Sailors routinely come together for special events, standing in formation as a guest speaker stands at a podium, oft with a wreath of remembrance and with a bugler on hand for “Taps.” The name changes as does the particulars of the speech, but for some, certain memorials carry greater weight and impact than others. Sept. 11 is still such an event for many Sailors serving today. “It was tough,” said Chief (Select) Information Systems Technician Guy Jacques. “Because it brings back old memories of what happened that day.” Jacques was one of more than 200 Sailors and civilians who came together on Naval Support Activity (NSA) Naples to remember the victims of the 9/11 terrorist attacks on its 13th anniversary. In a solemn setting, flanked by fire and law enforcement vehicles, with flags at half-mast behind them, chief petty officer selectees walked to the podium to deliver a synopsis of key events, a poem and a 9/11 memorial brief. The remembrance statements were read in memory of those who perished during the attacks, as well as the fire and rescue personnel who died during their efforts to save more lives. A new tax-free petroleum product (POL) coupon contract has been awarded by Defense Logistics Agency Energy U.S. to ENI that will commence Oct. 1. The current Fiscal Year 2014 gas coupons will be accepted at ENI/AGIP gas stations through Sept. 30. The new NATO Forces POL coupons, valid from Oct. 1, 2014 through Sept. 30, 2015, will be on sale at Navy Exchange outlets beginning Sept. 26. The quantity purchased in advance will count against the October ration allowance and cannot be used until Oct. 1. As a result of the new contract, taxfree POL coupons will no longer be accepted at all ENI/AGIP. A list of authorized gas stations will be provided to the retail sales outlet. The new liquefied petroleum gas (LPG) coupons valid from Oct. 1 will be available at Navy Exchanges starting the same day. All new tax-free gas coupons can only be redeemed at authorized stations, which is ENI/AGIP for POL and the ENIGAS/AGIPGAS dealers listed at the Navy Exchange for LPG. Expired POL and LPG coupons may be returned to the Capodichino or Support Site Navy Exchanges for refund within 90 days of the expiration date. Expired coupons cannot be exchanged for new coupons. The exact quantity in gas coupons must correspond to the exact number of liters issued at the gas station. To facilitate this process, one and two liter coupons have been printed and are now included in both 100 liter and 200 liter booklets. Tax-free gasoline/diesel coupon rations are only authorized for the primary white license-plated vehicles. When requested, customers are required to show ENI/AGIP gas station attendants positive identification. In the event that authorized dealers refuse to accept valid NATO Forces POL coupons, contact the Naples TaxFree Products Office at DSN 626-5439 for reimbursement instructions. “P”, “G” and “IT” olio lubrificante coupons (Special) are redeemable at AGIP/ENI gas stations in exchange for ENI I-Sint 10W/40. “P”, “G” and “IT” olio lubrificante coupons (Super) are redeemable at AGIP/ENI gas stations in exchange for ENI I-BASE 15W/40. The illegal use of tax-free POL product coupons is a violation of the Uniform Code of Military Justice (UCMJ) and Italian law. Violations may result in both the loss of an offender's privilege to purchase tax-free coupons and legal penalties. Tuesday saw the completion of CPO 365 Phase II with the pinning of 28 new Chief Petty Officers. It was a great ceremony culminating six weeks of intense leadership training. The Naples area Chiefs Mess came together and did a great job our newest Chiefs are motivated, well trained, and are ready to tackle their new responsibilities. Wear the uniform proudly and be the leaders our Sailors need. Thanks also for the strong show of community support for the new Chiefs, and I’d like to pass a big thank you to the family members who made the long flight here to take part in the ceremony. This weekend MWR is sponsoring the ‘Color it Up’ Fun Run at Carney Park along with a Day for Kids. The first 500 race participants get a T-shirt and their own color powder pouch, so head on out for a fun and unique event, or just to take part in the food, music, crafts and other events for kids. A few weeks ago we had a fire on a balcony in Support Site housing. A neighbor spotted it very early on and our Fire Department had an incredible response time, which helped keep it very minor. Anytime you have a candle, tiki torch or space heater on, don’t leave the room and don’t have it near flammable items that can lead to a fire. As we transition to fall, I can’t stress enough being safe with space heaters. They account for a lot of very preventable home fires. Another thing I ask families to consider is teaching your children about fire safety – have a plan! The sooner they learn about it, the better off they’ll be if a situation were to occur. And lastly, make sure everyone knows the location of your fire extinguisher, and how to properly use it. Remember PASS – Pull the pin, Aim the nozzle at the fire’s base, Squeeze the trigger and Sweep back and forth until the fire is out. Let’s be safe and take a look around our homes for any fire safety concerns there might be. Today is National POW/MIA Recognition Day, which honors prisoners of war, our missing and their families. It also highlights our government's commitment to account for them. We will be flying the POW/MIA flag today and the C4I First Class Petty Officer Association is hosting an official table presentation at 9 a.m. in the Capodichino Piazza. I’m honored to be able to speak at this important event. This day especially is a way for us to communicate to families that their loved ones are not forgotten.

This year’s Day for Kids will be held at Carney Park from 9 a.m. to 1 p.m. on Saturday, Sept. 20 and is open to the entire community. The Color It Up Fun Run will begin at 10 a.m. and is open to all children and adults. Registration is open through the event date at a cost of $15 per adult and $10 per child. Combined Federal Campaign- Overseas Underway Your opportunity to give to your favorite charity through the Combined Federal Campaign- Overseas (CFC-O) began Sept. 8. The CFC-O is the annual workplace giving campaign for the five overseas unified combatant commands. The Defense Finance and Accounting Services (DFAS) myPay system offers contributors the opportunity to electronically pledge via payroll allotment. In addition, the CFC-O eGiving system allows contributors to complete a one-time or monthly recurring paperless contribution via credit card, debit card or transfer from a checking or savings account. Represent your Alma Mater at the Naples High School College Night Students at Naples High School are seeking information about colleges and universities in the U.S. and overseas. If you’re a college graduate, College Night provides an opportunity for you to interact with prospective students and share information about college admissions, scholarships, internships, campus life, study abroad, etc. The Annual College Night is scheduled to take place on Thursday, Oct. 9 from 5 to 7 p.m. at the high school. Interested college graduates are asked to contact their universities in advance to obtain various materials to distribute, such as course catalogs, DVDs, scholarship information, T-shirts and other giveaways. Volunteers and Trick or Treat Space Decorators Needed for Spooktacular This year’s Spooktacular event will be held at the Support Site Central Park on Friday, Oct. 31 from 6 to 10 p.m. Teens and adults can register to volunteer for the hayride, distribute tickets, decorate the event or help out with activities. Groups, families and private organizations can adopt a Trick or Treat space for free, but have to decorate it and have people available to hand out candy, which MWR will provide. Trick or Treat space decorators could win a Bowling Party or 3D Movie Party for up to 30 people. Sept. 19: German Oktoberfest 2014 at JFC Naples The German military community is scheduled to host the German Oktoberfest 2014 on Friday, Sept. 19 between 11:30 a.m. and midnight at the Motor Pool of the Allied Joint Forces Command’s Base in Lago Patria. All U.S. service members, NATO personnel, and their families are welcome. This unique Bavarian festival will feature original Bavarian beer, a genuine Bavarian Festival Band and typical Bavarian food. Tickets are on sale now. For more information, contact Lt. Cmdr. Sept. 19: Concert Under The Stars Bring blankets and chairs and enjoy some good music by Flagship, the rock band from U.S. Naval Forces Band. Sept. 21: Free Viewing of ‘God’s Not Dead’ at Reel Times 2 Theater The NSA Naples Religious Ministries Team will host a second showing of “God’s Not Dead” on Sunday, Sept. 21 at 5 p.m. at the Support Site Reel Times 2 Theater. Sept. 22: NSA Naples Technology Expo More than 20 exhibitors will be in the Bella Napoli conference room on Monday, Sept. 22 to demonstrate the latest technologies. Sept. 26: Sponsorship Training with FFSC The Fleet and Family Support Center will be holding Sponsorship Training on Friday, Sept. 26 from 9 a.m. to noon at their Support Site center. Attendees will be provided materials, which walk them through their likely experience as a sponsor, to include checklists and timelines for Sailors with and without families. Sponsors are also provided examples of emails to send to inbound Sailors. The training helps the volunteers assist new arrivals before PCS and after reporting aboard as they get familiar with the new command and duty station. Expo Milano 2015 Milan Expo 2015 will be held from May 1 to Oct. 31. It is a universal exhibition site covering one million square meters and is expected to welcome over 20 million visitors. The Expo Milano 2015 theme is “Feeding the Planet, Energy for Life” which focuses on nutrition, sustainability, fighting hunger and will give Italy the chance to show off culinary delights, among other things. There will be over 130 participants and visitors will have a unique experience, sampling the food and tradition of people from all over the world. Tickets went on sale to the general public on Sept. 15. There are special packages with discounts, including those for families with children, over 65s, groups and schools. Children under four and carers of people with disabilities are entitled to free tickets. The ticket price is €22. The tickets can be bought via the Expo website www.expo2015.org.

Love Locks Removed in Verona The iron gates at Juliet’s house in Verona were taken down to allow the removal of thousands of padlocks that young lovers had attached to them. Authorities said the padlocks were removed to avert danger of the gates collapsing and to be cleaned up. Workers also began to clean the walls of Juliet’s house by removing graffiti scrawled by thousands of tourists who visit the house each week.

Big Events for Pets The largest event dedicated to dogs and cats will run for two days at the Mostra d’Oltremare, located in the Neapolitan neighboring of Fuorigrotta, Naples. The “Quattro Zampe in Fiera” focuses primarily on all pet lovers. The event allows owners and pets to socialize and participate in many activities divided into several

themed areas. Dogs and cats will participate in many sports including Aqua Dog, Agility Dog, and Dog Dance. There is an area dedicated to more than 20 cat breeds from all over the world; a beauty salon for dogs, a restaurant designed for pets, a red carpet for dog parades and many more activities. The exhibition starts Sept. 20 at 11 a.m. until 9 p.m. and Sept. 21 from 10 a.m. to 8 p.m. Full ticket is €10, online ticket €6 at www.quattrozampeinfiera.it.

Naples Theater in Top 10 The San Carlo theater in Naples ranked second place in the National Geographic list of the best 10 Opera Houses in the world. La Scala Theater in Milan ranked first. The San Carlo theater was inaugurated in 1737 and is the oldest working theater in Europe. On its stage were represented for the first time the most famous works of Gioacchino Rossini. Third place in the rankings was the Teatro Colon in Buenos Aires, followed by the Royal Opera House in London, the prestigious Bolshoi in Moscow, the Sydney Opera House and the Paris Opera.

Project in Rome The Imperial Forums in Rome will light up at night according to a project designed by three-time Oscar winner Vittorio Storaro and his daughter Francesca who is the artistic director of the project that was presented by Rome’s Mayor Ignazio Marino Sept. 16. The project is scheduled for completion on Rome’s birthday, April 21, 2015. Initial funding for the project was donated by multinational consumer goods company Unilever. Marino said the city is still securing the final funding needed for the project, a sum between 1 and 1.5 million euros, which he said he expects to conclude by the end of September.

Chief (Select) Operations Specialist Amanda Doige concluded the chief selects’ speaking part with an epilogue. She spoke of the memorial in New York, built on the Towers’ footprint, and of the U.S. Navy’s unique form of remembrance with the amphibious transport dock USS New York (LPD 21). “Seven and a half short tons of the steel used in the ship’s construction came from the rubble of the World Trade Center, which was incorporated into the ship’s bow,” said Doige. “The ship’s motto exemplifies a strong message, ‘Strength forged through sacrifice. Never forget.’ As a plank owner, I will never forget those lives lost on Sept. 11.” Though it has been 13 years, 9/11’s impact is still felt by Sailors and has had direct impacts on their lives and decisions. “Everyone has a personal connection with the events that happened that day,” said Capt. Douglas Carpenter, commanding officer of NSA Naples and guest speaker. “Everyone has their own personal story.” “What do you remember when you think of 9/11?” asked Carpenter. “Think about that and at the same time think about how you were changed by those events, how was the military changed, how was the nation changed, and how was the world changed.” Chief Master-at-Arms Juan Skewes was a seaman stationed in Sasebo, Japan and saw the attack on television while eating dinner. “It influenced my career,” said Skewes. “It motivated me to make a difference. It motivated me to get where I am today as a chief and especially as a MA [master-at-arms], going down range and doing IAs [Individual Augmentee] fighting the War on Terrorism.” For Jacques it was more personal than images on screen. A Brooklyn native, he was in high school when he first heard about the attack. “A girl came into the class room saying the Tower’s on fire, the Tower’s on fire,” said Jacques. “Many didn’t believe her at first. No one paid her any mind.” After the bell rang he left for second period, but noticed teachers and security personnel hustling through the halls looking very concerned. His next class was in a room with a view of the World Trade Center, but the first thing he noticed when he walked in was the teachers. They listened intently to the radio and didn’t notice him take his seat. They then turned on the television. He saw the Towers on fire, and then looking out the window he saw the flames coming off one of the Towers and realized what the girl had

said earlier was true. “We see it all the time on TV, but to sit there and see the World Trade Center falling before your eyes is hard to believe, because it’s always been there,” said Jacques. “And so it was shocking afterwards. You didn’t know what to do at that point. What just happened? At the end of it all, that’s what led me to enlist in the Navy two years later.” “The ceremony brought back a lot of memories,” said Jacques. “It helps us remember why we do what we do. It was tough, because it brings back old memories of what happened that day. The hardest part about it was when the towers fell. No matter where you were or what borough you were in, you saw the smoke in the sky. And that smell that came with it, you’d never forget it. It was a very distinct smell that came from the Towers and you could smell it anywhere you were. For all those memories to come back, it really hits you.” The chief selects from the Naples area planned, organized and carried out the 9/11 Remembrance Ceremony. The ceremony concluded with a wreath laying and the playing of “Taps” by U.S. Naval Forces Europe Band.

Visiting Bruges (Brugge) is like walking through a series of postcards. An old city of medieval buildings, soaring brick towers, and scenic canals that surround and cut through it, it’s hard to take a photo that couldn’t be stamped and mailed. What else could I expect from a town that stopped modernizing when the Renaissance came along. A UNESCO World Heritage Site, Bruges’ city center is one of the best preserved medieval cities in Europe. Unlike most things seen from that time period, which is usually a building or the ruins of buildings, this is an entire city with functioning businesses, inns, pubs and even a brewery, housed in buildings that have stood for centuries. Of Bruges’ sites the best to start with is Belfort, an 83 meter high bell tower that serenades the city every 15 minutes with a music box-like tune. Built in 1280 as a show of the city’s wealth Belfort’s position on The Market (Markt) made it my center for sightseeing. The tallest building in Bruges is the Church of Our Lady (Onze Lieve Vrouwekerk) which has the second tallest brickwork tower in Europe. Making my way up 366 narrow, twisting stairs rewarded me with an unobstructed, panoramic view of Bruges. There was also a chance to hear the bell tower from right under the bells. Back at the Market’s ground level there are many sightseeing tour options available such as buses, horsedrawn carriages and canal boat rides but I decided to take in Bruges mainly on foot. End to end I could traverse the historic center in half an hour. With a free map from the inn, I was able to visit the sights I wanted to see and spend as much time as I liked to admire and photograph the city. That said, the short canal boat ride was also pleasant, informative and allowed me to see Bruges from a different perspective. If you want to see most of the sites in an afternoon I recommend following the canal behind The Burg south. The Burg square is home of Stadhuis and Basilica of the Holy Blood (Basiliek van het Heilig Bloed), a compact black Gothic chapel with gold adornment almost hidden away in a corner beside Stadhuis. The interior of the basilica is colorfully painted from floor to ceiling. The chapel is named “Basilica of the Holy Blood” because they claim to possess a vial of Christ’s blood and there is a small museum room showing things they’ve hidden it in over the years along with other church relics. I was able to get good canal photos including at the Rozenhoedkaai, one of the most famous views of Bruges. (It has the hotel from In Bruges) The canal also took me by some medieval architecture such as the Gruuthuse Museum mansion and the Church of Our Lady who’s other claim to fame is Madonna and Child, Michelangelo’s only work to leave Italy in his lifetime. The sculpture is quite beautiful and worth the slight detour. Across the street from the church is Old St. John’s Hospital, which opened in the 11th century and was in operation until 1976. It now houses an art gallery but maintains the original almost 1,000 year old building. Towards the southern end of the city center is a large park and the Beguinage, a white-washed nunnery beside a swan-filled section of canal that adds to the area’s peaceful air. After that I toured De Halve Maan Brewery, the last working brewery in Bruges. De Halve Maan has been brewing here since 1856. The tour showed how Belgian beer was made, how it’s still being made and ended with a taste of the product.

Energy Conservation Smart Sensors From the NSA Naples Energy Management Team

The City hall has served Bruges for more than 600 years.

While the medieval is the main draw, as De Halve Maan showed it’s not entirely alone. Amongst the Brick Gothic I found a small gold-trimmed Renaissance government building besides the grand city hall and the odd building about town that looks like it was placed there, or just modernized, up into the 1800s. The most notable of these newer works is the Provincial Court (Provinciaal Hof), a Gothic Revival hall built from 1887-1921 on the Market Square by the Belfry. Provinciaal Hof was built to look older than it is, but City Hall (Stadhuis) is the real deal. I initially mistook it for a church because of the tall stained glass windows and spires, but this hall has been Bruges’ seat of government since 1376. (Despite that, city proclamations are still carried out from the Belfry) It also functions as a museum, as it houses art and original city documents. One of the city’s unique architectural quirks is its many “Ave Maria” statues. Found in niches on buildings and other odd spots, 500 statues of the Virgin are scattered throughout the town. One could make a scavenger hunt for as many of these icons as possible, a good way to kill time just in case you've run out of things to see or do. Not far from Bruges is the Atlantic Wall Open Air Museum in Oostende, which contains hours of well-preserved tunnels, trenches and bunkers from both World Wars. Many bunkers are outfitted as if their operators could come back at any moment. An hour travel away is Ypres, the site of a major World War I battle. If you’ve ever seen VFW members selling red poppies, Ypres is the reason. The red poppies of Flanders, where Ypres is located, inspired Canadian surgeon Lt. Col. John McCrae to write the poem, “In Flanders Field” after the battle. This made them a symbol of remembrance. Many local tour companies do day trips out of Bruges but its best to book several weeks ahead to guarantee a seat. Bruges has many more attractions and curios. Lighting accounts for the largest consumption of electricity in the US. Approximately 38 billion dollars a year is spent on energy used to produce lighting. Many facilities have incorporated motion sensors into their lighting systems in order to reduce consumption. Motion sensors are used to detect motion in an area. If the sensor does not detect movement for a prolong amount of time the lighting circuit is de-energized. As beneficial as this invention has been the issue is it only detects motion with about 75% of accuracy. A Smart sensor, also known as an Image Processing Occupancy Sensor (IPOS) has recently been developed by the researchers at the Energy Department’s National Renewable Energy Laboratory. These sensors incorporate the technology commonly used in smart phones for motion detection. They have a tiny camera with a microprocessor that can detect human presence and even the number of humans in the room. With this new technology these sensors can detect motion with 90% accuracy. This can lead to a greater reduction in energy waste caused by lighting systems.

Naples Community Health Awareness From Naval Support Activity Naples Public Affairs

The Naples Public Health Evaluation (PHE) was an extensive effort to learn more about the potential environmental health risks present in the Campania region of Italy. The Navy established health protective policies based on the study’s findings to protect the health of U.S. personnel and their families, which includes bottled water advisories and health protective lease clauses. The PHE found the potential health risks for living off-base can be mitigated by following established risk-management actions. The enduring health protection policies are as follows: • Maintain the July 2008 bottled water advisory for U.S. personnel living off base. • Maintain the New Lease Suspension Zone (NLSZ) areas, based on U.S. Navy and Italian environmental sampling data. In these zones, U.S. Navy personnel are not permitted to sign new rental home leases. • Maintain the U.S. Naval Support Activity Naples PHE website and the U.S. Navy Regional Water Quality Board. • Maintain the health-protective U.S. Navy lease clauses for private off-base rental homes: – Landlords must provide containerized water service from a Navyapproved vendor. – Leased homes must be supplied by city water or permitted wells. Landlords must disconnect all non-permitted wells and provide proof of connection to the city water system or that the well is permitted. – Landlords must clean and disinfect domestic water holding tanks every six months. • The U.S. Navy will continue to share data with designated Italian public health officials. Throughout the Public Health Evaluation, the U.S. Navy established health protective policies and took immediate action, when necessary, to protect the health of U.S. personnel and their families. The risk management analysis determined that many of the health protective policies established during Phase I and Phase II will continue, as well as new policies implemented to ensure continued health protection. The Phase I and II reports, along with fact sheets addressing commonly asked questions and a detailed timeline of study components, are available through a link on the Naval Support Activity Naples website: www.cnic.navy.mil/Naples. The staff at Branch Health Clinic (BHC) Capodichino is dedicated to exceeding the expectations of our active duty patient population. Active duty medicine has two functions; ensuring medical readiness and addressing patient concerns. We strive to rapidly address patient and readiness concerns with minimal impact on scarce and valuable patient time. At Branch Health Clinic Capodichino, personalized service is balanced with efficient care, and we are making adjustments to improve this balance. Acute Illness Appointments – Navy Medicine has eliminated the sick-call that many remember. In some cases, traditional sick-call led to substandard care where important items were potentially missed. Yet morning sick-call has benefits for patients and commands if patients are rapidly evaluated and either sent home or returned to work. For that reason, Branch Health Clinic Capodichino has established a morning walk-in clinic for upper respiratory (cold and flu) or gastrointestinal (vomiting and diarrhea) illnesses. The corpsmen have excellent training in evaluating these complaints and selecting an appropriate treatment. In addition, every patient is seen by their provider to verify the diagnosis and treatment plan. Patients are encouraged to go to the front desk at 7:30 a.m. to be seen. Each provider has three dedicated appointment slots for this use; additional patients may get a slightly later appointment. Patients with injuries need a

regular appointment due to possible X-rays and more involved treatments. Preventative Health Assessments (PHA’s) – The PHA is an annual assessment that replaced the requirement for five-year physicals. The assessment includes 16 elements and it is impressive how efficiently our PHA corpsmen complete the process. Providers appreciate how many issues affecting our patients are identified. To complete your PHA, walk in to the Community Health Clinic near Medical Records. If the staff can’t see you immediately, they will offer you an appointment at your convenience. Physical Exams – While most Sailors only require an annual PHA, those who work in Flight, Submarines, Special Warfare and Diving need regular community-specific physicals. Also, anywho is re-enlisting, one separating, retiring or taking orders to Operational or Overseas Duty needs a health assessment. The single point of contact for these exams is our Physical Exams Coordinator, a welltrained aeromedical technician. The staff obtains all required in-

formation and gets patients to the correct provider. The Physical Exams Office is located within the Community Health Clinic near Medical Records. PARFQ and PFA Waivers – The PFA season will soon be upon us, and the career impacts of this element of military life continue to increase. Anyone with a “Yes” statement on their PARFQ questionnaire needs to be evaluated by a provider. Waivers are managed by our Community Health Clinic through the various Command Fitness Leaders. The staff of the clinic strives to run the best clinic our patients have experienced. The clinic is equipped with incredible providers, dedicated nurses, and talented corpsmen. Recent changes and process improvements have maximized provider availability, and patients are usually seen the same day for acute concerns and within a week for other issues. After a visit, please be sure to communicate your feedback so that clinic staff can make future improvements. APS Annual Planning Conference Held in Naples

Maritime professionals from Africa, Europe, and the U.S. began a three-day conference aimed to enhance collaborative efforts to achieve maritime security in Africa, Sept. 15. The Africa Partnership Station (APS) Annual Planning Conference aims to align individual African nation maritime security goals, APS training opportunities, and comprehensive regional standards. The conference is scheduled to include briefs by partner nations and face-toface planning to schedule capacity-building training, engagements, and operational opportunities for the next year and beyond. “APS is all about collaboration. It’s about working together, whether it’s across the continent or across the room,” said Capt. Marc S. Lederer, Africa Engagement Director for U.S. Naval Forces Europe-Africa. “The idea behind APS is to coordinate and collaborate between nations to promote maritime safety and security.” APS, which began 2007 with a U.S. ship deployment to West Africa, has evolved to be an international collaborative process that is a continuum of efforts executed year-round using a combination of fly-away training teams, exercises and ship deployments. Planners from U.S. Naval Forces Europe-Africa, which facilitates the program, are working toward a greater evolution of the program through increased integration of Africa partner nations’ maritime forces into maritime security capacity building events. “Our outlook for APS, at present, is to move from simply tactical training and familiarization efforts to the operational and strategic phases of our collective efforts,” said Lt. Cmdr. Benjamin Selph, APS Lead Planner. “With increased involvement at the higher levels of a maritime force, it leads to improved responses to maritime threats.” Countries participating in the conference include Angola, Benin, Cameroon, Cote d’Ivoire, Denmark, Ghana, Madagascar, Mauritius, Morocco, The Netherlands, Nigeria, Senegal, Seychelles, Togo, United Kingdom and United States. APS is an international security cooperation initiative facilitated by Commander, U.S. Naval Forces Europe-Africa, aimed at strengthening global maritime partnerships through training and collaborative activities in order to improve maritime safety and security in Africa.

In the beginning of the night, I climbed aboard a bus for ITT’s "Naples in the Evening and National Archeological Museum Tour". Aldo, the tour guide, was well informed on the streets of Naples. Passing the Northern Gate, parts of ancient walls still hold their own, standing mightily – surrounded by city life of the 21st century. Watchtowers that once were the pinnacles of this great Neapolitan power still commanded attention as we drove towards the National Archeological Museum. Only thirty minutes into the tour, and there was already so much remarkable history that Aldo tied together. As we entered the National Archeological Museum, our group was greeted by the first Roman Emperor, Augustus. Aldo explained the creative process of how some statues are reproductions of the original. We passed more countless giants, each a stoic piece of the tapestry of time. As we walked through history, we were shown the “forbidden room,” a garden dedicated to nymphs, and the “Dancing Fawn” from Pompeii. Numismatics, a room that holds the largest collection of coins from the 5th Century BC, cooking pots and surgical tools from Pompeii showed us a civilization almost like our own. Standing beside art over 2000 years old, I saw a mosaic of a skeleton holding two wine jugs that survived the destruction of Vesuvius. Aldo explained that in the days of

Pompeii, many families had this type of image in their home as a reminder to ‘seize the day and to live life to the full’ for death was a certainty for all.

We exited the museum and finished the night with classic Neopolitan food. The tour ended on a very good note with some pizza and gelato.

Salerno Liberation Remembered in a Big (Band) Way By MCSN Mat Murch, Naval Public Affairs Support Element East – Detachment Europe The only lights in the area were from the stage, casting shadows on all of those in attendance and the people who watched the show from their balconies. Many members of the crowd had followed the band after the parade to the stage and after all 400 seats had become full the crowd chose to sit on stairs, the ground or simply stand in the back of the alley. As the band took their seats, many members could be seen laughing, smiling and waving to the excited crowd in front of the stage. As the show continued more and more spectators trickled in to see the show, staying as quiet as possible. It wasn’t until the song was over that the entire audience exploded into applause and cheers. When the band began to play "New York, New York" the crowd began to cheer and applaud after only a few bars had been played and continued until the song had been complete. "The people of Italy love jazz and have ever since the liberation of Italy," said Musician 3rd Class Mercer Smith. "They know the music so well that some songs will get applause as soon as you start to play it." Sailors from the U.S. Naval Forces Europe Band played a jazz concert for an Italian and Navy audience in Salerno, Italy, Sept. 9, to commemorate the 71st anniversary

The band performed the concert to commemorate the allied landings in Salerno, Italy on Sept. 9, 1943. of Operation Avalanche, which began the liberation of mainland Italy in 1943. Following the Allied victory in Africa during World War II the pressure to attack Europe mounted. After much deliberation it was decided to attack Italy. Italy surrendered to the Allies on September 8, 1943, and the next day the Allies landed at Salerno. After almost two weeks of heavy fighting against German forces, the Allies claimed victory. “This was the first liberation in Europe,” said Francesco Desiato, a member of the Italian Navy. “Everything the Allies put into play at Normandy was learned by taking Salerno and other Italian beaches.” Despite the strong opposition by the 16th Panzer division fire from the light cruisers USS Savannah (CL 42) and USS Philadelphia (CL 41) turned the tide with support from their six inch naval guns. For the next 19 months the allies continued to fight their way north. After the fighting there were more than 725,000 casualties between both sides. “This event is still a huge deal for many people,” said Desiato. “They have an association that studies it and helps coordinates all these events. In fact this is the second time this year we have come down to Salerno in remembrance, the last time was in March.”

Allied Forces “Jazz Diplomats” played a selection of jazz music from the 30’s, 40’s and 50’s in honor of the 71st anniversary. The night began with a parade that marched up and down the cobblestoned streets followed by the crowd the entire way. The band members then took to the stage and played over an hour of music to the joy of the crowd. “It’s a really important day in the history of Salerno and for the people of Salerno,” said Musician 3rd Class Mercer Smith. “We learned so much the liberation, D-Day could have ended very differently without this learning experience.” Many members of the crowd had followed the band after the parade to the stage and after all 400 seats had become full the crowd chose to sit on stairs, the ground or simply stand in the back of the alley. Since then, the Navy has fully implemented, revised and established the Ombudsmen Program and recognizes its inception each year on September 14th. While the 14th of September is of significance to the history of the program, Commands can celebrate the event at any time deemed appropriate during the month of September or as soon as possible thereafter. The primary focus of the Navy Ombudsman Program is Command communications, information, and referral, while still providing an avenue for hearing about the welfare of Command families. Let us all take a moment to thank our ombudsmen for their relentless efforts to serve our families in the Naples community.

our local ombudsmen are involved in supporting their commands’ Indoc briefings, being an information source to their command families via email, phone and social media avenues. They also take part in many community-wide events and special community relations projects, such as the Backto-School Block Party and serving at a local soup kitchen. Our ombudsmen have been instrumental in providing immediate action in times of crisis and emergency when reportable issues or life-endangering situations come to their attention by reporting to the appropriate official. Many do not realize that ombudsmen receive training in confidentiality, communications and coordination of services – as this is at the heart of what an ombudsman may face. The Navy Ombudsmen Program began in 1970, when Admiral Elmo Russell Zumwalt, Jr. initiated the program via the Z-Gram – a list of

At the Area Orientation’s Meet & Greet, this is a question you may hear as you approach the Fleet and Family Support Center’s (FFSC) ombudsmen table. Ombudsmen are there to assist incoming personnel and their families with information regarding the Ombudsmen Program as well as connecting with their respective Command ombudsman. OPNAVINST 1750.1G requires that all commands afloat and ashore appoint and retain an ombudsman and that command family members must have access to the services of an ombudsman. In the local Naples area, we have 17 ombudsmen taking on this task. In addition, there are 3 who fall under our region, but are located in outlying locations. FFSC also partners with the Army’s Family Readiness Group (FRG) Leaders to provide a complete bridge to the different branches of service and their families in our area. A statement released last week by Vice Admiral S.H. Swift, Director, Navy Staff, states: “The contribution ombudsmen make to the success of the Command mission is immeasurable. Their efforts in supporting Navy families enable Sailors and Commands to focus on mission requirements all while knowing families have a trained and reliable resource to provide support on the home front. Ombudsmen, your diligence and steadfast commitment is unmatched. On behalf of Navy families, thank you for your service!” An ombudsman is an appointed, official member of a Command who has the capacity to advise the Commander on matters affecting Service Members and families within their area of Command responsibility as well as being a liaison between the Command and the command families. Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area. Boy’s volleyball team hosted their first league match against Sigonella over Sept. 12-13. Despite being early in the season, Wildcat boys dominated their first match. Scores were 25-13, 25-17, and 25-16. The new formation of Wildcats showed team spirit and was executed well. DJ Langstraat, Co-Captain started it off with a good serve point, followed by Nico Davis and Jonathan Wheeler’s, and Marc Davis’ steady attack on court. Saturday rematch was similar to Friday for the first two matches with a score of 25-17, 25-12 in their favor. Third set shook wildcats losing by 20-25, but they made a good comeback. Fourth set was a seesaw match all the way to the end. The match closed with 25-23. The court squad was made up of the following students: Senior classMarc Davis, Nico Davis, Jonathan Wheeler, and Daniel Smith; Junior class- DJ Langstraat, Stephen Nowell, Marcello Esposti, Austin Feltner, and Cameron Kline; Sophomore class- Andrew Smith, Justin Baker, and Liam Gyles; and Freshman class- Mario Betancourt, Santos Figueroa. Next game, the Wildcats will host Aviano this upcoming weekend.

Tiger Sharks Win First Seasonal Meet By Jennifer Sharp

The 2014 European Forces Swim League (EFSL) champions were back in the water for the start of the competitive swim season. Coaches and families of 44 Naples Tiger Sharks made their way to Sicily to compete against 58 Sigonella swimmers, Sept. 7. The dual meet earned bragging rights for the Naples Tiger Sharks with a final score of 376 to 309. The annual Remembrance Meet, which commemorates 9/11, is held in Sigonella because of the outdoor pool and sunny Sicilian weather. “The Sigonella Remembrance Swim Meet has been special to the Higgins Family for the last 12 years,” said Neil Higgins, head official. “We begin the meet with a moment of silence to reflect on the many lives lost on this horrific day. We remember clearly all of the anger, grief and sadness caused on 9/11, but also remember what happened after the tragedy; the stories of all of the ordinary heroes and the acts of humanity and kindness as a result of this tragedy!” While veteran swimmers faced new challenges in the pool, 11 new team members proved they have what it takes to represent the Naples Tiger Sharks after completing their first EFSL sanctioned meet. "I was super nervous,” said Katherine Vandelac. “After I swam my first event, I was more excited than nervous. It was a really fun first meet!" Swimmers competing with the team for the very first time included Jasmine Boggs, Kaden Carpenter, Aubrey Colombo, Max Columbo, Katrina King, Margaret Moriarty, Sara Moriarty, Ashton Stacks, Katherine Vandelac, Sasha Yniquez and Nicasio Yniquez.

"The first meet of the season is always a learning curve for everyone, establishing new times, some setting new personal bests, while others were establishing their times as seen by our new team members and those swimmers ageing up to the ominous 13/14 age division," explained Jane Higgins, head coach for the Tiger Sharks. Starting off the season with an ambitious line up of events, four qualification times, and four first place finishes, the “Swimmer of the Meet” went to 8-yearold Alex Ruppe. “Alex’s resilience and hard work ethics are motivating and inspiring for the entire team,” said Higgins. Swimmers who took first place in all their individual events and earned 15 points for the team were Erin Dromerhauser, Brandon Oestereicher, Alex Ruppe, and Carly Sharp. Robert Dromerhauser achieved an ‘A’ time in his 50m freestyle. The 16-year-old swam it in 26.76 seconds. Head Coach Jane Higgins summed up the meet by saying, “Opening the season with a meet down in Sigonella is always a lot of fun,” said Higgins. “The swimmers really enjoy competing outdoors under sunny skies. This meet comes up very quickly at the beginning of the season, so I was pleasantly surprised with the many great performances.” “Our returning swimmers either saw time improvement or stayed where they were when they finished up last season,” said Higgins. “Our new team members established times and look very promising. We are off to a great start. Now it's time to start setting goals.” The Tiger Sharks compete next in Lakenheath, England, Oct. 4.
