Navy Personnel Command’s fleet engagement team (FET) will visit Naples March 3 and 4 to discuss the latest personnel policies and initiatives

impacting Sailors and their families. “We want Sailors to be able to make the best career decisions, and these briefings are provided so they’ll be able to do just that,” Capt. Bruce Deshotel, head enlisted community manager, said. The FET features personnel experts who will be conducting briefings on enlisted community management and detailing, Limited Duty Officer/Chief Warrant Officer (LDO/CWO) community management, and Navy Career Counselor training. These briefings are designed to help Sailors better understand the detailing process, distribution processes and some of the challenges specific to each community. The LDO/CWO community managers will discuss community health and conduct a

recruiting briefing. “Detailing, distribution, and career information is very dynamic right now,” Deshotel said. “In the last year, the Navy has implemented significant changes to some of our personnel policies and programs. Navy released an update to the Selective Reenlistment Bonus (SRB) award plan February18 in NAVADMIN 036/16 that includes 14 award level increases, 54 award level decreases, 15 skills added, and 32 skills removed from the last SRB NAVADMIN 057/15 released in April 2015. Increased award levels are effective immediately and decreases take effect in 30 days. SRB rewards Sailors who attain special training in skills most needed in the fleet, and helps meet critical skill reenlistment benchmarks and enhance Navy's ability to size, shape and stabilize manning. Award levels are adjusted as reenlistment requirements for specific ratings and skill sets are met. This update also provides Sailors in Tier 2 and Tier 3 skills levels the flexibility for reenlistment within 180 days of their reenlistment expiration of active obligated service (EAOS) even if the EAOS is beyond Oct 1, 2016 thus crossing fiscal years. Enlisted Community Managers continuously monitor the health of their community and make recommendations to leadership, as required, to maintain acceptable manning levels in critical skills. As reenlistment requirements for specific ratings and skill sets are met, award levels are reduced to zero and posted on the Navy Personnel Command (NPC) SRB webpage http:// www.public. navy.mil/bupers-npc/career/ enlistedcareeradmin/Pages/S RB.aspx. Eligible Sailors desiring SRB reenlistment are encouraged to work with their command career counselors, command master chiefs, and chain of command to discuss timing of reenlistment and procedures well before their EAOS. Requests are required to be submitted a minimum of 35 days prior to the requested reenlistment date. Social media has taken our modern culture by storm and has become one of the most prominent sources of information and communication in our daily lives. Many businesses and media organizations use social media – in a wide variety of forms – to promote their products, crowd source new initiatives, and obtain new clients. We as individuals use social media to communicate with each other and gain a broader awareness of our digital world. Social media is a successful communication method because it is so easy and useful, but it is also easy to forget that this is an enduring form of communication and it’s being recorded on multiple devices and systems. This means it is very difficult to control who sees the messages and photos you are sending. Whether photos, texts, or reposting another’s message; a great piece of advice to remember is – unless you are prepared to see it on the front page of every newspaper in the world, do not put it online and permanently attach your name to it. Of course this leads to an inherent dilemma. Participation in the online community is expected if you aim to be part of modern society, and choosing to insulate or isolate yourself risks missing out on the tremendous benefits and information available online – especially while we are living and working overseas away from family and friends. One way to navigate this dilemma is by establishing your own internal filter to work hand in hand with common sense digital filters and profile restraints. Please take a little time to think about what you are writing before you post. Could your conversation easily be taken out of context? If someone else were to read what you have posted how would they interpret the message? Could it appear threatening? The internet provides little recourse if your message is misunderstood; and it is very easy to be misunderstood considering body language and intonation are so important in interpersonal communications. So take a step back and read your message or post again before hitting “submit.” You may save a lot of frustration in the long run. Speaking of internal filters, please do not filter out or become complacent with trash and recycling. Each year our organic and recyclable disposed items are weighed against the overall weight of trash collected. Based on the ratio of these weights, the more recyclable and properly sorted disposables the better, we are awarded prize money as an incentive to encourage environmental friendliness of installations. I urge our community members to consider your disposal and sorting methods not only due to the potential award to improve our community, but also with pride for the installation we call home. Our installation appearance is improving and I sure would like to keep it that way. If you need more information on trash disposal and requirements please contact our housing office. Finally, I am hosting a quarterly town hall meeting on March 8th at the Support Site movie theater at 6 p.m. Please take some time to come to the meeting, your participation, questions, and ideas make a big impact on our community. Best of luck to the athletes traveling this weekend who are participating in finals and championships around Europe. Have a great weekend!

Cappella Sansevero Closed for Lighting Renovation March 7-11 The Cappella Sansevero in the historic center of Naples will be closed to the public to carry out work on a new lighting system from March 7 to 11. The Sansevero Chapel Museum is a jewel of the Neapolitan artistic heritage. It houses almost 30 works including the famous Veiled Christ. The chapel was created according to a precise project conceived by Prince Raimondo di Sangro and created by artists who worked under his supervision. The unique chapel will be reopened to the public on March 12, 2016. Italian Film ‘Fire at Sea’ Wins at Berlin Film Festival Italian film director Gianfranco Rosi won the 66th Berlin Film Festival for his film “Fire at Sea.” The film depicts life of asylum seekers on the shore of the Sicilian island of Lampedusa, which is a first point of entry for many migrants trying to reach Europe. The director spent an entire year filming the inflow of migrants heading toward the Italian coastline. He stayed in Lampedusa and reported the desperation of families seeking a better future and the difficulties of the local population who are dealing with the changes. Rosi dedicated his award to the people of Lampedusa and he said that the residents of the island and of the Greek island of Lesbos, which is also the first landfall for migrants, should be awarded the Nobel Prize. International Exhibition Market March 4-6 at Piazza Dante Dozens of small agricultural producers will be in Piazza Dante, in the heart of Naples on March 4, 5 and 6 for the International Exhibition Market organized by Slow Food Campania. Italian Students Raise Funds, Hope to Buy Private Island Italian schoolchildren from the middle school in Mosso, a small town in the Alpine province of Biella started a crowdfunding campaing to buy the uninhabited island of Budelli, part of La Maddalena archipelago that lies between Sardinia and Corsica. The island is famous for its pink sandy beach and it is considered the most beautiful island in the Mediterranean.It was almost bought by a rich banker from New Zeland who paid 2.94 million euro when it was put up for auction in 2013. He said he had been in love with the archipelago for years and had drawn up conservation plans to ensure its ecosystem was protected. His offer drew protest by local politicians who appealed to the government to bring the paradise back under state control. The banker, after a successful appeal renounced the idea of buying the island due to the uncertainty surrounding the island’s classification as a reserve. Schoolchildren said that if every Italian school student donated .50 euro each they could raise 3 million euro needed to win the next auction. Farewell to Beloved Italian Novelist, Umberto Eco Huge crowds arrived at 15th century Milan’s Sforza Castle to attend the civil ritual and pay their respect to Italian literary genius Umberto Eco on Tuesday. The state broadcaster RAI provided live coverage of the short non-religious ceremony. Eco was revered around the world, largely thanks to “The Name of the Rose,” the blockbuster novel that became a hit film starring Sean Connery in the role of a medieval monk. “The Name of the Rose,” which has been translated into 43 languages, has sold more than 10 million copies. Before achieving fame with The Name of the Rose, Eco was known for his writing on the study of signs and his articles on current affairs and topical themes. His final book, a collection of essays will be published today.

NAVY HISTORY: NAVY’S FIRST FEMALE CAPTAIN

On Feb. 26, 1944, Sue Sophia Dauser, Superintendent of the Navy’s Nurse Corps became the first woman in the Navy to receive the rank of Captain. Dauser was born Sept. 20, 1888, in Anaheim, California. She later earned her nursing degree from California Hospital School of Nursing in 1914, and she remained there serving as a surgical supervisor until 1917. When the United States entered

World War I in April 1917, Dauser joined the naval reserve. By October 1917, Dauser was on active duty, and trained at the Naval Hospital in San Diego. Shortly after that, she was promoted to chief nurse. In August 1918, Dauser and the nurses in her charge left for Liverpool, England. From there, she went on to Edinburgh, Scotland, where her nurses cared for both British and American forces. From the end of the war in 1918 until 1939, Dauser’s

assignments took her to every naval station on the West Coast, as well as Guam and the Philippines. In addition to serving at shore hospitals, she served on several ships, and was at the bedside of President Warren G. Harding when he died in San Francisco in 1923. In 1939, Dauser was appointed superintendent of the Navy Nurse Corps. Her main charge was to prepare and expand the Navy’s Nurse Corps, for what the War Department anticipated would be another major war looming on the horizon. She also had another more personal mission: to obtain equal rank and privileges for Navy nurses, who, although being treated as officers, received neither the same pay nor benefits, as male officers. At the start of World War II, the Navy had only about 600 nurses, but by the end of the war in 1945, the Nurse Corps was 11,000 strong. And in 1942, Congress authorized full officer’s commissions and equal pay for Navy nurses. Both achievements were a result of Dauser’s untiring and selfless work. On Feb. 26, 1944, Dauser was promoted to captain. In 1945, Secretary of the Navy James Forrestal presented Dauser with the Distinguished Service Medal, the first Navy nurse to earn that honor: Another first for this remarkable woman. A veteran of two wars, three ships, and 28 years of active duty, Dauser retired in November 1945. She lived the remainder of her life in La Mesa, Calif., until her death on March 11, 1972.

Cmdr. Christopher Kane reported to U.S. Naval Hospital (USNH) Naples as the Oral and Maxillofacial Surgeon in June of 2015. He grew up in a suburb of Chicago and has been a lifelong Cubs fan. He attended Tulane University in New Orleans, Louisiana, for his undergraduate degree under a Naval Reserve Officers Training Corps (NROTC) Marine Option scholarship. He became a Naval Flight Officer in a Marine RF-4 squadron. He completed two WestPac cruises on the USS Midway (CV 41) and he has completed 200 carrier landings. Kane subsequently transitioned to the U.S. Naval Reserves and flew F-4S and F-14A aircrafts. In a significant career shift, he attended dental school at Texas A&M’s Baylor College of Dentistry in Dallas, Texas, then residency in Oral and Maxillofacial Surgery (OMS) at Los Angeles County / University of Southern California (LAC/USC) Medical Center in Los Angeles. He moved to Sacramento, California, for 18 years of private practice in OMS, raised his children, and then got the itch to serve again. He joined the Navy Dental Corps Reserves in 2008, and was deployed to Afghanistan in 2012 at the Role III Hospital in Kandahar, where he treated many patients with craniomaxillofacial injuries. Upon his return, he transitioned to the Navy Dental Corps active duty, and after two years at Balboa Hospital in San Diego, he arrived at USNH Naples. He is enjoying Italy with his wife. They have three grown children who live stateside.

ENERGY CONSERVATION Energy sources can be categorized as renewable or nonrenewable From NSA Naples Energy Management Team

When people use electricity in their homes, the electrical power was probably generated by burning coal, by a nuclear reaction, or by a hydroelectric plant on a river, to name just a few sources. Therefore, coal, nuclear, and hydro are called energy sources. When people fill up a gas tank, the source might be petroleum refined from crude oil or ethanol made by growing and processing corn. Energy sources are divided into two groups: Renewable (an energy source that can be easily replenished) and nonrenewable (an energy source that cannot be easily recreated). Both renewable and nonrenewable energy sources can be used to produce secondary energy sources like electricity. Renewable energy There are five main renewable energy sources: Solar energy from the sun, which can be turned into electricity and heat Wind energy Geothermal energy from heat inside the earth Biomass from plants, which includes firewood from trees, ethanol from corn, and biodiesel from vegetable oil Hydropower from hydroelectric turbines Nonrenewable energy People get most of their energy from nonrenewable energy sources, which

include fossil fuels (oil, natural gas and coal). These energy sources are called fossil fuels because they were formed over millions of years by the action of heat from the earth’s core and pressure from rock and soil on the remains (or fossils) of dead plants and creatures like microscopic diatoms. Another nonrenewable energy source is uranium, whose atoms can be split (through a process called nuclear fission) to create heat and eventually electricity. People use renewable and nonrenewable energy sources to generate the electricity needed for homes, businesses, schools, and factories. Electricity powers computers, lights, refrigerators, washing machines, and heating and cooling systems. Most of the gasoline used in cars and motorcycles, and the diesel fuel used in trucks, tractors, and buses are both made from crude oil and other hydrocarbon liquids that are nonrenewable resources. Natural gas, used to heat homes, dry clothes, and cook food, is also a nonrenewable resource. The chart shows what energy sources the United States used in 2014. Nonrenewable energy sources accounted for 90 percent of all energy used in the nation. Biomass, which includes wood, biofuels, and biomass waste, is the largest renewable energy source accounting for about half of all renewable energy and five percent of total energy consumption.

Naples Community Health Awareness From Naval Support Activity Naples Public Affairs

The Naples Public Health Evaluation (PHE) was an extensive effort to learn more about the potential environmental health risks present in the Campania region of Italy. The Navy established health protective policies based on the study’s findings to protect the health of U.S. personnel and their families, which includes bottled water advisories and health protective lease clauses. The PHE found the potential health risks for living offbase can be mitigated by following established risk-management actions. The enduring health protection policies are as follows: • Maintain the July 2008 bottled water advisory for U.S. personnel living off base. • Maintain the New Lease Suspension Zone (NLSZ) areas, based on U.S. Navy and Italian environmental sampling data. In these zones, U.S. Navy personnel are not permitted to sign new rental home leases. • Maintain the U.S. Naval Support Activity Naples PHE website and the U.S. Navy Regional Water Quality Board. • Maintain the health-protective U.S. Navy lease clauses for private off-base rental homes: – Landlords must provide containerized water service from a Navy-approved vendor. – Leased homes must be supplied by city water or permitted wells. Landlords must disconnect all non-permitted wells and provide proof of connection to the city water system or that the well is permitted. – Landlords must clean and disinfect domestic water holding tanks every six months. • The U.S. Navy will continue to share data with designated Italian public health officials. Throughout the Public Health Evaluation, the U.S. Navy established health protective policies and took immediate action, when necessary, to protect the health of U.S. personnel and their families. The risk management analysis determined that many of the health protective policies established during Phase I and Phase II will continue, as well as new policies implemented to ensure continued health protection. From eighth century B.C. when Homer wrote about Ulysses’ crew stealing cheese from the Cyclops’ cave in the faraway land of Sicily to today, cheese has been a vital part of the Italian history and diet. Nearly three thousand years later, in 1889 during a visit to Naples by Queen Margherita and King Umberto I, discovered Neapolitan pizza. The queen, growing wearing of the bland French cuisine that was commonly eaten at the royal table, went in search of local fare. Naples’ most famous pizza maker, Chef Raffaele Esposito of Pizzeria Brandi (which is still operating in downtown Naples), created several pizzas for the queen. The queen didn’t like the garlic pizza (pizza marinara) or the anchovy pizza (pizza Napoli). But she loved a pizza that represented the colors of the new Italian flag; red (tomato), white (mozzarella) and green (basil). She liked the pizza so much that Esposito named the new creation the “Margherita,” in her honor, and with queen’s “stamp of approval” the new pizza was embraced by Italians everywhere; and mozzarella, which was already famous and beloved in Italy, soon became a household name around the world. Among mozzarella cheese, the one

most revered for its flavor and texture is mozzarella di bufala, which is made from the milk of water buffalo. Whole buffalo milk is richer in protein and fat than that of dairy cows. As a result, Buffalo mozzarella cheese has a richer flavor. Aversa, a city about 15 minutes from Support Site, is recognized as the origin of buffalo mozzarella cheese. The highest quality buffalo mozzarella bears the “Mozzarella di Bufala Campana” trademark. In 1993, Mozzarella di Bufala Campana was granted “Denominazione di Origine Controllata” (DOC) status, which is an Italian quality assurance label for food products. To obtain DOC status, the food product must be produced within specified regions, using defined methods, and must satisfy a defined quality standard. Three years later, the European Union granted Mozzarella di Bufala Campana “Protected Designation of Origin” or Denominazione di Origine Protetta (DOP), which is a geographical indication within European Union law to protect the names of regional foods. This law ensures that only products genuinely originating in that region are allowed in commerce as such. Today, nine provinces in Italy can produce buffalo mozzarella trademarked as “Mozzarella di Bufala Campana.” Italy produces about 33,000 tons of buffalo mozzarella an-

nually, and, about 80 percent of this is produced in the Campania region. Mozzarella is sold in a variety of shapes, small balls called bocconcini (little bites), plump spheres and braids. These various shapes typically weigh anywhere from one to 20 ounces. And, like a fine wine that should be consumed soon after opening, mozzarella should be eaten within a few days – some people swear it should be hours – of its production. For that reason, to truly enjoy mozzarella, you should find a reliable mozzarella vendor in your area.

My favorite foods in Italy are cheese pizza and mozzarella balls. When I heard Mrs. Muzyka say that we would be going on a field trip to find out how to make pizza and mozzarella balls I got so excited. My whole second grade class went on the trip to the buffalo farm, a mozzarella factory and a pizzeria. The first stop was to a buffalo farm. We saw buffaloes that were big, small and medium sized, and there were even some baby buffaloes. We found out the farmers would feed the buffaloes different types of meals to produce more milk. The farmers woke up really early to get milk from the buffaloes. They used a special milking machine to collect milk from the females. The farmers can get six liters of milk from each buffalo. Then the milk would be put on a truck, and it would be taken to the mozzarella factory just in time for lunch or a snack. We said grazie to the farmers and got on the bus for the mozzarella factory where they make a lot of cheese. They made different size balls and they also made ricotta cheese from the buffalo milk. They got the buffalo milk from the truck and put it into big containers to start the process. First they would make ricotta cheese from the milk that went to the top of the container. Then they would put the rest of the milk into a special cutting machine to make it ready to be made into balls and other shapes. They even made a big mozzarella braid! This part of the tour was already better than the farm because we got to taste mozzarella balls before we went into the factory. It was really cool to see how they made the milk from the buffaloes we visited at the farm into tasty cheese. The last part of the field trip was to a pizzeria where they will use the fresh mozzarella and make yummy pizza. Mrs. Muzyka told us to go watch them make a pizza from scratch. The pizzeria was really cool and the pizza tasted totally awesome and was nice and hot. Our trip back to school made me sleepy. The trip was nice because we learned how mozzarella and pizza was made and where it came from. We all had fun at the trip.

What is a Leap Year? From National Aeronautics and Space Administration

2016 is a leap year – so what does that mean, exactly? Each month in the calendar has either 30 or 31 days, except for February, which usually has 28 days. Every four years, however, an extra day gets added to February, and we end up having an extra day in the year. When this happens, that year is referred to as a leap year. Here’s how that happened. At the conclusion of the Roman civil war (49-45 B.C.), the Roman dictator Julius Caesar set out to replace the many imprecise calendars that were in common use at the time, with an official – and accurate – calendar. Acting on advice by the Alexandrian astronomer Sosigenes – Caesar cre-

ated a calendar system that added an extra day to the calendar every four years. The idea of a leap year calendar wasn’t new; it had been tried in Egypt two-hundred years earlier by Ptolemy III, but his subjects refused to follow it. The reason behind the leap year concept is simple: To keep the months and seasons where they belong. An earth year is really about 365.25 days long. If we didn’t have this leap year every four years to keep the calendar on schedule, these extra quarter days would eventually add up and shift the calendar to the point where Christmas could become the hottest time of year. By adopting a leap year with an extra day every four years, the calendar year would stay on track and the seasons will be right where they are supposed to be.
