Navy commands across the globe celebrated Earth Day on Tuesday and throughout the month of April by participating in local activities that showcase their ongoing commitment to the environment as they support the Navy's national security mission. Earth Day, which was first celebrated in April of 1970, began as a grassroots movement that raised public awareness of the fragility of natural ecosystems and encouraged people to make individual commitments to protect the planet. The Navy's 2014 theme for Earth Day, "Global Reach, Local Action," reminds Sailors, civilians, and family members that as a result of the Navy's global presence, they have many opportunities to make positive changes for the environment and for energy use in their communities. "The Navy began installing equipment on our ships to safely manage our waste stream at sea and protect the environment over 30 years ago, and our bases have developed robust programs to protect natural resources and keep the air, water and soil clean," said Rear Adm. Commands are doing a better job of handling sexual assault cases By Terrina Weatherspoon, Defense Media Activity When I was an E-4 on board a ship, I remember sitting across from my command master chief, who has long since retired, during a holiday party committee briefing and him sliding an envelope across the table and asking me to look inside. When I did, I found about five photos of him naked and in very lewd poses. I put the photos back in the envelope and sat silent. He said, "My wife sent those back to me, I guess she doesn't want them anymore. Do you know anyone that might?" He must have sensed my unease, as he quickly dismissed me. We never spoke of that incident again, but I also quit the holiday party committee and avoided the CMC at all possible costs. Looking back now, more than 10 years later, I see that I was as much a part of the problems we have today as he was. I may have been a test subject, opening the door for this man to further

harass. I was also serving as a poor example of someone not afraid to speak up - while also being afraid my command would not support me. I was giving the green light to red light behavior. And I'm thankful now that commands are not afraid to call that red light ugly. Take Petty Officer 1st Class Stephanie Purpish for example. Coming from a military family, she has always felt safe in the Navy. She is passionate about what she does, and she has co-workers she trusts. And when one of them sexually assaulted her, she told her command. And the safety she felt, and the trust she had, only grew stronger. "My assault happened in September 2012," said Purpish. "I was working at the National Naval ICE Center in Suitland, Md. A Navy civilian grabbed my breast and stated 'You owe me an hour and a half of that,' as he pushed himself against me and stared at my vaginal region. I was apparently in debt to him because I had just asked him to open the door for me due to having left my badge at home that day. I should have seen it coming. He was always offering to 'pay for some time' with me, flirting and being all in all inappropriate. Not just to me, but many females." Like me, Purpish had brushed it off before, but with the amount of focus being put on the preven-

tion of sexual assault, she knew she had to do something. "I pulled my senior enlisted advisor aside and asked him to make sure the Navy civilians are aware of Navy policy in regard to sexual assault and harassment," said Purpish. "I told him what happened. He was furious that this type of thing was going on at the command. He immediately brought it to the CO, XO and NCIS." Purpish said in that moment she was not worried about her career, and if reporting would bring adverse consequences. She was only worried about her safety and the safety of others. Her command had made it clear through training and daily interaction that any misconduct would be dealt with. And it was. "My chain of command did everything by the book," said Purpish. "I was given resources that day. They constantly checked on me and made sure I knew they were available, even if it was just to talk. NCIS found enough evidence to bring charges on the man. NCIS investigators were very kind as well. They did everything in their power to make me feel comfortable." Purpish didn't take advantage of the counseling services offered until she reached her breaking point. "I discovered that the man who assaulted me was having me and my family followed by a private investigator," said Purpish. "I was in the process of transferring to San Diego at the time, and I was referred to a wonderful therapist who helped me deal with the stress of the situation." The case was eventually taken to trial. Purpish said she had so much support from her chains of command, both in Maryland and San Diego. They drove her to court, to get meals, to her hotel, and stayed huddled around her at all times during the court proceedings. "I did feel some frustration from having to retell the incident, but I knew it was for the greater good," said Purpish. "The people who asked are the people supporting and helping me." Though it seems hard to believe, PCS season is nearly upon us. The most important thing if you have orders to depart Naples this summer, and also one of the biggest stress relievers during your transition, is to plan ahead. Sailors can use the “Plan my Move” tool on the Military OneSource website at www.military onesource.mil to organize their move. The tool provides a three-month calendar of steps designed to assist Sailors and their families execute a move. Additionally, FFSC periodically offers “Smooth Move” classes, which will be offered again on May 22. This workshop is designed for everyone preparing for a move on permanent change of station (PCS) orders, whether experienced or inexperienced with moves. The presenters include: Personnel Support Detachment (PSD), NAVPTO, Personal Property, Tri-Care, Residential Services, Housing Office, CMVRO, SLO, and FFSC staff who cover budgeting for your PCS move and family employment. The class is open to all branches of the Armed Forces, civilian employees, contractors, and spouses. Registration for this helpful class is required. To reserve your seat, please call FFSC at DSN 6296372 or 081-811-6372. Other websites that may help you during your transition are the Housing Early Application Tool (HEAT) https://www.dko.mil/heat/apply, the Housing Service Center locator www.cnic.navy.mil/HousingQuickReference, and Schedule your PCS move - www.move.mil. Sponsorship is a key component of a successful PCS, and many families in the Naples area can attribute an easy transition to a helpful sponsor. If you are preparing to depart the pattern, make sure you have good communication with your sponsor at your gaining command. Reach out if you need help; as a backup, if you haven’t received a sponsor yet, you can stop by the Military OneSource website and request one with the Electronic Sponsorship Application and Training Tool. For those Sailors staying in the area for the next year or two, consider becoming a sponsor for inbound personnel. Besides being able to “pay it forward,” from your own successful transition, you may be the single biggest factor in ensuring new gains have a smooth transition to Naples. For those moving to a new area, having a sponsor can dramatically decrease anxiety surrounding the many "unknowns" for the incoming service member and their family. Sponsors can enhance satisfaction with the new assignment and do wonders for a member's first impression of their new command. To ensure sponsors are fully equipped with the necessary knowledge to provide a positive PCS experience, the FFSC also offers a Sponsorship Training Workshop. The training offers sponsors the ability to provide both the member and their family realistic expectations and basic guidance that will help ease their transition to the area. The course is open to active duty service members, civilian employees, and dependents. To reserve a spot in the next sponsor training, please call FFSC at DSN 629-6372 or 081-811-6372. The Jason Michael Carroll event helps kick off the NEX Customer Appreciation weekend from May 1618. There will be numerous events throughout the weekend including the concert, the Vans skateboard team, several Medal of Honor recipients and obviously great deals at the NEX all weekend. Emergency Message for U.S. Citizens: World Wide Caution The Department of State remains concerned about the continued threat of terrorist attacks, demonstrations, and other violent actions against U.S. citizens and interests overseas. Information also suggests that al-Qa'ida and its affiliated organizations continue to plan terrorist attacks against U.S. interests in multiple regions, including Europe, Asia, Africa, and the Middle East. These attacks may employ a wide variety of tactics including suicide operations, assassinations, kidnappings, hijackings, and bombings. U.S. citizens should closely monitor Travel Warnings and Alerts, as well as Country Specific Information, on the Department of State's travel website http://travel.state.gov/content/ travel/english.html to review the latest safety and security information for destination countries. Possible Delays Anticipated at Base Entrances Security personnel will be utilizing vehicle denial barriers randomly at the entry control gates of the bases. This could result in delays at entrances to the installations, so please plan accordingly. For safety concerns, drivers are reminded to clearly follow the gate guard’s instructions while entering installations. Ultrasound Services Temporarily Unavailable at USNH Naples Beginning May 1, certain ultrasound services at U.S. Naval Hospital Naples will be temporarily unavailable. Patients requiring routine obstetric anatomy scans, ultrasounds of the carotid arteries and aorta, and scans of infant hips may be referred to the local preferred provider network. If your healthcare provider is ordering a study that is affected, they will work with you to coordinate an appropriate network referral. All referrals for network care need to be scheduled in person at the Referral Management Center on the ground floor of the hospital in the Patient Administration hallway, Room 1319. Annual Utility/Recurring Maintenance Survey The annual Overseas Housing Allowance (OHA) Utility and Recurring Maintenance Survey for Italy is being conducted until May 14. Service members residing in private housing off base are eligible to take the online survey and will be asked to report average monthly costs for utilities and routine maintenance expenses incurred over the last 12 months. Find the survey at https://www.defensetravel.dod.mil/site/oha-util-midmar.cfm. Data provided will directly impact the Utility/Recurring Maintenance allowance paid to service members who regularly receive OHA in Italy. April 27: New Regulations Effective for NATO Forces Gas Coupons To ensure strict compliance with Italian fiscal laws and regulations, ENI gas stations will be implementing a new automated system that will verify the fuel pumped reflects the liter amount on the NATO Forces gas coupons utilized, effective April 27. Please ensure that the exact coupon liter quantity is pumped into the vehicle as any

difference must be paid to the gas station at the full pump price. Please Note: the pump price will depend on the pump utilized during the fueling of the vehicle, served/servitor or self/fai da te. The self/fai da te pump is cheaper than the served/servito. Under no circumstances can eligible members give NATO Forces gas coupons to ENI gas station personnel that do not reflect the liters actually pumped into the vehicle. As a reminder, NATO Forces gas coupons must only be used at authorized ENI/AGIP gas stations. Gas stations displaying signs accepting NATO Forces gas coupons, but that do not pertain to ENI must not be used when fueling a vehicle with NATO Forces gas coupons. Skate Park Closed Until Further Notice After extensive renovations, the Skate Park is almost complete and nearly ready for use. However, this is a reminder that the park remains off-limits until the perimeter fence is complete. Currently, areas of fence are exposed, unfinished and might pose potential safety hazards. The internal part of the park is complete, but work is scheduled on the fence to be complete by May 7. Please be patient until the fence is complete. NSA Shuttle Bus Policy Reminder Priority for the Shuttle buses between Capo and Support Site is newly arrived personnel and Single Sailors. Please respect and enforce this policy to support our newcomers and junior sailors. If the bus appears to be getting full and you are not in one of these categories, please do the right thing, remove yourself from the line or give up your seat. Leadership who ride the bus are asked to help enforce the policy. We have had a surge in ridership recently and request everyone's support in adhering to the policy. Important Notice to Support Site Housing Residents Ensure all items in the common areas, basements, and bike racks are properly tagged with building and apartment numbers, visible from a distance. Items include strollers, bicycles, and furniture along with anything else not secured or labeled. During the scheduled dates posted on each unit, Housing will be removing all items that are not properly tagged or secured. Items not correctly marked will be disposed of as bulky items. dalton Named Region youth of the year From Child and Youth Programs

Tanya Dalton, a sophomore at Naples High School, was recently named the 2013 Boys & Girls Clubs of America European Region Youth of the Year. Dalton competed in December against strong teen representatives from Bahrain, Sigonella and Rota in order to represent Navy Region Europe at the Youth of the Year in Ramstein, Germany against the top picks from Europe’s Army and Air Force bases. The initial competition involved submitting a comprehensive portfolio and demonstrating effective communication skills via a recorded speech. The Youth of the Year program promotes and celebrates young people’s service to the club, community and family, celebrates academic performance, builds moral character, sets life goals, and helps to build better poise and public speaking abilities. “There were people who said I had inspired them with my speech,” said Dalton. “At that moment I felt like I could really achieve my life-goal of inspiring. This event has made me feel like I could touch many people’s hearts in the future.” A mainstay of the Boys & Girls Club experience, this year-round program helps young people develop the skills needed to be successful Youth of the Year can-

didates and productive adults. “I recommended this competition to anyone who seeks to meet all sorts of wonderful people that come from different types of experiences,” said Dalton. “My life goal is to inspire others and the Youth of the Year has been my first step towards it.” Dalton is a member and secretary of the Boys & Girls Clubs of America Keystone Club, a teen group dedicated to leadership and community service. Additionally, she is a member of the high school marching band color guard, Project Armor, the National Junior Honor Society,

choir and the high school media team. If teenagers feel up to the challenge, they can stop by the Child and Youth Program’s Teen Center for information about the Youth of the Year program. Depending on when they stop by, they may even get a tip or two from Dalton on how to be successful in the competition. “Youth of the Year is definitely a once in a life time experience,” said Dalton. “Anyone who wants to reach out to others should try it. Parenting our Military Children By Jennifer Bunte, New Parent Support Home Visitation Nurse

April is the Month of the Military Child and I can’t think of a better thing to celebrate. There are many unique challenges associated with military life and our children experience every single one of those with us. Military families move every few years and our children are forced to adapt to new environments, schools, friends, cultures and countries. Parenting with dignity and respect can greatly aid children and better prepare them for life outside the home. As we parent our children, there are several important characteristics that can be added into our parenting style, routines and communication. The New Parent Support Program uses the Nurturing Parenting philosophy and strives to educate parents on how to incorporate some basic principles into their parenting styles. The first principle, empathy, teaches our children to care. Caring for themselves, each other, the environment, animals and belongings is a valuable life lesson that needs to be learned. Empathy is the ability to perceive the emotions, needs and desires of one another. As a parent we can model empathy by perceiving and acknowledging the feelings of our children in a nurturing way. Honor the feelings your child is demonstrating by verbally stating what you say in a loving way. “Emily, you look really sad; losing your toy can be a sad thing” is a great statement that can be used to model empathy and demonstrate caring for your child’s feelings. Follow up these statements with hugs and nurturing touch. This will reassure the child you care about their feelings, and they will in turn learn how to care for others. Understanding growth and development allows

parents to have appropriate expectations for their children. A critical factor to raising children is having appropriate expectations for them. If the bar is set too high and children are never able to please their parents, feelings of worthlessness and doubt will develop. By setting appropriate expectations that are in tune with their level of development, parents will allow their children to grow and succeed as they develop physically, emotionally and cognitively. Recognizing that children have very limited attention spans, are very curious and like to explore their environments, and will challenge rules and boundaries on a daily basis will give you an appropriate perception and expectation of young children. Disciplining children with dignity can be challenging and difficult. The technique of disciplining with dignity does not come naturally to most parents and needs to be learned. The word discipline means to guide or to teach. When disciplining children, the goal is to guide and teach the child, not punish. The Nurturing Parenting philosophy states, “discipline is best defined as the morals, values, rules, guidelines and standards for acceptable behavior that parents help establish for their children.” By practicing discipline with dignity and respect, you are building up your child and teaching them the difference between appropriate and inappropriate actions without causing harm and the loss of self-worth. Parenting is the hardest thing you may ever do, but it is also the most rewarding. By establishing nurturing parenting techniques, you are setting the stage for success in your home and with your children. Naval forces from the United States, Europe, South America and Africa commenced the multinational maritime exercise Obangame Express in Lagos, Nigeria, April 16. Obangame Express, now in its fourth year, is designed to improve tactical expertise and cooperation among West and Central African nations in order to enhance those maritime forces' collective ability to deter illicit activity and maritime threats in the Gulf of Guinea. The weeklong exercise will take place in two areas near the coasts of Nigeria and Cameroon. There will be an inport preparatory phase and then the 31 participating ships will go to sea to test maritime security skills. "Every nation represented here today plays a critical role in regional maritime security and we all know that no one nation alone can ensure safe maritime operations," said U.S. Navy Capt. Nancy Lacore, Obangame Express exercise director. "It is through exercises such as Obangame that nations can work together to lay the foundation for the regional cooperation that will ensure the safety and security of military, commercial and civilian operations at sea." While the Nigerian navy hosted the opening ceremony and is providing the port facilities for a number of the participating ships, senior leaders and participants recognize this is truly an international collaborative event, and that maritime security in the Gulf of Guinea requires a collaborative effort. "In light of recent challenges in the Gulf of Guinea, our collaboration between the countries of the Gulf and our international partners - U.S. Africa Command and U.S. Naval Forces Africa has resulted in this event meant to develop individual capacities and to secure the maritime area," said Nigerian navy Rear Adm. Aoa Ikioda, chief of plans and policy for the Nigerian navy. Obangame Express aims to test a wide variety of skill sets such as visit, board, search and seizure, medical response, radio communication, and information sharing across regional maritime operations centers. Participants will execute tac-

tics and techniques within scenarios that mirror real world counter-piracy and counter-illicit trafficking operations. "The United States remains absolutely committed to collaborating with and supporting Nigeria in its ongoing efforts to increase maritime safety and security in the region. We have a very strong and enduring relationship with the Nigerian navy, and we deeply appreciate your lead role in bringing the many nations of the Gulf of Guinea together to work cooperatively," said James Entwistle, U.S. ambassador to Nigeria. The exercise is one of four U.S. Naval Forces Europe-Africa facilitated regional Express-series exercises under the international collaborative maritime capacity building program Africa Partnership Station (APS). These regional maritime exercises serve to test skills learned from previous APS training events and ongoing efforts to increase proficiencies in maritime security operations. African partners expressed the importance of this type of collaboration and continual improvement in maritime security skill sets to achieve a safer and more secure Gulf of Guinea. "This exercise is designed to encourage countries in the Gulf of Guinea, and to a very large extent the rest of Africa, to work together and ensure interoperability of communications and shared maritime domain awareness information," said Nigerian navy Rear Adm. Si Alade, flag officer commanding Western Naval Command Nigeria. Twenty nations are participating in Obangame Express, including Angola, Belgium, Benin, Brazil, Cameroon, Cote d'Ivoire, Equatorial Guinea, France, Gabon, Germany, Ghana, The Netherlands, Nigeria, Portugal, Republic of Congo, Sao Tome & Principe, Spain, Togo, Turkey and the United States. The U.S. Navy's first, joint-high speed vessel, USNS Spearhead (JHSV 1), and its embarked crew of military personnel and civil service mariners will participate in Obangame Express along with 30 ships. Spearhead is deployed to the U.S. 6th Fleet area of operations for its maiden deployment in support of the APS program and maritime security operations.

U.S., European, South American and African naval forces concluded two days of in-port familiarization drills at the Nigerian navy's Joint Maritime Security Training Center in Lagos, Nigeria, April 17. The evolutions were part of Obangame Express, a Gulf of Guinea-based multinational maritime exercise designed to improve cooperation, interdiction expertise and information sharing among West and Central African maritime forces in order to increase maritime safety and security in the region. A variety of skill sets including visit, board, search and seizure, and medical response were tested in order to prepare personnel for three days of underway operations in the Gulf of Guinea that will include real-world, at sea scenarios mirroring counter-piracy and counter-illicit trafficking operations. "Exposure to these techniques and the legal principles that apply will provide sailors the ability to make sure they are properly gathering and handling evidence so traffickers can be prosecuted to the fullest extent of the law, no matter which country has jurisdiction," said U.S. Coast Guard Lt. Jeffrey Deitel, officer in charge of the Pacific Tactical Law Enforcement Team. Members of the Pacific Tactical Law Enforcement Team led classroom discussions and hands-on sessions for more than 50 individuals from participating nations. The sessions focused on techniques for identifying, stopping, searching and collecting evidence from vessels suspected of trafficking drugs, weapons and other contraband. Participants learned common ways smugglers use to hide contraband on boats, and how to identify concealment. They also handled field drug test kits used to test for illicit substances and the proper procedures that go along with testing. The exercise included tactical movement familiarization, where participants, many from special forces commands, practiced entering and searching a ship's hull - another place smugglers use to hide illegal items. The techniques practiced have realworld applications for many of the participants. "I learned new tactics and new ideas on searching the hull of a vessel. Most importantly was how to search a suspect," said Nathaniel Odike, an able seaman with the Nigerian navy. "Contending with weapons trafficking, piracy and other militancy issues facing our navies, observing and learning about the ways criminals at sea hide weapons, and knowing what to look for is something that is important to me in my job," Odike added.

Battle against Sexual assault Begins at top, hagel Says By Amaani Lyle, American Forces Press Service

Measures to battle the "insidious" crime of sexual assault must start at the top, Defense Secretary Chuck Hagel said April 21 during a visit to the Rape, Abuse and Incest National Network. Hagel met with the staff and received a briefing on the Safe Helpline set up three years ago for sexual assault victims in the Defense Department. Hagel acknowledged parallel issues of sexual assault and harassment in the civilian sector, but praised the recent milestones of the military-centric Safe Helpline, lauding its services to more than 300,000 people who have sought information about the crime. "Any big problem in society that is resolved has to begin at the top ... every leader in the military is focused on this," Hagel said. "So it is important that our people in the military institution know that the secretary of defense is very focused on stopping sexual assault in the military." And more than 22,000 people have sought one-on-one

sexual assault assistance and crisis support securely and anonymously through the Safe Helpline's online chat, telephone and texting helplines. Notably, dozens of multicolored sticky notes with brief messages of gratitude and optimism from survivors adorn the walls of the call center. "This is really the defining dynamic of what you're doing," Hagel said. "You are changing the world for the better." In remarks to the staff, the secretary re-emphasized that sexual assault is a serious crime both in the military and society at large, with no easy solution at hand. "Our people in the military come from society; we reflect society," Hagel said. "You've got to inculcate your people so that they have personal responsibility for their own behavior and conduct. We know we've got a big challenge out there." Hagel said DoD leaders try to bring trust, confidence and credibility into the department's sexual assault reporting system. "It takes a lot of courage to take on a perceived system [that] has

to go down to every level of leadership in our military," he said. The network's staff members briefed the secretary on Safe Helpline's multi-faceted resources, which also include a mobile application, a peer support service and a texting referral service, said Jennifer Marsh, RAINN's vice president for victim services. "We know that the survivors are diverse, and we needed to pull out content for male survivors, for example," Marsh said. "One of the most visited pages on the website is Understanding Sexual Assault, so people are coming here to get information, and it may not be necessarily immediately follow an assault. It may be a few years out, and they may not understand why they're having trouble sleeping [or] why they're depressed." Marsh said coming to the site can validate and normalize such emotions, which hopefully will spur a survivor to engage in a chat session or telephone call. For transitioning service members, RAINN staffers said, they realize the inherent stress of going into the

civilian realm and have taken special considerations as a result. "It brings up all those stress reactions they felt during the time of their assault," Marsh said. "So if we were able to provide them with information regarding housing, employment assistance and some of those vicarious issues that may be their primary stressors, we are helping to address the long-term effects of the sexual assault." The site is user-friendly and designed to bring multiple resources to one source for all service member survivors, Marsh explained. "It's exciting, innovative and unparalleled in the civilian realm," she added. But Marsh acknowledged the need for service members to connect to their peers. And though RAINN staff members realized people were using other online chats, she said, they sought to create a more enhanced and secure experience. "We used an online, hotline platform - so no transcripts, no [Internet protocol] address, and we created this peer support service that's moderated by a licensed clinician."

Marsh also noted that a second staff member reviews each participant's group chat post before it reaches the main group with a brief delay to ensure there is no personally identifying information or abusive language. "The connections we've seen on that are pretty powerful," she said. "Our licensed clinicians, the moderators, said it's some of the best group work that they've done." She said that bringing male and female survivors together to talk out their experiences has produced great results overall. "People leave feeling like they're not alone and like they've helped somebody else, which we know is a big part of the military," Marsh said. She also lauded the usefulness of the Safe Helpline mobile application, which she said allows people to connect to services from anywhere in the world. "If they download this before they deploy, they can use our VOIP service to call Safe Helpline for free, they can access their [sexual assault response coordinators], chat on the helpline, and they can create a plan."

Saving Lives through Vaccination By Mary Buskohl-Coulton, Naval Hospital Jacksonville Public Affairs National Infant Immunization Week is April 26 - May 3. This annual observance promotes the importance of protecting infants and toddlers from vaccine-preventable diseases. Myths and misinformation about vaccine safety often confuse parents. The bottom line: vaccines save lives. "Each year, thousands of children become ill from diseases that could have been prevented by basic childhood immunizations," said Mary BuskohlCoulton, Naval Hospital (NH) Jacksonville's immunizations supervisory nurse specialist. "Vaccines are among the most successful and cost-effective public health tools available for preventing and reducing the spread of infectious diseases." By law, the U.S. Food and Drug Administration conducts years of testing before a vaccine is licensed, and once licensed the vaccine is continually monitored for safety and effectiveness. Like any medication, vaccines can

cause side effects, but the benefits of vaccines far outweigh possible side effects for almost all children. Vaccines can protect infants and children from 14 diseases. And thanks to vaccines, some diseases are almost gone in the U.S. The elimination of polio and smallpox in the U.S. are powerful examples of why we vaccinate. Immunization can save families time and money. Children with vaccine-preventable diseases may not be allowed to attend school or daycare. Some vaccine-preventable diseases require hospitalization that could result in permanent disabilities, causing a financial burden. Immunizing infants can also protect future generations. Birth defects associated with rubella (German measles) are no longer seen in the U.S. By continuing to vaccinate now, some of today's diseases will no longer be around to harm future generations. If vaccinations were to stop, the protection that has been built through years of vaccinations would cease to exist. Gradually,

more and more people would become infected with disease, spread diseases to others and many may die. This would essentially undo the progress made over the years with the elimination of diseases. Because of the success of vaccines in preventing disease, parents may not have heard of some of today's vaccines or the serious diseases they prevent. These diseases can be especially serious for infants and young children. That is why it is important to follow recommended immunization schedules to protect them by providing immunity early in life, before exposure to potentially life-threatening diseases. Vaccine-preventable diseases still circulate around the world, including in the U.S. Continued vaccination is necessary to protect everyone from potential outbreaks. Even when rare in the U.S., diseases can be brought into the country, putting unvaccinated children at risk. Just recently within the U.S. there have been two disease increases reported to the Centers for Disease Control and Prevention (CDC). Forty-nine states and District of Columbia reported pertussis increases in 2012 compared to 2011, with 48,277 cases-including 20 deaths. The incidence rate among infants exceeded that of all other age groups, with the majority of deaths occurring among infants younger than three-months of age. In 2013, data showed a higher than normal number of measles cases nationally and in individual states, including an outbreak of 58 cases in New York City - the largest reported outbreak of measles in the U.S. since 1996. Currently, the U.S. has the safest, most effective vaccine supply in its history. Its longstanding vaccine safety system ensures that vaccines are as safe as possible. And as new information and science become available, the system will continue to be updated and improved. Immunization is a shared responsibility. Families, health care professionals and public health officials must continue to work together to help protect the entire community. Parents are encouraged to talk to their child's primary care manager to ensure that their infant is up-to-date on immunizations. Remember to vaccinate. It's the single best way to be protected. Although the judge ultimately ruled to dismiss the charges based on the grounds that he felt the district attorney overshot with the harshness of the charges, Purpish feels satisfied. "My career has not been negatively impacted," said Purpish. "In fact, this experience has helped me grow as a Sailor and a woman. I see those stories of how the military 'brushes it under the rug,' and I for one never felt that in any way." For another Sailor, who wishes to remain anonymous, her story was very similar in regard to trusting her command to do right by her. "I joined the Navy Reserves in 2006 for financial stability and education benefits. I always felt safe in the Navy, and I still do. I had been on active duty for about four years, and the incident occurred at a small command during working hours in a naval facility. The individual always made me nervous, and I had even commented to a co-worker on that same day that he seemed unstable that day. I never in a million years thought that what took place would have or could have at work, in daylight, during working hours ... but it did. "I was always nervous around him, and I did my best for him whenever I could. But I was also very scared to provoke him. On the morning this took place, I told him that I wasn't interested in him, his jokes, or his constant talking about his body in a sexual way. I have wondered since then if that was conversation that provoked this. "Later that day we were having a cigarette, and I was talking about how I wanted to learn more self-defense. He offered to show me some different things and I didn't oppose him. We had a lounge area, and he asked me to follow him in there, except that after I entered he killed the lights and shut the door. If you can imagine all of your senses telling you to get out, then you know what I felt like on the inside. At that point, he told me that he was going to give me some training, and that training was all it was, but that it was going to seem very realistic. From that point he charged me, and threw me into a side room where no one could see through the door. He pulled my top off, threw me into walls and furniture, pinned me to the ground, exposed himself, bit me, shoved his hands down my pants, attempted to kiss me, etc., all the while yelling at me to fight him back. I did my very best to do just that, and every time I tried to get away he threw me back into the room telling me that he wasn't finished with me yet. I don't remember ever crying or even telling him to stop. The only thing I could do was fight my very hardest and try to get away. It wasn't until he heard noises from the hallway that it stopped. "After the incident, I didn't really know what to do other than get out of there as fast I could. As I headed back toward the other Sailors, he recounted different statistics about victims knowing their attackers and continuing to see them in social settings and praising me for how well I fought back. He also told me that next time he wouldn't be so rough on me and that he was a little concerned that I had felt that to be too realistic. I recognized two things at that point: one, this wasn't the worst that he could do to me, and, two, he thought that he had enough control over me that he could do it again and it would be OK. Those were the two factors that scared me the most. "I told a friend first, before I even left work. One of the first classes was a female that I trusted and respected very much. She was very adamant that I needed to report the incident. I knew how strong I was, and at that point I decided that no matter what the outcome was I needed to report it, if for no other reason than to keep something like this from happening to someone else. "From the very moment that we went to the chain of command, they followed every line of instruction. I was assigned a victim advocate, who took me to the local police department and filed a civil report, and we started the Navy process as well. I was never once made to feel like it was my fault, and the commanding officer automatically gave me two days away from work so that the command could issue a military police officer for my safety. I believe it was during those two days that two others came forward as well. "I went to counseling via Military OneSource, I had a wonderful victim advocate through the process who continued to check on me for months after. "My command did everything that you could imagine. They followed every single guideline and instruction and constantly reached out to me to ensure that I was alright. "It was nerve racking, and I was scared of going to trial, but the reporting process was very easy. With the amount of training that Sailors are given these days, I had no questions and knew what I was entitled to and the different reporting procedures. "Ultimately, the defense offered a plea deal where the command lowered the charges, and he pleaded guilty to them. In return, he received 30 days of incarceration, rank reduction, and an other-than-honorable discharge. "I know it's scary, but don't be afraid. There can be good that comes from all of this, and you are strong enough to make it happen. I have put it behind me mostly. I still wonder if I had done things differently if I could have avoided all of it. But on the other hand, if it hadn't been me it may have been someone else, and at least I was strong enough to get through it and keep him away from other women in the Navy." I don't know if reporting my situation all that time ago would have made any difference in my career or his. I don't know if I would have been believed or not. However, I do know that the atmosphere was different, the conversations were different and the stigma surrounding these sorts of things was different. The Navy has come a long way. Commands have evolved. Sailors have gained a louder voice. Sexual assault prevention isn't just a poster on the wall; the walls these days are talking. Sailors and their families on the safe and proper use of prescription drugs. Prescription for Discharge provides medical personnel and drugs and alcohol programs advisors (DAPAs) with materials and messages to display in their medical facilities and commands, use in interactions with patients and promote Take-Back Days. "Safely disposing of unused meds keeps you, your shipmates and your family safe from the misuse of prescription drugs," said Parker. "Always check with your doctor about how long you should keep your prescription medications and never share them with friends or family members." Sailors can find more information about the Prescription for Discharge campaign, including posters and flyers for medical facilities, leadership talking points and a medical provider toolkit, on the NADAP website, www.nadap.navy.mil. The U.S. Navy is partnering with the Drug Enforcement Administration (DEA) for National Take-Back Day, April 26. The event offers Navy personnel and their families a safe venue to turn in expired, unused and unwanted prescription drugs to a local dropoff site anonymously and free of charge. Take-Back Days serve as an opportunity for all Navy personnel to take a proactive role in the effort to prevent the misuse and abuse of prescription drugs. "Participation in this year's National Take-Back Day should be an all-hands effort," said LaNorfeia Parker, deputy director of the Navy Alcohol and Drug Abuse Prevention Office. "This initiative helps protect our Sailors and their families by preventing leftover medications from falling into the wrong hands." Sailors can find information about participating Medical

Treatment Facilities (MTFs) by contacting the hospitals directly. While participation at MTFs is encouraged, Sailors and their family members can also drop off unused or expired meds at participating sites in their local communities. "The Navy has been partnering with the DEA in support of the National Take-Back Initiative since 2010 when we hosted a Take-Back Day at Camp Lejeune and collected more than 20,000 units of medication," said Parker. "Participation has only increased since 2010, and we hope all U.S. bases will participate this year." Local law enforcement and military security forces can support this DEA initiative by hosting a take-back program on base or in their local community. This year, National TakeBack Day coincides with the launch of a new prescription drug abuse prevention campaign from the Navy's 21st Century Sailor Office, called "Prescription for Discharge." Residents of both on- and off-base housing occasionally report stained, discolored or bleached clothing when no bleach was used in their laundry. Housing, Public Works and U.S. Naval Hospital Naples investigated these concerns by collecting data, examining materials and taking water samples. The collected data included cross-checking the buildings on base where the discoloration occurred. Residents also provided the type of laundry detergent and any additives used, as well as the make and model of their washing machine. There was no commonality based on location, type of product or type of washing machine to explain the discoloration problem. Discoloration of laundry occurred in random places off and on base, with a wide variety of detergents, and in all types of washing machines. Nonetheless, the hospital’s Environmental Health department conducted special water testing. The results indicated chlorine parameters from "zero" to the expected "trace/0.2 parts per million." These findings show no indications of any issues with the water supply. However, it is still possible that the cause may be a chemical reaction between the laundry detergent used and the water in your washing machine. Public Works has explained that the Support Site’s water is supplied by the West Campania Aqueduct through a concrete-lined tunnel bored through the mountain. This supply can be characterized as a relatively pristine supply

from a well-protected source. The water is disinfected with chlorine dioxide, which is a more powerful disinfectant compared to chlorine normally used in the United States. In addition to being a good disinfectant, chlorine dioxide is used in both Europe and parts of the United States to control the taste and odor of water, as well as to combat algae and decaying vegetation. It is also more effective than simple chlorine at inactivating some viruses. The use of chlorine dioxide as a disinfectant and the long detention times within the West Campania Aqueduct's facilities provide robust disinfection. As such, drinking water at the Support Site in Gricignano di Aversa meets the requirements of the Final Governing Standards for Italy and is safe for drinking. The issues with occasional spotting in laundry seem to be due to the adding of bleach products that contain chlorine or 'color enhancers' such as Clorox 2, which contains hydrogen peroxide. Both chlorine and hydrogen peroxide are oxidants that when added to laundry water can reactivate the chlorine dioxide and cause lost color spots on clothes. This can be easily eliminated by not using products that contain chlorine or hydrogen peroxide. Residents can also add a water softener while using their laundry machines. The water sampling results can be viewed, as required by the Final Governing Standards for Italy and the Consumer Confidence Report, at www.cnic.navy.mil/Naples by visiting the Environmental Support section under the Operations and Management tab.

Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. how to promote a healthy Marriage By Lt. Cmdr. Jeffery Showalter, U.S. Naval Hospital Naples

How do we keep our marriages fulfilling and supportive? Doing so is not easy and requires effort from each partner. Disagreement and disappointment are inevitable in all close relationships, so focusing our efforts on how we negotiate these situations is the best use of our time and energy. Let’s begin with a series of questions to self-evaluate your interaction within your marriage. Don’t worry, we will get to your spouse next. Do you see your husband or wife as an equal? How do you present a concern or need to your spouse? Do you criticize your partner, raise your voice, or have difficulty asserting your needs? How do you respond to your partners expressed needs or concerns regarding how the two of you are relating? Do you become angry, challenge the legitimacy of his or her offering, or rather attempt to listen and understand what is being communicated? Do you change your behavior when asked? Do you know what things you do that allow your wife or husband to feel loved? What are they? Do you share your appreciation and gratitude? How aware of your feelings and behaviors are you? How is a disagreement repaired? Who initiates this reparation? How do you manage disappointment? Do you feel that you understand your spouse’s emotional experience? How often do you say to your partner, “You are right, I could…” or, “I can see how you could feel that way?” Now we can talk about your husband or wife. How does your partner respond to your expressed needs, concerns, and/or experience? Do you feel that your suggestions or needs influence decision-making? What are five things your spouse does that allow you to feel loved? Have you shared them with him or her? This is a lot of questions, however your responses help better understand the current state of interaction and communication within your marriage and how to grow the necessary skills to increase marital happiness. An impressive amount of research has been conducted to identify behaviors within a marriage that best support a happy and mutually fulfilling union. What does the research tell us? A 1998 study by Gottman, Coan, Carrere, & Swanson (based on heterosexual couples) identified a few interactions that demonstrate significant impact on marital happiness: 1) a “softened start-up” by the wife when sharing frustrations, con-

cerns, or complaints, 2) the husband having “accepted” and thoughtfully addressed his wife’s observations, needs, and/or experience, 3) responding to an expressed grievance with attempts to deescalate through high ratios of positive versus negative comments, and 4) approaching each other with “gentleness.” In short, if we attempt to share our frustrations or concerns by yelling or insulting our partner, choosing to ignore our partner, or by escalating the argument, we limit the opportunity to be understood and the cycle continues. Now the hard part – putting a plan into action. Take into account your responses to the questions above and consider how your beliefs (e.g., partner is an equal, partner is not an equal, etc.) and your behaviors (e.g., criticalness, gentleness, openness to feedback, refusal to accept influence, etc.) impact your marriage. If you know that something you do creates emotional distance in the marriage, recognize that you have indirectly requested this distance. For example, if you know that not alerting your partner when you know you are going to be arriving late will incite an argument, then what is preventing you from calling? Are you uncomfortable with emotional closeness/intimacy? Are you behaving in a passive-aggressive manner? Why? Is there an unresolved injury or loss? What do you need to move forward? Our marital happiness is largely dependent upon the extent to which we, as individuals, are able to self-evaluate and take ownership of our contribution to the marriage and its relational impact. Lastly, here are a few tips for communication. Schedule time for the two of you to spend time alone together and talk about your relationship. Remember, vulnerability begets vulnerability; in other words, if you allow yourself open and honest sharing about your emotional experience and acknowledge your missteps or shortcomings, your partner will likely do the same. Recognize that anger is a

Rear Adm. Margaret G. Kibben, deputy Chief of Navy Chaplains, presented and spoke during the course to chaplains and religious program specialists, as well as with area commanders during her visit. The theme for this year's training to develop core competencies within the Religious Ministries team was "Pastorial Care in Cases of Military Sexual Assault" and it provided the essential knowledge, skills and abilities to offer effective ministry and care to those involved in circumstances of sexual assault. superficial emotion and that beneath it is hurt, loss, or disappointment. Addressing the hurt, loss, or disappointment is considerably more productive. Treat your partner’s shared feelings as facts. This is not negotiable. How we believe another “should” feel has no bearing on how they actually “do” feel. Be curious about each other’s experience and needs. Abraham Heschel said, “When I was young, I used to admire intelligent people; as I grow older, I admire kind people.” As a marriage ages, it is unlikely that your spouse will admire how smart or “right” you have been, but rather the kindness you extended.

In the Spotlight GIUSEPPE DEL GIACCO If you have ever taken a Limoncello class at the Fleet and Family Service Center (FFSC), you have already met the talented Giuseppe Del Giacco. Born in Paolisi, a province of Benevento, Italy, Del Giacco has worked for the Navy for 25 years – starting out as a clerk in the archive department at the naval hospital. Since then, he has been an instructor and intercultural relations specialist with FFSC since January 1990. He has taught small classes for Marine Corps families, created seminars and workshops such as opera classes and Italian language classes, and has re-vamped the Limoncello making classes. Of these, Del Giacco says that the Italian language classes are the most popular because they are always full. “I like providing help, knowledge and experience of the Italian culture to newly arriving personnel and their families.” He is a weekend farmer in his spare time, specializing in grapes and wine-making and vegetables. Del Giacco enjoys crossword puzzles, opera, biking on Sundays and spending time with his parents, wife of 35 years, Gina and two sons, Domenico and Luigi.

LT STAS GRANDI Lt. Staš Grandi reported to the U.S. Naval Hospital Naples Dental Clinic during the summer of 2013. Originally from Southeastern South Dakota, Grandi graduated from the University of Miami with a degree in biology and subsequently graduated from Nova College of Dental Medicine. His active-duty career began with his assignment to 3D Dental Battalion, Okinawa, Japan. While in Okinawa, Grandi was temporarily augmented to U.S. Naval Hospital Guam. Currently he serves as a general dentist with the hospital. "The Navy has given me unbelievable opportunities to provide dental support for the DoD, our service members, their families, and our allies. It is very satisfying to know that our patients are some of the most deserving in the world.”

HN JEREMY TESTON Hospitalman Jeremy Teston was born and raised in sunny Daytona Beach, Fla. In 2011, he enlisted in the United States Navy to keep his family tradition alive, as well as to travel and make a difference in the world. He began his naval adventure onboard U.S. Naval Hospital Naples in March 2012 and was assigned to the Ambulatory Procedure Unit and Post Anesthesia Care Unit where he assists patients before, during and after their surgical procedures. Teston is a proud member and co-founder of the Naval Hospital Drill Team performing in seven military events including three retirements, the 2012 and 2013 Hospital Corpsman Ball and other special ceremonies. While spending his tenure in Naples, Teston has explored five countries and many Italian cities. He loves snowboarding and mountain climbing. His favorite quote is: "As long as you keep yourself happy, healthy and safe, everything else in life is just entertainment!" He also scuba dives and enjoys discovering the biodiversity present in the ocean. In July, he will be on his way to his next adventure as a student for the Biomedical Equipment Technician School.
