Six million people make the pilgrimage to Munich every year for the original Oktoberfest, but U.S. and NATO service members and their families were given the opportunity to partake in a real Oktoberfest experience at Allied Joint Force Command (JFC) Naples, Sept. 19.

Oktoberfest began in 1810 with the marriage of Crown Prince Ludwig, later King Ludwig I, to Princess Therese of Saxony-Hildburghausen. The people of Munich were invited to festivities held on the fields before the city gates to celebrate. Though it began in Munich, Oktoberfest events are now celebrated throughout Germany and the world, even as far away as Yokohama. This year marked the 12th annual JFC Naples Oktoberfest.

“The reason [we hold] German Oktoberfest here in Naples is to promote German culture and tradition and to improve the relationship with the other partner nations within NATO and all the military personnel and their families and friends,” said Lt. Cmdr. Sven Kasimir, JFC Naples Public Affairs.

“And the best way to get in contact and meet is to celebrate with drinks and food.”

U.S. military forces and partner nations, including the Kingdom of Bahrain, the Hashemite Kingdom of Jordan, the Kingdom of Saudi Arabia, Qatar and the United Arab Emirates, undertook military action against ISIL terrorists in Syria overnight, Sept. 22, using a mix of fighter, bomber, remotely piloted aircraft and Tomahawk Land Attack Missiles to conduct 14 strikes against ISIL targets.

The strikes destroyed or damaged multiple ISIL targets in the vicinity of Ar Raqqah, Dayr az Zawr, Al Hasakah, and Abu Kamal and included ISIL fighters, training compounds, headquarters and command and control facilities, storage facilities, a finance center, supply trucks and armed vehicles.

To conduct these strikes, the United States employed 47 TLAMs launched from USS Arleigh Burke and USS Philippine Sea operating from international waters in the Red Sea and North Arabian Gulf, as well as U.S. Air Force, Navy and Marine Corps fighter, re-

Uniform Wear Off Base Limited

I’d like to start out this week by reminding everyone that the security and safety of our personnel and their families is my primary focus. You may see increased force protection measures on base, and we have been given guidance to curtail use of uniform wear to and from work if public transportation is being used or out in town - outside your personal vehicle. Official Navy PT gear is not authorized for use off installations. Please help to get the word out.

All U.S. citizens conducting personal travel around Europe should closely monitor State Department travel warnings and alerts, and read the country-specific information on their website. Take a look at www.travel.state.gov to review the latest safety and security information for the countries you plan to visit. Also, remember to submit an Individual Force Protection Plan prior to taking leave.

It’s required to have a record of your travel and you’ll get information on requirements and suggested force protection measures.

One important reminder for everyone in our community, if you see anything out of the ordinary, illegal or unsafe, call Emergency Dispatch at 911 on base, or 081-568-4911 off base. Help us ensure the safety and security of our people and facilities.

We have a huge cleanup project taking place tomorrow and I encourage everyone to participate. The Support Site perimeter will be cleaned by a joint effort from our community and our Italian hosts. The Second Class Petty Officers Association has done a great job coordinating this and we’re looking forward to participation from the Mayor of Gricignano, FareAmbiente, Senesi, Mirabella and all the other volunteers making their way here tomorrow. Come out, help make our base look its best and take part afterwards in a great barbecue with everyone in the Housing office’s parking lot right off base.

Besides the fence line, I ask that community members also continue to be good stewards to the interior of our base. I’ve noticed more trash recently at our parks and playgrounds. Do your part by picking up after yourself and remind others - politely! Our children could use a reminder as well and most don’t want to be playing on trashy playgrounds.

We had nearly 400 participants in last week’s Color it Up run, so another successful event from our professionals at MWR. They’re hosting a flea market and the Youth Fall Sports opening ceremonies at Carney Park tomorrow and finishing the day off with a free concert by Anberlin at the Support Site Central Park at 7:30 p.m. The Navy Entertainment and Armed Forces Entertainment tours have been flowing through here this month and I ask that everyone takes advantage of this great opportunity.

The weather should be good and I hope to see a great turnout from our community. Be safe and I’ll see you at any of the many events going on this weekend.

An increased force protection policy is in effect that curtails the wear of uniforms by service members off military installations. Effective immediately, service members shall not wear uniforms while using public transportation or get out of their personal vehicle while traveling inuniform. Military PT uniforms are also not authorized for use off base.

Fiscal Year 2014 gas coupons will no longer be accepted at ENI/AGIP gas stations after Sept. 30. The new NATO Forces petroleum product (POL) coupons, valid from Oct. 1, 2014 through Sept. 30, 2015, will be on sale at Navy Exchange outlets beginning Sept. 26. The quantity purchased will count against the October ration allowance and cannot be used until Oct. 1. The new liquefied petroleum gas (LPG) coupons will be available at Navy Exchanges beginning Oct. 1. As a result of the new contract, tax-free POL coupons will no longer be accepted at all ENI/AGIP. A list of authorized gas stations will be provided to the retail sales outlet. Expired POL and LPG coupons may be returned to the Capodichino or Support Site Navy Exchanges for refund within 90 days of the expiration date.

Submit Questions for Upcoming All-Hands Call with CNO and MCPON In celebration of the Navy's 239th birthday, the Chief of Naval Operations (CNO) and Master Chief Petty Officer of the Navy (MCPON) will hold a worldwide all-hands call on Tuesday, Oct. 7 at 7 p.m. local. The event will be televised on the Pentagon Channel and viewable online without the chat function at www.navy.mil, or with the chat function at www.livestream.com/usnavy. Base Pool Fall/ Winter Hours of Operation and Swim Lessons The Capodichino base pool will resume its fall/winter hours on Monday, Sept. 29. Open hours are scheduled from 5 a.m. to 8 p.m. Monday through Friday, 8 a.m. to 4 p.m. on Saturdays, and 8 a.m. to 1 p.m. on U.S. holidays.

The Support Site base pool will its remaining times for recreational swimming this Saturday and Sunday from 11 a.m. to 6 p.m. Group and private swim lessons are available at the Capodichino base pool on Saturdays. Registration begins Oct. 1 at the pool office on weekdays from 8 a.m. to 4 p.m.

Represent your Alma Mater at the Naples High School College Night Students at Naples High School are seeking information about colleges and universities in the U.S. and overseas.

If you’re a college graduate, College Night provides an opportunity for you to interact with prospective students and share information about college admissions, scholarships, internships, campus life, study abroad, etc. The Annual College Night is scheduled to take place on Thursday, Oct. 9 from 5 to 7 p.m. at the high school. Trenitalia rail service acquired a total of 50 trains for 1.5 billion euros which will gradually enter into service between 2015 and 2017.

The Italian finance police seized 17 million counterfeit euros near Caserta, in Marcianise. The 50 euro banknotes were perfectly reproduces and ready to be placed into the Italian market. They were found in a van concealed with ordinary stationery. The person arrested, who had no previous police records, has been charged with counterfeiting, spending and circulating counterfeit money.

More Than 25 Hot Air Balloons to Rise The 28th Hot air balloon festival takes place Thursday, Oct. 2nd until Sunday, Oct. 5th in Monteforte Fragneto, the Benevento province 65 km. from Naples. This is the most important event of its kind held in Southern Italy. The festival is promoted by the administration and "Pro- Loco". The town’s soccer field will host more than 25 balloons which will start from 7 a.m. to 5 p.m. Italian and foreign crew will participate in the cultural festival with an exhibition of local hand crafts, common local products, art displays, folklore and music.

ISIL IN SYRIA Also, in Iraq yesterday, U.S. military forces continued to attack ISIL terrorists, using attack aircraft to conduct four airstrikes.

these strikes as part of the president's comprehensive strategy to degrade and ultimately defeat ISIL. Going forward, the U.S. military will continue to conduct targeted airstrikes against ISIL in Syria and Iraq as local forces go on the offensive against this terrorist group.

Separately, the United States has also taken action to disrupt the imminent attack plotting against the United States and Western interests

conducted by a network of seasoned al-Qa'ida veterans - sometimes referred to as the Khorasan Group who have established a safe haven in Syria to develop external attacks, construct and test improvised explosive devices and recruit Westerners to conduct operations. These strikes were undertaken only by U.S. assets.

In total, U.S. Central Command conducted eight strikes against Khorasan Group targets west of Aleppo to include training camps, an explosives and munitions production facility, a communication building and command and control facilities.

The C4I First Class Petty Officer Association organized the official table presentation for National POW/MIA Recognition Day and arranged for the table to be displayed in Capodichino's Bella Napoli.

"No other country has devoted as much energy and so many resources to account for its fallen," said Carpenter. "We do the business because we believe that life is precious, and because those who put their lives on the line for this country need to know that we spare no effort to bring them home."

LT. HENRY BIRD A native of Willard, Miss., Lt. Henry Bird is currently serving as the Department Head of Human Resources at U.S. Naval Hospital Naples.

He graduated with an undergraduate degree in business from Utah State University and subsequently earned a master’s degree of Business Administration from Missouri State University. After working in the civil sector as a practice manager for St. John’s Clinic, he joined the Navy and has been stationed at Bremerton, Wash. and the Bureau of Medicine and Surgery in Washington D.C. For his current role in Human Resources, Bird coordinates much of the administrative work for the hospital. The main function of his job is personnel and manpower management, ensuring the hospital has the right job, at the right time. “It is a challenging but rewarding job, I’m grateful for the opportunity to work with such a diverse work force,” Bird said.

Lively music, the scent of bratwurst and goulash, and the taste of cold Bavarian beer, Oktoberfest is a festival for the senses. The JFC motor pool became a beer hall complete with stage, tables and checkered blue and white Bavarian banners, food and beer tents. A fun fair for all ages, a rock wall and games were set up outside for children.

Authentic German food was brought in, as was Oktoberfest beer from a small Bavarian brewery that has been in business since 1308. Special beers are brewed for Oktoberfest, which at JFC were slow poured from a tap for the best taste. Beer plays an important role in the festivities, as Oktoberfest doesn’t begin until the first keg is tapped.

Though beer had been flowing throughout the day

and numerous taps, Lt. Gen. Leonardo di Marco, JFC Naples chief of staff, had the honor of tapping the ceremonial keg to “officially” start Oktoberfest late in the afternoon.

Complimenting the authentic flavor were popular music acts from Germany and Austria, Wolayersee Echo and Melissa Naschenweng, whose music permeated the night throughout the festival grounds.

"With all the Bavarian decoration, the music, the food, it's a special atmosphere and it's unique," said Kasimir.

Patrons were another important element. Members of the local U.S. military community were able to meet other service members from around Europe and interact over food and drink.

"I enjoyed meeting a lot of people from different countries," said Logistics Specialist 1st Class Gener Paraon, assigned to Naval Supply Fleet Logistics Center Naples, who brought his family to take part in their first Oktoberfest.

"I enjoyed tasting the different beer and the different foods,” said Paraon. “Definitely, we'll come again next year."

Energy Conservation Smart Sensors From the NSA Naples Energy Management Team

Lighting accounts for the largest consumption of electricity in the US. Approximately 38 billion dollars a year is spent on energy used to produce lighting. Many facilities have incorporated motion sensors into their lighting systems in order to reduce consumption. Motion sensors are used to detect motion in an area. If the sensor does not detect movement for a prolong amount of time the lighting circuit is de-energized. As beneficial as this invention has been the issue is it only detects motion with about 75% of accuracy.

A Smart sensor, also known as an Image Processing Occupancy Sensor (IPOS) has recently been developed by the researchers at the Energy Department’s National Renewable Energy Laboratory. These sensors incorporate the technology commonly used in smart phones for motion detection. They have a tiny camera with a microprocessor that can detect human presence and even the number of humans in the room. With this new technology these sensors can detect motion with 90% accuracy. This can lead to a greater reduction in energy waste caused by lighting systems.

Google Maps Records Virtual Tour of USS Constitution

USS Constitution worked with Google Maps Sept. 22 to record a virtual ship tour of 'Old Ironsides.’

Google Maps photographed the ship to create a virtual 360-degree experience of Constitution in preparation for the ship's scheduled dry-dock period in March 2015.

"People around the country and across the world will have the opportunity to experience Constitution online," said Cmdr. Sean Kearns, Constitution's 73rd commanding officer, "This capability will be especially important while most areas of the ship are inaccessible during her restoration."

The 216-year-old warship will be added to the list of historical landmarks that Google Maps has available for online tours. Among the list are the Taj Mahal, The Louvre Mu-

seum, underwater reefs, and regular street views from around the world. To date, Google Maps has been able to cover 57 different countries.

The Constitution, however, is considered a "street view special collect," said Curt Fennell, a Google Maps systems administrator, and U.S. Marine Corps veteran.

"We like to have as much information as possible; it's our mission,” said Fennell. “The USS Constitution is a national treasure. Since she will be unavailable for a few years, we want to make her available for viewers from all over.”

'Old Ironsides' will be moving to dry-dock in 2015, and the restoration is scheduled to last three years.

Drop, Cover, and Hold On Quake-EX 2015 is Coming

The Naval Support Activity Naples Emergency Management team will be hosting Quake-EX 2015, Oct. 16, to give area commands and personnel a chance to practice their mustering and accountability.

Natural disasters can occur at any time and knowing your command’s emergency plan is a key aspect to appropriately act after one strikes.

The sudden and violent shaking experienced during an earthquake is caused by the shifting and breaking of subterranean rocks. Earthquakes can happen almost anywhere and anytime without warning, so you and your family should be prepared.

• Minimize home hazards by bolting shelves, bookcases, china cabinets, and other tall furniture and strapping the water heater to studs in the walls.

• Identify a safe place in every room of your home where nothing can fall on you, such as under a table, against a wall, or in a doorway.

• Practice earthquake drills as a family so everyone knows what to do, especially “Drop, Cover, and Hold On!” – Ensure you have a fully-stocked disaster kit What Do I Do If There Is an Earthquake?

If you are indoors: • Do not run outside. There may be falling debris.

• If possible, DROP to the ground, take COVER under a table or sturdy piece of furniture, and HOLD ON until the shaking stops.

• The electricity may go out, so don’t use elevators.

Navy Gold Star Program Prepares to Launch

By Navy Installations Command Public Affairs A new initiative to assist Gold Star Families - those whose military members have died in service - will be launched Oct. 1 by Commander, Navy Installations Command (CNIC).

The Navy Gold Star (NGS) program will provide Gold Star Families a level of long-term assistance and support not previously available through the Navy. It is enhanced with the active participation of new NGS region and installation coordinators, which are the lead agents for actions within the long-term casualty supporting process.

"I am excited about this new Navy program. I believe in it," said Vice Adm. William French, commander, Navy Installations Command during his opening comments for the NGS coordinators' initial training held at the CNIC headquarters in Washington, DC. "Gold Star Families need and their sacrifices need to be recognized. I envy you all because you come to an organization that makes a big difference to families."

According to the NGS Program Manager for CNIC Mike Bruner, NGS coordinators play an important role providing support for family members through a very difficult time, helping them build resilience and establish a new normal. Guided by the coordinators, Gold Star Families will be able to connect with support groups and grief counselors. Additionally, new services may also include chaplain care, school liaison assistance, and family employment.

The training for the coordinators is a two-day program filled with informa-

tional tools including the description of the duties and responsibilities of the Casualty Assistance Calls Officers, an overview of all CNIC fleet and family support programs, discussions on the standardized procedures for survivor assistance, and training on the Defense Casualty Information Process System (DCIPS), among others.

"Another great benefit is the inclusion of financial counselors that can provide education on budgeting and investing," added Bruner. "These financial counselors are committed to assisting survivors to create a solid foundation for financial success."

At the training French also spoke to each one of the coordinators stressing the importance of collaboration and team work.

"You are building this program; take all the great ideas from our counterparts, the best ones and leverage each other, push the headquarters ... we want all of you to have the tools in place to be successful," he said.

French spoke about the standardization of procedures across the enterprise and emphasized that this new program provides the opportunity to work on regulating the delivery of services across the regions. In order to accomplish this, he highlighted the importance of the coordinators and urged them to begin working on achieving consistency, identifying the inconsistencies they come across, selecting the ones that really matter, and then feeding back to CNIC so that leadership may be involved in helping solve those inconsistencies.

Pompei closed its fourth annual public film festival, in memory of Massimo Troisi, with a gala, concert and awards ceremony, Sep. 20.

The star studded event, held at Teatro Di Costanzo Mattiello, marked the ending of a week of selected films from an international pool of applicants.

The evening began with the arrival of guests, including the Naples U.S. Consul General Colombia Barrosse, in the court yard of the palazzo outside the theater.

Guests mingled under the setting sun surrounded by palm trees and high end sports cars. The snack bar provided cold water, Café del Nonno, and other chilled refreshments to counter the humid heat at the end of the day.

Inside the theater the band performed a sound check as guests from the general public purchased tickets at the counter for 15 euro.

Around 9 p.m. after guests took their seats, the schedule of events began with a memorial to Massimo Troisi, featuring small clips from his works. The memorial was interspersed with presentations of the festival’s awards by Festival President and Organizer Raffaele De Luca.

On Monday, Sep. 15, the Pompeii Film Festival’s Honorary Patron, Larry Wood, provided some insight on the dedication of the festival.

“Massimo Troisi died twenty years ago this year and has not been honored with anything to remember his contributions to film and comedy. Rafelle De luca decided it would be an honorable thing to recognize him through comedy,” said Wood. “He passed away during the filming of Il Postino and his stand-in will be there as well to reflect on his memories of Troisi. Robin Williams who recently passed away will also be recognized for his contributions to film, to television, and his contributions to comedy.”

Awards this year were given to films and other mediums in categories ranging from books on cinema to the festival’s top honor for best film. This year The Humbling starring Al Pacino was selected as best film of the festival.

The Pompei Film Festival award is designed after a statue found in front of The House of the Faun in Pompei, an aristocratic house built during the Roman Republic in the 2nd century BC. Next year the festival organizers plan on hosting a larger event in the same location with hopes of further promoting the city of Pompei and its cultural heritage.

Navy Band Plays 'Jazz under the Stars'

The U.S. Naval Forces Europe Band’s Allied Forces “Jazz Diplomats” played a free public concert at the village forum on Naval Support Activity (NSA) Naples, Support Site, Sept. 14.

The event, part of Jazz Under the Stars, an annual concert held by the USO, kicked off at 6:30 p.m. with a half hour of a small combo band playing various songs including, “The Saints Go Marching In,” sung

by Musician 3rd Class Ben Strickland. At 7 p.m. the Jazz Diplomats began their show.

“Most of the time we play in various cities and towns around Italy,” said Musician 1st Class Jennifer Wilson. “It really is great to be able to play in our own backyard since we do it so rarely. Being able to perform for the people who support us all the time is a really great thing.”

As the band began to play and the sun went further down in the sky, more and more people came out to hear them and to partake in the food stands.

“At first I came out to see what the USO had actually set up,” Said Gunner’s Mate 2nd Class Adrian Lassiter. “That was before the band really got going though. My wife and I had gone to eat and we heard the band playing. It sounded great so I wanted to go and take my son out to hear them.”

Cmdr. Don Biadog, a chaplain at NSA Naples, was also in attendance with his camera taking photos of the band.

“I heard the band was playing from the USO director, and as a big time supporter of the USO and the band, I wanted to come see the show,” said Biadog. “As the chaplain, many people came and asked me to pray for good weather and we got it, there was a chance of rain. I thank the guy upstairs.”

After the last song, the audience took to their feet and clapped for the whole band, with Master Chief Musician Thomas Lawrence asking Henderson to return to the playing area for the applause.

“It’s fun, refreshing and entertaining to hear this band play,” said Biadog. “This is great for the morale of the base, and I’m really glad the weather was so perfect for it.”

The word "Ombudsman" originated in Scandinavian countries and referred to safeguarding the rights of citizens. Now the word Ombudsman refers to a person who safeguards the rights of Navy families who rely on communication from commands to stay informed and flexible.

It's not a job for just anyone. Lisa O'Neil and Chad Ludwick know that.

"Navy Family Ombudsmen are a group of extremely dedicated volunteers who continually train to assist Navy families to successfully navigate the challenges of the Navy lifestyle," said Lisa, whose husband Mike O'Neil is a chief. "The Ombudsman Program improves family readiness, which in turn improves mission readiness."

And that sounds great. However, hours are not preset, your job description is always changing depending on the needs of the command, the Sailors and their families, and most times it's thankless. And that's why September is designated as Ombudsman Appreciation Month, to officially thank Ombudsman for the service they provide to the Navy.

"I love being an Ombudsman!" said Lisa. "The Ombudsman Program offers quality training while serving amazing Navy families and working alongside some of the most talented Navy and civilian professionals."

And for Lisa, she doesn't need to be thanked.

"The biggest reward comes from helping Navy families and empowering them to advocate for themselves, and thrive in situations they may or may not have thought they could have made it through without the support of their Ombudsman," said Lisa.

"Lisa has made an immeasurable difference in my career," said Mike.

"She is the one and only person besides the Chief's Mess that I can turn to at any time and ask for help and use as a sounding board. The life of a military spouse is the toughest job in the military and had it not been for Lisa sticking by my side for the past 20 years of our marriage, then my career would have surely suffered."

And Mike isn't the only person who feels that way. Just ask former Chief

Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country.

All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application.

"I didn't really want to be an Ombudsman," said Chad. "It took a lot of begging and pleading from my wife's commanding officer. He knew I was good at talking to people about the military and dealing with spouses, so he kept trying to get me to take the position. Eventually they had no one to take the role, so I stepped up until someone else could be identified."

"Chad has supported me from day one," said Paula. When I made chief he was right there for me - cooking meals and helping with the bake sales. He saw a need and he filled it. It's what he's done for me, what he's done for our family, and what he did for the Navy when called upon."

"I was intimidated from day one," said Chad. "I was one of six males in the entire Region Southwest in a role that is almost fully women. But I persevered. As the Ombudsman I was the go-between for families and the command. My wife's command was a high deployment command and at a moment's notice members would be called to deploy. Sometimes they'd get the call and have to leave in the middle of

the night and the family didn't know what to do the next morning. But that's where I would come in. With the help of the command we found a solution to every problem. The role of the Ombudsman is to help. A lot of spouses don't know what goes on with military life, even if they have been married into it for 20 years. We help with the pieces that don't make sense."

Sometimes those pieces are as simple as checking into a new command.

"I support active duty couples and families prior to their arrival to the area," said Lisa. "I took the lead on making our command Family Website a reality with the support of our officer in charge , senior enlisted adviser, an active duty team member and our Warrior & Family Support Senior Analyst. That Website is the best way for our active duty service members and their families to stay updated on the most current command and community information, news and resources.�
