MWR Liberty Program Helping Single Service Members Adapt to Life Abroad From NSA Morale, Welfare and Recreation
Finding out you are coming to Italy for you next duty station is usually a mixed bag of questions, excitement and bit of apprehension for nearly everyone. Morale, Welfare and Recreation (MWR) understands this and wants to help.
Through their Liberty Program, the MWR staff at the Liberty Center helps single / unaccompanied service members learn about their new home and adapt to the challenges of living abroad by getting out into the community and doing fun activities. The service members came up with the group name of S.I.N.G.L.E.S.
(Sailors in Naples; Gathering, Living, Entertaining and Serving). They also solicited input from members to find out what they wanted to do while living in Italy. S.I.N.G.L.E.S. took field trips to Rome and Bari, and shorter excursions to area sites and restaurants.

U.S. 6th Fleet officially welcomed its new commander at Naval Support Activity Naples Capodichino in Naples, Italy, Dec. 14. Vice Adm. James G. Foggo III officially assumed command of U.S. 6th Fleet from Vice Adm. Phil Davidson. Davidson will take the reins of U.S. Fleet Forces Command in Norfolk. During his time leading U.S. 6th Fleet, Davidson oversaw the Navy’s efforts in a continuously-dynamic area of operations that dealt
with everything from the neutralization of Syrian chemical materials at sea and the forward deployment of Aegis-equipped guided missile destroyers to Rota, Spain to broad-ranging operations and exercises with NATO allies and regional partners in Europe and capacity-building exercises in Africa. Foggo arrives from Washington, D.C., where he served in the Pentagon as assistant deputy chief of Naval Operations for Operations, Plans and Strategy in the Office of the Chief of Naval Operations.
The Virginia native has more than 33 years of naval experience and returns to Naples where he previously served as commander, Submarine Group 8, U.S. 6th Fleet deputy commander, and director of operations and intelligence for U.S. Naval Forces Europe-Africa. During this timeframe, he also served as the operations officer for the joint task force that conducted airstrikes against Libya in 2011. U.S. 6th Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations,

Buone feste a tutti! This is my last column of the year, which also means the holidays have arrived. Today is the last day of school and a lot of us are already on vacation. It is great to have family and friends visit from home and I’ve seen lots of visitors exploring the base and Naples with their loved ones. We also have the trees up around the base, decorated in holiday lights, and Santa has made so many visits around the community that I hope he’s left time to sort things out for his big night! I ask everyone to take a moment during the holidays and think about the many experiences and opportunities we have over here in Naples. Thousands of years of history and many world heritage sites are only minutes away waiting to be explored. Also, use this moment to pause and appreciate the many hard-working people who are providing the services we use daily, and sometimes take for granted. I’m speaking of the personnel on the gate, at the fire station, and on watch. I’m proud of our Naples team and all that we accomplish on a daily basis. I’m also incredibly proud of our volunteers, and we have a lot. There’s been a constant stream of youth sport activities and community events, all made possible by volunteers and generous contributions from the community. Thank you for helping to make this holiday season a special memory for so many. For our single and unaccompanied personnel, the Capodichino Liberty Center will be open Dec. 25 from noon to 6 p.m. This will be a great chance to get together and enjoy a home-cooked Christmas dinner. If anyone wants a remarkable experience, consider the USO’s FREE trip to attend Midnight Mass at the Vatican. With school being out for the holidays, MWR is adding an early movie (G/PG) to the schedule all next week at the Support Site Reel Times 2 Cinema. These additional movies will start at 3 p.m. Monday through Friday. Whatever you decide to do over the holidays, think ahead and pay attention to your surroundings. Be safe, take care of one another, stay vigilant and make sure you stick with your plan if you decide to drink. We have a great event for everyone on New Year’s Eve to close out the year with a bang. The chapel team and the USO are teaming up to offer a celebration atop the Capodichino East parking garage. The music, free food, giveaways and camaraderie kick off at 10 p.m. It’s the best location in Italy to view the fireworks lighting up the skies over Naples. If you’ve been here before for New Year’s Eve, or paid attention after a soccer match, you know the Neapolitans do fireworks with passion and gusto. NO MORE CELL PHONES IN THE CHAPEL A Catholic priest in Naples was fed up with cellular phones ringing during his sermons. He was constantly interrupted by incoming calls and buzzing text alert and he was tired of telling parishioners to shut them off. He installed a device inside the Santa Maria church in Montesanto after receiving approval from local police. Many parishioners approved the initiative but many shopkeepers near the church asked to remove it as they claim it blocked contact card cash devices in their stores. The priest denied any blame for the digital mishaps and said the device works exclusively within the 40 square meters of the church.
LEONARDO DA VINCI EXHIBIT AT PIETRARSA RAILWAY MUSEUM NOW THROUGH MAY An exhibition on some reproduced machines invented by Leonardo da Vinci opened last week at the Pietrarsa railway museum in Naples. The machines are made in real size and functionally work demonstrating the brilliant ideas of the great artist. Leonardo designed and built in an era of skepticism, flying machines, a bicycle, a hydraulic pump and more. In addition to the exhibit, visitors have the opportunity to visit one of Europe’s most important railway museum with its legendary locomotives. The Leonardo exhibit will be open through May 31. Hours of operation are 9 a.m. to 4:30 p.m. Friday, Saturday and Sunday, but will close at 8 p.m. during December. The cost for admission is 8 euros for adults and 6 euros for chil-
dren. The Pietrarsa railway museum is located at corso San Giovanni a Teduccio, Naples.
SPEED CAMERA SWIPED WHILE POLICE OFFICERS SNOOZED Two traffic police officers on duty in Rome fell asleep while tracking speed in the Calsilina area of the capital. They woke up to find their pricey speed camera had been stolen. The camera was perched on a tripod in front of the vehicle when the two fell asleep maybe aided by the warmth of the car’s heater. At first, it was thought the officers had been drugged by sleeping gas placed in the car’s ventilation system. Later, after some blood checks it was concluded that they simply nodded off. The officers now face a disciplinary process and risk suspension from the service and will certainly repay the stolen camera.
ABANDONED NAPLES CHURCHES COMING BACK TO LIFE Naples has dozens of beautiful abandoned churches that are no longer renovated or used differently. The church of the Divina Grazia in the Chiaia district, located in Via Carlo Poerio was transformed into a library. The recovery was made by the owner of a publishing house and bookstore who participated in a bid for the management of the church. The church along with its library of ancient volumes dating from 1600 to 1800, was abandoned in the 1980s and was decaying badly. The chapel and sacristy will now be the used to showcase these rare and valuable books.

Realizing that other service members might have felt left out, the S.I.N.G.L.E.S. renamed itself, to J.F.U.N. (Joint Forces Unaccompanied Group) to create an equal opportunity group for all single/unaccompanied service members. “The benefits from the program are for single/unaccompanied service members to mingle and meet others in the same boat as them. It provides a common ground and sense of being part of a group instead of feeling lonely all the time,” Operations Specialist 1st Class Ginny Grady said. “The program gives us the feeling of freedom to explore without the fear of traveling alone.” Liberty Staff member Tommaso Schiano, who has worked NSA Naples liberty for 17 years and who is a native Neapolitan, said he was excited to get feedback from the singles service members about what they wanted to see and do. “We are always excited when new military members come to Naples,” Schiano said. “We have so many beautiful sights and so much history here it is our honor to be able to provide the single / unaccompanied military members the chance to explore and learn at their own pace.
With a schedule full of upcoming activities the J.F.U.N. group has taken a trip to downtown Naples to the Borbonica Tunnel and also provided a night at the liberty center for Sailors to watch football games and enjoy food provided by the Naval Support Activity (NSA) Naples Chief’s Mess. “I thought it was great being able to be in the Borbonica Tunnel and see the history and items left behind during World War II and learn the history and its importance during the war,” Hospitalman Blythe Turney said. The liberty program also provides the Adopt-a-Sailor program at Christmas through MWR as well as being open on Christmas Day and offering the typical American spread of festive holiday food for all Single/Unaccompanied service members in the Naples Area. Upcoming outings next month include dining out, a trip to the Volcano Bueno mall and visiting a local winery. Sailors who live in family housing at both overseas and various U.S. locations have until Dec. 19 to participate in the Resident Satisfaction Survey. The survey gives residents the opportunity to share their valuable insight in how their housing needs are being handled and what issues they might have encountered. Sailors at Carroll’s Creek at Naval Station (NAS) Everett, Corpus Christi NAS, NAS Kingsville, Naval Complex New Orleans, Wallops Island, and NSF Thurmont should have already received a family housing survey. For those family housing residents who may have lost or forgotten about the survey, there is still time to obtain a new survey by sending an email to: DONFHSurvey @celassociates.com. “We are focused on providing superior customer service, housing and amenities to our Navy Housing residents,” said Navy Housing Program Director Greg Wright. “Hearing from our customers is critical to sus-
taining and improving our business.” Sailors who want to make a difference in how their housing needs are being handled and what issues they might be encountering may still share their valuable input through the Resident Satisfaction Survey. Sailors living in unaccompanied housing also should have received a survey from their building managers, except for those in privatized housing (San Diego and Hampton Roads). Residents who did not receive a survey should contact their building manager for a new one or by sending an email to: DONUH Survey@celassociates.com. Navy Housing encourages all residents to take a few minutes to answer the survey and provide comments about ways in which housing can be improved. The surveys will be used to target funding for facility and amenity improvements. Meineke, Navy Region Europe, africa, Southwest asia Public affairs Naval Support Activity (NSA) Naples and Navy Region Europe, Africa, Southwest Asia (EURAFSWA) worked together to conduct Operation Help for the Holidays (OHH) in Bucharest, Romania, a gift-giving event, Dec. 15. OHH, which runs from November to early January, is an interdenominational outreach program designed to deliver gifts to needy children in EURAFSWA this holiday season. The expansion effort is led by Cmdr. Manuel A. Biadog, NSA Naples’ command chaplain, and Religious Programs Specialist 1st Class Juan Vences, EURAFSWA chaplain department acting leading petty officer. NSA Naples Command Chaplain Cmdr. Manuel A. Biadog explained, “This COMREL is special because it works both ways. We are reaching out to the community, specifically the children who live just outside the base, and asking our Sailors to donate and volunteer and connect with them. It affects both communities in positive ways.” Biadog added that the outreach mirrors the spirit, deeply-ingrained in Americans, of giving to the homeless, the needy and the community, especially during the holiday season. This year’s OHH comprises five events -- four in Italy and one in Romania. The first outreach, the first “Buon Natale” event, was hosted by the Evangelical Baptist Church of Naples and held Dec. 7 outside NSA Naples. Appropriately, Dec. 7 was Italy’s Festa della Immacolata Concezione, or “Feast of the Immaculate Conception,” which is a very important Catholic feast that celebrates the belief in the immaculate conception of the blessed Virgin Mary. “Buon Natale”, Biadog explained, is Italian for “good birth,” which refers to the birth of Jesus Christ and is the Italian version of “Merry Christmas.” “It was our first year holding a gift-giving event outside the base,” Biadog said. “It was U.S. military children, their families, and military members putting together humanitarian items and gifts for more than 100 children who live in the Campania region.” Already, after only its first two outreach events, Biadog said OHH has been successful. “The Italians and Romanians have been extremely responsive to this outreach,” he explained. “The children were so happy, so thankful for those gifts given by our families.” Biadog was keen and pleased to point out that OHH, and all COMRELs, not only positively benefit the communities surrounding our installations, but also benefit our community of service members and their families. Operation Help for the Holidays mainly focuses on children living in the region, of course, he said, but our own community of military children is learning the valuable lessons that there are many people less fortunate than us and that there are things, like the gift of giving and the reward of volunteering, that money cannot buy. Biadog added, “Also, [OHH] has given a lot of morale to our people. Some of them, like the single Sailors, their families are not here. Some of the single Sailors came to me to tell me how they enjoyed it. They enjoyed giving gifts to those children, like they were a little brother or sister. And that’s the whole idea -- to bring the holiday spirit home, here, by doing something for the community.” The last Buon Natale to be held in the Campania region, Dec. 21, will be held downtown Naples and will focus on reaching out to the local migrants therein. For
each outreach, Biadog said he expects approximately 200 people to attend, including 100 children reached. The final Buon Natale, a much larger event, is scheduled to be held in Rome. Biadog said it will involve the U.S. ambassador to Italy. “We are looking at an attendance of around 500 people,” he said. “These will not only be Italians, but migrants from Asia, African and also the former Eastern Bloc countries who are having a hard time in the community.” Unique this year is the outreach to Romania, the Craciun Ferecit (Happy Christmas), which was held Dec. 15 in Bucharest, Romania. Because it is outside the scope of NSA Naples Chaplain Department’s operations, EURAFSWA Chaplain Department Acting Leading Petty Officer Religious Programs Specialist 1st Class Juan Vences worked with Biadog and accompanied him to Romania. “This was the first religious ministries team to have gone [to Romania] this holiday season,” Biadog said. “We conducted a COMREL, [in Burcharest] Operation Help for the Holidays, and [on the installation] taught a suicide prevention class, deckplate ministry, and, of course, conducted religious services.” To support Craciun Ferecit, boxes of donations were flown to Romania. “Within those boxes were what we call ‘shoeboxes’,” Biadog explained. “I estimate there were at least 150 shoeboxes. “ Within these shoeboxes were toys, school supplies, hygiene items, accessories and a personalized note for each child. Biadog said he was extremely happy with how OHH has gone so far and is excited to participate in the rest. He expressed his heartfelt thanks to all the volunteers and cited “this community outreach can only happen through the teamwork and dedication of our volunteers.” While Biadog is very pleased with OHH as it is now, within the next year he has plans to continue to expand the program. “I work closely with the Region Chaplain, Capt. Thornton, especially now with the COMREL we conducted in Romania,” Biadog explained. “I hope one day they will extend this program all the way to Africa, not just here in Europe. With our colleagues being in that part of the world where the region is involved, we definitely can help them with their outreach and community relations projects. Make the switch to a programmable thermostat to save money on your heating and cooling utility bills. With a programmable thermostat you can set what temperature your house will maintain during different times of the day. For instance, during work hours your house may be unoccupied. It is often unnecessary for your home to be toasty for the entire duration of your absence. You can set the temperatures to reflect your homes occupancy and activities throughout the day and in doing so save money. Programmable thermostats can store and repeat multiple daily settings (six or more temperature settings a day) that you can manually override without affecting the rest of the daily or weekly program. Credentialing Available for Both Navy and Marine Corps Under DoN COOL By Thom Seith, Center for Information Dominance Public Affairs
With the introduction of Marine Credentialing Opportunities On-Line (COOL) to partner with the existing Navy program, the vision of a joint Department of the Navy (DoN) COOL is complete. DoN COOL provides a unique shared-entry portal for Sailors and Marines to access their service’s credentialing programs (Marine Corps COOL and Navy COOL). The COOL sites are webbased hubs that consolidate information from numerous sources at the federal, state and local levels on certifications, licenses, apprenticeships and growth opportunities that correspond with each Navy rating and Marine Military Occupational Specialty (MOS) as well as enlisted jobs and occupations. Every Navy rating and Marine MOS has at least one associated professional credential. Col. Lee Ackiss, deputy branch head for personal and professional development, Marine and Family Programs Division, Headquarters Marnie Corps, said that the addition of Marine COOL will add significant value for many Marines. “A credential is that symbol, that certificate that really validates and gives true value to their MOS training,”
said Ackiss. “It is something that a civilian employer immediately recognizes. Translating the expertise and performance of our military occupational specialties, COOL identifies the opportunities for that representation, in a credential, of what the civilian workforce desires of our well-qualified professionals.” According to Keith Boring, program manager for the Navy Credentials Program Office, professional credentialing acts as an integral part of the Services’ Enlisted Learning and Development Strategy. “COOL helps recruiters sell Navy and Marine Corps careers; it improves advancement opportunities and helps motivate our best Sailors and Marines to stay in-service” said Boring. “By improving force readiness through initiatives like COOL, we’re presenting Sailors and Marines with another key to career success that will benefit them while they’re in the service and beyond.” Boring added, though it isn’t the purpose of the Navy’s credentialing program to be used solely as a component of transition, earning an industry recognized certification or license may provide a key factor toward a successful transition from Sailor to civilian employee. Michael Talley, assistant
program manager for the Navy Credentials Program Office noted that joint development of a DoN COOL website enabled enhanced capabilities for both Navy COOL and Marine Corps COOL. “The COOL websites leverage data sharing, reduced developmental cost and meet Department of Defense credentialing program goals ... all at best cost to the government and its taxpayers,” said Talley. “The tight integration of the Navy and Marine Corps COOL websites is the key advantage behind our partnership. Both COOL sites mirror each other in styling, organization, and utility ... which provide users a consistent and familiar tool.” The Navy COOL office is located at the Center for Information Dominance (CID) at, Corry Station in Pensacola. CID is the Navy’s learning center that leads, manages and delivers Navy and joint force training in information operations, information warfare, information technology, cryptology and intelligence. The Naples Public Health Evaluation (PHE) was an extensive effort to learn more about the potential environmental health risks present in the Campania region of Italy. The Navy established health protective policies based on the study’s findings to protect the health of U.S. personnel and their families, which includes bottled water advisories and health protective lease clauses. The PHE found the potential health risks for living off-base can be mitigated by following established risk-management actions. The health protection policies are as follows: • Maintain the July 2008 bottled water advisory for U.S. personnel living off base. • Maintain the New Lease Suspension Zone (NLSZ) areas, based on U.S. Navy and Italian environmental sampling data. In these zones, U.S. Navy personnel are not permitted to sign new rental home leases. • Maintain the U.S. Naval Support Activity Naples PHE website and the U.S. Navy Regional Water Quality Board. • Maintain the health-protective U.S. Navy lease clauses for private off-base rental homes: – Landlords must provide containerized water service from a Navy-approved vendor. – Leased homes must be supplied by city water or permitted wells. Landlords must disconnect all non-permitted wells and provide proof of connection to the city water system or that the well is permitted. – Landlords must clean and disinfect domestic water holding tanks every six months. • The U.S. Navy will continue to share data with designated Italian public health officials. Throughout the Public Health Evaluation, the U.S. Navy established health protective policies and took immediate action, when necessary, to protect the health of U.S. personnel and their families. The risk management analysis determined that many of the health protective policies established during Phase I and Phase II will continue, as well as new policies implemented to ensure continued health protection. Navy Receives Federal Energy and Water Management Award By Regina Adams NAVFAC Washington Public Affairs
The U.S. Department of Energy (DOE) recognized the Navy as a recipient of the 2014 Federal Energy and Water Management Awards, Dec. 9. Capt. Tony Edmonds, Naval Facilities Engineering Command (NAVFAC) Washington commanding officer and Naval District Washington(NDW) regional engineer, and Lt. Cmdr. Keith Benson, NDW and NAVFAC Washington energy officer, accepted the national award during a ceremony held at the National Archives and Records Administration in Washington D.C. “It’s an honor and privilege to be recognized by Department of Energy Federal Energy Management Program for our comprehensive energy program at Naval District Washington and NAVFAC Washington,” Benson said. This year, the DOE recognized 25 winners across the federal government as recipients of the 2014 Federal Energy and Water Management Awards. The annual awards highlight exceptional federal agency efforts for improving the nation’s energy, water, aviation and vehicle fleets. Each winner deployed cutting-edge practices that will significantly cut carbon pollution, protect the environment, and strengthen national security. In 2013, Naval District Washington built the foundation for a
comprehensive energy program. The program focuses on five energy pillars: energy culture, energy information, energy efficiency, renewable energy and alternative fuels and energy security. Five teams were established to enhance energy leadership with the focus on optimizing retro-commissioning projects, identifying potential renewable energy opportunities, collecting and analyzing data on fuel consumption, installing advanced metering, and deploying smart grids that enable technologies to monitor, control and respond to building and utility management systems. “We thank all those energy warriors who continue to make daily progress across all energy pillars,” Benson said. NAVFAC Washington continues to lead the charge on energy program initiatives. Across the region’s six installations, energy intensity was reduced by 19 percent and water intensity by 13 percent. The program created 50 megawatts of renewable energy opportunity and brought the total of advanced metering infrastructure to 99 percent installed with 37 percent actively connected. Naval District Washington’s program forms the basis of its energy policy and fundamentally empowers all employees to use energy resources efficiently all the time. Naples Receives Results from Radon Study NSA Naples recently received results from a year-long indoor radon monitoring study, which is part of an ongoing Navywide radon monitoring program. Radon detectors were installed in Navy facilities at Capodichino, Support Site, Gaeta, Carney Park, and Navy-managed buildings at Allied Joint Force Command (JFC) Naples in Lago Patria. These detectors were placed in basements and ground-level indoor spaces inhabited, or that could be inhabited in the future, at least four hours daily. Of the approximately 1,600 pairs of detectors collected and analyzed, 24 were above the U.S. Environmental Protection Agency (EPA) action level and require mitigation. No housing units tested exceeded mitigation action limits. Mitigation measures are being taken for the 24 sites above EPA action levels and will be re-tested once mitigation is complete to verify radon levels are below the EPA threshold. Approximately 200 radon detectors from the year-long study were not found and are being re-tested for six months. Those sites are currently being re-tested and will also be mitigated and re-tested if found to be above the EPA radon threshold. Post Office Advisory on Mailing of Nativity Scenes (Presepes) The Presepes ‘Nativity Scenes’ found throughout Naples and Italy contain miniature clay figures that craftsmen have made for hundreds of years. The figurines pose no agricultural risk and can be sent or taken stateside. However, the figures are often housed in a village setting made of natural bark decorated with peat moss, which can contain damaging insects or other pests and are prohibited from being imported into the United States. Nativity Scenes produced using finished wood, plastic, or commercially-cleaned and lacquered straw (except rice straw) can be mailed to the U.S. Customers of the post office can be fined $100 or more if they mail scenes containing moss, bark, pinecones, untreated straw or other restricted materials. The annual Army vs. Navy Flag Football Game has become a cherished Naples tradition. This year’s game resulted in a disappointing 6-0 loss for Navy at Wildcat Stadium on board the Support Site Dec. 13. This marks the second year in a row that Army has won the cherished cup. Later that day in Baltimore, the Midshipmen of Annapolis defeated the Black Knights of West Point 17-10 in the 115th matchup between the two service academies, marking the 13th straight victory over Army.

Naples Ombudsmen Team Up for a Day at an Children’s Center By Fleet and Family Support Center Naplesr
Several ombudsmen in the Naval Support Activity, Naples area, worked with their commands, command families and friends to collect items needed for Centro Laila, a local orphanage, located in Castel Volturno, Caserta. Centro Laila is an orphanage dedicated to caring for immigrant children whose parents work and cannot care for them. The center provides a warm, loving environment for these children who are sheltered at the center all week and sometimes visited by their parents on the weekends. Brianna Fenske, command ombudsman for Naval Facilities Engineering Command (NAVFAC), was the organizer for this project. The center was contacted, in mid-November 2014, to determine what their immediate needs were. Centro Laila had the most need for food and diapers, in which the ombudsmen team, under Fenske’s direction, set out to collect. However, what was collected was much, much more than what was expected; in addition to food and
diapers, there were toys of every kind, clothing and blankets. Many commands got involved by setting up a collection box at their command suite for the purpose of gathering these donated goods from their sailors and families. Lori Oliver-Owens, command ombudsman for Region Legal, Emily Davis, one of two command ombudsmen for USS Mount Whitney (LCC 20), Reniya Richardson, command ombudsman for Armed Forces Network (AFN), Brianna Fenske, command ombudsman for NAVFAC, and Rebecca Music, ombudsman coordinator at Fleet and Family Support Center (FFSC) made the trip to the center to deliver the goods and spend time interacting with the children. The team played balloon games and provided a time of coloring and finished the day with dancing and taking photos with all the children. The Naples Area Ombudsmen Team wishes to thank each and every command, organization and person who gave to this worthy cause that brought smiles to the faces of these children.

The Naples Middle High school choral department put on a winter concert at the support site chapel Dec. 11. Forty-five students from the High School and Middle School choirs started preparing for the winter concert in October, and the extra work showed in their stirring performance. The High School Choir started off the concert with the National Anthem. Then the Middle School Choirs came up, each singing one individual piece and then two combined pieces. The selections were: When You Believe, I Am A Small Part Of The World, Do You Want To Build A Snowman (from Frozen), and Christmas In Three Minutes (a Christmas medley). Then the High School Choir sang Today We Shall Be Merry, Home For The Holidays, Ding-a Ding, and Christmas Lullaby. Finally, all choirs came together to sing We Need A Little Christmas. For the combined finale piece, members of the Navy Band joined in to support the singers in America, Our Home.
Naval Support Activity (NSA) Naples held its annual Christmas tree lighting ceremony Dec. 5th at the Support Site. The event kicked off at 5:45 p.m. with American Forces Network (AFN) hosting a live radio broadcast from the village forum where children eagerly awaited the appearance of Santa Claus. “We have a special arrangement with the man up north so that the kids can give him their lists,” said Cris Kasparek, director, Child and Youth Program. “We normally have around 300 to 700 kids to see Santa, but with the rain I’m not sure how many will show up, but he will stay to make sure he gets to talk to all of the kids.” Shortly after the event kicked off, the fire department arrived at the village forum escorting Santa Claus to the stage where he met with Capt. Douglas Carpenter, NSA Naples commanding officer, to officially light the Christmas tree. Once the Christmas tree was lit; the children began to line up and wait their turn to speak with Santa Claus and share their Christmas wish lists. “My youngest was a little afraid at first, but her sister was all about talking to Santa she seemed to have a great time,” said Personnel Specialist 2nd Class A.J. Riester. “It turned out to be a really nice night despite all the rain earlier in the day. It cleared up just in time for the celebration.” Following the festivities the U.S Naval Forces Europe Band, consisting of members of the U.S. Navy, and the Italian Army, Navy and Carabaneiri, held a 90 minute Christmas Concert. The concert consisted of more than 14 holiday favorites including “Home for the

IN THE SPOTLIGHT CS2 REYNALD LAURENTINO Culinary Specialist 2nd Class Reynald Laurentino, from Delano, Calif., moved to the United States, from the Philippines in 2003. He enlisted into the Navy and reported at Recruit Training Command, Great Lakes, Ill., in 2009. After completing boot camp, CS2 Laurentino reported to his first duty station, Helicopter Sea Combat Squadron Eight (HSC-8) at North Island, San Diego, Calif. In 2014, he reported to U.S. Naval Hospital Naples (USNH) to join the Nutrition Management Team as a Cook Watch-Captain and Records-keeper. His duties in food services make him one of the key players for many successful USNH Naples command functions, like the 2014 Change of Command and Preferred Provider Network Reception. One of his many talents includes decorating ceremonial cakes for various command occasions. His goal is to advance to before going on to his next duty station. ROGER ESTRADA U.S. Naval Forces EuropeAfrica (NAVEURNAVAF) Personnel Specialist 1st Class Roger Estrada was named U.S. Naval Forces EuropeAfrica/U.S. 6th Fleet headquarter’s Sailor in the Spotlight, Dec. 4, 2014. During a ceremony amongst his peers, Estrada was announced and personally congratulated by NAVEUR-NAVAF Chief of Staff Rear Adm. John Nowell for his outstanding performance. “I try to always do what I believe is the right thing in both my professional and personal life,” Estrada said. “We all have choices in life and career, and when you do what is right, no one can fault you.” A native of from Upland, Calif., Estrada serves as a command financial specialist for Naval Support Activity Naples. He is also a Cub Scout Pack 007 Assistant Den Leader and as an avid volunteer for his daughter’s Brownie events. During Operation United Assistance, Estrada monitored and tracked, with 100 percent accountability, all Navy and civilian personnel entering and leaving the U.S. 6th Fleet area of operations, as well as all personnel in various operations in Europe and Africa.

Based on Sailor feedback and lessons learned from Navy’s Sexual Assault Prevention and Response efforts, new Bystander Intervention to the Fleet (BI2F) training will begin this fall for all active and reserve Sailors. As this training will bridge several topic areas, BI2F will count for the fraternization, hazing, physical readiness and sexual health GMT requirements for FY15. BI2F training details are spelled out in NAVADMIN 275/14 released Dec. 11. Rear Adm. Mike White, commander, Naval Education and Training Command, said that BI2F training provides the tools for the fleet to significantly reduce unacceptable behaviors such as fraternization, hazing, and sexual harassment or assault.
“This training will equip our Sailors with the skills to recognize potentially risky situations and take appropriate action to help shipmates avoid decisions that could have life-altering consequences,” said White. “This peer-to-peer training is designed to encourage open, honest dialogue among those of similar age and experience level.” Training will be delivered by facilitators using interactive video and small-group peer discussion. Rear Adm. Rick Snyder, 21st Century Sailor Office director, points out that the training covers a range of topics that span the continuum of harm. “BI2F is skills-based, peerled training designed to prevent destructive behaviors and promote an environment of professionalism, respect, and trust for all,” said Snyder. “It focuses on how to rec-
Nominations Sought for Language Professional Awards From Chief of Naval Personnel Public Affairs
Navy Language, Regional Expertise, and Culture Office (OPNAV N13F) announced Dec. 16 it is seeking nominations for the fiscal year 2014 Language Professional of the Year (LPOY), Linguist of the Year (LOY), and Command Language Program of the Year. The awards are given yearly to recognize the most outstanding Command Language Program, military and civilian language professionals, and non-career linguists who have achieved mission success through the use of foreign language. The top command and language professional are then judged across the Department of Defense in a competition that is overseen by the Defense Language Institute Foreign Language Center. Nomination procedures are outlined for command language program in OPNAV Instruction 1650.31 and 1650.32 for language professional and linguist awards. This year's essay topic for LPOY and LOY nominees is "describe a strategy to train and sustain military language professionals in your organization to a proficiency level 3/3 or better." This essay should be no more than five double-spaced, typewritten pages and should not include references or footnotes. Deadline to submit nomination packages to N13F is Jan. 16. An ancient city built vertically on a mountainside with a grand vista for a backdrop, visiting Matera feels like location scouting for the next Indiana Jones movie or Uncharted game. Matera is a remote town in the mountainous Basilicata
region of “The City of Stones,” or Sassi di Matera, has been a city since the Romans founded it in the 8th century AD, but its roots stretch back thousands of years further to the area’s cave dwellings. The Sassi was continuously inhabited until the 1950s when the government evacuated it due to the un-
healthy living conditions. It came back into the spotlight in the 1960s when it was used as a filming location for religious epics as the city easily doubled for Biblical Jerusalem, a trend which continues to this day with the Passion of the Christ and the upcoming Ben Hur remake. been partially re-inhabited and geared toward tourism but has not lost its historic charm. It was made a UNESCO world heritage site in 1993 and in 2019 it will be a European Capital of Culture. Standing on its lowest street level felt like being on the floor of a man-made canyon, surrounded by layers of history, houses built into the mountainside and atop each other haphazardly and piece by piece over centuries and by conquers as varied as the Spanish, the Lombards and the Normans with each leaving something of their culture behind. That piece would eventually be modified, or built on top or beside of and so forth. Across the canyon were man-made caves even more ancient than the city and crisscrossed with narrow trails. The lowest levels were medieval but walking and ascending the main streets or cutting through a maze of stairs and wide piazzas fit between buildings, the ancient was supplanted by the less ancient with one era replacing another until reaching the highest levels which resemble the streets of historic Naples. What makes it really inter-
esting, is that until that plateau is reached much of what I saw was just a façade- those houses were really caves built into the mountainside. Some of the cave houses have been converted into museums that depict everyday life for the city dwellers. Behind the façade the homes really are just hollowed out caves with nooks for sleeping, cooking and animals. Visiting Matera on an ITT Tour I got to sleep in a cave hotel, which as primitive as it sounds, is a regular hotel room in a cave. It was very warm inside and I had the best night of sleep I’ve had in ages. Nestled within its layers, Matera has accumulated many churches and monasteries through the years, none of which look alike. My favorites where San Pietro Caveoso, Nuovo Purgatorio and the Duomo. I’m pretty certain there’s a law requiring every Italian city to have a St. Peter’s church and Matera has been around long enough to earn two, one for both sections of Matera di Sassi. San Pietro Caveoso was built in1218, but during the Spanish occupation was redone in the Spanish Baroque style. Like

many of the churches it is still a functioning church but is open to visitors. The most interesting church was Nuovo Purgatorio, a church decorated with skeletons and skulls. The Duomo, the Cathedral of Matera, is currently undergoing renovation, but occupying the highest point in Matera it can be seen from everywhere in the city and is very photogenic. An Apulian-Romanesque church, it was built in 1270 upon the site of a former Benedictine monastery con-
secrated in 1082. As well as its landmarks, Matera’s cobbled together nature made every street and building just as fun to shoot. Exploring Matera on a deserted Sunday morning added to the feeling of being in some fantastic fictional setting so I recommend getting an early start when visiting.

Le feste/ tHe HoLidays From Naples Elementary School
The Host Nation Department and Immersion Team at Naples Elementary School along with a local Italian school prepared a holiday concert for the community on board the Support Site Dec. 12. There were five classes that participated in the concert. The Kindergarten class, first- and second-grade teachers worked together with an Italian class. Meanwhile, the third- and fourth-grade teachers worked with another class. Altogether, there were about 100 American students and 20 Italian students, who participated in the concert.
Over the past 10 years, this annual crosscultural concert has become a popular winter event for parents and music lovers. Each group of children learned three to five different songs in the Italian language. They also recited a poem or two. At the end the students sang a classic traditional song. “This winter concert is a fabulous way to teach our students the Italian language and enjoy music and movement,” Naples Elementary School Kindergarten Immersion Teacher Maria Oropallo said. “The students get to meet and become friends with local national students. We look forward to collaborating with them yearly.”

Tiger Sharks Give Back to say ‘Thanks’ to the Naples Community that Supports Them New Contracts for Surface Warfare Officers await Reauthorization approval From Chief of Naval Personnel Public Affairs
A delay in coordinating approval for reauthorization of the Revised Surface Warfare Officer Critical Skills Retention Bonus (RSWOCSRB) will mean no new contracts will be processed for the bonus after Dec. 16 until reauthorization is received, which should be early next year. Current bonus payments are not impacted by the reauthorization delay. The lapse in writing new contracts is the result of staffing delays at the Chief of Naval Personnel. Navy leadership is confident the bonus will be reauthorized and should be complete by mid-February. Officers impacted by this delay have been contacted by their detailer to help them understand how this will impact their career planning. Eligibility requirements for department head bonus are found in NAVADMIN 156/12 and for lieutenant commander bonus they are listed in NAVADMINs 326/02, 084/10 and 156/12. Eligible surface warfare officers with four or more years of service who have not yet signed up for the RSWOCSRB department head bonus can sign up for the bonus by Dec. 16. Officers who will not reach four years of service before Dec. 16 are still eligible for the total bonus amount once authorization is renewed as long as they sign up before completing their sixth year of service. Eligible lieutenant commanders who have not yet signed up for the SWO Critical Skills Bonus (SWOCSB) will be eligible for the total bonus amount when the bonus is renewed as long as they sign up prior to the second anniversary of their promotion to O-4. Capturing the Triple Crown of the European Forces Swim League Takes More Than Just Fast Swimming From Kate McGuinn
No doubt, 2014 has been a good year for The Naples Tiger Sharks Swim Team. Led by eight-year Head Coach, Jane Higgins, the nearly 80-swimmer strong squad now holds the “Triple Crown” of the European Forces Swim League (EFSL). Beginning with the Southern Division Championship in Naples, Italy followed by the EFSL Individual Championship in Eindhoven, Netherlands and completed with EFSL Long Distance Championship in Lignano, Italy, the Tiger Sharks claimed all three titles in the past 11 months. Now, the swimmers and their families are taking time to say ‘thanks’ to the Naples community that has supported them in reaching these goals. “We could not have captured these titles without the financial, service-related and good-will support of the broad community here in Naples,” said Dave Snodgrass, second year President for the Naples Tiger Sharks. So, with great appreciation, and in an effort to give back a bit, the Tiger Sharks looked locally for opportunities to support others. First, the Tiger Sharks showed their appreciation for our members in uniform by serving as volunteers for the Single Sailor Thanksgiving Dinner. High School swimmers Sydney and Ingrid Bidwell served up the turkey and fixings while other Tiger Sharks including Reagan Butler, Zach & Brandon Oestereicher, Houlton McGuinn, Jasmine Boggs and Lorenzo Flores closed the galley with a clean sweep and carted off the trash. The team then celebrated the season’s joy by designing, painting and submitting its annual ‘Dive into the Holidays’ greeting card. This year’s design was a jolly snow-swimmer, complete with his neon green Tiger Shark swim cap and jammer swim suit. The plaquard is one of several displayed on the main gate at the Support Site. “We train hard all season, and in 2014 it really paid off with the three championship titles,” said Isaac Stacks, Tiger Sharks Co-Captain. “It’s that effort and deep commitment from all our swimmers at every meet that makes the difference, said Coach Higgins.” Following on with the commitment to others, in December Tiger Shark families filled 54 “Opera-
tion Holiday Help” boxes. These boxes, stuffed with school supplies, clothing, hygiene items, toys and a Tiger Shark team photo were delivered to the Chaplain’s Office to be forwarded on to children in Romania, the Philippines and Italy this holiday season. “I thought really hard about what to put in my box,” said 11-year-old Katherine Vandelac. “I thought about how much support we Tiger Sharks have all the time, especially from our parents who are always cheering us on, working at the meets and making great travel possible. I just wanted the girl that gets my box to feel a bit special too.” The Tiger Shark adults, too, have played their part in ‘Giving Back’ to the community. While the team has been on the receiving end of the financial generosity from organizations such as the Naples High School Booster Club, Family Support and Youth Programs and the Naples Overseas Spouse Club, Tiger Shark Head Official Neil Higgins makes sure the team is on the giving end too. Each year Higgins recruits Tiger Sharks and others to compete in golf tournaments whose proceeds support the Army Ball, the Marine Corps Ball, USO and Wounded Warrior Association General funds among others. If you’d like to see the Tiger Sharks compete, their final home meet this season is Jan. 25, 2015, at 9:30 a.m. at the Capodichino pool.
