naval Operations (CNO) in a ceremony, Sept. 18, at the U.S. Naval Academy in Annapolis, Md. Richardson became the 31st CNO, the Navy’s most senior officer and, as a member of the Joint Chiefs of Staff, a principle advisor to the Secretary of the Navy, Secretary of the Defense and the President. “We are here today to mark the change of command in one of the most storied, most historic and iconic posts in our military or any military-the Chief of Naval Operations,” Secretary of the Navy Ray Mabus, said. “This job has been held by Leahy and King and Nimitz and Burke and Zumwaltthe very title implies action. It’s the Chief of Naval Operations.” Mabus added, “It is fitting that this ceremony takes place here at the Naval Academy, where the Navy legacy and legend for both our outgoing and incoming CNO began.” Chief of Naval Operations (CNO) Adm. The new NATO Forces petroleum product (POL) coupons, along with liquefied petroleum gas (LPG) coupons are now on sale at the Navy Exchange. The quantity purchased in advance will count against the October ration allowance and cannot be used until October 1, 2015. Current coupons will be accepted by AGIP/ENI dealers through September 30, 2015. These soon-to-be-expired POL and LPG coupons that are valid through the end of September 2015 may be returned to either the Capodichino or Support Site Navy Exchanges for refund within 90 days of the expiration date. From NSA Naples Emergency Management Team

Since your arrival here and throughout this month you have hopefully been hearing and reading about the hazards we may experience during our assignment in bella Napoli, and those actions you can take to prepare you and your family. Throughout the month of September the Emergency Management Team has been talking about what to do during an active shooter installation lockdown, building an emergency kit, what to do during flooding events and power outages and other emergency situations. While there has been a lot of focus on disaster preparedness this month, this is and should be an ongoing process for each of us. To assist you in your efforts to prepare, NSA Naples Emergency Management is partnering with the American Red Cross, DeCA (Defense Commissary Agency), Navy Exchange and U.S. Naval Hospital Naples to provide you with information and guidance on how you can best prepare yourself and family for a disaster. We will be doing this in conjunction with the Town Hall Meeting on September 29 (6 to 8 p.m. at the Base Theater, Support Site), and on September 30, where we will have an emergency preparedness information

2015 Combined Federal Campaign – Overseas Kicks Off From LSC(SW) Julio Cruces

The Combined Federal Campaign-Overseas (CFC-O), the annual workplace giving campaign for the five overseas unified combatant commands, kicked off September 21. The campaign, which closes in two months, provides uniformed and civilian Department of Defense (DOD) employees serving overseas with an opportunity to extend their service by giving to their favorite charities. The theme of the 2015 CFC-O campaign is “Give because you care.” This theme underscores the importance of passion in charitable giving. This is especially fitting for the CFC-O because, with more than 2,600 national and international charities in the CFC-O charity listing, contributors are sure to find a cause that is close to their hearts. Furthermore, for the second consecutive year, the Office of Personnel Management has authorized Universal Giving, which expands contributors’ giving options to pledge to any of the CFC local charities across the United States. The complete, searchable charity list is available online by visiting: cfcoverseas.org. Contributors also have the option to give to the overseas military community through the Family Support and Youth Program (FSYP) fund. FSYP donations are returned to overseas military installations and invested in quality of life programs for uniformed service members, Federal civilians and their families. Pledging through the CFC-O gives those serving overseas a chance to extend their service and touch the lives of people in military communities, across the nation and around the world. Charities depend upon the generosity of CFC-O contributors to give help and hope to those in need, so please plan to participate in this year's campaign. Random Anti-Terrorism Measures RAMS are Random Antiterrorism Measures and are one of the most effective tools an installation has to deter and prevent terrorism. RAMs present an unpredictable security posture and introduces uncertainty to an adversary’s planning cycle. Tenant participation is critical to the success of the overall RAM program; therefore, you may notice an increase in ID and bag inspections at the front gates and your facility. The objective of these RAMs is to foster a safer work environment for everyone at NSA Naples. Please be patient and understanding as we implement these security measures. Sept. 24: SafeTalk Workshop NSA Naples CREDO Office is hosting a 3-hour workshop that prepares participants to identify people with thoughts of suicide and connect them with life-saving first aid resources. For the cost of a laptop today, the Navy’s nuclear propulsion program began 76 years ago. It could only have been a Navy physicist who upon observing the energy created by the splitting of uranium atoms, would also wonder if that could be used for propulsion at sea. It was in 1939 when Naval Research Laboratory (NRL) scientists met to determine if a “fission chamber” could generate steam to operate a turbine to propel a submarine. Dr. Ross Gunn, head of the Mechanics and Electricity Division, asked for $1,500 to pay for initial research. The funds were approved, and so began the Navy’s nuclear fission program. The research took a back seat in 1942 when members of NRL’s nuclear program assisted with the Manhattan Project that would unleash the power of nuclear fission in the form of the atom bombs that would end World War II. After the war, work on a nu-

clear propulsion system resumed in 1946 when then-Capt. Hyman G. Rickover, an engineering officer, joined the post-war Manhattan Project’s power reactor program at Oak Ridge, Tennessee. Rickover had a reputation as an “acerbic” personality, but also the determination to bulldoze through bureaucracy. He berated a team of scientists at the Atomic Energy Commission’s General Advisory Committee in Sept. 1946 after they determined it would be 20 years before there could be a demonstration of atomic power for practical uses. A January 9, 1947, report to Chief of Naval Operations Chester W. Nimitz stated submarines capable of operating submerged for unlimited periods could be possible by the mid-1950s, “provided nuclear power is made available for submarine propulsion.” The report was approved by Nimitz the following day. Rickover oversaw design of a nuclear-propelled submarine, and Congress approved it in the Fiscal Year

1952 shipbuilding program. President Harry S. Truman would sign the keel for the future USS Nautilus on June 14, 1952. Rickover had been involved for a mere six years. The one of the biggest decisions with Nautilus was not that she would be powered by nuclear energy, but whether to make her an experimental, unarmed test vehicle or a fully operational warship. On Jan. 21, 1954, the massive 319-foot submarine with a 28-foot beam was launched with a crack of a champagne bottle wielded by First Lady Mamie Eisenhower. Nautilus was built for both comfort and speed. Accommodations included 2 and 3-berth staterooms for the 12 officers, a single room for the captain, and a wardroom. For the more than 90 enlisted men, each had their own rack, a mess that could seat 36 of the crew, or up to 50 for movies and lectures. A juke-box was hooked to the boat’s hi-fi system, along with an ice cream machine and soda dispenser. Better yet, the nu-

clear-powered system would provide unlimited fresh water and air conditioning. The business end of Nautilus featured six torpedo tubes and carried 26 torpedoes. She was also outfitted with auxiliary diesel generators and a battery to “bring home” the boat if needed Nautilus was commissioned on September 30, 1954, at a pierside ceremony at the Electric Boat Shipyard in Connecticut. At 11 a.m. Jan. 17, 1955, Nautilus moved from the pier, and shortly afterward, Nautilus’ commanding officer, Cmdr. Eugene P. Wilkinson, ordered the following signal sent: “Underway on nuclear power.” Nautilus would achieve a number of firsts during sea trials, including the fastest submerged transit undertaken by a submarine: 90 hours from New London, Conn., to San Juan, Puerto Rico at an average speed of 16 knots (the previous record for that speed had been for a single hour). In exercises and war games with the fleet, Nautilus was nearly invincible. She could easily maneuver to either close on an enemy or escape one, all while remaining submerged. And she could outrun many of the Navy’s destroyers and all of the anti-submarine homing torpedoes at that time. Refueled four times during her 25 years in commission, Nautilus would sail more than a halfmillion nautical miles, most of them submerged. In 1958, Nautilus completed a secret mission requested by President Dwight D. Eisenhower to prove American technology had not taken a backseat to the Soviet space program. In a mission called Operation Sunshine, the nuclear-powered submarine passed under the North Pole on

Aug. 3, 1958 – the first watercraft to reach the geographic “top” of the world – during a trip from Pearl Harbor to England and under the Soviet’s collective noses through the Bering Strait. Nautilus and her crew earned the Presidential Unit Citation (PUC), the first-ever awarded in peace time. Her commanding officer, Capt. William R. Anderson, was whisked away from Nautilus when she resurfaced near Iceland, brought to a White House ceremony, where Eisenhower would announce the success of Operation Sunshine. The president then presented Anderson with a Legion of Merit to go with his crew’s PUC. Nautilus’ first deployment was with the Sixth Fleet in the Mediterranean Sea, departing from New London Oct. 24, 1960. Upon her return, she operated in the Atlantic, participating in NATO exercises and in Oct. 1962, the naval quarantine of Cuba during the Cuban Missile Crisis. For the next 13 years, she would be involved in a variety of developmental testing programs while continuing to serve alongside many of the more modern nuclear-powered submarines. Decommissioned and stricken from the Navy rolls in 1980, Nautilus’ future was assured when the Secretary of the Interior designated the submarine as a National Historic Landmark May 20, 1982. ENERGY CONSERVATION Heating Tips for Base Housing From the NSA Naples Energy Management Team

As the fall and winter seasons approach the temperature outside will begin to drop. Heating and cooling systems make up approximately 48 percent of the average household’s utility bills. When the installation switches to heating system, the residents of base housing can help reduce energy consumption by applying the following tips this winter: ● Set your thermostat as low as is comfortable in the winter and lower the set point when you're sleeping or away from home. ● Request to have air filters replaced or cleaned once a month or as recommended through the housing trouble desk. ● Ensure that the air vents in your house are not blocked by furniture or décor. ● During the winter, keep the draperies and shades on your south-facing windows open during the day to allow the sunlight to enter your home and closed at night to reduce the chill you may feel from cold windows.

Upcoming Changes to Capo Mail Delivery From NSA Public Affairs

There will be changes to the way everyone receives their personal mail in the near future. Currently, each command has designated personnel as Unit Mail Orderlies. These individuals are responsible for picking up mail at the Capo post office and delivering it to the individuals within their command. With the implementation of address standardization by the United States Postal Service (USPS) and Department of Defense (DOD), each individual is required to have their own physical mailbox and not share a single box number. With the completion of the Postal Service Center or mail room in Bldg. 450 everyone that receives mail at Capo will have a physical mail receptacle assigned to them. Mail orderlies will be notified approximately one week in advance of being moved to the new facility. Each individual in the command will come

by the new the facility with a copy of their orders to receive their box combination and sign the Postal memorandum outlining what can and can’t be received in their receptacle. Once the receptacle is assigned the mail orderly will no longer pick up personal letters and packages for individuals within their command. Each member will be required to check their mail receptacle to receive mail. Letters and package slips will be placed in the mail receptacles for you to retrieve at Bldg. 450. Packages will be kept at the Capo post office for everyone to pick up. Packages will be available for pick up from 9 a.m. to 7 p.m. Monday through Friday. All customers will have 24-hour access to their mail receptacle. Starting Oct. 1, OCONUS FPO customers wishing to mail packages to the Continental United States (CONUS), Europe, and Asia are encouraged to complete a customs form

online before they bring the item to a post office for mailing. The new program will require customs forms information for packages mailed from the post office to be entered into the U.S. Customs and Border Protection (USCBP) database. Customers will benefit from this procedure because tracking capabilities will be increased at each handoff of the mail. Customers will be able to track their mail from origin to destination with additional updates in-between. Filling out the customs forms online and bringing them to the post office saves time in line because it only requires the scanning of a barcode on the customs form. Customers without an electronic printed custom form can expect a lengthy wait (as can other customers in line) while their data is manually input into the Point of Sale retail terminal. Post Offices will provide head of the line privileges during lunch hours and high peak holiday mailing

seasons. This will provide for speedy service to continue in the FPO lobbies. Postal customers can complete their customs forms online at www.usps.com under the “E-Customs” when they click the link titled “Complete Customs Forms.” Online customs forms are also available under the Click-N-Ship option. Please contact the local Post Office for more information on how to prepare your electronic USP Customs form. Remember: alcohol is not allowed to be shipped in the military postal system. Additionally, sending or receiving items through the MPS to advertise home businesses, to sell merchandise, or to conduct business or for commercial purposes is prohibited. This resale prohibition applies whether sale is to authorized MPS users or not, and regardless of the beneficiary of the proceeds; i.e., charitable organizations or non-appropriated welfare fund activities.

With the recent release of ALNAV 065/15, the United States Naval Academy (USNA) is now accepting motivated Sailors and Marines, active and reserve, for admission to the Class of 2020. Successful candidates will be top-quality Sailors and Marines with a competitive

academic and military profile. Preparation begins as early as high school. Typically, fleet applicants who ranked in the top 40 percent of their high school class are considered good candidates. Additional requirements include SAT/ACT scores taken within the last two years, four years of high

school mathematics and English and on year of chemistry. Two years of a foreign language is highly recommended. A candidate’s application can be strengthened with demonstrated strong leadership and command recognition. Candidates must be of good moral character and have no record of discipli-

nary action during the three years preceding application for admission. Packages will not be reviewed without the commanding officer’s endorsement. The process of application to USNA can seem daunting while serving your country. It is highly recommended to seek out a mentor at your command, especially one who attended USNA. Mentors can guide and help articulate why the individual wants to attend USNA in preparation for the interviews needed for the CO’s endorsement, which stands in place of the nomination. “It was definitely huge having an officer mentor help me through the process,” Midshipman First Class Andrew Whisner, a former enlisted hospital corpsman, said. “My executive officer was a USNA graduate, and he went as far as to help me finish the last pieces of my application that I couldn’t physically do myself while I was deployed to Afghanistan. Chances are there is an academy graduate at your command.” Beyond academics and military bearing, physical fitness is a top priority at USNA. Applicants are required to possess outstanding physical fitness, as determined by the Candidate Fitness Assessment and recent command Physical Fitness Assessments. “Everyone is in shape here at the academy,” Midshipman First Class Anna Wade, a prior enlisted Mass Communication Specialist, said. “My time period before getting ready to come here was a lot of physical training. I knew I was going to be pitted against people four years younger than myself, and I knew I wanted to be in better shape than I was at the time. I would suggest to anyone to do an honest selfassessment and make the improvements you need to.” Changing from a militaryfocused environment to an academic-focused one can be a challenge. Applicants are encouraged to enroll in college courses in higher math and science while at their command in order to strengthen their admission application and to help them adapt to an academic environment. “A major challenge for enlisted and reservists is

transitioning back to an academic environment," Chief Logistics Specialist Maximo Regino, coordinator for USNA Fleet Naval Academy Preparatory School (NAPS), said. “Often they have to attend the Naval Academy Preparatory School, and the environment of NAPS replicates that of USNA. We know these service members are out in the fleet training, performing and focused on their mission. NAPS is here to encourage the transition. I would tell potential candidates take a college-level mathematics or science course to get yourself back into the academic groove.” Up to 170 regular and reserve personnel may be appointed to USNA each year. The experience they bring to the Brigade of Midshipmen is invaluable. “Our prior [enlisted] midshipmen provide a unique and important perspective. They are able to relate lessons from the fleet back to what they are doing here at the academy and they are able to convey those lessons to their fellow midshipmen,” Col. Steve Liszewski, commandant of midshipmen, said. “One of the reasons I am a Marine today is because I had a squad leader during Plebe Summer who had been a prior enlisted Marine. His inspirational leadership and the example that he set helped guide my decision to become a Marine.” The four years at USNA are challenging in order to develop midshipmen morally, mentally and physically. For enlisted candidates who are accepted the change can be a humbling experience. “You’ve been in two years, made rank and now you are coming to USNA and you’re taking orders from a second year midshipman who has no [fleet] experience. It’s hard for a lot of ‘priors,’” Whisner said. “You might have more fleet experience, but that individual has more academy experience and that’s what matters here. I see people struggle with that pride. This is a very humbling place and you have to adapt or you won’t make it.” The deadline to apply to the Class of 2020 is December 31, 2015. Secretary of Defense Ashton Carter, the senior Pentagon official in attendance, presided over the event. Carter spoke of the Navy’s many accomplishments during Greenert’s tenure. “With Adm. Greenert standing the watch, America’s Sailors and Marines have been where it matters, when it matters – rebalancing to the Asia-Pacific, where much of America’s future will be written; reinforcing our longstanding NATO allies; supporting our forces ashore in the turbulent Middle East; and providing humanitarian assistance and disaster relief the world over, in a way that only America can and does do,” Carter said. Before concluding, Carter’s remarks turned to the future, adding “Continuing and building on all this work will be critical going forward, and Adm. John Richardson was a clear choice to carry it out.” During the ceremony, Richardson took the podium to thank Greenert and his wife Darleen. “To have the chance to work with Adm. Greenert – to have he and Darleen as friends and mentors, is like being an immediate family member.” The new CNO briefly discussed his worldview and the optimism he has for the future. “I think that deep in our guts we sense a shift in the world, and we sense that once again it will be vitally important to protect our interests on the seas,” Richardson said. “As an American and as your CNO, I am very optimistic. Because this is exactly the environment in which Americans thrive, and we will thrive.” In his farewell speech, Greenert, after four years as CNO and 40 years of honorable service as a Naval officer, thanked those who served with him during his tenure, his friends, family and the men and women serving in the U.S. Navy. “People are this country’s asymmetric advantage,” Greenert said. “We talk a lot about the Sailors, but it’s also the civilians – It’s also the families. It’s great American willing to do the job. They are our advantage.” Greenert also praised his successor. “Challenges remain, but we have the right team,” Greenert said. “Adm. Richardson has all that it takes, but he also has what it takes, and that is Dana [his wife], and they are ready to meet those challenges.”

CNO Adm. John M. Richardson Adm. John Richardson graduated from the U.S. Naval Academy in 1982 with a bachelor’s degree in physics. He has received master’s degrees in electrical engineering from the Massachusetts Institute of Technology and Woods Hole Oceanographic Institution, and National Security Strategy from the National War College. At sea, Richardson served on USS Parche (SSN 683), USS George C. Marshall (SSBN 654) and USS Salt Lake City (SSN 716). He commanded USS Honolulu (SSN 718) in Pearl Harbor, Hawaii. Richardson also served as commodore of Submarine Development Squadron (DEVRON) 12; commander, Submarine Group 8; commander, Submarine Allied Naval Forces South; deputy commander, U.S. 6th Fleet; chief of staff, U.S. Naval Forces Europe and U.S. Naval Forces Africa; commander, Naval Submarine Forces, and director of Naval Reactors. His staff assignments include duty in the attack submarine division on the Chief of Naval Operations staff; naval aide to the President; prospective commanding officer instructor for Commander, Submarine Forces, U.S. Pacific Fleet; assistant deputy director for Regional Operations on the Joint Staff; and director of Strategy and Policy at U.S. Joint Forces Command. Richardson served on teams that have been awarded the Presidential Unit Citation, the Joint Meritorious Unit Award, the Navy Unit Commendation, and the Navy “E” Ribbon. He was awarded the Vice Admiral Stockdale Award for his time in command of USS Honolulu. Richardson began serving as the 31st Chief of Naval Operations September 18, 2015.

Where do Fall Leaf Colors Come From? From the Wisconsin Department of Natural Resources

Leaf color comes from pigments. Pigments are natural substances produced by leaf cells. The three pigments that color leaves are: ● Chlorophyll (green) ● Carotenoid (yellow, orange, and brown) ● Anthocyanin (red) Chlorophyll is the most important of the three. Without the chlorophyll in leaves, trees wouldn’t be able to use sunlight to produce food. Carotenoids create bright yellows and oranges in familiar fruits and vegetables. Corn, carrots, and bananas are just a few of the many plants colored by carotenoid. Anthocyanins add the color red to plants, including cranberries, red apples, cherries, strawberries and others. Chlorophyll and carotenoid are in leaf cells all the time during the growing season. But the chlorophyll covers the carotenoid – that’s why summer leaves are green, not yellow or orange. Most anthocyanins are produced only in autumn, and only under certain conditions. Not all trees can make anthocyanin. How do leaves change color? As the Earth makes its 365-day journey around the sun, some parts of the planet will get fewer hours of sunlight at certain times of the year. In those regions, the days become shorter and the nights get longer. The temperature slowly drops. Autumn

comes, and then winter. Trees respond to the decreasing amount of sunlight by producing less and less chlorophyll. Eventually, a tree stops producing chlorophyll. When that happens, the carotenoid already in the leaves can finally show through. The leaves become a bright rainbow of glowing yellows, sparkling oranges, warm browns and, in some trees, brilliant reds. Why do leaves fall? A tree’s roots, branches and twigs can endure freezing temperatures, but most leaves are not so tough. On a broadleaf tree – say a maple or a birch – the tender thin leaves, made up of cells filled with water sap, will freeze in winter. Any plant tissue unable to live through the winter must be sealed off and shed to ensure the tree’s survival. As sunlight decreases in autumn, the veins that carry sap into and out of a leaf gradually close. A layer of cells, called the separation layer, forms at the base of the leaf stem. When this layer is complete, the leaf is separated from the tissue that connected it to the branch, and it falls. Oak leaves are the exception. The separation layer never fully detaches the dead oak leaves, and they remain on the tree through winter. On the ground, fallen leaves are broken down by bacteria, fungi, earthworms and other organisms. The decomposed leaves restock the soil with nutrients, and become part of the spongy humus layer on the forest floor that absorbs and holds rainfall. In nature, nothing goes to waste.

Flushing may result in some temporary discoloration and the presence of some sediment in your water. These conditions are not harmful, and should only be for a short duration. If this occurs, keep your water faucets open until water clarity returns to normal conditions. As a precautionary measure, please check your water for discoloration or sediment before doing any laundry to avoid staining fabrics.
