Be Prepared: It’s Much More Than Just a Well Known Motto By Sean M. Quinn NSA Naples Emergency Management Officer

Napoli, the Campania Region and Italy offer many opportunities to each of us that others can only dream of. While we make the most of the experience, we need to understand and accept the potential for emergency

situations such as earthquakes here. You have probably heard many times that you need to have an emergency plan and kit ready at all times. While that sounds great, do you know what you should have in your kit to sustain you and your family following an emergency and for

how long? The checklist below can help you get started so you can be prepared and ready. These additional online sources may help you build your kit: ● Ready Navy: http://www.ready.navy.mil/Bui ldAKit/EmergencyKits/index. htm

The United States stands firmly with its ally and fellow NATO member Denmark, Defense Secretary Jim Mattis told Prime Minister Lars Lokke Rasmussen in the Danish capital of Copenhagen on May 9, 2017. The secretary and prime minister made brief remarks before going into bilateral discussions. In Copenhagen on his first stop of a three-country trip to Europe, Mattis joined with his Danish counterpart, Defense Minister Claus Hjort Frederiksen, to co-host a meeting of leaders from 15 countries to discuss the effort to defeat the Islamic State of Iraq and Syria. Danish Troops The secretary complimented Rasmussen on the Danish military, noting that he had seen them personally in combat zones. “The skill of your troops is matched by their ethical performance, which is critical when you’re fighting on battlefields where innocent people are mixed in among a very merciless enemy," Mattis told the prime minister. "And it takes a special kind of soldier to master that battlefield. You have fielded very high-quality troops.” DENMARK

CAPTAIN’S CORNER By Capt. Doug Carpenter NSA Naples Commanding Officer

May commemorates a special group of Americans who made the ultimate sacrifice in service to our country. Gold Star Awareness Month calls us to remember the support needed for the family members of active duty service members who have passed away. The NSA Naples Fleet and Family Service Center staff works with the U.S. Navy Gold Star Program to provide long term support, no matter what the cause of death or service affiliation. Survivors are entitled to financial aid, healthcare, education, housing and other benefits. This is an important way to honor and respect these members of our military family who have given so much. This weekend marks the NEX Customer Appreciation Weekend. Today through Sunday, the NEX team will be hosting numerous demonstrations and live entertainment in their main parking lot on Support Site. Attractions will include skate park performances, an XBox competition, T-shirt giveaways, gift card drawings, martial arts performances, children’s pony rides, celebrity chefs, silly string fights, prize drawings and more. The NEX is a central part of our community in Naples, so please come on out and enjoy the festivities, food and games. As a part of the NEX customer appreciation weekend, we have the rare honor to host a gentleman who served his country with distinction and was awarded our nation’s highest military award. Congressional Medal of Honor recipient, Command Sergeant Major Gary Littrell, U.S. Army, Retired, is visiting NSA Naples today and tomorrow. One hundred members of the community will get to hear him speak today at the Bella Napoli conference center on Capodichino, and he will host a meet and greet at the Support Site theater from noon to 1 p.m. on Saturday, May 13th. I strongly urge anyone who is interested to come meet Mr. Littrell and hear his motivational story and words of inspiration. During the summer season we tend to see an uptick in petty burglaries and vehicle break-ins. Please stay vigilant and safeguard your home by setting your alarm, keeping windows and doors closed and locked. When it comes to parking your car out in town, whether at the house or another location, make sure you remove valuables, bags, gas coupons and uniforms from the car before you go. These items are highly prized and invite trouble if left in plain view. If an incident does occur, please report it immediately to dispatch. Enjoy this weekend, have fun at the Customer Appreciation Weekend, and stay safe!

HISTORY: VE DAY From DoD News

When President Harry S Truman, British Prime Minister Winston S. Churchill and Soviet Premier Josef Stalin simultaneously announced that Nazi Germany had surrendered on May 8, 1945, the joy Americans felt was tempered by where they were. The war that began with Germany invading Poland Sept. 1, 1939, ended with the total defeat of the Nazi menace and the unconditional surrender of the German military. In New York, London and Moscow the eruption of joy was instantaneous. Men and women rushed to the streets to hug and kiss and dance. The war against Nazi Germany was over. The killing had stopped. A great evil ended. The End of a Long Road On the front lines deep in Germany, Austria and Czechoslovakia, the celebration was more muted, with soldiers gradually realizing they were not going to be shot at anymore and were going to go home. Their joy was further tempered because, while Germany was defeated, Japan fought on. The soldiers realized their divisions, brigades and units would be part of the invasion of Japan. In the Pacific, there was a brief acknowledgement that the European battle was over, but it didn’t really matter to the soldiers and Marines who were still attacking Japanese positions on Okinawa or to the Sailors who were fending off kamikaze attacks on ships off the island. VE Day signified the end of a long road. Just between June 1944 and May

8, 1945, there were 552,117 U.S. casualties in the European theater of operations. Of those, 104,812 were killed in action. In January 1945, many believed the war in Europe would last much longer. In January, U.S. Army soldiers were still battling against German forces

that had launched the Battle of the Bulge. That battle was the largest the U.S. Army ever fought and out of the 90,000 casualties around 19,000 soldiers were killed. Events accelerated from there. The War Moves into Germany Bombing missions continued over Germany and every B-17 or B-24 lost over the Reich meant a loss of 10 Americans. On the ground, Allied troops mopped up German resistance on the west bank of the Rhine River. On March 7, 1945, soldiers from the 9th Armored Division secured the Ludendorff Bridge over the Rhine River in Remagen,

Germany. The U.S. 1st Army vaulted the water barrier and struck deep into Germany. The 3rd Army also crossed the river and moved on. On March 22, U.S. and British forces launch a massive operation over the Rhine in Oppenheim. On April 2, U.S. forces surrounded 600,000 Germans in the Ruhr Pocket. Throughout the month, American forces begin discovering the consequences of the Nazi ideology as they liberated death camps like Buchenwald, Ohrdurf and Dachau. On April 12, Americans were shocked by the death of President Franklin D. Roosevelt. Harry S Truman was sworn in and vowed to continue Roosevelt’s policies. On April 21, Soviet forces began their assault on the German capital of Berlin. With the Soviets closing in, Hitler committed suicide on April 30 and turns power over to Admiral Karl Donitz. Surrender On May 2, German forces in Berlin surrendered to the Soviets. On May 7, formal negotiations for Germany’s surrender began at the Supreme headquarters Allied Expeditionary Force headquarters in Rheims, France, and the Germans surrender unconditionally the next day. At the conclusion of the surrender, the allied staff attempted to write a message for General of the Army Dwight D. Eisenhower to send to allied leaders. He opted for “The mission of this Allied Force was fulfilled at 0241, May 7th, 1945.”

SPOTLIGHT: ROZMARY SEASTROM

Rozmary Seastrom is a California native, who grew up in San Diego. An artist at heart, she has a bohemian air about her that inspires everyone she comes into contact with. Seastrom ran several businesses at once, and earned her bachelor’s degree in Interior design from the Design Institute of San Diego before marrying her husband, Gunner’s Mate Chief Petty Officer James Seastrom. The couple arrived in Naples in 2015, and she quickly realized that being stationed overseas can be somewhat challenging. Seastrom knew she wanted to do something to help her fellow spouses, and the answer was to become an Ombudsman. Since then, she has gone above and beyond her call of duty by introducing the Ombudsman Presentation into the Sponsorship Program’s classes. Shortly after Seastrom became the NSA Ombudsman, she attended a sponsorship round table where she recognized that the biggest issue for new Sailors and their families in Naples was a lack of information. “We as Ombudsmen are specifically here to support and to aid the spouses,” Seastrom said. “So being involved in sponsorship is our way of connecting with them right off the bat.” Seastrom designed a presentation to introduce the Ombudsman program to those in the sponsorship class. She has since been attending all sponsorship trainings to present the information to Sailors, helping them recognize the importance of knowing who their command’s Ombudsman is, as well as how knowing can benefit them, incoming Sailors and their families. She will be speaking live on AFN 107.00 on May 15 at 8 a.m. to discuss the Ombudsman Program’s role in the sponsorship training. Be sure to tune in!

Recently, four cadets in the Naples High School NJROTC unit were promoted to the rate of cadet/chief petty officer thanks to the time and dedication of our local Chief Petty Of-

ficers and the encouragement of the Naval Science Instructor, Senior Chief Vincent Gilfoy. The cadets in this training program dedicated about four hours after school per week for five weeks to hands on learning and preparation. This included

conducting uniform inspections, singing “Anchors Aweigh,” and meeting the Command Master Chief at the U.S. Naval Hospital Naples. The chief petty officers who ran the training program took time out of their busy work schedules for the benefit of these cadets. They voluntarily supported, guided, and taught the cadets about what it means to be a U.S. Navy chief. By the end of the five weeks, the students were a much stronger and bonded team and will continue their goal of improving their unit. If you are a chief petty officer and you are interested in helping the next generation of naval leaders during the next school year, please visit Naples High School or email vincent.gilfoy@eu.dodea.edu

ENERGY CONSERVATION Explaining Fuel for the Fleet Program From NSA Naples Energy Management Team

WHO: Rear Adm. Rick Williamson, Commander, Navy Region Europe, Africa, Southwest Asia launches this annual competition, building on the success over the past three years of the month-long Energy Biggest Loser competition. WHAT: With a target 2.5 percent energy reduction per year, Fuel for the Fleet (F3) is a continual energy awareness campaign and competition, with built in quarterly and annual awards, designed to foster a culture of efficient energy. WHERE: Each installation will conduct its own energy reduction campaign, reporting on the results monthly. WHEN: F3 launches in conjunction with Earth Day celebrations on April 21, 2017, and runs continually with quarterly award recognition in August, November, HOW: Each month the energy usage for each installation is compared to that installation’s prior year energy use, normalized for weather. Each installation is represented by a ship, signifying both the concept of the region working together like a carrier strike force and the February, and quarterly and annual recognition in May. WHY: Energy efficiency is critical to ensuring the viability of Navy operations world-wide. Agile, globally engaged Navy and Marine Corps forces are essential to U.S. national security. To deploy combat power at sea and ashore, the Services require secure, readily accessible energy resources. The Department of the Navy (DoN) must seize all reasonable opportunities to reduce the logistical constraints imposed by the procurement, storage and delivery of energy to naval forces. We must continue to improve our Services’ energy posture to enhance warfighter freedom of action and maneuver around the world. Increased recognition that energy saved on shore increases the operational capacity of our sea missions. The energy saved, adjusted for installation size, serves as the “fuel” for each installation’s “ship,” while the efforts of each installation to create awareness of energy reduction will be measured and turned into the ship’s “speed.” Each month the “fuel” times “speed” will represent distance traveled on the chart. Installations will be recognized for their efforts at the monthly Regional Energy Council, and quarterly and annual winners will be awarded publicly.

SOUND OFF: WHAT ARE YOU DOING FOR MOTHER’S DAY?

Cmdr. Greg Saybolt

“I actually have duty, but I always call my mom and my step mom. It’s important they know they’re appreciated. Not just that day, but every day.”

“I wasn’t going to do anything because she’s not here, but I’ll give her a call. I just want to tell her I love her and thanks for everything.”

“My mother’s actually coming out in a couple weeks. We’ll celebrate Mother’s Day then and our birthdays since we share a birthday.”

“I’ll be spending time at home with my wife and kids. The kids wanted to get her a Death Star tea pot. She’ll be surprised we’re giving her one because she’s not even a fan of Star Wars.”

“I was going to get flowers, but that’s generic. I was thinking something from “Game of Thrones” since she likes the show. I’ll probably paint something for her.”

Quality Management’s Dedication to Patient Safety and Quality Care By Lt. Christopher Stein U.S. Naval Hospital Naples

A resounding theme has emerged as healthcare organizations evolve across the world: Patient Safety. Patient safety has become the main focus of top-performing hospitals. The team at U.S. Naval Hospital (USNH) Naples is dedicated to providing safe patient care and continuing to “do no harm.” The hospital’s Quality Management department has developed a robust Patient Safety program, headed by retired Navy Capt. Dr. John Plaja. Issues concerning safe patient care are systematically and thoroughly analyzed then improved. Discussion and process improvement occurs at every level within the organization to include the command suite and the commanding officer. Innovative programs such as the iChat system, a platform for staff members to communicate and dissect issues, have originated at USNH Naples and are spreading across Navy

Medicine. In conjunction with the Patient Safety program, Naples staff regularly drill emergency situations in an effort to unveil potential system flaws. You can rest assured that “Team Naples” in committed to deliver the safest care possible. To ensure USNH Naples’ dedication to Patient Safety, an inspection was recently conducted by The Joint Commission. The Joint Commission is an entity that challenges the hospital’s practice and holds the organization accountable to top performance standards. Team Naples passed this rigorous inspection and has been deemed an exemplary model for Military Treatment Facilities across the Navy Medicine Enterprise to follow. Inspectors were so impressed that they actually took concepts from Team Naples and are now presenting them to hospitals across the United States as best

practice standards. Team Naples has set the bar high and continues to push towards sustaining a high reliability organization platform. Part of making USNH Naples a high reliability organization stems from our ability to partner with local national hospitals and providers to discuss ideas and share knowledge. Lt. Cmdr. Brian Ellis, the risk manager and department head of Quality Management, has been working with the Local National healthcare network and meeting with other Italian Risk Managers in an effort to continuously improve the patient care experience. By partnering with our local national providers, Naples will continue to lead the way in improving patient outcomes. Constant process improvement is a hallmark of high reliability

organizations. USNH Naples has committed itself to constant selfimprovement. Willis brings 23 years of expertise in Lean Six Sigma Process Improvement and is helping Naples lead the way in Navy Medicine. Programs such as the Interactive Customer Experience (ICE) survey collection are integral to USNH Naples improvement process. USNH Naples Customer Service Representative Charlette McInnis wants to hear the voices of patients. She encourages those served to fill out comment forms. The organization wants to hear first-hand where improvements can be made both in the hospital and out in the local national network. The Quality Management team at USNH Naples is committed to keeping patients safe. It will continue to vigorously explore ways to improve. With the help of its patients, USNH Naples will remain on the cutting edge of Navy Medicine and lead the way toward sustaining a high reliability organization.

Both those who were participating in the events and those hosting the games found the experience to be successful and fulfilling according to Laura Di Marzo, MWR Naples Sports Specialist and event coordinator. “It’s great to be coordinating an event that involves both U.S. and Italian commands,” Di Marzo said. “After four months of preparation, it’s awesome to see everyone having such a good time, because that’s what MWR strives for – providing fun for everyone. I have to thank the DENMARK

Naples USO, Welfare and Recreation Association, Command Master Chief Tim Preabt, the Naval Computer and Telecommunications Station (NCTS) Naples Chief’s Mess, as well as the Fanfara Bersaglieri for all their support.” Teams from 13 different commands came together for friendly, but competitive fixtures. Although each team had a great showing, only one team could hoist up the trophy when all is said and done. Public Works Department (PWD) took first place, followed by NCTS at second

As he had told the defense minister, the secretary told the prime minister, the year 2014 was an eye-opener in terms of commitment to defense. “And we now confront concerns from the east and threats from the south,” he added. “And we’re going to have to stand visible, but also in-

and U.S. Naval Hospital Naples finished in at a close third. “PWD did great in the events this year,” Di Marzo said. “They are also in first place in the 2017 Captain’s Cup competition. Their command is made up of only 70 individuals, but their constant participation, dedication and communication with the MWR sports program is amazing.” Members from PWD will take the 2017 Armed Forces Olympic trophy back to their command where it will stay until next year’s competition. “It was a great day to come together as a community and see who will come out first,” Construction Mechanic 2nd Class Todd Ritter, a member of PWD’s team, said. “It’s really beneficial for us all to get outside and enjoy the camaraderie of participating with people we don’t always get to work alongside.” Not only is it a chance to have some fun, but events like the Armed Forces Olympics help promote interoperability between U.S. Sailors and their Italian counterparts while encouraging Sailors to get outside and exercise. "And that trajectory received 100 percent of our government’s support as you increased [appropriately] to the situation you face now,” the secretary added.

EMERGENCY PREP From page 1 ● ARC What’s in My Kit Video: http://youtu.be/Qp9C9capzbw ● Italian Department of Civil Protection: http://www.protezionecivile.gov.it/jcms/en/ho mepage.wp All the sources suggest building a kit that should sustain you and your family for at least three days. Due to the unique features and potential hazards in this region of Italy, it is highly recommended you plan for two full weeks of consumables (food, water, batteries, etc.), in addition to the other (non-consumables) items in the kit. This will help with you and your family’s immediate needs being met with minimal reliance on others. This point is very important because the severity of an emergency event may be significant, and resources may be extremely limited and not immediately available to us. At a minimum, recommend your emergency kit have the following supplies (tailored to your family’s requirements). Also, plan for and monitor expiration dates and shelf-life of all contents.  Water (at least one gallon per person, per day stored in easy to carry containers. Recommend rotating/replacing every six months)  Food (Non-perishable, easy to prepare items)  Baby/Infant Supplies  Diapers  Wipes  Bottles  Food  Formula  Pacifiers  Clothing  Blanket(s)  Flashlight  Radio (Battery or hand-crank – Make sure it can receive AFN broadcasts)  Extra Batteries (flashlights, radio other battery powered kit items)  First Aid Kit (The ARC suggests the following for a family of four)  2 absorbent compress dressings (5 x 9 inches)  25 adhesive bandages (assorted sizes)  1 adhesive cloth tape (10 yards x 1 inch)  5 antibiotic ointment packets (approximately 1 gram)  5 antiseptic wipe packets  2 packets of aspirin (81 mg each)  1 space blanket  1 breathing barrier (with one-way valve)  1 instant cold compress  2 pairs of large non-latex gloves  2 hydrocortisone ointment packets (approximately 1 gram each)  Scissors  1 roller bandage (3 inches wide)  1 roller bandage (4 inches wide)  5 sterile gauze pads (3 x 3 inches)  5 sterile gauze pads (4 x 4 inches)  Oral thermometer (non-mercury/nonglass)  2 triangular bandages  Tweezers  First aid instruction booklet  Medications (7 day supply)  Medical Supplies (glasses, contact lenses, syringes, specialty batteries, etc.)  Multi-Purpose Tool (or small hand tools)  Sanitation / Personal Hygiene Items  Copies/Originals of Personal Documents  Medication List  Important Medical Information  Passports  Birth Certificates  Immunization Record  Sojourner’s Permit  Housing Documents (inventory, hous-

11

ing contract, etc.)  Automobile Papers (bill of sale(s), registration, etc.)  Insurance Policies  Powers of Attorneys  Cell Phone(s) with Chargers  Family / Emergency Contact Information  Emergency Blanket(s) or Sleeping Bag(s)  Area Map  Manual Can Opener  Pet Supplies  Food  Water  Documents  Crate (Transport)  Tags and Collar  Leash Another key point to consider is the portability of your kit. This may be the most challenging factor in planning for and assembling your kit. If we were to remain in our homes during and after an emergency event, we need to make sure our kits are accessible. In this case, the kit can be stored and maintained in large containers on in a cabinet. However, depending upon the type and severity of the emergency event, we may be required to evacuate our homes, or even the area. In this situation our emergency kit must be scaled down to the supplies necessary to sustain us for approximately three days. We must also plan for a method of packing and carrying our emergency kit. One suggestion is to place the contents of your kit into a portable container(s) such as backpacks, gym bags or rolling suitcases. Remember: Don’t pack your emergency evacuation kit in a container you cannot lift or carry. Also, take full advantage of sharing the load among capable family members as much as reasonably possible. The most effective way to minimize (but not eliminate) the additional stress of an emergency event in our lives is to prepare ourselves and our families as much as possible through discussions and development of your family’s emergency plan and the assembly of your emergency kit. These discussions and our preparations may cause a bit of anxiety in all of us, but more so among our children. We should consider the tone and content of our discussions with, and around them. I suggest the following on-line resources for parents to use in getting family members involved in the planning and preparations through their understanding of the facts. ● Ready Navy Kids: http://www.ready.navy.mil/Kids/index.htm ● FEMA’s Fun and Games for Kids: http://www.ready.gov/kids ● National Fire Protection Association: http://www.sparky.org/index.html ● National Weather Service: http://www.nws.noaa.gov/om/reachout/kidspa ge.shtml NSA Naples regularly conducts various earthquake drills. These events offer an opportunity to educate ourselves and one another about the likelihood of an earthquake here, and the importance of preparing ourselves to get through them. Consider the “what if’s” associated with an earthquake and what you need to do to prepare your emergency plan and build your kit. For additional information, contact your command’s emergency management staff. If you have any questions or may need some assistance in preparing yourselves and your family for an emergency, call the NSA Naples Emergency Management Team at DSN 6265303/3585 or Comm. 081-568-5303 or email emogroup@eu.navy.mil or visit NSA Naples Emergency Management on Facebook.
