Italy-based NEX’s Score Big in 2014 Bingham Awards From NEXCOM Public Affairs

The Navy Exchange Service Command (NEXCOM) announced its Bingham Award winners for 2014. NEX Naples won for its size store (sales from $36 to $85 million). Naval Air Station Sigonella (sales from $14 to $23 million) and Naval Support Activity Gaeta (sales from $85,000 to $700,000) both received runner up awards. The Bingham Award is presented to the best of the best NEXs in nine sales categories, based on size of store, for overall financial results and customer service. “Winners of the Bingham Award exemplify the true spirit, dedication and professionalism of all our associates and management teams,” NEXCOM Chief Executive Officer Robert J. Bianchi said. NEXCOM established the

Bingham Award Program in 1979 to recognize excellence in customer service, operations and management at NEX activities. The award is named after the late Capt. W.H. Bingham, Supply Corps, U. S. Navy Reserve. Bingham was the Chief Executive Officer of the R.H. Macy’s company and was appointed by the Secretary of the Navy in 1946 to lead an advisory board for establishment of what is now the Navy Exchange Service Command. “The Bingham Award recognizes our stores for work they do throughout the year in support of our customers. By design, this award is presented to both the NEX and the local Navy command to recognize their partnership and dedication in supporting the quality of life of our military members and their families,” Bianchi added.

Secretary of the Navy Ray Mabus announced on July 2, 2015, that effective immediately, he is tripling maternity leave for women who serve in the Navy and Marine Corps. The new policy will guarantee these women will have 18 weeks of maternity leave available to use during the first year of her child’s life, he said. “In the Navy and the Marine Corps, we are continually looking for ways to recruit and retain the best people,” Mabus said. “We have incredibly talented women who want to serve, and they also want to be mothers and have the time to fulfill that important role the right way. We can do that for them. Meaningful maternity leave when it matters most is one of the best ways that we can support the women who serve our county. This flexibility is an investment in our people and our Services, and a safeguard against losing skilled service members.” Department of Defense Instruction 1327.06, Leave and Liberty Procedures for the Department, charges Secretaries of the Military Departments with publishing departmental guidance in accordance with the DoD instruction. CAPTAIN’S CORNER By Capt. Doug Carpenter NSA Naples Commanding Officer

Thank you to everyone in the community who participated in our two-day 4th of July celebration! Both days were a lot of fun and on Saturday we were able to share our American culture with the local Italian community and show our host nation partners how we celebrate our nation’s birthday. We had guests showing up right until the very end of the festivities, and I would like to thank the personnel who worked the event, all of our volunteers, and anyone else involved in making this such a huge success. A special thanks goes out to our MWR professionals who planned and led the event, and our Security personnel who did such a great job ensuring our safety and who kept the traffic moving. The celebration was the culmination of significant teamwork and communication between the installation and our community. If you missed the festivities, the NSA Facebook page has a video and photos of fireworks at the end of the evening as well as highlights from throughout the day. The temperatures have risen lately due to a heat wave passing through the area. Remember that the increased heat can cause a lot of problems including dehydration, exhaustion, headache, and a number of other complications. Please pay special attention to the needs of your pets, and be sure to beat the heat by drinking plenty of water and wearing sunscreen when outdoors for extended periods of time. In Naples it can be difficult to find off-base housing with central air conditioning. If you are in one of these houses and buying a portable air conditioning unit is not an option, consider visiting community buildings, or other spaces where air-conditioning is provided during the hottest parts of the day. There are many resources online that share tips and tricks for staying cool in the summer heat. Whatever option you choose please stay safe. On Tuesday we held a meeting to go over lessons learned from the Non-Combatant Evacuation Operation (NEO) exercise. One of the things that came up was fostering a culture of preparedness in the community. If a catastrophic event happens in Naples or near our geographic location, are you and your family prepared? It’s hard to be ready for every possible scenario, but there are a lot of common things you can have ready to go that will serve you well in a variety of emergencies. Consider putting together a transportable kit that could support you for 72 hours. Do you have essential identification and prescription information? Water and cash? These are just a few of the essentials we should have available at a moment’s notice. The Navy provides information on this and much more at the Ready Navy website (https://www.ready.navy.mil) and specifics on how to build an emergency kit at (https://www.ready.navy.mil/build_a_kit.html). When an actual event occurs every second counts. Knowing where necessary items are, where everyone is, and a plan on how to move forward can have a huge impact on your safety and the safety of your family. Remember to turn out the lights and help conserve our way to victory in the Regional Energy Biggest Loser competition all July! Stay safe, enjoy your summer vacation, and pay a visit to one of our free pools!

BASE NOTES Annual Drinking Water Consumer Confidence Report Available Annual Consumer Confidence Reports (CCR), also known as a drinking water quality report, summarizes information regarding water sources used, any detected contaminants, compliance, and educational information. Whether the drinking water is supplied by host nation water systems like on Support Site or produced by a Navy installation reverse osmosis treatment plant like on Capodichino, the Navy ensures the water that ends up at your faucet is safe to drink, according to U.S., European and Italian standards. The CCR provides all testing results from January 1 through December 31 and includes information on how they compare to the standards set by regulatory agencies. The CCR allows service members, their families and our civilians to know what is in the water they’re drinking, just as local water utilities in the U.S. provide annual Consumer Confidence Reports to their customers. To view the reports, visit https://www.cnic.navy.mil/regions/cnreurafswa/installations/nsa_naples/om/en vironmental_support/drinking_water_consumer_confidence_report.html. Region’s “Energy Biggest Loser” Competition for July Navy Region Europe, Africa, Southwest Asia is conducting an “Energy Biggest Loser” Competition again this year for the month of July. The base with the highest percentage of energy reduction will receive $70K, second $50K, and third $30K. The competition is an attempt to raise awareness of energy use, promote energy saving behaviors and change our energy use culture. Energy bills are the single largest expense for Navy installations, reflecting about 28 percent of the Navy's shore budget. NSA Naples intends on using prize money to make improvements at Carney Park for the benefit of our community, so please partake and doing your part at the office and at home. Here are some tips that will help us win: ensure all equipment is turned off when not in use, shutdown computer monitors after each workday, ensure lights are off when spaces are unoccupied, ensure office windows are shut (minimize A/C load), open windows at home, in lieu of using A/C, and use natural lighting whenever possible. Annual Feds Feed Families Food Drive Underway The Agriculture Department’s annual “Feds Feed Families” government-wide food drive campaign is being held until August 31. The campaign is a voluntary effort undertaken by federal employees to bring nonperishable food items for distribution to local food banks. Federal em-

NAVY HISTORY: MARINE CORPS SGT. GRANT F. TIMMERMAN On Oct. 27, 1941, at the end of his four-year enlistment, Timmerman got a job welding electrical fixtures and armor plates on destroyers at Bethlehem Steel in San Francisco. Five weeks later, on Dec. 7, 1941, the Japanese invaded Pearl Harbor. Timmerman soon reenlisted. A few months later Timmerman reported to the 2nd Tank Battalion of the 2nd Marine Division for training. He was promoted to corporal in July 1942, and then to sergeant in October 1942. The next month Timmerman’s battalion was on its way to Wellington, New Zealand, for advanced training. In November 1943, they in the Gilbert Islands, and participated in the Battle of Tarawa. In December, Timmerman’s battalion went to Hawaii for a rest and more training. In May 1944 they left for another combat mission in Saipan. On July 8, Timmerman’s tank was advancing a Marine Corps Sgt. Grant F. Timmerman. Photo courtesy of Naval History and Heritage Command By Naval History and Heritage Command

On July 8, 1944, Marine Corps Sgt. Grant Frederick Timmerman was leading a line of infantry against Japanese forces on Saipan, in the Marianas Islands, when the tank he was commanding fell under heavy fire. He died when he blocked a grenade with his body, which shielded his men from the explosion, and saved his crew. He was posthumously awarded the Medal of Honor for his actions that day. Born in the tiny town of Americus, Kansas, on Feb. 19, 1919, Timmerman graduated from nearby Emporia High School in 1936. He attended Kansas State Teacher’s College in Emporia

for one year, where he took a pre-engineering course. The next summer he went to California and worked as a welder at San Mateo, California. He soon yearned for something more challenging than welding. On October 28, 1937, Timmerman enlisted in the Marine Corps in San Francisco. On May 5, 1938, while in Shanghai, Timmerman and another Marine, noticed a woman surrounded by a crowd of menacing Chinese. Timmerman and his buddy dispersed the angry crowd and protected the woman until the police arrived. The woman turned out to be the wife of a U.S. Navy commander. For his actions, he received a Letter of Commendation and Appreciation.

few yards ahead of the infantry, when their attack was held up by a series of Japanese pillboxes and trenches. As the tank commander, he had been firing the tank’s anti-aircraft gun during the attack. With their forward progress stalled, Timmerman prepared to open up his line by firing the tank’s 75 mm gun. Exposing himself to the enemy, he stood up in the open turret of his tank to warn the infantry to hit the deck because of the imminent muzzle blast. A Japanese grenade came hurtling through the air aimed in the direction of his open turret. Timmerman quickly covered the opening with his own body to prevent the

grenade from killing his crew. The grenade exploded on his chest, killing him instantly. Two of his crew received slight wounds from the grenade, but none were killed, as all the larger shrapnel had been stopped by Timmerman. A year later, on July 8, 1945, his parents were presented with a posthumous Medal of Honor at their home by Col. Norman E. True of the Marine Barracks from Great Lakes, Illinois. In January 1946, the Navy named one of its new advanceddesign vessels, the Gearing-class destroyers in honor of Timmerman. The USS Timmerman (DD 828) was christened by his mother, Mrs. Fred Timmerman.

How to Survive an Earthquake By Lt. j.g. Thomas Short NSA Emergency Management Officer

The greater Naples area is a seismically active area with a history of violent earthquakes. Do you know what to do in the event of an earthquake? Emergency management has outlined three scenarios – at home, in the office and outside – and described what to do to keep yourself and your family safe for each. At Home When you are at home and feel an earthquake, drop to the ground and take cover under a desk or sturdy table. Drop, cover, and hold on. Hold on tight to the table until the shaking stops and if it moves, move with it. For more details, visit www.dropcoverholdon.org/ If there isn’t a table or desk near you, cover your face and head with your arms and crouch in an inside corner of the room. Use a doorway for shelter only if it is in close proximity to you and if you know it is a strongly supported, load bearing doorway. If you are in bed, stay put. Hold on and protect your head with a pillow unless you are under a heavy light fixture that could fall, or your bed is near a window that could shatter. In that case, move to the nearest safe place. If you’re in the kitchen, move away from the refrigerator and stove. They could move and shift with the shaking ground. Stay away from overhead cupboards, which could easily open and lose their contents if they are not latched shut. No matter where you are in the house, stay away from windows, bookcases, file cabinets, heavy mirrors, hanging plants, and other heavy objects that can fall. Watch out for falling plaster, bricks or ceiling tiles. Stay inside and under cover until that earthquake is over. Research has shown that most injuries occur when people inside buildings attempt to move to a different location inside the building or try to leave. Remember that aftershocks may occur and some of them can be just as jolting as the initial tremor itself. In the Office For those who work in an office building, the same rules as above apply-drop to the floor, take cover under a sturdy table or desk, and hold on tight until the earth stops shaking. If you’re not near a desk or table, move against an interior wall and protect your head with your arms. Don’t be surprised if a fire alarm or sprinkler systems turn on or the electricity goes out. No matter what, don’t use the elevators and stay away from windows. The glass can dislodge during an earthquake and shatter. Once

the shaking stops, do not rush for the exit. Instead, leave via the fire escape in a calm, orderly manner staying away from windows, heavy furniture and display shelves with objects that could fall. Once you’re outside, quickly get into an open space away from the building and to your command’s mustering station. The area near the exterior walls of a building is the most dangerous place to be, as windows, facades and architectural details are often the first parts of the building to collapse. Away from Home or Office When you’re away from home – whether driving, at a store or outside – you have even more hazards to avoid. If you’re driving, pull over to the side of the road, stop as quickly as safety permits and set your parking break. Avoid stopping under or on overpasses and bridges, and near or under buildings. Stay away from power lines, trees, and other potential dangers. Remain inside the vehicle until the shaking is over. Once the earthquake has stopped, proceed cautiously, avoiding roads, bridges or ramps that might have been compromised by the quake. In a grocery store, debris falling from shelves will pose the greatest danger. If possible, get to an interior wall and crouch down, staying away from windows and large fixtures that could shift with the quake. If you can’t get to a safe place, lie down on the floor and protect your head with your arms. When the shaking stops, calmly exit the building, being careful of broken glass and other debris on the floor. If you’re outside, move to a clear area away from buildings, trees, signs, streetlights, utility wires and poles. If you’re on a sidewalk near buildings and unable to get to an open space, duck into a doorway to protect yourself from falling debris. Once you’re in a secure place, stay put until the shaking stops and it’s safe to venture out. ENERGY CONSERVATION Doing Your Part to Reduce From the NSA Naples Energy Management Team

We are one week into the Region’s Energy Biggest Loser Competition. A report detailing the progress for NSA Naples installations will be published next week. All of our facilities carry out mission essential operations or improve the quality of life for DoD employees and their dependents however, there are still practices that can be utilize to reduce energy consumption without interrupting every day operations. Include these practices in your daily routine to reduce energy consumption: ● Ensure all equipment is turned off when not in use ● Shut-down computer monitors after each workday ● Ensure lights are off when spaces are unoccupied ● Ensure office windows and doors are shut (minimize A/C load) ● Unplug unused equipment ● Speak up! Respectfully inform others of their wasteful habits. As an installation we should strive to cut back on consumption. If each individual does there part we are sure to be successful in reaching our energy reduction goals. Saving energy will also have a positive impact on the Navy financially and the preservation of our planet’s resources.

BOTTLED WATER ADVISORY From NSA Public Affairs

Practice Makes Perfect Earthquakes can strike without warning, but if you’re prepared and aware on what to do when one does hit, you can avoid injury. Always be mindful of what to do when the ground starts shaking. For more information contact the Naval Support Activity Naples emergency management office or visit our website at: http://www.cnic.navy.mil/Naples/OperationsAndManagement/EmergencyManagement/index.htm

Except for those living at the Support Site and Capodichino, bottled water is recommended. Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

Tips For Living Longer, Healthier Lives By Yan Kennon, Naval Hospital Jacksonville Public Affairs Senior Writer

Twelve percent of men (18 years and over) are in fair or poor health, according to the Centers for Disease Control and Prevention. While men should make health a priority and take active daily steps to become healthier and stronger, there are many easy things that men – and women – can do to improve and maintain health. “By proactively getting the right health services, screenings and treatments, we help our chances of living a longer, healthier life,” said Capt. John Le Favour, Naval Hospital (NH) Jacksonville commanding officer. “Things such as age, health and family history, lifestyle choices, and other factors impact our health care needs and how often we need it. That’s why early detection is key. So we encourage you to get regular checkups and tests to find problems before they start.” Get good sleep Insufficient sleep can be associated with a number of chronic diseases and conditions such as diabetes, obesity and depression. Sleep needs change with age – seven to nine hours is ideal for adults.

Toss the tobacco About 30 percent of U.S. men smoke cigarettes. It’s never too late to quit, plus it produces immediate and long-term benefits – lowers risk of heart disease, cancer, lung disease and other illnesses. And avoid second–hand smoke – it can cause problems similar to those that smoke. Be active Thirty-eight percent of U.S. men are overweight. At least two and a half hours of moderate-intensity aerobic activity is recommended each week for adults. And indulge in musclestrengthening activities at least two days a week. Work all major muscle groups to include legs, hips, back, abdomen, chest, shoulders and arms. Spread activity out during the week, no need to do all at once. Eat healthy Men should eat a variety of fruits and vegetables every day, as they are sources of the many vitamins and minerals that protect from chronic diseases. Choose healthy snacks and limit items high in calories, sugar, salt, fat and alcohol.

Manage stress Physical or emotional tension is often signs of stress. Sometimes stress can be good, but harmful when severe – feeling overwhelmed and out of control. Self-care and social support can be the best way to manage stress. Avoid drugs and alcohol, stay active and find support when needed. Stay on top of your game Patients should see their primary care manager (PCM) for regular checkups. Because certain diseases may not have symptoms, regular checkups can help diagnose issues early – before becoming a problem. Pay attention to obvious signs and symptoms such as chest pain and shortness of breath. Individuals should also track personal numbers like blood pressure, blood glucose, cholesterol and body mass index. PCMs can identify what tests are needed and frequency needed. And get vaccinated. Immunizations help maintain health, regardless of age. They can protect individuals and the community from serious disease.

Identity theft, when a person wrongfully uses your Social Security number or other personally identifiable information (PII) to commit fraud, can happen to anyone. But it doesn't have to happen to you. Taking the proper precautions beforehand can help reduce your chances of being at risk. Once thieves have your personal information they can drain your bank account, run up charges on your credit cards, open new utility accounts, or get medical treatment on your health insurance. An identity thief can file a tax refund in your name and get your refund and, in some cases, give your name to the police during an arrest. And the road to recovery

Here are some tips on how to avoid becoming a victim: ● Keep your documents in a safe place at home, and lock your wallet or purse in a safe place at work. ● Limit what you carry with you, when you go out take only the identification, credit and debit cards you need. ● Opt out of prescreened offers of credit and insurance by mail by calling 1888-567-8688 or go to ouptoutprescreen.com ● Make sure you know who is getting your personal or financial information. Don't give out personal information on the phone, through the mail or over the Internet unless you've initiated the contact or know who you're dealing with. ● Monitor your account statements and immediately report any unusual activity to your financial institution If you are a victim of identity theft, the time to act is now. Go to www.idenitytheft.gov to find out what steps you need to take.

Navy Lodges Now on Defense Travel System From NEXCOM Public Affairs

Effective immediately, Navy Lodge accommodations can be booked directly through the Defense Travel System (DTS) as part of generating travel orders. Now travelers have more ways than ever to make reservations at a Navy Lodge. The website (navylodge.com) and the DoD Reservation Center (800628-9466) remain available 24/7 for reservations and to answer any lodging questions. This new process of booking official government travel lodging within DTS is part of the Integrated Lodging Program Pilot, which was launched in June to provide quality government (DoD) and commercial lodging, with greater safety and security and better services at reduced rates. Navy Lodges provide free Wi-Fi and complimentary breakfast and are pet friendly. Navy Lodge guests enjoy spacious oversized business class and standard rooms, as well as family suites that offer a living, dining area and fully equipped kitchens. Navy Lodges are conveniently located near other

on base amenities, such as the gym, pool, restaurants and NEX. The Navy Exchange Service Command (NEXCOM) oversees 100 Navy Exchange (NEX) facilities and nearly 300 stores worldwide, 39 Navy Lodges, Ship’s Stores, the Uniform Program Management Office, the Navy Clothing Textile and Research Facility and the Telecommunications Program Office. NEXCOM's parent command is the Naval Supply Systems Command. NEXCOM’s mission is to provide authorized customers quality goods and services at a savings and to support quality of

life programs for active duty military, retirees, reservists and their families. NEXs and Navy Lodges operate primarily as a non-appropriated fund (NAF) business instrumentality. NEX revenues generated are used to support Morale, Welfare, and Recreation (MWR) programs. In FY14, $2.7 billion in sales were generated with $46.6 million in dividends provided to Navy MWR programs.

Secretary of the Navy Ray Mabus has announced that maternity leave for women who serve in the Navy and Marine Corps has been tripled to 18 weeks, and also is retroactive for women who have given birth since Jan. 1, 2015. Photo by MC1 Leah Stiles

MATERNITY LEAVE from page 1

Secretary the ability to designate the level of control for convalescent leave that exceeds 30 days, Secretary Mabus has directed that commanding officers grant additional convalescent leave up to 84 days beyond the currently authorized 42 days of convalescent leave following the birth of a child. For families, increased time following the birth of her child has tangible benefits for the physical and psychological health of both mother and child. For the Navy and Marine Corps, there is the likelihood that women will return to and stay in her career, yielding higher readiness and retention for the services. “When the women in our Navy and Marine Corps answer the call to serve, they are making the difficult choice to be away from their children – sometimes for prolonged periods of time – so that they can

do the demanding jobs that we ask them to do.” Mabus said. “With increased maternity leave, we can demonstrate the commitment of the Navy and Marine Corps to the women who are committed to serve.” The policy, which is effective immediately, will also apply retroactively to any woman who has been authorized convalescent leave following the birth of a child since Jan. 1, 2015. Under the new policy, commanding officers are required to grant to a woman up to a total of 18 weeks, using a combination of maternity leave and convalescent leave beyond 30 days. A mother does not need to take all of her leave at once; however, she is only entitled to the use of this type of leave within one year of her child’s birth. The Department of the Navy’s increase in maternity leave is the latest in a series of personnel initiatives announced by the Secretary of the Navy.

“With increased maternity leave, we can demonstrate the commitment of the Navy and Marine Corps to the women who are committed to serve.”

DAILY TOURS

Summer Heat Beating You Down? From the Centers for Disease Control and Prevention

The best defense is prevention. Here are some prevention tips to help you cope with the extreme summertime temperatures: ● Drink more fluids (nonalcoholic), regardless of your activity level. Don’t wait until you’re thirsty to drink. Warning: If your doctor generally limits the amount of fluid you drink or has you on water pills, ask him how much you should drink while the weather is hot. ● Don’t drink liquids that contain alcohol or large amounts of sugar–these actually cause you to lose more body fluid. Also, avoid very cold drinks, because they can cause stomach cramps. ● Stay indoors and, if at all possible, stay in an air-conditioned place. If your home does not have air conditioning, go to the shopping mall or public library – even a few hours spent in air conditioning can help your body stay cooler when you go back into the heat. Call your local health department to see if there are any heat-relief shelters in your area. ● Electric fans may provide comfort, but when the temperature is in the high 90s, fans will not prevent heat-related illness. Taking a cool shower or bath, or moving to an air-conditioned place is a much better way to cool off. ● Wear lightweight, light-colored, loose-fitting clothing. ● NEVER leave anyone in a closed, parked vehicle.

● Although any one at any time can suffer from heat-related illness, some people are at greater risk than others. Check regularly on: – Infants and young children – People aged 65 or older – People who have a mental illness – Those who are physically ill, especially with heart disease or high blood pressure ● Visit adults at risk at least twice a day and closely watch them for signs of heat exhaustion or heat stroke. Infants and young children, of course, need much more frequent watching. If you must be out in the heat: ● Limit your outdoor activity to morning and evening hours. ● Cut down on exercise. If you must exercise, drink two to four glasses of cool, nonalcoholic fluids each hour. A sports beverage can replace the salt and minerals you lose in sweat. Warning: If you are on a low-salt diet, talk with your doctor before drinking a sports beverage. Remember the warning in the first “tip” (above), too. ● Try to rest often in shady areas. ● Protect yourself from the sun by wearing a wide-brimmed hat (also keeps you cooler) and sunglasses and by putting on sunscreen of SPF 15 or higher (the most effective products say “broad spectrum” or “UVA/UVB protection” on their labels).
