The Navy and Marine Corps will be challenged to carry out their parts of the national defense strategy if billions of dollars in sequester-related budget cuts take effect Oct. 1, senior service officials told legislators on Capitol Hill March 10. In prepared testimony, Chief of Naval Operations Adm. Jonathan W. Greenert told the Senate Armed Services Committee the service is still recovering from a $9 billion shortfall triggered in 2013 by the mandatory across-the-board budget cuts known as sequestration. Further reductions, he added, would put U.S. Sailors’ and Marines’ lives at increased risk, and negatively impact military readiness and national security. “Unless naval forces are properly sized, modernized at the right pace, ready to deploy with adequate training and equipment, and able to respond with the capacity and speed required by combatant commanders, they will not be able to carry out the defense strategy,” Greenert testified, pointing out critical shortfalls in everything from ship deployments to munitions to the resiliency of Sailors. Greenert, who testified along with Marine Corps Commandant Gen. Joseph F. Dunford Jr. and Navy Secretary Ray Mabus, outlined many of the same points

Commander, U.S. Naval Forces Europe-Africa is hosting the Combined Force Maritime Component Commander (CFMCC) Flag Course, Africa on the Naval Support Activity Naples, March 2-6. During the weeklong course, conducted by the U.S. Naval War College, 33 senior naval leaders from maritime countries in Europe and Africa will participate in seminars and discussions focusing on the effective employment of naval forces in a joint, coalition or interagency environment. Security Tips for Vehicle-Related Incidents

One of the great things about being the Commanding Officer of NSA Naples is having the means to improve the quality of life and expand opportunities for our service members and their families. We’ve made strides on a number of topics, and today I’m happy to announce price reductions through quite a few of our MWR programs. MWR provides a wide variety of services to the community, and now a lot of those services are easier on the pocketbook. The new pricing structure applies to movies, bowling, fitness classes and selected ITT tours. In addition, our recreational pools at the Support Site and Carney Park will have FREE admission for eligible patrons when they open this season. We’ll also keep the Capo pool open this summer for lap swim. Finally, we’ll see an increase in special events hosted on base – I’m especially looking forward to bringing back Flagship for a concert in Central Park. These improvements benefit the entire community and especially our families. For our junior Sailors and our unaccompanied Sailors, don’t forget about the Liberty Center and other benefits that are still available to you under this system. Thank you for your participation at MWR events, and for your feedback that helps to improve or sustain our services. On a different topic, we’re seeing a slight uptick in petty crime and I want to reiterate some basic things we can all do to reduce our exposure and lower the risk of theft. Please set the alarm to your home. It’s a big deterrent to home invasion yet many of our investigations find the alarms weren’t set. We need to make alarm setting a part of our daily routine. Housing will work with you and your landlord to fix problems with the alarm system. Pickpocketing is another common problem and has a lot of potential to result in a confrontation. Just like most big cities around the world, don’t make yourself a target by wearing flashy bling, or IPODs, headphones, etc. This is especially true for tourist spots, train stations and other large gatherings of people. For vehicle accidents or other issues that require immediate assistance, call Emergency Dispatch from your cellphone at 081-568-4911 or through your DSN at 911. Security personnel are on watch 24 hours a day and they are standing by to help in any of these instances. Spring sports are starting up, and Naples HS Wildcats’ boys soccer team is hosting their first game of the season Saturday at Wildcat Stadium. BASE NOTES Here are a few tips from NSA Naples Security to utilize when involved in vehicle-related incidents. - Immediately write down the vehicle’s license plate, color, make and model. This can also be done with a cellphone or your cellphone camera. - Contact Emergency Dispatch at 081-568-4911 and provide them the location of the accident and your current location, along with the vehicle details. Please do this before getting out of your vehicle to exchange information. - If you do not feel safe getting out of your vehicle, wait in the vehicle until assistance arrives or drive to the nearest open gas station or police station and request support.

OHA and MIHA Survey for Italy Conducted in March The Overseas Housing Allowance (OHA) Utility/ Recurring Maintenance and Move-In Housing Allowance (MIHA) Survey will be conducted through the month of March for Italy. The MIHA survey is conducted once every three years as part of this combined survey. The data gathered by service members residing in private housing will help ensure proper allowances are being paid for both allowances. If you’ve been stationed in Italy for three months, reside in private housing and receive OHA, then please visit www.defensetravel.dod.mil/site/oha-utilmihamar.cfm during the month of March and contribute to the survey. For the utilities portion, you will be asked to report the average monthly cost of each of your utilities and the average monthly cost of any routine maintenance expenses incurred over the last 12 months. For the MIHA portion of the survey, you will be asked to report actual expenses incurred when moving into your private residence. The electronic survey takes approximately 45 minutes to complete and should be completed by you or your spouse, whoever has knowledge of utility/recurring maintenance and MIHA expenses. If you are able to access the survey from home, it is recommended that you take the survey together. Now- March 31: FSYP Fund Requests The Family Support and Youth Programs (FSYP) committee is soliciting organizations interested in obtaining funds raised via the Combined Federal Campaign- Overseas. The funds are used to improve the quality of life at overseas military installations. All organizations not receiving federal funding that support Department of Defense employees and/or their families are eligible to apply. Cover Design Contest for ‘Benvenuti a Napoli 2015’ Community members of all ages are invited to take part in a contest to design this year's front cover of Benvenuti a Napoli – A Newcomer’s Guide to Naples. NSA Naples Public Affairs and Stampa Generale, publishers of the welcome-aboard book and Panorama base newspaper, are organizing the contest to get a design from our own military community. March 13: Family Math Night at Naples Elementary School The NES is hosting Family Math Night on Friday, March 13 from 3:30 to 5:30 p.m. There will be interactive games and other events taking place. March 14: Support Site Woodshop Re-Opening The Support Site Woodshop (located in the Auto/Wood Skills Center) re-opens on Saturday, March 14. Cost to use the woodshop is $5 per hour. Various days and times are available for customers who are already certified to use the shop as well as new customers. New customers can set up an appointment to get certified by calling the center. Build a wooden battleship for this month’s project. This is a hammer and glue project and all materials are pre-cut and sanded. Children (must be 5 years or older) and adults can attend on March 14 and 28. Children must be accompanied by an adult during the entire workshop. The workshop fee is $25 and includes all materials for one battleship. Call to register for the workshop as the class is limited to 8 participants. ROME’S QUATTRO FONTANE COMPLEX NEWLY RESTORED The late-renaissance Quattro Fontane complex was restored following a nine-month cleaning and opened to the public on Tuesday. The ensemble represents the river gods Arno and Tiber and the goddesses Juno and Diana. The Four Fountains are located near the Quirinale palace and required a substantial overhaul after being exposed to decades of dirt and traffic pollution. The cleaning cost 320,000 euro and is part of a 2.5 million euro project sponsored by Italian fashion house Fendi. The project involves also the restoration of the baroque Trevi fountain. The first phase of restoration of the Trevi fountain was completed in January and restorers are working on the side sections and the sculpture of Oceanus, the god of all water, in the central niche.

FIRST ITALIAN EGG-DONOR BABIES BORN The first Italian babies were born in Italy from an egg donor. A 47-year-woman, who had tried unsuccessfully for 15 years to become pregnant, gave birth to twins – a girl and a boy. The babies were born prematurely, but are in good health. The fertility treatment ban was lifted last June by Italy’s constitutional court. That decision marked the end of a 10-year battle against legislation introduced in 2004 to outlaw such donations.

LEONARDO DA VINCI’S VINEYARD OPEN TO PUBLIC IN MAY Italian experts recreated a vineyard that once belonged to Leonardo da Vinci in his own estate in Milan. Nearly 500 years after his death, experts hope to be able to produce the crisp white wine that Leonardo enjoyed from his vineyard. He received the vineyard in 1499 as payment for the painting of The Last Supper that was commissioned by Lodovico Sforza, the Duke of Milan. Da Vinci was a keen lover of the grape. The vineyard was in existence until the Second World War when it was razed to the ground by an Allied bombing raid in 1945. The plot of ground now forms an immaculately tended walled garden inside a grand palazzo

known as the Casa degli Atellani in central Milan. Researches excavated the garden and found that a few vine roots had survived. They identified the exact type of vine that Leonardo had planted, which is known as Malvasia di Candia that still grows in the hills around Piacenza. The experts replanted Malvasia di Candia vines, recreating Leonardo’s original vineyard in the garden of the palazzo in Milan’s Corso Magenta. The vineyard will be opened to the public for the first time in May when the world fair Expo 2015 starts.

MAN ATTEMPTS TO STEAL BRONZE HEAD FROM FLORENTINE MUSEUM A man attempted to steal a bronze head statue from Florence’s Novecento Museum. The old man unscrewed the head from its pedestal and placed it in his bag. The bronze sculpture by Renato Mazzacurati’s 1941 Portrait of Walter Conadin, is worth 10-20,000 euros, museum sources said. Video surveillance cameras caught the man red-handed. He said he felt the head would have been better off at his home. The robber is no stranger to police: He was reported for shooting at someone’s window and for damaging a door in a courthouse in the town of Grosseto last year.

PROVOCATIVE BILLBOARD SPARKS COMPLAINTS AHEAD OF POPE’S VISIT TO NAPLES A nine meter-high billboard with an image of a provocative woman dressed in a nun’s dress sparked a stir in Naples, where Pope Francis is set to visit on March 21st. The model’s hands are clasped around a rosary, as if in prayer partly covering her bare chest. The fashion company’s advertising denied the billboard had been strategically timed saying the poster had been planned way ahead of the Pope’s visit and there was no intent to blaspheme.

IMPATIENT COMMUTER TRIES TO STEAL TRAIN An impatient man tried to drive a train in Naples at the Soccavo station after he got fed up waiting for it to depart. He entered the cabin and tried to drive the convoy. He broke the nose of a police officer, after hitting him with his umbrella during a scuffle, then he took off running. The man was placed under house arrest by two law enforcement officers after a brief chase.

NAVY HISTORY: PERRY SIGNS TREATY WITH JAPAN From the U.S. Department of State Historian

On July 8, 1853, Commodore Matthew Perry led his four ships into the harbor at Tokyo Bay, seeking to re-establish for the first time in more than 200 years regular trade and discourse between Japan and the western world. There were several reasons why the United States became interested in revitalizing contact with Japan. First, the combination of the opening of Chinese ports to regular trade and the annexation of California, creating an American port on the Pacific, ensured that there would be a steady stream of maritime traffic between North America and Asia. Then, as American traders in the Pacific replaced sailing ships with steam ships, they needed to secure coaling stations, where they could stop to take on provisions and fuel while making the long trip from the United States to China. Perry’s mission was not the first American overture to the Japanese. In the 1830s, the Far Eastern squadron of the U.S. Navy sent several missions from its regional base in Guangzhou (Canton), China, but in each case, the Japanese did not permit them to land, and they lacked the authority from the U.S. Government to force the issue. Perry arrived in Japanese waters with a small squadron of U.S. Navy ships, because he and others believed the only way to convince the Japanese to accept western trade was to display a willingness to use its advanced firepower. At the same time, Perry brought along a variety of gifts for the Japanese Emperor,

including a working model of a steam locomotive, a telescope, a telegraph, and a variety of wines and liquors from the West, all intended to impress upon the Japanese the superiority of Western culture. His mission was to complete an agreement with the Japanese Government for the protection of shipwrecked or stranded Americans and to open one or more ports for supplies and refueling. Displaying his audacity and readiness to use force, Perry’s approach into the forbidden waters around Tokyo convinced the Japanese authorities to accept the letter. The following spring, on March 8, 1854, Perry returned with an even larger squadron to receive Japan’s answer. The Japanese grudgingly agreed to Perry’s demands, and the two sides signed the Treaty of Kanagawa on March 31, 1854. According to the terms of the treaty, Japan would protect stranded seamen and open two ports for refueling and provisioning American ships: Shimoda and Hakodate. Japan also gave the United States the right to appoint consuls to live in these port cities, a privilege not previously granted to foreign nations. This treaty was not a commercial treaty, and it did not guarantee the right to trade with Japan. Still, in addition to providing for distressed American ships in Japanese waters, it contained a most-favored-nation clause, so that all future concessions Japan granted to other foreign powers would also be granted to the United States. As a result, Perry’s treaty provided an opening that would allow future American contact and trade with Japan.

SPOTLIGHT: HOSPITAL CORPSMAN THIRD CLASS SHANNEN KING HOSPITAL CORPSMAN THIRD CLASS SHANNEN KING Hospital Corpsman Third Class Shannen King was born and raised in Orlando, Fla. Upon completion of her bachelor’s degree, she enlisted in the Navy in July 2011. After completion of Corpsman Basic School, she attended Advanced Radiography “C” school, where she earned her Radiologic Technician qualification and later received orders to Naples, Italy. As one of only three ultrasound techs for the entire Naval Support Activity area, she is plays a critical role in improving access to care for our population. King is an outstanding Sailor and vital member of the USNH Radiology Team. She is wholeheartedly dedicated to the mission, the department and her shipmates. King’s long-term career goal is to be a Nurse Practitioner and specialize in women’s health, and in her spare time, she enjoys volunteering, cooking and traveling. “I was excited and nervous about moving abroad,” King said. “Excited because I would get to see and experience new things but nervous to be so far from everything and everyone I know.” So far, during her tour here, King has visited the top three places on her bucket list (Paris, London and Rome) and hopes to see more of Europe in the near future.

Parents with new Kindergarten students for next school year (2015-2016) can register their students from April 13-16, during the hours posted below. When Chief Master-atArms Sandie Tollet joined the Navy in 1995 she quickly discovered life for women was often complicated aboard ships. For Tollet, though she was welcomed within the ranks, there were still women’s issues the Navy did not know how to address. Women stationed on ships were regulated by policies that sent mothers back out to sea four months after pregnancy. The Navy has worked for the past 20 years fixing its policies and to provide women with the tools they require for success. “It became important to me as I grew up in the Navy, and became a leader, to educate our younger women on all the policies and all the benefits now in the Navy that some of us unfortunately didn’t have when we first came in,” said Tollet. When the Naples Area Women’s Network hosted the annual Women’s Symposium at Naval Support Activity (NSA) Naples, Tollet moderated the panel discussion. She opened the floor to questions and directed the conversation with her panel of speakers to mentor the audience about Navy life as a woman. The event’s theme,

Women have handled gender specific sensitivities in the Navy since the first Yeoman (F) joined during World War I. The current day Women’s Symposium is a meeting point to connect the fleet’s women, and discuss topics and solutions that have been tracked as a focus for the past year. “This event is focused on bringing women together today,” said Tollet. “This symposium is essential to keep the fleet’s women connected, our sto-

ries and lives connected, so we can maintain focus, discuss current issues, and correct them.” Vice Chief of Naval Operations (VCNO) Adm. Michelle Howard was the event’s special guest. Howard is the Navy’s first African-American female admiral and VCNO. While the symposium is held annually, the Naples Area Women’s Network holds monthly luncheons. Tollet encourages both men and women in the NSA Naples base community to attend as the meetings often feature a speaker to discuss specific topics. Lighting accounts for the largest consumption of electricity in the United States. Approximately 38$ billion year is spent on energy used to produce lighting. Many facilities have incorporated motion sensors into their lighting systems to reduce consumption. Motion sensors are used to detect motion in an area. If the sensor does not detect movement for a prolonged amount of time the lighting circuit is de-energized. As beneficial as this invention has been, the issue is it only detects motion with about 75 percent of accuracy. A Smart sensor, also known as an Image Processing Occupancy Sensor (IPOS) has recently been developed by the researchers at the Energy Department’s National Renewable Energy Laboratory. These sensors incorporate the technology commonly used in smart phones for motion detection. They have a tiny camera with a microprocessor that can detect human presence and even the number of humans in the room. With this new technology these sensors can detect motion with 90 percent accuracy. This can lead to a greater reduction in energy waste caused by lighting systems.

Kindergartners from the Naval Support Activity (NSA) Naples Elementary School (NES) visited the Support Site post office March 4 to have a fun and educational field trip. The post office, one of Naval Supply Systems Command Fleet Logistics Center Sigonella – Naples (NAVSUPP FLCSI) commands, planned a day full of surprises for six classes participating in the annual tour of base facilities. “We just tried to enlighten them on how the post office works and what we do in the post office,” said Logistics Specialist Seaman Javon Graham, who was the tour guide for the students. The post office planned interactive games to explain how the employees work, to make the experience more engaging, and to have fun. The mail orderlies demonstrated sorting and scanning the mail, then let the children give it a try. The children passed boxes down a conveyor belt to be Xrayed for prohibited “monsters” and Easter eggs hidden within the mail. The post office workers rewarded the children with stamps and stickers for identifying the hidden items. “If we make it fun for them,

they will remember it,” said Graham. “I think my favorite part today was giving out the stickers, because they loved that. It’s always fun to see the kid’s faces.” He said that children would have trouble searching for and identifying items such as alcohol and gasoline, so the post office tried to create a memorable experience with an upcoming Holiday theme. The kindergartners unanimously enjoyed the post office visit, but could not collectively decide which part of the trip was their favorite. The annual NES kindergarten post office field trip was the first of three Support Site visits. The other field trips will include the Commissary and security at the Navy Exchange (NEX).

Origins of Saint Patrick’s Day By Gary Nichols

St. Patrick’s Day has become a popular holiday – which is celebrated on March 17 each year – to honor the patron saint of Ireland, Saint Patrick, who is credited with bringing Christianity to the Irish people. Irish immigrants began observing the holiday in Boston in 1737, and the first St. Patrick’s Day parade was held in New York City in 1766. Here’s some background on the person who is celebrated on this holiday. The real St. Patrick wasn’t even Irish. He was born in Britain around 390 A.D. to an a rich Christian family who owned property and slaves. As a young boy, it is believed Patrick showed no interest in Christianity. When he was 16, he was kidnapped and sent overseas to the wild, chilly and pagan country of Ireland to tend sheep for seven years. This was a very tough period of his life, and during this time he became a true believer in the Christian faith. According to legend, voices in his dreams told Patrick to escape from Ireland. He found passage on a pirate ship back to Britain, where he was eventually reunited with his family. While in Britain he became ordained as a

priest. He then returned to Ireland, and then spent the rest of his life converting Irish pagans to Christianity. He died on March 17, 461, and was almost forgotten. Eventually as Christianity spread around Ireland, his legend grew, and centuries later he was honored by the people of Ireland as its patron saint. Today, St. Patrick’s Day is celebrated around the world. Some other interesting things about St. Patrick’s Day: It is widely believed St. Patrick drove all the snakes out of Ireland. However, there have never been snakes in Ireland, then or now, for two reasons: Ireland is an island, and most snakes can’t swim; Plus, the environment was too cold for snakes to live. Most scholars believe “snakes” is symbolic of the pagans, which Patrick “drove out” by converting them to Christianity. Most people, whether they are Irish or not, wear green on St. Patrick’s Day. One of the traditions is to pinch anyone who is not wearing green on St. Patrick’s Day. Corned beef and cabbage are traditional foods eaten on St. Patrick’s Day. The shamrock is often worn as a badge or pin. The three leaves, as taught by St. Patrick, also represented the Christian Holy Trinity: the Father, the Son and the Holy Spirit.

Nearly everyone who is transferred to Naples at some point or another, stops to take in a glorious view of the sea; few people realize they can enjoy the same majestic view, only from sea-level looking toward the beautiful landscape from a small sailboat. Skipper Ciro Schiano, who is at the helm of his 36-foot sailboat said the sea is one of the best things Naples has to offer. Driven by a warm southern wind, Schiano is guiding his boat past the island of Procida, “The Bay of Naples offers winds, sea, small islands, beautiful bays, charming villages and a rich history, said Schiano. Sailboats are the best at taking advantage of all this, and so few people take advantage of this way to see this area.” In Monte di Procida it is possible to just charter a boat with skipper or take sailing courses. Charters are offered privately, but the sailing courses are offered through the Circolo Nautico di Monte di Procida. Courses are available for young children, teens and adults. Charters can last one day or many days. It is your choice. There are also week-long summer camps offered for young children and teens. Monte di Procida is in a strategic location for sailing in Naples. The protected harbor sits at the end of a peninsula sticking out into the bay almost touching the nearest islands of Procida and Ischia. The sailing club is planning a spring open-house at their new clubhouse in March 22 from 10 a.m. to 2 p.m. for anyone interested in learning about sailing opportunities out of Monte di Procida. On that day they will be offering free sailing trips to everyone who comes. Details are available at www.circolonauticomdp.it . On more than one occasion I had the sensation of being somewhere in the South Pacific rather than in Naples Bay. However, here there is something that those distant islands don’t have, a rich ancient history that becomes evident often as we navigate these ancient waters.”
