Community members gathered aboard Naval Support Activity (NSA) Naples to celebrate Earth Day, April 19, at Support Site’s Village Forum Square. The 2013 Earth Day celebration was coordinated by the NSA Naples Environmental Division and included participation from the base’s various organizations. “Earth Day, traditionally, takes place on April 22nd, but the last couple of years we have celebrated the Friday before so people can attend and enjoy the weekend,” said Bernice Snyder, NSA Naples’ environmental director. “We are hoping that this Earth Day activity will make people aware of conserving energy, water, how to recycle and make a daily practice at home to make our world a better place.” During the event, members of the Naples Area Second Class Petty Officers Association (NASCPOA) took charge of the tree planting ceremony. “Basically, the second class petty officers association is here to support the community,” said Aviation Boatswain’s Mate (Handling) 2nd Class Brent Paucke, NASCPOA vice president. “From participating in community

relations events to planting a tree, we want to support in any way we can.” NSA Naples Morale, Welfare and Recreation department also hosted a one-mile and 5K run, which paid tribute to the victims of the Boston Marathon bombings. USO Naples also contributed to the celebration by showcasing musical performances from “Naples Got Talent” contestants Josh Ledestich, Dan Lizzul, Andy Sizemore and Michael Wall. Various groups and associations had representatives manning booths that sold food or shared information about the environment and their respective groups.

CNE-CNA Visits USNH Naples for Ribbon-Cutting Ceremony By HM2 Amber Craig, U.S. Naval Hospital Naples

Commander, U.S. Naval Forces Europe-Africa visited U.S. Naval Hospital (USNH) Naples for a ribbon cutting and re-dedication ceremony of the hospital’s revitalized quarterdeck, April 18. Adm. Bruce Clingan joined USNH Naples commanding officer, Capt. Matthew W. Pommer, Jr., and facilities department head, Lt. Jose D. Mora, in cutting the ribbon which officially symbolized the completion of the refurbished quarterdeck. The new quarterdeck reflects the past, present and future of Navy medicine. Among the new additions is the “Fiesco Fresco,” a mural painted by four enlisted members of the hospital staff, which features Mt. Vesuvius, American and Italian flags, and the Hospital Corpsman rating symbol, or caduceus. With USNH Naples staff “manning the rails,” Clingan thanked them for their tireless effort in promoting the

health and wellness of service members and their families. “The pride this quarterdeck invokes highlights the deep and abiding pride we have for our medical corps,” said Clingan. “The medical community is a critical pillar of our war fighting readiness.” Following the ceremony, the admiral toured the hospital’s atrium and spoke with Sailors from various departments. Hospital Corpsman 2nd Class Sean Lambert, one of the painters of the fresco, was able to spend a few minutes one-on-one with the admiral. “It was particularly gratifying to dedicate the time and energy to improving the morale of my shipmates,” said Lambert. “It was an honor to meet Adm. Clingan and receive his words of wisdom and praise.” The newly renovated quarterdeck represents the hospital’s history and marks the beginning of the future for USNH Naples, as the staff continues to adhere to the hospital’s motto to “Lead the Change to Better Health.”

Public Works to Conduct Zone Inspections at Capo

As Sexual Assault Awareness Month draws to a close, I want to take this opportunity to reflect on a few points that I hope we continue to carry into the next month and beyond. Approximately 2,600 service members report a sexual assault each year. However, DoD estimates that the actual number of assaults could be as high as 19,000 because the vast majority goes unreported. Although we can never guarantee an outcome, no community member should feel that nothing will be done if a sexual assault is reported. And no victim should ever feel alone. We have a team of more than 70 certified victim advocates here in the Naples area alone. They are your co-workers, neighbors and shipmates, but more importantly, they are available 24/7 to provide confidential support and assistance. A victim advocate is always reachable at 335-640-6621. If there is one thing everyone should know, it is the difference between restricted and unrestricted reporting. A restricted report of sexual assault means that the victim may receive medical care, counseling and other support services without triggering an official investigation. Service members and their dependents who are at least 18 years old can file a restricted report by notifying a victim advocate, chaplain, medical provider or the Sexual Assault Response Coordinator (SARC). If anyone outside of those individuals is notified, a restricted report cannot be guaranteed. An unrestricted report of sexual assault means that the chain of command will be notified and law enforcement officials will launch an official investigation. Any community member can make an unrestricted report by contacting the individuals already mentioned for restricted reporting as well as the chain of command, law enforcement and Region Legal Service Office. According to NCIS, most military sexual assaults occur in barracks, off-base apartments and rented hotel rooms. We also know that the majority of sexual assaults in the military involve alcohol consumption by the victim, suspect or both. There is something that everyone can do to avoid these commonalities – you’ve heard it before: Have a plan to drink responsibly and get home safely. Remaining sober enough to intervene before a situation escalates is in everyone’s interests. If you see a problem developing, speak up and act. We need to work together to eliminate this crime from our ranks. A few organizations are scheduled to host a Sexual Assault Awareness Month event at Support Site’s Central Park on Saturday. This culminating event looks like it will be a great deal of fun for the whole family. I want to thank the Fleet and Family Support Center and numerous local organizations for making this happen. I’m told that nearly all of the activities planned are free, including a BBQ. Look in the Base Notes section for details. Now that you have plans for Saturday, let me make a suggestion for Sunday. USO Naples is scheduled to host a free Bingo event at 3 p.m. in the high school cafeteria. Aside from the chance to win home appliances, electronics and other cool prizes, this is also a great opportunity to support our young swimmers. The Naples Tiger Sharks plan to offer appetizers in order to raise money for their upcoming swim season. As many of you know, 80 swimmers (between the ages of 6 and 19) form this team. These are children of Naples-area U.S. and NATO personnel who compete throughout Europe between the months of August and February. Organizing and running a team that competes across Europe doesn’t come cheap, so please consider supporting our youth by attending this Bingo event. And plus, you’ll have fun winning some great prizes! OK, let’s review: Where is the place for some free fun all weekend? Support Site. Enjoy!

Over the next three weeks, the Public Works Department (PWD) will conduct zone inspections in all facilities at Capo. The goal is to identify facility deficiencies and prepare work plans to correct them. In particular, PWD staff will inspect facility safety and cleanliness; doors, walls, ceilings and floors; HVAC and plumbing; and electrical issues. Additionally, PWD will conduct an environmental survey on refrigerators to identify the type of Freon used by the appliance. If you are aware of any related issues in your spaces, please bring them to the attention of your command’s or department’s maintenance service representative for routing to PWD.

Drivers Reminded to Wear Seat Belts All community members are reminded that personnel driving or riding in vehicles at NSA Naples are required to wear safety belts at all times. The NSA Naples Safety Office has recently recorded a decline in the number of community members complying with this requirement. The safety office periodically conducts surveys and has noted a sharp decrease (14%) in the compliance rate. Seat belts dramatically reduce the risk of death and serious injury in vehicle accidents. Reminder: Annual Utility/Recurring Maintenance Survey The annual Overseas Housing Allowance (OHA) Utility and Recurring Maintenance Survey for Italy is open through Tuesday, April 30. Service members residing in private housing off base are eligible to take the online survey and will be asked to report average monthly costs for utilities and routine maintenance expenses incurred over the last 12 months. April 26: Hospital Offering Vision Screenings for Kids The Optometry Clinic at U.S. Naval Hospital Naples is providing screenings on a first-come, firstserve basis for school-age children who are dependents of active duty members, DoD civilians, NATO personnel and retirees. An appointment is not necessary for screenings on Friday, April 26 from 9 a.m. to 3 p.m. Patients should check-in at optometry’s front desk. A basic exam will be performed and a prescription provided as needed. If additional evaluation or treatment is required, an appointment will be scheduled. April 27: Sexual Assault Awareness Month Event Various organizations are hosting a Sexual Assault Awareness Month event at Support Site’s Central Park on Saturday, April 27. The event will include a free 1-mile run for kids, a 5K run for adults, a free self-defense class and a free BBQ for whole family. In addition, the Navy Rock Band will provide live entertainment. Registration for the 5K run will cost $5 per participant. The 1-mile and 5K runs both begin at 10 a.m. in front of the Support Site gym. April 30: Free Public Speaking Workshop at Support Site Community members are invited to a free workshop called “Easy Strategies to Become a Better Speaker” on Tuesday, April 30. The event will be held at the Support Site community center and start at 6:30 p.m. It will feature motivational speaker Jasandra Brown and members of Naples Toastmasters. The Toastmasters club helps community members develop public speaking and leadership skills. Anyone interested and at least age 18 is welcome to attend. May 1: MWR Program Reductions Begin MWR is scheduled to begin making reductions to some programs on Wednesday, May 1, as mandated by Commander Navy Installations Command in response to current budget pressures. MWR will reduce the number of free group exercise classes at Support Site and Capo to six and five respectively. Gym users will be charged up to $3.50 per class for group exercises that are no longer free. In addition, the Support Site library will cut its operating hours by 20 hours per week. The implementation date for new library hours is not yet determined. The Capo indoor pool will be closed in the summer; however, outdoor pools at Support Site and Carney Park will be open. May 1: Red Cross Collecting Comfort Items for U.S. Troops in Africa The Naples American Red Cross is collecting comfort items for U.S. troops deployed to Africa. Red Cross representatives will set up inside the Capo Mini Mart on Wednesday, May 1 from 8 a.m. to 4 p.m. to accept community donations. Suggested items for donation include toothpaste, toothbrushes, shampoo, sunscreen, lip balm, snacks, candy, CDs, DVDs, puzzles, small games and envelopes. All items should be new and unopened. Clothing will not be collected. May 4: A Saturday Clinic for Pets at Support Site The Naples Veterinary Treatment Facility (VTF) will expand its operating hours to host a vaccine clinic for pets on Saturday, May 4. The clinic will be held from 9 a.m. to noon at the VTF building on Support Site (behind the Fire Station). No appointments are necessary; pets will be seen on a first-come, first-serve basis. Services offered will include technician exams, vaccines, annual tests, micro-chipping, and other routine services. Regular fees will apply. May 6-9: Command Post Exercise Neptune Response NSA Naples is scheduled to participate in a command post exercise called Neptune Response, May 6-9. Tour of Italy Bicycle Race Starts May 4 Naples enjoyed the triumph of the America’s Cup World Series Races for sailing and now are preparing for the “Giro d’Italia,” Tour of Italy, starting May 4. The opening ceremony will be held Friday, May 3 at the village in Piazza del Plebiscito and on Saturday there is the start of the race from Via Caracciolo. The bicycle route is 140 kilometers and is a circuit that will be crossed 12 times: four long rides climbing the hill of Posillipo and descending through Via Petrarca to the finish line at the Rotonda Diaz. The start point of the Tour of Italy hasn’t been in Naples for 50 years.

Italians Reducing Medical Treatments Over Cost More and more Italians have reduced their medical treatments and also the quantity and quality of products purchased during this long recession, according to the Italian Statistical Agency ISTAT. People over 65 can no longer afford private check-ups, putting themselves on long waiting lists for the National Health Service. Families are increasingly renouncing dental treatment for their children and the uses of antidepressants have risen. One out of three Italian families gave up taking their children to the dentist and approximately two million chil-

dren risk permanent damage to their teeth. Very few families can afford braces to correct dental alignment since 90 to 95 percent of orthodontic care in Italy is private. Italians’ lifestyles have changed dramatically. The consumption of fresh fruit and vegetables has fallen in favor of cheaper foods and Italians are exercising less in order to save money. This recession which is expected to last until next year is also pushing many businesses to close down, forcing countless workers out of their jobs.

Italy’s High Tax Burden The tax burden in Italy is higher than other European Union countries, and Italians’ overall tax burden is at 44 percent of GDP. The high level of tax evasion means the burden on honest citizens is even heavier and an obstacle to growth, according to the head of the Bank of Italy’s economic research division. At the same time, the business association Confindustria said Italian taxes reached intolerable levels and that new taxes cannot be considered. One of the much-hated taxes is the IMU, a tax Italians pay on their primary residence.

Police Find Underground Refuge for Camorra Mafia Police on Tuesday discovered a sophisticated underground refuge

being used by members of the Naples camorra mafia in the town of Villa Literno, in the outskirts of Caserta, north of Naples. The refuge consisted of a hideaway containing two subterranean rooms. The second room concealed within the first and accessible using a hydraulic device hidden beneath the floor of a villa owned by a 51-year-old man. The first room was eight to ten square meters and the second was just three square meters. The two rooms had electric light and were ventilated by a tube. There was a security camera around the outside of the property alerting fugitives in hiding of the arrival of police.

The U.S. 6th Fleet flag ship USS Mount Whitney (LCC 20) completed a two-month maintenance period at the San Giorgio del Porto shipyard in Genoa, Italy, April 15. After nearly 60 days of engineering upgrades and extensive steel replacement on the main super-structure, Mount Whitney got underway Monday to conduct sea trials, a step toward certifying as a mission-ready platform. Regularly scheduled maintenance and upkeep is critical to maintaining a ship’s warfighting capabilities and prolonging the life-cycle of the ship. Military Sealift Command civil service mariner Chief Mate Kevin Farrin said San Giorgio del Porto’s repair work was well managed and on par with any stateside shipyard. “My expectations for an on-budget and timely execution of a large project like this were fully met by the San Giorgio team,” said Farrin. Putting Mount Whitney through her paces is an all-hands evolution. The ship is being tested from top to bottom, ensuring that the engineering improvements and system upgrades function properly. The crew’s ability to perform maintenance and get back to sea in a timely manner also demonstrated the Chief of Naval

Operations’ strategic guidance of “Warfighting First, Operate Forward and Be Ready.” High-speed rudder checks, cycling engine room systems and calibrating engineering equipment are all planned for the short underway. Mount Whitney’s completion of maintenance at San Giorgio del Porto was not the only success story during the ship’s time in Genoa. During their in-port period, Sailors took the opportunity to give back to the residents of Genoa through three community engagement projects. “I think the community engagement projects have been very successful,” said Cryptologic Technician (Technical) 1st Class Jacob Wallace. Sailors stationed on board Mount Whitney volunteered 600 hours of their time in the cities of Recco and Genoa. “The partnerships we are making now will have lasting effects long after we leave,” said Wallace. Mount Whitney, homeported in Gaeta, Italy, operates with a combined crew of U.S. Sailors and Military Sealift Command civil service mariners. The civil service mariners perform navigation, deck, engineering, laundry and galley service operations, while military personnel aboard support communications, weapons systems and security.

It was the home of warriors so what better backdrop for some training for Allied Joint Force Command (JFC) Naples Field Gun team than one of Italy’s largest amphitheaters at Pozzuoli. The multi-national crew has been undergoing an arduous daily training regime since the beginning of March to prepare for the Royal Navy and Royal Marine’s Charity Field Gun Competition to be held June 1 in Portsmouth, U.K. The Naples team is the only international team invited to participate. Comprised of personnel from Great Britain, the U.S., France, the Netherlands, Italy and Greece, the team dragged their one-ton gun into the arena at Pozzuoli, showing bemused tourists what they’re made of.

Just a day later the team flexed their muscles once more on more familiar turf. They participated in the 5km Fun Run held at JFC Naples Headquarters in Lago Patria. Under the searing sun, the team pushed and pulled the gun the length of the course, powering through to the finish in a display of strength and determination which will put them in good stead against the competition. The field gun competition has its roots in the Boer War when the Naval Brigade landed and manhandled heavy guns over treacherous terrain to fire upon and defeat the enemy during the siege of Ladysmith. Teams now compete at the Royal Navy shore base HMS Collingwood, ‘recreating’ the event over an 85 yard long track for a total run of 170 yards. During the competition, six teams with 18 members each

will compete during each run racing against the clock. There are 19 teams participating in this year’s event. “Training for Field Gun is not for the faint hearted and all those who have volunteered to champion the name of JFCN at this historic competition should be rightly proud of what they are achieving,” said Royal Navy Chief Petty Officer Steve Waudby, number one trainer. “Support from this end will be vital in ensuring we go there and do our very best. If the competition was based upon determination and dedication, the JFCN Team would wipe the board clean.” Community members can see the progress of the team on Facebook at JFC Naples Field Gun Team or catch them training on weekdays between 3-5 p.m. outside the Military Transport section of NATO Headquarters in Lago Patria.

LED bulbs, known as a solid state light, work to save you money. Let’s take a second and learn a little more about your soon-to-be favorite bulb. The solid state design allows them to be more stable than traditional bulbs. This stability contributes to them lasting hundreds of hours longer. For example, 750 hours for a traditional bulb versus 30,000 hours compared to a GEO bulb. Light is produced when electrons move around inside its semi-conductor structure. The structure is made up of positive and negative charged layers. Using a sort of “strainer” effect, the electrons emit light when passing from the negative to positive layer. By using this technique they have a smaller energy-to-heat use ratio. This makes them more efficient than traditional a vacuum-filament bulb, not to mention the annual Co2 reduction is in the hundreds of pounds per single lamp.

Operation Praying Mantis Demonstrates Same Priorities Navy Values Today By MC1 Tim Comerford, Navy News Service

An engagement 25 years ago on April 14, 1988 sparked a determined and quick response four days later from the U.S., known as Operation Praying Mantis, which demonstrated the same priorities the Navy maintains today. In early 1988, as part of Operation Earnest Will, the U.S. Navy was engaged in maintaining freedom of navigation in the Arabian Gulf as Iraq and Iran continued in a bloody war. The USS Enterprise (CVN 65) was operating in the region. Little did anyone know that what would happen that day would draw naval forces into action and alter the course of history. Watchstanders aboard USS Samuel B. Roberts (FFG 58), Northeast of Qatar, sighted three mines floating approximately one-half mile from the ship. Twenty minutes after the first sighting, as Samuel B. Roberts was backing clear of the minefield, it struck a submerged mine. The blast injured 10 Sailors and tore a 21-foot hole in the hull, nearly ripping the warship in half. Quick and determined actions by the crew, who worked for seven hours to stabilize the ship, kept the vessel from sinking. "We heard about it right away and very shortly thereafter I was told I was going to fly off to Bahrain to help put a plan together and command one of the Surface Action Groups (SAG)," said Vice Adm. (Ret.) James B Perkins, III, who was a Surface Action Group (SAG) commander during Operation Praying Mantis. "We spent the 17th of April flying from one side of the gulf to the other, briefing the SAG commanders as to what the plan was." Four days after the mine blast, forces, of the now-Joint Task Force Middle East, executed a response -- Operation Praying Mantis. The operation called for the destruction of two oil platforms used by Iran to coordinate attacks on merchant shipping. "The gas-oil platforms were huge structures," said Perkins. "What I had in mind were the oil platforms off the coast of Santa Barbra. But These were floating cities with berthing quarters and all that sort of stuff," Perkins recalled. "On the morning [of April 18] we called them up and told them, in Farsi and English, that we were getting ready to destroy them and to get off the platforms," said Perkins. "There was a lot of running around looking for boats to

leave the decks." By the end of that day the coalition air and surface units not only destroyed the two oil rigs but also Iranian units attempting to counter-attack U.S. forces. Naval aircraft and the destroyer USS Joseph Strauss (DDG 16) sank the Iranian frigate Sahand (F 74) with harpoon missiles and laser-guided bombs. A laser-guided bomb, dropped from a Navy A-6 Intruder, disabled frigate Sabalan (F 73), and Standard missiles launched from the cruiser USS Wainwright (CG 28) and frigates USS Bagley (FF 1069) and USS Simpson (FFG 56) destroyed the 147-foot missile patrol boat Joshan (P 225). In further combat, A-6s sank one Bodghammer highspeed patrol boats and neutralized four more of the speedboats. "The air wing from Enterprise did a superb job taking on the Bodghammers," said Perkins. By the end of the operation, U.S. air and surface units had sunk, or severely damaged, half of Iran's operational fleet. "This particular exercise, in

my view, finished the Iranian Navy in the Arabian Gulf," said Perkins. "They were still around - but after that operation, they didn't have as active a stance. Operation Praying Mantis proved a milestone in naval history. For the first time since World War II, U.S. naval forces and supporting aircraft fought a major surface action against a determined enemy. The success of Praying Mantis and the broad-based allied naval cooperation during Operation Earnest

Will proved the value of joint and combined operations in the Gulf and led the way for the massive joint coalition effort that occurred during Operations Desert Shield and Desert Storm. The operation also demonstrated the importance of being ready to fight and win today, of providing offshore options to deter, influence and win in an era of uncertainty; and showcased the teamwork, talent and imagination of the Navy's diverse, capable force.

It also proved the value of all the training the Navy had done. "You have to be ready on a moment's notice," Perkins said. "You may not always have sufficient time to get prepared, so train hard and often. (In this case) it worked out very well." Belgian Ship Assists Africa Partnership Station By U.S. Naval Forces EuropeAfrica/U.S. 6th Fleet Public Affairs

Twenty Benin participants of a recent boarding team operations course received their course-completion certificates April 19 in Cotonou, Benin. The milestone capped nearly three months of a multi-lateral maritime capacity-building effort that has taken place on the Belgian navy command and logistical support ship BNS Godetia (A960). Godetia, currently on deployment, began its efforts with the multi-national Exercise Obangame Express 2013 in the Gulf of Guinea and transitioned to embarking African partners for two phases for at-sea training. The efforts fall under Africa Partnership Station (APS), an international security cooperation initiative, facilitated by U.S. Naval Forces EuropeAfrica, aimed at strengthening global maritime partnerships through training and collaborative activities to improve maritime safety and security in Africa. The U.S. Navy’s Maritime Civil Affairs and Security Training (MCAST) personnel teamed with Belgian trainers

embarked on Godetia during several weeks in March to provide training to boarding teams from Gabon and the Republic of Congo. “The training accomplished aboard Godetia signals a key milestone in the growth of APS as maritime security capacity building in Africa truly becomes an international endeavor,” said Lt. Cmdr. Jason Willenberg, lead APS planner for U.S. Naval Forces Europe-Africa. “We are thankful for the partnership with the Belgian navy, and I am certain that the skills of each participant have significantly increased as a result of the atsea training offered.” Members of MCAST, based in Norfolk, Va., said they enjoyed the opportunity to work with members of the Gabon and Republic of Congo navies while on Godetia. “It was good to see familiar faces,” said Master-at-Arms 1st Class (EXW) Scott A. Heckert, a MCAST team member, who had worked with some of the participants the previous year. “Gabon and Republic of Congo are always very receptive to the training we provide and always look forward to challenging training.”

Participants gained skills in vessel boarding, search techniques, tactical communications, tactical movements and combat medical care. Students were able to then demonstrate these skills in a culminating boarding exercise at end of the training phase. Belgian trainers and the crew of Godetia were equally satisfied with the opportunity to work with African nations to gain enhanced maritime securi-

ty skill sets. “I believe that the Belgian involvement in working to build up the capability and capacity of the African partners, especially using a platform like BNS Godetia, is ideal,” said Cmdr. Luc Desanghere, Godetia commanding officer. “The Belgian Navy can provide theoretical and practical training in areas such as small boat operations, boarding operations, deck sea-

manship, technical procedures, navigation, force protection and communication in the same language the African partners speak. This helps to make the training effort more effective and efficient.” African Partnership Station training is ongoing as U.S. mobile training teams and European partners’ ships work with various Africa partners to improve the skills vital to maritime safety and security.

Additional Information Within the past 10 years, the use of over-the-counter medications has become popular and continues to be used by teens despite the consequences. The perception with teens is that they are “safe” and legal ways of getting high. The trend has not gone away because it is the most easily available drug on the market. Go into your medicine cabinet or local store and you can see why. Over-the-counter medications that contain Dextromethorphan (DXM), the main active ingredient in cold medicines like Robotussin, Vicks, and Sudafed, are the most popular. At levels above the recommended dosage, DXM is a dangerous dissociative drug like PCP (angel dust) and ketamine (animal tranquilizer). What can you do? Keep the doors open for communication and bring up the fact that you are there for support and willing to listen. If you suspect something is going on with your teen, be honest and open with them about how concerned you are. You can develop a parental plan to try to build trust if something has happened and trust has gone down. One piece to a parental plan that I suggest with teens who are caught using drugs or alcohol is to include a home drug test. Parents may want to seek out our Adolescent Substance Abuse Counseling Service (ASACS) program or a licensed counselor to discuss if the use of a home test is appropriate, and how to incorporate it into a trust-building plan. Being pro-active can decrease the chance that your teen will make the choice to use drugs or alcohol. If you think your teen might need help or are unsure how to approach the topic with them, consult with ASACS or another professional who can help you. Luna Rossa and Oracle Team USA Both Win at ACWS Naples 2013 By Lou Freed

Helmsman Francesco Bruni led his Luna Rossa Swordfish crew to victory in the America’s Cup World Series (ACWS) Fleet Championship Racing on Super Sunday, April 21. Earlier in the afternoon, Oracle Team USA, with skipper Tom Slingsby, won the Match Championship Racing. On winning, Bruni said, “The fleet race win really means a lot to me. We had an opportunity for the double win, but just missed out. I can’t thank my crew enough, Paul CampbellJames, Max Sirena, Xabi Fernandez and Manuel Modena. They did a great job today.” Slingsby succeeded in securing the overall ACWS Championship 2012-13 title for his team, the defender in the upcoming 34th America’s Cup in San Francisco. He said, “We are really proud to be getting the trophy for Oracle Team USA.” He added, “Obviously, Jimmy Spithill and his team really set it up for us and we just had to come here, do our best. Luckily, they gave us a big enough

points lead to take home the trophy.” Besides the AC-45 catamarans that Bruni and Slingsby piloted, the nine-boat fleet at ACWS Naples included Artemis Racing White (Charlie Ekberg), China Team (Mitch Booth), Emirates Team New Zealand (Dean Barker), Energy Team (Yann Guichard), HS Racing (Roman Hagara), J.P. Morgan BAR (Ben Ainslie) and Luna Rossa Piranha (Chris Draper). Deafening cheers and applauses, champagne sprays, confetti showers along with numerous souvenir tosses (team caps, jerseys and medals) to scores of spectators highlighted the awards presentation, where teams happily received their medals. Bruni proudly accepted the ACWS Naples Championship Fleet Racing 2013 silver platter and Slingsby buoyantly claimed the ACWS 2012-13 Championship Trophy. Local event officials cited the number of spectators at this month’s ACWS Naples exceeded last year’s event. They estimated more than a million attended the mega events held

Sailors and civilian maritime professionals from Europe, Africa and the United States discussed objectives and activities for Exercise Cutlass Express 2013 (CE13) in Naples, Italy during the first of three planning conferences, April 16-19. Cutlass Express, one of the four major U.S. Naval Forces Europe-Africa/U.S. 6th Fleet exercises in Africa, is designed to advance East African maritime relationships while addressing mutual security issues. This will be the fourth iteration of the exercise and is scheduled to commence in November. Participating countries in CE13’s initial planning conference included Comoros, Djibouti, Kenya, Mauritius, Mozambique, Seychelles, Tanzania, Netherlands, Denmark, United States and an Eastern Africa Standby Force delegation. “This conference has been an effective collaboration of ideas and it is a good first step as we continue the planning process,” said Lt. Anthony Blaine, exercise planner with U.S. Naval Forces Europe-Africa/U.S. 6th Fleet. “The ultimate goal of both Africa Partnership Station (APS) and this exercise is improved operations to enhance maritime security in East Africa.” During the conference, participants expressed individual country goals and worked together to lay a framework that would collectively meet country-specific benchmarks. The conference also provided partner nations an opportunity to meet with African Partnership Station planners to develop training plans that will build maritime capacity for the long term. “This partnership is very good and it brings out a team sprit,” said Inspector Anilkumar Rajapundit, a member of the maritime compo-

nent Mauritius police force. “For this conference we are talking about our objectives for this year, what we expect, and what training we want. The partnership helps our teams by combating the illegal trafficking and piracy.” Specifics of Cutless Express are still being developed and will be fine-tuned as planning continues. The foundational elements of the exercise will be a variety of scenarios tailored to test participants’ abilities to conduct operations to deter piracy, narcotics trafficking, and illegal fishing. Ships at sea will also work closely with shore-based maritime operations centers in selected participating countries to respond to the specific scenarios. “I was here last year and the African nations are more involved now,” said the Royal Netherlands Marine Crops Warrant Officer Rudy Zahravnaik. “They brought more suggestions and they say what they think. Our primary achievement is more cooperation with the African nations.” Safe and secure maritime partnership takes careful coordination and commitment to improvement. The detailed work is rewarding when the Sailors see the nations unite and grow in their ability to handle maritime security concerns. “It has been a pleasure working with our East African partners and watching the capacity of the region grow,” said Cryptologic Technician (Collection) 1st Class Jose Manuel Cunha, Portuguese linguist for APS. Cunha cited the example of maritime forces in Mozambique, “It has been rewarding to see them go from an adhoc boarding team with little training to a dedicated maritime interdiction operation platoon in only a few years.” Cutlass Express 2013 is a U.S. Africa Command sponsored exercise focusing on addressing common maritime issues through information sharing and coordinated operations among East African navies.

In the Spotlight HN JONATHAN LESTER Hospital Corpsman Seaman Jonathan Lester, from Tampa, Fla., reported to U.S. Naval Hospital Naples in January 2012. Initially assigned to Medical Home Port, he worked in direct patient care and specialized in dermatology. He also served as the Training Petty Officer for both enlisted and officer staff ensuring training readiness standards for both general military training and Navy Medicine competencies were maintained. Not content to just do his job, he volunteered to serve as an Assistant Command Fitness Leader working with shipmates to help promote a healthy lifestyle and PRT preparedness. After being at the command for one year, he transferred to the Directorate of Public Health. Lester assumed the role as the assistant program manager for Health Promotions, Smoking Cessation and ShipShape. During his short time in Health Promotions he further qualified as a certified Audiology Technician and has also taken on the responsibility as the primary Training Petty Officer and Supply Petty Officer for the Directorate. Lester plans to submit his package for STA-21 with an interest in joining the Navy Nurse Corps. One of Lester’s favorite quotes is from Helen Keller. "Character cannot be developed in ease and quiet. Only through experience of trial and suffering can the soul be strengthened, ambition inspired, and success achieved."

CDR REGGIE EWING JR. As one of three pediatricians at U.S. Naval Hospital Naples, Cmdr. Reggie Ewing Jr. is always busy in the clinic, in the inpatient ward, or when conducting his administrative duties. With nearly 16 years on active duty and tours on both coasts, Ewing has a breadth of experience to draw upon when caring for patients and leading Sailors. He somehow still finds time to volunteer with the Naples Tiger Sharks swimming team, on which his 11- and 13-year-old sons swim. He also travels with his wife, Misa, throughout Europe. Naples Students Picked Up for USA Select European Team By Jack Marlow, NHS Varsity Baseball Coach

After three days of tryouts at Ramstein Air Base in Germany with players throughout Europe, four students from Naples High School were chosen for the USA Select European Team. Joseph Pitts, senior; Kyle Baldree, senior; Dakota Bartley, junior; and Makua Camarao, sophomore were selected because of standing out in a field full of exceptional players. They made amazing plays on the field, looked professional, showed respect to other players and asked questions of the coaches. The team will play U19 national teams from Czech Republic, Germany, U.K., Italy and the Netherlands during the summer.

Crime report for april 15 to april 21 From the NSA Naples Command Investigative Division

This past week, the Naples community reported one off-base vehicle break-in and two off-base stolen vehicles. The vehicle break-in occurred in Pozzouli while the stolen vehicles occurred in Naples and Lago Patria. The vehicle break-in occurred April 13. The victim stated she was woken up by the sound of her car alarm. She noticed four unknown individuals around the car who fled as she approached the vehicle. Multiple items were reported missing after conducting a full inventory. One stolen vehicle occurred April 15 in Naples. The victim stated he left his vehicle on the side of the road after realizing he didn’t have the right tools to change the tire. The vehicle was gone upon returning with the tools. The other stolen vehicle occurred April 18 in Lago Patria. The victim had his vehicle parked in front of his residence. When he went to check on the vehicle a few days later, he noticed it was no longer there. The local Naval Criminal Investigative Service (NCIS) office traditionally sees an increase in the number of burglaries reported by off-base residents this time of year, as the weather warms and people travel. Most burglaries occur when home alarms are not activated and/or units are not properly secured. All off-base residents are reminded to always lock your homes and fully activate alarms. If your alarm system does not work, contact Housing immediately to work with the landlord. If planning a vacation, arrange for a trusted friend to periodically check on the residence during your absence.

CPO 365 Members Clean Up Grounds for Local Detention Center

Members of the Naples area Chief Petty Officer 365 (CPO 365) took part in a community outreach project at the Nisida Juvenile Detention Center, April 19. The group of 20 chief and first class petty officers spent the day doing landscaping of overgrown trails alongside 15 youth from the detention center. The work the Sailors accomplished enables the youth and the center’s staff to take weekly summer trips from the main building to the water cove below. The director of the detention center gave authorization for the group to enjoy the waters another time. The day ended with a late lunch where everyone was integrated together and able to engage in conversations about each other and their backgrounds. “Not only did we engage our

local community as Navy ambassadors, but we also had the opportunity for CPO and PO1 bonding which is what CPO 365 is all about,” said Chief Religious Programs Specialist Rafael Barney. “Spending some quality time with PO1s prepares them for their future leadership roles and reminds them to maintain continued focus and development once selected to the rank of chief petty officer.”

CPO 365 is the career development tool for all prospective chief petty officers that Master Chief Petty Officer of the Navy Mike Stevens has designed to train and test first class petty officers. Command Master Chiefs oversee the program which has been in phase one since the year-long cycle began Sept. 17. Phase two will start when the CPO selectees are announced and conclude with the pinning ceremony.
