MWR Set To Trim Programs at NSA Naples

Morale, Welfare, and Recreation (MWR) is scheduled to begin making specific

reductions to programs at Naval Support Activity (NSA) Naples, Italy, starting May 1. Programs impacted will include community events, libraries, gyms, pools and at

least one intramural sport, as mandated by Commander Navy Installations Command in response to current budget pressures. “Navy organizations everywhere must reduce operating costs to confront budget realities, and we are no different,” said NSA Naples Commanding Officer Capt. Scott Gray. “We simply must implement MWR program reductions that we have been directed to make.” In the coming weeks, MWR will reduce the number of free group exercise classes at Support Site and Capodichino. Six free classes will be offered each week at the Support Site Fitness Forum, and five will be available at the Capo Fit Zone. The free classes at Support Site are scheduled to include two classes each for indoor cycling, “Fit Pump” and “Fit Combat” workouts. Capodichino’s free group exercise classes will include three classes for indoor cycling and one class each for “Total Body” and “Super Gag” workouts. “These classes were chosen based on patron interest, and as free classes, active duty personnel will have priority,” said Tony Smith, the MWR Naples director. “It is important that patrons accurately fill in and sign the class signin sheets, for this is the information upon which we base our decisions.” Smith said that a wide spectrum of other group exercise classes will continue to be offered, but now for a small

fee. Gym users will be charged $3.50 per class when an exercise coupon is purchased individually and $3 per class if they buy a full booklet of 12 coupons. In addition, community members will soon feel the impact of MWR program cutbacks at the Support Site library. The community’s main library has to reduce its operating hours by more than 20 hours per week. The library’s new schedule will be announced once an implementation plan is finalized, Smith said. Community events that require registration fees, like fun runs and triathlons, will continue to happen as scheduled. However, personnel and families should anticipate fewer NSA Naples events overall this summer and through September. “Events that are 100 percent funded by commercial sponsorship or other outside sources will still be held. But, community events that are fully funded internally, including family and fitness events, will be deferred for the remainder of FY13,” said Smith. Regarding swimming pools, Navy bases worldwide have been directed to operate only one this summer, a time when NSA Naples typically operates three. However, Naples requested and was granted a waiver to operate two pools.

The Navy unveiled its piece of the 2014 Presidential budget April 10. The graphic provides a snapshot of the anticipated costs in these priority areas. Military Personnel requested: $45.4 billion This includes active and reserve basic pays, housing allowances, and other special pays among other things. The anticipated FY14 active end strength is 323,600, an increase of 900 Sailors to reduce manning gaps at sea and improve sea/shore flow. This is also targeted to help improve Navy cyber capabilities while taking the Navy Reserve end strength to 59,100. The critical Navy civilian workforce would grow from 188,714 to 190,373. Operations and Maintenance requested: $48.5 billion This includes the costs associated with the daily operations of the ships and aircraft that make up our Navy, just under $2 billion in training and education for Sailors, and the base operations and support Sailors and their families depend on for quality of life.

Procurement Funds requested: $43.5 billion This includes the Navy's ships, aircraft and weapons that not only Sailors serving today will use to defend our country, but also their children, (and sometimes grandchildren) who chose to serve in the Navy.

Infrastructure Funds requested: $2.3B This area includes the Military Construction projects that are critical to maintaining and updating the base support facilities from which our fleet depends. This area also includes continued Base Realignment and Closure costs and costs associated with maintaining family housing.

Research and Development requested: $16 billion As the Navy purchases the platforms for today's and future generations to serve aboard, the Research and Development costs are focused on designing and arming these platforms with the technologies that will ensure Sailors continue to have the most advanced technology on the battlefield at their disposal.

All of this is a reflection of the CNO's tenets of: Warfighting First, Operate Forward, and Be Ready. Navy leaders remain committed to taking care of our Sailors, civilians and their families; being good stewards of taxpayer dollars through smart investments; striving for efficiency while developing alternative sources of energy, and building partnerships which helps build capacity around the world.

Captain’s Corner As a forward-deployed force at an overseas location, we cannot afford to be complacent. There are those who would relish the chance to do us harm. We must remain year-round, vigilant especially when we are traveling. Living overseas gives us plenty of opportunities to enjoy experiences that many of our friends and family back home dream of. But before hitting the road or catching your flight, please be sure to secure your off-base homes properly. We typically see a spike in the number of burglaries reported by off-base residents this time of year. There is no indication that U.S. personnel are targeted specifically. However, burglars know that people in general are more likely to take extended trips as the weather warms. Most burglaries occur when home alarms are not activated or units are not properly secured. Also, don’t make yourself a target by leaving the shipping box of a highvalue item in your yard or on the curb. I’m a big fan of the acronym “S5I” – See Something Suspicious, Say Something Immediately. The “Say Something Immediately” portion of that often-used motto just got easier with the launch of NCIS’s new TipSubmit Smartphone App. Community members can now instantly submit an anonymous tip to NCIS through text message, the Web (www.ncis.navy.mil), and a trendy smartphone application. We all play a vital role in keeping our personnel and families safe. NCIS offers a reward of up to $1,000 for tips that lead to a felony arrest, the recovery of drugs or stolen property. So, there’s every incentive to speak up if something doesn’t look right. You can also report suspicious activity to the base security dispatch at 081-568-5638 or 081-568-5639. Let’s continue working as a team and do our part. While on the theme of remaining vigilant, let me take this opportunity to urge parents to keep a close eye on how children are using the Internet. The Web is a powerful tool that allows all of us to learn and explore. However, as naturally curious individuals, our children are especially vulnerable to tactics that predators may use to lure them. Please have a conversation and educate your child about keeping personal information private online. Make sure they have activated the privacy features on social networking websites to prevent strangers from viewing their profile and photos. Explain what personal information should be kept private. Remember that posting less information lessens the chance that a child will become a potential target. Before I close, let me switch gears and remind everyone of the big celebration at Support Site this afternoon. The NSA Naples Environmental Division and more than 36 community organizations have organized a celebration in Village Forum Square for Earth Day. The event will kick off at 4:30 p.m., so leave work early if you have to! You don’t want to miss the Filipino cuisine, hotdogs, hamburgers, burritos and other food choices. Your children definitely won’t forgive you if they miss the bounce house and activity booth planned for kids. In addition, the thrift store is scheduled to open, former “Naples Got Talent” participants are performing live, and MWR will sponsor 1-mile and 5K fun runs. Why all the activity for Earth Day? Because we want to raise community awareness about how each individual can help make a collective difference. Enjoy the festivities, have a safe weekend and remember S5I!

FFSC Classes in April for Month Focused on Positive Parenting In observance of Child Abuse Prevention Month, Fleet and Family Support Center (FFSC) is offering classes devoted to learning healthy parenting practices. Reminder: No Financial Transactions at Capo Post Office in April Capo Post Office will suspend all financial transactions, April 1-26, due to closure of the customer service area during renovation. April 22: VITA Center Hours Change Starting April 22, the Volunteer Income Tax Assistance (VITA) center’s operating hours will change. The center will be open from 11 a.m. to 5 p.m. on Tuesdays and Thursdays. Although the main tax season ended April 15, an extension is available until June 15 for those filing from overseas. The extension only applies to tax filing. Those who owe the Internal Revenue Service money and missed the April 15 deadline should expect to see any applicable late fees and interest applied when they file. Both the one-on-one program and the self-help clinic are by appointment only. The VITA center will remain open until mid-June. Famous Naples Tiger Transferred from Zoo In the 1990s, Naples’ police confiscated a tiger from local criminal members who walked the tiger cub on a leash in the town of Castello di Cisterna, near Naples, as a status symbol and to intimidate rival clubs. The tiger was transferred to the Naples Zoo and became its mascot. Last week Cleo, the 16year-old tiger was temporary transferred to an animal protection center near Bologna while the Naples Zoo is transformed into an education and biodiversity park.

Security Presence for America’s Cup in Naples Naples police said no need to increase the security coverage for the America’s Cup World Series regattas which started Tuesday and will end Sunday. Some 450 men in uniform are

guaranteeing 24-hour security and experts in disarming explosives and other specially trained units were deployed. The third and final round being held in Naples, marks the finale of the America's Cup World Series ahead of this fall's America's Cup in San Francisco.

Anti-Mafia Police Inspect Restoration Sites Anti-mafia police carried out inspections at some restoration sites in Pompeii including Casa degli Amorini Dorati, Fontana Grande and Casa della Fullonica. The restoration works are being carried out thanks to 105 million euro funded by the European Union and local authorities were concerned that organized crime could be infiltrated in the restoration project.

City officials, local authorities and America’s Cup World Series (ACWS) organizers recently kicked off the world-class sailing competition scheduled through April 21 along the Bay of Naples. The opening ceremonies last weekend included the America’s Cup Village inauguration and a rousing welcome for the current seven participating teams with popular musicians and colorful confetti filling Piazza Plebiscito. Additionally, as a tribute to Naples and the City of Science Museum that was damaged in a fire last month, teams representing Italy (Luna Rossa), China (China Team), France (Energy), New Zealand (Emirates), Sweden (Artemis), the United Kingdom (J.P. Morgan BAR), and the United States (Oracle) left spectators in awe while on a Coast Parade from Mergellina to Bagnoli Sunday. The ACWS Match and Fleet Championship Race competitions are now in progress and culminate on Sunday. The schedule this weekend includes a Morning Show (11 a.m. to noon), Dock-out Show (Friday and Saturday at 1 p.m.; Sunday at 1:30 p.m.) followed by a Match Race (Friday and Saturday at 2:05 p.m.; Sunday at 2:40 p.m.), a Fleet Race (Friday and Saturday at 2:50 p.m.;

Sunday at 3:15 p.m.), Dock-in Show (Friday and Saturday at 4 p.m.) then Entertainment (Friday and Saturday at 9 p.m.). Events will conclude Sunday with the ACWS Aw- ards Ceremony at 4 p.m. and fireworks at 11 p.m. Throughout the event, enhancing the lively and exciting atmosphere, are numerous food and souvenir stands in the America’s Cup Village along the Mergellina waterfront. ACWS regattas began in 2011 and lead up to the 2013 America’s Cup “Summer of Racing” July 4 through Sept. 21 in San Francisco featuring the Louis Vuitton Cup, America’s Cup Challenger Series and America’s Cup Finals, when the Oracle Team USA will defend its current leadership. The Red Bull Youth Races Cup is also scheduled for the young sailor teams, aged 19-24. Naples also hosted the ACWS in April last year, providing a thrilling show for the approximate 500,000 spectators as they cheered on the eventual winner - the Italian Luna Rossa Piranha entry. The Naval Supply Systems Command (NAVSUP) Fleet Mail Center located at Naval Support Activity (NSA) Naples Capodichino is undergoing renovations to its facilities. The construction to the facility began Feb. 4 and is scheduled to be completed by June 29. All outgoing mail and packages must be sent out through the NSA Naples’ Support Site post office until at least May 1. “It was really time to do renovation, especially to our finance section. A lot of our things were old,” said Chief Logistics Specialist (SW) Jimmy Jimenez, NAVSUP Fleet Mail Center-Naples leading chief petty officer. “Basically, what

we are doing is renovating the Fleet Mail Center so we can have better customer service.” The renovations to the Fleet Mail Center are estimated to cost $248,000, which mainly includes the expansion of the finance and lobby area. “This will create a better environment where customers will have more room to box up their packages and get them mailed out,” said Logistics Specialist 3rd Class Chace J. Fitzgerald. “The new separation of the finance section from the back office operations will also improve mail-sorting operations.” The separation of the finance section from the back office operations will also be changed from a fenced structure to a solid wall, which will help with heating and cooling costs year round.

“With the installation of these new walls, we will be able to keep the finance and lobby area temperature separate from the back operations, where we bring in the mail from outside,” said Fitzgerald. “This will definitely increase the comfort of working in these areas during the summer and winter.” In addition to the expansion of the finance and lobby areas, lightemitting diode (LED) motion sensors are also planned to be installed throughout the Fleet Mail Center. “These motion sensors will save a lot of money for the Navy,” added Jimenez. “The sensors are useful because they turn on the lights only when there are people in the space. When it comes to electricity these sensors will be saving more money.”

The indoor pool is scheduled for closure mid-June through late August. “We are doing everything we can to maintain all of our programs under challenging fiscal circumstances for installations,” said Gray. “I want to thank the local MWR team for their demonstrated dedication to our mission. They have carefully considered how to implement these changes in a way that minimizes impact on the community.” The Support Site pool will be open five days a week, Friday through Tuesday, and the Carney Park pool will operate three days out of the week, Friday through Sunday. Smith also anticipates that MWR will make adjustments to the intramural softball program. A few changes will be required to achieve mandated cost reductions in the last two quarters of the fiscal year. Most significantly, there will be no individual awards. Multinational Partners Plan BALTOPS 13 Exercise From U.S. Naval Forces Europe-Africa/ U.S. 6th Fleet Public Affairs

Representatives from 10 nations met to plan the 41st Exercise Baltic Operations (BALTOPS) at the naval base in Kiel, Germany, Apr. 9-11. BALTOPS 13, annually hosted by the United States Navy, aims to improve maritime security in the Baltic Sea through increased interoperability and cooperation among regional allies. During the conference, hosted by the German navy, participants worked to ensure the logistical and scheduling requirements for a challenging training schedule would be met. In addition to focusing on the future event, the participants exercised their ability to plan combined operations with a multinational staff. “The planning conferences are a critical part of achieving our overall objectives,” said Lt. Cmdr. Justin Hsu, lead exercise planner for U.S. Naval Forces Europe-Africa/ U.S. 6th Fleet. “We bring together militaries from our various nations, with diverse backgrounds, and have them literally and figuratively speak a common language to plan a combined exercise.” As the host for the planning conference, the German navy was responsible for the successful integration of the 80 planners who attended. “We clearly demonstrated the ability of all par-

ticipating nations to plan and develop coalition forces operations at this level,” said Cmdr. Jens Herfurth, lead exercise planner for Germany. “The challenging work days fostered common understanding between the participants, thus fulfilling a major objective of BALTOPS – it was a great success.” Currently, 12 nations are scheduled to participate with more than 40 ships, aircraft and submarines. BALTOPS will provide an opportunity for Sailors to engage in realistic and challenging maritime training, while working side-by-side with personnel from partner nations. “The U.S. is committed to strengthening our regional partnerships and promoting maritime safety and security in the Baltic Sea,” said Capt. William Suggs, U.S. Naval Attaché to Germany, who took part in the planning. “The work being done here in Kiel and this summer’s BALTOPS exercise are prime examples of that commitment.” The two-week exercise is scheduled to begin in Latvia with a harbor phase and conclude in Germany to kick-off the annual Kiel Week maritime celebration. Countries that participated in the planning conference included Denmark, Finland, Georgia, Germany, Latvia, Lithuania, Netherlands, Poland, Sweden, and the U.S.

Healthcare organizations are always telling you how you should live a healthy lifestyle. But how many are actually Leading the Change to Better Health? The staff of U.S. Naval Hospital (USNH) Naples decided to “walk the walk” and take part in the Healthcare to Health (H2H) Captain’s Challenge. The H2H Captain’s Challenge is the brainchild of Hospital Corpsman 1st Class Juan Alvarez and Hospital Corpsman 2nd Class Douglas Doherty, command fitness leaders at USNH Naples. They spent several months developing a multi-step, self-paced program with broad goals and requirements. This may sound complicated but it has proven to be really simple for the participants. The goals are clear and easy to follow. Since the program is self-paced, participants are free to join at any time. The challenge began on February 11, 2013 and membership has grown steadily. More than 150 Sailors, Department of Defense employees and local nationals are participating so far. That represents almost 30 per-

cent of the hospital staff. Of these participants, 23 recently completed the first level and have moved on to level two. Cmdr. Henry Zielinski, an “experienced” staff surgeon said, “Forget what you may have heard before, ‘old dogs’ can learn new tricks. Heightened interest in my eating patterns over the past two months combined with a renewed interest in regular exercise has put some added sparkle back into my days, and 15 pounds less into my Navy uniform.” Whether you’re young, or young at heart, the challenge can work for you. One sailor’s thoughts on

the challenge exemplified the positive attitude demonstrated by all the participants. Hospital Corpsman 2nd Class Jaden Sandi said, “I’m not there yet, but I’m closer than I was yesterday.”

Crime report for april 8 to april 14 From the NSA Naples Command Investigative Division

This past week, the Naples community reported one off-base vehicle break-in and one off-base stolen vehicle. The vehicle break-in occurred in Pozzouli while the stolen vehicle occurred in Naples. The vehicle break-in occurred April 3. The victim stated he secured his vehicle the night prior and noticed the right side window broken out the next morning. Multiple items were reported missing. The stolen vehicle occurred Feb. 28. The victim stated he let a friend borrow his vehicle and then received a phone call from the friend stating the

vehicle had been stolen. The local Naval Criminal Investigative Service (NCIS) office traditionally sees an increase in the number of burglaries reported by off-base residents this time of year, as the weather warms and people travel. Most burglaries occur when home alarms are not activated and/or units are not properly secured. All off-base residents are reminded to always lock your homes and fully activate alarms. If your alarm system does not work, contact Housing immediately to work with the landlord. If planning a vacation, arrange for a trusted friend to periodically check on the residence during your absence.

Secretary of the Navy Names Multiple Ships From Office of the Assistant Secretary of Defense Public Affairs

Secretary of the Navy Ray Mabus announced today the names of seven ships: three joint high speed vessels (JHSV), the USNS Trenton, the USNS Brunswick and the USNS Carson City; an amphibious transport dock ship (LPD), the USS Portland; two littoral combat ships (LCS), the USS Wichita and the USS Manchester; and an ocean-class auxiliary general oceanographic research (AGOR) ship, the R/V Sally Ride. “As secretary of the Navy, I have the great privilege of naming ships that will represent America with distinction as part of the fleet for many decades to come,” Mabus said. “These ships were all named to recognize the hard working people from cities all around our country who have contributed in so many ways to our Navy and Marine Corps team.” Joint high speed vessels are named for small American cities and counties that embody American values. The future USNS Trenton (JHSV 5), named in honor of New Jersey’s capital city, will be the fourth ship to bear this name. Similarly, the USNS Carson City (JHSV 7) is the second naval vessel to be named in honor of Nevada’s capital city. The USNS

Brunswick (JHSV 6) is the fourth naval vessel named for the seaport city in Georgia and recognizes its longstanding relationship with the Navy. Military commanders will have the flexibility to use the JHSV in a variety of roles to include supporting overseas contingency operations, conducting humanitarian assistance and disaster relief, supporting special operations forces and supporting emerging joint seabasing concepts. The 338 foot-long aluminum catamarans are being constructed at Austal USA in Mobile, Ala., and are designed to transport 600 short tons 1,200 nautical miles at an average speed of 35 knots. These vessels can operate in shallowdraft ports and waterways, providing U.S. forces added mobility and flexibility. JHSVs are equipped with an aviation flight deck to support day and night air vehicle launch and recovery operations. JHSVs have berthing space for up to 104 personnel and airline-style seating for up to 312. Amphibious transport dock ships are named for major American cities. Mabus named the future USS Portland (LPD 27) in honor of Oregon’s most highly populated city. LPD 27 will be the third ship to bear this name. The principal mission of Portland

will be to deploy combat and support elements of Marine expeditionary units and brigades. With the capability of transporting and debarking air cushion (LCAC) or conventional landing craft and augmented by helicopters or vertical take-off and landing aircraft (MV-22), these ships support amphibious assault, special operations, and expeditionary warfare missions. Primary Care at U.S. Naval Hospital (USNH) Naples has undergone many changes in the past two years. Some are easily spotted. Some are “behind the scenes.” In June 2011, RelayHealth – a secure Web-based medical communication tool – was introduced. This free service allows a patient to message a provider at any time – day or night – for non-emergent needs. It is where lab results and medication refills can be requested, and where a patient can update their plan of care. RelayHealth is not just Navy-wide. It is available in most hospitals and clinics military-wide – Army, Air Force, Marine Corps and Coast Guard are all connected. Also, Department of Defense employees, contractors, and retirees all have access to this program regardless of where they live. Wherever there is Internet, there is access to this service. Another change to USNH was the merging in October 2012 of three primary care clinics in the hospital – Family Medicine, Internal Medicine and the Pediatric Clinic. The new entity was renamed Medical Home Port. Within the Medical Home Port clinic, there are two “teams” – Blue and Gold – and everyone is assigned to one of these teams. Within each team, each TRICARE Prime patient is assigned a specific provider. When a patient calls to make an appointment, all efforts are made to enable that patient to see their assigned provider. But if that

provider is unavailable, the patient will likely see another provider on their “team.” Each morning, there are time slots open for each provider, which can be booked for same-day appointments. The best time to call is first thing in the morning when the call center opens, as these appointments go quickly. If a patient needs same-day care, it is best to call and make an appointment this way, rather than visit the Emergency Department. Emergency care should not be used as an alternative to your Primary Care. If an appointment is needed and none is available, a patient can request a telephone consult be placed to their Team Nurse. If an Emergency Department visit occurs and the provider recommends a 24-48 hour follow-up, expect a follow-up phone call by your Medical Home Port Team. LPD 27 will be capable of reaching sustained speeds in excess of 22 knots. Littoral combat ships are named after great American communities. The littoral combat ships named for Wichita and Manchester recognize regionally beneficial cities that are also within the top five highly populated communities in their states. The USS Wichita (LCS 13) is named in honor of Kansas’ largest city and will be the third ship to bear the name. The USS Manchester (LCS 14) will be the second ship named for one of New Hampshire’s industrial centers. Wichita and Manchester will be outfitted with reconfigurable payloads, called mission packages, which can be changed out quickly as combat needs demand. These mission packages are supported by special detachments that will deploy manned and unmanned vehicles and sensors in support of mine, undersea and surface warfare missions. These ships are designed to defeat growing littoral threats and provide access and dominance in the coastal waters. A fast, agile surface combatant, the LCS provides the required war fighting capabilities and operational flexibility to execute focused missions close to the shore such as mine warfare, anti-submarine warfare and surface warfare. Lockheed Martin with Marinette Marine in Marinette, Wis., will build the Freedom-variant, USS Wichita (LCS 13), which will be 388 feet in length, have a waterline beam of 58 feet, displace approximately 3,400 tons, and make speed in excess of 40 knots. Austal USA in Mobile, Ala., will build the

Independence-variant, USS Manchester (LCS 14), which will be 419 feet in length, have a waterline beam of 103 feet, displace approximately 3,100 tons, and make speed in excess of 40 knots. Mabus named the future R/V Sally Ride (AGOR 28), which will be a Neil Armstrong-class AGOR ship, to honor the memory of Sally Ride, a professor, scientist and an innovator at Scripps Institution of University of Oceanography, California San Diego. Ride was the first woman and also the youngest person in space. She later served as director of NASA's Office of Exploration. Traditionally, AGORs are named for nationally recognized leaders in exploration and science. The R/V Sally Ride is the first academic research ship to be named in honor of a woman. “Sally Ride’s career was one of firsts and will inspire generations to come,” said Mabus. “I named R/V Sally Ride to honor a great researcher, but also to encourage generations of students to continue exploring, discovering and reaching for the stars.” The ship will be a well-equipped modern oceanographic research platform that includes acoustic equipment capable of mapping the deepest parts of the oceans, and modular onboard laboratories providing the flexibility to meet a wide variety of oceanographic research challenges. These make them capable of supporting a wide range of oceanographic research activities conducted by academic institutions and national laboratories. The research vessel will be outfitted with multi-drive low-voltage diesel electric propulsion systems. This upgraded system will help maintain efficiency while lowering maintenance and fuel costs. The Neil Armstrong-class AGOR ship will be 238 feet in length, have a beam length of 50 feet, and can operate at more than 12 knots. AGOR 28 will be built by Dakota Creek Industries, Inc. in Anacortes, Wash.

In the Spotlight LT KYLE PORTER BROWN Lt. Kyle Brown, from Bellefonte, Pa., shines as one of the outstanding nurses at U.S. Naval Hospital Naples. After graduating from Officer Indoctrination School in 2008, he excelled as an Emergency Room surgical trauma nurse in Bethesda, Md., deployed on the USNS Comfort to Haiti and returned to Bethesda until reporting to Naples in 2011. As a staff nurse to Division Officer, his reputation is one of excellence. Brown is always sought out by his peers and senior staff to “get the job done.” Brown was directly responsible for the design and implementation of strategies involving the command’s submission to the National Committee for Quality Assurance, resulting in the accreditation for Patient Centered Medical Home Port. Additionally, he serves as president of the Naples Area Nurses Association. “I love my first overseas duty station here in Naples,” said Brown. “I enjoy the Neapolitan cuisine and the nooks and crannies, back alleys where we can just immerse into the local culture. I enjoy traveling, snow skiing and photography opportunities with my wife Samantha and our three-month-old daughter, Audrey Porter.”

HN TYLER MINCH From the Dental Clinic to the dining room, Hospital Corpsman Seaman Tyler Minch is known for his excellent work. A native of Portland, Ore., Minch joined the U.S. Navy in 2010 after earning a Bachelor of Arts degree in Social Science from Warner Pacific College. After completing Basic Training, he attended Corpsman A-School, where he trained as a General Duty Corpsman. His first set of orders brought him to U.S. Naval Hospital Naples where he was assigned as a dental assistant in the directorate for Dental Services. Minch excelled in many facets of general dentistry and demonstrated that he can learn and complete any task. After hearing about a gapped billet in the hospital galley, Minch volunteered to fill it. He was trained and appointed as Starboard Watch Captain, where he now supervises 11 local national employees and is responsible for the daily preparation of 200 meals and the receipt and storage of all provisions. All of this while maintaining an immaculate level of health, comfort and cleanliness throughout the galley and dining area. Minch enjoys reading and a good dish of baby back ribs. He also loves the opportunities for travel while being stationed here in Naples.

MU2 CHRISTOPHER JEROME Musician 2nd Class (SCW) Christopher Jerome plays the tuba in the Naval Forces Europe band. He is also the head librarian and leads a team of four Sailors in the organization of the band’s catalog of more than 7,000 pieces of music worth more than $1.4 million. In addition to his work with the band, Jerome volunteers at the NSA Naples chapel. His goals are to obtain his enlisted information dominance warfare specialist qualification and advance to 1st class petty officer.

Focusing on Positive Parenting

Each year, the Navy proclaims April as Child Abuse Prevention Month. There is an emphasis on educational programs that increase awareness of child abuse throughout the month. This year’s theme is “Break the Cycle.” Research shows that child abuse and neglect are learned behaviors. The most effective intervention to break the cycle is learning healthy parenting practices. Fleet and Family Support Center (FFSC) offers a variety of classes and services focused on positive parenting that are available during the year. “Becoming a Love and Logic Parent,” “Infant Massage” and “Nurturing Parenting for Prenatal Families” are three classes dedicated to promoting healthy and caring relationships. By incorporating lessons learned into your parenting routines, not only will the bond grow between parent and child, but the trust, love and affection will grow as well. The courses are also able to bring new parents together who are able to meet and support each other through the class. Incorporate daily activities to promote parent and child interactions. Be creative with these activities, expand on them and share your ideas with other parents. Here are a few ideas that are good for every day of the year, not just Child Abuse Prevention Month. • Organize “stroller walks” with neighbors and talk about parenting challenges. • Write your kids a love letter and hang it in the home where everyone can see. • Have a board game family night. • Teach your kids how to cook or bake one night. • Make “how are you” phone calls to family, friends and neighbors. • Read your kids a book about feelings and mirror how to express them. • Create a calendar of events for the family and post it where everyone can see it. • Arrange a parent against the kids kickball or soccer game with neighbors. • Acknowledge your kid’s good behavior. In addition to daily activities, there are six protective factors that are essential to positive parenting. Nurturing and Attachment A child’s early experience of being nurtured and developing a bond with a caring adult affects all aspects of behavior and development. Jennifer Bunte, the New Parent Support home visitation nurse, emphasizes, “A child that is cared for and nurtured throughout their life will learn to care for him or herself and will then apply those caring principles to other people and the world around them. This is why it is so important to spend quality time with your children and teach them how to care through caring for them.” Parental Resilience Resilience is the ability to manage and bounce back from all types of challenges that emerge in every family. It means finding ways to solve problems; building and sustaining trusting relationships, including relationships with your own child; and knowing how to seek help when necessary. The New Parent Support Program at the FFSC has information and classes to assist in building parenting skills and abilities. The free, confidential program offers group classes, one-on-one consultations and home visits designed to meet your specific needs. Whether you are pregnant with

your first child, expecting you fifth child, or are welcoming step children into your life, contact the New Parent Support Program to see what they can offer. Social Connections Networks of support are essential to parents and also offer opportunities for people to “give back,” an important part of self-esteem, as well as a benefit for the community. This is especially important for families that may be far away from families and support systems while assigned overseas. With the challenges of living overseas combined with the challenges of military life, it can be difficult to find the support you need. In the near future, the NPS program will be sponsoring a prenatal/ pregnancy support group, mommy or daddy - child play dates, and additional events that promote the growth and development of your child. These events and classes will give you the opportunity to meet other people experiencing the same life events as you and network to form supporting, positive relationships. Concrete Support in Times of Need For families to thrive, it is essential that basic economic needs like food, shelter, clothing and health care are met. Likewise, when families encounter a crisis such as family violence, adequate services and supports need to be in place to provide stability, treatment and help for family members to get through the crisis and develop new coping strategies in order to break the cycle of abuse Knowledge of Parenting and Child Development Accurate information about child development and appropriate expectations for children’s behavior at every age help parents see their children in a positive light and promote their healthy development. Having appropriate expectations at each stage of child development will help you in raising your children in a loving and nurturing way. Knowing what to expect of children as they reach physical, emotional, and intellectual milestones is important in the development of children’s positive self worth. When parents make demands on children that they are unable to meet, or when they make no demands and no expectations, children’s overall feelings of self worth are lowered. Social and Emotional Competence of Children A child or youth’s ability to interact positively with others and effectively communicate their feelings has a positive impact on their relationships with their family, other adults and peers. Challenging behaviors or delayed development creates extra stress for families, so early identification and assistance for both parents and children can head off negative results and keep development on track. By focusing on these six protective factors and implementing interactive activities into your routines and lifestyle, you are promoting healthy development and relationships for your children. Setup a play date and meet at the park for some outdoor fun, read a story to you child at least once a day, be prepared and create a list of resources in the event you have an emergency, and stop by the FFSC to speak to the New Parent Support Nurse to get information, pamphlets, and resources to better the relationship with those you love.

In a follow-up Navy Live blog entry posted April 17, Rear Adm. Kevin Slates highlighted several of the more than 50 innovative ideas received from the Navy community, industry and the general public. Every April, the military celebrates and honors children for their important role in contributing to the health and happiness of their service member parent. The effect of children on their parent’s ability to be mentally and emotionally prepared to do their job cannot be understated. Children of the military are special. They must cope with a variety of situations that other children don’t – such as dealing with a parent’s deployment, moving frequently, leaving friends and school and navigating new and different countries

as well as their customs. A military child may not have a hometown, they may not have the same set of friends their whole lives and they may be connected to the military early in their lives. But their lives can be rich and full. For service members’ children, the term “military brat” comes with myriad connotations. Being a military brat means belonging to a fraternity with several million members – past and present. Inside the military, “military brat” is a term of endearment. It denotes flexibility, adaptability, and resilience. Studies have shown that military children are much more

What's the most important Love and Logic skill? Empathy! During the 1970's Jim Fay and Dr. Foster Cline discovered that adults who provided a strong dose of empathy - before delivering consequences - enjoyed far more success than those who preceded consequences with anger or sarcasm. When children experience our love and understanding, before they experience the sad consequences of their actions, the odds go up that they'll learn from their mistakes. When they experience coldness or anger, the odds go up that they'll learn to feel resentful and rebellious. We've observed that it's typical for folks to slip out of the habit of using this skill. It doesn't come naturally to continue uttering things like

Empathy

"This is so sad" or "What a bummer" when our kids blow it. The more natural reaction many have is to complain, "For crying-out-loud! What were you thinking?" Here is a variety of tips for staying calm and remembering to use empathy: • Avoid giving repeated warnings and reminders. The more we put up with bad behavior, the more likely we'll come across as angry and frustrated when we finally provide a consequence. • Give yourself permission to say, "I'm too angry to think right now. We'll talk about this later when I'm calm." • Memorize just one empathetic statement, such as "What a bummer," "How sad," or "Oh that's never good." Just use the same one every time.

Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area. "Technology is certainly a piece of the puzzle for becoming a highly energy efficient warfighting force-but we'll never solve that puzzle without changing our energy culture," said Vice Adm. Phil Cullom, Deputy Chief of Naval Operations for Fleet Readiness and Logistics (N4). "This crowdsourcing effort can help get creative, culturebending energy ideas quickly from the deck plate Sailor and outside partners to the right decision makers, and that's what we need." Topside Kicks Off Concert Series at Capo

A free concert series featuring the Naval Forces Europe (NAVEUR) Band kicked off outside the Bella Napoli Food Court aboard Naval Support Activity Naples, April 10. The six-member brass band Topside performed a variety of styles including jazz, New Orleans-style brass as well as rhythm and blues. The performance, which lasted from 11:30 a.m. to 12:30 p.m., was the first in a series that will feature performances by the various units that make up the NAVEUR Band. “We’ll be rotating through all of our musical units,” said Ensign Christopher Cornette, assistant director for the NAVEUR Band. “We will have all the smaller groups out here taking turns. One week it will

be the rock band Flagship, the next it might be the brass quintet or the woodwind quintet. The idea is to get as wide a variety, and to give our folks as much a chance to perform, as possible.” The concerts will give band members the opportunity to give back to the local military community. “We’re fortunate to play for so many diverse audiences across Europe and Africa,” said Cornette. “But, it’s always special to come home and play for our friends, family and shipmates.” The concert series will continue for the foreseeable future.
