Sailors gathered to watch guest speaker Adm. Bruce W. Clingan, commander, U.S. Naval Forces Europe-Africa, and commander, Allied Joint Force Command Naples, but instead of an all-hands call, it was to see their children graduate high school in Naples, Italy, June 6. Sixty-nine students walked the stage at the Certosa San Giacomo in Lauro as the 60th class to graduate from Naples American High School. The Italian countryside setting provided a different experience compared to the typical graduation. “I extended so that my son Dylan could graduate,” said Yeoman 1st Class Marshal Kessler. “I thought the ceremony was good. How often do you see a high school graduation in a 13th-century abbey? Where I grew up, the graduations were in gyms.” During the ceremony, Clingan commended the graduates for their achievements and credited the families for their outstanding support. He encouraged the students to remember the experiences they had overseas, in Italy - to plan for the future, but not forget to live in the present.

“Savor this moment,” said Clingan. “Soon, this will be a distant past.” Lt. Ruben Garcia came to see his neighbor, Austin Miller, graduate and appreciated what the
admiral had to say to the class. “He mentioned integrity as a key point to success,” said Garcia. “I agree that no matter what you do after high school it plays a major role.”
After the ceremony, there was a reception held in the open fields surrounding the abbey. Cake and punch were served as parents and friends took photos of the graduates.

USO Takes Group on ‘Best of Russia’ Tour By William Maloney
It has been said the journey of a thousand miles begins with the first step. For a group of adventurous folks from Naples, that first step was taken on May 24 when they boarded a plane at Capodichino Airport to participate in the Best of Russia tour under the watchful eye of Oscar Pullido. An eight-day USO tour to Moscow and St. Petersburg promised to be the best trip ever; it was just that. Stopping first in Moscow, the group had an outstanding tour of the city. It included stops at the Kremlin, Red Square, St. Basil’s Cathedral, and two cathedrals inside the Kremlin walls. The tour also included a stop at the Novodevichy Convent which was founded in 1524. The convent was known to have sheltered many ladies from Russian royal families that were forced to take the veil. While in the city several members of the group attended the Moscow Ballet production of Swan Lake at the Bolshoy Theater. While in Moscow the group also visited
Sergiev Posad, which was built in the 15th century and is one of Russia’s greatest monasteries. One afternoon, the group spent several hours visiting the Arbat, a pedestrian street about one kilometer long that runs through the historical center of Moscow. The Arbat has existed since the 15th century, thereby laying claim to being one of the oldest surviving streets in Moscow and forming the heart of the Arbat District. Originally the street formed part of an important trade route and was home to a large number of craftsmen. Today the Arbat is full of craftsmen, souvenir shops, artists, and just about any type of item you wish to purchase. All members of the tour group arrived that afternoon at the Arbat empty handed; they left with great treasures purchased along that one kilometer. After the excitement of Moscow, the group departed for St. Petersburg, formerly known as Leningrad. While in St. Petersburg the group visited the Peter & Paul’s Fortress and toured the Hermitage Museum. The

Though summer doesn’t officially start for another week, temperatures continue to rise, creeping into the 80s over this weekend. As we all acclimate to the warmer weather, bear in mind that there are many ways to beat the heat. If you exercise outdoors, shorten your workout at first to allow yourself time to adjust. Gradually increase your time at a reasonable pace to adapt. Additionally, shifting your workout to the early morning hours, when it is cooler, may help you avoid heat injury. Increasing fluid intake is essential, and will also be key during the summer months in the work environment, as temperatures increase across the region. Heat injury, as mentioned above, is avoidable by frequently drinking small amounts of cool liquids and monitoring your symptoms. Heat fatigue, the least serious of the three types, still requires action. When you notice impaired performance of sensory or motor functions, impaired vision, or are having difficulty processing things mentally, move to a cooler environment to avoid developing a more serious heat-related condition. Heat exhaustion is serious, as it immediately precedes heat stroke. If you experience headache, nausea, dizziness, weakness, thirst, or loss of balance, rest and drink plenty of fluid, in addition to moving to a cooler environment. Heat stroke is a medical emergency. Somewhat counterintuitively, skin may be hot, dry and absent of sweat. Additional symptoms include confusion, irrational behavior, loss of consciousness, convulsions, and an abnormally high body temperature. If you notice these symptoms, in yourself or someone else, seek professional medical attention immediately. One of the best ways to cool down is at the Carney Park or Support Site pool. Beginning today, the Carney Park pool will be open Fri.-Sun. 11 a.m. to 7 p.m., until Aug. 25. Starting Mon., June 17, the Support Site pool will be open Fri.-Tue., noon to 7 p.m. The Support Site pool will be closed each Weds. and Thurs., excepting Thurs. July 4. Capo’s indoor pool will be closed June 15-Sep. 2 for renovations, so it’s a great time to pick up a seasonal Splashcard for either Carney Park or Support Site. Registration for summer swim lessons is also ongoing, with classes to be held June 17-27 at the Support Site. Registration must be completed in person at the Support Site pool. There are plenty of other summer activities coming up soon, including tomorrow’s “Barkin’ BBQ” for military families, hosted by USO Naples. The event will be held at the Support Site’s Central Park and include kids’ activities, food vendors, musical entertainment and a pet parade. In the coming weeks, the British Fete at Lago Patria and Festa Americana will provide opportunities to kick back and relax. Continue to be mindful of the weather, and enjoy the beautiful Naples summer!

June 17-21: New Recycling and Waste Bags Delivered to Support Site Residences Beginning next week, new color-coded trash bags will be delivered to on-base residences as part of a new recycling program. The bags will correspond with new color-coded recycling receptacles which will be placed at all trash collection points. July 1: New Hard Card Security Badges Implemented Beginning Monday, July 1, new hard card passes will be issued by base security to single-day sponsored guests aboard Capo and the Support Site. Sponsors and guests will apply for installation access and receive a temporary paper pass. Upon proceeding to installation entry points, sponsors and visitors will be issued numbered hard cards, to be worn as badges. To receive the hard card, guest photo identification will be required and retained by security for the duration of the sponsored visit. Fall Furlough Dates for Schools at NSA Naples The Mediterranean District office for Department of Defense Dependents Schools has announced the furlough schedule for regional schools. School Year 20132014 will begin as scheduled on Aug. 26; however, Naples Elementary School and Naples Middle/High School will close as a result of scheduled teacher furloughs on the following dates: Aug. 30, Sept. 9, Sept. 16, Sept. 23 and Sept. 30. Commissary to Fully Restock Meat Items by June 17 The Commissary recently experienced a shortage of selected beef and pork items due to delayed deliveries caused by flooding of the Rhine river. The Commissary general manager is working to correct these shortages and expects to be fully restocked by Monday, June 17. They currently have hamburger and ground sirloin in stock, along with other flash-frozen beef products, which are in addition to frozen markdown meat products. Poultry products are unaffected. Reminder: Plan for Reduced Pet Care from Support Site Vet in July The Naples Veterinary Treatment Facility (VTF) anticipates a reduction in access to care starting in July, due to a staffing shortage. VTF hours of operation will remain 8 a.m. to 4 p.m., Monday through Friday; however, appointments and availabilities for surgical procedures will be more limited. Pet owners are asked to please plan accordingly. The VTF has a list of contacts for local care to assist community members who are unable obtain access to care from the Support Site clinic as quickly as needed. June 18: Region Legal Service Office Closure The Region Legal Service Office will be closed on June 18, 2013 from until 1 p.m., due to a Change of Command ceremony. The office will be open from 1 p.m. to 4 p.m.. June 19-21: 5th Deck of Capo’s East Parking Garage Closed The fifth deck of the East Parking Garage at Capo will be closed from 6 p.m. on Wednesday, June 19 to 3 p.m. on Friday, June 21. Commander, Submarine Group 8 is schedule to hold a change of command ceremony in this location. Base security will tow vehicles left in the area during the time period reserved for the top-deck closure. Extra shuttle bus runs from Support Site to Capo are being put in place to ease parking strain during morning and evening commutes. Extra shuttle riders should plan to park in the lot adjacent to the Navy Exchange. All personnel are asked to plan accordingly. June 20: NMCRS Baby Basics Class A monthly class on newborn care and other useful tips for expecting parents is scheduled to be held from 9 a.m. to noon on Thursday, June 20. The class is offered by Navy Marine Corps Relief Society (NMCRS) visiting nurses and is open to U.S. military, civilians and NATO ID cardholders. June 21: British Festival in Lago Patria The British military community is scheduled to host a festival called British Fete 2013 on Friday, June 21, at British Forces School and the new British Forces community center near the JFC base in Lago Patria. The festival will be held between noon and 5 p.m. All U.S. service members, NATO personnel, and their families will receive free entry. The event will include live music, barbecue, a magician, and other performances. Attendees are advised to park at the JFC base and access the school grounds by using JFC’s rear pedestrian gate. General Election of Mayors On Sunday and Monday, Italy held a run-off ballot for the general election of mayors held last month in more than 500 towns and cities. The center-left Democratic Party (PD) candidate in Rome, former surgeon Ignazio Marino, took 64 percent of votes in the run-off ballot, defeating the former mayor Gianni Alemanno. The left Democratic Party (PD) won all 16 provincial capitals, to regain some momentum after its disastrous start to the year, which saw Pier Luigi Bersani toppled as party leader of PD party. The local elections have no direct impact on national government but the result should reinforce the position of Prime Minister Enrico Letta, who has had to struggle with widespread perceptions that Berlusconi is pulling the strings in the coalition. Although Berlusconi is not a member of the government, the 76-yearold media billionaire has pressed the prime minister for aggressive tax cuts, despite the strained state of Italy's public finances, saying they are a condition for his support. The grand coalition between Letta's center-left PD and the PDL has aroused little enthusiasm, even among its members, but it was the only viable possibility after no party secured a majority in parliament. Monday's result underlined broad popular disillusionment with Italy's parties, with a dramatic slump in voter turnout in the capital to 45 percent, down from 63 percent in the run-off in 2008 when Alemanno became mayor. On Tuesday the leftright party government vowed to
move quickly on pledges to revive the stuck economy that would pass a decree featuring urgent measures before the EU summit at the end of this month. The decree would include measures for simplifying bureaucracy, a “bonus” for firms who put young people on long-term contracts, tax brakes and free up energy and resources. The pledge came amid further evidence of the depth of the country's longest recession for 20 years, with a leading small-business association saying taxes were literally choking them out of existence.
Leaning Tower of Pisa Opens at Night Each night from June 17 to Sept. 1, the Leaning Tower of Pisa will be open from 8 p.m. to 10 p.m., according to officials. Visitors will have an extra treat as the roofless Sala del Pesce (Fish Room) at the tower’s base has been cleared of measuring equipment and will open to the stars.
Talks for Royal Palace of Caserta Revitalization Begin Minister of culture and tourism, Massimo Bray, met with senior officials and called for urgent action in developing strategy to revitalize the Royal Palace of Caserta, the largest palace built in Europe in the 18th century. The poorly maintained former Bourbon place needs to be improved, he said. The Palace or Reggia had structural collapses in the last six months. Last October Caserta's arts superintendent appealed to the Italian government
to save the treasured building after bits fell off it. The minister asked of making the Palace a place of excellence in Italian artistic, cultural and touristic place. The Reggia di Caserta has been a World Heritage Site since 1997.
Pine Tree in Naples Falls on Car A Neapolitan woman was killed on Monday when an overgrown pine tree fell on her car, and crushing her inside. Firefighters used her cell phone to contact family members. She left a husband and a 9-year-old girl. Investigators said the tree tipped because its roots did not have enough space to dig in and support its weight as it grew. Unfortunately, this is not the first time such a disaster occurred in the Naples area. In 2011, a man was crushed by a tree while waiting in a car for his wife and in 1998 a huge branch killed a woman. The investigation is ongoing.
The Dalí Universe Sorrento There is an exhibition about Salvador Dalì in Sorrento from June 14 until Sept. 29, 2013. The Villa Fiorentino in Corso Italia 53 opens its doors to a unique exhibition. Dalì’s artworks on display include his bronze sculptures, illustrations on the great themes of literature, objects in glass and gold as well as surrealistic furniture. Villa Fiorentino opens from MondayFriday, 10 a.m. -1 p.m. and 5 p.m. 9 p.m.; Saturday-Sunday and holidays, 10 a.m.-1 p.m. and 5 p.m. 10 p.m. Ticket cost € 5, € 3 for groups of more than 20 people.

Naples NJROTC Awarded Distinguished Unit By Cadet Madison Chandler, NJROTC Public Affairs
The Naples NJROTC cadets earned yet another Distinguished Unit award and added their 13th streamer to the NJROTC flag that welcomes each cadet into their classroom daily. The Distinguished Unit designation is awarded annually to schools that fit the profile of a well-rounded unit. Competing units are ranked according to military proficiency, level of aptitude, and school support. NJROTC Program Director, J. D. Smith, wrote, “Naples American High School’s achievement of the Distinguished Unit designation is directly attributable to the strong support and encouragement that you have given the NJROTC program.” Smith granted the administrative head of the Naples unit, Principal Duane Werner, the authorization to nominate three eligible cadets for admission to the U.S Naval Academy, three to the U.S Military Academy, and three to the U.S Air Force Academy.
Earning an honor such as this took practice and preparation. Cadets vigorously readied themselves for the Area Managers Inspection in February. Every class period, there was a survey of knowledge posted on the projection screen to ensure the cadets knew the required information like the back of their hand. The cadets were challenged using an electronic question response system that asked about general orders, official ranks, and basic military facts. Every cadet was expected to brush up on their knowledge and maintain their uniform in pristine condition. Along with understanding what NJROTC is about, cadets also had to know regulations for uniform wear. Each ribbon or decoration applied to the uniform has a specific measurement and placement, which is imperative for this particular inspection. “February 13th was a long day, but in the end we rightfully received an elite award that will stay with our unit for years to come,” said Cadet Danny Byrnes, NJROTC Naples training officer.
Application Phase Opening for PCS Orders From Navy Personnel Command Public Affairs
The Career Management System Interactive Detailing (CMS/ ID) application phase, for Sailors in their permanent change of station (PCS) orders negotiation window, will take place June 13 June 25 until 5 a.m. CMS/ID is the web-based program enlisted Sailors use to review and apply for PCS orders seven to nine months from their projected rotation date (PRD). Sailors may access the site at https://www.cmsid. navy.mil or from the CMS/ID link at www.npc.navy.mil . This is the first application phase for Sailors with a March 2014 PRD, the second application phase for Sailors with a February 2014 PRD and the last application phase for Sailors with a January 2014 PRD. Eligible Sailors may review advertised billets in CMS/ID during the application phase and apply for up to five jobs, either directly using CMS/ID or through a command career counselor (CCC). The application phase is typically about ten days, allowing
Sailors time to review available jobs, research billets and discuss options with their family and chain of command before making applications before the application phase closes. CMS/ID features a "Sailor Preference" section under the "Sailor Info Tab" where Sailors may rank duty preferences by type, command, location, platform and community, as well as indicate which special programs and schools they would like and leave comments for the detailer. Detailers will always attempt to fill billets using a Sailor's desired selections first; however, Fleet readiness requirements are the guiding factor in filling billets. Detailers must also follow seashore flow guidelines outlined in NAVADMIN 361/12, so unless a Sailor requests Sea Duty Incentive Pay (SDIP) or the Voluntary Sea Duty Program (VSDP) to take consecutive sea duty orders, a Sailor up for shore duty should not be involuntarily assigned another sea tour. It may mean a Sailor hoping for shore duty in Hawaii or
Washington may receive shore duty someplace else, where the need is greater. A single set of sea billets, prioritized by U.S. Fleet Forces Command, and a single set of shore billets, prioritized by U.S. Fleet Forces Command and Bureau of Naval Personnel are advertised each application cycle as the Navy seeks to fill gaps at sea and place Sailors with the right experience levels and skill-sets into high-priority Fleet billets. Some factors a detailer must weigh when matching Sailors to jobs include the Sailor's desires, qualifications, training availability, career progression and cost to the Navy. Detailers won't assign Sailors to advertised jobs until after the close of the application phase, during the detailer selection phase. Sailors may log into CMS/ID anytime after the detailer selection phase to see if they have been selected for orders. Sailors can learn more about CMS/ID from their CCC or access CMS/ID by selecting the CMS/ID link on the Navy Personnel Command website at www.npc.navy.mil .

SecNav Names Multiple Ships From Department of Defense Public Affairs
Secretary of the Navy Ray Mabus announced today the next three joint high speed vessels (JHSV) will be named USNS Yuma, USNS Bismarck and USNS Burlington, and two littoral combat ships (LCS) will be named USS Billings and USS Tulsa. "It is my privilege as Secretary of the Navy to name these ships after five great American cities," said Mabus. "Several cities will be represented for the first time in the Navy fleet, establishing a new connection and tradition that forms a bond between a city's residents and the Sailors and Marines who serve in its namesake ship. For decades to come, these ships will sail in the fleet, building partnerships and projecting power around the world." Joint high speed vessels are named after small American cities and counties. The future USNS Yuma (JHSV 8) honors the city in Arizona and will be the fourth ship to bear this name. USNS Bismarck (JHSV 9) is the first naval vessel to be named in honor of North Dakota's capital city. USNS Burlington (JHSV10) is the first to be named for the city in Vermont. JHSV are high-speed transport vessels that serve in a variety of roles for the military branches in support of overseas contingency operations, conducting humanitarian assistance and disaster
relief and supporting special operations forces. Austal USA in Mobile, Ala., will build the three new JHSV, which will be 338 feet in length, have a waterline beam of 93.5 feet, displace approximately 2,362 tons, and operate at speeds of approximately 40 knots. Littoral combat ships are named to recognize cities that are one of the five most-populated communities in a state. USS Billings (LCS 15) is named in honor of Montana's largest city and will be the first ship to bear the name. USS Tulsa (LCS 16) will be the second ship named for Oklahoma's second-largest city. These ships are designed to defeat growing littoral threats and provide access and dominance in the coastal waters. A fast, agile surface combatant, the LCS provides the required war fighting capabilities and operational flexibility to execute focused missions close to the shore such as mine warfare, antisubmarine warfare and surface warfare. USS Billings is a Freedom-variant littoral combat ship and will be constructed by Lockheed Martin with Marinette Marine in Marinette, Wis. This ship will be 378 feet long, have a beam length of 57.4 feet and travel at speeds in excess of 40 knots. USS Tulsa is an Independence-variant littoral combat ship and is being built by Austal USA in Mobile, Ala. It will be 419 feet long and have a beam length of 103.7 feet and be capable of operating at speeds in excess of 40 knots.

Energy Conservation Simplest Ways to Start Saving Water at Home From the NSA Naples Energy Management Team
If you haven't taken the following steps towards water conservation in your home, then today is the day to start. • Fix all leaks. This is the most obvious thing that you can do to stop wasting water at home. • Replace your showerhead with a low-flow alternative. You shower every day so it's important to reduce the amount of water that you're using when you do. • Install aerators in your other faucets. Your showerhead isn't the only faucet where too much water is coming out at once. Add aerators to your other faucets to reduce the amount of water flow. • Convert your toilet to a low-flush toilet. Waste less water every time that you flush. One simple way to do this is to fill a plastic milk jug halfway with pebbles or gravel and put it inside of your toilet tank. • Insulate all of your hot water pipes. You waste a lot of water by running it to heat it up. This is a lot less likely to be a problem if your water pipes are properly insulated. • Water your plants with your extra water. Collect rainwater as well as safe water around the house and use this in landscape watering around your home. • Turn off the water when you are at the sink. When brushing teeth and shaving at the sink, stop letting the water run. Learn to wash your face with cool water instead of letting it run to heat up. These little things do make a difference day after day. • Do full loads of everything that requires water. Dishwashers and washing machines should never be run when they are only half-full. It's a waste of water. • Find ways to replace water use with other options. For example, if you usually use running water to thaw your frozen meats then consider stopping that practice and thawing them

Safety Department Hosts Motorcycle Safety Stand Down By MC2 Caitlin Feddersen, Navy Public Affairs Support Element-East Detachment Europe
Naval Support Activity (NSA) Naples’ Safety Department held a motorcycle safety stand down, June 7, on the Support Site. The outdoor course was held to refresh riders on the importance of proper safety while operating a motor bike and included hands-on exercises that focused on overall safety techniques, as well as tips for driving in Italy. “We teach a spiral approach for driving here,” said David Peters, traffic safety manager for NSA. “We call it rider radar. You’re looking close and then somewhere else all the time so your eyes are never fixed on one spot and you’re keeping a mental picture of everything going on around you.” Some of the topics covered included performing maintenance checks on a motor vehicle’s tires, controls, lights, oil, chassis and kickstand. Also covered was the search, evaluate and execute topic, or SEE. SEE is a method used while driving that helps teach motorists to search their surroundings, evaluate what
actions to take in a given situation and execute said actions. “You have to watch out for traffic, road conditions like potholes and changes in road traction,” said Peters. “That’s why we did the turning and braking exercises out here; that’s where, as motorcyclists, we hurt ourselves the most.” There are several motorcycle safety courses taught in addition to the yearly safety stand down. The Basic Rider Course, Experienced Rider Course and Advanced Rider Course are held every 2 weeks for the basic class and every month for the advanced classes. The Advanced Rider Course is required every two years for active motorcycle license holders in order to maintain their license and gas coupon privileges. Classes are taught not only by instructors from the NSA Safety Department, but also by volunteers who are active motorcycle riders. Sailors from the guided-missile destroyer USS Gonzalez (DDG 66) and Tanzanian People’s Defence Force (TPDF) navy exchanged best practices and exercised techniques of maritime interdiction in the Indian Ocean, June 6. The military-to-military bilateral training event focused on the fundamentals of visit, board, search and seizure (VBSS) through both classroom and hands-on training. A 13-member boarding team from the TPDF navy embarked Gonzalez and practiced a non-compliant boarding scenario in which participants tactically boarded Gonzalez at sea. The joint training was conducted to enhance the Tanzanian navy’s proficiencies in boarding vessels and strengthen regional maritime security. The event also served as an opportunity for partnership and cooperation between the two navies. "Today's VBSS exercise with the Tanzanian People's Defence Force navy was an excellent opportunity to interact with one of our partner nations in East Africa,” said Lt. Cmdr. Kyle Gantt, Gonzalez’s executive officer. “Not only were we able to build on the technical skills required to conduct maritime security operations at sea, we furthered relationships between our Sailors and the partnership between our navies. It was a great day of training at sea." Tanzanian navy members approached and climbed aboard Gonzalez via the destroyer’s rigid hull inflatable boats as if the event were a real world boarding. Once aboard, the boarding team demonstrated professional teamwork as they swept the ship and successfully handled the training scenario. TPDF navy personnel involved also felt that the combined training was exceptionally valuable. “Today was a great opportunity to learn new tactics, techniques and a different point of view,” said Maj. Patrick Sawala, lead training officer of the TPDF navy. “Today we were able to board a ship with a higher freeboard than we were previously used to. This was a very good experience for us.” Many aboard Gonzalez benefited as well, as they trained alongside their counterparts and shared best practices. "This was a great experience for all of us,” said Lt. j.g. Cade Spivey, Gonzalez's VBSS officer. “It's great to interact and train with other navies and see what each other bring to the table.” Gonzalez, homeported in Norfolk, Va., is on a scheduled deployment supporting maritime security operations and theater security cooperation efforts in the U.S. Naval Forces Europe-Africa area of responsibility.
neXCoM Gives $45.9 Million to MWr By Kristine M. Sturkie, Navy Exchange Service Command Public Affairs The Navy Exchange Service Command (NEXCOM) released its fiscal year 2012 audited financial report which showed a $45.9 million contribution to Navy Morale, Welfare and Recreation (MWR). “NEXCOM’s mission is to provide customers with quality goods and services at a savings and to provide quality-of-life program support to Navy MWR,” said Rear Adm. Robert J. Bianchi, (Ret), Chief Executive Officer, NEXCOM. “Our contribution of $45.9 million represents 70 percent of our 2012 NEX profits. So, not only do customers save an average of 21 percent, plus sales tax, when they shop at their NEX, the money they spend also ultimately supports their own quality of life.” Navy MWR uses the dividends from the NEX in a variety of ways. Installations receive part of the funds for specific installation level MWR efforts. The remaining funds are used for MWR capital projects to improve facilities. “The NEX contributions to MWR have been tremendous over the years and are what enable our program to continue to provide some of the best services to the Fleet, Fighter, and Family,” said Ed Cannon, Director of Fleet and Family Readiness at Commander, Navy Installations Command. “This partnership has been very fruitful and we continue to look forward to giving NEX contributions back to the Sailor in the future.” NEXCOM operates on the retail fiscal year calendar, which in 2012 was January 29, 2012 – February 2, 2013.

Mount Whitney Commemorates Battle of Midway By MCC Allison Pittam, U.S. Naval Forces Europe-Africa, U.S. 6th Fleet Public Affairs
Sailors gathered on the deck of the U.S. 6th Fleet flagship, USS Mount Whitney (LCC 20), to participate in a ceremony commemorating the 71st anniversary of the Battle of Midway, June 5. The Battle of Midway took place June 4-7, 1942, when U.S. Navy carrier strike forces, and shore-based patrol bombers prevented the Japanese from capturing control of Midway Island in the Pacific. The victory is viewed by many as the turning point in the Pacific and is an important marker in naval heritage. U.S. Sailors throughout the Navy take time to commemorate the historic battle. Vice Adm. Frank C. Pandolfe, commander of U.S. 6th Fleet, spoke about events leading up to the Battle of Midway and how it changed the path of history. “In the middle of 1942, people had begun to doubt if democracy could survive and whether freedom could survive,” said Pandolfe. “Then, three victories came our way. The Russians, at Stalingrad, stopped the Germans. The British Empire, at El Alamein, stopped the Germans in the desert. The U.S. Navy, at Midway, stopped the Japanese.” Pandolfe explained that from June 1942 to the end of the war in 1945, victory followed victory, but the pivot was the Battle of Midway in the summer of 1942. “If those victories had not taken place, the world we have today would be very different,” said Pandolfe. “That is why we are here today, to remember the young men and women who changed the future.” Several Mount Whitney Sailors

each and every member of our crew is, just listening to the different events that were described,” said Fire Controlman 2nd Class Christopher Light. “One individual can change the course of an entire battle. It’s really inspiring and gives me a great feeling of pride and accomplishment.”

BALTOPS 2013 Gets Underway

Strike Force NATO, U.S. 6th Fleet Embark Mt. Whitney; Conduct Integration Training By MCC Allison Pittam, U.S. Naval Forces Europe-Africa, U.S. 6th Fleet Public Affairs While embarked on the command and control ship, USS Mount Whitney (LCC 20), members of Striking and Support Forces NATO (SFN) and U.S. 6th Fleet completed a week of training, June 7, that focused on integrating U.S. Forces with NATO. One of SFN’s missions is to seamlessly integrate U.S. carrier or expeditionary strike groups into a NATO-led operation. The embark allowed the two staffs to practice how to do that, while also learning the cultural and language differences of the 11 nations that make up SFN. “We exist to integrate U.S. forces into the wider NATO maritime piece,” said Rear Adm. Tim Lowe, deputy commander, SFN. “It is the distinct combination of capabilities that exist aboard Mount Whitney that makes it the optimum strategic location for 6th Fleet and SFN maritime headquarters to be based,” “Mount Whitney is the command ship for U.S. 6th Fleet Commander Vice Adm. Frank Pandolfe, who also commands SFN. The flagship is the first choice for a command and control platform in the event of a SFN maritime operation,” said Craig Linderman, 6th Fleet’s Joint Training Readiness and Exercises division chief. Linderman explained that the integration training was also an opportunity for the two staffs get to know each other’s capabilities. “This opportunity allows us to build respect between our organizations and build rapport and develop bonds of friendship,” said Linderman. “By working through this process we make advances on four fronts; respect, rapport, understanding each other, and developing and building patience.” “Mount Whitney brings us together in a close environment. We work together and solve problems together, but we also get to know each other after the work day,” said Linderman.
To streamline multinational maritime operations between SFN and the U.S, the two staffs worked to overcome differences in language, culture and technology. “Working in a multinational environment provides an opportunity to learn and understand each other’s languages, different points of view and experiences. It is the combination of all of these elements that gives us the ability to reach solutions together, making us stronger as one force, rather than individual nations operating separately,” said Lowe. For French Navy Lt. Cmdr. Julian Glasson, who spent the past 15 years flying maritime patrol aircraft for the French Navy, working in a multinational environment onboard Mount Whitney was a new experience. Glasson joined last year to work in the SFN air branch managing air space planning and operations and said that for him, getting to know the people was the most valuable part of the integration training. “It is the most important thing to know each other, to know the people I will be working with,” said Glasson. “The key lesson for me is that while terminology might be different, getting to know each other brings a commonality between organizations and operations. As a structure, we have different acronyms, names of working groups and names of functions; but we have a singular goal.” At the close of the training the SFN and 6th Fleet staff gathered together to discuss what they had accomplished during the extended embark onboard Mount Whitney. “We learned quite a few lessons from past operations such as Odyssey Dawn and Unified Protector that we folded into this integration exercise,” said Capt. Jack Thomas, SFN, director of operations. “Fundamentally, we learned that the effective integration of U.S. and NATO forces requires detailed planning and very close working relationships to achieve the level of teamwork demanded by today's threat environments,” said Thomas. “We achieved these two things during this evolution. The U.S. and NATO teams are now better poised to roll up their sleeves together and tackle collective problems successfully."

This city was founded by Aleander Sergevevich Pushkin, who was a Russian author during the Romantic era. He is considered by many to be the greatest Russian poet and the founder of modern Russian literature. The group then visited the Peterhof Gardens and Park. The Peterhof Palace is a series of palaces and gardens laid out on the direct orders of Peter the Great. The Palaces and gardens are sometimes referred to as the Russian Versailles. The palace-ensemble along the city center is recognized as a UNESCO World Heritage Site. The group also enjoyed an evening cruise along the canals of St. Petersburg, which included a birthday celebration for one of the group members complete with cake and champagne. The weather, sights and entire event was outstanding.

In order to accommodate the increased demands, customers can now prepare a customized kit to better fit the needs of their families. Available items, which can be checked out for up to 60 days, include kitchenware, pots and pans, bedding, ironing boards and more. FFSC can extend the loan beyond 60 days on a case-by-case basis. A military ID card is required for inbound and outbound customers, and no reservations are needed. The items can be picked up or dropped off Monday through Friday from 7:30 a.m. to 4 p.m. In case of lost or damaged items, you may replace the items with new ones. May athletes of the Month From the Naples High School Athletic Booster Club
Amilia Espiet, a junior, has been named the Girl’s Soccer Athlete of the Month. Espiet started playing soccer when she was four years old. In her first year of playing soccer at Naples High School, she proved to be a selfless player who gave her all for the success of the team. Espiet is a captain and a leader on and off the field. As a dynamic midfielder whose skills allow her to play any position on the midfield line, she is composed and confident. She has the highest number of assists on the team. Her positive, winning attitude is contagious and inspires her teammates to greater performance. For Espiet, the team is a sisterhood, which just won the fourth-consecutive Division II soccer championship at Europeans in Germany.

Navy Looks to Relieve Administrative Burdens from Fleet By Terrina Weatherspoon, Defense Media Activity-Navy
The Chief of Naval Operations has developed a working group focused on reducing the administrative overhead on commands, allowing Sailors to spend more time and energy on "warfighting first." "Our goal is to give back to our warfighters, and includes everyone from the CO to the deckplate leaders, more time to focus on the things they need to do," said Rear Adm. Herman Shelanski, deputy to the director of Naval Nuclear Propulsion, and director for the working group. "These Sailors need to be mission ready, they need to understand their weapons systems, they need to know how to get their ship underway safely and they need time to do that." Instead, feedback from the fleet indicates that Sailors are spending far too much time on administrative tasks, such as duplicative training or competing requirements. CNO is hoping that a review of these requirements with an eye toward restoring balance will allow our force to be more efficient and effective.
"We plan to accomplish this task in phases," said Shelanski. In phase one we plan to really gather information, and look at the broad brush picture of everything out there that can affect us. In phase two we plan to narrow the scope and take a hard look at what we can take care of very quickly. Phase three is about putting that information into action - then repeat. This will be a flywheel where we constantly repeat the cycle to continue to find balance." Within the week the team plans to have a Website up, which will allow Sailors to begin submitting feedback immediately. The hope is that some commands have already identified ways to reduce some of these administrative burdens and will now have access to a broader audience in which to share that information. A survey will also be going out to solicit even more information from commands to find out what they are spending the most time on and get it fixed. "We want amazing, innovative creative young Sailors of any rank to write in to us," said Shelanski. "Here is an administrative process that I'm spending all my time on and if
I had an iPad and an app, I could save three hours a day." With that input they plan to move ahead quickly to get some affect back to the fleet and buy them some time. Although they want fast action from the fleet on this, they don't want this process to become another time drain on our Sailors. "We just need to know what is hurting everyone's head," said Shelanski. "Training is a big one, and we think there is a way to make that more efficient. Take something as common as a zone inspection. Walking around with an officer, followed by a petty officer, we've got a process in place that is sucking up time and this guy is writing things down, then he's got to go to a computer and fat finger the notes into a data base so there's got to be someone who has an idea on how to make that a little more efficient.” “The hope is that in a couple of weeks, once the team has a full excel spreadsheet of inputs; they can narrow the focus to some of the things that they can handle,” said Shelanski. “Maybe the training piece cause I think that is one that tends to affect a lot of the commands throughout the fleet.” "We think there is going to be a flood of information," said Shelanski. "So putting together that information in a proper manner so we can systematically go through it will be a challenge. But an even bigger challenge is the cultural change that we hope to effect in the future." The team will also look at Websites that hold repetitive information and try to find an IT solution to the problem. "If our sailors are burdened by systems like that then certainly it's one of the things we want to address," said Shelanski. "It's our obligation to Sailors to give them the time that they need to do the right things."
Davide DiCostanza, a freshman, has been named the Boy’s Soccer Athlete of the Month. DiCostanza plays left forward for the boy’s soccer team. He scored the first goal of the season against the Vicenza Cougars on March 23. He also scored the only two goals against the Aviano Saints on March 29. DiCostanza scored the majority of the goals this year during all our games and in the European Championship games. He maintained a positive attitude throughout by supporting and encouraging teamwork. DiCostanza is an exceptional player who is super fast and has a heart for soccer.
Isabel Krause, a senior, has been named the Softball Athlete of the Month. Krause had a .500 batting average, 9 RBIs, and two home runs for the month of May. Her onbase percentage was .578. Not only was she a key component statistically, but her dedication, effort, and leadership is apparent at the games, in practice and in school as well. Krause is a positive influence on those around her and she is always looking for ways to improve and make the team better.
Katherine “Alex” Guinn, a junior, has been named the Girl’s Track and Field Athlete of the Month. Guinn proved to be an essential piece to our girls track program this year. She always led by action and spoke quiet words of encouragement and motivation to her teammates. Although the girl’s squad went into Europeans qualifying in several relays and individual track events, they did not have having qualifying people in the field events. Guinn was very instrumental for our girls track squad’s DIV II third place title this season. She qualified and received a bronze medal for her individual competition in the 1600 meter run and was highly important for our girls receiving a bronze medal for their placement in the finals of the girls 4x800 relay. Guinn was named the girl’s track MVP this year.
Tyler Williams, a senior, has been named the Boy’s Track and Field Athlete of the Month. Williams is a leader on and off the track for the sports program. His leadership and motivation with his teammates and tireless energy in competition helped the boy’s track squad believe they can get back to Europeans and compete all the way down the stretch with the DIV I power houses. Williams’ efforts helped the team be one of the two DIV II schools to medal within the final races of the 4x100 and 4x400 against DIV I. He was named as captain for the track team and boy’s MVP for the year.

Steve Abbot, USN, (Ret), President and CEO, NavyMarine Corps Relief Society (NMCRS), June 10. "We are happy once again to represent the thousands of NEX
patrons who chose to donate to this Navy and Marine Corps focused cause and we are proud to present this check on behalf of our customers," said Bianchi. "This is the third year customers have been able to purchase benefit tickets to support the Navy Marine Corps Relief Society. Each year, NEX customers have responded with greater generosity and enthusiasm than the year before." Beginning in March, NEX customers were able to purchase a $5 card to benefit the NMCRS.

HMSN NEIL KAWAGUCHI Hospital Corpsman Seaman Neil Kawaguchi is one of the many “shining stars” assigned to U.S. Naval Hospital Naples’ Optometry Department. From the moment he arrived, and throughout the 11 months he’s been on board, his skill as an Optometry technician has been a huge asset. During this short time, he assisted in the treatment of more than 3000 patients and manufactured more than 700 pairs of glasses. Aside from his primary duties, he has taken on many added responsibilities, including sponsoring new staff members as they transition to life in Naples and serving as the Optometry Department’s Patient Relations Representative. Kawaguchi’s energetic lifestyle doesn’t stop when the work day ends. He has already taken full advantage of his time in Europe by traveling to numerous countries and enjoying his many hobbies. Snowboarding, kayaking, hiking, and physical fitness top his list. Kawaguchi is also pursuing a bachelor's degree in psychology. “Joining the Navy was not an easy decision for me. In the end, the reason I joined was to give me more in life than I could have working in my hometown, and the Navy has done exactly that for me.”

CDR ALEX AUBIN Cmdr. Alex Aubin reported to U.S. Naval Hospital Naples in July 2012 for duty as a staff radiologist. Due to his broad range of experiences, energetic attitude, and approachable demeanor, he has quickly been recognized as a dependable and valued leader, as well as an outstanding staff member and physician. As a testament to this, Aubin was recently selected by his peers to be the Chair of the Executive Committee of the Medical Staff. He will represent and serve the medical staff in this role for the next year. Aubin is a native of St. Thomas, U.S. Virgin Islands, so it’s not surprising that he particularly enjoys the bay islands of Naples, as well as Sicily. When asked about his experience in Naples, Aubin replied, “My favorite European experiences center around family time spent strolling through quiet mountains or cliff-side towns and enjoying the great outdoors."
