Adm. Mark Ferguson, commander of U.S. Naval Forces Europe-Africa, was the guest speaker at Naples Area Navy Ball this year. The theme for the Navy’s 239th birthday was Thanking Those Who Support Us. “We are fortunate to have such support, and we say thank you to all of the organizations and people who keep us going strong,” said Ferguson. More than 400 people traveled to Marina di Castello Resort in Castel Volturno to celebrate the U.S. Navy’s birthday. “And so, we few, we happy few who enjoy the bonds of the world’s preeminent naval service – take a moment this evening to stop and say with pride, ‘I serve in the United States Navy,’” Ferguson continued. “And in doing so, also take a moment to thank your family members and all those who support us, for they too serve the nation and Navy.” More Photos on Page 10. Bataan’s Acts of Good Deeds: an Answer to Franciscans’ Prayers Story and photos by Cmdr. Don Biadog Jr.

On their way home after an eight month deployment in the U.S. Fifth Fleet and Sixth Fleet AORs, USS Bataan and it’s 2,500 plus Sailors and Marines made a scheduled port visit in Naples, Italy. The sea warriors enjoyed the four-day port visit exploring historic places and touring Northern and Southern Italy. While hundreds of sailors were enjoying their liberty in Rome and Naples, forty sea service personnel gave their time lending a helping hand to the Sisters in Carinaro and Franciscan priests in Pozzuoli. These motivated Navy-Marine Corps team volunteers were led by Bataan’s Chaplain William Dermott, Command Chaplain, and Chaplain Hardy Owens, Assistance Command Chaplain. Dermott headed the Pozzuoli Community Relations (COMREL) Project. His team prepared and served food for Monday’s Meals for about 60 hungry people. Others worked outdoors with a view of Baia Bay and the City of Pozzuoli. See BATAAN’S ACTS Page 6

I had a great time speaking and fielding questions at the Town Hall on Tuesday with the members of our NSA Naples community. Thanks to everyone who attended and for those who asked questions in advance because they knew they couldn’t make it. I’ve been on the job three months now and am getting settled in, learning the lingo for our various departments, and getting a better understanding of how we function here in Naples as an installation. I encourage everyone to provide feedback to me, good and bad, and we have quite a few avenues for that besides Town Halls. I’m a huge advocate for ICE, our Interactive Customer Evaluation service at ice.disa.mil, and recommend everyone uses that system. If you’re still not getting the feedback you feel is appropriate, there’s an Ask the Skipper form on our command website at www.cnic.navy.mil/Naples. I also host an AFN radio show on 106 FM most Fridays from 7-8 a.m. and encourage listeners to call into the studio or post questions to AFN’s Facebook page during the show for the XO and I to address. Basically, there are too many methods of communication available for anyone to feel like they’re voice isn’t being heard. I encourage the people who attended the Town Hall to spread the word and get an even bigger turnout next time. Families are encouraged to bring their children, the whole point of these events are to communicate with the entire community. The Navy Ball on Saturday was an outstanding event. The Naples Area Navy Ball Committee did an amazing job, as did everyone else who helped make the event so great. Across the board, it was a fitting celebration for our Navy’s 239th birthday and a great way to highlight those who serve our active-duty community. Cmdr. Darren Hale did an impressive job as master of ceremonies, and we had an informative and entertaining speech from Adm. Mark Ferguson, highlighting our Navy’s history nearly 200 years ago in Naples with readings from personal accounts during USS Washington’s visit. His speech was focused on our Sailors, and the many organization we have in today’s Navy that provide incredible support, which is what the celebration was all about. With the holiday’s coming and more people heading out to get Italian gifts in time for the post offices recommended mail-by dates, exercise caution and awareness of your surroundings as we’ve had an uptick in vehicle break-ins. These tend to spike towards this time of year, so be attentive. Use your car and home alarms, as you should already be doing. If you’re heading out of town on travel, let a friend or trusted neighbor know to keep an eye on things while you’re away. Don’t leave bundles of gifts or that new TV in your car while you head to another store for round two of shopping. Things lying out are the main reason for vehicle break-ins, whether it’s iPods, GPS devices or anything else that seems valuable. Let’s be smart while we’re out picking up souvenirs or just enjoying our impressive surroundings. I look forward to seeing everyone out at next week’s Spooktacular. We have so many volunteers and organizations coming together to hopefully make this year’s even better than the last.

Demonstrations Expected in Rome on Saturday

MWR ITT Website Transition

The Italian police have advised the U.S. Embassy in Rome that there will be a large demonstration sponsored by CGIL Union on Saturday, Oct. 25, to protest against proposed labor reforms. The union expects hundreds of thousands of participants, who will gather in two different groups, both departing at 9 a.m. to convene at Piazza San Giovanni. Police will be present to monitor the event. The U.S. Embassy in Rome recommends U.S. citizens and their families avoid the area of the demonstration and exercise caution if walking or driving in the proximity of the area.

Morale, Welfare and Recreation (MWR) Information, Tickets and Tours (ITT) is undergoing a change of websites. The new site is www.naplesmwr.org and will soon have general information posted. It is scheduled to be fully functioning and allow online payments in the coming weeks. Until the new site is up and fully functional, please visit the Support Site or Capodichino ITT offices or call them at 081-811-7909 or 081-568-4330.

Reminder: Uniform Wear Off Base Limited The current force protection policy curtails the wear of uniforms by service members off military installations. Service members shall not wear uniforms while using public transportation or get out of their personal vehicle while traveling in uniform to and from work. The base shuttle bus is not considered public transportation. Military PT uniforms are also not authorized for use off base.

Flu Vaccines Available at U.S. Naval Hospital Naples Department of Defense ID card holders and their families can stop by the Immunization Clinic on the 1st Floor of U.S. Naval Hospital Naples at Support Site to get their free flu vaccination. The clinic is open Monday to Wednesday from 7:30 a.m. to 4 p.m., Thursdays from 7:30 to 11:45 a.m. and Fridays from 8:30 a.m. to 4 p.m. Please call Preventive Medicine at DSN 629-6299 or 081-811-6299 if you have any questions.

Lost and Found at NSA Naples Security operates the lost and found program for Naval Support Activity Naples. Items found on base should be turned into either the Capodichino or Support Site Security precinct. Items turned into the NEX or Commissary will be turned over to Security each week, so check with each if you know you just recently lost an item there. Contact Capodichino at DSN 626-5488 or the Support Site Precinct at DSN 629-4262 to see if your item has been turned in. A log is maintained for each precinct and individuals turning in items should ensure they receive a receipt from Security. Lost and found items are held until the owner claims the item or a period of six months passes.

Restrictions on Hand Carrying Medical Records U.S. Naval Hospital Naples will implement the restriction on hand carrying patient medical records on Saturday, Nov. 1. The Department of Defense Instruction 6040.43 restricts the practice though some exceptions may apply, specifically for active-duty service members. The Medical Records division can provide one copy their medical records to sponsors and their dependents prior to a Permanent Change of Station (PCS), if requested. USPS Internet Change of Address for Overseas Service Members Overseas service members assigned mailing addresses with individual delivery points (box numbers) can now complete a change-of-address request via the United States Postal Service website, www.usps.com. As with all USPS customers, service members are charged a $1.05 identity verification fee for each change-of-address request. For any questions, please contact the post office.

Bicycles and Strollers Collected from Housing Unlabeled bicycles and strollers collected from Support Site Housing from April to September are in the MWR Warehouse parking lot, located between the carwash and the POV lot. If community members feel their item was mistakenly taken or would like to reclaim it, they can visit the parking lot to see if it is there. If located, please contact Housing’s Peter Parillo at DSN 629-4287 or 081-8114287 to reclaim the bicycles or strollers taken during the periodic collections. The ongoing effort helps clear away objects that may have been left by previous residents or otherwise abandoned. The items not reclaimed will be fixed before being donated to a charity organization.

Adoption Awareness Fair The Fleet and Family Support Center will be hosting an Adoption Awareness Fair on Friday, Nov. 21. The fair will take place in the Support Site Fellowship Hall from 9 to 11 a.m. Five families are being sought out to participate in a videography project to share their adoption stories with our community. FFSC is looking for interested participants that are in the process, have completed the process or are just thinking about adoption, as well as those who have been adopted. Now- Dec. 15: Winter Youth Cheerleading Registration Registration for Winter Youth Cheerleading Season is now open and runs through Dec. 15 for youth ages five and above. The cost is $50 per child. The season runs January to March and will be held at the Support Site. Register at the Youth Center or the Child Development Centers on weekdays from 6 a.m. to 5:30 p.m. Registrants must provide valid proof of age, registration and CYP forms, as well as the PAYS online training certificate (mandatory for one parent in each household). Oct. 24: USO Open Mic Night Area sailors are invited to join the USO at the Old Towne Pub at Capodichino for the monthly Open Mic Night. Oct. 25: AFN Recording Holiday Messages for Your Hometown In conjunction with the Hometown News Holiday Greetings Program, AFN Naples will be set up outside the Support Site NEX on Saturday, Oct. 25 from 10 a.m. to 5 p.m. Your holiday greeting will be provided to commercial television and radio stations that broadcast in your hometown. Please have your hometown’s zip code available for AFN to properly market the message. The program is available to active duty and retired service members, their families as well as Department of Defense employees. Oct. 25: Annual 5K Zombie Fun Run at Carney Park Run your way through obstacles and dodge zombies without losing all your life lines (flags) at the Annual 5K Zombie Fun Run on Saturday, Oct. 25. The run will be held at Carney Park at 5:30 p.m. and is open to all ages. Packet pickup and registration begins at 4 p.m. Pre-register at the Support Site Youth Center and get a discount on the fee through Oct. 10 with a cost of $13 for adults and $8 for youth under 17 years. After that the cost will be $15 for adults and $10 for youth until Oct. 24. Last-minute registrations will also be taken on the day of the event at a cost of $15 for all ages. Participants will receive a zombie run T-shirt and a survival or infected participation medal. Volunteers are needed for zombies and make-up artists. Oct. 27: Support Site Gate Closure The Support Site main gate will be closed on Monday, Oct. 27 from 7 to 10 p.m. for preventive maintenance. The Commercial Vehicle Gate located by Housing will be used for on and off base access during this time period. Pedestrian access at the main gate will not be affected. Oct. 29, 30 and Nov. 13: Language Testing at the Navy College Office The Defense Language Proficiency Test (DLPT) and the Defense Language Aptitude Battery (DLAB) will be offered on Wednesday, Oct. 29, Thursday, Oct. 30 and Thursday, Nov. 13. Seats are limited based on the number of computer workstations. Interested persons must possess an active One Net account in order to test. Oct. 31: Spooktacular at the Support Site Central Park Spooktacular will be held at the Support Site Central Park from 6 to 10 p.m. for children and adults. Trick or Treating will be open to youth under 16 years old. There will also be a hayride, maze, food sales, music, haunted house, food vendors, contests and a professional photographer for a fee. The base Security policy applies for sponsoring guests for the event and patrons sponsoring guests must obtain a pass at the Housing office parking lot from 4 to 7 p.m. on Oct. 31. Oct. 31: Free Developmental Screenings at NES The Education & Developmental Intervention Services (EDIS) Clinic and the Child Find at the elementary school are teaming up for a community-wide developmental screening on Friday, Oct. 31. The free developmental assessment will be offered at the Naples Elementary School from 8:30 a.m. to 2:30 p.m. to see if children aged five and younger are on track in the five areas of development: communication, social-emotional, cognitive, adaptive, and physical. All children under three are eligible and children three to five of active-duty or Department of Defense employees are also eligible. Walk-ins are welcome, but to ensure a spot for your child and good use of your time, schedule an appointment by calling the EDIS Clinic at DSN 629-4676. Matera is Euro Capital of Culture in 2019 Crowds exploded with joy in the central square of Matera when it was announced that the city has been declared Italian host of European Capital of Culture for 2019. Matera is well known for its historical center called "Sassi" and considered World Heritage Site by UNESCO since 1993. Matera beat other Italian cities such as Cagliari, Lecce, Perugia, Ravenna and Siena. According to the European Culture Commissioner Androulla Vassiliou, the designation of Matera would significantly boost the Basilicata city’s tourism.

New Changes to Help Immigrant Children Education Minister Stefania Giannini announced the plans to hire new teachers to help immigrant childrend to speak Italian language. She said the Italian language must become an instrument of integration for many foreign children that grow up in Italy. The number of babies born to foreign parents is rising in Italy while Italian couples are having fewer children. Prime Minister Matteo Renzi announced recently the government would make easier for the children of immigrants to get Italian citizenship. According to current regulations, second generation immigrants must wait until they are 18 before they can apply for Italian citizenship, despite being born in Italy. Under the new rule children, if children go to school they will be able to be granted citizenship before they become adults.

Protest in Rome Rome is expecting up to a million protesters this Saturday, according to a survey conducted for the CGIL union, said Secretary General Susanna Camusso. More than

120,000 have already booked to join the march against the government. Protesters will arrive from all over the country to join the march, asking the government to put employment at the center of its agenda, to create public and private investments, to make more stable employment contracts.

Patty Smith in Naples Patty Smith, the US rock singer will perform a concert inside the Basilica of San Giovanni Maggiore in Naples on December 9. The concert includes her best hits in acoustic version with special participation of her son playing the guitar, her daughter at the piano, and Tony Shanahan on bass guitar. The concert has been organized by the Foundation of the Order of Engineers of Naples, which aims to to make the Basilica a driving force for the revival of the ancient center of Naples with the boosting of artistic and cultural services. Part of the collection is destined to charitable initiatives for disavantages children.

Dress Code for Sardinia Church A Catholic priest in Sardinia places a dress code notice outside the church with two women dressed in different styles. The first shows a woman in a t-shirt and kneelength skirt, the second wears a short top and miniskirt. The rules are marked for no entry to those wearing sleeveless tops, plunging necklines or short skirts. The note also added that the skirt must reach the knees, otherwise the priest can throw the parish out. Conservative dress is usual for places of worship and elsewhere in Italy authorities are trying to prevent the use of immodest outfits.A court in southern Italy this year banned entry to people who wear low-cut shorts, miniskirts, and flip-flops.

Wearing Ball Caps: What You Need to Know From Chief of Naval Personnel Public Affairs Optional wear of the Navy and command ball caps was authorized Sept. 1 with Navy Working Uniforms (NWU) (Type I, II and III) as well as with flight suits, coveralls, Flame Resistant Variant (FRV) coveralls and the Navy physical training uniform. Don’t Fall Victim to the Flu! From U.S. Naval Hospital Naples Public Affairs

Fall is upon us, and with falling leaves and changing colors comes this year’s flu bug! According to the Centers for Disease Control, as of Sept. 20 influenza viruses were reported worldwide and from 47 states in all 10 U.S. Department of Health and Human Services regions. While this year’s influenza activity in Naples is expected to be consistent with historical rates, it is important to note that many personnel and family members are arriving to and leaving from the Naples area constantly. This may result in an increased risk of exposure due to personnel bringing the flu virus with them and spreading it as they travel in and out of different areas. Additionally, it is possible that the Naples area will see an increase in influenza cases and activity during the coming weeks as the virus continues to spread around the globe. Unlike the common cold, the flu can potentially cause severe illness or life threatening complications, particularly for certain populations, such as pregnant women, young children, the elderly, and individuals with underconditions. health lying Influenza viruses are spread from person to person through respiratory droplets of coughs and sneezes. The two most effec-

tive ways to help control the spread of the flu are covering your nose with a tissue when coughing or sneezing and frequently washing hands thoroughly with soap and water or hand sanitizer. Prevention is key, and the most effective way to prevent the flu is by receiving the influenza vaccine. Influenza immunizations are mandatory for all uniformed personnel. Immunization is also mandatory for Department of Defense (DoD) civilian healthcare personnel working in military healthcare facilities. All other civilians and beneficiaries are highly encouraged to receive the vaccine. Two forms of influenza vaccine will be distributed by the U.S. Naval Hospital Naples this year: An inactivated vaccine, given by intramuscular injection (shot) and a live, attenuated (weakened) vaccine sprayed into the nose. It is important to note that the viruses in a flu shot are inactivated, so you can’t get the flu from taking the vaccine. You can suffer soreness, redness where the shot was given, and experience a low-grade fever or aches. The nasal spray, also known as the Flu Mist, has weakened viruses that do not cause severe symptoms. Side effects could include runny nose, headache, sore throat, and cough. Studies have shown that both the in-

jectable vaccine and the intranasal vaccine are safe and effective in preventing influenza. Additionally, the make-up of this year’s vaccine is different from last year’s vaccine and is targeting three to four separate influenza virus strains, depending on whether you receive the shot or the Flu Mist. Flu season officially kicked off in October, but the CDC recommends receiving vaccines as early as possible. The U.S. Naval Hospital received its allotment of flu vaccine and vaccinated our health care workers, who are at the front lines of influenza care. Active duty and essential civilian personnel who are soon deploying and those individuals deemed to be “high risk” due to a medical condition also received their vaccine early in the vaccination schedule. General vaccination of all other beneficiaries, to include family members, began Oct. 20. Based on your questions, here are the top five things you need to know about wearing ball caps: 1. The Navy ball cap is a seabag-issued item first received by Sailors at boot camp. Replacements can be purchased using the annual clothing replacement allowance for enlisted E1-E6 personnel. It is considered the property of the Sailor upon purchase. 2. The command ball cap is organizational clothing procured by the command (supply officer buys them using operating target funds) and issued to the Sailor by their assigned command. Sailors may purchase command ball caps with their personal funds, just as they purchase command badges, patches, belt buckles, and other permissible uniform items. However, since the command ball cap is not a seabag item, Sailors cannot be required to purchase it. 3. If a Sailor is authorized to wear NWUs out in town, he or she may wear the Navy or command ball cap. Ball caps may be worn with civilian clothes provided they do not have rank insignia or command titles reflected (i.e. CO, XO, CMC, CHENG, OPS, DECK LCPO, etc.). Command ball caps may substitute the Navy logo with the command name and logo and a Sailor's last name can be embroidered centered on the back of the cap in command colors. The ball cap is made of standard navy blue wool, synthetic, or blended fabric. 4. Commands may prescribe the eight-point cover with the NWUs for Sailors in formation at a ceremony or formal occasion. In this case, the ball cap shouldn't be worn. 5. The Navy and command ball caps may be worn with the NWU, Navy flight suits, navy blue coveralls, flame resistant coveralls, and the Navy physical training uniform. CNIC Promotes Energy Action Month From Navy Installations Command Public Affairs Energy Action Month is here and Navy Installations Command (NIC) is committed to doing its part. With more than 80,000 facilities and nearly two million acres of land to support the fleet’s Sailors and families, shore installations play a vital role in energy conservation. Sailors and civilians worldwide are helping make Navy facilities and infrastructure more energy efficient and are increasing the use of alternative and renewable energy. Energy is a strategic resource and to best meet the NIC mission, leadership and staffs are reaffirming their commitment to continue awareness in conserving energy. "It is the right thing to do," said Cmdr. Jay Cavnar, NIC's energy branch head. "Every kilowatt-hour, BTU (British Thermal Unit) or gallon of fuel that we can avoid using - while still meeting our full mission - allows us to stretch limited resources for mission success." Throughout the month of October installations and regional commands are doing their part to contribute to this month's

focus, and hope to extend this call to action into a year round effort. "Observing where we may become more energy efficient throughout the year to support our operations around the world is vitally important to improving fleet readiness," said Lt. Cmdr. Gareth Montgomery, an energy action officer for NIC. "Improved readiness and efficiency means better operational capability for the warfighter." According to Sandrine Schultz, NIC's energy program manager, "We must monitor our energy consumption closely to gather actionable information required to implement cost-effective energy initiatives across all Navy installations." They cleared the garden area of debris and dead leaves. Some worked inside the hundred-year-old-church where a handful of the significant relics of San Gennaro, Naples’ Patron Saint, are displayed. Owens led the Carinaro community service project, the second group of Bataan volunteers. One of their main missions was to set-up the 48 play mats purchased by the U.S. Sixth Fleet public affairs office. The U.S. Marines, led by Abe Gramata, retired master chief and Defense Logistics Agency employee, trimmed the overgrown citrus tree branches. The Sailors led by Mark Ludington, U.S. Air Force retired and USO Naples volunteer, did an cleaned the church’s upper room. Others had unique responsibility such as cleaning the hard-to-reach dusty statues of angels and crucifix inside the nuns’ chapel. Some Sailors helped the nuns feeding the children during lunch. Every one enjoyed playing with the sixty plus three to six year old children on their brand-new new play mats. Chaplain Owens commented, “As a chaplain, I often witness a transformation in attitude among each member as they see firsthand how their contribution bears fruit. It was encouraging to see young Sailors and Marines playing with children. Smiles overshadowed any language barrier that existed beforehand. As expressions of gratitude poured over the day, everyone left his or her post feeling complete as they had made the right choice in volunteering.” The two simultaneous Bataan community relations projects made a difference in the lives of San Gennaro Church Franciscan Friars, staff, volunteers, Pozzuoli’s homeless and disadvantaged, children and their parents in Carinaro and the aging Franciscan nuns. The recipients of the good deeds, were very happy. For the Franciscan priests and sisters, the gift of time and play mats was an answer to prayers. A Global Force for Good indeed!

As the U.S. Navy remains ever vigilant, recent media reports have highlighted potential risk from information carelessly or inadvertently shared on social media. There has also been a steady stream of reporting on criminal and other malevolent cyber actors who seek information using hoax emails, also known as phishing, to gain access to finances or other sensitive information. Safety and security are always the highest priority for the Navy and therefore the recent reports on social media risks and new or recycled phishing scams do not necessarily mean there is an increased threat. The Navy, however, can never let its guard down. Private, personal, and sensitive information could become available to adversaries or criminals via social media or phishing if service members and their families do not practice operations security (OPSEC). Over the past several years Army veterinary care has expanded from vaccination and deworming clinics to comprehensive disease prevention with early diagnosis of problems and appropriate treatment. Veterinary treatment facilities have become hospitals designed to take care of all your pets' health needs. In support of our transformation we have hired more veterinary health care

providers to expand our services and ensure your pet is receiving the individual attention he/she deserves. Recently we have also implemented the use of ROVR, our remote online veterinary record. This electronic medical record will track the health of your pet throughout its life, even as you PCS from assignment to assignment! ROVR will also allow veterinary experts to monitor animal diseases that can pose a threat to public health (zoonotic diseases), which will help us protect you and your family. We are re-structuring some of our fees to support these expanded services. While we strive to keep our prices as low as possible, we must generate enough

revenue to cover our operating costs. We know your pets are an integral part of your family and supporting their health is of the utmost importance to us. We are committed to the health of your pet and we will continue to provide you and your animal family member with the valuable veterinary care that you have grown to expect from us. Major changes effective Oct. 20: 1. Doctor wellness exam fees have increased from $25 per pet to $35. 2. PCS health certificate exams are now at full cost ($35 per pet). 3. Pricing has increased for all retail items (prescription foods, flea/tick preventives, heartworm preventives, shampoos, etc). Effective Nov. 1 for approximately 3-6 months: 1. No anesthetic procedures will be performed at our VTF, or any others in the European Region. This includes any procedure requiring general anesthesia, for example: spay, neuter, declaw, mass removal, dental cleanings, etc. 2. The VTF will now be closed on Thursdays as well as the last business day of each month. To avoid disclosing private, banking, and other sensitive information publicly via social media, Sailors should keep in mind the following five things: 1. Never share anything online you would not tell directly to the enemy. 2. Never post private or personal information. 3. Assume any information you share electronically will be made public. 4. Phishing scams tend to have common characteristics that make them easy to identify: * Spelling and punctuation errors. * Scare tactics to entice a target to provide personal information or follow links. * Sensational subject lines to entice targets to click on attached links or provide personal information. * Include a redirect to malicious URL's which require you input usernames and passwords to access. * Try to appear genuine by using legitimate operational terms, key words and accurate personal information. * Fake or unknown sender. 5. When in doubt about a suspicious email from a supposed bank, call your financial institutions or check with your command Information Assurance (IA) lead. Your command IA can also assist with other types of suspicious email. The Naval OPSEC Support Team, part of Navy Information Operations Command Norfolk, highlights "Knowledge is power - for both you and the adversary," and advises: * Understand the value of your information. * Be suspicious of unsolicited phone calls, online requests, or emails. * Be suspicious when information about you and your family is requested. * Always ask yourself, do they have the "need to know?" Ensure OPSEC is a way of life, 24/7/365. Navy leaders should remind Sailors and their families to assess how they use social media with OPSEC in mind -- and the need to best protect themselves, their loved ones, and all with whom they serve. It is everyone's responsibility help keep Sailors, civilians, and families safe by not sharing personal or sensitive military information in email or in any online environment.

Navy's New CAP Policy From Chief of Naval Personnel Public Affairs

HN DAWID PANYSZAK Hospitalman Dawid Panyszak grew up in Poland and moved to New Jersey at the age of 19 with his mother. After joining the Navy and completing Hospital Corpsman school he was assigned to U.S. Naval Hospital Naples, Italy. He enjoyed working in the Staff Education and Training Department for his first year at the hospital and was recently transferred to the Physical Therapy Clinic. In the Physical Therapy Clinic he provides outstanding customer service on a day-to-day basis performing front desk duties and providing rehabilitative therapy treatments for active duty and their dependents. You may see him at the front gate of Support Site where several days a month he works alongside security for the base. He loves traveling around Europe, experiencing the culture and everything the continent has to offer. Italy is the perfect home for Panysak as soccer is his favorite sport! He enjoys every aspect of the game, whether it be participating or being a spectator, and he is a proud member of the base team. His future goals are to continue serving in the United States Navy and later pursue a career in law enforcement.

• Beginning Oct. 1, CAP will shift from a calendar year program to a fiscal year program, with the period of observance from Oct. 1 through Sept. 30. The updated policy incorporates a CAP season, July 1 to Sept. 30. The CAP season is the only the time when commands can advance eligible Sailors under CAP.

Earlier this year, the Chief of Naval Personnel announced updates to the Command Advancement Program (CAP) for active component (AC) and Reserve component (RC) and a shift from a calendar to a fiscal year timeline for CAP and Navy Recruiter Meritorious Advancement Program (NRMAP), starting Oct. 1. These changes are based on Fleet feedback, empower the command triad to advance their top Sailors and are in alignment with ongoing performance-based initiatives. CAP and NRMAP are intended to reward sustained superior performance, providing command triads further opportunities to advance their top Sailors. Quotas for CAP and NRMAP for eligible commands will be listed in a NAVADMIN that will be posted on www.npc.navy.mil.

• COs continue to have the authority to set CAP performance standards and select their best Sailors. The Combat Meritorious Advancement program remains unchanged.

Here are a few things you need to know about CAP: • CAP continues to provide commanding officers with the authority to advance eligible rated Sailors in recognition of their superior performance in paygrades E3, E4 and E5 to the next higher paygrade.

• For Fiscal Year 2015, there will be a hold on CAP for Selected Reserve Sailors due to reductions in end strength and over-manning in multiple rates. For more news from Chief of Naval Personnel, visit www.navy.mil/ local/cnp/.

• The CAP season aligns with the Navy-wide advancement examination cycles, which allows CAP to be factored in when determining the number of advancement quotas each cycle. The CAP data helps to minimize over promotions thus ensuring future advancement opportunity exists.

Developmental Screening for Young Children By Cynthia Gracianette, Ph. D. EDIS Director

Most children follow a normal developmental "path." A child typically walks between 9 and 15 months. Their first word is at about one year of age. A two year old begins to assert themselves and becomes more independent. A three year old begins to demonstrate increased balance and learns to hop and climb stairs. They are also able to draw a circle. Four year olds should be toilet trained, dressing and feeding themselves. They should also be clear in their speech. Many parents worry about whether or not their child is "coming along" all right. There are specialists within the Naples community who can help ease some of these worries. These specialists will conduct a community screening Oct. 31 at the Naples Elementary School. If your child has not reached school age, he or she may be eligible for a free developmental assessment. The initial assessment is a quick screening to determine if there is a problem in one or more of five developmental areas (communication, social-emotional, cognitive, adaptive, and physical). Parents can complete a quick screening to see if their child is "on track." All children under 3 are eligible and children 3-5 years old who are working with the U.S. military (active duty, Department of Defense) are eligible as well. Developmental screenings or evaluations do not predict a child's intelligence or how well they will do in school. The primary purpose of these assessments is to let parents and professionals know if a child is showing typical development. If a child obtains a "normal"

score, it means that he or she is meeting their major developmental milestones as expected. Normal encompasses a broad range. For example, most children walk between 9 and 15 months. If a child walks at 9 months that does not necessarily imply "better" development than if he or she walks at 12 months or at 14 months. If, however, a child obtains a score significantly below the average, then that is of concern and they may benefit from services. Federal Law has set up guidelines to determine if a child qualifies for federally funded services. To be eligible for these federal services, a child must demonstrate a 20 percent delay in two or more areas or a 25 percent delay in one area. Also if a child is considered “high risk”, the federal law allows for the child to receive services, for example, if the child was born premature. If a child qualifies for services and the parents want services, the family will work with a professional to develop a service plan for the child. If the child is over 3 years of age, then the school will help develop an Individual Education Plan for the child to support their development. If the child is not yet three, then an Individualized Family Service Plan (IFSP) will be made. To learn more about your child’s development, plan to come to the Community Screening at the elementary school Oct. 31 from 8:30 a.m. to 2:30 p.m. Walk-ins are welcome, but to ensure a spot for your child and good use of your time, schedule an appointment by calling EDIS at DSN 629-4676.

Navy Ends Standard Transfer Orders From Navy Personnel Command Public Affairs

-- The Navy announced the cancellation of Standard Transfer Orders (STO) and the establishment of the Navy Standard Integrated Personnel System (NSIPS) order writing module in a message Oct. 17. According to NAVADMIN 244/14, the NSIPS module must be used for all orders for transferring Sailors for unit moves, unit decommissionings, Base Realignment and Closure moves, Overseas Tour Extension Incentive Program, and enlisted separations and retirements. All other Permanent Change of Station orders will be written by Navy Personnel Command through the appropriate detailer. Commanding officers and officers-in-charge cannot write orders allocating NPC funds unless they use the NSIPS module, the message states. Units that are not supported by a Personnel Support Detachment (PSD) or a Customer Service Detachment (CSD) have until Oct. 31 to start using the NSIPS order writing module. PSD/CSDs will not process STOs after Sept. 30. Some ships are exempt from the transition while NSIPS upgrades are taking place. They are: * All CVNs * USS FRANK CABLE (AS 40) * USS EMORY S. LAND (AS 39) * USS MOUNT WHITNEY (LCC 20) For more information, view the message at www.npc.navy.mil.

Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area. On Oct. 13, students of the NATO Defence College Rome Middle East Faculty, as part of the NATO Regional Cooperation Course, conducted a visit to JFC Naples to enrich their understanding of multinational operations in an Operational level Joint Force Command Headquarters. This event was led by the JFC Naples J9 Military Partnership Branch as part of their

NATO Defence College Rome Middle East Faculty students and NATO personnel attended a briefing and tour of JFC Naples. This visit helped promote multinational relations.

Partnership for Peace activities. The delegation was led by the Commander of the NATO Defence School, Maj.Gen. Janusz Bojarski, Polish Air Force. During their short but informative

visit, the delegation was briefed on a series of topics including; Command Briefing, Partnership Briefing including Objective Based Engagement and received updates on the Middle East and North Africa. The

visit concluded with a tour of the base. The NRCC is the Alliance’s major educational outreach contribution to Mediterranean Dialogue and the countries and partners of the Istanbul

Cooperation Initiative, including those partners from the broader region of the Middle East. As such, this strategic level course is distinctly different from other NATO Defence College courses.

Naples tiger Sharks Making Waves By Jennifer Sharp

The Columbus Day Weekend was filled with some good competition in the waters of sunny Sigonella. 150 swimmers from Naples, Sigonella, Aviano, Vicenza, and Stuttgart competed in this two day event. On Saturday, the swimmers raced for team points with three individual events and two teamrelays. On Sunday, swimmers entered a pentathlon competing for the lowest combined time in five individual events: the individual medley, butterfly, backstroke, breaststroke, and freestyle. This meet included some of the best from the EFSL competing head to head early in the season. A great opportunity to size up the competition and set goals as all swimmers compete to qualify for Championships in Eindhoven, Netherlands Feb. 28 and March 1, 2014. “I like the Double Dip meet because it is our second time competing down in Sigonella this season, and it gives me the opportunity to see how Sigonella has been training in comparison with our training since the last time we competed. Sigonella has a lot of young new swimmers who have really come along since the last meet, so we need to continue to stay focused and working smart in the pool,” says Coach Jane Higgins. “Swimming at Sigonella is something our Team, Coaches and I truly look forward to!
