USO Welcomes Troops Home From Afghanistan From USO Naples

USO Naples welcomed home 22 Soldiers from the 2nd NATO Signal Battalion, Deployable Communications Module, Charlie Company (DCM-C) who returned from a six month deployment to Afghanistan on July 18, 2015. After a heart-melting homecoming at the Naval Support Activity (NAS) Naples Support Site, everyone was invited to breakfast, hosted by the USO, which was led by Programs & Volunteer Coordinator Shannon McCaulley. The USO Volunteers served homemade muffins and juice to the troops and families, to complement the burritos prepared by the Army Family Readiness Group (FRG) volunteers. USO Volunteers Patrick Brooks and Amonisha Daniel, also presented the returning Soldiers with a gift voucher for a free USO Tour and a USO teddy bear. Welcome home Bravo Company, and thank you for your service.

Just six days ago (on July 16, 2015), a senseless act of violence at both the Chattanooga Navy Recruiting Station and the Navy Operational Support Center claimed the lives of five members of our Department of Navy family. My deepest sympathies remain with the families of our Sailor and four Marines whose lives were taken during these unimaginable acts of violence. The grave impact reaches far and wide. On behalf of Navy leadership, I would especially like to thank the Chattanooga Police Department under the leadership of Chief Fletcher, and the first responders who reacted and responded with such veracity and determination that they most certainly saved lives. Additionally, the leadership from, and the coordination amongst the federal, state, and local law enforcement agencies to conduct a thorough investigation are comprehensive and reassuring. We are committed to work with our partners in law enforcement represented here with me on this stage to investigate, review and guard against future vulnerabilities and to safeguard the security of our service members and their families. It is an absolute imperative. Throughout our nation’s history, Sailors and Marines have served overseas, in harm’s way, and have

Defense Secretary Ash Carter approved immediate force-protection steps a day following the shooting incidents in Chattanooga, Pentagon Press Secretary Peter Cook said. Carter also has directed the services to examine additional steps that can be taken to ensure the safety of service members and civilians at military installations, Cook said in a statement, and has asked for recommendations by the end of next week. My thoughts and prayers go out to the families and personnel so grievously impacted by the shootings in Chattanooga, Tennessee. Our flags are at half-mast to honor the fallen. This event serves as a terrible reminder that even those of us not in an active combat zone face serious threats to safety and security. The threat is out there, and catastrophic events can happen with little to no warning. This summer, especially during your travels, please keep your personal security at the forefront. Maintain situational awareness and avoid large protests. When we receive word of a significant security event abroad we will put the word out on our emergency notification system, AtHoc. If you are not registered, please sign up. For more information, please call my Emergency Management Officer (EMO) at 626-3585/6886 during working hours, or send an email anytime to EMOGROUP@eu.navy.mil. For tips on travel safety and living abroad, the U.S. State Department has a number of great resources including travel warnings and personal safety tips. Tuesday, August 4th, NSA Naples will host the annual National Night Out. This community-building campaign promotes police-community partnerships and neighborhood camaraderie to make our communities safer, better places to live. This is truly a national event, neighborhoods across the U.S. will host block parties, festivals, parades, cookouts and other various community events with safety demonstrations, seminars, youth events, and visits from emergency personnel and exhibits. Here at NSA Naples we also invite our Host Nation law enforcement partners. When you come out, in addition to the U.S. sponsored exhibits and free food, you will also get the chance to meet and talk face to face with the local Italian emergency service providers whose support we depend on to ensure our day-today safety and security. Watch the PAO notes and our Facebook page for more information. We are in the middle of the high PCS season which means there will be a lot of new faces wandering around the installation. If you see someone who looks a little lost or someone you simply haven’t met before, please take the initiative to introduce yourself and help them out. We all need a little assistance during our first few weeks or months here, which is one of the reasons why the Sponsorship Program is so important. If you are sponsoring a new person or family, show them around, take them to cool places you’ve discovered, and be sure to explain how to use the Italian appliances! Naples is one of the oldest cities in the world with many historic sites, ruins, restaurants, castles and museums. Just a few trips early on with an experienced sponsor can make a tremendously positive impact. On Saturday, July 25th the First Class Petty Officer’s Association is sponsoring a Family Welcome Carnival in Central Park. This event is for any-and-all who would like to come, but especially for our new families. Come on out, enjoy the fun, games, and food! We are all hoping for a break in the hot weather, and please keep finding new ways to save energy as we enter the last week of the Energy Biggest Loser competition! Stay cool, and enjoy the summer. BASE NOTES Decrease in Utility/ Recurring Maintenance Allowance and MIHA in Italy Effective July 16, 2015, the Utility/Recurring Maintenance allowance for Italy with dependents decreased from 1,010 to 894 euro. The allowance without dependents decreased from 757.50 to 670.50 euro. The Defense Travel Management Office dropped the allowances after reviewing the results of the 2015 Overseas Housing Allowance (OHA) Utility/ Recurring Maintenance & Move-In Housing Allowance (MIHA) surveys for Italy. The MIHA for both with and without dependent members also decreased from 902 to 723 euro. All of Italy is authorized MIHA Security as of May, 16 2015. MIHA Security is a dollarfor-dollar reimbursement through a DD Form 2556 for security-related expenses for physical modifications to a dwelling. Due to this new allowance, costs for security bars, security doors, burglar alarms, keys, and locks were not included in the calculation of the MIHA Miscellaneous survey, which contributed to the decrease along with lower electricity, bottled gas, heating oil, sewer, trash and maintenance expenses reported. The next OHA Utility survey in Italy is scheduled for March 2016 and the next MIHA survey is slated for 2018. Region’s “Energy Biggest Loser” Competition for July Navy Region Europe, Africa, Southwest Asia is conducting an “Energy Biggest Loser” Competition again this year for the month of July. The base with the highest percentage of energy reduction will receive $70K, second $50K, and third $30K. The competition is an attempt to raise awareness of energy use, promote energy saving behaviors and change our energy use culture. Energy bills are the single largest expense for Navy installations, reflecting about 28 percent of the Navy's shore budget. NSA Naples intends on using prize money to make improvements at Carney Park for the benefit of our community, so please partake and doing your part at the office and at home. Here are some tips that will help us win: ensure all equipment is turned off when not in use, shutdown computer monitors after each workday, ensure lights are off when spaces are unoccupied, ensure office windows are shut (minimize A/C load), open windows at home, in lieu of using A/C, and use natural lighting whenever possible. NAVY HISTORY: BIRTH OF THE NAVY WAVES for the women of the WAVES. WAVES were not allowed to serve aboard combat ships or aircraft, however they held the same status as their male counterparts, including rank and jobs, and they received the same pay and were subject to military discipline. Most WAVES worked as yeomen doing clerical work or as store keepers, but some took positions in aviation, hospital corps, communications, intelligence, and other technological fields. Initially WAVES were restricted to duty in the conti-

nental United States. As the war progressed, WAVES were authorized to serve in Hawaii. The war ended before WAVES could be sent to any other locations. On June 12, 1948, Congress passed the Women’s Armed Services Integration Act (Public Law 625), which allowed women to gain permanent status in all military branches of the United States. This act made the WAVES program obsolete, and a few weeks later, on July 7, 1948, six women were sworn into the regular Navy: Kay Langdon, Wilma Marchal, Edna

Young, Frances Devaney, Doris Robertson, and Ruth Flora. Later that fall, eight women were commissioned as the first female officers of the regular Navy: Joy Bright Hancock, Winifred Quick Collins, Ann King, Frances Willoughby, Ellen Ford, Doris Cranmore, Doris Defenderfer and Betty Rae Tennant. In 1972, WAVES were officially disestablished, since women were now integrated without limitations, except for duty with submarines and EOD/Dive/SEAL communities, into the Navy.

On July 30, 1942, President Franklin D. Roosevelt signed an act establishing Women Accepted for Volunteer Emergency Service (WAVES), in direct response to the critical need for additional military personnel during World War II. Their official name was the U.S. Naval Reserve (Women’s Reserve), but the WAVES nickname stuck. By the end of the war, more than 80,000 officers and enlisted women had served in the WAVES.

The word “emergency” implied that the acceptance of women was due to the unusual circumstances of World War II, and at the end of the war – when the emergency was over – the women would no longer be needed by the Navy. Unlike the Women’s Army Auxiliary Corps (WAAC), which was established in May 1942, and was considered a unit working with the Army, the WAVES were considered a component in the Navy. This small, but important distinction, opened up the doors of equality

Antonio Carannante, a Bacoli native, has been with the Navy for nearly 30 years. He attended the Oriental Institute University (IUO) and completed two years of “Language and Literature of foreign languages.” In January 1986 he started at Naval Support Activity as a security guard. After five years he was promoted to work the information System Department as a computer operator. In 1993, He was a Voucher Examiner in Supply Department until 2010, then he was transferred to Personnel Support Activity Command as a budget analyst. He began working for CNREURAFSWA in 2006 as a financial management analyst (Budget Section) and in 2010 he started working for the Travel Office. His impressive career has spanned many facets of Navy operations with a focus on financial management. Since 2010, Carannante has served as an invaluable member of the travel team for the Comptroller Department at Commander, Navy Region Europe, Africa, Southwest Asia (CNREURAFSWA), where he oversees the Government Travel Card program across the region as the Level 4 Agency Program Coordinator (APC) and is primarily responsible for the is-

suance of cards and the timely payment of balances by travelers. His other primary role is within the Defense Travel System (DTS) as the Financial Defense Travel Administrator (FDTA). This includes establishing and maintaining travel-specific budgets down to the Installation and program level. His excellent customer service and general top-notch performance stems from his never-waning motivation which he attributes to the support of his family and friends. He enjoys playing piano, photography and dancing. A life-long athlete, Carannante is a qualified life guard and swimming instructor. He was a competitive swimmer from seven to 19, participating in national championships, including an international meet held in Genova, Italy, in 1980. Carannante is an avid runner and has participated in numerous 10 K races, half-marathons, and six marathons (including Rome and New York marathons). He dedicated his last marathon, the Schneider Electric Marathon de Paris 2015, this past spring to his wife, Veronica, their two children, Cristiana and Francesco and to his father Giovanni, who passed away a few years ago.

ENERGY CONSERVATION Computer System Energy Efficiency From the NSA Naples Energy Management Team

At work, computer system energy efficiency means shutting things off when we don’t need them. Somebody else chooses our equipment and makes sure energy-saving “sleep mode” settings are enabled. Follow these simple steps to make sure your computer system gets all the latest updates, but also saves the most energy by getting some of the same time off work that you do. ● At the end of the day, shut down your computer by going to the “Start/Shut Down” selection in the lower left hand corner of your monitor. ● Make sure your computer’s central processing unit is plugged into surge-protected power that won’t be switched off when you leave. ● Make sure peripheral units are plugged into a surge protected plug strip with a switch that is easy for you to reach, and switch it off when you shut down your computer. Peripheral units may include your monitor, speakers, a personal printer and scanner.

In the below charts it is indicated how much the facilities increased or decreased the energy consumption in this third week. It will save money and is a good practice to preserve our environment and resources.

Final Rule Puts More Teeth Into Military Lending Act By Terri Moon Cronk DoD News, Defense Media Activity

The Defense Department closed loopholes to protect U.S. men and women in uniform from predatory lending practices, President Barack Obama said on July 13, 2015, at the 116th Veterans of Foreign Wars National Convention in Pittsburgh, Pennsylvania. The heightened level of financial and consumer-rights protection against unscrupulous practices, called the final rule of the Military Lending Act, covers all forms of payday loans, vehicle title loans, refund anticipation loans, deposit advance loans, installment loans, unsecured open-end lines of credit and credit cards, DoD officials explained. “We’re going to keep fighting to give our troops and veterans a chance to enjoy the American freedom you helped defend,” the president told the veterans.

“There’s already a lot to protect our troops and families against unscrupulous predatory lenders, but some of the worst abusers -- like payday lenders -- are exploiting loopholes to trap our troops in a vicious cycle of crushing debt,” Obama said. “It is the right thing to do,” he said of the new rule. "With this action, the department takes an important stand against companies that can prey on our men and women in uniform,” Deputy Defense Secretary Bob Work said in a news release after the president’s announcement. “This new rule addresses a range of credit products that previously escaped the scope of the regulation, compromising the financial readiness of our troops. Today, with our regulatory and enforcement partners, we stand united in support of our service members and their families," he continued.

Final Rule Results From 3-Year Study The revision began with a threeyear study by the Defense and Treasury departments, Federal Trade Commission, DoD officials said. Congress passed the Military Lending Act in 2006 to provide specific protections for active-duty service members and their families in consumer credit transactions. Among other protections, the law caps at 36 percent the interest rate on covered loans to active-duty service members, requires disclosures to alert service members of their rights, and prohibits creditors from requiring a service member to submit to arbitration in a dispute.

New Rule Adds Protection The latest rule allows for industry compliance by Oct. 1, followed by a staggered implementation period, DoD officials said. The rule will help protect all active-duty service members and their families from committing to loans with excessive fees and charges. Service members still will have access to no-interest loans, grants, and scholarships from the four military relief societies, and not all credit products will be affected by the regulation -- notably residential mortgages and purchase-money loans to buy cars, for example, which are excluded from the MLA’s definition of consumer credit, officials said.

Do you know what you should have in your kit to sustain you and your family following an emergency? How long should your kit last you? In addition to the Emergency Management staff of Naval Support Activity Naples, here are some online resources to help get your kit started. and your family for at least three days. Because of the unique features and potential hazards here in Southern Italy, it is recommended you plan for one to two full weeks of consumables (food, water, batteries, etc.), in addition to the other items in the kit. This will help with you and your family’s immediate needs with minimal reliance on others. The severity of an emergency event may be significant, and resources may be extremely limited and not immediately available. At a minimum, your emergency kit should have the supplies listed below. This may be the most challenging factor in planning for and assembling your kit. If we were to remain in our homes during and after an emergency event, we need to make sure our kits are accessible. In this case, the kit can be stored and maintained in large containers on a cabinet. However, depending upon the type and severity of the emergency event, we may be required to evacuate our homes, or even the area. In this situation our emergency kit must be scaled down to the supplies necessary to sustain us for approximately three days. We must also plan for a method of packing and carrying our emergency kit. One suggestion is to place the contents of your kit into a portable container(s) and store them. Another is to have the portable containers immediately available to pack the supplies you have stored in larger containers or cabinet. The type of portable containers you use

can be backpacks, small to medium luggage with wheels, tear-resistant bags, etc. The key to portability is just that – don’t pack your emergency evacuation kit in a container you cannot lift or carry. Also, take full advantage of sharing the load among capable family members as much as reasonably possible. The most effective way to minimize the additional stress of an emergency event in our lives is to prepare ourselves and our families as much as possible through discussions and development of our family’s emergency plan and the assembly of our emergency kit. Bicycle Helmet Key Facts From the U.S. Department of Transportation

● Almost 44,000 bicyclists have died in traffic crashes in the United States since 1932 – the first year that bicycle fatality estimates were recorded. ● In 1997, 813 bicyclists were killed, and approximately 58,000 were injured in traffic-related crashes. Children ages 14 and under accounted for 232 (29 percent) of these fatalities, making this one of the most frequent causes of injury-related death for young children. ● Each year almost 400,000 children ages 14 and under are treated in emergency rooms for bicycle-related injuries. ● Universal bicycle helmet use by children ages 4 to 15 would prevent 39,000 to 45,000 head injuries, and 18,000 to 55,000 scalp and face injuries annually. ● Bicycle helmets are 85-88 percent effective in mitigating head and brain injuries, making the use of helmets the single most effective way to reduce head injuries and fatalities resulting from bicycle crashes. ● Despite the fact that 70 to 80

percent of all fatal bicycle crashes involve head injuries, only 18 percent of all bicyclists wear bicycle helmets. ● Nationally, bicyclists ages 14 and under are at five times greater risk for injury than older cyclists. ● As with safety belts, child safety seats, and motorcycle helmets, the enactment of laws requiring the use of bicycle helmetsalong with education and visible enforcement is likely to be the most promising way to increase bicycle helmet usage. Cost Savings ● The estimated cost of bicycle-related injuries and deaths (for all ages) is $8 billion. ● It is expensive to treat bicycle-related head injuries because these injuries can endure throughout a lifetime. ● Every $10 bike helmet saves this country $30 in direct health costs, and an additional $365 in societal costs. In fact, if 85 percent of all child bicyclists wore helmets every time they rode a bicycle for a year, the lifetime medical cost savings would total $109 to $142 million.
