Dempsey, Italian Officials Discuss Security Concerns By Lisa Ferdinando DoD News, Defense Media Activity

The chairman of the Joint Chiefs of Staff was in Italy Jan. 18 to discuss threats to Italy’s southern flank and get the Italian perspective on the country’s security issues, before attending a two-day NATO meeting in Brussels. The Italians are great military partners who have “stepped up in any number of missions,” Army Gen. Martin E. Dempsey said in an interview here today. Dempsey, who arrived in Rome earlier in the day, met Monday with his Italian counterpart, Chief of De-

fense Adm. Luigi Binelli Mantelli, as well as Minister of Defense Roberta Pinotti. The talks with this “key ally” come at an important time, Dempsey said. “There have been approximately 160,000 immigrants from North Africa into Italy, (that) puts a huge burden on them, so they have some real concerns about their southern flank,” he said. Dempsey and European defense officials have expressed concern about the possible flow of foreign fighters, via the southern flank.

To ease the burden, the Defense Department, through Military OneSource, is teaming again this year with H&R Block to offer no-cost tax preparation to the military community with a promise of guaranteed accuracy, a service that otherwise could cost military families hundreds of dollars or more.

Military OneSource offers no-cost tax consultation and no-cost tax preparation and filing to service and family members, as well as to reservists regardless of activation status, survivors, and separated service members until 180 days after their retirement, discharge or end-of-tour date, Anthony Jackson, a Military OneSource program analyst, told DoD News. Because it’s online, the service is available to eligible tax-filers regardless of where they are. “They can do one federal and up to three state tax returns – again, at no cost to the service or family member,” Jackson said.

Hello everyone, I’m Karen Hoover, the new director of your Fleet and Family Support Center (FFSC). I’m coming from Annapolis, Md., where I was the director of the installation’s FFSC. I have more than 31 years of experience supporting our military families and look forward to working with all of you. I am a licensed clinical social worker and started out on Guam in 1983 as a Family Advocacy social worker. I’ve worked at Sigonella for part of the 1980s, 1990s and mid-2000s, while returning to the U.S. to be the Naval Academy’s Family Advocacy representative. I have been a season ticket holder for Navy football for more than 20 years and was fully indoctrinated into “GO NAVY! BEAT ARMY!” Although a strong Navy supporter, I like to emphasize our program provides services for all branches of service. Working for the FFSC has been a very fulfilling career. I’ve always said the FFSC is part of the active-duty benefit package. Why pay for services out in town or on the internet when you can get them for free at the FFSC? An example – some people pay to have their resume reviewed, but we can assist both active duty and family members for free. The Fleet and Family Support Center provides a multitude of services such as relocation services, transition services, family employment, clinical counseling, Intercultural Relations, Family Advocacy, financial management, information and referral. I’ve heard too many times about people going through the transition program prior to leaving the service being absolutely amazed at the many programs and services available at the FFSC. If anyone has any questions about our services, just stop by the FFSC located on the first floor of the Village Forum (above the Navy Lodge front desk) and ask. My husband Butch, retired Master Chief Musician James Rodak, has already taken advantage of some of the Naples FFSC programs, such as Easy Italian. While I was here temporarily in 2013, Butch participated in the Earth Day 5K and is looking forward to participating in many more. After retirement, he was active with the USNA Midshipman Marathon team and is an avid runner- although currently sidelined with an injury. We’re both thoroughly enjoying our tour so far and have settled in quickly. We look forward to the next three years of being part of, and serving, the military community here in Naples.

The Naval Inspector General conducts Readiness and Quality-of-Life Area Visits to Navy regions and activities worldwide. As part of the upcoming Naples IG Area Visit, all active-duty and Reserve Sailors and civilian employees are requested to participate in an internet-based survey to capture concerns and identify areas to improve readiness. The survey is scheduled to be active until Feb. 6. Participation is voluntary and responses are anonymous and kept strictly confidential. Feedback provided will help identify focus areas regarding quality of home and work life, and region support services. Scholarships for Military Children Available at Commissary Applications for the 2015 Scholarships for Military Children Program are available at commissaries worldwide or online at www.militaryscholar.org. The program awards at least one $2,000 scholarship at each commissary with qualified applicants. An applicant must be a dependent, unmarried child, younger than 21 (or 23, if enrolled as a full-time student at a college or university) of a service member on active duty, Reserve or Guard member, retiree; a survivor of a military member who died while on active duty; or a survivor of a retiree. Applications must be turned in to a commissary by close of business Feb. 13. Applicants should ensure they and their sponsor are enrolled in the Defense Enrollment Eligibility Reporting System (DEERS) database and have a military ID card. American Soccer Club of Napoli (ASC) Mid-Year Tryouts The American Soccer Club of Napoli (ASC) is holding mid-year tryouts for those interested in joining the club. Due to the club size, tryouts will only be for children born in 2000 or 2001. All U.S. military ID card holders, Department of Defense civilians and NATO families are welcome to become members. Jan. 24: Geocaching Tournament at Carney Park Take treasure hunting to the next level on Saturday, Jan. 24. Teams will seek out caches placed throughout Carney Park using GPS units. The team that finds all of the items in the correct order and with the fastest time will win a trophy and be crowned Carney Park Caching Champion. A limited number of GPS units are available to use for participants who sign up in advance. Participants can also participate with their own GPS units, or using a GPS App on their smartphones or tablets. The hunt begins at 10 a.m. and is free. Participants must register by Jan. 21. Jan. 26- 30: VITA Volunteer IRS Training at Capodichino Volunteers are needed for the 2015 IRS Volunteer Income Tax Assistance (VITA) program. Jan. 26- March 1: Naples Overseas Support Club Scholarship Applications Accepted Applications for the NOSC’s annual scholarship program will be available and conducted online from Jan. 26 until March 1. Two scholarship applications will be offered, but applicants may only apply for one. Scholarship #1 is the traditional NOSC scholarship that requires applicants to have a minimum 3.0 GPA, active-duty service members may apply. The new scholarship allows the NOSC to spread the wealth to more community members interested in furthering their education. Scholarship #2 is not open to active-duty service members and doesn’t require a GPA to be provided, but does require a letter of reference with the application. On Jan. 23, 1960, Navy Lt. Don Walsh and Swiss scientist Jacques Piccard, descended on a nine-hour, record-breaking journey in the U.S. Navy bathyscaphe Trieste, to the bottom of the Mariana Trench in the Western Pacific Ocean, the deepest known point in the world’s oceans. Their goal was simple: Prove that humans could safely explore the deepest ocean depths. At 35,797 feet – or nearly seven miles – the tectonic plates of the sea floor collide and plunge back into the Earth's molten mantle, and the atmospheric pressures is eight tons per square inch, strong enough to bend steel. It took nearly five hours for Trieste to reach the sea bottom. After remaining there for 20 minutes, Walsh and Piccard started their ascent, which took three hours, 15 minutes. This was the first time any human or vessel had gone that deep.

That remarkable achievement was equivalent to putting a man on the moon. There is one notable difference: A dozen people, all U.S. astronauts from the Apollo program, have walked on the moon. To date, Walsh and Piccard are the only humans who have plunged so deeply into the ocean. Not only did that prove that exploration of the ocean, no matter how deep, was possible, it also produced numerous engineering breakthroughs. Those included the first manipulator arm; the first deep-sea, color-TV camera system; the first high-pressure housings and connectors; and the design of the first remotely operated vehicle. In August 1963, Trieste found the wreck of the missing submarine USS Thresher (SSN 593) off the coast of New England in 8,400 feet of water. Trieste was retired in

1980, and is now on display at the National Museum of the U.S. Navy at the Washington Navy Yard in Washington, D.C.

On Jan. 19, 2015, the nation once again paused to celebrate Martin Luther King, Jr. day. This holiday, which marks his Jan. 15, 1929, birthday, is held on the third Monday of every January. This day is intended to allow Americans the opportunity to reflect on the prodigious impact his inspired leadership and deeply held beliefs had on the subsequent successes of the Civil Rights Movement. It was these beliefs – predominantly his profound faith in the goodness of man and the great potential of American democracy, and the understanding that progress and change require sacrifice – that made him such an inspiring leader and carried him and countless others through the struggle of the Civil Rights Movement. Love principally drove his faith in the inherent goodness of all men and, despite the vitriolic words and actions of those opposed to civil rights, continually drove him to endeavor to create a brotherhood of all men. “We must develop and maintain the capacity to forgive,” King said. “He who is devoid of the power to forgive is devoid of the power to love. There is some good in the worst of us and some evil in the best of us. When we discover this, we are less prone to hate our enemies.” Despite the animosity and atrocity aimed at the civil rights activists, he endeavored to make those opposed to the movement his brother or sister. It is easy to recognize the maxim of loving thy enemy in the quote, but what is interesting is King’s understanding that no man is an absolute. Though he believed completely in the justness of civil rights for all men, and believed absolutely in the Civil Rights Movement, he understood that no one struggling for civil rights is wholly good, nor is anyone opposed, actively or passively, to civil rights wholly evil. It was this understanding and ethos, coupled with his strong belief in the civil disobedience teachings of Thoreau and Gandhi that made him such a staunch proponent of non-violent protest. And it was this permeation of civil disobedience during the Civil Rights Movement that helped enable its success. American society was continually confronted with accounts and footage of the indignities suffered by southern blacks, and of the violence and harassment of civil rights workers and marchers committed by segregationists. USO Single Sailor BBQ, Wings & Trivia Night USO volunteers grilled for more than 75 single and unaccompanied sailors at our first Wings & Trivia Night, Jan. 15, 2015, at the Capo MWR Liberty Center. Sailors devoured the buffalo and sweet barbecue wings along with the delicious homemade dishes donated by community members, including potato salad, Spanish rice and beans, chips and dip, pasta salads, desserts and more to fill up the hungry junior service members. New Report Shows Active-duty Suicides Declined in 2013 By Nick Simeone DoD News, Defense Media Activity

Suicides among active duty members of the U.S. military decreased in 2013 from the previous year, while those among the reserve components were slightly higher, according to a Defense Department report released today. The 2013 DoD Suicide Event Annual Report lists 259 sui-

cides among active component service members and 220 such deaths among members of the reserves and National Guard. According to the report, failed intimate relationships were the most prevalent stress factor precipitating suicide, with most of those taking their own lives married. Financial or workplace difficulties were also found to be a key factor. Young, Caucasian males – including junior enlisted troops – were found to be most likely to turn to suicide. The report found that just over 66 percent of those who committed suicide had deployed one or more times. Pentagon officials say they are deeply concerned about suicides within the armed forces and are actively working to prevent them. At the same time, they say they have been encouraged to see more people seeking counseling over the past year, including increased calls to helplines and meetings with mental health experts. More than a dozen suicide prevention programs are available to service members, veterans and their families, and each of the military branches conducts suicide prevention awareness training. In addition, DoD as a whole has increased the number of counselors available. The Defense Department is also partnered with Veterans Affairs to promote the Veterans/Military Crisis Line, a confidential counseling service available around the clock at 800-273-8255. Also offered is Vets4Warriors.com, which provides confidential peer support to service members and their families.

There are many fine military aviation museums in the world but living in Italy means you don’t need to fly far to find one. The Museo Storico dell’Aeronautica Militare Italiana, Italian Air Force Museum, located on Lake Bracciano has an impressive collection of aircraft from powered flight’s earliest days to today’s jets. The display aircraft make up the majority of the museum and instead of covering the museum with walls of text detailing how the Air Force came to be, the Italian Air Force effectively uses the aircraft themselves. Comprehensive in its volume of aircraft, which are arranged chronologically, they tell the Air Force’s story with gleaming aluminum and sometimes a bit of camouflage. A row of aircraft show technological advancement and the changing

insignia and paint schemes show shifting and sometimes divided loyalties, all of which is ably supported by each aircraft’s write up. Thankfully almost everything in the museum is in English. For visitors this means those who came to appreciate the aesthetics of the aircraft but hate reading won’t have large chunks of museum to skip, and for those of us who enjoy the stories, it’s told piece by piece as you move along. The museum itself is the perfect starting point for learning about Italy’s aviation past as it is situated on the site of a seaplane base, Italy’s first, that went into operation a few years after the Wright Brothers made the first powered flight. It’s made of four hangars, each focusing on a different era of aviation. The World War I hangar is composed almost entirely of original, non-reproduction aircraft aside from the replica Wright Flyer. It has two ace-

flown biplane fighters and a one-of-a-kind war trophy- a captured German seaplane, the last in existence. Airplane races were as popular as boot-legging and the Charleston between the World Wars. Nothing highlights this need for speed as the Between the Wars hangar, with its row of redpainted record-breaking and award-winning racing seaplanes. The biggest technological marvel in the hangar is Italy’s first jet which flew in 1940, three full years before the first Allied jets took to the skies. The winged cigar looks a decade ahead of its time with an in-fuselage engine and gaping maw, similar to Korean War-era fighters. This hangar also houses a few aircraft better known for their World War II service but also served in the lesser-studied Spanish Civil War when Italian “legionaries” flew their country’s latest warplanes with Spanish Nation-

alist markings and blacked out roundels in support of Francisco Franco. Franco’s victory, brought about with Italian and German help, ensured Spanish neutrality in World War II and Franco stayed in power until his death in 1975. The role played by the Italian Air Force in World War II is often underplayed and little known, but Italians flew German troops in Russia, bombed England in the Battle of Britain and opposed Allied airpower in Africa. Fittingly the World War II hangar begins with one of the last two existing Macchi C. 202 ‘Folgore’ fighters in a North Africa diorama and camouflage. It’s also here that aircraft are represented by two different yet co-existing Italian Air Forces. One flew for the Allies while the other continued to fight for Mussolini and the Axis. This is also probably one of the few air museums in which German and British aircraft can be seen side-byside because both were used by the same nation during the War.

For Naples-based visitors, the Italian Air Force Museum is best visited as part of a Roman holiday and not a standalone day trip. Italy entered the jet age early but after the War relied almost entirely on foreign or licensed aircraft to fill its fighter and bomber ranks as can be seen in the jet age hangar. Half the room is dominated by American aircraft includ-

ing an evolutionary chart’s worth of 1950s fighters as well as a British DeHavilland Vampire two-seat night fighter. The twin-boom jet is favorite of mine as its design is reminiscent of World War II’s P-38 Lightning. Total visit time was four hours, though I also am an avid photographer and read pretty much everything they had in English. The only area I had trouble with for learning where some displays on Italy’s polar expeditions in the 1920s and massive trans-Atlantic formation flights of a now near extinct bomber, the S.55, which sadly the museum does not have. To get to the museum I took a train to Rome then another to Vigna di Valle, though I could have gotten off at Anguillara. Both stations are a reasonable 15 Euro flat-rate taxi ride away from the museum and Anguillara is a real station with regular service to and from Rome whereas Vigna di Valle does not have trains returning to Rome. Total travel time from Naples to the museum was about three hours. For Naples-based visitors, the Italian Air Force Museum is best visited as part of a Roman holiday and not a standalone day trip. The museum is situated on the shores of beautiful Lake Bracciano. The museum is owned by the Italian Air Force and admittance is free. In Italian it goes by both Museo Storico dell’Aeronautica Militare Italiana or the shorter Museo Storico di Vigna di Valle, which may cause some confusion if you’re looking for road signs to the museum. Visiting a good war museum should be like attending a veteran’s reunion because every old veteran inside has a story to tell and the Museo Storico dell’Aeronautica Militare Italiana, Italian Air Force Museum, has a lot of old veterans.

As tax season begins, Defense Department officials want to remind TRICARE beneficiaries of changes in the tax laws, which require all Americans to have health care insurance or potentially pay a tax penalty. For the first time since the Affordable Care Act passed in 2010, all U.S. citizens, including service members, military retirees and their family members, must report health care coverage on their 2014 taxes, said Mark Ellis, a Defense Health Agency health care operations program analyst. For this year only, taxpayers will “self-attest” on their 2014 tax forms to each month in which they had health care coverage, he said. Meets Minimal Essential Coverage The act mandates that health care must meet minimum essential coverage, and TRICARE coverage meets that criteria for the majority of service members and their families, Ellis said. TRICARE Prime, TRICARE Standard, TRICARE for Life, TRICARE Overseas, TRICARE Remote and the Uniformed Services Family Health Plan meet the minimum essential coverage, he added. When purchased, premium-based plan

such as TRICARE Reserve Select or TRICARE Retired Reserve also fulfill the act’s requirements. Uniformed service members who have questions about TRICARE, the act and the individual coverage mandate can visit the TRICARE website to download a fact sheet on TRICARE and the act, with TRICARE plans compared to minimum essential coverage, Ellis said. Military beneficiaries that are solely eligible for care in military hospitals and clinics, for example, parents and parents-in-law, have an automatic exemption from the tax penalty for tax year 2014 only. TRICARE beneficiaries with tax questions should contact the Internal Revenue Service or their tax advisers, he emphasized. “The experts there can help them,” Ellis said.

King, though, understood that suffering these injustices was necessary to change American opinion and ultimately society. “Human progress is neither automatic nor inevitable,” he said. “Every step toward the goal of justice requires sacrifice, suffering and struggle; the tireless exertions and passionate concern of dedicated individuals.” King himself was arrested 30 times. He barely survived an attack at a book signing where he was stabbed in the chest. He led the Southern Christian Leadership Conference (SCLC) from 1957 until his death in 1968. He organized and led marches for blacks’ right to vote, desegregation, labor rights and basic civil rights. He spoke, struggled, and inspired from the beginning during the Montgomery Bus Boycott in 1955, through the Birmingham Campaign comprised of fire hoses and police dogs unleashed on marchers, to the more than a quarter million strong March on Washington and his infamous and riveting “I Have a Dream” speech. Finally, as perfectly and prophetically, King said in his final speech: “Like anybody, I would like to live a long life. Longevity has its place. But I’m not concerned about that now. I

just want to do God’s will. And He’s allowed me to go up to the mountain. And I’ve looked over. And I’ve seen the Promised Land. I may not get there with you. But I want you to know tonight, that we, as a people, will get to the promised land!” Despite his untimely death on April 3, 1968, his dream would soon be realized. Just days after his assassination, Congress passed the Civil Rights Act of 1968. This legislation was seen as a tribute to King’s struggle in his final years to combat residential discrimination in the United States. In the decades since his death, activists have continued to work to end racial discrimination, not just in the United States, but around the world. His work influenced activists such as Nelson Mandela, who helped end apartheid in South Africa, and Malala Yousafzai, the Pakistani schoolgirl who defied threats of the Taliban to campaign for the right to education. Their work built upon King’s remarkable legacy: a largely nonviolent movement which, despite impassioned and often brutal opposition, have torn down unjust laws to help create their country’s which remain true to ideals of equality and justice for all people.
