We are in the middle of the PCS season and we have many people coming and going. My family and I are going through that process right now along with many others. I’d like to thank all our sponsors who are helping to ease the transition for inbound families and single service members. It takes dedication and commitment to be a good sponsor and it is important work! If you are sponsoring a new member of our community or meet a recently arrived family, remember those things that your sponsor helped you with or your lessons learned and share that information. Serving in Naples can be a wonderful experience, however, every overseas duty station has it unique challenges – make sure those who you sponsor get started off on the right foot and receive the benefit of your local knowledge. One of the difficult situations that pet owners have found themselves in during a busy PCS season is how to transport their pet to the next duty station. This is the most hectic moving period of the year with 40 percent of all military moves occurring over the summer. Pet space on military flights is limited, so some pet owners may incur additional fees if commercial airline travel is the only option for transporting their animals. Make sure to plan and make pet arrangements as early as possible. Airlines have temperature and breed restrictions that prohibit the transport of pets over the summer months – plan accordingly and have a backup plan. Over the past few years, we have also had issues with owners abandoning their pets on base. Please be responsible pet owner. Abandoned animals may be scanned for the required chips and personnel can be held accountable for the cost of transporting abandoned pets. For those in the community sticking around this summer, I’d like to remind those heading out for several days or longer to make sure you’re communicating your plans with a trusted neighbor. Set alarms and make sure everything is locked up. Make your place look lived in and try to have a friend check on your home periodically to turn lights on or off. These little things can ensure you come back to your home exactly as you left it. Our children seem to be enjoying their time away from school. The Summer Camp and Youth Programs have a lot of activities in full swing. On Wednesday, I attended a ribbon cutting for the renovated playgrounds. This was the first major renovations for the playgrounds since the Support Site was built and is a great quality of life upgrade for our families. All but two of the playgrounds received new equipment or upgrades and a new skate park is up and running. It was great to see all the kids come out to playground 20 in the center of the base and try out the large slide and new equipment. It’s located near building 2111 if you haven’t seen it or ‘tested it out’ yet. More jobs have become available recently for U.S. personnel. Human Resources has job openings with Housing, the NEX, the Fire Department. Even our chaplain team has an upcoming opening with religious education. So if you’re interested in working during your time in Naples, take a look at the Jobs section of the Panorama and contact the Human Resources Office to see what’s available. We have openings announced weekly. Region’s ‘Energy Biggest Loser’ contest is kicking-off on Tuesday. Installations in the Region will be competing to see who can reduce energy consumption the most during the month of July. The winning installation will receive $50,000. Take a look around your homes and offices to see what you can do to help ensure Naples comes away with the win. Simply turning off computer monitors and office lights can have a significant impact. We’ll provide weekly updates in the Panorama and on Facebook.com/NSANaples so all may track how we’re doing during the competition. Tonight we have Country/Americana singer Ayla Brown performing at the Support Site Central Park. Armed Forces Entertainment and Navy Entertainment have a lot of events heading our way so stay connected through Facebook.com/ MWRNaples or check with the ITT offices on base periodically to see what new shows are headed our way. Festa Americana is next weekend and we’ll have David Cook, American Idol winner from season 7, and a full day of events for everyone. I encourage everyone to take advantage of all these entertainment opportunities.

Independence Day will be celebrated at Carney Park July 5 from 1 to 11 p.m. with live entertainment, food and craft vendors, carnival rides, softball tournament, fireworks and more. The event is open and free to U.S. ID card holders, Local National employees and JFC Carney Park Privilege card holders (who can all sponsor up to 6 guests per ID card). JFC NATO ID card holders must pay a $5 entry fee and cannot sponsor guests. U.S. contractors must also pay a $5 entry fee and can sponsor up to 6 guests. Guest access passes are available for purchase online at www.mwritt.org and can be picked up at both ITT Offices, the Liberty Center, the Navy Outdoor Recreation Center and the Auto Wood Skills Center. Guest access passes will cost $5 and be available through July 3. Bus transportation is available from Support Site to Carney Park and return for U.S. ID card holders. Long-Term Parking Passes Required for All Vehicles Parked Over 96 Hours Community members wishing to park their vehicle on Capodichino or Support Site for longer than 96 hours need to contact Pass and ID office to receive a pass per NSA Naples Instruction 5560.8. The pass is required to be displayed in the vehicle’s dashboard during the entire duration. The long-term parking for Capodichino is on the top floor of the west parking garage near the front gate. Long-term parking for Support Site is located between the Lemon Lot and Security parking. NSA Naples Collecting Indoor Radon Level Detectors NSA Naples is currently collecting indoor radon gas detectors as part of an ongoing Navywide program, with Naples as the first Navy installation in Europe to conduct a comprehensive study on its current facilities. Radon detectors, called alpha-track detectors, are being collected in Navy facilities at Capodichino, Support Site, Gaeta, Carney Park, and Navy-managed buildings at JFC (Lago Patria). The detectors have been placed in all basements and ground level indoor spaces inhabited at least four hours daily over the last year. Navy facilities in Naples were last tested in 1991-1992; however, the base infrastructure has since changed necessitating completion of a new test. Lead Drinking Water Testing NSA Naples is planning on conducting new testing for lead in drinking water at our schools, Child Development Centers, and youth and teen centers. In the U.S., EPA recommends, and the Navy requires, testing for lead in drinking water in schools and day care centers. NSA Naples will be taking a number of steps that include: testing drinking water for lead; disseminating test results to parents, students, staff and other interested stakeholders; and taking appropriate and necessary actions to correct any problems identified during testing. Once completed, the test results from these locations will be available in their offices during working hours, on the command webpage at www.cnic.navy.mil/Naples, and on the command Facebook page. MWR Capo FitZone Unmanned Fitness Registration In preparation of the Unmanned Fitness facility, registration forms are now available to pick up both at Capo FitZone and Support Site Fitness Forum for all authorized U.S. active-duty single service members. June 27: Ayla Brown Concert at Support Site Central Park Country/Americana musician Ayla Brown is performing a free concert for the military community on Friday, June 27 at the Support Site Central Park. June 28: Navy Outdoor Recreation (NOR) Sea Kayaking Day Trip Navigate the open seas of the Mediterranean and paddle a comfortable recreation kayak along the beautiful Naples, Sorrento and Amalfi Coasts. During the month of July, Region is hosting an Energy Biggest Loser contest. Navy Installations region-wide will compete for $50,000 to be donated in support of base beautification projects. Florence Opens New Modern Art Museum Florence opened its 20th Century Museum, the newest modern art museum. The museum is housed in an 800 square meter space in a former convent and hospital at Piazza Santa Maria Novella. The collection includes 300 paintings by famous Italian artists such as Giorgio de Chirico, Giorgio Morandi, Lucio Fontana and Carlo Carra’. The 20th century museum, along with a national photography museum and restoration to Florence’s basilica, represents the end of a long commitment with a Florence bank for the redevelopment of the piazza area, a project that cost over six million euros. This weekend the museum will offer free guided visits, family workshops and musical entertainment.

Vintage Sailing Boats Coming to Naples The Gulf of Naples will host “Le Vele d’Epoca”, the 11th exhibition of the vintage and classic sailing boats from July 2-6. The event will be included in the Panerai Classic Yachts Challenge, an international regatta circuit reserved to vintage and classic sailboats. The entire regatta will take place in the gulf, along the Lungomare of Naples. The program starts Wednesday, July 2 with the arrivals of participants from Italy, Ireland, Great Britain, Spain, France and the United States. The race starts July 3 at 11 a.m. The Italian navy will be present with some historical boats such as Caroly, Corsaro II, Stella Polare and with the Military Navy School boat Palinuro with students from the Military Navy School “Francesco Morisini,” in Venice. The event is free to attend.

Naples Mediterranean Pride Parade Tomorrow, June 28, Naples Mediterranean Pride starts at 3 p.m. with a parade including city officials and some Neapolitan celebrities. The parade starts from Piazza Dante and runs through the city center. Participants from around the world submitted photos via social networks, which will be broadcast on various platforms. Naples Mayor Mandates City Council to Record Gay Marriages The mayor of Naples made obligatory for his administration to record gay marriages of same-sex couples who married abroad. The first gay marriage will be registered at the city council on Monday. Two other couples are preparing to register their marriage in the near future. The mayor, Luigi de Magistris, said this event had not only a symbolic value, but also a legal one because it affirms the “the principle of equality in diversity, because diversity is an asset.” However, his decision was strongly criticized by Crescenzio Sepe, the archbishop of Naples who said that he doesn’t have anything against gay people, but he thinks that Naples has more urgent measures to implement. For the first time in Italy, despite same-sex civil unions not yet being allowed in the country, a court recognized a gay marriage and ordered the city council of Grosseto, in Tuscany to register the marriage of a gay couple who married in New York in 2012.

Bacoli to Hold Culinary Fair Bacoli will hold the first edition of culinary Phegrean tradition “Fiera del Sapore Flegreo di Bacoli” from June 27-29 from 7 p.m. to midnight in Piazza Alcide de Gasperi. This gastronomic event will involve restaurants, wineries and local activities with entertainment accompanied by musical and artistic events. The fair will allow visitors to enjoy the local traditional cuisine and admire the beautiful views of the area. During the fair, local craftsmen will sell their products from all over Southern Italy. Street artists, jugglers, stilt walkers, fire eaters, musicians and Neapolitan singers will gladden the event. Two choice of menus, terra or mare, will be offered in the three-day event.

Firearms are a common piece of military equipment used across all nations. They come in all calibers and are used for training exercises and operational assignments. Aboard the 6th Fleet command and control ship USS Mount Whitney (LCC 20), the responsibility of maintaining these vital weapons reside with the Weapons division, which includes Gunner’s Mate 3rd Class Regan N. Carter. Carter, a native of Magnolia, Texas, left for boot camp in Great Lakes, Ill. as a seaman recruit, May 28, 2013. Following boot camp she went to “A” school where she graduated top of her class and was early promoted to seaman apprentice. Upon arrival to her first command, Mount Whitney, she again earned early promotion through the accelerated advancement program. “I didn’t want to be the person who would have to depend on my parents; I want to better myself, make something of myself,” said Carter. “I always told myself I would never join the Navy. However, after speaking to the recruiters from other branches, I decided the Navy was the best choice for me.” Carter performs maintenance on small-arms weapons and 50-caliber machine guns most days. Maintenance includes cleaning and conducting parts inspections to ensure nothing is corroded or broken. Carter also takes magazine temperatures to ensure the ammo is being stored at the correct temperature. Apart from daily maintenance, Carter is also one of several Sailors trained to man and fire the mounted weapons if needed.

“I’m from Texas; guns are a common thing there, so I don’t mind being around and working on them,” said Carter. “I’m the type of girl who doesn’t mind getting her hands dirty.” During Baltic Operations (BALTOPS) 2014, an annual multinational exercise in the Baltic Sea, the Secretary of the Navy (SECNAV) Ray Mabus visited the ship. In preparation for Mabus’ visit, Carter made sure these rugged tools of security were pristine and spotless, which included sanding and painting weapons and their mounts. “Even though the SECNAV’s visit involved lots of work and trying to make everything perfect; it was worth having him on the ship,” said Carter. “I even got to shake his hand and take a photo with him. It ended up being a great time; I mean not everyone gets to meet the SECNAV.” Carter is eligible to take the E-5 exam in September and says if she is able to make 2nd class, she plans on staying in the Navy a bit longer to capitalize on her success. If she continues a career in the military, Carter would like to go to Vertical Launching Systems (VLS) school, a secondary school for the gunner’s mate rate, or become an instructor in order to share her experiences. “The Navy has opened my eyes to a life I thought I would never have,” said Carter. “Things may be rough at times, but when it is I tell myself ‘don’t cry over spilled perfume, it isn’t worth it.’” “The Navy has given me the tools to succeed, such as education and friendships that could never be replaced,” said Carter. “I am extremely grateful for my family and my Navy family for all the support they have given me since the day I decided to join the military.”

The Navy Standard Integrated Personnel System (NSIPS) is the Navy's single, fieldentry, electronic pay and personnel system for all active and Reserve Sailors, but when NSIPS can't provide the tools or answers needed, visit the command pass coordinator (CPC). "CPCs are the link that allows us to work more efficiently by letting the Personnel Support Detachments (PSD) be the back office service provider. Members can simply speak with their CPCs and let them be their representative to the PSD," said Ann Stewart, director, Pay and Personnel Management. "More and more customer service support will be offered through NSIPS, such as e-leave. Our goal is to be responsive to Sailors' needs, whether through self-service or the effective use of the partnership between the CPC and

PSD." MILPERSMAN article 1000-021 governs the Command Personnel/Pay Administrative Support System (PASS) Coordinator (CPC) program and includes information on minimum requirements for the appointment to CPC. To become a CPC you must be selected by the commanding officer and should be a Personnel Specialist 3rd Class, Yeoman 3rd Class, Navy Counselor 2nd Class or higher; an E-5 or higher with a minimum of four years of service, or a GS-5 or higher civilian employee. In addition the candidate must complete CPC training as well as familiarization with the PSD/CSD before assignment as a CPC to ensure duties and responsibilities, methods of communication available, and overall CPC expectations are clearly defined and explained. NEXCOM Gives $51.9 Million to MWR By Kristine M. Sturkie, Navy Exchange Service Command Public Affairs The Navy Exchange Service Command (NEXCOM) announced June 18 that its fiscal year 2013 audited financial report showed a $51.9 million contribution to Navy Morale, Welfare and Recreation (MWR). "In addition to providing our customers with quality goods and services at a savings, NEXCOM's mission is also to support Navy quality of life programs by contributing 70 percent of our profits each year," said retired Rear Adm. Robert J. Bianchi, chief executive officer at NEXCOM. "This year we gave Navy MWR $51.9 million from our 2013 sales. So, in addition to saving our customers money when they shop at the NEX, the money they spend also ultimately supports their own quality of life." Navy MWR uses the dividends from the NEX in a variety of ways. Installations receive part of the funds

for specific installation level MWR efforts. The remaining funds are used for MWR capital projects to improve facilities. "Navy MWR provides world-class programs for Sailors as well as all other service members and their family members, whether stationed ashore or deployed," said Edward J. Cannon, director, Commander, Navy Installations Command, Fleet and Family Readiness. “We are able to construct and repair many of our golf, bowling, youth, and food & beverage facilities because of the significant contribution provided by the annual NEX dividend. These Sailor-generated dollars allow us to build and operate outstanding recreation facilities throughout the Navy and thereby enhance the common thread of 'Service to the Fleet' from MWR in partnership with NEX.” NEXCOM operates on the retail fiscal year calendar, which in 2013 was February 2, 2013 - February 1, 2014.

There's always the temptation of letting technology filled the void, but technology isn't the best babysitter. Kids' online usage increases over the summer and so does the concern of cyberthreats. Parents play an integral role in their children's digital lives. It's never too early or too late to establish media guidelines for your family. Use the below tips to start a conversation with your kids about how to safely surf the internet. • More children between the ages of two and five know how to operate a smartphone application than know how to tie their shoes. To teach smart media habits, use media devices together and talk about what

Energy Conservation Energy Biggest Loser Competition From the NSA Naples Energy Management Team

Region Europe, Africa, Southwest Asia is sponsoring an Energy Biggest Loser competition for installations in the month of July and we’re all competing for a prize of $50,000. Forces participating in Baltic Operations (BALTOPS) 2014, including the U.S. 6th Fleet command and control ship, USS Mount Whitney (LCC20), arrived in Kiel, Germany, June 20 after the successful completion of BALTOPS 2014. "Coming together for BALTOPS was like climbing a mountain, we have come to the top and planted the BALTOPS flag," said Brig. Gen. Ola Truedsson, BALTOPS deputy commander, speaking to the task force staff just prior to pulling into port. BALTOPS is an annual, multinational exercise to enhance maritime capabilities, interoperability and support regional stability. This year's BALTOPS, the 42nd since 1971's inaugural exercise, saw the participation of naval forces from 14 countries including Belgium, Denmark, Estonia, Finland, Georgia, Germany, Latvia, Lithuania, The Netherlands, Norway, Poland, Sweden, the United Kingdom, the United States and NATO. "What I can remember of previous exercises is that it was never as big and as impressive as it is now," said Royal Netherlands

Lt. Cmdr. William Navy Vandergeest, current operations planner for BALTOPS 2014. Vandergeest would know, as this is marked the fourth time he has participated in the exercise. "Working in an exercise with so many ships from different nations - I wrote to my wife the other day and told her, 'you know this is probably my professional highlight'," said Vandergeest. Planning the largest naval exercise in the Baltic region began in September of last year, leading up to the official kick off in Karlskrona, Sweden; where, following a face-to-face pre mission brief, participating navies set sail for nearly two weeks of interoperability training. Serialized exercise evolutions culminated with the final tactical exercise during which the group divided into opposing forces to test collaborative responses in key areas such as command and control, tactical maneuvering, and rules of engagement. "It was a busy two weeks. We conducted practice boardings of cooperative merchant shipping with teams from 4 nations. We exercised cooperative air defense against, and with, land based tactical aircraft from the air forces of 3 nations. We came together in

coordinated anti-submarine warfare with U.S. and partner ships, submarines, helicopters and maritime patrol aircraft. We conducted a mine detonation demonstration to drive home the importance of mine warfare. Finally, we executed two days of tactical integration in a fictional scenario," said Commander of BALTOPS 2014 Rear Adm. Rick Snyder. Vice Adm. Phil Davidson, 6th fleet commander, called BALTOPS 2014 a complete success and stressed the importance of the annual exercise. "This year's exercise was dynamic and challenging, including a full spectrum of operations - and it was designed to ensure that, as allies and partners, we are prepared to respond where it matters, when it matters. And it matters here in the Baltic," said Davidson. Although the at sea portion of the exercise concluded with the force's arrival in Kiel, exercise participants will convene for a Post-Sail conference upon arrival. This final event provides an opportunity for planners and participants to collect feedback that will ensure continued success of the largest, multinational naval exercise in the Baltic region.

5 things you need to Know: Career Viewpoint Survey and Studies Goes Live July 1 From Chief of Naval Personnel Public Affairs

The Career Viewpoint Survey and Studies (CVSS), a new career retention survey, will go live July 1. The survey will allow Sailors to provide feedback to Navy leadership to help understand why and how Sailors make career decisions and to evaluate the effectiveness of Navy policies. Here are five things Sailors need to know about the surveys: 1. Surveys are voluntary and completely confidential. 2. Surveys are web-based. Sailors are prompted within their Navy Standard Integrated Personnel System (NSIPS) Electronic Service Record (ESR) account and by email notification that includes a link to an awaiting survey within their ESR self-service account. NSIPS ESR self-service accounts can be created at https:// NSIPS.nmci.navy.mil. Note - it is recommended that commands verify that their

Sailors' NSIPS ESR accounts contain a current official email address during the checkin process. 3. Sailors will be asked to participate in milestone surveys at the following points in their active duty service: Enlisted: At 18 months prior to Soft End Active Duty Obligated Service (SEAOS) Officers: O1-O3: At 15 months prior to Minimum Service Requirement (MSR) or 15 months prior to Projected Rotation Date (PRD) if MSR has expired. O4-O10 and WO1-WO5: At 15 months prior to Projected Rotation Date (PRD). 4. Exit surveys are conducted six months before an Estimated Date of Loss to the Navy (EDLN) or if there is no EDLN, the exit survey will be available as a selfrequested survey within a member's ESR. 5. "Thank you to the crew of this hospital for staying focused on delivering safe, high-quality patient care," said Pommer Jr., whose next assignment is in Norfolk as chief of staff for Navy Medicine East. Merrill, who brings a wealth of experience from a variety of previous assignments, became the 21st commanding officer of U.S. Naval Hospital Naples during the ceremony. "We focus on the patients, we take care of patients; that’s our top priority and it is an honor and a privilege to do that,” said Merrill. Merrill, a native of Washington state, graduated from Pacific Lutheran University prior to joining the Navy in 1987. After receiving his commission, Merrill began his medical education at the Uniformed Services University of Health Sciences and completed a Family Practice internship at Naval Hospital Pensacola. He was awarded his Naval Flight Surgeon wings after completing a flight surgery tour while deployed with the Marine Medium Helicopter Squadron 266. In 1995, Merrill was chosen as the Navy’s top operational Flight Surgeon. Merrill’s first Family Practice tour was at Naval Hospital Roosevelt Roads, Puerto Rico, where he served in a variety of capacities before taking a position in Washington, D.C. as the Aide to the Surgeon General of the Navy. In 2001, he returned to Washington state, where he joined the academic staff of Naval Hospital Bremerton. He has also served on the USS John C. Stennis (CVN-74), with the U.S. Army as a mentor to the Afghan National Police, and as the executive officer of U.S. Naval Hospital Guantanamo Bay. Most recently, Merrill served as the commander of Task Force Medical South and commanding officer of the NATO Role 3 Multinational Medical Unit in Kandahar, Afghanistan. Merrill takes over a naval hospital with rich history and tradition. U.S. Naval Hospital Naples is located north of the city of Naples in Gricignano di Aversa. The hospital is contrasted by the ever-present gaze of an ancient, natural wonder: Mount Vesuvius. The hospital serves a diverse population of active duty, family members, NATO members, retirees and other beneficiaries based on international collaborations and the status of forces agreement. Public Works Department Naples Hosts Safety Forum By MC2 Eva-Marie Ramsaran, Naval Facilities Engineering Command – Europe, Africa, Southwest Asia Public Affairs

Personnel assigned to Public Works Department (PWD) Naples hosted a safety forum on board Naval Support Activity (NSA) Naples, June 5. All local Italian contractors with active Navy construction, repair or service contracts were invited to attend the forum to discuss their internal safety management practices and share lessons learned from their ongoing or completed projects; in an effort to collectively reinvigorate the contractor community’s focus on jobsite safety. “Safety and health come first on our job sites; we want to ensure everyone goes home at the end of the day in the same condition as when they arrived that morning,” said Cmdr. Scott King, PWD Naples public works officer. “NSA Naples has an outstanding safety record thanks to the tremendous efforts of our contractors. Building on that success is a top priority.” Hull Maintenance Technician 1st Class Justin Beckett, PWD Naples safety officer, led the forum and discussed topics such as the safety hierarchy, tools for safety enforcement, written contract documents and clauses, accident prevention plans and more. Some of the written contract documents and clauses state that each employee is responsible for complying with all safety requirements, wearing safety equipment, reporting unsafe conditions or activities, preventing avoidable accidents, and working in a safe manner. No person shall be required or instructed to work in surroundings or under conditions that are unsafe or dangerous to his or her health. Contractors shall create and maintain a safety and health bulletin board in clear view of workers. “Safety in the workplace ensures we maintain good work performance and good quality,” said Beckett. “The key takeaway of this forum is to be able to challenge their workforce on the job sites and make sure they go home safely.” During the group discussion portion, many of the contractors discussed the importance of communication to their workforce, regular training for required personal protective equipment, weekly safety meetings and filing mishaps. King stated that local Italian contractors working for Naval Facilities Engineering Command aboard NSA Naples have reached a milestone of 686 days without a mishap or incident. As a token of recognition for superior safety performance during recently completed contracts, King presented Safety through Awards and Recognition (STAR) Program Award to representatives of JV SKE/Vittadello, Cooperativa Muratori E Cementisti (C.M.C.), La Termica SRL, LOTOS SRL, and COSAP. Other forum attendees were MATI-SUD, CCC and NBOS. “Our Safety Program needs to be collaborative in order to be successful,” said King. “Lessons are being learned every day on our work-sites. The more we share across the contractor community, the greater chance we’ll have at maintaining a strong culture of safety and minimizing risk to our workforce.”

Sailors interested in change, but who want to stay Navy may be interested in the flexibility and continued benefits that come with Reserve affiliation. The Career Navigator offers a streamlined process for Sailors who are interested in pursuing Reserve Component (RC) opportunities. "There are a few different reserve opportunities available for Sailors," said Lt. Cmdr. Jenni Reid, Selected Reserve enlisted community manager (ECM). The Selected Reserve (SELRES) consists of drilling reservists and units. These designated Reservists are available for recall to active duty status and they serve as the Navy's primary source of immediate manpower. SELRES typically fulfill the traditional service commitment of one weekend a month and two weeks a year. These reservists receive many of the same benefits and may perform many of the same duties as their active duty counterparts. Full-Time Support (FTS) Reservists perform active-duty services relating to the training and management of the Navy Reserve program. They may be assigned to shore activities and commands or operational units. FTS personnel receive the same pay, allowances and benefits as active-duty members. Individual Ready Reserve (IRR) offers Sailors some reserve affiliation perks without the SELRES drill requirements. Sailors in the IRR have to maintain mobilization readiness and must keep the Navy informed of any address changes or conditions that may affect their readiness. "Your Career Counselor can assist you with an application to transition to the RC via Career Navigator. If you receive a SELRES quota, you must select a drill site from the Career Management System/Interactive Detailing," said Reid. "For Sailors interested in FTS opportunities, contact the active duty ECM responsible for the rating for which you have interest. Active-duty ECMs manage both Active Component and the corresponding FTS rate." Several U.S. Navy Reservists got underway onboard 6th Fleet’s flagship USS Mount Whitney (LCC20) to conduct Baltic Operations (BALTOPS) 2014, a multinational maritime exercise that took place June 6 -21. For three reservists in particular, Cmdr. William “Russ” Lewis, Electronics Technician 1st Class Steven Lamont and Lt. Don Collins, the experience of serving their annual training (AT) duty during BALTOPS 2014 proved a unique and rewarding experience. It was the second BALTOPS exercise that Lewis, an experienced submariner, had participated in. His first was in 2012 where he served in the Civil Military Affairs directorate for Strike Force NATO. “Every job is unique,” said Lewis, a Navy Reservist from Chattanooga, Tenn., who was the Submarine Syndicate Lead for BALTOPS 2014. “You need to be flexible and figure out where you can be of the most benefit to that operation.” Lewis served as the liaison to the German Submarine Operations Authority to manage the undersea warfare aspect of the exercise to help ensure 22 safe and effective training evolutions were conducted. “As a sub syndicate lead I’m kind of in a planning role; it’s all about water space management,” said Lewis. Training events span across the full range of capabilities beginning with familiarization serials before graduating to more complex maneuvers that involve undersea, surface and air assets practicing location techniques, sonar buoy drops and acquiring targeting solutions. Behind the scenes, ensuring successful training evolutions were supported by steady communications was Electronics Technician 1st Class Steven Lamont, who served as a High Frequency Transmitter expert for BALTOPS 2014. For Lamont, the exercise was a novel experience. “This is my first time serving aboard a ship,” said Lamont, a reservist from Greenville, S.C., whose Navy career spans 16 years. “Overall the experience of seeing other countries, seeing other ships, pulling up beside them has been great.” Lamont, like Lewis, achieved success by remaining flexible. “When I first arrived on board, I wasn’t really sure where I would be working or what I would be doing … it wasn’t long before I learned exactly where I was needed and started putting my skills to good use,” said Lamont, who works to repair high frequency (HF) transmitters to aid in ship-to-ship communications with the 30

naval vessels participating in BALTOPS. “We’re working on the HF transmitters that are being used by the different countries involved to stay connected to each other,” said Lamont. “I’ve been having a good time jumping in and seeing what I can fix while we’re here.” Lamont is not the only Reservist who was exposed to shipboard life for the first time. “The biggest thing for me was the opportunity to get on a ship,” said Lt. Don Collins of Knoxville, Tenn., who serves as Assistant Communications Officer for the exercise. “In my entire naval career, I have yet to be on a ship until now. I’ve wanted the chance to serve on Mount Whitney specifically, so I jumped at the opportunity to finally do that.” The force for BALTOPS 2014 consisted of surface, subsurface and aviation assets from 14 nations that trained together to enhance interoperability and collective capabilities. Collins said it was the differences among the force that made it great. “It is nice to be part of the differences,” said Collins. “Active and Reserve, 14 different nations, different specialties – we all bring a unique element to the table. It is our differences that foster a new way of doing things; it’s the differences that make us great.” “When I go on an exercise, I’m all Navy —24 hours a day— whatever it takes,” said Lewis. The three also agreed that part of every Reservist’s duty while serving their AT is representing the Reserves. “I think every time we go on orders, we’re a walking advertisement … I introduce myself as a Reservist; I’m proud of that,” said Lewis. Not far from a whiteboard where Lamont drafted a to-do list and was leading the repair of several radios and parts, Lamont echoed Lewis’ sentiments and made it a point to showcase leadership and Navy values to junior enlisted active-duty Sailors he served with aboard Mount Whitney. “If you keep a positive attitude and do a good job, it’ll be noticed,” said Lamont. The good jobs—the differences—do get noticed and are a welcome asset. “Reservists fill in gaps of expertise that are not organic to the staff,” said active duty Capt. Kirk Weatherly, BALTOPS 2014 joint operations center director. “We wouldn’t have wanted to execute BALTOPS without their assistance.” Now in its 42nd year, BALTOPS is an annual, multinational exercise with the goal of enhancing maritime capabilities across the full spectrum of military operations to support stability in the Baltic Sea. More than 70 children gathered at the Support Site swimming pool on Naval Support Activity (NSA) Naples to participate in The World’s Largest Swim Lesson (WLSL) with thousands of others around the globe in attempt to break a Guinness World Record, June 20. The WLSL was designed to be the largest simultaneous swimming lesson conducted worldwide to help spread the word that ‘Swimming Lessons Save Lives.’ The WLSL was comprised of water safety and training organizations to raise awareness to teach children to swim to prevent drownings. “Swimming lessons do save lives,” said Deborah Moors, Morale, Welfare and Recreation (MWR) Aquatics director. “Drowning is the leading cause of death for children age one-to-four and the second leading cause of death for children age one-to-14.” The hot summer day at the swimming pool was perfect for the participating children; everyone was ready to get their faces wet with a confidence builder that had them blowing bubbles. Twelve lifeguards had jumped in to help teach techniques that included proper pool entry, how to float on their back, dive for rings and bob to safety. “We are trying to beat last year’s record of over 30,000 partici-

pants,” said Moors. ”We are hoping for 40,000 participants worldwide.” Catherine Hayres attended the event with her daughter Natasha. “Natasha loved to swim already and thought it would be fun to help set a record around the world with other people in the pool,” Hayres said. “It sounded very exciting.” Moors said this is one event in a series that is used to promote water safety, fitness, and fun for the family during the summer season. MWR Aquatics promoted water safety with an outreach event for more than 800 children at Naples Elementary School (NES) in May before the swimming season started. The program taught kindergarten to sixth grade

children about dangers within bodies of water and promoted healthy and safe swimming patterns. “We held the Summer Safety Splash Bash with MWR Child Youth Programs via a grant from the Michael Phelps Organization,” said Moors. “People could learn not just how to stay safe in the water, but how to stay hydrated, how to reduce the risk of skin cancer, and how to keep yourself safe in the sun and in the water.” Anyone seeking swim lessons may attend classes at the Support Site or Carney Park pool. Private lessons may be requested at the Support Site and group lessons are offered at both locations. Lead lifeguards working the front desk at either location can answer questions.

This is different from a visa, which is merely an approval for entry into the country. In the Spotlight HN DANIEL CLEMENT Hospitalman Daniel Clement was born in North Carolina, but has spent most of his time growing up in Augusta, Georgia. Clement joined the Navy in February 2012 in hopes of completing his bachelor’s degree and traveling overseas. Upon completing Pharmacy Technician ‘C’ School, he arrived in Naples in March 2013. He is always looking for new ways to challenge himself. He recently completed the marathon in Rome and is looking forward to participating in the Athens marathon as well. He enjoys the multiple opportunities the hospital gives to travel throughout Europe. During his spare time, Clement enjoys learning new pieces of music on his guitar or piano, recording music, and photography. “The Navy has given me so much and I am so glad that I’ve been able to experience the magnificent European architecture, food and culture while being stationed in Naples. I can’t wait to see where the Navy takes me next.” Clement currently oversees all supply operations for the Pharmacy department. CAPT RICHARD KNITTIG In 1990 by happenstance, Capt. Richard Knittig engaged a Navy medical recruiter in an entrance lobby of a university medical center. He became enthralled with military medicine and the once-in-a-lifetime opportunity to serve. Knittig joined the U.S. Navy and has been delivering compassionate healthcare for 21 years across the globe. An aerospace medicine and obstetrician / gynecologic physician by training, Knittig recently reported for his second tour to U.S. Navy Hospital Naples as obstetrician after serving as Officer in Charge of the U.S. Naval Branch Health Clinic in Bahrain. Knittig stresses that the ability of caregivers to contribute to the individual needs of the patient are paramount. "Because we live in a world where technology is a dominant force, it is more important than ever that medical innovation be paired with patient centered care. This marriage is most clearly manifested in military medicine and the U.S Naval Hospital Naples." Knittig and his family enjoy Italy and are grateful to be back among so many friends.
