The Plain White T's perform for nearly 1,000 members of the military community in Naples during a concert held at the Support Site Central Park, Sept. 9. The band is performing for service members serving in Europe and Soutwest Asia as part of a Navy Entertainment and Armed Forces Entertainment tour. The American pop punk band from Villa Park, Ill. was formed by high school friends Tom Higgenson, Dave Tirio, Ken Fletcher and Steve Mast. The Plain White T's are best known for the hit song "Hey There Delilah," which achieved platinum status in 2007 and earned two Grammy nominations, as well as "1, 2, 3, 4" and "Rhythm of Love," which were certified platinum in 2009 and 2011. U.S. Navy Chiefs and Allied Nation Senior NCOs Join for Workshop By MC1 David R. Krigbaum, Navy Public Affairs Support Element East – Detachment Europe

Chief petty officers from the U.S. Navy and partner nations in Eastern Europe kicked off the Eurasian Partnership Capstone Senior Non-Commissioned Officer (NCO) Development Training Workshop at Naval Support Activity (NSA) Naples, Sept. 8. The workshop’s concept was to promote and share ideas with NCOs from Romania, Ukraine, Bulgaria, Georgia, Turkey and Azerbaijian. Through various training scenarios, each nation could better understand how each country instills leadership qualities in its service members. The workshop was interactive and covered a range of topics such as leadership principles, disaster preparedness and included an overview of each participating nation’s NCO structure. They had opportunities to meet and interact with U.S. Navy chief petty officers (CPO), chief selectees and participate in CPO-365. The workshop is scheduled to end with a graduation ceremony for the Allied NCOs, Sept. 12.

During last week’s Commander’s Spotlight radio show, the XO and I spoke about Suicide Prevention Month and we talked about it again this week. It’s an important topic and we should all think about this year’s theme of “Every Sailor, Every Day.” Every member of our community from coworkers and leaders, to family members and friends should be watching out for each other. Our everyday actions can be the difference in someone else’s life, just like their everyday problems can pile up and seem to be beyond their ability to fix, solve, or cope. Ask questions and actively listen to the answers. Notice the small changes in a person’s demeanor and personality, especially if you know they’re having issues with a transfer, with money, with relationship problems, or a recent loss. Keep the dialogue about suicide open, and please be involved. The CREDO team from Region is offering an Applied Suicide Intervention Skills Training (ASIST) workshop at the end of the month. I encourage personnel to take advantage of this opportunity designed to make people more comfortable, confident and competent in talking about the risk of suicide in our community. It will be held at the Support Site Fellowship Hall Sept. 24-25. The staff will discuss the issues, and participants will go through realistic scenarios to help them gain the confidence that is sometimes lacking when discussing suicide. Get a hold of the CREDO team if you or someone you know would like to participate. The Religious Ministries Team has done amazing work with Club Beyond and supporting our youth community. The program started just two years ago, but has had a big impact in the Naples community. With a combination of weekly activities, day events and multi-day camps, this program reaches a sizeable percentage of middle and high school students throughout the school year. Club Beyond’s tagline is “where faith, friends, and fun connect.” Besides the students taking an active part and making the most of this program, the adult volunteers sustain the program and help it succeed and grow. It’s great to see community engagement and involvement at this level. I imagine some of the international trips and other opportunities have helped Club Beyond’s success also, so be on the lookout! We had a fantastic concert last Tuesday night with the Plain White T’s. What a great turnout out there in Central Park! I wish to express my thanks to the professionals at Navy Entertainment and Armed Forces Entertainment, as well as our own Staci Dietrich for making this concert a reality. These events are a wonderful opportunity to come together as a community, enjoy a taste of home, and have fun in a relaxed atmosphere. I will keep the press on for more events like the Plain White T’s concert and I thank all of you for coming out. I hope to see the same enthusiasm and attendance with Anberlin’s concert set for September 27. One last thing to consider before the weekend kicks in to full swing. If you have some time, head out tomorrow to the Second Class Petty Officers Association bridge cleanup. They’ll be meeting up at the TLA bus stop at 0800, and anyone 18 years or older is eligible to volunteer. This is a great initiative these Sailors started last year and they’ve kept it going, greatly helping improve visibility and safety on the overpass just outside of the Support Site. They’ll be out there until 1400, so grab a reflective vest and participate.

Combined Federal Campaign- Overseas Underway Your opportunity to give to your favorite charity through the Combined Federal Campaign- Overseas (CFC-O) began Sept. 8. The CFC-O is the annual workplace giving campaign for the five overseas unified combatant commands. The Defense Finance and Accounting Services (DFAS) myPay system offers contributors the opportunity to electronically pledge via payroll allotment. In addition, the CFC-O eGiving system allows contributors to complete a one-time or monthly recurring paperless contribution via credit card, debit card or transfer from a checking or savings account. Contributors can access their giving options and a list of charities at www.cfcoverseas.org by clicking the “Donate” button. Be on the lookout for your unit coordinator.

Sept. 17: Child Find Developmental Screening at Elementary School The first child find screening will be held on Wednesday, Sept. 17 at the Naples Elementary School. Any child between the ages of 3- 5 can have a free developmental screening. Pre-registration is required for the screening. Sept. 18: NMCRS Baby Basics Class A monthly class on newborn care and other useful tips for expecting parents is scheduled to be held from 9 a.m. to noon on Thursday, Sept. 18. The class is offered by Navy Marine Corps Relief Society (NMCRS) Visiting Nurses and is open to U.S. military, civilians and NATO ID cardholders. This year’s Spooktacular event will be held at the Support Site Central Park on Friday, Oct. 31 from 6 to 10 p.m. Teens and adults can register to volunteer for the hayride, distribute tickets, decorate the event or help out with activities. Groups, families and private organizations can adopt a Trick or Treat space for free, but have to decorate it and have people available to hand out candy, which MWR will provide. Trick or Treat space decorators could win a Bowling Party or 3D Movie Party for up to 30 people. Join the Naples Area Second Class Petty Officer Association for a volunteer effort to clean up the bridge outside the Support Site on Saturday, Sept. 13. Volunteers 18 years or older can meet at the TLA bus stop at 8 a.m. with a safety vest or reflective clothing. If you have rakes, shovels, hedgetrimmers or other yard tools, please bring them. Sept. 13: USO Jazz Under the Stars Join the USO at the Village Forum Square on Support Site from 6:30 to 9 p.m. on Saturday, Sept. 13 for an evening of jazz with a Big Band ensemble. The 19 piece Allied Forces Jazz Diplomats, from U.S. Naval Forces Europe Band, will perform. Attendees can also enjoy an evening dining alfresco under the soft glow of candle light as food vendors and free seating will be available. Sept. 13: Trekking Day with NOR Center Put on your hiking boots and join Navy Outdoor Recreation for a day on one of the most beautiful hiking trails in the Campania Region. Participants must be 15 years or older and ages 15-17 must be accompanied by an adult or legal guardian. Cost is $30 per person and includes guide and transportation from the Support Site. Wear sturdy hiking boots and bring snacks, lunch, water and euros for incidentals. The minimum is 5 and the maximum participants for the tour is 8. The German military community is scheduled to host the German Oktoberfest 2014 on Friday, Sept. 19 between 11:30 a.m. and midnight at the Motor Pool of the Allied Joint Forces Command’s Base in Lago Patria. Sept. 19: Navy Second Class Swimmer Qualification Testing Navy Second-Class Swimmer qualification testing will take place on Friday, Sept. 19. It is open to active-duty personnel. Requirements include 25m each of front crawl, back crawl, breast-stroke, elementary backstroke; abandon ship (tower) jump into deep water; timed prone and supine floats. Sept. 20: Day For Kids and “Color It Up” Fun Run This year’s Day for Kids will be held at Carney Park from 9 a.m. to 1 p.m. on Saturday, Sept. 20 and is open to the entire community. Activities include food, music, crafts, inflatables and a handstand contest, in celebration of National Gymnastics Day. The Color It Up Fun Run will begin at 10 a.m. and is open to all children and adults. Registration is open through the event date at a cost of $15 per adult and $10 per child. Shooting of Boy in Naples Under Investigation A 17-year-old boy was killed last Thursday by a Carabinieri police officer in the neighborhood of Rione Traiano in Naples when chasing him after he refused to stop. The boy was on a moped with two other young men, one driving without a driving license and insurance and another breaking house arrest. The boy’s family accuses the police officer of having intentionally killed the boy. Police say the boy was killed accidentally when they were trying to arrest the teenagers. The police officer has been placed under investigation while an autopsy was carried out Wednesday. A peaceful march was carried out on Tuesday in front of the Carabinieri station in the Mergellina neighborhood.

Kids Workshops on Dinosaurs Held at Naples Museums The Museum of Paleontology and the Museum of Natural Science in Naples started a project for children 6to-11 years old showing life of prehistoric animals. The educational workshop is organized with collaboration from the Cultural Association Ediacara. Children will find answers to questions like ‘what food did dinosaurs eat?’ or ‘what was their hunting technique?’ every Monday until May from 4 p.m. to 5:30 p.m. Through cartoons and science fiction movies, children will learn everything about the prehistoric animals that disappeared millions of years ago. Venice Weighs in on ‘Love Locks’ Venetians started a campaign to get rid of tourists’ love locks. Recently couples have marked their visit to Venice by leaving a love lock on one of the famous bridges. Locals have pleaded with tourists to give up this romantic gesture by covering the city with multilingual leaflets to inform them that it is an illegal behavior.

Dog Custody Battle Draws Attention to Four-Legged Friends A dog custody battle erupted in North Italy after a couple split up. Lawyers reached an agreement, which will see them take care of the dog on alternate weekends and holidays. There are six million registered dogs in Italy, one for every 10 people. This summer, dogs at the Bau Beach in the outskirts of Rome were free to roam along the sea shore. On another beach this summer, a dog died after saving a five-year-old boy from drowning. After alerting beachgoers to the struggling child, the dog jumped into the waters to try and save him. The dog was hailed as a hero.

Botched Pizzeria Robbery Described as a Miracle

The 2014 CFC-O Kicked Off Sept. 8 By NSA Naples Public Affairs

The Combined Federal Campaign-Overseas (CFC-O) campaign begins Sept. 8. The CFC-O is the annual workplace giving campaign for the five overseas unified combatant commands. In recent letters to CFC campaign workers and potential contributors, U.S. Secretary of Defense Chuck Hagel stated, “In 2013, DoD CFC-O donors pledged nearly $11 million for those in need, including $500,000 for Family Support and Youth Programs, which enhance the quality of life programs in our overseas military communities.” He continued, “It is my hope that 2014 brings another successful campaign. Together, we can create change in the world, offering help and hope to those in need.” There are more than 2,600 national and international charities in the CFC-O catalog. For

the first time, the Office of Personnel Management has authorized Universal Giving, which expands contributors’ giving options to pledge to any of the CFC local charities across the United States. The complete, searchable charity list is available online at cfcoverseas.org. Contributors also have the option to give to the overseas military community through the Family Support and Youth Program (FSYP) fund. FSYP donations are returned to overseas military installations and invested in quality of life programs for uniformed service members, Federal civilians and their families. The Defense Finance and Accounting Services (DFAS) myPay system offers the opportunity to electronically pledge via payroll allotment. In addition, the CFC-O eGiving system allows a one-time or monthly recurring paperless contribution via credit card, debit card or

transfer from a checking or savings account. Contributors can access their giving options at cfcoverseas.org by clicking the “Donate” button. Donors who choose not to give electronically still have the option of using a traditional paper pledge form. However, research shows that it costs approximately $14 per paper pledge form for processing. Using the electronic systems saves those costs and enables more of a gift to go to the designated charities. The CFC-O, administered by Global Impact, is one of the most successful charitable workplace giving campaigns in the world. OS2 NATHAN RONSSE Operations Specialist 2nd Class (SW) Nathan Ronsse, assigned to U.S. Naval Forces Europe-Africa/ U.S. 6th Fleet, is the only E-5 to stand Fleet Watch Officer, a position normally filled by an E-6 or above. He is responsible for supervising three critical watch stations, which encompasses a 25,000 square mile 6th Fleet area of operations. Ronsse is also the United Services Military Apprenticeship Program coordinator, supervising all personnel in his directorate actively pursuing an apprenticeship. “He consistently leads from the front and constantly performs like a first class petty officer. If he were a first class, he would be my LPO,” said Chief Operations Specialist Michael Denny, N33 LCPO. Additionally, Ronsse is the sponsorship coordinator for his directorate and two others. He is responsible for assigning all incoming personnel to an appropriate sponsor. His goals are advance to chief petty officer and obtain his Bachelor of Arts.

The Navy is promoting the message "Every Sailor, Every Day" to encourage all Sailors, leaders, families and members of the Navy community to strengthen their connections with those around them in accordance with Suicide Prevention Month. Unfortunately, suicide is currently one of the top causes of death in the Navy, claiming the lives of approximately 44 Sailors in 2013 alone and, according to Navy Personnel Command, 39 lives so far in 2014. While these statistics suggest a decrease in frequency of total suicide fatalities from previous years, the numbers show that some Sailors are still finding themselves with nowhere to go and no other option. In an organization that requires the cooperation and unity of every Sailor to accomplish its mission, one suicide is one too many. So, how do we keep moving forward? According to Lt. David Broderick, a psychologist at Makalapa Mental Health Clinic Pearl Harbor, in addition to the web of resources that target raising awareness, reduction and response to suicide, it is also increasingly important to "get ahead of the problem" and address the social challenges and stigmas that may lay at the crux of the issue. "Efforts need to continue to be made towards de-stigmatizing and being more empathic about suicide so that the person asking for help doesn't feel overwhelmed with asking for it," said Broderick. "If people are hesitant to go and talk to their chain of command about feeling depressed or hopeless, because they worry their career might get affected, or because maybe they're not yet at that point of really wanting to hurt themselves, then things can certainly end up escalating the longer they wait." Lt. James Ragain, a chaplain attached to Joint Base Pearl HarborHickam, echoed Broderick's sentiments, saying there are a lot of social challenges and stigmas that come with suicide. "For the person that may be having thoughts about suicide, there's certainly the stigma of, 'am I going to be seen as different?' Or, 'are people going to treat me as weak?,' said Ragain. "And on the other end there's the taboo of asking difficult questions about people's lives and asking the question we're trained to ask, 'Are

you thinking about suicide?' We may think that by asking this question this person may reject us and cost us a friendship." As Ragain described, the programs that are available work effectively to equip individuals with the know-how and insight to identify external indications and red flags, as well as providing help to those who need it, but, "oftentimes the tools can be like giving cough syrup to someone who needs an antibody. We need to get below the surface." "If they can't open up to anyone, or if they don't feel safe opening up to anyone, and no one is there to ask that clear and direct question, 'are you thinking about suicide?,' then the situation can certainly snowball out of their control," said Ragain. Lt. Cmdr. Kaarin Coe, a social worker and the Suicide Prevention Coordinator at Military and Family Support Center Pearl Harbor, said that while the task of asking a shipmate or co-worker if they are having thoughts of suicide or are in need professional help may seem daunting, it is important to keep in mind the Navy's core values to intervene when something is out of place in the work place, as well as with those around us. "The Navy's greatest asset is their people," said Coe. "Nothing moves, flies, or sails without someone at the helm - whatever form that may take. When we take care of each other, we ensure our Navy stays not only 'Fit to Fight,' but focused on the mission. When we get people support sooner rather than later, they are able to either maintain their ability to be mission focused, or return to duty faster than if they wait until there is a crisis. I believe this is the cornerstone of our core values." Ragain said to continue moving forward it is crucial that Sailors and individuals find the honor, courage and commitment to initiate early avenues of communication with those that may be showing signs of suicide. "When someone starts that internal dialogue about suicide and they have someone they can talk with about what's going on in their life, it lets them get everything out onto the table, and for a lot of people it's like a huge weight's been taken off their shoulders," said Ragain. "For others, as they listen to themselves talk about suicide and about their issues, it's almost like they convince themselves not to do it because they now have that connection with someone

and they know they're no longer alone." Because of this, it is imperative that Sailors and individuals remain perceptive to changes in behavior and attitude of someone who they may suspect is struggling emotionally, said Ragain. "One thing that happens when people are thinking about suicide is they give out invitations to people, to connect with them and talk about their feelings," said Ragain. "I use 'invitations' as opposed to 'warning signs,' because what they're doing is inviting other people to talk about this major decision they're going to make in their life. These invitations may come in the form of the things they say like, 'there's no hope for me, things will be better once I'm gone.' Or as blatant as, 'I'm going to kill myself.' Invitations also come in the form of their appearance, or how they isolate themselves from other people." Coe said that anyone can become susceptible to suicidal thoughts, thus it becomes important that everyone recognizes their role as a resource by remaining vigilant to signs that may be out of the ordinary with their coworker or shipmate. "Being aware of changes in mood, demeanor, and behaviors are key in recognizing early that something may be going on," said Coe. "Knowing the resources available can also help get someone to the support they need sooner." Once contact and communication is established, Sailors and individuals can then move on to subsequent resources that will work more directly to provide the support and help necessary. At this stage in the Navy, Broderick suggested that commands continue to stress that Sailors seek help and resources. "Commands need to continue stressing that and eventually people may find themselves more willing, or not as nervous, to seek help and go talk to someone," said Broderick. "The clinic is a place for everyone to come for outpatient treatment for whatever life stresses they may have going on," said Broderick. "We offer therapy groups here to individuals with psychologists and social workers. We also have psychiatric nurse practitioners and psychiatrists available here to work on the medication aspect. Our mission is to get people back to work and to feel stronger about going back to work." But to accomplish this mission first requires one to make that uncomfortable effort and ask that difficult question, "Are you thinking about suicide?" It is only through increased empathetic and open communication that this can be achieved, said Coe. "The more a difficult topic is discussed open and honestly, the more it breaks down the taboo/stigma. Recognizing that we all need help at different points in our lives is key." From September 1-30, "I Pledge to ACT," a web-based effort, will take place to encourage all Sailors, families and members of the Navy community to take steps in building personal resilience, supporting their shipmates and intervening if they notice signs of distress. The pledge is completely anonymous and available to all audiences through the NPC website, www.public.navy.mil. Energy Conservation Conservations vs. Efficiency From the NSA Naples Energy Management Team

Energy efficiency and energy conservation are two often-confused terms. Although they are affiliated with one another, they actually have different meanings. Energy efficiency is the use of technology that requires less energy to perform the same function. A compact fluorescent light bulb that uses less energy than an incandescent bulb or purchasing energy star appliances instead of regular appliances will perform the same task but more energy efficiently. Energy conservation is any behavior that results in the use of less energy. Turning the lights off when exiting a building, powering down electronics when they are no longer in use, and recycling recyclable materials are a few ways of conserving energy. The decision to replace an existing appliance for a more energy efficient appliances is an act of energy conservation. Continue to do your part with conservation and efficiency around the home and workplace.

Gaeta Honors Navy Chaplain and Medal of Honor Recipient Capt. Mark Colombo, commanding officer of the U.S. 6th Fleet command and control ship USS Mount Whitney (LCC 20), and Command Master Chief Matt Dickinson, place a wreath Sept. 4 during a memorial ceremony in Gaeta, Italy for Lt. An excerpt from Capodanno's citation reads: "In response to reports that the 2d Platoon of M Company was in danger of being overrun by a massed enemy assaulting force, Lt. Capodanno left the relative safety of the company command post and ran through an open area raked with fire, directly to the beleaguered platoon. Disregarding the intense enemy small-arms, automatic-weapons, and mortar fire, he moved about the battlefield administering last rites to the dying and giving medical aid to the wounded. When an exploding mortar round inflicted painful multiple wounds to his arms and legs, and severed a portion of his right hand, he steadfastly refused all medical aid. Instead, he directed the corpsmen to help their wounded comrades and, with calm vigor, continued to move about the battlefield as he provided encouragement by voice and example to the valiant Marines." Navy Families Get More Lead Time on Overseas Screening with a Letter of Intent From Navy Personnel Command Public Affairs

Life just got easier for Navy families going overseas with their Sailor with the release of a Navy message, Sept. 3. Previously Sailors and their families had to wait for hard-copy orders to start their overseas screening. Now a Letter of Intent (LOI) will allow them to start the process. "A working group was convened to evaluate the current overseas screening process and it came up with some recommendations. They recommended Navy Personnel Command issue a Letter of Intent once a Sailor is identified for an overseas billet," said Capt. Chris Harris, director, Distribution Management. "The LOI would go to the Sailor's command and allows the Sailor and dependents to begin the overseas screening process immediately, instead of waiting for orders." According to NAVADMIN 203/14, official orders will not be released by Navy Personnel Command (NPC) until screening is complete and the Sailor and family members are eligible. Sailors have to complete overseas screening within 30 days of receiving the LOI. Their families have 60 days. If they don't complete the screening within that window, they will automatically be considered for reassignment to a needs-of-the-Navy assignment. "We know that delays are sometimes unavoidable, due to circumstances beyond a Sailor's control, so waiver requests will be considered by NPC," said Harris.

The Arleigh Burke-class guided-missile destroyer USS Ross (DDG 71) hosted the opening ceremony of Exercise Sea Breaze 2014, a multinational maritime exercise in the Black Sea, Sept 8. The exercise took place, Sept. 8-10, with naval forces from Ukraine, Georgia, Romania, Turkey, Latvia, and the U.S., as well as three ships from Standing NATO Maritime Group TWO Task Unit 02 (SNMG2 TU.02), the Canadian Halifaxclass frigate HMCS Toronto (FFH 333), Spanish frigate ESPS Almirante Juan De Borbon and Romanian frigate ROS Regele Ferdinand. “I believe exercise Sea Breeze will be the next step in increasing stability and building relationships and understanding with all of the participating nations and will be the hope for the future,” said Vice Adm. Serhiy Hayduk, Commander in Chief Ukrainian Navy. Working together in order to strengthen interoperability, participants will focus on maritime interdiction operations as a primary means to enhance maritime security. Other key components of the exercise will focus on communcations, seach and rescue, force protection and navigation. “We will remain focused on improving interoperability while promoting regional stability and maritime security; strengthening international military partnering; and fos-

tering trust among our partners and allies,” said Captain James Aiken, exercise director. This is the first time that the Ross has participated in Sea Breeze, with this year’s exercise being the 17th iteration of what is considered the largest annual multinational maritime exercise held in the Black Sea. “It’s a great opportunity,” said Cmdr. Tadd Gorman, commanding officer of the USS Ross. “We’re looking forward to some excellent training and the chance to interact with our NATO allies and partners.” Gorman says the Ross plans to actively participate in the entire spectrum of surface, air, and sub-surface evolutions during this exercise. These events, he said, will challenge the crew of Ross in their capabilities and level of knowledge. “Anytime you exercise with warships of other countries, and deal with language barriers, you’re going to be challenged,” Gorman said. “That’s the point of this exercise; overcoming these challenges and working together to become a team.” Ross, forward deployed to Rota, Spain, is conducting naval operations in the U.S. 6th Fleet area of operations in support of U.S. national security interests in Europe. U.S. 6th Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied, joint, and interagency partners, in order to advance U.S. national interests and security and stability in Europe and Africa.

Collaborative tools and social networking platforms are becoming increasingly valuable for companies and government entities to ensure that innovative solutions and ideas generated by their workforce are heard by leadership and can foster change that makes them more effective. In 2009, the military took on this challenge through the creation of milSuite, a collection of online tools and applications aimed at connecting people and knowledge by increasing awareness of military programs, products, teams, and policies. To improve collaboration on energy topics across the Fleets and System Commands, the Chief of Naval Operations Energy and Environmental Readiness Division (OPNAV N45) has created a collection of milSuite groups that facilitate energy discussions as part of this emerging social business initiative. MilSuite is a Common Access Card (CAC) enabled tool that allows DoD personnel to create virtual communities, share ideas, and participate in a collaborative work environment. DoD uses milSuite to improve secure methods of collaboration using four types of applications: milBook, milWiki, milWire and milTube. Each application serves a unique purpose to securely connect users to share information. The OPNAV N45 groups include a Navy Energy dashboard to which members can post energy-related articles, submit blog posts, or engage in discussions. A second group consists of a reference library that serves as a repository for Navy energy-related resources. The third group is the Navy Energy Innovation group, which serves as an open forum for members to share ideas on energy-related technology, research, and approaches for improving tactics, techniques, and procedures that can increase energy efficiency. Similar to Facebook, members can "like" initiatives or posts, vote on ideas, or add comments to further the discussion. "Energy is a resource that all members of the Navy community rely on to perform their mission," said Capt. Jeff Maclay, director of the Navy Energy Coordination Office. "The large number of dedicated Navy personnel that have expertise in areas relevant to energy could be a great resource for resolving energy issues and making us more combat capable, so we're eager to hear their ideas and suggestions." Fiscal Year 2015 General Military Training Requirements Announced By Susan D. Henson, Center for Personal and Professional Development Public Affairs

The Navy's General Military Training (GMT) schedule for fiscal year 2015 (FY15), announced Sept. 2, outlines significant changes for the program, according to Naval Administrative Message (NAVADMIN) 202/14. "We listened to what the fleet had to say and what command leaders recommended, and as a result the Navy is giving command triads greater flexibility and more say in how their individual commands deliver GMT topics," said Capt. Ferdinand Reid, commanding officer of the Center for Personal and Professional Development, which administers the GMT program. The feedback came from a variety of levels throughout the Navy and was provided to the Navy's Flag/Senior Executive Planning Board for Training, with input from U.S. Fleet Forces Command, as well as numerous others, according to the message. The outcome of this coordination was the consolidation of several training topics into fewer lessons and eliminating anger management as a topic altogether. Another significant change is command leaders will have the option of what subjects to deliver that satisfy the personal financial management GMT requirement. "This allows commanders to best meet the needs of their command by tailoring the training to their Sailors' knowledge level and requirements," said Reid. Examples of PFM topics include car buying strategies, credit management, home buying, and financial planning for deployment. The NAVADMIN also lists required training for FY-15, provides updated guidance for unit commanders regarding which lessons must be delivered face to face, and gives discretion on how some lessons are delivered to Sailors in their commands. "All the required lessons are listed on the Navy Knowledge Online (NKO) GMT page along with the standardized training materials. Content is also available on Navy eLearning for certain topics that aren't required to be delivered in face to face sessions," said Reid. GMT is an opportunity for command leaders to have targeted, meaningful conversations with their Sailors about character, integrity and professionalism using the GMT content as their road map, he said. In keeping with guidance that supports the Navy's efforts of reducing administrative distractions to eliminate administrative burdens on the fleet, FY-15 GMT topics are divided into two categories. Category-one training must be conducted as face to face sessions led by facilitators at the command level. Commands are directed to use senior leadership, such as chief petty officers and command training team members, to deliver this category of training. "We encourage commands to partner with local subject matter experts and collateral duty officers to complement the standardized GMT content. This will help expand the impact of the training experience for Sailors," Reid said. FY-15 training topics in category one include Equal Opportunity; Hazing Policy and Prevention; Sexual Assault Prevention and Response Awareness; and Suicide Awareness and Prevention. The topics listed on the NKO GMT page not identified as category one are considered category two. The delivery method for category two lessons is at the discretion of unit commanders. Several, but not all, category two lessons are available as web based training and can also be delivered in face to face sessions. When multiple delivery methods exist, commanders may also choose to combine them in order to most effectively balance command operational requirements with training opportunities. To help commands plan their training, the NKO GMT page has a planning calendar that lays out suggested months for training delivery coinciding with national and Navywide communication themes. These won't be the only changes to the Navy GMT program, said Reid. "We're constantly reviewing GMT materials with the intent of delivering the most up to date training to meet fleet needs and Sailors' learning styles," he said. "Because of this, we update the GMT page on NKO on a monthly basis, at a minimum. So keep checking the NKO GMT page and please send us feedback on how we can improve GMT lessons and the overall program."
