Secretary of the Navy (SECNAV) Ray Mabus visited U.S. Naval Support Activity Naples on the last stop of a 12-day tour of several U.S. commands throughout Europe and the Pacific April 13, 2015. After meeting with U.S. 6th Fleet Commander Vice Adm. James G. Foggo III and other military and civilian leaders, Mabus conducted an all-hands call with Sailors and Marines. With Italy’s famed Mount Vesuvius looming in the background on a warm spring day, approximately 500 Sailors and 200 civilians gathered at the Capodichino headquarters plaza to listen to Mabus discuss the important role they play in the ongoing security of our country and the Navy’s future. Before speaking, he encouraged the Sailors and Marines to break ranks and gather in close around the stage so he could see and hear them better, during the question and answer session, which would follow his remarks. “All of you are the face of America,” Mabus said. “The work you do here, I can’t overstate the importance of it.

Here at NSA Naples we are constantly striving to improve the customer service we provide to our tenant commands and service members. ICE comments are a great way to suggest improvements to your command and the installation. We often make changes to our services and programs as a direct result from the feedback we receive through your ICE comments. This week we took action, yet again, by adjusting the morning cleaning hours of the Strikers Snack Bar after a suggestion was received through our ICE comments. I take all comments seriously and we do our best to ensure they are answered in a timely manner. Ice is the modern version of the wooden suggestion box that used to hand outside of the CO’s office; visit ice.disa.mil and share your thoughts with leadership. This week we are continuing the Month of the Military Child with CYP Youth Sports and NHS Wildcats Spring Sports Opening Ceremony at Carney Park tomorrow with kick off at 9 a.m. The event features a flea market organized by MWR as well as representatives from WRA and the Fire Department to teach about Home Safety with informational material and fun activities. It is important to celebrate the children in our families this month. The military is not a lifestyle they actively chose and yet they are asked to change location, schools, and find new friends every few years just as their parents must. This month remember that their experience is different from the majority of their peers and, although that experience is unique and many do not know a different way of life, it is not always the easiest path. Both the Department of Defense and the Department of Defense Education Activity schools have a number of resources to support both children and families that may be having a difficult time coping with the military lifestyle. Our Fleet and Family Support Center has a variety of resources available to all our families. If you would like more information, militaryonesource.mil is also an excellent location to start your resource search. I often hear of new community members coming to Naples who are intimidated by the negative comments concerning the city. As with every city in the world there are things that people should be aware of and watch out for, however these cautions should not outweigh the tremendous cultural opportunities and the thousands of years of history that are on your doorstep. I ask all of you to keep an open mind and heart during your tour; take advantage of the opportunities and embrace the cultural exchange. Visit the city, walk along the oceanfront past one of Europe’s oldest aquariums. Explore one of the three castles that once protected the most bombed Italian city of World War II. See a show at Teatro San Carlo, the world’s oldest opera house. With so many things to do and see in Naples – in the midst of a warm and friendly local population – it is easy to enjoy the beautiful spring weather this weekend and have an experience that will last a lifetime.

Sexual Assault Awareness & Prevention Month The U.S. Navy designates April as Sexual Assault Awareness & Prevention Month (SAAPM) and the Naval Support Activity Naples Sexual Assault Prevention & Response (SAPR) program will have various activities through the month to help raise awareness. There will be awareness tables set up at various locations with program information and services. There is also a “Walk In Their Shoes” walking/ running mileage contest that is open to all commands. Managing Emotions Group Meeting on Thursdays Behavioral Health at U.S. Naval Hospital Naples is holding a Managing Emotions Group on Thursdays from 10 to 11 a.m. It’s currently only open to active-duty personnel, but future modules are expected for adult dependents, GS employees and DoD contractors. Group members will be able to learn what emotions are, how to effectively manage them, everyday life skills, and healthy ways to interact with others. Attendees can also improve social and communication skills through sharing their experiences with others in the meetings. Mind Body Meditation Group Meeting on Tuesdays Behavioral Health at U.S. Naval Hospital Naples is holding a Mind Body Meditation Group on Tuesdays from 11 a.m. to noon. Milan to Allow People, Pets to be Buried Together Milan’s municipal board agreed to allow pets to be buried alongside owners in cemetery burial areas. Pet ashes cannot be placed inside coffins but can be placed in urns affixed to tombstones or placed in the ground next to the coffins.
Divorced Spouses With New Partners No Longer Eligible for Alimony The Italian Supreme Court of Cassation ruled that divorces spouses no longer have a right to receive alimony once they have a new family even if they are not legally married. Pension funds are reportedly assessing how the ruling might impact pensions reverting to spouses after death, when the surviving spouse has formed a new family.
Ancient Olive Trees Threatened from Deadly Bacteria In the southern region of Puglia forestry officials have started to cut down ancient olive trees that are infected with a deadly bacterium called xylella fastidiosa which is believed to have been accidentally introduced to Italy from oleander plants that were imported from Costa Rica. Experts said the only way to stop its spread is to cut down the infected trees and spray the ground with insecticide. The xylella fastidiosa bacterium is spread by an insect and threatens to spread to the rest of Italy and across the Mediterranean. The alarm of an outbreak in the EU prompted France to announce a boycott of vegetables coming from Puglia, but farmers opposed the government’s slashand-burn plan, saying it won’t contain the bacteria’s spread. They said the European Union should invest in research to wipe out the bacteria. There were a dozen protesters who tried unsuccessfully to block the first trees from being cut. Some of the protesters climbed into the trees which some of them are centuries old, and tried to stop the officials of the Forestry Corps. The cut trees were burned to try to kill off the bacterium. Many more trees are to be cut down in the coming weeks.

Naples waterfront will host a harness racing this Sunday from 10 a.m. to 1 p.m. It’s the first time in Italy that a horse race will be held in the city. This event is free and everyone can participate and admire eight horses competing on a special track made on the Lungomare in Naples. It will be transformed in a real horse racing track: 10 feet wide and 250 cubic meters of sand to ensure a uniform layer of about five inches on which horses can run. The official start begins at 11:30 a.m. from Piazza della Repubblica and it will end at the Rotonda Diaz.
‘Homegrown’ Frozen Pizzas to be Produced A group of agricultural producers and frozen pizza Italpizza reached an agreement to produce a pizza made entirely from ingredients sourced in Italy. The frozen pizza aims to contrast a growing tendency to source ingredients for pizza made in Italy from abroad. Coldiretti, a farmers’ association said that 63 percent of frozen pizzas made in Italy have ingredients that come from thousands of kilometers away without any indication for consumers.
Naples Applying for European Youth Capital 2018 The city of Naples has announced its candidacy for the European Youth Capital 2018. There are 20 cities from across Europe that applied to receive the honor for a period of one year. The European Youth Forum (YFJ) is the platform of youth organizations throughout Europe. Representing 99 youth organizations, both National Youth Councils and International Non-Governmental Youth Organizations, the Youth Forum brings together tens of millions of young people from all over Europe, organized to represent their common interests. The Youth Forum works to empower young people to participate actively in society, to improve their own lives by representing and advocating their needs and interest and those of their organizations, and to effect positive change and innovative solutions to Europe’s problems.

NAVY HISTORY: NAVY CRUISERS ASSIST TITANIC SURVIVORS

On April 15, 1912, Navy light cruisers USS Chester (CL 1) and USS Salem (CL 3) sailed from the East Coast to escort RMS Carpathia, a Cunard Line transatlantic passenger steamship, which had rescued survivors of the Titanic disaster, to New York. A few hours earlier, about
10 p.m. on April 14, 1912, the “unsinkable” White Star steamer Titanic struck an iceberg about 400 miles south of Newfoundland, Canada, and sank in about three hours. Despite sending out numerous pleas for help via their wireless, it would be two hours before anyone realized Titanic was in dire peril, and six hours before
help arrived. As the mighty ship sank, people scrambled into the few available lifeboats. Those who couldn’t make it into lifeboats tried to survive by swimming in the chilly waters of the North Atlantic. Meanwhile, Carpathia was sailing from New York City to Europe. Her wireless operator had missed early, frantic distress messages from Titanic, as he was off duty at the time. Shortly after midnight Carpathia received Titanic’s distress signal. The Ship’s skipper immediately set a course toward Titanic. At full speed it took her four hours to reach Titanic’s last location. Unfortunately, Titanic sank before Carpathia arrived, taking the lives of more than 1,500 of her passengers and crew with her. While making a routine cruise off Nantucket, the Navy ordered Chester to intercept Carpathia and escort the steamship to New York.

Dispatched from the Brooklyn Navy Yard, Salem was ordered to offer necessary assistance to both Chester and Carpathia. At 4 a.m. Carpathia arrived on scene. After carefully navigating her way through the same dangerous ice fields that had claimed Titanic just a few hours earlier, Carpathia plucked 705 survivors from the lifeboats. Those who were in the water had already perished. Throughout the remainder of the night both Navy cruisers helped relay Carpathia’s wireless transmissions with updates and requesting assistance upon their arrival. The fact that this once “unsinkable” ship sank from a collision with an iceberg – and in a short time – made it clear that better and stricter maritime standards needed to be implemented to prevent another disaster at sea. The 1912 Report of the
U.S. Navy Hydrographer, along with British and American Boards of Inquiry recommendations, were incorporated into the 1914 International Convention for the Safety of Life at Sea. These required that every ship have lifeboat space for each person on board, and that lifeboat drills be held. An International Ice Patrol was established to monitor icebergs in the North Atlantic shipping lanes. It also required that ships maintain a 24-hour radio watch, and improved general safety regulations aboard ship. Within a decade, both Chester and Salem both performed daring duty during World War I. Sadly, within a decade, these two heroes of the Titanic disaster were decommissioned. On June 10, 1921, Chester was decommissioned at Boston Navy Yard, and on August 16, 1921, Salem was decommissioned at Mare Island, Calif.

April is Child Abuse Prevention Month (CAPM) and Month of the Military Child (MOTMC). It is the time that our nation remembers children who were abused and neglected. This month is also the time we celebrate children who are raised in a military family. The Navy’s CAPM theme is “Know the Difference – Discipline is not Abuse.” This message highlights the true purpose for child discipline – to teach good character and how to make good decisions. Unfortunately, many parents and child caregivers wrongly believe that effective child discipline must be punitive. Effective child discipline consists of age appropriate
punishment and rewards. It should include taking away privileges, while not denying a child his/her basic human rights. Case studies have shown that numerous child abuse incidents occur as parents and child caregivers discipline their children. In fact, findings of research studies indicate that non-corporal methods are very effective and this practice reduces the risk for child abuse. This year, Commander, Navy Installation Command (CNIC) captured the essence of both awareness campaigns with one enterprise wide activity – Take the Pledge to Stop Child Abuse. Computers, cable boxes, chargers, televisions, appliances and various other common electrically powered devices can be sources of phantom power drain. Vampire power continues to utilize electricity when a device is turned off. Approximately 75 percent of power consumed is from devices that are in “off” or “standby” mode. This is especially true for devices that support remote controls because a part of the circuit must always be “on” to receive the remote signal. How can you prevent vampire power? It’s simple: Unplug your devices when they are not in use. Unplug chargers as well. Invest in a power strip. Power strips can restrict the flow of electricity distributed to the devices with the flick of a switch.

NSA Naples expands recycling efforts to Carney Park From NSA Naples Environmental

NSA Naples Environmental has been implementing a vigorous recycling program at Capodichino that in few years has brought the recycling rates to more than 75 percent. With collaborating efforts between NSA Environmental and MWR, NSA Naples is now expanding its recycling efforts to include Carney Park. To make the recycling as easy as possible at Carney Park, MWR has placed sets of recycling bins for collection of plastic, paper and aluminum throughout all the facility. These recycling bins are located in all areas of the park, such as on the football and soccer fields, alongside picnic and pavilion sites, in the cabin
areas, along parking and restroom areas, as well as other locations where guests are apt to generate waste. Please help make the recycling program at Carney Park a success by taking the time to segregate waste and ensure recyclables are put in the proper recycling bins for pick-up. It is also important to remember that Carney Park is not a place to bring your household refuse as bins are available to accommodate park usage only. Remember the old adage “one bad apple spoils the bunch?” Well, it also applies to recycling. Contamination of recycling bins is a problem that can have major consequences – and one bad recycler can ruin an entire program.

We ask and we expect a lot from you, and we have never been disappointed.” Mabus, who is the 75th Secretary of the Navy, and a former Navy surface warfare officer, said the Navy’s global security contribution comes from people, platforms, power and partnerships, and that the people are better trained, educated and more skilled than any naval force in history. “What the Navy and the Marine Corps give to our country is presence; being in the right place at the right time and being in the right place all the time,” he said. “We are so much more agile and so much more versatile than any other force out there.” Mabus also said the Navy and Marine Corps’ inherent flexibility and adaptability is a result of dedicated service members working together. “We push responsibility further and faster than any other organization on Earth,” he said. “This is the most formidable expeditionary fighting force the world has ever known and it’s up to all of us to keep it that way.” Mabus also discussed several other topics, including: Improvements to deployment lengths; improvements to benefits; and combating sexual assault. “Platforms will grow over the next five years as the Navy looks to increase the number of ships deployed throughout the world, helping to maintain the presence of a powerful fleet,” he said. “Partnerships around the world, with NATO allies and regional partners, are important to maintaining interoperability and a forward presence.” Mabus then took several questions from Sailors who were concerned about cyber security defense, possible retirement benefit changes, renewable resource requirements for fleet assets and the world’s perception of the U.S. maritime defense strategy.

MCPON Launches eSailor Initiative at RTC By Sue Krawczyk, Recruit Training Command Great Lakes, Public Affairs
The Navy’s top enlisted Sailor, Master Chief Petty Officer of the Navy (MCPON) Mike D. Stevens, was on hand to distribute the first electronic tablets (e-tablets) to the Navy’s newest recruits at Recruit Training Command (RTC), April 7. The launch of the eSailor initiative is a pre-pilot, beta testing to two divisions of 70 recruits to help determine how well the device integrates into the training environment at RTC. The e-tablet will contain RTC curriculum, including training videos, texts and access to professional development websites. “As we exploit wireless, mobile technology through the eSailor initiative, I am certain there will be challenges, and we will learn lessons along the way, but we cannot let challenges of security, accessibility, and cost hold us back,” said Stevens. “We must embrace these challenges and work through them in order to remain relevant. I do not believe we have an option ‘not to’ embrace mobile technology if we are going to be relevant in our ability to function in the 21st century and beyond. We must do this and it must start now.” The goal of the e-tablet is to increase the quality of work and quality of life of both recruits and recruit division commanders (RDCs). The e-tablets will use technology already used in elementary through high schools across the nation and incorporate the RTC curriculum, creating a seamless educational transition from civilian to Sailor. In 2014, Stevens proposed the eSailor initiative to Naval Service Training Command (NSTC), which oversees RTC. Since then, the
NSTC-RTC team has worked to develop protocol for the use, care, and programming of the tablets. “Today is the first step in establishing an effective mobile technology program at RTC,” said Rear Adm. Richard A. Brown, commander, NSTC. “RTC and NSTC have partnered together to review training requirements, infrastructure demands, and technological capabilities to realize MCPON Stevens’ vision.” The pre-pilot will consist of a sixmonth study, serving as a rolling start to obtain qualitative data in a cost-effective manner. When a division graduates, the tablets will be collected and redistributed to collect three cycles of data, about 450 recruits in total. “We are continually looking for

Doug Pfeifle, commanding officer, RTC. “As the Navy’s only boot camp, we have an opportunity to impact every Sailor going to the fleet. We are an increasingly technological Navy and our boot camp must not only reflect, but precede the needs of the Navy. As the fleet continually advances in technology, our recruits and staff must embrace this shift as well. Implementing the eSailor initiative will help recruits interface with technology from day one.” Recruits will be instructed on the proper use, regulations and care of their tablets. At the end of each day,
tablets will be collected and placed within charging stations where they will be secured until the following day when they will be redistributed. “I think this is going to help our training because in today’s age everyone is so used to having technology right at their hands that we’ll be more accustomed to study on a tablet because we’re used to it,” said Seaman Recruit Karlie Breht. Currently, recruits receive over 100 hours of classroom and applied training. Much of this curriculum will be included on the tablet for recruits to access and study. For training purposes, the e-tablet for the pre-pilot will include: Navyowned RTC curriculum, a digital version of the Bluejacket’s Manual, and various other training courses. The tablets will also be used to increase the quality of life of recruits as this technology will facilitate communication with family and friends during time normally allotted to them for letter writing. “There is no better place to launch eSailor than where we launch every enlisted Sailor in the United States Navy, Recruit Training Command, here in Great Lakes,” said Stevens. “Our new Sailors and the professional staff of RTC will leverage this technology for training, while at the same time helping the Navy determine how to proceed into the future, for all Sailors – officer and enlisted.” RTC is primarily responsible for conducting the initial Navy orienta-

tion and training of new recruits. The command is commonly referred to as “boot camp” or “recruit training”. Boot camp is approximately eight weeks, and all 39,000 enlistees into the United States Navy begin their careers at the command each year. Training includes physical fitness, seamanship, firearms familiarization, firefighting and shipboard damage control, lessons in Navy heritage and core values, teamwork and discipline.

Each year Allied Joint Force Command (JFC) Naples organizes an event to celebrate the International Children’s Festival on April 23 to highlight global peace and unity. The Turkish National Element in JFC Naples will host the festival, since Ataturk, founder of the modern Turkish Republic, dedicated the Turkish national sovereignty day (The day the Turkish Grand National Assembly was
opened) to children on April 23, 1920. This year the International Children’s Festival will take place at the JFC Naples Soccer Field on April 23, 2015, with the attendance of six international and two local schools from Naples. Children will perform various dancing and singing acts, and there will be an award ceremony and exhibition of all of the paintings done by children who participated in the art contest for the International Chil-
dren’s Festival. International Children’s festival is a special event which reflects the good will and livelihood of children, invoking the feelings of friendship and unity. Children are our future and thus, their message is the strongest one to shape a colorful future full of peace and hope. The event is open to all families in the Naples community. The performance is free, but the Culinary Arts program is offering a set dinner menu.
