Service members from the area’s chief petty officer 365 (CPO 365) program cleaned up a soup kitchen in Succivo, Italy, July 19. The event helped a local church get a soup kitchen started by cleaning and preparing the area for major work that will be completed by volunteers in the upcoming months. “We did a lot of work here today cleaning up and preparing the site for this soup kitchen, and this is just the first phase of this project in order to get the facility up and running,” said Senior Chief Religious Programs Specialist Rafael Barney. The Succivo Soup Kitchen is scheduled to open in October and will provide meals and medical services for the local

like these are created to lend a hand to communities that require help, and these event also provide service members a professional and personal way of improving camaraderie, according to Chief Religious Program Specialist Reddor Rufo. “We’re not just here for mili-

tary operations; we’re also here to build relationships and help out the local communities,” said Barney. For those interested in being a volunteer for the Succivo Soup Kitchen or other community relation events, contact the Chaplains Office at DSN: 626-3539 or 629-4600.

Captain’s Corner By Capt. Scott Gray NSA Commanding Officer

Base Notes

Debit Cards No Longer Accepted at Vodafone

With as busy of a summer as it’s been, it may be hard to believe, but August is right around the corner. I hope everyone has been taking advantage of the great concerts, events, tours and trips available to us here, and has taken the opportunity to explore Italy and the rest of Europe as well. Most Italians take vacation in August, sometimes for a few weeks, sometimes for the entire month. Plan ahead as services may be limited. There may be fewer workers in a given office, resulting in longer wait times. This will not be a local phenomenon; if you plan on traveling throughout Italy next month, expect to find few people on the clock. Many members of the NSA Naples community are also planning vacations throughout the rest of the summer. If you are heading out for several days or longer, make sure to communicate with trusted neighbors about your absence. Ensure that your home is fully secured and, if applicable, that your alarm is set properly. If you plan an extended absence, have a friend enter your home periodically and turn lights on or off. You want to make your home look “lived in,” even when you’re gone. For those staying in the area, keep alert for suspicious activity. Keep the “S5I” in mind: see something suspicious, say something immediately. Report any suspicious or criminal activity to base security. Being vigilant means we make ourselves a “hard target” when it comes to force protection and base security issues: protect your CAC cards and security badges from compromise by keeping them out of easy access. We never want to make it easier for those who would do us harm. The Command Investigation Division has set up an email account specifically for crime tips, and they seek input from the community regarding suspicious activity. The email address is FCT.NA.NSA_Crimes-Tips-NSANAPLES@ eu.navy.mil and can be easily found in global by typing the word “crime.” Remember, if you need immediate attention, contact the NSA Naples Emergency Dispatch at DSN 911 or 081-568-4911. Thankfully, our instances of crime remain low, and violent crime is almost nonexistent. This is due in large part of our efforts to take care of one another, which is all the more important during periods of absence. Watch out for your shipmates. Be good neighbors. And remember to enjoy these last few weeks of summer. There is still plenty to do and see. Don’t let it pass you by!

In April of 2013 the Navy Exchange Vodafone shop on base started experiencing issues with debit cards from various banks used by our patrons for voice and data contracts. Debit cards were accepted as a down payment and contracts were initiated. They were also used by Vodafone to charge our patrons on a monthly basis. Due to an increasing number of delinquent accounts, Vodafone management decided to cancel their accounts. In order to avoid future inconvenience to our patrons, debit cards will no longer be accepted, until further notice, at Vodafone shops at Capodichino and Support Site. Credit Cards are fine. Please see a Vodafone representative on base for more details.

Motorcycle riders begin a section of a time trial in the town of Vasto, Italy during the historic Motogiro d'Italia.

The Wild Italian Ride Story and photos by Laura Byrd

“My friend Giuseppe was down for the count,” said Burt Richmond of Illinois. “He was laid out on a stone wall with a medic holding an IV drip when Jack came around the turn. Jack slid in the sand thrown by Giuseppe’s bike, so they were both down within sight of each other. Jack wasn’t hurt badly, but his motorcycle was. He took the rescue van to the next hotel.” The historic Motogiro d’Italia is an annual motorcycle event that attracts riders from all over the world, including Richmond and his friend Jack Silverman of Colorado. They, along with four other American riders, flew to Italy this spring to ride one of the oldest and most prestigious motorcycle competitions in the world. Created in 1914, the race originally included 56 riders with only 18 reaching the finish line. Non-existent for years during World War I, the race resurfaced again in

1923 when 53 riders traveled over 1,000 miles with only seven finishing, and a Moto Guzzi in first place. The grueling race ceased to exist for years afterward. After World War II, the devastated economy in Italy created a huge market for inexpensive transportation. New companies began developing more sophisticated bikes, and in a country where motor sport is part of the DNA, racing was the best way to attract attention to specific models. The 100 cc to 175 cc bikes became the transportation of choice for Italians, so manufacturers like Morini, Moto Guzzi, Ducati, Rumi, Gilera, Parilla and MV Augusta worked to develop them for the race. By 1954 the Motogiro had grown to nine stages with 50 manufacturers all vying for trophies. “I’m riding a 1955 Ducati 175 SS that’s unrestored,” said Richmond. “It’s probably one of the least glamorous bikes here – but it works. Their skinny little tires take those hairpin turns really well!” Completing the group’s roster was a 1966 Ducati Monza 250cc, ridden by Bill Latoza of Illinois, a 1966 Lambretta SX 185cc, ridden by Mateo Offe of Texas, a 1967 Lambretta SX 225 TT ridden by Tony Tessier of France (formally Washington D.C.), and Todd Wallis of Colorado riding his now deceased father’s 1966 Puch 250 SGS. Run in the 1950s on public roads closed for the race, the Motogiro d’Italia was a prestigious and challenging event. Eventually it became

the motorcycle version of the famous Mille Miglia race in Italy, fielding 175 riders for eight stages over 2,000 miles. But all motorsport in Italy changed dramatically in 1957, when a tragic crash in the Mille Miglia killed two drivers and several spectators. The result was a sweeping governmental ban of motor sports on public streets. In 2001 the Motogiro was resurrected by two Ducati executives as a timed event that didn’t require great speed on dangerous roads. Designed as a distance event and rally, with time trials spread over several days, competitors are escorted by the polizia over 1,000 miles. “Is it safer than riding in the United States? No!” said Richmond. “But it is more cordial. If you’re in traffic, you can lane split any place. In fact, you can accelerate around any stopped vehicle or pass any time, even on a twisty road if there’s room for a motorcycle. It’s no problem. It’s part of their culture.” In spite of the design, many riders go flat out fast and agree that half the fun is flying through Italy at speed with the polizia’s approval. A Race Class and Tourist Class for modern bikes is popular with riders who just want to experience riding in Italy with impunity. “See that?” said one rider on a 2013 Ducati Monster, pointing to a large scrape on the bike’s gas tank. “That’s

the Amalfi Coast. We rented these bikes – and I don’t know what the owner will think of that!” “Yes, I’ve probably had scary moments three or four times a day,” said Richmond. “But when we get here, we just think we’re lucky to be in such a beautiful country with riders from every continent. There’s camaraderie even though it’s a competition full of egos and type-A personalities.” Other American riders agree. Patrick Borgen, a surgeon from New York who entered the race with two friends, claims that the gru-

eling ride leaves him relaxed and energized. “Navigating a motorcycle at a high rate of speed across the Italian countryside is all consuming and totally distracting,” said Borgen. “I run a department of surgery in New York, and it’s hard to get away from drama and bad news. Even though one of my friends crashed twice and had to drop out of the race, he’s excited to go back. In this hectic, pressurized world, it’s a joy to know there are miles of twisting roads out there in a beautiful country, just waiting to be enjoyed.”

The historic Motogiro d'Italia is an annual motorcycle event that attracts riders from all over the world.

CNo updates Status of the Navy By MCSN Jennifer Lebron, Defense Media Activity - Navy

Chief of Naval Operations (CNO) Adm. Jonathan Greenert discussed the status of the fleet, readiness impact due to sequestration, and modifications to Navy policies at a press conference July 19 at the Pentagon. "Presence remains our mandate," Greenert said. "This is what we are mostly about, and it's an essential element of our defense strategic guidance." Greenert pointed out that the Navy has about 95 ships deployed and about 3,700 operational aircraft. The current ship count in the Mediterranean has been higher than it has been through the years. USS Kearsarge and USS San Antonio are positioned in the Red Sea and stand ready with a range of missions and operations if required. USS Nimitz is deployed to the North Arabian Sea supporting ground operations in Afghanistan with close air support, and piracy in the region is slowly increasing and is becoming more of a concern. In the Pacific theater, Talisman Saber Exercise, started July 14, off the coast of Australia and in the Coral Sea. TS13 is an ongoing biennial training exercise with Australia and currently has George Washington Carrier Strike Group and Bonhomme Richard Amphibious Ready Group assets participating. In the Southern Command,

sequestration has caused the reduction to zero combat ships in the region. "There are other naval forces in the region," Greenert said. "Non-combatant ships and other forces." The Navy's first spearhead class joint high speed vessel will deploy to the Southern Command area of operation in FY 14. "Presence forward, assuring our allies and deterring potential adversaries is our primary function," Greenert said. "I think we are out there at the, what I call, the maritime crossroads where it matters, when it matters." CNO addressed the readiness

impact of sequestration for FY 13 and FY 14. There is one carrier strike group (CSG) and one amphibious ready group (ARG) deployed to the each of the Arabian Gulf and Western Pacific theaters. However, the surge force is a concern, Greenert said. Currently, there is only CSG and one ARG ready to surge if needed. A year ago, the Navy had three CSGs and ARGs ready to surge. Despite reduced operations and maintenance spending in FY 13, Greenert said the Navy's focus is to keep sea commands ready for deployments scheduled for FY 14.

For FY 14, sequestration could reduce each account by 10 percent. The Navy possibly faces deeper cuts for FY 14, because FY 13 used money available from previous years to help pad the effects of sequestration, Greenert explained. CNO's goal is to preserve shipbuilding and aviation contracts through this process. Furlough impacts to the civilian force continue to be a challenge. "Regrettably, we're enduring furloughs," Greneert said. "It's an impact, I felt it last week. I feel it this week. It hurts our readiness and it hurts our productivity as well."

CNO addressed sexual assault organizational changes and a revision to the Navy Exchange alcohol sales policy by further discussing the Navy's newest changes that are taking place fleet-wide. Greenert said with more than half of all sexual assaults involving alcohol, the Navy had to look more critically at the atmosphere and climate of its bases. Greenert said after a review of Navy Exchange alcohol sales trends at base stores the data showed a high volume of sales occurring late into the night and early morning and were not in line with mainstream retailers.

Naples Community Maintains Strong History of Taking Care of Their Own By Jessica Goodman, Navy-Marine Corps Relief Society Publicity Chair

The 2013 Navy-Marine Corps Relief Society Active Duty Fund Drive for Naples and Gaeta service members recently concluded with a total of $111,045 raised. The money raised will benefit active duty service members and their families, as well as veterans and widows, who need emergency assistance with basic living needs, emergency travel in the case of death or illness in the immediate family, visiting nurse assistance, spouse education grants, and financial and new parent education. “The generosity of the Naples community is astounding and speaks to the dedication our Sailors and Marines have to each other,” said Lt. Peter Goodman, fund drive coordinator. “This year’s fund-drive team was truly exceptional, and we surpassed our goal of raising $100,000 in large part because of their hard work and commitment.” Due to the efforts of fund drive coordinators, treasurers, chair persons, key persons, and community leaders, this year’s total was a 33 percent increase from last year’s. The top three area commands were U.S. Naval Hospital Naples ($19,199), USS Mount Whitney ($18,482), and U.S. Naval Forces Europe-Africa, U.S. 6th Fleet ($17,251). The Naples NEX also showed their support for the Naples military community again this year by raising $9,380 through the sale of $5 certificates, which were good for a percentage off of a customer’s next purchase. Supervisory sales clerk John Slusark and the NEX sales team set a goal to sell 1,500 coupons, which they were able to surpass. The total funds raised in 2013 exceeded last year’s by $27,505, showing that our active duty service members and base community continue to take care of their own.

SECNAV Announces New Initiatives to Help Combat Sexual Assault

From Defense Media Activity -- Navy

Secretary of the Navy (SECNAV) Ray Mabus furthered his commitment to improve the Department of the Navy's sexual assault response by announcing additional resources for investigators and a new initiative designed to enhance accountability and transparency across the Department. Mabus approved nearly $10 million to hire more than 50 additional Naval Criminal Investigative Service (NCIS) Family and Sexual Violence Program personnel to shorten investigation times, and he directed the Navy and Marine Corps to regularly publish online the results of each service's courts- martial. "Our Navy and Marine Corps is the greatest maritime force the world has ever known. To uphold our core values of honor, courage, and commitment, we must do all we can to protect our people from those who would wish to do them harm, especially if they reside within our own ranks," said Mabus. "This department is fully committed to using all available resources to prevent this crime, aggressively investigate allegations and prosecute as appropriate. We will not hide from this challenge-we will be active, open and transparent." The additional Adult Sexual Assault Program (ASAP) special agents and crime scene personnel approved by Mabus will further help decrease the sexual assaults investigation timeline. ASAP teams with specialized training in legal jurisdiction, investigative procedures, evidence collection, sexual assault victim sensitivities, and the handling of reports and official statements are currently being deployed to fleet concentration areas worldwide. To increase transparency of the department's criminal proceedings, SECNAV directed the services to begin publishing the results of all Special and General CourtsMartial, including sexual assault cases, on the service primary websites of Navy.mil and Marines.mil, respectively, by July 25. The first of these summaries will cover those cases concluded from January through June of this year, but future editions will be published regularly. Additional information and resources to combat sexual assault is available at www.sapr.navy.mil. Sexual assault affects Navy readiness, and the Navy is committed to preventing sexual assault. Join the Navy's conversation about sexual assault on social media and help raise awareness by using #NavySAPR.

FFSC Tip of the Week: Resume Writing From the Fleet and Family Support Center

Writing a resume is typically one of the first steps in the job search process and oftentimes it is the most challenging step. Your resume has a significant job. It has to speak for you when you are not there to speak for yourself. Many times, your resume is what provides a prospective employer with their first impression. Chances are you have picked up advice and learned resume writing “rules” along the way from books, friends, or instructors. You may have even been offered opinions or methods that seem contradictory. Keep in mind that a resume is very subjective, and what separates a good resume from a poor one often is a matter of opinion. However, there are two concrete rules of resume writing: 1. Never submit a resume with errors. Submitting a resume with any type of misspelling, typographical or grammatical error attacks your professionalism. 2. Never lie. Lying, even bending the truth a little bit, attacks your integrity. Think of your resume as your advertisement. You must convince an employer that you are worth hiring. Market your skills and accomplishments to “sell” yourself! Please contact the FFSC with any questions at DSN: 629-6372 or 081-811-6372.

exercise Sea Breeze 2013 draws to a Close By MC2 Jason Howard, U.S. Naval Forces Europe-Africa, U.S. 6th Fleet Public Affairs

Exercise Sea Breeze 2013, the 16th iteration of the largest annual multinational maritime exercise in the Black Sea, ended July 20, as representatives from the 14 participating partner nations gathered together for the exercise closing ceremony. Naval, air, and land forces from participating countries worked together both ashore and at sea from July 8-20 in order to strengthen interoperability and to improve maritime security. "The military leadership of the fourteen nations that participated in Sea Breeze know that we can only improve as a cooperative team if we challenge ourselves," said Capt. James Aiken, exercise deputy director. "Only then can we increase our cooperation and our interoperability as we become familiar with each other's military operating procedures and practices." Much of the exercise focused on maritime interdiction operations as a primary means to

Sailors assigned to the Golden Swordsmen of Patrol Squadron (VP) 47 and Ukrainian media tour the German Air Force C-160 Transall transport aircraft at Shkolniy Airfield in the Ukraine, July 16, during Sea Breeze 2013. enhance maritime security. The other key component was utilizing sea basing to conduct a range of operations ashore such as non-combatant evacuation to humanitarian assistance/disaster relief.

"The primary goal of the exercise has been achieved," said Ukraine navy Rear Adm. Dennis Berezovsky, exercise director. "I am pleased that every partner's efficiency, professionalism, and responsibility contributed to a great outcome. We all acquired new knowledge, skills, and experience in Sea Breeze." This year's Sea Breeze increased in complexity by incorporating more real time operational challenges. "We challenged the Sea Breeze participants by moving from scripted events to real-time operations, requiring both operational and tactical decision making," said Aiken. "As events occurred within the scenario, commanders at the operational and tactical level were called on to provide a plan of action for a response.” "I strongly believe we have been successful in continuing to grow our relationships with each other - relationships that,

in the 16 years of Sea Breeze exercises, have been built through cooperation, strengthened through partnership, and affirmed through improved interoperability on the seas, over the land, and in the air,” said Aiken. This year's participants included Azerbaijan, Bulgaria, Canada, Georgia, Germany, Italy, Romania, Turkey, Ukraine

and U.S., along with France, Libya, Qatar, and United Arab Emirates, as observers. Sea Breeze 13, co-hosted by the Ukrainian and U.S. navies, aimed to improve maritime safety, security and stability engagements in the Black Sea by enhancing the capabilities of Partnership for Peace and Black Sea regional maritime security forces.

Energy Conservation Leveling the Playing Field From the NSA Naples Energy Management Team

Are you a die-hard eco-spirited person, who is tired of being mocked by the die-hard car enthusiast in your office? The person who constantly reminds you of how inferior your Toyota Prius or Nissan Leaf is in comparison to their Corvette or Mustang. Different styles, passions and levels of power being the driving points. It just so happens Mercedes Benz AMG division has finally delivered for the green guy/girl, and with definite style. The “Electric Drive” is equipped with four 552 Kilowatt electric motors. This makes it AWD and equates to about 740hp/737lb-ft of torque, all while staying completely green. It will do 0-60 mph in 3.9 seconds and has top speed of 155 mph. This is more power then the current Corvette ZR1. It recently set a time at the famous Nurburgring track of 7:56.2, which is incredibly fast for that track. The sophisticated drive system also features dynamic braking, which simulates engine brake during down shifts. It also constantly controls how much power each wheel sees depending on the situation. All the while maintaining the style and quality associated with a Mercedes Benz on the outside. However, all of this greatness does in fact come with a few negatives. The SLS-E only has a range of about 155 miles between charges and the price tag is an estimated $555,000. A super car that is the first of its kind and probably in very limited production is expected to have a steep price. If the trend continues, there could eventually be all kinds of cars with more power, AWD and zero emissions. You can sign us up.

I need medical advice, but I am not sure if I need to see the doctor. What should I do? One of the amazing and often underused TRICARE benefits available to patients is the TRICARE Nurse Advice Line (NAL). The NAL offers 24/7 access to professional nursing advice. You can get answers to medical questions, discuss medications and receive careat-home advice. A call could save you from making an unnecessary trip to the doctor’s office. Patients often ask, “Is my concern serious enough to seek treatment in the Emergency Department?” Emergency Department personnel are specialists in stabilizing emergent conditions that threaten your life, limb or eyesight, but cannot replace the continuity and skills of your primary care team. The professionals at the NAL can help you determine whether you should seek emergency treatment or opt for an appointment with your primary care provider. When you telephone the NAL, your condition will be triaged – the interviewing nurse will ask you a series of questions regarding your signs and symptoms. The nurses, who utilize a series of well-established guidelines that apply specifically to your condition, will offer you the most up-to-date information. They can assist families of pediatric patients in verifying the right weight-based dose for many prescription and over-the-counter medications. The team may make follow-up recommendations and will refer you to emergency services if warranted. Each business day, the Medical Home Port Clinic receives reports from the NAL and will assist anyone needing follow-up care. You can reach the TRICARE NAL by calling 00800-4759-2330. Save it in your phone for easier access later. If you have questions or concerns, please feel free to contact the Medical Home Port Clinic at 081811-6000, DSN: 629-6000 or 24/7 at www.RelayHealth.com.

Obtaining your Sojourner Permit From the U.S. Military Retiree Association of Southern Italy

In July of 1963, President John F. Kennedy visited Naples. Retired Navy Chief Bob Reed was a 3rd class petty officer stationed at Naval Air Facility Capodichino when President Kennedy and his wife debarked from Air Force One. Reed was assigned usher duty in the wardroom at the Capo Incoming Flights building. This is where the commanding officer’s office was located and where all VIPs were made comfortable while waiting on further transportation. “I had only been in Italy for about two months when I was

assigned usher duty at the VIP lounge,” wrote Reed, who still lives in Naples, Italy. “This was when the President Kennedy and Jacqueline flew down from Rome on Air Force One. Being a 3rd class petty officer at the time, I was told to stay in the background and not to talk or anything else!”

Kennedy spoke with Italian President Segni and other leaders during his visit. Each president took time to address the multi-national NATO assemblage. Many Italians and Americans saw Kennedy’s historic visit with Pope Paul VI at the Vatican the next day, July 2, 1963.

Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area. Army and Air Force personnel stationed at JFC must apply through the Carabiniere at the JFC Provost Marshall's Office, Building L. Contact Connie Henderson, RLSO EURAFSWA liaison advisor, at 081-5684639 for more information.

In the event of an emergency or to report a crime, please call the Emergency Dispatch Center at 081-568-4911 or 5911.

Uptight and straight-laced, FBI Special Agent Sarah Ashburn is a methodical investigator with a reputation for excellence-and hyper-arrogance. Shannon Mullins, one of Boston P.D.'s "finest," is foul-mouthed and has a very short fuse, and uses her gut instinct and street smarts to catch the most elusive criminals. To combat the giant Kaiju, a special type of weapon was devised: massive robots, called Jaegers, which are controlled simultaneously by two pilots whose minds are locked in a neural bridge. But even the Jaegers are proving nearly defenseless in the face of the relentless Kaiju. On the verge of defeat, the forces defending mankind have no choice but to turn to two unlikely heroes-a washed up former pilot and an untested trainee who are teamed to drive a legendary but seemingly obsolete Jaeger from the past. Together, they stand as mankind's last hope against the mounting apocalypse.
