1942. After months of Japanese advances across the Pacific and successful invasions in the Philippines, Singapore and the Dutch East Indies, the Imperial Japanese navy carrier strike force planned an invasion of Midway Island, north of Hawaii that was to take the Americans by surprise again. The task force contained four of the six carriers that struck Pearl Harbor. See MIDWAY Page 5

Closed AGIP/ENI Gas Stations in the Campania Region

Beginning June 15, we’ll begin collection of detectors that have been in place during the last year for data collection of the naturally occurring gas called radon. Radon is present in rocks and soils, and is a colorless, odorless, tasteless gas that is produced by the decay of naturally occurring chemical elements found in soils and rocks such as granite and shale. We breathe small concentrations of it every time we step outdoors, where it is relatively harmless--where it becomes an issue is when radon collects in basement or ground level spaces. Thus, indoor environments are commonly studied to determine whether radon is present at high concentrations. Wherever air or moisture seeps into building drains, joints, pores, cracks, foundations or exterior walls, radon levels can increase. We’re being proactive with this monitoring and acting out of an abundance of caution. In fact, Naples is the first Navy base in Europe to launch a comprehensive study on its current infrastructure. Radon detectors – called alpha-track detectors – have been placed in Navy facilities at Capodichino, Support Site, Gaeta, Carney Park, and Navymanaged buildings at JFC (Lago Patria), and look like little black discs hanging from white tape. The last time we did this test in Naples was in 1991-1992, however the Support Site did not exist then and neither did many of the buildings we currently use. Exceedances were found in a few of the buildings that were studied previously, however all locations that had exceedances have been demolished, renovated, or are no longer in use. The bottom line: this comprehensive radon study for our current facilities is a good thing. It enables us to ensure that we’re providing the safest possible working and living environment for the community, so keep an eye out for collectors in the coming weeks. Also in great news for the community, I’m happy to announce a spate of recent job openings with the NEX. There are 12 job openings across all of our installations available for local hires, providing many opportunities for spouse and dependent employment. Additionally, there are many wonderful events on the horizon as we head fully into the summer, including the Jess Penner indie-rock concert Monday night at the Support Site central park at 6 p.m. The Carney Park pool is also opening this weekend, and it will be a great day to head over and enjoy the Armed Forces Olympics today as well. Tonight, the George Michael tribute band Freedom Group will perform at the Olde Towne Pub at Capo, and tomorrow will feature a PWOC 5K and USO Multicultural event in the evening. There are more things to do than hours in the day; get out and enjoy another sunny weekend!

Approximately 13 ENI/AGIP gas stations were recently closed due to an investigation in the Campania region by the Guardia di Finanza. It is up to the Italian magistrate investigating this matter to determine when and if these gas stations will be allowed to reopen. Lead Drinking Water Testing NSA Naples is planning on conducting new testing for lead in drinking water at our schools, Child Development Centers, and youth and teen centers. In the U.S., EPA recommends, and the Navy requires, testing for lead in drinking water in schools and day care centers. NSA Naples will be taking a number of steps that include: testing drinking water for lead; disseminating test results to parents, students, staff and other interested stakeholders; and taking appropriate and necessary actions to correct any problems identified during testing. Once completed, the test results from these locations will be available in their offices during working hours, on the command webpage at www.cnic.navy.mil/Naples, and on the command Facebook page. June 15: NSA Naples to Collect Indoor Radon Level Detectors NSA Naples will collect indoor radon gas detectors beginning June 15 as part of an ongoing Navywide program, with Naples as the first Navy installation in Europe to conduct a comprehensive study on its current facilities. Radon detectors, called alpha-track detectors, will be collected in Navy facilities at Capodichino, Support Site, Gaeta, Carney Park, and Navy-managed buildings at JFC (Lago Patria). The detectors have been placed in all basements and ground level indoor spaces inhabited at least four hours daily over the last year. Navy facilities in Naples were last tested in 19911992; however, the base infrastructure has since changed necessitating completion of a new test. MWR Capo FitZone Unmanned Fitness Registration In preparation of the Unmanned Fitness facility, registration forms are now available to pick up both at Capo FitZone and Support Site Fitness Forum for all single Sailor, active duty military. Night Tours to Herculaneum and Mount Vesuvius Offered “Buried Stories” is an event that allows visitors to take night tours inside the Herculaneum archaeological site and to the top of Mount Vesuvius. From June 13 to Sept. 8, visitors will be divided into small groups and accompanied by a guide to the top of the volcano from which they can admire the Gulf of Naples from its highest point. In addition, at the top of the volcano visitors will find actors who recite verses and poems dedicated to the volcano. Until Sept. 13, night tours inside Herculaneum will be accompanied by characters dressed up in costume from the Roman era. One of the more emotional tour moments will be the visit to the fornix, where casts are located of the people who tried to run to the beach and escape the fury of the eruption of the volcano. Romulus Tomb Reopened to Visitors After 20 years, Rome reopened the Romulus Tomb on ancient Appian Way to visitors. The restored tomb was part of an imperial complex built by the emperor Maxentius in the early fourth century A.D. The burial place was likely the tomb of the emperor’s son who died prematurely in 309. The restoration of the tomb was part of a broader facelift at the site, which cost a total of 873,000 euros. The mayor of Rome said the reopening of the mausoleum of Romulus is part of an ambitious project in creating the world’s biggest archaeological park, extending from the slopes of the Capitoline hill in central Rome all the way to the Appian Way.

Trevi Fountain Restoration Begins Trevi fountain restoration started last week and will continue for about a year and a half. The 18th-

century Baroque masterpiece was built between 1730 and 1762. It will undergo a complete restoration, which will be conducted in public view thanks to a metal fence that surrounds the fountain. A walkway above the central portion of the fountain will allow visitors to catch a better glimpse of ongoing work. After a routine cleaning and collection of coins, water was drained but tourists will still be able to cast their coins in the fountain for luck. Fendi, the Italian luxury fashion house, is financing the restoration. The restoration of the Colosseum is financed by shoe entrepreneur Diego Della Valle, while the Spanish steps restoration is financed by the jeweler Bulgari.

Florence Monument Covered by Scarves From June 16 to 20, Florence will celebrate the 60th anniversary of “Florence Hometown of Fashion” with Pitti Uomo’s annual menswear event. For this occasion, a huge Pucci scarf printed in the designer's signature bright colors and geometrical patterns will hang on each side of the octagonal Baptistery, including Pucci's 1957 Baptistery foulard. The famous fashion house collaborated for this project with the City of Florence, Italian Trade Agency and Economic Development ministry.

‘Fiera della Casa’ Held in Naples June 13-22 The “Fiera della Casa” in Naples has been one of the most important events in the South for nearly 60 years. The house exhibition has three major themes this year. They are quality products, various home categories, and events that offer shows, concerts and products - especially for young people such as leisure, food, wine and entertainment. From June 13 to 22, more than 150 exhibitors will be present at the Mostra d’Oltremare in Fuorigrotta. A ticket is 3 euro from Monday to Friday (children and adults over 65 are 1 euro) and 5 euro Saturday & Sunday (children and adults over 65 are 3 euro).

While in Italy, it is great to take the opportunity to learn more about the wine culture, which is based on an ancient viticulture map that is remarkably and almost exactly the same as it was during the Roman Empire. Those who savor Italian wine, in a sense, are able to taste history. Castel dell’Ovo provided the perfect opportunity for visitors to taste wines from all the regions in Italy by hosting the Vitignoitalia the largest wine expo in Southern Italy held at the castle for the past five years. Guests to the three-day event that began June 8 were given a large wine glass upon entry and could leisurely stroll around the castle to taste and learn about the different varieties of wine from all the regions across Italy. One could easily be overwhelmed by the seemingly limitless amount of wines being offered for tasting. The wine pouring was all more than generous; however, pour buckets were provided at each booth so more tasting and appreciation could be accomplished. The castle offered a series of eight rooms for the event. Most rooms were located in the dungeons, offering a cool and welcomed retreat from the hot sun. Visitors had the option of downloading a phone application that allowed users to scan QR codes at each both to access detailed information about vineyards and wines, as well as easily track specific wines that had caught their interests. After having a preferred choice of wine poured by a friendly and knowledgeable vendor, many guests headed to the top of the castle to enjoy an array of regional foods accompanied by a soft breeze and beautiful views of the Napoli coastline with the island of Capri on the horizon. Before departing I visited the “wine selfie” exhibit where I was able to answer a series of questions in Italian about my personal wine-drinking habits. After choosing from a variety of multiplechoice options- ranging from whether I like to drink wine in a group, bathtub or alone on my couch and whether rock, classical

or jazz accompanied my wine savoring experiences- I was given a personalized wine bottle containing a description of my ideal wine, or as they called it “wine selfie.” The all-inclusive entry cost of 20 euro easily reimbursed itself through the delicious food, abundance of wine brought to one glass, as well as the memories conjured

up from spending an evening at the infamous Castle dell’Ovo. The event was held to celebrate Italian wine and gather wineries together at a single location with the to promote wine to vendors, as well as, consumers. Unknown to Adm. Isoroku Yamamoto, commander in chief of the Japanese Combined Fleet and planner of the attack, American cryptanalysts had broken their naval codes and discovered the time of the planned attack. A task force with the aircraft carriers USS Yorktown (CV 5), USS Enterprise (CV 6) and USS Hornet (CV 8) was sent to perform a surprise attack of their own on the Japanese once they came to Midway. The Japanese believed they'd sunk Yorktown at the Battle of the Coral Sea and by American estimates battle damage should have kept her out of action for months, but around-theclock work by Pearl Harbor shipyard had her ready for combat in three days. While Japanese aircraft attacked Midway Island and fought with its contingent of Marine aviators and anti-aircraft gunners, U.S. Navy carrier-based torpedo bombers attacked the Japanese carriers. One of the major points of the battle Gray spoke about during the ceremony was the heroism of Torpedo Squadron 8 (VT-8). VT-8 Commanding Officer Lt. Cmdr. John Waldron led his squadron's TBD Devastator torpedo bombers on a lowlevel attack against the Japanese carriers without fighter support. His slow, obsolete bombers were destroyed by the Japanese combat air patrol (CAP) and anti-aircraft fire without scoring a single hit on the carriers. All fifteen aircraft were shot down and aircrews killed with Ensign George Gay as the sole survivor. VT-8's sacrifice had found the Japanese carriers and subsequent low-level attacks by VT-6 and VT-3 torpedo bombers drew the CAP, allowing following waves of dive bombers to take out three Japanese carriers in rapid succession. In the end, the Imperial Japanese navy lost four aircraft carriers, a heavy cruiser, 300 aircraft and 3,000 men, including pilots and aircrews, losses as irreplaceable as the ships due to their high level of training and experience. The U.S. Navy lost Yorktown, destroyer USS Hammann (DD 412), 150 aircraft and about 300 men.

Refrigerators are one of many appliances that remain on day and night. One way to reduce energy waste is to ensure your refrigerator is in the best working condition possible. Think of it similar to the way you would think of cooling your home with A/C. When the house has a tight seal, the air circulates better throughout the home and very little escapes. There should be a tight seal on all refrigerator doors. One way to test if the seal is tight is to place a dollar bill in the door. If the dollar falls when the door is closed consider replacing the gasket or if necessary upgrading to an energy star refrigerator. Secretary of the Navy Ray Mabus spoke to Sailors aboard USS Mount Whitney (LCC 20) during a visit to the ship in Karlskrona, Sweden, June 7. Mount Whitney, the U.S. 6th Fleet flagship, was in Sweden participating in exercise Baltic Operations 2014 (BALTOPS 14). BALTOPS 14 is a joint and combined exercise conducted in the spirit of Partnership for Peace (PFP) in order to promote mutual understanding, confidence, cooperation and interoperability among participating nations in the Baltic region. While aboard, Mabus toured the ship and conducted an all-hands call, thanking Sailors for their efforts while forward deployed, discussing personnel issues and addressing the importance of working with partner nations. "Our defense strategy says to concentrate on

building partnerships, to concentrate of increasing interoperability - things like you are doing here in BALTOPS," he said. "The importance of the work you are doing here cannot be overstated." Mabus also expressed his appreciation to the Mount Whitney crew for their contributions to the Navy's ability to maintain a global presence. "I refer to the Navy and Marine Corps as 'America's Away Team,'" he said, "because that's what you are. You are in the right place, not just at the right time, but all the time." While aboard, Mabus also took the time to promote five Mount Whitney Sailors to the next paygrade and take photos with the crew. Mabus' stop in Sweden is part of a multi-nation visit to the U.S. European and Africa Command areas of responsibility focused on reinforcing existing partnerships and visiting Sailors and Marines providing forward presence.

Maritime forces from 12 countries and NATO are participating in the 42nd annual multinational naval exercise in the Baltic Sea, June 6-21. Exercise Baltic Operations (BALTOPS) is the largest, multinational exercise taking place in the Baltic region this year and aims to improve maritime safety and security through increased interoperability and cooperation among participating nations. "BALTOPS is an evolving exercise; over the years, I have seen it grow in size and complexity to provide realis-

tic training in a dynamic environment," said Rear Adm. Richard Snyder, BALTOPS 2014 commander. “Our continued presence, as an international force, is a clear demonstration of our commitment to regional stability and to each other. Here, we send a signal to our nations and to the world that we can come together and operate as a team." BALTOPS 2014 officially kicked off during the pre-sail conference in Karlskrona, Sweden, where military officials from participating nations gathered to discuss exercise strategy and objectives. "We are building security in

our neighborhood together," said Swedish Brig. Gen. Ola Truedsson, BALTOPS deputy commander. The exercise will include U.S. Sailors working sideby-side with personnel from participating nations to become more familiar with other nations' military operating procedures and practices, mine clearance operations, anti-submarine warfare and surface-to-air defense, counter piracy, small boat operations and other maritime safety and security tasks. Nations participating in BALTOPS 2014 include Denmark, Estonia, Finland, France, Georgia, Germany, Latvia, Lithuania, the Netherlands, Poland, Sweden, United Kingdom and U.S.

The Naples Public Health Evaluation (PHE) was an extensive effort to learn more about the potential environmental health risks present in the Campania region of Italy. The Navy established health protective policies based on the study’s findings to protect the health of U.S. personnel and their families, which includes bottled water advisories and health protective lease clauses. The PHE found the potential health risks for living off-base can be mitigated by following established risk-management actions. The enduring health protection policies are as follows: • Maintain the July 2008 bottled water advisory for U.S. personnel living off base. • Maintain the New Lease Suspension Zone (NLSZ) areas, based on U.S. Navy and Italian environmental sampling data. In these zones, U.S. Navy personnel are not permitted to sign new rental home leases. • Maintain the U.S. Naval Support Activity Naples PHE website and the U.S. Navy Regional Water Quality Board. • Maintain the health-protective U.S. Navy lease clauses for private off-base rental homes: – Landlords must provide containerized water service from a Navy-approved vendor. – Leased homes must be supplied by city water or permitted wells. Landlords must disconnect all non-permitted wells and provide proof of connection to the city water system or that the well is permitted. – Landlords must clean and disinfect domestic water holding tanks every six months. • The U.S. Navy will continue to share data with designated Italian public health officials. Throughout the Public Health Evaluation, the U.S. Navy established health protective policies and took immediate action, when necessary, to protect the health of U.S. personnel and their families. The risk management analysis determined that many of the health protective policies established during Phase I and Phase II will continue, as well as new policies implemented to ensure continued health protection. The Phase I and II reports, along with fact sheets addressing commonly asked questions and a detailed timeline of study components, are available through a link on the Naval Support Activity Naples website: www.cnic.navy.mil/Naples. More than 40 volunteers from Fleet and Family Support Center (FFSC), local residents and service members assigned to Naval Support Activity (NSA) Naples participated in an emergency management drill, May 29. An emergency management drill is an exercise meant to prepare the installation, the local communities, and service members and their families in the event that a significant catastrophic event, either natural or man-made, affects their duty stations. “Emergency management drills are necessary for departments to practice policies set in place to help in the event of mass casualties, displaced members of the community and other possible scenarios,” said Lynn Marie Smith Martin, director, Fleet and Family Support Center. Smith Martin stated that the activation of an Emergency Family Assistance Center (EFAC) by the commanding officer may be necessary following a hazardous incident, where the anticipated needs are beyond the capability of the agencies primarily tasked to provide immediate crisis intervention. EFACs are a central location for Navy families to access assistance and resources they may need following a disaster. The centers provide support in response to the full spectrum of crisis, including authorized departures. Members from FFSC, Housing, Personnel Support Detachment, Legal, Training, Emergency Management NonCombatant Evacuation Operations and the American Red Cross participated in the drill. pletion of the drill, which also served as a team building event. U.S. Naval Hospital Naples and the base emergency services also coordinated drills during the day to practice medical treatment and freeing personnel trapped in vehicles. “The drill was very successful,” said Smith Martin. “All participants now have an increased understanding of actual procedures to more effectively respond to a real-world event.”

navy Voluntary education Your time, the Navy's money By Susan D. Henson, Center for Personal and Professional Development Public Affairs

A typical Navy Sailor's day is jam packed with qualifications to get signed off, watches to stand, training to complete, inspections to prepare for and a regular job to do, all in 24 short hours. Who has time to finish a college degree? Well over 100,000 former and current Sailors - and counting. Each year, an average of 45,000 Sailors takes advantage of Tuition Assistance (TA), which pays tuition and fees for course enrollments toward completion of a high school diploma or college degree. Since 1974, the Navy has spent more than $1.5 billion funding TA requests for Sailors to take more than 5 million courses. While TA is the most popular Voluntary Education (VOLED) program the Navy offers, it's just one of many that have been available for decades to Sailors working on furthering themselves and their careers by meeting educational and credentialing goals. Back in the early '70s, the United States was transitioning to an all-voluntary military force, which meant the services needed incentives to recruit people and then keep them past their first enlistment. Survey data showed education benefits among the top reasons people joined a military service. A story in the May 1974 edition of All Hands magazine reported it as the most important single incentive. Because of this demand signal, Navy Campus for Achievement (NCFA) was officially established May 14, 1974. In 1999 the Navy Campus name changed to the Navy College Program (NCP) and is currently administered by the Voluntary Education directorate of the Center for Personal and Professional Development, located in Virginia Beach, Va. NCFA was designed to help Sailors, regardless of duty location, to enroll in a certificate or degree program with a participating institution and be guaranteed of certain policies that were to the Sailors' advantage. These policies included no school residency requirements, acceptance of transfer credits from regionally accredited institutions, and the maximum possible credits for Navy courses and experience, which were among the stipulations participating schools agreed to follow. At the time NCFA launched, seven educational institutions participated in the program. Now 4,041 educational institutions participate in a Navy VOLED program. Educational programs existed in 1974 to help service members develop personally and professionally, yet the services had different approaches to what they offered members. For example, the Air Force established the Community College of the Air Force to award academic credits and certificates. The Navy, however, realized not all Sailors wanted to complete a college degree and preferred to focus on vocational-technical skills. VOLED was designed to help all Sailors achieve their goals, regardless of career focus. Over the past 40 years, the

Navy has continually developed and refined programs such as TA that are a great financial deal for Sailors to help as many as possible reach their educational goals. For example, a column by Master Chief Petty Officer of the Navy Robert Walker in the April 1976 edition of All Hands magazine discussed the Navy's TA policy that covered 75 percent of tuition and enrollment fees the service funded. An October 2002 policy change increased that to 100 percent, and TA funding will continue at this percentage in Fiscal Year 2015. "When TA increased from 75 to 100 percent, I jumped at the opportunity," said Chief Petty Officer Anton Fitz, a personnel specialist serving as VFA-204's personnel office leading chief petty officer. Fitz used TA to complete an associate degree in 2009 and a bachelor's in management in 2013. "Without TA, I could not afford to attend school due to limited grants and scholarships," he said. Another great deal for Sailors is Navy College Program for Afloat College Education (NCPACE), which provides Sailors assigned to ships and deployable commands (Type 2 and 4 duty) with educational opportunities on par with what's available to Sailors on shore duty. Tuition is funded at 100 percent, and students are responsible only for the cost of textbooks and related materials. Petty Officer 3rd Class Davin Blain, a cryptologic technician (collection) assigned to Navy Information Operations Command Georgia at Fort Gordon, Ga., has used NCPACE to work on a master's degree, which he plans to use after his Navy service to teach music or history. "VOLED helped me start my academic career," Blain said. "I started using NCPACE as soon as I got on board. I love how the Navy helps Sailors achieve their educational goals while we are in the middle of the ocean. We are truly blessed to have professors to teach on the ship." Blain is one of more than 279,500 Sailors who have participated in NCPACE, which was originally called PACE when established in 1974 as part of NCFA. Sailors back then could take courses whether shored-based or deployed through instructors in a classroom. Today's Sailors can also access college courses through a CD or the Internet. As in the 70s, the college track isn't the only type of VOLED opportunity currently available for Sailors. Petty Officer 1st Class John Rozyczko, an electronics technician assigned to USS Maryland (SSBN 738) serving as the command career counselor, completed maintenance mechanic and electronics technician journeyman certificates using the United Services Military Apprenticeship Program (USMAP) and is currently enrolled in a counselor trade. USMAP is a formal military training program that provides active duty Coast Guard, Marine Corps, and Navy service members the opportunity to improve their job skills and complete U.S. Department of

Labor civilian apprenticeship requirements during their normal work hours. Established in 1976, more than 350,500 Sailors have enrolled in USMAP. Last year, more than 6,300 Sailors like Rozyczko completed a certificate. The most popular trade in the program is computer operator. Also popular for the life of the program have been certificates for electrician trades as well as for counselors. The most recently added certificate opportunity is "Criminal Investigator." Rozyczko described USMAP as a stepping stone in his overall career path at the right cost. "It seemed like a no brainer," he said. "It's free and simple to complete. It's helped with learning more of my job and to be more knowledgeable, and it will help later in my civilian career." Some Sailors take advantage of as many VOLED programs as possible during their Navy service, such as Petty Officer 1st Class Sean Kriloff, a Navy counselor assigned to Navy Recruiting District Portland, Ore. He completed a USMAP office manager certificate in October of 2006 and a counselor trade this May. He has also used NCPACE and TA while working on a bachelor's in human resources with an emphasis in counseling, which he plans to complete by 2018. Kriloff said he chose to use VOLED to further himself personally and professionally and to have something to fall back on when he eventually ends his Navy career, whether through separation or retirement. "VOLED has allowed me to con-

tinue my military career while working on my education goals. I have a sense of accomplishment knowing I have worked toward something that I can show my children - my career and my education. Without VOLED, continuing higher education while on active duty wouldn't be possible," he said. Petty Officer 2nd Class Cesar Ward, a transfer supervisor aboard USS Dwight D. Eisenhower (CVN 69), used TA, as well as his Post-9/11 GI Bill education benefit, to earn a bachelor's degree in criminal justice in March. He also plans to complete a USMAP computer specialist certificate by the end of the year and said these will be part of the officer commissioning package he plans to submit. "Joining the Navy was the best decision I've ever made," he said. "The Navy has helped me receive my degree, support my family financially and has given me access to use different VOLED programs. My degree will help me achieve my Navy career goals." One former enlisted Sailor who said VOLED was instrumental to his success was Capt. David Meron, the commanding officer of Naval Support Activity Bahrain. Meron used TA to earn a bachelor's in computer science in 1990, which led to his commissioning that same year. "My degree got me a commission in the Navy and has allowed me to continue serving for 32 years, now," he said. Reflecting on whether he would have attained his educational goals without using VOLED he simply said,

"probably not." As in 1974, today's VOLED professionals are dedicated to providing unbiased advice and counsel to Sailors to help them reach their education and credentialing goals in the best way for each Sailor and at the lowest cost for them. "There are so many choices of educational institutions and paths that Sailors can get overwhelmed trying to decide what school and program is just right for them," said Capt. John Newcomer, CPPD's commanding officer. "Our Virtual Education Center and 33 Navy College Offices serve as honest brokers to help Sailors find the best school and degree match for them. The VOLED team is completely dedicated to helping Sailors succeed." Now 40 years - and thousands of Sailors with degrees and certificates - later, Navy VOLED continues to celebrate the success of each Sailor, such as Petty Officer 1st Class Nhatnguyen Tran, a master-atarms assigned to Naval Base Kitsap, Wash., who finished her associate degree in 2009 and is nearly complete with a bachelor's in finance using TA. Tran said that finishing her degrees has given her a sense of accomplishment and encourages shipmates to take advantage of VOLED programs, despite the challenges. "It's tough going to school full time while serving in the Navy or any other military branch, for that matter," she said. "It takes commitment, sacrifice and selfdiscipline to finish a four-year degree, but it will be well worth it at the end. One thing I can definitely advise to other Sailors is not to sit around and waste time, but to invest in their education for a better future."

JFC Naples Team Trains Serbian NCOs By Master Sgt. Justin Phillips

The Joint Mobile Training Team from Allied Joint Force Command (JFC) Naples completed a mission to Belgrade, Serbia, May 26-30, where they trained 15 senior non-commissioned officers (NCO) from the Serbian army. The trip, under the leadership of German army Master Sgt. Torben Ritz, was the second this year for the team and the first in support of NATO’s Partnership for Peace program, which directly supports one of JFC Naples’ key tasks of engaging with partners. The main mission of the team is to travel into non-NATO-member countries and introduce a different kind of training to their armed forces. The team facilitated classroom based leadership training covering various NCO development and leadership topics such as ethics, communication and counseling. The training team’s material doesn't include any country-specific doctrine and is based on the NATO School’s and SWISS NCO School’s leadership course. “The mission to Serbia was a really great experience,” said Ritz. “We met some really experienced and professional senior NCO’s. It was a unique experience to instruct and learn from our Serbian partners.” Ritz’s team members included Turkish army Sgt. Maj. Aydin Cavas, U.S. Army Master Sgt. Bryan Williams, British army Sgt. Christopher Barr and Canadian air force Sgt. Sebastien Turgeon. The team also had the opportunity to attend an ongoing Serbian First Sergeant Academy session and delivered a briefing on the role of the NCO. This additional training session provided the academy students with an international perspective on NCO’s working within the multi-national environment, and the team received praise from the training base commandant for their efforts. During the training, the team established relationships and shared ideas with other NCOs from a partner country. The Naples Joint Mobile Training Team graduated 15 Serbian senior NCOs and fulfilled the team’s motto of "We train our own!"

The website offers users a chance to read suggestions by others, make comments, vote on ideas, and see progress based on suggestions made in the first iteration of RAD last year. During the 2013 RAD campaign, 7,350 users posted more than 7,600 comments and 91,000 votes on ideas. This year's RAD forum will remain open on the IdeaScale website until mid-July, after which feedback will be offered regarding initiatives being evaluated based on the ideas and comments submitted. "This effort will only be successful if leadership across all levels participate to identify solutions, and continue to encourage a culture of change and innovation across the deck plates," the NAVADMIN states. "This is an opportunity to save hundreds of man hours, further empower commanding officers, and improve our Sailors' 'quality of work' without lowering standards." The Navy recently launched the second round of an ongoing initiative known as Reducing Administrative Distractions (RAD), meant to solicit feedback from Sailors and Navy civilians on how to focus their daily activities on "Warfighting First." Chief of Naval Operations Adm. Jonathan Greenert launched the initial RAD campaign last summer to evaluate how the fleet managed administrative duties considered to be distractions from primary mission readiness. According to NAVADMIN 117/14, Sailors and Navy civilians submitted more than 1,400 ideas, resulting in changes to the number of General Military Training requirements, advancements in digitizing Material, Maintenance and Management (3M) programs, Common Access Card (CAC) utilization, establishment of a Navy wiki-encyclopedia, and Anti-Terrorism Force Protection reforms. The second round of RAD started May 15, and leaders are urging personnel at all levels to contribute new ideas. "Our goal is to help you alleviate these administrative burdens by removing as many unnecessary and redundant processes we can identify," wrote Rear Adm. Herman Shelanski, director, Assessment Division, in an email to Navy commanding officers, executive officers and command master chiefs. "We will either eliminate them, centralize them, outsource them, make them more

When I first heard that my family would be PCSing to Naples, I excitedly smiled, cheering with my siblings. When reality sunk in, however, and I realized I would be leaving all I’d ever known, I was shocked. This was different than a regular move: I’d be traveling to a non-English speaking country, immersed in a new culture. Friends and teachers responded differently. “Fantastic! I bet you’ll get to see (insert famous European landmark)!” Now, I know they were right. In the U.S., an

exciting vacation consists of a trip to Disneyland, or even an airplane trip. That doesn’t compare to our trips around Europe: to ancient Greek ruins, Turkish baths, or Alpine slopes. I recognize I’m blessed, and plan to take full advantage of these three blissful years. Of course, there are disadvantages. Though the food here is fantastic, I miss the variety found in the States. I’ve learned that Italians love, well, Italian food. Like any other move, too, I’ve left friends behind. But once I change my perspective, I become more grateful for all I have. I delight

in authentic Italian food, and Olive Garden no longer appeals to me, now that I’ve tasted “the real deal.” I’ve met amazing friends here in Italy. Though my Italian is limited, I experience a new culture in ways most people never will. Looking back even now, I’m glad I moved to Italy. My friend back in the U.S. told me about an upcoming trip to England. By the time I leave Italy, I’ll have visited several countries. I’m seeing places that most teens only read about. So every time I find myself wishing I was back home, all I need to do is remember how lucky I am, and thank God for the amazing opportunity He’s given me.

Meyer is a medical records clerk who completes admissions paperwork for all beneficiaries who are admitted into the hospital. As a member of Patient Records, he plays a critical role in ensuring medical records get to beneficiaries and medical treatment facilities around the world. In addition to his primary job in Patient Records, he volunteered to stand Naval Support Activity Naples’ Auxiliary Security Force duty at our installation to ensure only authorized personnel enter and order is maintained. Outside work, Meyer is currently working toward a degree as a Registered Nurse Assistant. “I truly enjoy my crew and the work we do; Patient Records is the best department to be a part of.” When asked about his favorite things in Naples he said, “I love the coffee! I enjoy running, hiking and the great chance to travel all around Europe.” HM3 JAKE MEDINA Hospital Corpsman 3rd Class Jake Medina was born and raised in Manila, PI. This enthusiastic and jubilant Sailor can be found working hard in Radiology at U.S. Naval Hospital Naples, Italy. He joined the Navy and completed Corpsman Basic School before being selected to attend Advanced Radiography Tech School. As the top graduate of his class, Medina had first pick for a duty station. “I chose this duty station for the professional and personal opportunities. USNH Naples, being a smaller command, would allow me the opportunity to quickly progress as a Registered Technologist. Also, I couldn’t think of a better location than Italy as my first duty station.” He arrived in Naples in July 2013 and quickly became a Nationally Certified Radiological Technologist. He has a strong work ethic and willingness to diversify himself in all areas of Radiology practice. As one of the more seasoned Color Guard and Drill Team members of the hospital, he exemplifies Navy tradition. In his free time, he is an avid basketball player and loves to share his knowledge of the game with the children he coaches. In addition to coaching, he is highly active in the hospital’s MultiCultural Committee and the Filipino-American Community.

NAPLES AREA SAILORS OF THE QUARTER Sailors of the Quarter pose for a group photo with Capt. Scott Gray, commanding officer of Naval Support Activity Naples, and USO Naples staff during the Sailor of the Quarter Luncheon held at the Capodichino Air Terminal Lounge. The ceremony highlighted the achievements of the area Sailors. Members from NSA Naples, Naval Computer and Telecommunications Station Naples, U.S. Naval Hospital, U.S. Naval Forces Europe-Africa/U.S. 6th Fleet, USS Mount Whitney (LCC 20) and the Naval Forces Europe Band were recognized by Gray and the USO Naples staff. Each honoree received a complimentary gift certificate for a USO Wine Tasting Tour to Mt. Vesuvius and a USAA Coin of Appreciation. Afterwards the service members had a complimentary luncheon inclusive of Italian specialties, pasta, salads, sandwiches and desserts.
