SAPR Director Holds Focus Groups and Meets with Leadership During Naples Visit By Lt. Liza Dougherty, NSA Naples Public Affairs

Jill Loftus, director, Department of the Navy Sexual Assault Prevention and Response Office (DoN SAPRO), met with base leadership, medical staff, and legal and SAPR personnel during her visit to Naval Support Activity Naples, May 14-16. Loftus was in Naples to discuss the Department of Defense (DoD) Fiscal Year (FY) 2013 Annual Report on Sexual Assault in the Military and facilitate focus groups aimed at continuing to refine the Navy's educational approach and response to sexual assaults. "What we found was, over the past two years, we've reduced the incidents of all sexual assaults," said Loftus. "That's the whole gamut of sexual assaults--we've had a 30 percent reduction." Garnered through anonymous surveys, the numbers indicate progress on lowering overall assaults while actual reporting continues to climb annually. During the same time period, reports of sexual assault increased by 116 percent. See SAPR DIRECTOR Page 6

Captain’s Corner

Memorial Day weekend represents many things for many people. Kids in school know it as the marker to the final push before summer break. Government employees observe it with a long weekend. For some, it’s the opportunity to get together with friends, enjoy a cookout, or spend time with family. Many personnel stationed in Naples will use the four days off as a chance to get out and see Italy or Europe. However, I would urge us all to pause on Monday and remember the great sacrifices of those who have gone before us. Especially on Italian soil, where 70 years ago, over 60,000 Allied deaths were inflicted in some of the bloodiest battles in Europe during WWII. Though the holiday originated at the end of the American Civil War to remember those lost on both sides of the conflict, today we reflect on all those who have given their lives in defense of our freedom. As you consider these brave Americans, thank their families, especially those who have lost loved ones in uniform over the last decade. Notice the Gold Star Family parking we have at several locations across our installation, and reflect not only on their loss, but our collective freedom and liberty gained through their acts of selflessness and courage. As we enjoy the long weekend, complete with somber moments and joyful celebration, I want to continue to urge all hands to consider safety first. If you’re planning a road trip, don’t drive to Germany in one go. Plan ahead, ensure you’re practicing good ORM, and make smart decisions. We very nearly lost a shipmate a couple of weeks ago in a boating accident while on liberty. The quick attention and care of his shipmates was key in his survival and will remain paramount in his continued recovery. One way we can all take care of each other is in continued vigilance against sexual assault incidents. Last week, Ms. Jill Loftus, director, Department of the Navy Sexual Assault and Prevention Office (DoN SAPRO), visited Naples to discuss recent DoD and DoN sexual assault surveys, and to conduct focus groups aimed at better understanding how we can tailor training to stamp out this continued scourge within our ranks. One of the best tools to come out of the Navy’s toolbox in recent years is bystander intervention. All it takes is one person stepping in at the right moment to stop a potentially heartbreaking moment in a victim’s life. April may be sexual assault awareness month, but we should never lower our guard when it comes to taking care of our own. It bears repeating: look after each other. Especially in our overseas environment, we are family. Enjoy what looks to be a warm, sunny, long weekend, and we’ll see everyone back safe next week.

Now-June 10: Tiger Sharks Swim Team Evaluations The Naples Tiger Sharks swim team will begin evaluations for their summer swim program and swim team from now through June 10 at the Capodichino indoor pool. Swimmers aged 6-12 must be able to demonstrate 50 meters (2 lengths) and swimmers aged 13-19 must demonstrate a 100 meter swim (4 lengths). Both age groups must demonstrate two of the four competitive strokes for their swim evaluation. Notification of Mail Return As has been announced for several months, all personnel should have been changing their mailing addresses to the new Zip+4 construct, which is a USPS requirement. The deadline for this change was April 15. Starting July 1, mail not utilizing the Zip+4 construct will be returned to sender. Please contact your mail orderly if you have not received your new address or have had any trouble changing your address so we can ensure no vital mail is returned.

Update to Anti-Smog Traffic Ban in Naples Vehicles of foreign nationals operating within NATO have been exempted from the driving ban imposed by the city of Naples, which covers the entire city and its 30 quarters. The resolution has also been suspended until October 2014, except for the first and third Sunday of each month from 9:30 a.m. until 1 p.m. up until October. The anti-smog resolution is scheduled to be effective from October 2014 to March 2015. It will limit traffic on Monday, Wednesday and Fridays from 9 a.m. to 12:30 p.m. and from 2:30 to 4:30 p.m. There will also be one Sunday a month scheduled.

‘Hoax Art’ from 1984 to be on Display In July 1984 a group of art students produced three fake heads attributed to Modigliani, a famous Italian artist who mainly worked in France and died there at the age of 35. The heads were found in the Royal Moat in Livorno, one of the heads attributed to the artist was sculpted by the three art students and two others were sculpted by a local artist. The students fooled the art world by producing the false busts. The city of Livorno will show the fakes to the public in a special exhibit where 27 panels will be erected with clippings from foreign and Italian newspapers at the time, recounting how the hoax developed and was reported around the world. No date has yet been set for the exhibit, but preparation work will begin June 6. Entrance to the exhibit will be free for the first two months.

Naples Pizza Fest Celebrates 30 Years Naples will celebrate the 30th anniversary of the Pizza Festival, May 27-30, with events and tasting of the most famous Neapolitan dish in the world. More than 100 pizzerias are associated to this event throughout the Campania region. The event will take place at the same time in pizzerias located in New York, Los Angeles, Washington, Seattle, Melbourne, Seoul, Tokyo and other international cities. Oliviero Toscani, a well-known photographer will be the testimonial of the event with the creation of a series of portraits of pizza named “100 Percent Pizza.”

Italy to Investigate Tripadvisor, Expedia and Booking Reviews Italy’s antitrust watchdog has opened an investigation into online booking websites Tripadvisor, Expedia and Booking to see if the reviews take appropriate measures to avoid publishing fake opinions. The watchdog received complaints from consumers as well as hotel and restaurant owners. The authority said that Tripadvisor may have published opinions of people who had not actually been to the places they rated and that the website did not make clear the distinction between informa-

tion provided independently by travelers and business profiles that hotels and restaurants pay to get published on the website. The authority is also investigating allegations the sites, Expedia and Booking, may hinder competition in the reservation business and consumers' ability to find the best-available travel offers. The investigation should be concluded by August 2015, according to the antitrust watchdog.

Grand Theater of Pompeii to Come Back to Life The Campania regional culture assessor announced that the Grand Theater of Pompeii will come back to life, hosting theatrical productions. In July the first production inside the second-century BC amphitheater will be a performance of Aeschylus’ “Agamemnon.” The theater was built in Greek style and had the capacity of about 5,000 spectators, as well as an orchestra arranged in the form of a horseshoe. It was renovated various times before the eruption of Vesuvius in 79 AD that killed about 2,000 people.

Risk Map for Mount Vesuvius Released Researchers from Pisa and Bari universities have prepared an emergency preparedness risk map of Mount Vesuvius, geologists said. The map of 650 square kilometers (251 square miles) permits a first major preliminary evaluation of the areas potentially at risk, the Pisa University statement said. The map is the analysis based on 500 years of land movements around the famous volcano. Top volcanologist Franco Barberi recently said that Naples' evacuation plan would enable the threatened populace to be smoothly evacuated. Around a million people currently live and work around Vesuvius and at the current rate of expansion this could swell by a further 200,000 by 2016. In 2003 authorities in Naples started offering people living on the volcano's slopes hefty cash incentives to move away. So far there have been few takers. Vesuvius has erupted about three dozen times since it buried the Ancient Roman cities of Pompeii and Herculaneum. The most serious blast killed some 4,000 people in 1631.

Policy Change affects assignment of Civilians in Support Site housing By Dan Rourke, NSA Naples Housing Director

Civilian personnel are no longer permitted to place their name on a waitlist or be assigned to government housing according to the newly signed Naval Support Activity (NSA) Naples Housing Instruction (NAVSUPPACT INST 11103.5A), May 20. The existing policy includes a limitation of civilians living in government housing to a maximum of five years, to which all civilians currently residing in Support Site housing will be limited. Civilians living in Support Site housing who have already exceeded, or will soon exceed five years, are encouraged to begin searching for a home on the economy utilizing approved sources. All civilians living in Support Site housing who have exceeded five years will be required to move by Oct. 1, 2014. The Housing Office will issue formal letters 90 days prior through the chain of command notifying them of the required move. As this move is government directed, it will be funded by the government; however it is recommended that the Human Resources office be contacted early for advice on any allowance entitlements or issues. As the five-year mark approaches for other civilians living on the Support Site, they will receive a formal letter 90 days from that date notifying them of the required move. Department of Defense policy states that civilians are expected to rely on the surrounding community to meet their housing needs. Over the years, overseas locations have permitted civilians to reside in government quarters partly due to inadequate housing in the local community and usually as a way of boosting occupancy.

Commander, Navy Installations Command (CNIC) budgets for and receives funding for the Support Site family housing lease based upon 98 percent occupancy by military families. The more than 100 civilian families living on the Support Site forfeit their Living Quarters Allowance, but that money is not reimbursed to CNIC. Housing utilization rates are a closely monitored metric within CNIC. With continued low occupancy rates (as Naples experienced prior to direct assignment) installations are required to submit a “Divestiture Plan� that outlines the steps you will take to achieve acceptable occupancy rates. Normal remedies include demolition, divest to other programs and direct assignment. One long-term remedy that is not permitted, especially in leased housing, is to assign civilians.

With the anticipated tightening of funds in FY 15 as a result of sequestration, it is important for the Housing program to ensure that their limited funds are spent supporting their true customer – the military families. Civilians who have exceeded the five year rule, but have less than one year remaining on their current tour will be permitted to remain in housing until their rotation date. However, there will be no extensions in housing should they receive an extension to their overseas tour. Civilians on priority placement will also be required to vacate housing if they have exceeded the five year limit. The Center for Personal and Professional Development (CPPD) headquarters in Virginia Beach, Va. celebrated 40 years of the Navy Voluntary Education (VOLED), May 14. Staff and current and former VOLED pioneers joined together to celebrate the anniversary of the program at CPPD headquarters, located at Naval Air Station Oceana Dam Neck Annex. The Navy's VOLED program was officially launched May 14, 1974. Since then, thousands of Sailors have taken advantage of educational opportunities leading to a professional credential and/or a college degree. "Because of the VOLED team's dedication, Sailors like me have attained their educational dreams and created a better, brighter tomorrow for themselves and future generations," said CPPD Commanding Officer Capt. John Newcomer. "Our Sailors' successes are the Navy's successes and have a direct link to Navy mission readiness and accomplishment." Guest speakers from the Navy VOLED team, past and present, were recognized by Newcomer for their dedication to the VOLED mission and the Sailors it supports. Kenn Smith joined the Navy VOLED team in 1975 and spoke about how VOLED has grown over the years. "Through an arrangement with Adm. Grace Hopper, I was able to bring the first computer to Navy Campus in 1985," said Smith, referring to the organization's original name of Navy Campus for Achievement that changed in 1999 to the Navy College Program (NCP). NCP is currently administered by the VOLED directorate of CPPD.

Energy Conservation Phantom Power Drain From the NSA Naples Energy Management Team Computers, appliances, televisions, chargers and various other common electrically-powered devices can be sources of phantom power drain. A device that causes phantom power drain is one that consumes electricity even when it is turned off. Approximately ¾ of power consumed is from devices that are in “off” or “standby” mode. Devices that support remote controls have part of the circuit always “on” to receive the remote’s signal. Conserve electricity by unplugging devices when not in use. A simple solution to consider is the application of switchable power strips. The power strips can restrict the flow of electricity distributed to the devices with the flick of a switch. Phantom power drainage has a significant effect on energy consumption. It is not always enough to simply turn off devices.

NSA Naples to Collect Radon Detectors From U.S. Naval Support Activity Naples, Italy Public Affairs

U.S. Naval Support Activity (NSA) Naples, Italy will begin collecting radon detectors to complete a one-year test of radon gas concentrations indoors as part of an ongoing Navywide program. Personnel from the NSA Naples Environmental will collect radon detectors installed in Navy facilities at Capodichino, Support Site, Gaeta, Carney Park, and Navy-managed buildings at JFC (Lago Patria). They have been placed in basements and ground-level indoor spaces inhabited at least four hours daily over the last year. The radon detectors, called alpha-track detectors, were placed in the spring of 2013. “In order to account for seasonal changes, radon detectors will be collected in June, one year from the time they were installed,” said Rob Chichester, the base environmental director. Radon is a gas that is naturally occurring from rocks and soils. It is present in outdoor air, but may collect in basements or ground level spaces. Indoor environments are commonly studied to determine whether radon is present at high concentrations. Long-term exposure to radon gas at high concentrations can potentially impact health over time. Testing is the only way to know if there is an indoor radon concentration. Navy facilities in Naples were last tested in 19911992, but the base infrastructure has since changed necessitating the completion of this new study. “The last time we tested, Support Site in Gricignano did not exist and the administrative activities currently here at Capo were located in Agnano,” said NSA Naples Commanding Officer, Capt. Scott Gray. “The Navy’s footprint at Capodichino was significantly smaller. Back then, Capo’s main function was to support flight and logistical operations.” “If we find an issue in any of our spaces, we will work to correct it as soon as possible,” said Gray. “Elevated indoor radon levels may easily be miti-

"What we're trying to do is get reporting to match the number of people who are being sexually assaulted," said Loftus. "That's still a huge gap." Loftus touts training and awareness, along with confidence in local chains of command, with increasing reporting numbers. In FY13, there were a total of 1,057 reports of sexual assault, a 46 percent increase from the previous year. Almost all respondents indicated they believed that if they reported a sexual assault, their chain of command would take it seriously. "When we ask people why they didn't report, it's not because they didn't trust their chain of command; it's because they didn't trust their peers,” said Loftus. “They didn't want to be ostracized. Oftentimes it's a Sailor in the same social group, a Sailor in the same work group, that's the attacker. It's kind of like a divorce. They don't want people to take sides one or the other; they don't want to derail their careers. “Some tell us they just thought they could take care of it themselves,” said Loftus. “We get a fairly large number of sexual assault victims on surveys that will say, 'I thought I could take care of it myself, that I could handle it.' They find that they really couldn't, that there are a lot of psychological issues that come later." To find the right way to communicate with peer groups, the DoN SAPRO team has held focus groups and garnered feedback from Sailors and Marines worldwide. According to Loftus, the main disconnect is the perception of what a victim looks like. Her office intends to tackle this issue head-on. "We have seven victims who have come forward and said they will be filmed for the purposes of training: two male Marines, a female Marine, and four female Sailors," said Loftus. "They tell their stories. They talk about why they chose to report. They talk about how their command reacted; they talk about how their peers reacted. I think if we can get these stories forward and that people can see them, they'll be more empathetic towards the survivors of sexual assault who work in their work units." Training in empathy is a prime focus in the future of sexual assault prevention in the Navy, where Loftus says misconception about sexual assault is prevalent due to societal influences. “People still think a rapist or sexual assaulter is a stranger,” said Loftus. “It's somebody that jumps out of the bushes. We're trying to educate people that it's mainly in social circumstances. It happens with your peers, it happens with people you know, and it most likely happens when people are overindulging in alcohol. You really need to be aware of the signs of someone who has had too much to drink, who is on the way to being incapacitated, someone that can't give consent. We're trying to make that training more clear for those people who are coming into the service, so we can change the culture early." "We're fighting a society that is no better than we are and in many cases worse, when it comes to what people find acceptable behavior," said Loftus. "You're talking about people who sext, you're talking about cases you've seen in the news recently or over the last couple of years, of people being raped in public, and people taking films of that. We're dealing with a society that in some circumstances, that's acceptable behavior. When you come into the Navy, that's not acceptable, that's not even close to being acceptable. People touching other people against their will is not acceptable behavior." Better understanding of what defines a sexual assault, awareness of the multiple avenues to report, trust in the command to take seriously all reports, and confidence that the command will support the victim throughout the process have all contributed to the increase in reporting. DoN SAPRO identified 801 unrestricted reports of sexual assault in FY13, up from 527 reports the previous year. Additionally, there were 256 restricted reports of sexual assault in FY13, up from 199 in FY12. Loftus recognizes that while numbers of reports are on the rise and indicated numbers of incidents are reducing, the Navy has a long road ahead in the effort to eliminate sexual assault from its ranks. “If I can make real progress in 10 years, I'll be happy,” said Loftus. “This is a marathon; this is not a sprint. We're not going to solve this tomorrow, and it's going to take every single person. With 46,000 new people coming in every year, we're going to be constantly trying to train out bad behavior that people have grown up with for 18 years.” Moving forward across all branches, the Department of Defense is taking a page out of the Navy's book with many of DoN SAPRO's recent initiatives. "I want to say how encouraged we are in the Navy that Secretary Hagel and his OSD SAPR office have incorporated many Navy initiatives into their directive memorandums and their new Department of Defense strategic plan for SAPR," said Loftus. "Our alcohol initiatives, our roving barracks watches, working with the community like we did in Great Lakes, those are all in the strategic plan and the directive memorandum, so we're happy about that, that all the other services can take advantage of best practices." As the mechanics of sexual assault have largely stayed the same for years, the Navy is continually committed to improving awareness and training, so predators have no ability to operate within its ranks. "What we would like to see, and what we're trying to go forward with is not just the bystander intervention, but training people how to intervene safely," said Loftus. "We're trying to make sure that people recognize predatory behavior, because it really is about power and control.” “People now know that they should intervene,” said Loftus. “I think once we make sure people recognize that, then that person can no longer operate without some accountability. I think we're holding people accountable for that. Like that wolf in sheep's clothing, you just need to get that sheep's clothing off of them."

Are You Up For Chief? It's not just about what you do; it's about what's on paper By MC3 Jules Stobaugh, All Hands Magazine

When asking what qualities you look for in a chief, responses are usually quite standard: dedication, perseverance, determination, loyalty, dependability, and sustained superior performance. Rarely do you hear people say, a complete and up to date Official Military Personnel File (OMPF). But chances are, even if your dedication, perseverance, determination, loyalty, dependability, and sustained superior performance are praised by everyone around you, if your record is a hodgepodge of missing information and evaluation gaps, it will be set aside, along with your hopes of advancement. Taking the test for chief and making board gets your foot in the door, but from that point on the only voice you have is in the form of your OMPF; and you don't want it saying the wrong thing to the board. Board members will begin looking at an eligible candidate's OMPF, Performance Summary Record (PSR) and any letters to the board (LTB) to determine who will be selected to become the Navy's newest chief petty officers, using the convening orders and precepts set forth by the Chief of Naval Personnel (CNP) as a guide. "CNP signs out annually a precept that covers all the enlisted advancement selection boards for that year, and it talks about best and fully qualified, as does the convening order," said Capt. Donald May, director for Officer and Enlisted Career Progression Division (Pers-80). "So if an eligible record exceeds the fully qualified threshold and is high up on the best-qualified threshold, then that is a sterling record." The important thing to remember in regards to your record is that board members are looking for sustained superior performance, up to date awards, qualifications and accomplishments, and no evaluation gaps, said May. "If the OMPF and the PSR are 100 percent accurate, and

if any gaps in evals are explained through a letter to the board, that is exemplary," said May. "The board members appreciate it because it shows, 'hey, this Sailor is squared away and professional enough to keep their record up.'" LTBs can assist the board with your record if something is missing or needs to be clarified; but be careful not to add anything unnecessary, as they receive more than a million pieces of paper a year. "Letters to the board are a tool to communicate from the eligible to the board," said May. "But if your OMPF and your PSR are accurate and up to date, there's no gaps in evals, there's no issues, then don't submit a letter to the board. It's not beneficial." An eligible candidate will still be considered for selection despite an inaccurate or incomplete record because the board for chief is based on eligibility, not applications. So if a Sailor in the fleet is considered eligible for this board, he or she will be presented to the board as such. However, May still warns about the dangers of an incomplete record. "If their record is not up to date and accurate, they're not getting the best consideration possible for advancement." The boards take place at

Navy Personnel Command in Millington, Tenn., and are comprised of 21 officers and 138 enlisted Sailors for active duty and nine officers and 56 enlisted for reserve. The board members are chosen from across all rates and are from all over the fleet. The officers selected are O-5's and O-6's and the enlisted are mostly master chiefs with a small percentage of senior chiefs. Sailors interested in becoming a board member submit an application, and need to meet several requirements. "The applicant cannot be within 12 months of retirement, (and) they have to have passed their last PFA," said May. "They also can't have a relative who is eligible for that board and they cannot serve the same board two consecutive times." After these standards are met, the applicants are then chosen based upon quota requirements per rate and geographic region for proper representation among the fleet, said May. Once they are selected they are sworn to secrecy and are only allowed to inform their superiors of their selection. When the members finally convene, the magic happens. Just remember, behind every good trick there is usually a logical reveal; and that logic starts with your record.

Nearly one million cases of mental health conditions in service members were documented between 2000 and 2011, according to a senior psychologist with the Defense Centers of Excellence (DCOE) for Psychological Health and Traumatic Brain Injury. In an interview with American Forces Press Service and the Pentagon Channel to mark Mental Health Awareness Month, Navy Capt. Anthony Arita, director, Deployment Health Clinical Center, said the 1 million cases recorded by the Armed Forces Health Surveillance Center show that mental health conditions are "quite common." A Rand Corp. study in 2008 on the invisible wounds of war, such as post-

traumatic stress disorder and traumatic brain injuries found one in five deployed service members returned home with significant psychological health and TBI symptoms "at a level warranting medical attention," Arita said. Recognized each May since 1949, DoD is promoting Mental Health Awareness Month this year to show that psychological health is "critical to one's overall health," Arita said, noting that sound psychological health is critical to military readiness. "Psychological health permeates all aspects of our ability to function optimally to carry out our mission, to function at our best cognitively, to really give it [our] best," he said. DCOE is leveraging this month's recognition to relay four key messages:

"Psychological health is essential to one's health, prevention works, treatment is effective, and people recover," Arita noted. "We have very effective treatments. [Patients] can expect their lives [to] noticeably get better, [and they] can return to active duty at a fuller level of function," he added. It's also vital for people with mental health symptoms to recognize they are not alone in their struggle, Arita said. "We recognize when people have concerns about their psychological symptoms, there is a reluctance to step forward and seek care," Arita said. "We see it in people who need it most." The Defense department has come far in its understanding and treatment of psychological illnesses, he said. "We've been able to answer a lot of questions about psychological health to promote normalization and seeking care. But there's still more to be done. While we've done much to combat the stigma around seeking treatment, we still have significant challenges ahead of us," he said. Arita said key to meeting the challenges is to understand the stigma against psychological conditions and treatment. "There's a need to address the stigma at a cultural level, and getting at the biases, prejudice and discrimination is tough to do to gauge progress," he said, "Yet DoD is taking this on." Resources abound in the area of military mental health. One such outlet is a "living blog" appearing this month on DCOE's website. Service members, veterans and families can post questions about mental health, and psychology experts provide answers within 24 hours, Arita said. Questions have so far have included identifying the signs and symptoms of PTSD, how it impacts

deployment, and moral injury. Launched in 2009 as a help-seeking resource, the Real Warriors Campaign features success-story vignettes of people of all ranks and demographics who faced tough challenges and sought the care they needed, he noted. The vignettes, Arita said, "highlight how care and recovery made a difference in their lives. They have given people the ease of thinking, 'If they can do it, I can do it too.'" In one of its newest initiatives to diagnose and treat psychological ills during early onset, DoD is placing behavioral health specialists in military primary care facilities for use by service members, families and retirees. A range of issues such as depression, PTSD, anxiety, stress, grief, relationship problems, sleep difficulties, obesity, chronic pain, diabetes, tobacco use and other substance challenges often can be treated effectively in primary care, Arita said. Because some people might not feel comfortable approaching mental health specialists, they often are at ease with their primary doctors, and by staffing such specialists, the Military Health System is making dramatic changes in the way behavioral health concerns are identified, assessed and treated within the primary-care setting, he said. "As part of the DoD Primary Care Behavioral Health initiative, all three services have implemented or greatly expanded programs that integrate behavioral health services into primary care," Arita said. The Battle of Midway, fought over and near the tiny U.S. mid-Pacific base at Midway atoll, represents the strategic high water mark of Japan's Pacific Ocean war. Prior to this action, Japan possessed general naval superiority over the United States and could usually choose where and when to attack. After Midway, the two opposing fleets were essentially equals, and the United States soon took the offensive. Japanese Combined Fleet commander Adm. Isoroku Yamamoto moved on Midway in an effort to draw out and destroy the U.S. Pacific Fleet's aircraft carrier striking forces, which had embarrassed the Japanese Navy in the midApril Doolittle Raid on Japan's home islands and at the Battle of Coral Sea in early May. He planned to quickly knock down Midway's defenses, follow up with an invasion of the atoll's two small islands and establish a Japanese air base there. He expected the U.S. carriers to come out and fight, but to arrive too late to save Midway and in insufficient strength to avoid defeat by his own welltested carrier air power. Yamamoto's intended surprise was thwarted by superior American communications intelligence, which deduced his scheme well before battle was joined. This allowed Admiral Chester W. Nimitz, the U.S. Pacific Fleet commander, to establish an ambush by having his carriers ready and waiting for the Japanese. Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area. Army and Air Force personnel stationed at JFC must apply through the Carabiniere at the JFC Provost Marshall's Office, Building L. In the Spotlight LARRY NELSON Larry Nelson hails from Golden, Colo. and is part of the Fleet and Family Support Center’s counseling staff. He has been in Italy for seven years, starting out as a contract counselor with FFSC in 2007. Nelson soon became a civilian government counselor in 2009. Some of his responsibilities include teaching parenting programs, providing assessments for the Family Advocacy program and providing counseling to adult couples, families and children – but his specialty is working with families and children. Nelson’s greatest accomplishment is the starting of a robust parenting program, which has taken off since its inception. “It has been a privilege to assist military families over the years.” When not at work, he loves immersing in the language, culture and archaeology of Italy, in addition to trekking the trails and mountains of Italy with his wife, Kathryn. The couple is looking forward to their third grandchild in June. OLIVIA BEDOYA Olivia Bedoya, from San Diego, Calif. has worked with the U.S. Army Veterinary Corps since 2009. She has worked at the Naples Veterinary Treatment Facility since June 2011. Bedoya is our one-and-only Animal Health clerk responsible for managing more than 3,000 privately-owned animals and providing comprehensive knowledge to all pet owners. She has helped maintain a donation center for Animals Without Limits, hosted several pet educational seminars, coordinated three Saturday clinics, and helped re-organized the Area Orientation briefings. Bedoya continuously demonstrates her willingness to help service members, their families and pets. “I enjoy my job each day because of the wonderful patients we see and the amazing team that I work with. It is a great feeling to know that I have helped to make our patients’ lives healthier and happier. The unconditional affection that they give in return with a wag of their tail or a subtle “purr” is rewarding. I am proud to be a member of the U.S. Army Veterinary Corps and to help our furry family members!”

HM3 BRANDON LITTLEJOHN Hospital Corpsman 3rd Class Brandon Littlejohn was born and raised in Topeka, Kan. and started his Navy career in the aviation community before he crossed over to the Hospital Corps several years later. Littlejohn initially wanted to become a dental technician to gain experience before applying for dental school. However, once becoming a corpsman and working with biomedical repair technicians, he decided to go to the Biomed “C” school while finishing college instead. He currently works in the Biomedical Engineering department at U.S. Naval Hospital Naples where he repairs, calibrates and does inspections on lifesaving medical equipment. He is an active member and secretary of the Junior Enlisted Association, a USO volunteer, and a resident advisor for the Support Site barracks. He also plays softball and flag football for the hospital’s team. While not at work, he enjoys spending time Skyping with his four children back in the states, hanging out with friends and going to the gym. When asked about his favorite pastime he replied, “I like to eat!” He regularly attends college in the evening, working to complete his bachelor’s degree and ultimately become a dentist.

LCDR CLARENCE TANG Lt. Cmdr. Clarence Tang reported to the U.S. Naval Hospital Naples Dental Clinic during the summer of 2013. Originally from Edmonton, Alberta, Canada, Tang graduated from the University of North Carolina School of Dentistry in 2006, from the University of Michigan School of Medicine in 2011, and from residency in Oral and Maxillofacial Surgery in 2013. He is on unaccompanied orders here on his first tour of duty. He serves as the only Navy Oral and Maxillofacial surgeon in Italy, providing quality dental care for active-duty members, their families, retirees, government employees, contractors and eligible NATO personnel. "I can’t think of a better place for me to have been stationed away from my family. I feel privileged to be able to treat some of the nation's most deserving patients, and I am thankful for the support of the Navy and this command."
