An annual physical examination is required by most schools, including base schools, and is an opportunity for the primary care provider to not only provide a physical examination of your child, but to also provide guidance and screening for any social or developmental issues. All school age children are required to have an annual physical exam by many schools, including our base schools. These are often the only opportunity for interaction between the school age child and their primary care provider (PCM). Aside from an actual physical exam and review of any medical issues that the child may have, this is an oportunity for someone other than the parent to provide guidance and screening for any social or developmental issues. If you child is interested in playing school athletic programs they will also needs a Sports physical exams, in fact it is required for high school sports competition on our base. We can conduct the sports examination requirements when we perform school physicals here at Naval Hospital Naples and it will be good for both sports

and school for a twelve months period. We, and the American Academy of Pediatrics, recommend both the annual exam and sports physical together to allow greater opportunity for provider to patient interaction. Immunizations are also important to maintain healthy children as they reduce the risk for devastating illnesses. It is recommended for your child to have vaccinations between four-(kindergarten) and 11-years (seventh grade). For children under the age of two years old, USNH Naples performs well child physical exams more frequently to monitor growth and catch any possible developmental issues as early as possible. They should have physicals at two weeks of age, 2, 4, 6, 9, 12, 15, 18 and 24 months of age then annually. Summer permanent change of station (PCS) season is upon us, which will be

U.S. Office of Personnel Management officials announced the results of the interagency forensics investigation on July 9, 2015, into a recent cyber incident involving federal background investigation data and the steps it is taking to protect those affected. In late May, as a result of ongoing efforts to secure its systems, OPM discovered an incident affecting background investigation records of current, former and prospective federal employees and contractors, officials said. The forensics investigation determined that the types of information in these records include identification details such as Social Security numbers; residency and educational history; employment history; information about immediate family and other personal and business acquaintances; health, criminal and financial history; and other details. Some records also include findings from interviews conducted by background investigators and fingerprints. Usernames and passwords that background investigation applicants used to fill out their background investigation forms also were stolen.

CAPTAIN’S CORNER By Capt. Doug Carpenter NSA Naples Commanding Officer

We’re halfway through Region’s “Energy Biggest Loser” contest and I want to thank the Naples community for helping with saving energy. With week two results out from the Region we’re not at the top, but we’re still in the hunt for the competition. We moved from fifth place to fourth place in week two, so please keep the press on through the rest of the month. I appreciate your focus on energy conservation so we can do our part, and also bring some well-earned prize money to NSA Naples. We sponsored two excellent community relations projects last weekend. The first was a group of our area chiefs and first class petty officers who traveled to the San Gennaro Church in Pozzuoli for a CPO 365 project to serve food and clean up the gardens. The second was our very active Naples Second Class Petty Officer Association who organized a Support Site perimeter cleanup with the Italian Fare-Ambiente environmental group. They finished the clean-up with a summer BBQ in the Housing parking lot with help from the USO, Commissary and Religious Ministries Team. Thank you for continuing to volunteer in so many projects and activities around the community. Please keep it up; you are making a big difference! This week, I took an impressive tour of the Vesuvius Geological Observatory with the director, Dr. Giuseppe Di Natale. He leads the team that monitors our area for seismic activity and keeps an extremely watchful eye out for signs that might indicate a problem. What an amazing facility with exceptional staff! The amount of effort Italy puts in to monitor our area is phenomenal. They pay close attention to the Vesuvius, Campi Flegrei, Ischia and Stromboli volcanoes. We are in good hands, and our Emergency Management staff works closely with Dr. Natale and the Civil Protection agency. We rely on both for our community’s safety. You can check out their website at www.ov.ingv.it. We are always seeking to improve our preparedness and cooperation with the local authorities. Our next big preparedness event is the annual “National Night Out” happening at the Support Site on August 4th. Summertime here is packed with great events for the family, and the beaches are extra busy this blistering summer. As we approach Ferragosto in August, keep in mind that this is when most Italians will take their family vacations. Though NSA Naples will maintain all services, a lot of our Italian employees will be taking time off in August as well. There will be fewer workers and perhaps longer waiting times in certain offices. If your pre-school facility is shut down during the month, please make plans in advance to get on the CDC’s waiting list. Some Italian stores and offices will shut down for almost the entire month, so be prepared and take care of what you can now. Enjoy the rest of your summer and take some time to explore the Italian countryside and the rest of Europe. It’s amazing what you can discover if you go off of the beaten path! Be safe, beat the heat, and I hope to see you at one (or more) of our many events this summer.

BASE NOTES Pet Policy Reminder The Pet Policy for NSA Naples can be found on the command website www.cnic.navy.mil/Naples and is meant to ensure the safety and comfort of all installation patrons. Pets onboard NSA Naples cannot be left unattended in a vehicle. This is always the case, but especially important with the high temperatures this summer. Additionally, all unattended pets in Housing must be kept indoors and may not be left unattended on balconies or patios. Pets taken outside are restricted from playground areas, must be cleaned up after, and must be kept on a leash and under the direct positive control of a capable handler at all times. A capable handler is a person 12 years of age or older who is capable of controlling their pet. Also, feeding stray or feral animals on government property is strictly prohibited. Reports of pet nuisances should be made to Dispatch at DSN 626-5638 or 081-568-5638. Upon discovering a nuisance, Security will complete an Animal Incident Report (AIR) and copies will go to the pet owner, Housing office and the Staff Judge Advocate. Examples of bothersome actions include incessant barking, an owner’s failure to clean up animal feces and pets damaging property. Registration for Support Site and Carney Park Summer Swim Lessons Summer Swim Lessons will be held at Support Site and Carney Park pools through July and August. Session 4 lessons at Support Site are held Monday through Thursday mornings, July 27- August 6. Sign up for Support Site lessons at the Support Site pool from July 24-26. Region’s “Energy Biggest Loser” Competition for July Navy Region Europe, Africa, Southwest Asia is conducting an “Energy Biggest Loser” Competition again this year for the month of July. The base with the highest percentage of energy reduction will receive $70K, second $50K, and third $30K. The competition is an attempt to raise awareness of energy use, promote energy saving behaviors and change our energy use culture. Energy bills are the

single largest expense for Navy installations, reflecting about 28 percent of the Navy's shore budget. NSA Naples intends on using prize money to make improvements at Carney Park for the benefit of our community, so please partake and doing your part at the office and at home. Here are some tips that will help us win: ensure all equipment is turned off when not in use, shutdown computer monitors after each workday, ensure lights are off when spaces are unoccupied, ensure office windows are shut (minimize A/C load), open windows at home, in lieu of using A/C, and use natural lighting whenever possible. “Benvenuti Teens” Orientation Program The “Benvenuti Teens” Orientation Program is open to 7th-12th graders who are new to Naples this summer. Here are the list of approaching classes and cultural trips. July 16: New Teen Orientation class will be held at the Support Site Fleet and Family Support Center at 10 a.m. July 16: Basic Italian class at the Teen Center from 1 to 2 p.m. July 20: Learn to make a “graffa,” Italian doughnut. NAVY HISTORY: DEATH OF CAPT. JOHN PAUL JONES From U.S. Naval Academy Public Affairs and Naval History and Heritage Command

During the French Revolution, Capt. John Paul Jones, the great naval leader of the American Revolution, died in Paris on July 18, 1792, at the age of 45, after months of suffering from kidney and lung disease. Lacking official status, Jones died alone in his apartment, jobless and nearly penniless. The American minister to France, Gouverneur Morris, had to figure out what to do with the naval officer who had fought so bravely for American independence. Morris was afraid the cost of the funeral would fall on his shoulders so he left instructions with Jones’ landlord that Jones was to be buried as inexpensively as possible. An admiring French friend and local politician, M. Pierre François Simonneau,

could not bear to have the former naval hero buried like a pauper. He believed Jones should receive a funeral befitting his status. Simonneau believed Jones’ body would one day be returned to the United States so he arranged to have the body preserved in alcohol and placed in a lead coffin and buried in St. Louis Cemetery, the property of the French royal family. Four years later France’s revolutionary government sold the property and the cemetery was forgotten. A century later, Brig. Gen. Horace Porter, a former Civil War officer and the American ambassador to France, spent his own money, and hired researchers to find Jones’ cemetery and the grave. In 1903 Porter’s team located the cemetery, which had been closed for many years

and had mostly turned into an overgrown pet cemetery. Porter employed dozens of workmen who sank shafts and dug trenches looking for the relatively-rare lead coffin. After weeks of tunneling through basement walls and streets, the workmen found three lead coffins: The first two being unidentified civilians, and a third lead coffin, which they hoped was Jones’ casket. Porter France’s foremost pathologist to make the formal identification. Remarkably, the corpse, which had been wrapped in a winding cloth and placed in straw and alcohol in a tightly sealed lead casket, was nearly perfectly preserved. At the University of Paris, a complete autopsy was performed. The investigators compared the head to that of a bust of Jones, which had been made in 1780 by

the sculptor Jean Antoine Houdon, who had used calipers and rulers to obtain exact measurements of Jones’s facial features. The study proved conclusively that the third body was John Paul Jones, and that he had died of nephritis (a kidney ailment), which was complicated by pneumonia Following an impressive parade, a religious service in Paris and a special train arranged by the French government to the port of Cherbourg, Jones’ remains were transferred to the USS Brooklyn, flagship of a special naval squadron sent by President Theodore Roosevelt

to bring Jones home to the nation, which he had helped to gain its independence. On July 24, 1905, the naval tug Standish carried the casket ashore at Annapolis, Maryland, for placement in a temporary vault across the street from the new U.S. Naval Academy Chapel, which was under construction. Seven years later, the chapel was completed. On Jan. 26, 1913, Jones’ remains were laid to rest in the crypt of the Academy Chapel. A Marine honor guard now stands watch over the man who became known as the Father of the U.S. Navy.

SPOTLIGHT: ABH3 AARON PARRISH In just two years in the Navy and one year with USO Naples, ABH3 Aaron Parrish has shown an extraordinary commitment to the USO Naples community programs, center operations, and especially opportunities for junior service members. He is always by the side of the Sailor, the family member, and USO Naples. Parrish has taken a leadership role in the monthly USO Open Mic night program. This new wellness program gives service members a venue to share their artistic talents and encourages all to step out of the barracks and to help support the community. This program sees 75 to 100 Sailors each month, now led by Parish. “Sailors come out, have a good time, and enjoy themselves after a long week at work,” Parrish said. Recently, after taking 96 hours of command leave, Parrish spent three days and nights supporting

USO Naples with a fleet visit and Fourth of July activities at Festa Americana. He was at Carney Park to share his experiences and advice about the area. He also picked up food supplies for Fourth of July barbecues for on-duty Sailors on the Arleigh Burke-class guided-missile destroyer USS Ross (DDG 71) and on board NSA Naples. Throughout this long weekend, his energy was unflappable. Parrish was also busy handing out American flags to children at Festa Americana, and encouraging families, troops, and locals to enjoy the fun Photo Booth. “It’s fun! I like helping people and there is a great sense of community among the volunteers,” Parrish said, explaining why he volunteers with the USO. The greatest challenge for him is time. It is remarkable that during his first duty station, Parrish

begun studying for his degree through online classes, earned several advancements, balanced the increased work and responsibility, all while donating more than 150 hours of his time to the USO, and 50 hours to other worthy organizations, including Joint Forces Unaccompanied Nation (JFUN), Coalition of Sailors Against Destructive Decisions (CSADD), and Chapel Services. He is consistently reaching out to other Sailors to encourage, engage and support. His leadership and accountability are extraordinary, even more so given this is his first duty station. His encouragement for others to get involved through participation and volunteering has improved many events, particularly, the Single Sailor Outreach Initiatives. His actions have not gone unnoticed, and this why Parrish was selected as the USO Volunteer of the Quarter.

Except for those living at the Support Site and Capodichino, bottled water is recommended. Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

Volunteers Help Clean up San Gennaro Church Garden From NSA Public Affairs

Fifteen service members from the Naval Computers and Telecommunications Station (NCTS) Naples Chief Petty Officers and First-Class Petty Officers hosted a CPO-365 community relations program, along with family members and civilians early on a Saturday morning to help renovate a large garden at the Franciscan San Genaro Church in Pozzuolli on July 11. Located between the Italian Air Force Academy and Volcana Solfatara, the 13th century Franciscan church garden is not only a beautiful garden, but it is used to feed the homeless. The church harvests oranges, olives and lemons for its Soup Kitchen Ministry. The garden is also noted for being an area for quiet reflection and meditation. The stunning view of the Mediterranean Sea has also made the San Genaro Church a popular location for weddings. The volunteers removed piles of branches, leaves and other debris from the base of olive trees and removed concrete rubble and garbage from a demolition project at the church. By early afternoon, the work was completed and the NSA volunteers had planned on serving lunch to the homeless. However, after working steadily in the hot sun, they were too filthy and sweaty to serve food. As a treat, they were invited to dine with the church staff and patrons. After lunch the volunteers returned to the base, tired, but satisfied with the work they had completed that day.

Gastronomical and cool summer events in Milan and Campania By Lou Freed

Expo Milano 2015 If you wish to experience and explore 145 countries on foot in a few days or longer, visit this mega event and theme park on “Feeding the Planet, Energy for Life.” A short train ride from the center of Milan, discover and be overwhelmed by the immense infrastructure covering approximately, according to organizers, a million square meters of space between the Rho, Milan and Pero city areas. The international venue, recognizable from afar for its wooden clad “hills,” showcases multicultural lifestyles, folk and gastronomic traditions either within unique, avant-garde, concrete, steel and glass-enclosures or in lush, tropical, rainforest or park simulations. In support of the main theme, the public could also explore any of the five subthemes ranging from human history and progress to feast and famine topics along with speculations on the future of food. The exhibition’s message is clearly communicated within Pavilion Zero at the Expo’s starting point, which is, though Earth has nourished man for ages, natural resources are limited and should not be wasted. Through compelling visuals aids, installations, videos, photographs and other media, Expo organizers aim to “educate the public” on the need to conserve and preserve nature’s bounties. At the event, participating countries unveil their views on food then present solutions for sharing our planet’s assets with upcoming generations. As well, nations meet and unite on site to hatch strate-

gies for quality of life improvement and environmental protection through state-of-the art technologies and responsible modus vivendi. Turning towards the Expo’s layout, the site recalls a cross-shaped Roman fortified camp with two wide avenues – a decumano and a cardo. Called World Avenue, the decumano (1.5 km or about a mile long) is lined with fascinating Self-Built Pavilions and theme-based Clusters. At Piazza Italia, where the two avenues intersect, the host country welcomes the world. Then, north of the cardo, the voluminous Palazzo Italia, which overlooks Lake Arena, impresses by its sheer size besides its concrete and glass structure. Moreover, the building draws visitors to the Piazza dell’acqua with fountains and a monumental 35-meter (approximately 114 feet) “Tree of Life” that enlivens with a spectacle of lights, water and floral show on the hour. However, it’s especially captivating and moving in the evening when action begins while Pavarotti renders a song in the background. If you’re still looking for more evening entertainment after this wonder, head towards the Open Air Theater for the Circus du Soleil performance. Speaking of Pavilions, 53 of the 145 participating countries built their own structures while the remaining nations, including many African countries, are housed within nine clusters named Bio-Mediterraneum; Islands, Sea and Food; Arid Zones; Agricultural and Nutrition; Coffee: Engine of Ideas; Cocoa and Chocolate: Food of the Gods; among others.

Long lines at national pavilions signal unique features or entertainment within their confines. Examples are Switzerland’s towers where visitors can freely help themselves to dried apples, instant coffee, salt and water (but with an intriguing catch); Brazil’s suspended net, Malaysia’s rainforest, Japan’s future restaurant, USA’s food trucks, Monaco’s shipping containers, Spain’s flamenco dancers, Chile’s musicians, Slovenia’s carnival characters, Calabria region’s dancers and myriads more. For foodies, the galore of 150-plus eateries including restaurants, bars, food and beverage corners, kiosks and street food stations means more than a day is needed at the Expo. At the whopping Eataly area, regional hosts and chefs await to spoil visitors and caress their palates with savory specialties. At some pavilions, such as those of Spain, Chile and Russia, complimentary food and wine tastings are offered; however, advance bookings are required due to high demand. Of great interest is Coop’s “Future Supermarket” located between the decumano and the cardo avenues. The building is complete with large flat screens providing food prices (read: no price tags) and nutritional facts. Robot packers at work are impressive and entertaining to watch. Fruit, vegetables, sandwiches and other food items can be purchased in situ and there’s even a DHL home delivery service available. What’s more, to delight and introduce visitors to the Expo’s Disney-designed mascot, Foody, its retinue of dancers and musicians parade through the decumano twice a day. Inspired by the motifs of the Renaissance painter, Guiseppe Arcimbolo, Foody’s face is a collage of 11 fruit and vegetables representing the event’s “integration of different people and cultures from around the world.” Expo Milano opens daily 10 a.m. to 11 p.m. through the end of October. This includes 19.7 million people who applied for a background investigation, and 1.8 million nonapplicants, predominantly spouses or cohabitants of applicants, officials said. There is no information at this time to suggest any misuse or further dissemination of the information that was stolen from OPM’s systems, they added. “While background investigation records do contain some information regarding mental health and financial

history provided by those that have applied for a security clearance and by individuals contacted during the background investigation, there is no evidence that separate systems that store information regarding the health, financial, payroll and retirement records of federal personnel were impacted by this incident,” OPM officials said in a news release. Separate From Previous Incident This incident is separate, but related to, a previous incident discovered in April affecting personnel data for current and former federal employees officials said. OPM and its interagency partners concluded “with a

high degree of confidence” that personnel data for 4.2 million individuals had been stolen, officials said. “This number has not changed since it was announced by OPM in early June, and OPM has worked to notify all of these individuals and ensure that they are provided with the appropriate support and tools to protect their personal information,” the news release says. numbers or other sensitive information were stolen. For the 21.5 million background investigation applicants, spouses or cohabitants with Social Security numbers and other sensitive information that was stolen from OPM databases, OPM and the Defense Department will work with a private-sector firm specializing in credit and identity theft monitoring to provide services tailored to address potential risks created by this particular incident for at least three years, at no charge. Notification Packages In the coming weeks, OPM will begin to send notification packages to these individuals, which will provide details on the incident and information on how to access these services. OPM also will provide educational materials and guidance to help them prevent identity theft, better secure their personal and work-related data, and become more generally informed about cyber threats and other risks presented by malicious actors. Other individuals whose name, address, date of birth, or other similar information may have been listed on a background investigation form, but whose Social Security numbers are not included, could include immediate family members or other close contacts of the applicant. In many cases, the information about these individuals is the same as information generally available in public forums, such as online directories or social media, and therefore the compromise of this information generally does not present the same level of risk of identity theft or other issues, officials said. The notification package that will be sent to background investigation applicants will include detailed information that applicants can provide to people they may have listed on a background investigation form. This information will explain the types of data that may have been included on the form, best practices they can exercise to protect themselves, and the resources publicly available to address questions or concerns, officials said. New Resources OPM launched a new, online incident resource center at

This resource site will be regularly updated with the most recent information about both the personnel records and background investigation incidents, responses to frequently asked questions, and tools that can help guard against emerging cyber threats, officials said. Top Five Excuses Not to Wear a Life Jacket From the Safe Boating Campaign

In 2012, the Coast Guard counted 4,515 accidents that involved 651 deaths and 3,000 injuries as a result of recreational boating accidents. Seventy-one percent of all fatal boating accident victims drowned, and of those victims, 85 percent were reported as not wearing a life jacket. You can still have fun on the water while wearing a life jacket and boating responsibly.

Here are the top five excuses not to wear a life jacket, and the reasons why you should wear life jackets. The number one reason to wear a life jacket is it can save your life, or the life of someone you care about. 1. “I have life jackets on board.” Having life jackets on board the vessel is not enough. Accidents happen too fast to put on a stowed life jacket. 2. “I’m a strong swimmer.” Even a strong swimmer needs to wear a life jacket. During an emergency, clothing can become heavy or waterlogged while in the water. 3. “It’s too hot and doesn’t look cool.” Old-fashioned, bulky orange life jackets have been replaced with new styles, like inflatable life jackets that may resemble a pair of suspenders or a belt pack. These are much cooler in the warmer weather. 4. “It gets in the way.” There are life jacket styles available for any recreational water activity – fishing, water sports, hunting, paddling and more. There are even styles for pets! 5. “Nothing is going to happen to me.” Face it, accidents happen. Boating can be a fun, safe and enjoyable activity, but when the “Wear It!” message is ignored, the consequences can be grim.
