Dempsey to Naples-based Troops: Military Must be Forward-Deployed By Jim Garamone DoD News

The United States military needs to be forward-deployed because America does not want to “play a home game,” Army Gen. Martin E. Dempsey said in an allhands call at the naval air facility here. During the event, the chairman of the Joint Chiefs of Staff spoke to service members, DoD civilians and local nationals, answering questions about the extremist threat, Russia and cyber security. Dempsey said that when the budget gets tight, there is an inclination for many to think the best way to save is by bringing troops back from overseas postings and doing everything from the continental United States. “The truth is, in our line of work, the very last thing we want to do is play a home game,” he said.

Last Thursday we had the honor of hosting the Chairman of the Joint Chiefs of Staff Gen. Martin Dempsey here at NSA Naples. During his All Hands Call at Capodichino, he covered a variety of topics ranging from the ISIL threat to cyber security to budget concerns. Being stationed overseas in a very dynamic and strategic part of the world, it is important for us to consider his talking points because these topics affect us all and the objectives we are working towards in our forward location supporting forces across the region. A big part of our mission is to maintain positive global presence and ensure America continues to play the “away-game” by supporting the fleet, delivering people and resources to where they need to be and keeping our threats away at bay. Thank you all for supporting the chairman’s visit and continuing to focus on the mission. Independence Day is right around the corner and we celebrate this here in Naples with our largest, annual community engagement event called Festa Americana. This event has been extended to two days this year on July 3rd and 4th. On July 3rd there will be a Golf Scramble tournament, craft sales and food booths from both American and Italian vendors, carnival rides and more for those with normal Carney Park access. On actual Independence Day, July 4th, we will have food booths, carnival rides, additional exciting events and fireworks. MWR has arranged a fantastic lineup with a free entertainment and concert series, highlighted by country music singer Jana Kramer brought to us by Navy Entertainment. The Jana Kramer show is scheduled to begin at 8:45 p.m. On the 4th, Carney Park will be open to all those with normal Carney Park access as well as all Local National employees. Up to six guest passes per Adult ID card holder may be purchased for $5 each from many locations throughout the base through July 2nd only. Those with purchased Guest passes do not require escorts to gain access to Carney Park on this day. There will be no opportunity to purchase Guest passes at the park on the day of the event, so get your tickets early. Stay tuned to the Volcano, the Panorama, and the MWR Facebook page between now and the event for more details. Many of you may have heard reports of objects being thrown at cars travelling down the highway in the Naples area in an attempt to get them to stop and carry out a robbery or theft. Lately these reports are mainly isolated to the Strada Statale 7, but please be cautious at all times for suspicious activity in the local area as well as wherever you travel. Just like the cyber-security issues we spoke of last week, if you are ever in a situation that doesn’t feel right call the proper authorities. A good place to start is Emergency Dispatch. If you encounter one of these potential highway harassment scams, please DO NOT STOP and give the offending individuals any opportunity to extort money, steal or cause you any harm. If you happen to be pulled over for any number of other reasons due to an accident, or by authorities for a traffic violation, remember to ask for identification and if they are not uniformed officials, get as much information as you can from them or their vehicle to be able to provide to the authorities if needed. Be careful and be safe out there on the highways and during your travels. Hope you all have a wonderful weekend and week ahead. For those with kiddos, enjoy the summer break. For everyone, there are incredible experiences around every corner here, so get outside, take a trip, go to the beach, visit a new place and take advantage of being stationed here in Bella Napoli!

San Nicola Baronia to Host European Music Festival This Weekend The town of San Nicola Baronia, in Avellino province will celebrate the European Music Festival with concerts, exhibitions and happenings from June 19 to 21. Many artists will performe classical music, blues, rock, jazz, folk and reggae. Twelve popular Italian artists will take turns on stage. Light Wins Shadow Exhibit Opens June 21 at Casal di Principe Eight precious paintings from the Uffizi in Florence arrived at Casal di Principe for the opening of the “The Light wins the shadow” exhibition June 21. The exhibition will display paintings by artists of the seventeenth century who are linked to Naples and paintings by the Caravaggio School. Among the paintings is a self-portrait of Luca Giordano, a painting of St. Catherine of Siena by Artemisia Gentileschi and other works coming from the Museum of Capodimonte in Naples, as well as the famous picture of Andy Warhol’s “Fate Presto” from the collection at the Caserta Royal Palace. The exhibition will be held at Casa Diana, a property that was confiscated from a local mob, and then contracted out to the Don Peppe Diana committee. Once-Prime Real Estate Being Auctioned by Italian Government Hundreds of Italian properties will be auctioned by the Agency of State Property to private investors who will be given leases of up to 50 years. Investors should convert them into luxury resorts or hotels. The Italian government hopes to receive more than two-billion euro by 2017 from the real estate sales. Properties include fortresses, convents, disused army barracks and charterhouses. There are about 10 lighthouses with beautiful views of beaches and bays, such as the 1903 lighthouse in Sardinia or the one on the island of Ischia in the bay of Naples that need restoration. A disused old army barracks in Rome could become a scientific research institute, and a barrack in Bologna could be transformed in a City of Science. In the past few years, some properties were leased to private investors. One example is Villa Tolomei, a 300-year-old residence near Florence that was turned into a 30-room luxury hotel.

147 Italian Beaches Awarded Eco-Friendly Status One hundred forty-seven Italian beaches were given the Blue Flag Award in recognition of their most eco-friendly beach and marinas. A blue flag is only awarded to a beach if it is in compliance with some criteria including water quality, safety and services. In 2015, some of the Italian beaches received this award in recognition of their clean waters and safe bathing areas. Campania region received the Blue Flag for its 14 beaches including Massa Lubrense, Anacapri, Positano, Agropoli, Castellabate, Pollica, Ascea, Sapri, Casal Velino and Capaccio. Genoa Hospital Performs Trailblazing Pediatric Surgery The Gaslini hospital in Genoa carried out the world’s first procedure to cut dangerously high blood pressure and stroke risk in a child with Turner’s syndrome. A sixyear-old child was successfully treated with a technique called renal denervation which can be used to treat severe hypertension in children. Sant’Arpino to Host Casatiello Festival June 19-21 The town of Sant’Arpino, in the Caserta province will host the XXIII edition of the Casatiello Festival June 19 to 21. Casatiello is a savory bread from Naples filled with cheese, eggs and salami in the shape of a doughnut. The festival will include moments of folklore, children’s entertainments, dancing, fitness, photo exhibitions, country music and more. The festival will run daily from 6 to 10 p.m. Italian Pop Sensation IL Volo to Perform at Piazza del Plebiscito July 4th The Italian pop group IL Volo will perform a live concert in Piazza del Plebiscito in Naples on the Fourth of July. Il Volo (The flight) is composed of two tenors and a baritone. The group won the Sanremo Italian Music Festival in 2015 and it represented Italy in the Eurovision Song Contest 2015 in Vienna where it finished third. In 2011, the group reached the tenth spot of Billboard 200 and topped the classical albums chart. In 2012, Il Volo performed in concert with Barbra Streisand and at the 80th annual Christmas at Rockefeller Center tree lighting in New York, which was broadcast live nationwide.

NAVY HISTORY: USS CONSTITUTION

On June 24, 1933, the frigate USS Constitution entered dry dock at Charlestown Navy Yard, in Boston, Mass., for overhaul. The ship was saved from scrapping after public support rallied to save the ship following publication of a poem, “Old Ironsides” by a-then-unknown 21year-old law student, Oliver Wendell Holmes. Constitution was one of six frigates authorized for construction by an act of Congress in 1794. Built in Boston of resilient live oak, Constitution’s planks were up to seven inches thick. Paul Revere forged the copper spikes and bolts that held the planks in place and the copper sheathing that protected the hull. Thus armed, Constitution first put to sea in July 1798 and saw her first service patrolling the southeast coast of the United States during the Quasi-War with France. In 1803 she was designated flagship for the Mediterranean squadron and went to serve against the Barbary States of North Africa, which were demanding tribute from the United States in exchange for allowing American merchant vessels access to Mediterranean ports. Constitution patrolled the North

African coast for two years after the war ended, to enforce the terms of the treaty. By early 1812, relations with Great Britain had deteriorated and the Navy began preparing for war, which was declared June 20. Capt. Isaac Hull, who had been appointed Constitution’s commanding officer in 1810, put to sea July 12, without orders, to prevent being blockaded in port. A month later Constitution met the British frigate Guerriere, which fired the first shot of the legendary battle. Within 20 minutes Guerriere was a dismasted hulk, so badly damaged that she was not worth towing to port. Hull had used his heavier broadsides and his ship’s superior sailing ability, while the British, to their astonishment, saw their shots rebounding off Constitution’s hull – giving her the nickname ‘Old Ironsides.’ In December ‘Old Ironsides,’ met another British frigate, Java. Their three-hour engagement left Java unfit for repair, so she was burned. Constitution’s victories gave the American people a tremendous boost to morale, and raised the United States to the rank of a world-class naval power. Despite having to spend many months in port, either under repair or because of blockades, Constitution

managed eight more captures before peace was declared in 1815. After six years of extensive repairs, she returned to duty as flagship of the Mediterranean Squadron. An examination in 1830 found Constitution unfit for sea, but the American public expressed great indignation at the recommendation that she be scrapped, especially after publication of Holmes’ poem ‘Old Ironsides.’ Congress passed an appropriation for reconstruction and in 1835 she was placed back in commission. She served as flagship in the Mediterranean and the South Pacific and made a 30-month voyage around the world beginning in March 1844. In the 1850s she patrolled the African coast in search of slavers, and during the Civil War served as a training ship for midshipmen. Throughout her long and distinguished career, Constitution never lost a battle. Now the oldest commissioned warship in the world still afloat, she remains a powerful reminder of the nation’s earliest steps into dominance of the sea.

SPOTLIGHT: LT CLAUDIA CESPEDES A native of Denver, Colorado, LT Claudia Cespedes shines as one of three active duty psychologists at U.S. Naval Hospital (USNH) Naples. She is the youngest of 11 and first in her family to join the armed forces and pursue a doctorate degree. She completed her bachelor’s degree at the University of Colorado at Boulder in 2008, and her master’s degree in forensic psychology at the University of Denver in 2010. She simultaneously worked with offenders in inpatient and correctional settings and soon after, developed a passion for trauma work. Cespedes joined the Navy in 2013 and reported to her first duty station at Naval Medical Center San Diego, where she finished her clinical training. She received her doctorate degree in clinical psychology at The Chicago School of Professional Psychology in July 2014. She completed Survival Evasion Resistance and Escape (SERE) School in September 2014, and is ambitiously working toward serving as a SERE Psychologist for recovered personnel who were in captivity, isolated or detained in hostile environments. Cespedes arrived at USNH Naples in October 2014 and has been actively involved as the division officer for the Behavioral Health Department. She has developed several therapeutic groups as a way to increase mental health resources for the local community. In addition to her Behavioral Health Department duties she is the secretary for the Naples Area Medical Service Corps Officers’ Association. “Serving the military community in Italy is like a dream come true,” Cespedes said. “I feel truly blessed and I am constantly reflective of ways to positively contribute and reach out to those in need. I love Naples, learning the language and culture, and satisfying my foodie spirit. Art, photography, and salsa dancing always bring joy to my life.”

Naval Support Activity (NSA) Naples will conduct a Non-combatant Evacuation Operations (NEO) Local Safe Haven and Relocation Reception Center (RRC) exercise June 23, 2015, from 9 a.m. to noon, at Naples Elementary School. The core purpose of the exercise is twofold: to validate the local NEO processing plan and execution process; and provide NSA Naples assigned personnel and their families an opportunity to validate their individual emergency plans and gain familiarity with the evacuation process. Participation in this exercise is highly encouraged. All tenant commands and agencies are asked to support their personnel by allowing them the opportunity to participate with their families. Participation is open to: - DOD personnel and their family members - DOD civilian personnel and their families - DOD contractors and their families - U.S. government employees and their families - U.S. military retirees residing in the local area - Family pets of those listed above (dogs and cats only) 2. This is a great opportunity for personnel and their families to become familiar with the process, and to verify all their required documents are in order. Participants will have an opportunity to interact with a number of agency representatives as part of the processing. These will be the same agencies they would see during an actual event. 3. If you are bringing pets with you for exercise participation or during an actual event, the following are required for the care and processing of your pet(s): q Each pet must have its own rigid (not soft) airline carrier that is large enough for them to stand up, turn around and lay down in. Pets cannot be combined into one carrier. q Two copies of valid rabies certificate DD2208 (May 2008) will be maintained in your NEO folder. Rabies needs to be boosted annually while you are stationed in Italy. q Two Prefilled out Veterinary Health Certificates DD2209 will be maintained in your NEO folder. Leave veterinary signature and date blocks blank. Any pet leaving Italy will require a veterinarian to sign and date the health certificates before departure. q Two copies of prefilled Pet Evacuation Registration Cards. q Prepare at least 10 days of food supply and medications in waterproof containers or Ziploc bags. q Have well-fitting collar/harness with ID tag and a good leash. q Have front and profile pictures of individual pet with owner. q Sufficient medications for one to two weeks with dosing instructions. q Spill resistant food and water bowels that can be placed in kennel (label with pet and sponsor’s name). q Small plastic bags for feces disposal (dogs) and litter scoop (cats). Cat owners need a 10-day supply of litter and a small compact container with lid for litter storage that can fit in the cat kennel to prevent spillage when not in use by the pet in the carrier. q Muzzle (if needed) q Updated NEO folder with all required documents and photos listed above q EU Pet Passport if owned; FAVN for non-US travel if required 5. Once exercise participants have completed their processing, they will be asked to complete a feedback card regarding their experience and any comments. 6. ENERGY CONSERVATION Energy ‘Biggest Loser’ Competition From the NSA Naples Energy Management Team

The Navy Region Europe, Africa, Southwest Asia (EURAFSWA) Region is sponsoring a competition called Energy Biggest Loser. Installations, region wide, will compete for the grand prize of $70,000 to be awarded in support base projects. The second and third place winners will be awarded $50,000 and $30,000 respectively. The grand prize winner will be the installation with the greatest decrease in energy consumption for the month of July. The competition will run from July 1 to 31. Electrical readings will be taken weekly using the electric metering systems. The readings will be made available to the public via articles in the energy corner of Panorama, NSA PAO notes and on the NSA Naples Energy Savings Facebook page. The winning installation will be announced August 5. This year, installation occupants are offered an opportunity to support energy conservation awareness efforts. In addition to the reduction competition, there is also a poster and video competition. The winning video and poster for the installation will compete with the products created region wide for the best design. The winning poster and video will be announced no later than July 14th. Sixty-one students in participated in the Navy College Annual Graduation Ceremony June 12, 2015, at the Support Site base theater. The students received masters, bachelors and associates degrees, along with certificates. NSA Naples Navy College Education counselor Larry Daley welcomed graduates and family members. NSA Chaplain Cmdr. Don Biadog Jr. provided the invocation and benediction to the ceremony and NSA Executive Officer Cmdr. Jay Driskell gave the opening remarks and welcomed Director of Navy Voluntary Education Ernie D’Antonio, who was the guest speaker for the graduation ceremony. Central Texas College (CTC), Field Representative Valentina Basile, and CTC Instructor Josiah Brown congratulated the Central Texas College graduates; University of Maryland University College (UMUC) Europe Associate Dean Dr. Douglas Franklin made the trip to Naples from Germany to congratulate the graduates, and UMUC Regional Manager Mitzia Williams welcomed the

32 UMUC graduates; and University of Oklahoma Site Manager Amelia Gracia congratulated the students for completing their graduate program. Daley said that when he sees the students standing up just before they receive their diploma, it makes him think of how hard each student had to work and the many obstacles they had to overcome to get to that point in their lives where they finally achieved this important goal. “I see a group has studied hard to accomplish this and they have made a tremendous leap in their academic and professional life with the attainment of the degree,” Daley said. “There so many things that can interfere with a person’s road to getting a degree i.e., work, family and just general life situations. At some point, each one of them probably felt they would not make it, but now, they can all say one thing, ‘I made it!’ Congratulations to each of you!” A reception of traditional cake and punch was hosted by the schools and the Navy College Office. It was jubilant affair where we congratulated our shipmates on a job well done.

Sesame Street and the USO brought the furry, friendly and fuzzy Muppets to the Naples Middle High school gym June 11 for a new show, “Katie is Moving to a New Base.” When one family member serves, the whole family serves. Sesame Street and the USO know this all too well, having together created a new character (Katie) who models the reallife experiences of

today’s military children. Katie, Elmo’s military friend, is sad because she has to move to a new location with her family, who are in the military. Katie’s Sesame friends are there to help through the difficult transition by seeing the upside of relocating to a new base. Hundreds of Naples military families showed up for the free show, including Yolanda Valenzuela and her family. “We truly enjoyed the show,” she said. “Thank you USO!”
