Fifty-five years after Dr. King gave his stirring and memorable “I Have a Dream” speech from the steps of the Lincoln Memorial to a quarter-million civil rights activists on the Capital Mall in Washington, D.C., the Naples Elementary School Information Center (library) took the staff and students back into time on January 18, 2018, to honor the history and purpose of the 1963 March on Washington. King’s speech energized the nation and helped to eventually end racial discrimination a few years later. Naples Elementary School Information Specialist (school librarian) Cynthia Onumah presented an overview of the purpose of the march. Her presentation was followed by Naples Schools Administrative Officer Christian Ekeh, and the Naples Schools Administrative Technologist Terrance Patterson, who gave an inspiring rendition of the “I Have a Dream” speech that captivated 150 students in grades 1-6, staff, and parents much as it did to the masses in 1963. The words and actions of civil rights leader Martin Luther King Jr. changed a nation and resonate to this day with inclusiveness, equality and acts of service, speakers at the Pentagon’s annual Martin Luther King Jr. Day observance noted January 25, 2018. “Fifty years ago, Dr. King shared some very powerful words up at the National Cathedral,” Deputy Defense Secretary Patrick M. Shanahan told the gathering at the Pentagon auditorium. Those words, Shanahan said, are: “We are all tied together in the single garment of destiny, caught in an inescapable network of mutuality.” Shanahan said those were very powerful words for the time and powerful words for today. He lauded King’s work and legacy and said he is grateful to work at the Pentagon, where inclusiveness and cohesion are standard.

The federal holiday honoring King, which falls on the third Monday in January, should be a national day of service, she said. The day can also be a springboard for a commitment to serve others every day of the year, she added.

This week has played host to a pair of incredibly important events here at NSA Naples. On Wednesday, we had the distinct honor of celebrating Master Chief Scott R. Thompson’s 30 years of service in the United States Navy. Thirty years is a long time and it’s a rare opportunity to see a shipmate complete such a monumental milestone in a career full of impressive achievements. Before his time leading Sailors in our Security Department, MACM Thompson has served as a Master at Arms all over the globe. From Operation Just Cause in Panama, to the 1998 Embassy bombing in Nairobi, Kenya, to deployments as a Military Working Dog handler in Afghanistan, he has seen it all. Fair winds and following seas shipmate, we have the watch! As one Sailor concluded their faithful service, another started a new chapter in his. Taking the watch this week was formerly MA1, now Ensign Shawn M. Watkins. Ens. Watkins has been a member of our security department as well here, working hard and striving toward the goal of attaining a commission as a Limited Duty Officer. As a Mustang, he will be inducted into that small but important community of officers whose job it is to pass on technical expertise to their command’s leadership and their Sailors alike. BZ shipmate! We will also be able to celebrate the grand opening of the Navy-Marine Corps Relief Society Thrift Store on Support Site tomorrow morning. I’d like to encourage everyone to come by at 10 a.m. and see the amazing work the NMCRS volunteers have done to make this much anticipated moment a reality. This week also marks the beginning of a new month and a very important observance period. February is Black History Month and here on base we will be celebrating the contributions of African American service members who have served from our nation’s birth until now. Let’s take some time this month to remember some of our Navy’s heroes like Frances Eliza Wills and Harriet Ida Pickens, the first female African Americans to become commissioned Naval Officers, Jesse L. Brown, the first African American Naval aviator to serve in combat, John Henry Turpin, one of the Navy’s first African American Chief Petty Officers, and all those who have followed in their footsteps. Italian Postman Arrested for Not Delivering Mail for Eight Years An Italian postman living in north-eastern Italy failed to deliver mail for eight years. Police found 573 kilos (about 1,300 pounds) of undelivered mail in his garage. This was the biggest haul of undelivered mail in Italy ever. Investigators found stacks of bills, tax forms, bank statements and other correspondence including old telephone directories from 2013 and campaign leaflets from the 2010 regional elections. Police tracked down the mail after finding a smaller haul in a former garage the postman used. The violation, misappropriation or destruction of someone else’s mail, is a criminal offence and it is punishable up to one year in prison. Pompeii Exhibits to go on Year-Long Tour in China For the first time ever, the Naples National Archaeological Museum (MANN) will take a slice of life in ancient Pompeii to tour in five Chinese cities in February. The year-long traveling exhibit, “Pompeii, the infinite life 2018,” will bring 120 works and artifacts including the “calidarium” from the Villa di Pisanella in Boscoreale, one of the best preserved and most complete examples of private thermal baths from ancient Roman times. Also making its way to China is the famed “balneum,” an extraordinary example of ancient-world hydraulic work, which has been taken

apart and distributed into 14 crates for shipping. The exhibition will be featured at five major Chinese archaeological museums during the tour. Italian Researchers Authorized to Study King Tut’s Tomb The Egyptian government has authorized researchers from the Turin Polytechnic University to conduct geo-radar studies inside Tutankhamen’s (King Tut) tomb in the Luxor’s Valley of the Kings. Measurements with advanced radar system will determine if there are empty spaces behind the walls of the pharaoh’s funerary chamber. Researchers said that there could be part of a larger tomb possibly belonging to Nefertiti, an Egyptian queen whose semblance is preserved in a bust exhibited in Berlin. Myths of Wrestling in San Giorgio Sunday The myths of Wrestling will take place this Sunday at 5:30 p.m. in Villa Bruno in San Giorgio a Cremano, located just six kilometers south-east of Naples. The show will host many national and international champions and also include a fight between a man and a woman. “The myths of wrestling” includes the British giant Saxon Huxley, along with other wrestlers, including Tempesta, Alex Flash, Picchio Rosso, Jimmy Barbaro and, for the first time on a wrestling ring, the martial arts champion Mazza Vittorio Marotta. Ticket prices are 12 euro for adults and 6 euro for children.

HISTORY: Keel laid for USS Enterprise, World’s First Nuclear-Powered Aircraft Carrier From Navy History and Heritage Command

In 1954, Congress authorized the construction of the world’s first nuclear-powered aircraft carrier, the eighth U.S. ship to bear the name Enterprise. The giant ship was to be powered by eight nuclear reactors, two for each of its four propeller shafts. This was a daring undertaking, for never before had two nuclear reactors ever been harnessed together. As such, when the engineers first started planning the ship’s propulsion system, they were uncertain how it would work, or even if it would work according to their theories. Materials used by the shipyard included 60,923 tons of steel; 1507 tons of aluminum; 230 miles of pipe and tubing; and 1700 tons of one-quarter-inch welding rods. The materials were supplied from more than 800 companies. Nine hundred shipyard engineers and designers created the ship on paper, and the millions of blueprints they created, laid end-to-end, would stretch 2,400 miles, equivalent to the distance between Miami and Los Angeles. The keel for the USS Enterprise (CVN 65) was laid on February 4, 1959, at Newport News, Virginia. Nearly two years later, Enterprise was commissioned November 25, 1961. The world’s first nuclear-powered aircraft carrier, she was the eighth ship to bear the illustrious name Enterprise. Less than a year later, In October 1962, En-

terprise was dispatched to its first international crisis. Enterprise and other ships in the Second Fleet set up a quarantine of all military equipment under shipment to communist Cuba. The blockade was put in place on October 24, and the first Soviet ship was stopped the next day. On October 28, Soviet leader Nikita Krushchev agreed to dismantle the nuclear missiles and bases in Cuba, concluding the Cuban Missile Crisis, the closest the United States and the Soviet Union have ever come to nuclear war. Proudly known as the “Big E” to all who served onboard, she was a veteran of 25 deployments to the Mediterranean Sea, Pacific Ocean, and the Middle East. Enterprise served in nearly every major conflict to take place during her five decades of service, from the Cuban Missile Crisis in 1962 to six deployments in support of the Vietnam conflict through the Cold War and the Gulf Wars. On September 11, 2001, Enterprise was headed back to her homeport of Norfolk, Virginia, from a long deployment overseas, but was diverted following the 9/11 terrorist attacks in New York and Washington, D.C. Enterprise steamed overnight to the North Arabian Sea, and once again, “Big E” took her place in history when she launched the first strikes in direct support of Operation Enduring Freedom. After serving for 51 years of distinguished service, Enterprise was inactivated December 1, 2012, at Norfolk Naval Station, in Norfolk, Virginia.

SPOTLIGHT: ERNEST POE Ernest Poe, who was director of the Navy College Office at Capodichino, retired this week after more than 36 years of service as both an active duty Navy Chaplain and Department of Defense civilian. Poe completed a bachelor’s degree in Elementary Education from Virginia Commonwealth University and then attended Officer Candidate School. Following graduation from OCS Poe was commissioned as a Navy Chaplain in early 1982. Poe attended Southeast Baptist Theological Seminary where he received a master’s degree in Divinity and then Princeton Theological Seminary in Princeton, New Jersey, where he received a second master’s degree in Theology. He later attended post graduate school at Regent University, completing all his coursework, and plans on working on his doctoral dissertation during his well-deserved retirement. He began his naval service onboard the destroyer tender USS Yosemite AD 19. During his 20 years of active duty Poe also served as a Staff Chaplain at Naval Air Station Pensacola, Florida; Regimental and Battalion Chaplain at Marine Corps Recruit Depot in Parris Island , South Carolina; Command Chaplain at Naval Security Group Activity at Sabana Seca, Puerto Rico; Housing Chaplain at Naval Station Norfolk, Virginia; Command Chaplain onboard the amphibious assault ship USS Wasp LHD 1; Command Chaplain at Marine Corps Security Force Battalion at Naval Base Norfolk; Command Chaplain at Naval Support Activity, AI Manamah (AI 'Asimah) Bahrain; and Command Chaplain at Fleet Training Center Norfolk. He retired as a full commander in May 2002. After taking a short break from work, he continued his life’s work of helping Sailors and their families by becoming an Education Services Specialist with the Navy College Office (NCO). This unique program provided Sailors with in-person counseling, education planning, testing, tuition assistance and other benefits to help them pursue and achieve college and technical degrees. Poe’s first civilian duty was Director of Navy College Office at Pearl Harbor, Hawaii. While there, his office was one of two test sites the military selected for a possible program to help DOD spouses achieve their educational goals. The result of this field test was the DOD Military Spouse Career Advancement Accounts (MyCAA), an educational financing program to help spouses of active duty service members and activated guard and reserve members to attend college. He also served as Regional Director for the Far East. In 2014, he arrived in Naples and assumed the role of Regional Director for the East, which includes Europe. When Poe is not hard at work helping Sailors achieve their college dreams, he says he enjoys relaxing and taking in the local sites. “I love to get in my car, explore and visit local historical sites, where I can sit, enjoy the views and relax,” he said.

Seniors Jada Williamson and Eryka Hairston both had double-double performances with 11 points and 10 rebounds each and Freshmen Roxanne Sasse was on fire contributing 12 points. Overnight, the ladies of Vicenza re-energized and came out blazing on Saturday morning. For most of the first quarter, the Wildcats were down with the Cougars leading. Naples showed a familiar lag at the beginning of the game. Off to a slow start and struggling to control the ball, the Wildcats had a tough time making baskets and putting plays together. By the second quarter and throughout the remainder of the game, the Lady Wildcats capitalized on every play. Getting the ball in the paint and scoring on second chance rebounds was pivotal. Naples walked away with their second victory of the weekend, 61-45. Top scorers for the Wildcats included freshmen Isabel Flores with an amazing 18 points, senior Eryka Hairston 13 points, senior Jada Williamson scored 8 points and sophomore Mia Rawlins snatched 7 steals. The boys were busy with their own struggles against the Vicenza Cougars that weekend. With the home crowd behind them, the boys came out strong and were up for the challenge. On Friday night they went toe-toe with Vicenza, but ended up with a tough loss by one point closing with a “Hail Mary Three” that didn’t fall; leaving the score 40-39. With victory just barely slipping away on Friday night, the boys came back with a vengeance determined not to concede on Saturday morning. Settling into their offense, Naples exploited a sagging Vicenza defense capitalizing on fast-break points and managing the ball well which lowered their turnover rate. The boys finished the weekend splitting a win and loss. “The boys lost a heartbreaker on Friday night by one point,” Head Coach Craig Lord said. “On Saturday, they played harder and ended up beating Vicenza by 12. Great going!” Naples Wildcats vs. Aviano Saints This past weekend, the Aviano Saints traveled to Naples with hoop dreams, looking to improve their records. The Lady Saints were no contest for the

Lady Wildcats. The Wildcats continued their offensive, steamrolling the Saints by 40-plus points. Naples walked away with wins on Friday and Saturday night, 53-12 and 52-13. On Saturday morning, the Saints adjusted to the Wildcat defense and inserted their post player into the offense, quickly landing Naples in foul trouble. The Wildcats responded by switching their defense from man to zone. Going into halftime, Naples was barely in the lead with the score at 28-26. By the 4th quarter, the Wildcats were able to turn the tables bringing the score to 56-48. Naples Wildcats Head Coach Craig Lord said their hard work pulled off a much needed win. “We needed the two wins this weekend! They were a must. The boys are excited. They played extremely hard and came up with two Ws.” Coach Lord led a cadre of players with outstanding athleticism and sportsmanship. Freshmen Tye Thompson had two stand-out triple double performances for the weekend with 34 points, 27 rebounds and 24 steals. ENERGY CONSERVATION LED Light Bulbs, the Smart Choice From NSA Naples Energy Management Team

I had three light bulbs burn out in my home this week and as I was standing in the light bulb aisle I saw many different shapes and sizes of bulbs what does that all mean to me? Well there are three major types of light bulbs: Incandescent, Compact florescent, and now thanks to advances in engineering we are seeing more and more LED type bulbs. OK, so what’s the difference between these three types of light bulbs? Incandescent bulbs are the original kind of bulbs invented by Thomas Edison in 1879. Electricity goes through a filament, which resists the electricity. The filament gets hot, so hot in fact that it eventually glows and is quite hot. Incandescent lights burn out quickly, plus they use a lot of energy, which translates to costing a lot of money to use and to replace. Florescent bulbs use electricity to excite a gas inside the glass tube which glows, thus producing light. Florescent bulbs use less energy than traditional incandescent bulbs and last longer, which means they are more cost efficient than incandescent bulbs. LEDs or Light Emitting Diodes use the movement of electricity along a semiconductor to produce light. LED bulbs produce the same amount of light for only fraction of the cost of either florescent or incandescent bulbs, plus they also produce less heat and since they last up to 17 years, they last far longer than either florescent bulbs or incandescent bulbs, which means you will save a lot of energy, which means they are easier on your budget, too. So next time you replace a light bulb in your house make sure to get an LED bulb and start saving both energy and money right away.

Budget Impasse, Continuing Resolutions Pose Problems for DoD By Jim Garamone DoD News

The Defense Department still doesn’t have a budget and is still operating under a continuing resolution, the vice chairman of the Joint Chiefs of Staff said this week to the Defense Writers Group in Washington, D.C. As the fight continues on Capitol Hill over the government budget, DoD officials are getting ready to submit the president’s defense budget request for fiscal year 2019, Air Force Gen. Paul J. Selva noted. “There ought to be more than just a little bit of irony in your mind that we are trying to deliver a proposed budget on time to the Hill, when we don’t actually know what we are going to get for ’18,” he said. “This is called gambling.” When the department is under a continuing resolution, it cannot start any new programs or any new spending streams, Selva said. “This means training continues reasonably unabated as long as there is money, but you can’t refresh any of the equipment that is used up in training, and you can’t buy new,” he explained. Continuing Resolutions Impact Readiness, Planning A continuing resolution makes long-term planning nearly impossi-

ble, the general said. Any program that was supposed to start in fiscal 2018, he added, is not authorized to start. “We don’t actually know the impact the [continuing resolution] will have on ’19 until a budget is actually passed,” Selva said. The fiscal 2018 budget was supposed to be in place Oct. 1, and its absence has spawned a variety of continuing resolutions and a government closure. The current resolution runs out Feb. 8. Even if a budget is passed before the deadline, Selva said, all the acquisition programs will be crammed into the rest of the fiscal year. Problem for Service Members and Industry This is a problem for service members – it who don’t get the equipment or capabilities they need – and for industry, the general said. “The industries that produce the things that we buy and consume are kind of in a three-point stance waiting to go. They are waiting for the starter’s gun to sound so they can get to work,” Selva said. “There is a point in the near future where they will not be able to finish the race. The question is will any of them step to the side and sit down on the bench and actually not be ready at all.” This is because any investment a

company makes on a possible new award presents a risk to the company, he said. The department knows what it is talking about, the vice chairman said, as this is the 10th consecutive year in which DoD has operated under a continuing resolution, adding that a continuing resolution has a real impact on readiness. “If you get too far into the year, you cannot recover,” the general said. “Our experience tells us that

four to six months is that point of no return.” Many aspects of the recent government shutdown cost taxpayers money, but one also directly affected military readiness, Selva said. “Roughly 100,000 guardsmen and reservists were scheduled to drill over [that weekend],” he said. “Because the government shut down, they were all sent home. There isn’t another weekend for them to recover their lost drill time.”

Why Celebrate Groundhog Day? From the National Oceanic and Atmospheric Administration

Every February 2, thousands of people gather at Gobbler’s Knob, in Punxsutawney, Pennsylvania, to see if a groundhog will or will not see his shadow when he emerges from his den. Burrowed inside his heated simulated tree trunk, a groundhog, named Punxsutawney Phil is about to step into the limelight at about 7:25 a.m. once again. The gates open at 3 a.m., followed by live entertainment, music, and a pre-dawn fireworks display that helps to ignite the crowd gathered in anticipation of Phil’s forecast. The awe-inspiring fireworks are set to lively music, which is just what the crowd generally needs on a cold rural Pennsylvania morning. Phil makes the most celebrated weather forecast of the year, usually around the crack of dawn. Has spring sprung when Phil emerges from his burrow and doesn’t see his shadow? Or, should he scurry back into his burrow for six more weeks of winter weather if skies are clear and fair? But the legend of the February 2 forecast also persisted, as captured in this old English saying: If Candlemas be fair and bright, Winter has another flight. If Candlemas brings clouds and rain, Winter will not come again. The trail of groundhog history actually leads back to Clymer H. Freas, city editor of the Punxsutawney Spirit newspaper. In 1887, he was inspired by a group of local hunters and gourmets who held a groundhog hunt followed by a picnic barbecue of, well, you guessed it, groundhog. Freas thought it so much fun that he wrote up the group as the Punxsutawney Groundhog Club and went on to promote the Punxsutawney Groundhog as the official weather forecaster. As he embellished the story year after year, other newspapers picked it up and soon everyone looked to Punxsutawney Phil for the critical prediction of when spring would return to the nation. Remember, if Phil sees his shadow, it means six more weeks of winter; if he does not see his shadow, it will be an early spring. What is your weather prediction for 2018?

A Panorama/NSA Public Affairs Office courtesy service available for U.S. or NATO ID cardholders who have orders to PCS within six months. RULES: • New ads must be submitted on a completed Mercato form, along with a copy of both the member’s ID card (front and back) and ONLY the first two pages of PCS orders or equivalent. • Ads are limited to one per category and 25 words maximum. Ads for free pets are limited to one per person or organization (copy of ID required) and run on a space-available basis. One contact phone number per ad; no e-mail addresses. • Deadline for submission is Monday, noon for the following Friday. Public holidays (U.S. or Italian) are not an exception to this rule.
