More than 6,000 Americans and Italians gathered at Naval Support Activity (NSA) Naples’ Carney Park, July 5, for the annual Festa Americana celebration. Morale Welfare and Recreation (MWR) hosted the public event from 1 p.m. to midnight to celebrate the U.S. Independence Day

with the Naples community. The event featured music, food, local vendors, rides and games of skill, friendly competitions, special guest performances, and a fireworks display. “I think that this is the greatest time to come out and celebrate the U.S.A.” said Staci Deitrich, Festa Americana entertainment manager. “We are here in Italy and we don’t get a lot of the comforts that we usually have back at home.

Things are more difficult here but it is great to come out because of the camaraderie between Americans and Italians.” The event was kicked off with a welcoming speech by NSA Naples Commanding Officer Capt. Scott Gray and the playing of the U.S. and Italian national anthems by the U.S. Naval Forces Europe Band. Afterwards the U.S. Naval Forces Europe rock band Flagship rocked the crowd with

the popular rock and alternative tunes of yesterday. Hundreds of volunteers set-up and manned 14 food and drink stands offering a variety of American food. Friendly competitions were held between the various food stands, and one in particular went as far as using a mega-phone to rally support and customers from the crowd. Is Brunello di Montalcino Part of Your Wine Collection? By Lt. Cmdr. Charles Fatora, U.S. Navy Element to Allied Joint Force Command Naples

Nearly every visitor’s main purpose for a visit to Montalcino in the Tuscany region isn’t the food; it’s the wine, specifically Brunello di Montalcino. Each year in February the Consorzio del Vino Brunello di Montalcino organizes “Benvenuto Brunello” to unveil the newest vintage. This year’s was their 2009. Charming is too cliché to describe Montalcino, a walled town - deep inside Tuscany - where you feel secure, but never trapped. It’s also a place where you can’t go 10 feet without a “buongiorno!” thrown your way. From the Tuscan Valley, the township of Montalcino beckons you at 1,800 feet. Montalcino is located about 25 miles from the ocean and is geographically positioned between three rivers and a 5,700-foot mountain, which helps protect the area from weather hazards. Due to this strategic location and Mediterranean climate, wine has flourished here for more than two thousand years. After navigating the tiny, yet thankfully one-way streets, we arrived at Il Giglio restaurant and hotel. In addition to a robust wine shop in the fortress, a rewarding Tuscan view lies at the top of the watchtowers. After

the brilliant hand-carved door and a few flights of stairs, we opened our door and saw the Martha Stewart-eat-your-heart-out Tuscan apartment. My wife and I both said

Region’s ‘Energy Biggest Loser’ Competition Ongoing

Last week, our community celebrated the 4th of July together in Carney Park at Festa Americana. It was a fantastic opportunity to commemorate our independence with family and friends, good food, music, fun, and one of the best fireworks displays in recent memory, which was kicked off by Alyson Lindvold, daughter of AT1 Chris Lindvold and April Lindvold. Festa is one of the highlights of the year, and I would like to extend a special thank you to Michael Yates, Staci Dietrich and Chris Kasparek for all of their hard work, ensuring the personnel and families of the Naples community were able to have such a great time celebrating our Independence Day. Now that summer is in full swing, temperatures are up, and folks are enjoying leave and liberty, I'd like to continue to beat the drum on safety--specifically heat safety. Ensure you're staying hydrated as the mercury climbs. Take breaks when working or exercising outdoors. Use extra caution with children and pets in cars; never leave them unattended, even if the window is "cracked." Temperatures can climb very quickly in a car on a hot day, reaching dangerous levels in minutes. Take any and all precautions needed to prevent any unsafe or dangerous and potentially tragic situation. Keep energy awareness and efficiency a priority in the heat, too-keep your windows and doors closed in housing or at work to prevent air conditioning from escaping. Remember to turn off lights and unplug chargers when not in use. This month, installations throughout the Region are competing for the "Biggest Loser" in energy consumption reduction. The prize for winning this competition is $50K to be spent on base beautification projects. If everyone pitches together to reduce their energy footprint, this money can be ours. Results are back from the first week, and our consumption was down 12 percent. Check out the NSA Naples Facebook page throughout the month for energy-saving tips. In addition to the "Biggest Loser," we have a busy month here in Naples. Next week, the Chief of Naval Personnel, Vice Adm. Bill Moran, will be in town, with opportunities to hear directly from our community in all-hands calls and town hall meetings. The following week, the Chief of Naval Operations, Adm. Jonathan Greenert, will also visit us. My relief, Capt. Doug Carpenter, has arrived for our Change of Command ceremony on July 24. Please greet him as you see him throughout the base, and not only our new CO and his family, but the many families who will PCS to the area this summer. Executing orders OCONUS can be a shock at first, so welcoming neighbors and building new friendships are a priceless part of easing the transition and helps to achieve a positive overseas experience. Whether you're just starting your tour, in the middle, or ready to PCS, remember to take time to enjoy the moment and being stationed in Italy. Before you know it, you'll be packing up and heading out to new places. Get out, have fun this weekend, and make memories that will last!

During the month of July, Region is hosting an Energy Biggest Loser contest. Navy Installations region-wide will compete for $50,000 to be donated in support of base beautification projects. The winner will be the installation with the greatest decrease in energy consumption for the competition period, July 1-31. We can all become part of the solution and turn off unused lights and equipment, unplug chargers and devices when not in use, and keep doors and windows closed when the A/C is on. Simple acts save watts! Do your part and help NSA Naples win $50,000. Look for more energy saving tips on www.Facebook.com/ NSANaples and in the Panorama.

2,000-Year-Old Mask Discovered An exceptional Roman mask was found in a villa confiscated from the Camorra mafia a few years ago in Bacoli. Villa Ferretti was confiscated and assigned to the city for social use. The discovery was made during the renovation of a park, in the area near the entrance of the villa. The Roman mask is likely the front side of a fountain, which may be part of a seaside villa dated about 2,000 years old. The mask is made of white marble, decorated with white and red stucco and was found in fairly good condition.

NSA Naples CO Holds Town Halls for Single Sailors By MCSN Mat Murch, Navy Public Affairs Support ElementEast Detachment Europe

Single and unaccompanied Sailors living aboard Naval Support Activity (NSA) Naples attended two town hall meetings for service members to attend at either Support Site or Capodichino. Capt. Scott Gray, commanding officer of NSA Naples, conducted the meetings to address questions and concerns dealing with the closing of the Capodichino bachelor enlisted quarters. Gray began the meeting by discussing the plan to house all single Sailors on Support Site. He stated the plan is to move three Sailors into a two-bedroom apartment with an E-4 in the smaller room and the master bedroom split between two E-3s. “You’ll have a living room, a balcony, kitchen and be able to walk to the commissary, the NEX, Bambusa and the skate park,” said Gray. “We’re doing this to improve your quality of life.” Many of the single Sailors had questions about the upcoming move including transportation, bus scheduling and when the move will take place. “We don’t know when actual moving will start,” said Gray. “When the time comes to move we will work on something to help get everyone over there and it will happen in phases. As for the buses and bus schedule we are working on getting $300,000 in funding for buses and we still need to talk to all the base command master chiefs and commanders to understand watches, so we can make sure no matter the time, there will be a way to get there.” After answering the

Sailor’s questions, Gray went on to discuss other upcoming topics such as the new policy regarding the Unmanned Fitness Center at the Capodichino base gym. The new program, which began July 7, allows the gym to stay open after hours for single and unaccompanied Sailors while no gym attendants are there. Sailors can sign-up to use the gym during off hours by going to the front desk and filling out a form. Once the form has been filled out, the names will be put into a database. A Common Access Card reader will be put on

the doors and the Sailors can swipe their card to gain access and use the gym equipment. “Most things will be open, but the basketball court, the pool and free weights are going to be closed,” said Gray. “You need to be responsible. The whole place has cameras and we will look at them every day.” Gray ended the meeting by stressing the need for everyone to help out by taking advantage of these and other quality-of-life services the base is providing. He warned that low attendance can have a negative impact on them.

BRUNELLO DI MONTALCINO Even though our family crashed the San Giorgio restaurant staff ’s family-style dinner, we were not allowed to leave and they took turns amusing our son throughout a wonderful meal. Having a toddler in Europe can be challenging for American parents. Either we are the first to open a restaurant because ‘who in their right mind wants to eat dinner at 6 p.m.?’ - or we end up taking turns for dinner. Luckily for most us, Italians love children. When our son turns 16 and is looking for a job, he’ll now have a good background in pizza making. During the “Benvenuto Brunello,” I was able to taste 92 out of 127 Brunellos. As a beginner, it was an amazing experience, one for which I felt extremely unqualified for. I was given a large list of wineries to choose six for each round. It felt like I was given the keys to six Italian supercars each time and had the Top Gear test track all to myself with Ferraris, Lamborghinis and Maseratis - all to drive like rental cars. Surprisingly, vineyards only cover 15 percent of the terrain, yet are responsible for 160 million euros in wine production each year. Brunello di Montalcino was the first Italian wine to be granted Denomination of Controlled and Guaranteed Origin (DOCG) in 1980 and by law is required to use 100 percent Sangiovese grapes. Most people are familiar with Chianti Classico wine, also by law, required to have a minimum of 80 percent Sangiovese grapes.

• Continued from Page 1

Characteristics of Brunellos range from an intense ruby red to a bright garnet color while exhibiting a full-bodied, deep, elegant taste. When opening a Brunello, especially a really expensive one, it was recommended to me by the owners of Cerbaiona, one of the most respected wineries in Montalcino, to open it about four hours prior to consumption to let the wine “breathe.” Brunellos are known for their ability to age and improve over time, usually 10 to 30 years. So now, while living abroad, is the perfect time to research and buy some for your potential wine shipment back home. This doesn’t mean you cannot consume Brunello in the mean time, but anyone who has seen a Brunello price tag knows it is an expensive decision. If you don’t want to spend a lot and still want to drink a great wine from the area, a good compromise is Rosso di Montalcino, a younger “Brunello,” recognized as a D.O.C. It is still made of 100 percent Sangiovese grapes, but not subject to the long ageing process of Brunello. Wineries ship out an annual average of 4.5 million bottles of Rosso compared to the 9 million bottles of Brunellos. While not as robust as the Rosso is vibrant in taste and smell. If interested in Brunello, I encourage travelers to read Kerin O'Keefe's book "Brunello in Montalcino," research a couple wineries, and don’t be afraid to stick your nose in.

(Courtesy of Consorzio del Vino Brunello di Montalcino)

Region Europe, Africa, Southwest Asia is sponsoring an Energy Biggest Loser competition for installations in the month of July and we’re all competing for a prize of $50,000. The winner will be the installation with the greatest decrease in energy consumption for the month. The competition begins July 1 and ends July 31. Electrical readings will be taken at the beginning of the month and at the end of the month using the Advanced Metering Infrastructure (AMI) system, which was installed earlier this year. The readings and updates will be made available to the public via articles in this Energy Corner and through www.Facebook. com/NSANaples. The winning installation will be announced Aug. 5. If you have any suggestions on how to reduce energy and help get ahead in the competition, please contact your installation’s energy office at DSN 6261895 or 626-4027. Please help by turning lights off when not in use and ensuring you pass the word about turning computer monitors and printers off when not in use. Take a look around your buildings and help us come away with the $50,000.

Mount Whitney Arrives in Zeebrugge, Belgium for Navy Days By MC3 Luis R. Chavez Jr., Navy Public Affairs Support ElementEast Detachment Europe

The U.S. 6th Fleet command and control ship USS Mount Whitney (LCC 20) arrived in Zeebrugge, Belgium, July 3, to participate in the Belgian Navy Days 2014. Belgian Navy Days 2014 is a maritime festival similar to the U.S. Navy's Fleet Week. During Belgian Navy Days 2014 Mount Whitney hosted a reception, providing ship tours and participated in a rowing competition between navies from various nations. "Mount Whitney primarily arrived to Zeebrugge for Belgian Navy Days," said Capt. Craig A. Clapperton, commanding officer of USS Mount Whitney. "The events during Belgian Navy Days allow us to

strengthen our strategic relationship with the Belgian Navy and other participating navies both professionally and personally." Sailors will be able to take in all of Zeebrugge, and the neighboring city of Bruges, has to offer with their time in port, including many historical churches, town squares, museums and local delicacies such as Belgian chocolate. "I'm very anxious to get off the ship and experience Belgium," said Ship's Serviceman 3rd Class Krista N. Singleton, assigned to Mount Whitney. "I've heard there's so many sites to see and places to visit and, of course, I have to get Belgian waffles and chocolate." Mount Whitney, forward deployed to Gaeta, Italy, operates with a combined crew of

U.S. Navy Sailors and Military Sealift Command civil service mariners. The civil service mariners perform navigation, deck, engineering and supply service operations, while military personnel support communications, weapons systems and security. It is one of only two seaborne Joint Command Platforms in the US Navy, both of which are forward deployed. U.S. 6th Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied, joint, and inter-agency partners, in order to advance U.S. national interests and security and stability in Europe and Africa.

Naples Community Health Awareness From Naval Support Activity Naples Public Affairs

The Naples Public Health Evaluation (PHE) was an extensive effort to learn more about the potential environmental health risks present in the Campania region of Italy. The Navy established health protective policies based on the study’s findings to protect the health of U.S. personnel and their families, which includes bottled water advisories and health protective lease clauses. The PHE found the potential health risks for living off-base can be mitigated by following established risk-management actions. The enduring health protection policies are as follows: • Maintain the July 2008 bottled water advisory for U.S. personnel living off base. • Maintain the New Lease Suspension Zone (NLSZ) areas, based on U.S. Navy and Italian environmental sampling data. In these zones, U.S. Navy personnel are not permitted to sign new rental home leases. • Maintain the U.S. Naval Support Activity Naples PHE website and the U.S. Navy Regional Water Quality Board. • Maintain the health-protective U.S. Navy lease clauses for private offbase rental homes: – Landlords must provide containerized water service from a Navyapproved vendor. – Leased homes must be supplied by city water or permitted wells. Landlords must disconnect all non-permitted wells and provide proof of connection to the city water system or that the well is permitted. – Landlords must clean and disinfect domestic water holding tanks every six months. • The U.S. Navy will continue to share data with designated Italian public health officials. Throughout the Public Health Evaluation, the U.S. Navy established health protective policies and took immediate action, when necessary, to protect the health of U.S. personnel and their families. The risk management analysis determined that many of the health protective policies established during Phase I and Phase II will continue, as well as new policies implemented to ensure continued health protection. The Phase I and II reports, along with fact sheets addressing commonly asked questions and a detailed timeline of study components, are available through a link on the Naval Support Activity Naples website: www.cnic.navy.mil/Naples. If you have a concern about your specific health risk and how the study relates to you, please contact the U.S. Naval Hospital Naples at DSN: 629-6299 or commercial: 081-811-6299.

In the event of an emergency or to report a crime, please call the Emergency Dispatch Center at 081-568-4911 or 5911. (On-Base Dial 9-1-1)

Steer Clear of the Strays By HM2 Christopher McCarthy, U.S. Naval Hospital Naples

Outdoor cats have existed alongside humans for thousands of years; they are not a new phenomenon. Stray and feral cats live and thrive in every landscape, from the inner city to rural farmlands, and they thrive here at Naval Support Activity Naples. Stray and feral cats look cute and cuddly to many people, but even though they may appreciate a can of cat food, they may not want to snuggle with you on your couch. In recent weeks, U.S. Naval Hospital Naples has seen an increase in cat bites and scratches to personnel on board the Support Site. If you are bitten or scratched by a stray or feral cat on or off base, your doctor and the Public Health team at the hospital will likely recommend you be treated and receive post-exposure prophylaxis. This treatment involves multiple vaccinations given over a two-week period to protect your health and wellbeing. Stray and feral cats are often plagued with a variety of diseases, some of which pose a direct threat to humans in the event of a bite or a scratch. Bartonellosis - also known as cat scratch fever or cat scratch disease - may result in cold or mild flu-like symptoms, including fatigue, fever, headache, swollen lymph nodes and the development of pimple-like bumps at the scratch site. Ringworm is a fungal infection that can be transmitted from cat to cat, as well as from an infected cat to dogs and humans. Symptoms of ringworm include a rash that might be peeling, cracking, scaling, itching and red. Sometimes the rash forms blisters and may include circular spots of patchy hair loss. Toxoplasmosis is contagious to humans and is of particular concern for pregnant women and those with a compromised immune system. Toxoplasmosis is an infection from a parasite found in cat feces. Up to one third of the world’s population is estimated to be a carrier of Toxoplasma infection. Infection will typically cause a mild, flu-like illness, or no illness at all - one of the reasons why so many people are carriers of the disease. Rabies is also a concern with stray animals and has nearly a 100 percent fatality rate. Rabies is spread to humans through the bite or scratch of an infected animal. Preventing the spread of these infections is easy. Start by avoiding stray and feral cats. They should not be given food, touched or played with. These felines may look adorable, but the health and vaccination histories of these animals are not known. Community members should not approach or attempt to play with any stray animal, especially if it appears hostile, disoriented or is otherwise acting strange. It is important to know the vaccine history of your own pets as well. If your cat is healthy and up-to-date on all their vaccinations and you are scratched or bitten, depending on the severity of the injury, a phone consult and discussion with your doctor may be all that is required. For pets that do not appear healthy and/or their vaccination history is unknown, a visit with your doctor is recommended as soon as possible after the injury. For further questions or to obtain additional information, please contact the U.S. Naval Hospital’s Preventive Medicine department at DSN 6296457 or 081-811-6457.

Rear Adm. P. Gardner Howe III addresses students, staff, faculty and guests as president, U.S. Naval War College (NWC) in Newport, Rhode Island, following a change of command ceremony with Chief of Naval Operations Adm. Jonathan Greenert, July 8. During the ceremony, Howe relieved Rear Adm. Walter E. "Ted" Carter Jr., and became the 55th president and first Navy SEAL in command of the NWC. First Seal takes helm as Naval War College President By Lindsay Church, U.S. Naval War College Public Affairs

Rear Adm. P. Gardner Howe III relieved Rear Adm. Walter E. "Ted" Carter Jr., as the 55th president and first Navy SEAL in command of the U.S. Naval War College (NWC) in Newport, Rhode Island, during a change of command ceremony with the Chief of Naval Operations (CNO) Adm. Jonathan Greenert, July 8. "I am very happy with the job [Carter] has done here," said Greenert. "He has refined the curriculum and moved it in a direction that is refocused towards the fleet." During the ceremony, Greenert noted Carter's accomplishments in completing the initial phases of the Naval Leadership Continuum, establishing the Navy Leadership and Ethics Center, and examining the future naval war at sea. "Carter was the right leader at the right place at the right time," said Greenert. "Thank you for setting the stage for future analysis, for future planning, and for future development. We'll deep dive into the war at sea, Gardner will take it from here." Carter departs the NWC following his appointment to vice admiral and assignment as superintendent of the U.S. Naval Academy in Annapolis, Maryland. "Today I relinquish the most significant assignment of my career," said Carter. "This past weekend I came back here to the hallways of the NWC. There was nobody here and I just wanted to walk through and soak in the flavor of the NWC. "I reflected on the naval giants who have come before me. Their portraits are hanging all

over the campus here - such history, such passion, and such success in shaping the Navy's future." Carter, a Rhode Island native, took command of NWC as the 54th president and first naval flight officer in history to hold the position. While appointed as president, he refined the college's educational and research programs and worked to reconnect NWC with the fleet. "For the first time in the 130 year history of the NWC, this institution will be led by a member of the naval special warfare community, better known as the SEALs. Their motto is; Ready to lead, ready to follow, never quit, the only easy day was yesterday," said Carter. "Rear Adm. Howe, I am sure you are ready to lead, and the last 12-months have shown me that every member of this remarkable command is ready to follow, and they will never quit." Howe, a U.S. Naval Academy, Naval Postgraduate School and National War College graduate, holds dual Master of Arts degrees in national security and reports from his most recent assignment as commander of Special Operations Command, Pacific. "I am incredibly humbled, honored and excited to be standing in front of you as the 55th president of the NWC," said Howe. "Rear Adm. Carter, thank you for your stalwart leadership over the last year at the NWC, the Navy's home of strategic thought. A son of Rhode Island and clearly a rising star in the Navy, you have advanced this institution with intellectual initiative and relevance, and as you promised last year, you have respected, protected and promoted the institution."

Cape Ray Begins Neutralizing Syrian Chemical Materials By MC1 Adam C. Stapleton

Teams aboard the MV Cape Ray have begun neutralizing Syrian chemical materials, a Pentagon spokesman said July 7. U.S. military and civilian specialists aboard the ship are neutralizing the chemical materials in international waters, Army Col. Steve Warren told reporters. The ship left Gioia Tauro, Italy, with 600 tons of chemicals.

“The Cape Ray is tasked with neutralization of specific chemical material from Syria,” Warren said, noting that the teams are following United Nations and Organization for the Prohibition of Chemical Weapons guidelines. If all goes well, he said, neutralization will take about 60 days. Weather could affect the process, he added. The U.S. ship has two field-deployable hydrolysis systems in its holds. The

systems mix the chemicals in a titanium reactor to render them inert. “When neutralization is complete, Cape Ray will deliver the result effluent by-products to Finland and Germany for destruction ashore,” Warren said. Italian officials loaded 78 containers of Syrian chemical materials aboard the Cape Ray on July 2. The Cape Ray teams will neutralize HD sulfur mustard gas and DF, a sarin gas precursor.

FESTA AMERICANA

Continued from Page 1

“We had the walking tacos and they were pretty good,” said Lauren Stone, a dependent. “I like how they were going around competing against each other. They were trying to get people to come to their tent and got on megaphones. They yelled, fighting against the hotdog and hamburger people, “its taco day, yesterday was for hotdogs and hamburgers the American way!” Throughout the afternoon visitors saw a variety of games and competitions such as a potato sack race, balloon toss, pie and hotdog eating contest, ‘Let’s make a deal,’ and the World Cup Quarter Final games. For a few service members new to the Naples’ area the celebration helped welcome them in a familiar way. “It was just a way to get a little taste of home,” said Stone. “We are kind of missing it right now, so it was nice being able to get some country music and American food and make us a little less homesick.” “The Festa Americana means to me another way for everybody to appreciate where the country is now, how far we’ve gone and enjoy a good time with our allies,” said Operations Specialist 2nd Class Petty Officer Louisdes Ambroise. As the evening set in, the festival concluded with a fireworks display and a performance by American Idol winner David Cook. “I love the fireworks here at Carney Park, it is amazing,” said Dietrich. “Just come out and have a good time and enjoy each other and be around the different cultures and different food and fun and music because it is amazing.”

Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area. Army and Air Force personnel stationed at JFC must apply through the Carabiniere at the JFC Provost Marshall's Office, Building L. Contact Tiziana Petrarca, RLSO EURAFSWA liaison advisor, at 081-568-4639 for more information.

In the event of an emergency or to report a crime, please call the Emergency Dispatch Center at 081-568-4911 or 5911. (On-Base Dial 9-1-1)

It was 99 years ago when Secretary of the Navy Josephus Daniels sat down to type a fourpage letter to Thomas A. Edison, asking him to chair a consulting board for Navy inventions. Daniels had just read an interview in the New York Times where Edison had proposed “The government should maintain a great research laboratory…. In this could be developed … all the technique of military and naval progression without any vast expense.” Known for his progressive tendencies to embrace new technology, Daniels had noticed inventions and new devices were already playing a large part in the war raging in Europe, such as tanks, tracer bullets, flame throwers and pilotless drones, hydrophones and depth charges. Enterprising civilians and commercial entities were already reaching out to the Navy with ideas, but with no single department earmarked to handle them, they were parceled out to individual Navy bureaus that were already overworked fulfilling their own routine duties. Daniels wanted to fix that with a “department of invention and development to which all ideas

and suggestions, either from the service or from civilian inventors, can be referred for determination as to whether they contain practical suggestions for us to take up and perfect,” Daniels wrote Edison. Edison was intrigued, and on July 13, he confirmed his acceptance of chairing such a board. It was determined the Secretary of the Navy would appoint two people to the board, and from there, Daniels requested the presidents of the 11 largest engineering and technology societies to provide two people of their choosing. With the creation of the Naval Consulting Board of the United States, it was the Navy taking the first step to prepare the country for war. After the board was formed, a request for suggestions on how to improve Navy ships drew more than 110,000 responses. Eight years later, on July 2, 1923, the Naval Research Laboratory began operating, a continued partnership between dedicated naval researchers with military, defense and private-sector companies. Most recently, the Washingtonbased Naval Research Laboratory released information about inventions with a global reach, including clothes that self-decontaminate and a global ocean forecast system.
