U.S. Navy Establishes New Base in Romania Sailors attend the Navy Support Facility (NSF) Deveselu, Romania establishment ceremony on Oct. 10. NSF Deveselu, formerly an unused Romanian airfield, is the first U.S. Navy base established since Naval Station Everett in 1987. The installation, scheduled to be operational next year, will be part of NATO's Ballistic Missile Defense (BMD) system. Increased Force Protection Measures

This week we increased our force protection posture in Naples and also throughout the entire U.S. European Command area of responsibility. This is an important part of our commitment to ensure the safety and security of our community. I ask that everyone remains vigilant and aware of their surroundings. Remember S5I, if you See Something Suspicious, Say Something Immediately! Thank you for your patience and understanding while coming through the gates and for complying with our security personnel’s instructions. We had some sad news this week with the passing of Anna Acciarino. She was a wonderful and dedicated Italian employee in our Tax-Free office. Anna was with us since 2001 and will be dearly missed. I thank the community for the outpouring of concern for her family and her coworkers. For all U.S. personnel, there are only 2 more weeks until the Nov. 4 general election and I encourage you to visit FVAP.gov and register. If you requested, but haven’t received your state ballot, use the Federal Write-In Absentee Ballot as your back-up. The online assistant at FVAP.gov will pre-populate your ballot with candidate lists depending on your Congressional District. To begin, just select your state from the drop-down at FVAP.gov and then select get my ballot. Mail delivery times vary and it may take longer than expected for your ballot to get to your state. The Military Postal Service Agency provides free expedited ballot delivery and ballot tracking for service members and their families. They will place the Label 11- DOD on your ballot envelope and you can then go to www.usps.com to track the status of your ballot en route to your local election office. For further assistance, contact your command Voting Assistance Officer or call the installations Voting Assistance Officer, Lt. Navarro, at 081-568-6893. You can also send an email to vote.naples@navy.mil. We have a busy night planned for Halloween this year and I know a lot of parents and kids are looking forward to trick or treating at the Support Site and MWR’s Spooktacular event. We encourage all of our Housing residents to set up outside the doors of your building, or just inside if the weather doesn’t cooperate. This will help keep kids safe and not force them to trek up and down a lot of stairs in their costumes. We don't want any falls while the kids are out trying to have a good time. Please ensure we secure trick or treating in Housing by 2100 to be respectful of our neighbors. Spooktacular is sure to be a great time and I heard we had a few thousand visitors at last year’s event. We’ll have a hayride, a maze, music, plenty of food vendors and some fun contests. Also, our Seabees will once again be building their renowned haunted house. So come out and check out all the different groups and organizations at their trick or treating booths, get some free candy and have a great time. A little sooner than Halloween is Tuesday’s Town Hall meeting at the Support Site movie theater. I'll pass along current updates relevant to the community and I look forward to answering any questions you might have. The Town Hall begins at 6 p.m. and is for all personnel and families assigned to the Naples area. The holiday season is right around the corner and I encourage everyone to take advantage of the many opportunities we have to travel. Be smart and use common sense risk management before each trip. Plan them out ahead of time if possible and always utilize a designated driver or public transportation if you're going to drink.

The U.S. European Command area of responsibility force protection condition will be raised through the afternoon of Friday, Oct. 17. This elevated posture is not in response to a specific threat, but is due to force protection concerns throughout the EUCOM area of responsibility. EUCOM has taken this step based on our firm commitment to make every possible effort to ensure the safety and security of our personnel. In addition to this demonstration and validation of force protection measures, it is vital that every member of our European community remain vigilant and aware, and report suspicious activity to local officials.

2014 Military Mail Holiday Mailing Dates Here are the recommended mail-by dates for ‘best chance’ delivery prior to Dec. 25 as published by the U.S. Postal Service and the Military Postal Service Agency.

Insurance is strongly suggested on all holiday packages. Community members are asked to ensure boxes are clearly addressed and free of markings. All outgoing mail requires a custom declaration form and packages are prohibited from containing items such as wine, counterfeit goods and other restricted items. Bicycles and Strollers Collected from Housing Unlabeled bicycles and strollers collected from Support Site Housing from April to September are in the MWR Warehouse parking lot, located between the carwash and the POV lot. If community members feel their item was mistakenly taken or would like to reclaim it, they can visit the parking lot to see if it is there. If located, please contact Housing’s Peter Parillo at DSN 629-4287 or 081-811-4287 to reclaim the bicycles or strollers taken during the periodic collections. The ongoing effort helps clear away objects that may have been left by previous residents or otherwise abandoned. The items not reclaimed will be fixed before being donated to a charity organization.

AFN Conducting Streaming Survey – Help Shape the Future of AFN American Forces Network (AFN) is asking for your help to shape the future of how they deliver entertainment, news and sports programming to their audience. AFN is now in the exploratory stage of also delivering programming to its audience via streaming and on-demand services. They need to know what you would like to see and how you would like to get it. Go to www.MyAFN.net and click on “AFN Streaming Survey” to take part or visit www.surveymonkey.com/s/ afnstream. The survey takes about five minutes and will have long-term impacts on how AFN will continue to bring a ‘touch of home’ to its audience.

Morale, Welfare and Recreation (MWR) Information, Tickets and Tours (ITT) is undergoing a change of websites. The new site is www.naplesmwr.org and will soon have general information posted. It is scheduled to be fully functioning and allow online payments in the coming weeks. Adoption Awareness Fair The Fleet and Family Support Center will be hosting an Adoption Awareness Fair on Friday, Nov. 21. The fair will take place in the Support Site Fellowship Hall from 9 to 11 a.m. Five families are being sought out to participate in a videography project to share their adoption stories with our community. Support Site Recycling Coordination Lt. John Sowers is the recycling coordinator for the Support Site and will be working with residents, the lease holder, and the garbage collection company to improve the recycling and waste collection program at the Support Site. The walled-in areas in the parking lot beside the North Park soccer fields and beside the South Park softball field are not trash collection areas and have been marked off. These two areas are no longer designated pick-up points, so refrain from leaving waste in them. If community members have suggestions or feedback on improving the base recycling program, please contact Lt. Sowers at DSN: 629-4431.

Now – Nov. 14: Capodichino Parking Garage Pressure Washing Contractors are performing deep cleaning pressure washing of the east and west parking garages on Capodichino until Nov. 14. Each floor will take approximately two days to complete. The schedule is posted at the parking garage and each level will have signs in advance of the scheduled cleaning. No parking is allowed in sections having work done on them. Traffic flow in the parking garages will not be interrupted or impacted.

Now-Dec. 15: Winter Youth Basketball Registration Registration for Winter Youth Basketball Season is now open and runs through Dec. 15 for youth ages five and above. Oct. 17: Pizza Festival 2014 Enjoy a true Neapolitan pizza served hot out of the oven, right on the Support Site. The WRA (the Italian employees’ welfare association) brings pizza ovens, Neapolitan folkloric entertainment, and a bounce house to the Village Forum Square on Friday, Oct. 17 from 4 to 9 p.m. This event is open to all personnel with base access. Oct. 20-24: Get Golf Ready in 5 Days If you don’t know how to golf, this class is what you need to learn the fundamentals of the game. Oct. 25: Annual 5K Zombie Fun Run at Carney Park Run your way through obstacles and dodge zombies without losing all your life lines (flags) at the Annual 5K Zombie Fun Run on Saturday, Oct. 25. The run will be held at Carney Park at 5:30 p.m. and is open to all ages. Packet pickup and registration begins at 4 p.m. Pre-register at the Support Site Youth Center and get a discount on the fee through Oct. 10 with a cost of $13 for adults and $8 for youth under 17 years. After that the cost will be $15 for adults and $10 for youth until Oct. 24. Last-minute registrations will also be taken on the day of the event at a cost of $15 for all ages. Oct. 25: Rafting with NOR Center The Navy Outdoor Recreation center is offering the chance to get your feet wet on a Class I + / II+ whitewater river rafting trip. The trip is on Saturday, Oct. 25 and is suitable for ages 12 and older. Transportation, guide and all equipment is included in the price of 49 euro for adults and 39 euro for ages 12-14. Illegal Breeders Brought to Heel An illegal breeding kennel on a farm near Bacoli, Naples, was seized by police on Tuesday. Many dogs, protected turtles and other animals were found living in appalling conditions. Expensive breeds such as Yorkshire terriers, Chihuahuas, Doberman Pinschers, and even five Neapolitan Mastiffs, some of them blind, were jammed into rabbit hutches without being able to move or drink. The farmer, his wife and two children will be charged with animal abuse, illegal breeding and selling of animals, possession of protected animals, sanitation and hygiene violations.

Severe Flooding Strikes Northern Italy Torrential rains, high winds and floods hit Northern Italy last weekend and continued to wreak havoc on Wednesday. More than 180mm of rain was recorded in Genoa, Liguria region, with more than a month’s worth of rain, causing the river Bisagno to break its banks. The destructive floods caused the death of a man and millions of euros in damage. Residents were angered that no alarm was raised and at the government’s failure to build flood safety measures, especially in light of the 2011 disaster, when seven people lost their lives, and 35 million euros set aside for flood-prevention work disaster were not spent because of legal wrangling and bureaucracy. The government has announced the release of 95 million euros for flood protection work on the Bisagno River. Many volunteers, known as “mud angels," have been worked to clear up the mud in the flood-hit city. The emergency alert was lifted Tuesday morning following a let-up in the torrential rainfall that caused millions of euros in flood damage. Parma, Emilia Romagna region, suffered severe flooding at the same time as Genoa. The Baganza River broke its banks and left part of Parma buried in mud. More than 30,000 Italian prosciutti were swept away in dirty flood water which also threat-

ened crops, a farm group announced. Torrential rains and flooding also hit hard in Maremma, Tuscany, where two sisters died when their car was swept away after the Elsa River burst its banks. Residents in the town of Orbetello were alerted via text message and asked to move to the upper floors of their houses; other residents living in high-risk areas were evacuated. Meanwhile, northeastern Italy was hit by heavy rains and a woman was killed after a landslide destroyed her house in the province of Trieste.

Village Celebrates Centenarians Montemaggiore Belsito, a village near Palermo, held a special celebration to honor nine centenarians, whose ages ranged from 100 to 102. The secrets to longevity in this town of just 3,500 residents have been credited to fresh air, the beautiful environment and natural spring waters. The oldest living person in Europe is a woman from Verbania, in Piedmont region who will turn 115 in late November.

Raiders of the Lost Art Special art police recovered about 15 million euros stolen art including the historic Pantheon by Pannini and the Lamentation by Giovanni Battista Caracciolo, known as Il Battistello. The Pannini was recovered from a bank vault and the Lamentation from an antique shop in Cagliari, Sardinia. Carabinieri also discovered two sarcophagi dating from the first and third centuries A.D. The Lamentation painting was stolen in 1980 from D’Avala Castello of Valva, near Salerno and investigations is ongoing into how it ended up in the Cagliari dealer. The Pannini was traced through Switzerland after it had disappeared during restoration. More than 1,300 archaeological art works were recovered and many of them will be returned to the owners, the Carabinieri said.

In Memoriam: Anna Acciarino anna acciarino, age 37, passed away during the night of Oct. 10, 2014. acciarino began working at U.s. naval support activity naples in 2001. she transferred to the tax-Free administration Office from the navy Gateway Inns and suites in 2006 and was a hardworking and dedicated employee. she was a wise, gracious and caring person whose positive attitude reflected upon all those around her. she was a happy, fun-loving person who was always able to bring a smile to your face. a funeral was held at Chiesa del Buon Consiglio in Capodimonte on Wednesday. acciarino is survived by her husband of seven years and their two children. she will be dearly missed and lovingly remembered.

A Weekend of Architecture and History in Hamburg

hamburg’s Rathaus (City hall) was built in 1886 and is one of the finest pieces of architecture in town.

Art Nouveau and other turn of the century construction abound in hamburg, even though much had to be rebuilt after World War II.

There is a sense of history gained walking the streets of Hamburg. Art Nouveau buildings still line many boulevards, the churches can be downright medieval and even places completely destroyed in the World War II bombings were rebuilt exactly as they had been, reinforcing the feeling that Hamburg found its style a long time ago and has worked hard to keep it. That’s what drew me to the Free and Hanseatic City of Hamburg in the first place. Established in 1189 A.D. as a Holy Roman Imperial Free city and one of the principal cities of the Hanseatic League which dominated North and Baltic Sea trade for centuries, Hamburg has centuries of history behind it. Practically recreating itself at the end of the nineteenth century the town has blocks of warehouses, apartments and other

buildings in the popular styles of that day and it feels like that’s still the mainstay ‘traditional’ architecture of Hamburg today. The finest piece of architecture in town is undoubtedly the Rathaus (City Hall). At a glance the massive Neo-classical hall is very ornate and beautiful, the basic design is symmetric but looking longer and more closely reveals layers of small, unique details throughout. The surrounding neighborhood is also full of characterful buildings from around the turn of the century and includes two very old churches, St. Jacobi (St. James) and St. Petri (St. Peter’s). Originally built hundreds of years ago and rebuilt several times since, they’re grandly scaled with high spires that made the medieval peasants look towards the heavens whether they wanted to or not. Besides St. Petri, the Hulbe-Haus is a quirky place worth a moment to appreciate its oddball decoration and fanciful design. Another

Rickmer Rickmers is an 1896 steel-hulled bark turned museum at Landungsbrucken. standout is the Hauptbahnhof (Central Train Station) with its combination of Art Nouveau and Neo-classical elements. The Landungsbrücken, or St. Pauli Piers, on the Elbe River-front is one of the main tourist thoroughfares and where I spent a good deal of my trip. Landungsbrücken is a reconstruction of the pier’s early 1900s shipping station but now houses souvenir shops and restaurants such as the Hard Rock Café and Blockbrau, which brews its own brand of Munich-style wheat beer in the restaurant. Home to numerous street performers and the constant flow of travelers coming and going from river tour boats makes Landungsbrücken a lively place. Shipping has been a defining feature of Hamburg since the beginning, so it’s fitting that it has two preserved cargo ships as museums, the Rickmer Rickmers at Landungsbrücken and the nearby Cap San Diego. Rickmer Rickmers is an 1890’s steel hulled tall ship and the Cap is from the 1960s, the contrast of the two showing how far shipping technology had advanced in 60 years. Down the waterfront from those two is a Soviet Tango-class attack submarine, U-434. Though it has nothing to do with Hamburg it was still fun to crawl around a submarine that was an enemy vessel when I was born. Hamburg has few view-obstructing skyscrapers and the church towers still dominate the skyline as they have since there was a Hamburg. This makes the tower of Hauptekirche St. Michaelis (St. Michael’s), or “Der Michel,” the best place to take in the city view from on high. The church’s tower is one of Hamburg’s landmarks and is hard to truly appreciate it in its scale. The tower is 132 meters (433 feet) tall but from the ground didn’t feel that towering because the entire church is massively proportioned making it appear almost “normally” sized until you realize the doors are over twenty feet high and the railing on the tower’s cupola is much taller than a man. In the Speicherstadt (Warehouse City) I came for the architecture, but stayed for the museums. Speicherstadt is the old warehouse district and is entirely composed of brick warehouses built between the 1880s and 1927

Most of the museums are small and very focused, such as the Speicherstadt Museum and Spice Museum, except for the International Maritime Museum which encompasses

an entire warehouse full of artifacts, maritime art and models on everything related to ships and the men who sail them. Visiting Hamburg museums gave me a greater appreciation for the conveniences of our modern world as I learned Hamburg was heavily involved with importing expensive and exotic spices like cane sugar and black pepper; luxury items you’ve probably never tried.

USS America Joins the Fleet By MC1 John Scorza, USS America (LHA 6) Public Affairs

USS America (LHA 6), the Navy's newest and most technologically advanced amphibious assault ship, was commissioned during a formal ceremony at Pier 30/32 during San Francisco Fleet Week, Oct. 11. More than 8,000 friends, family members and invited guests gathered in front of the ship to witness its introduction to the fleet. During the ceremony, Adm. Harry B. Harris, commander, U.S. Pacific Fleet, commended the crew for their performance during acceptance trials and sailing around South America. He said because conflict and crisis can arise at any time, warships like America will be needed as the nation conducts its strategic rebalance to the Pacific. At the conclusion of his remarks, Harris introduced Secretary of the Navy the Honorable Ray Mabus, who spoke of the importance of having a ship named America join the fleet. “This ship, forged in a shipyard in my home state of Mississippi, with components and systems and parts manufactured all across this great country, is a symbol of the long and historic links between the citizens of this country and our Navy and Marine Corps who defend them," Mabus said. "Having a ship named the America, sailing the world's oceans, defending freedom and peace and helping those in need, as we have for more than two centuries, is crucial to America and to our Navy and Marine Corps." Following Mabus' remarks, in a time-honored Navy tradition, Mrs. Lynne Pace, ship sponsor and wife of retired U.S. Marine Corps Gen. Peter Pace, former chairman of the Joint Chiefs of Staff, gave the order, "Man our ship and bring her to life!" The crew responded by saying "Aye, aye, ma'am" and began running toward the brow to man the ship as the Navy Band Southwest played "Anchors Aweigh." Crew members took their places, side-byside, manning the rails as the ship's systems came online. Radars, weapon systems, and other parts of the ship began moving to symbolize the ship "coming to life."

After the crew manned the rails, Capt. Robert A. Hall Jr., commanding officer of USS America, stepped forward to deliver his remarks. "To the crew of USS America, as plankowners we've been granted awesome responsibility and great privilege to send America out to sea on the right course," Hall said. "You've worked extremely hard thus far to get her to this point, performing extraordinarily on our maiden voyage around South America. I thank you for that incredible effort, and I'll tell you, it's just the beginning." Hall said the ship is named after the greatest country on Earth and spoke of the legacy America will carry forward. "It's only the greatest country because it values everyone's contributions," said Hall. "It takes every one of us doing our part, working together, dedicating ourselves to preserving the ideals of freedom and democracy that make this country great." America is the first ship of its class and the fourth ship named "America." The first America was originally a racing schooner launched in 1851 and served in the Navy until 1873 before returning to civilian life. In 1921, she was presented to the Navy for preservation as a relic and remained at the U.S. Naval Academy until being scrapped in 1945. The second America transported troops during World War I. The third ship to bear the name was a Kitty-Hawk class aircraft carrier, CV 66, which supported operations from the Vietnam War through Operation Desert Storm. America weighs 44,971-tons, is 844 feet in length and has an overall beam of 106 feet. It's equipped with a fuel-efficient, hybrid electric propulsion system, the same built for USS Makin Island (LHD 8), which is an energy initiative designed to give the ship the benefit of increased range, endurance, and time on station, enhancing its combat capability. It also provides greater flexibility in scheduling refueling and reduces maintenance costs. The ship is optimized for aviation and will be capable of supporting current and future aircraft, such as the tilt-rotor MV-22 Osprey and F35B Joint Strike Fighter. It was designed with additional aviation

spaces and provides increased aviation capacity, including an enlarged hangar deck, the realignment and expansion of aviation maintenance facilities which provide a significant increase in available stowage for parts and support equipment, and increased aviation fuel capacity. Sailors and Marines from amphibious assault ship USS Bataan (LHD 5) departed Naples, Italy, Oct. 14, following a scheduled port visit. This port visit served to continue U.S. 6th Fleet efforts to build global maritime partnerships with European nations and improve maritime safety and security. Bataan conducted this port visit as part of a scheduled deployment to the U.S. 6th fleet area of operations. Bataan served as the platform for a reception hosted by Adm. Mark Ferguson, commander, U.S. Naval Forces Europe-Africa, for local Naples distinguished guests and U.S. Embassy officials, Oct. 11. The event provided Ferguson an opportunity to express his gratitude for Italian support of the U.S. Navy. "The Bataan, her Sailors and her embarked Marines represent the best and brightest of America," said Adm. Ferguson. "Her visit to this historic city is indicative of how much the United States deeply values our long-standing relationship with Naples, the Campania Region and Italy." While in Naples, Sailors and Marines participated in two community relations (COMREL) projects. COMRELs enable Sailors and Marines to give back even while deployed. At Franciscan Sisters of the Sacred Hearts, a children's home and pre-school, Sailors and Marines repaired and beautified the playground and interacted with the school children. Sailors and Marines also helped distribute food at Sisters of Charity Soup Kitchen to people who visited for a daily meal. where else," said Chaplin Lt. Hardy Owens. "But they chose to serve the community in Naples. After almost a nine-month deployment and five COMRELs it is always gratifying to serve the host country." Sailors and Marines also had a chance to explore the sites in Italy through Morale, Welfare, Recreation (MWR) tours to Rome, Pompeii, Capri, and a tour of a Campania vineyard. "It was fun, exciting and full of history and I would like to return," said Logistics Specialist 2nd Class Raul Bautisa. "My favorite tour was Pompeii. We had great food, saw amazing historic landmarks and had a chance to climb to the top of Mount Vesu-

vius for an amazing view." Bataan and her crew have been deployed since Feb. 8. During its brief time in the U.S. 6th Fleet area of responsibility, the Bataan's presence will help to strengthen regional maritime partnerships with partner nations and help maintain a safe and secure maritime environment. By From USS Cole (DDG 67) Public Affairs The Arleigh Burke-class guided-missile destroyer USS Cole (DDG 67) conducted a remembrance ceremony for fallen service members of the October 12, 2000 terrorist attack. Paraded on the flight deck, the crew stood at attenton as the ceremony began at 11:18 a.m., the exact time when suicide bombers detonated an explosive-laden boat directly against the port side of the ship while refueling in Aden, Yemen. Seventeen Sailors were killed and 37 were wounded as a result of the attacks. The blast tore a 40-by-60 foot hole in the side of the ship. Sailors fought valiantly for 96 hours, freeing shipmates trapped by twisted wreckage, containing flooding, and restoring engineering systems vital to the ship's survival. During the memorial ceremony, a 21-gun salute was fired and taps played to honor the 17 Sailors who lost their lives in service to their country. A ceremonial wreath, made by Cole Sailors, was laid off the port side of the ship in memory of the Cole Heroes. "Today we will honor 17 Shipmates, 17 Heroes. The spirit, honor, and courage represented by these heroes lives in our crew's core values and in our determination to defend our great nation," said Cmdr. Dennis Farrell, commanding officer of USS Cole. "Our ship will always be linked to the American resolve. My crew stands on the shoulders of our fallen shipmates, and we will never forget them and their families' tremendous sacrifices." Chief Fire Controlman Andrea Ospina, who joined the Cole in 2002 and helped take the ship out on its first deployment after the attack, spoke as guest speaker during the ceremony. She stressed that it was important to honor their legacy and remember their sacrifice, as Sailors are what makes a ship great. After the ceremony, the crew gathered on the messdecks where several artifacts of the attack and pictures were displayed for them to pay further homage to those who withstood the attack. Cole, homeported in Norfolk, Va., is conducting naval operations in the U.S. 6th Fleet area of operations in support of U.S. national security interests in Europe.

‘Historic’ U.S. Naval Support Facility Established in Romania

The following blog from Rear Adm. Jack Scorby, commander, Navy Region Europe, Africa, Southwest Asia, touches on the historical significance of the establishment of the Naval Support Facility in Deveselu, Romania, and the assumption of command that comes along with it In the next few days I will travel to Romania to be part of a unique ceremony. I call it unique because military personnel are very familiar with change of command and change of charge ceremonies. However, on Oct. 10, we will have a ceremony that is a combination of a base establishment and an assumption of command. A base establishment is special because this base will now transition from a construction site to an actual naval support facility and the assumption of command will establish it as a naval command. The honor of being the first commanding officer will soon be handed over to Capt. Bill Garren. It’s also historical in that the last time a new naval base was established was almost 30 years ago in Everett, Washington. Naval Station Everett began when then Secretary of the Navy, John Lehman, first proposed a New Puget Sound area naval base as part of the strategic homeport concept. Fast forward to Sept. 17, 2009. President Obama announced the European Phased Adaptive Approach or “EPAA” in support of ballistic missile defense in Europe. This initiative underscores and enables deployment capabilities at a pace matched to the threat, and offers Europe an effective defense against short and medium-range ballistic missiles. Ballistic missile threats to the U.S. and our allies are real and growing. Fortunately, NATO’s capabilities and defenses against these threats are also real and growing. We are working with our allies, like our close friends here in Romania, to increase and adapt our capabilities as the threats to our common interests evolve. The installation here in Deveselu demonstrates the value of having U.S. forces forward deployed in Europe so that we can quickly support and defend our allies. And this certainly ties into the CNO’s tenets of operating forward and being ready. Our commitment to the European phased adaptive approach is

ironclad and I look forward to seeing the completion of this site in late 2015 and the completion of a nearly identical site in Poland in 2017. In addition to our new sites, we will also continue to add forward deployed Aegis ships in Europe, to complement the President’s initiatives in support of NATO. With our forward deployed naval forces in Rota, Spain, Deveselu will now render our systems even more robust and increase the level of protection in Europe. So what does that mean for this base? Naval Support Facility Deveselu will be a crucial component in expanding the effectiveness of NATO’s overall ballistic missile defense system. It will also address the threat posed by short and intermediate range ballistic missiles to U.S., European and allied personnel and assets throughout the region. U.S., NATO, and European allies stand together to protect our citizens from the very real threat of offensive ballistic missiles. Our defensive partnerships with allies like Romania, Bulgaria, Turkey and Poland, just to name a few, are critical to ensuring regional security. No single nation can combat global threats alone. We must collectively share information, share experiences, and work together for regional stability. U.S., NATO, and European allies stand united in maintaining a Eu-

rope that is safe, secure and prosperous. The U.S. values the shared commitment and close cooperation with our NATO allies and partners on countering a range of regional and global threats. The completion and continued operation of this base will take a concerted effort from both the U.S. and Romania. We have a lot of work ahead of us, but we have the dedicated people needed to accomplish our goal of completing this installation on time. I want to thank everyone for their hard work and dedication which has made the establishment of Naval Support Facility Deveselu possible. Commander, Navy Region Europe, Africa, Southwest Asia established Naval Support Facility (NSF) Deveselu Friday, Oct. 10, during an establishment and assumption of command ceremony on base. NSF Deveselu, formerly a disused Romanian airfield, is the first Navy base to be established since Naval Station Everett in Washington, whose official groundbreaking ceremony was held Nov. 9, 1987. The installation, scheduled to be operational in 2015, will be part of a NATO's overall ballistic missile defense (BMD) system. Rear Adm. John Scorby, commander, Navy Region Europe, Africa, Southwest Asia, hosted the ceremony. "This is a historic occasion because ballistic missile threats to the U.S. and our allies are real and growing," Scorby said. "Fortunately, NATO's capabilities and defenses against these threats are also real and growing." Originally proposed in 2000 by then President George W. Bush, this BMD system, or shield, named the "Aegis Ashore System," is a response by the NATO military alliance to increasing threats posed by the amalgamation of intercontinental ballistic missiles in the Middle East. Today the Aegis BMD system is the key component in the Obama administration's plan for a phased deployment of a missile defense umbrella in Europe, which is intended to protect U.S. forces and NATO allies from regional threats. "Naval Support Facility Deveselu will be a crucial component in expanding the effectiveness of NATO's overall ballistic missile defense system," Scorby said. "It will also address the threat posed by short and intermediate range ballistic missiles to U.S., European and Allied personnel and assets throughout the region." The first of two proposed newly established bases, NSF Deveselu will utilize both a SM-3 missile interceptor battery platform and an Aegis SPY-1 radar platform. The U.S. government said the SM-3 missiles will have no offensive capability and only target incoming ballistic missiles launched by hostile countries. Capt. Bill Garren assumed duties as the first commanding officer of NSF Deveselu. "It's an honor to be here and have the opportunity to work with this international team of dedicated professional who are building the future of ballistic missile defense in Europe," said Garren. "We have a lot of work ahead of us but our future success rests on the shoulders of this outstanding United States/Romania team. So, we have all we need to excel." The land-based ballistic missile defense system in Romania will be almost identical to that used on Navy Aegis-capable guided-missile destroyers and cruisers. It's designed to detect, track, engage and destroy ballistic missiles in flight. Also contributing to the BMD system, are the Forward Deployed Naval Forces in Rota, Spain. The forward deployed Arleigh Burke-class guided- missile destroyers USS Donald Cook (DDG 75) and USS Ross (DDG 71) are the first of four Aegis BMD warships scheduled to be based in Spain to bolster the defense system. To further the scope and reach of protection of the region's defense, a Navy base, nearly identical to NSF Deveselu, will be established in Poland. U.S., NATO, and European allies stand united in maintaining a Europe that is safe, secure and prosperous." NSF Deveselu sits on about 430 acres. The site will consist of a firecontrol radar deckhouse with an associated Aegis command, control and communications suite. Separately, it will house several launch modules containing SM-3 missiles and be manned by about 200 U.S. military per- sonnel, government civilians and support contractors.

The pounding feet of three men echo across the Naval Support Activity (NSA) Naples Capodichino gym aerobics room. “Guards up!” A woman shouts from the center of the room. Each man quickly puts his gloved hands in the guard position and keeps jogging. “Punch,” she yells. She is only five foot three and each man has at least five inches on her but she is obviously the one in control. She continues to have her students jog and puts them through various stretches and warm ups for another five minutes. It’s at this point Sara Spiga feels they are ready to begin the reason everyone is there: Urban Krav Maga. Krav Maga was founded by Imrich “Imi” Lichtenfield, one of the Europe’s most successful wrestlers from 1929-1939. Raised in Bratislava, the events leading up to World War II would shape his life forever as he quickly found himself defending himself and others from Anti-Semitism in the area. Lichtenfield left for Israel and arrived in 1942 and almost immediately began training forces in combat self-defense. In 1948 the U.N. granted Israel statehood and Lichtenfield became the chief hand to hand combat instructor for the Israeli Defense Force (IDF). Lichtenfield spent 20 years in the Israeli military and honed his skills and the practice of Krav Maga eventually tweaking it so it could be used every day for people in need of self-defense. In 1978 Lichtenfield and his students created the Krav Maga Association with the hope of spreading it worldwide. Jump to 2014 and Krav Maga can be found being taught all over the world, including in Naples, Italy by Sara Spiga. Spiga began her life in Naples. Her father was a member of the Italian Carabinieri and her brother followed in her father’s footsteps. Spiga however, had other plans. She moved to London and spent nine years there. She didn’t go to learn Krav Maga however. Spiga was a body piercer working in a tattoo shop. She craved something more though. “It’s not that I didn’t like my job, working in the tattoo parlor was a lot of fun,” said Spiga. “I had always been fit. I figured why not do something with it and began to be a personal trainer in 2005.” Spiga began to take classes in different martial arts and eventually started Krav Maga. Working hard at the art, she worked through all four of its levels and became a certified Urban Krav Maga instructor with the British Combat Association in 2009. She returned to Naples in 2010 to work at NSA Naples as a personal trainer. Spiga now conducts many different classes on base with an average of one to two per day including a strike class, TRX class and has clients she is a personal trainer to. “Military and civilian training isn’t much different,” said Spiga. “While military people may have some different fitness goals, getting better for a PRT (Physical Readiness Test) or just taking their fitness to another level it’s all the same. I’m here to help get everyone better.” She incorporated elements of Krav Maga in her work as a personal trainer and finally decided to attempt to offer a standalone Krav Maga class. Now several weeks into the class she is happy with the class’ progress. “It’s a new class you know?” said Spiga. “We have three people coming right now and that’s really good for a brand new class. Once the word gets out it will get bigger and I’m pretty happy with the turnout for something so new.” Class member Information Specialist Technician 2nd Class Petty Officer Royce Gray has been interested in self-defense since he was a kid and took Spiga’s class to learn how

to better protect himself. “I have to admit I was really surprised at first,” said Gray. “Sara’s not a big person, but, she impressed me really quickly and I really enjoy the way she has the class broken down and teaches.” Spiga’s class usually consist of three portions said Gray, an overall warm-up that gets you ready and pumped, the actual teaching of new material, where Spiga goes through each new move nice and slow, and the pressure test. “The pressure test is interesting,” said Gray. “We take everything we learned from all the previous classes and apply it. It’s important because this is a self-defense class, knowing how to something and practicing and being able to do something are very different things. Sara knows that and she’s a great teacher for that.” Being able to defend yourself is the biggest point of Krav Maga says Spiga. “Many martial arts have competitions to see who the best is and so does Krav Maga,” said Spiga. “The group I learned from and belong to do not believe in competition and belts and proving who the best is. This is real world self-defense, bad people don’t care about your trophy or belt, the goal is to make sure you can take care of yourself.” For those who do want to gauge where they are in Krav Maga Spiga offers a test to determine which of the four levels the participant are at. “The nice thing about my group is any level can train with any level, there is none of this ‘I’m this belt so I can’t train with you stuff,’” said Spiga. “I do understand the importance to some people though so this will be the first time I’m offering this around this area. I’m at the instructor level, but I have to admit that level four is pretty intense!” In the six years since her return from the United Kingdom, Spiga has continued to train every day. While she teaches almost every day and has plenty of clients she still takes time to work herself out as much as possible between clients and classes. As she continues to train service men and women and their families she has also branched out into teaching members of the Italian military as well. “I’m not entirely sure how I’ve come to do some of the things I’ve done or how it came about,” said Spiga. “People just walk into my life sometimes, and then they change it forever and now here I am.”

Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. In the Spotlight ANGELO D’ARIENZO If you have ever experienced many of the wonderful workshops that originate at Fleet and Family Support Center (FFSC) Gaeta, you already know the mastermind behind them – Angelo D’Arienzo. Originally from Santi Cosma ‘A Damiano, Italy (the town of two brothers), D’Arienzo started his 27 years of service with the U.S. government in 1987 as an account clerk in the comptroller’s office. By 1992, D’Arienzo transitioned to Gaeta as a computer specialist, which developed into his current position as a training instructor. D’Arienzo is an employee of the FFSC Naples but stationed in Gaeta to care for the many service members living in that area and is always welcoming those from the Naples community. In his current role, he manages Intercultural Relations, Smooth Move, Sponsorship Training and Information and Referral in Gaeta to such an extraordinary level that it has garnered him numerous Civilian of the Year awards. His goal is to see more Americans leave Italy with having had a great and memorable experience. In his time away from work, D’Arienzo enjoys spending time with Palmina, his wife of 27 years, and enjoys seeing his musically gifted adult children perform. He also enjoys creating things such as carving wood and making mosaics and is a self-professed handyman around his home. A quote that he often tells his children and that he uses for himself is “do your best and forget the rest.”

Navy Study confirms Vaccine effectiveness in recruits By Anna Hancock, Naval Health Research Center Public Affairs Officer

A recent study led by the Naval Health Research Center (NHRC) in San Diego confirmed the effectiveness of the adenovirus vaccine after observing a 100-fold decline in respiratory illnesses in U.S. military recruits. The study, published in Clinical Infectious Diseases (CID) this summer, examined the impact on Navy, Marine Corps, Air Force, Coast Guard, and Army recruits after the sole manufacturer ceased production for a 12year period starting in 1996. Since the resumption of the vaccine in 2011, the study highlights the vaccine prevented an estimated three deaths and up to 8,100 hospitalizations within the military population. "Febrile Respiratory Illnesses (FRI) resulting from adenovirus

were responsible for an estimated $600 million in training time lost and medical expenses during the 12 years with no vaccines," explained Anthony Hawksworth, an analyst at NHRC and coauthor of the study. "Adenovirus, which causes flulike symptoms and often leads to pneumonia, greatly impacted training during the nonvaccine period, disrupting training schedules and causing a significant number of recruits to drop out of the program." Accounting for the cost of the vaccines, according to Hawksworth, NHRC estimates an annual savings of $20 million since vaccine resumption. For a recruit, basic training or "boot camp" is a vigorous six- to 12- week training program. It teaches the fundamentals of military service and trainees undergo rigorous physical fitness programs. Adenovirus is the most prevalent and most widely spread virus in military training environments - with estimates of up to 80 percent of recruits infected - without adenovirus vaccines. As Hawksworth noted, "administering the vaccine wasn't an option during this time because the manufacturer made a business decision to stop making it. The military took prevention measures such as increased hand washing and other environmental controls but literature shows, as does our study, that those methods are not nearly as effective as vaccination." FRI surveillance for this study took place at eight military recruit training facilities across the U.S. from 1996 until 2013. When vaccine supplies ran out, experts saw the virus become highly endemic in recruit training centers.

In 2001, the Army worked with pharmaceutical companies to resume production. NHRC then tested the vaccines with Army counterparts and it received FDA approval in 2011. "After the military reinstated the vaccine, the average plummeted from about 250 cases of the virus each week to two," said Hawksworth. NHRC regularly conducts disease surveillance around the world, including within San Diego-based military populations and at the U.S.-Mexico border in collaboration with the Centers for Disease Control and Prevention (CDC). Military health care officials at NHRC are required to report a weekly FRI update as part of the Armed Forces Health Surveillance Program, the global health surveillance proponent for epidemiology across the Department of Defense. "This is a study that can easily be translatable to the civilian sector," explained Cmdr. Gary Brice, NHRCs director for the Operational Infectious Diseases Directorate. "Our results reinforce the message that FDA-approved vaccines are safe and very effective. For our military service members, protecting them is our primary mission."
