Naval Support Activity Naples, April 24-25. The one-hour personable lectures featured Dorothy Edwards, the executive cirector of Green Dot, discussing a new way to approach incidents of violence, stalking, abuse or sexual harassment.
"Our big thing is how do we address this issue realistically," said Edwards. "How do you give people realistic options so that when they walk out they go 'I can see myself doing that'? That's what we have to get to." Green Dot focuses on the idea that a cultural change is made up
of small actions by a large number of people. Using the analogy of an epidemic, popularly depicted as red dots spreading across a map, Edwards asked attendees to think of their acts of intervention as green dots that together can create a powerful force. See ‘GREEN DOT’ Page 5

6 Things Sailors Should Know So you've decided to start a family? Congratulations! It's an exciting time and there is a lot to think about. Have you thought about all the details? What color to paint the baby's room? Do you name the child after that old quirky uncle? Have you found the perfect baby stroller? Is the timing right? Most importantly, how will having a child affect your naval career? The policy instruction on pregnancy and parenthood (OPNAVINST 6000.1C) in the Navy was released in 2007. While the Navy Office of Women's Policy is working on an updated version due out next year, now is a good time to review some of the policies and responsibilities that affect you and your family. Notifying your Command So you've just found out that you're having a baby. Sailors are required to inform their commands of their pregnancy and parenthood sta-
Weekly Crime Report tus as soon as possible, but no later than two weeks from the time the pregnancy is confirmed by a medical professional. This ensures the safety of the servicewoman and child. OPNAVINST 6000.1C lists the forms that service members are required to submit to their administrative office, and provides a samples of the pregnancy notification to the Commanding Officer (CO) or Officer in Charge (OIC) and pregnancy counseling form. Family Care Plan Single parents and dual military couples with eligible children are responsible for completing a family care plan (in accordance with OPNAVINST 1740.40, Navy Family Care Policy). This plan is submitted to their respective commands to ensure that their child or children will be cared for during the service member's absence. The plan identifies a caregiver and potential logistical relocation plans and financial arrangements.
Commanding Officer's Responsibility COs are responsible for creating an environment where Sailors are treated with dignity and respect. As such, COs must ensure that pregnant servicewomen are not subjected to harassment, imposition of personal opinions, or infringement of legal rights. Once pregnancy is confirmed, COs will ensure servicewomen receive counseling on military entitlements to obstetrical care, policy on worldwide assignability, and have been afforded the opportunity to be counseled by a Health Care Professional (HCP).

Traffic Ban in Naples
There are individuals in our community who mold young minds every day. They are dedicated to making a difference in the lives of our children. As Teacher Appreciation Week approaches next week, I want to express sincere gratitude to all of our teachers – both in the classroom and at home. Our teachers foster a positive learning environment while helping students cope with the unique challenges of life overseas, frequent moves, and parents’ long absences. Good teachers are essential. Teaching kids how to think independently and problem solve is ever more critical with the amount of technology available. I salute all of those preparing our future leaders and entrepreneurs for what lies ahead. With summer break around the corner, now is a perfect opportunity for parents to consider how students will retain the knowledge they have learned in the classroom. Studies show that a summer reading regimen is critical to a student’s continued development. Reading helps children become better writers and spellers. Also, studies show that kids are more likely to make reading a habit when they read about topics that naturally interest them. Let me remind everyone that MWR is currently conducting lifeguard classes. These classes are specifically tailored to our high school students who are at least age 16. We are giving our teens a chance to set themselves up for a summer job. Service members are also eligible to serve as lifeguards when they have permission from their command. MWR is willing to accommodate a Sailor’s available hours because we simply need more qualified community members. The more lifeguards we have, the more flexibility MWR will have to operate pools at Carney Park and Support Site. We want to open these pools on days and times that most benefit the community, but we need everyone’s support. If you are eligible to become a lifeguard, please consider signing up. Help us maintain a vibrant recreational swim program for the summer. Hopefully, April showers will bring May flowers to us this month. We have certainly had our healthy share of rain this season. But I suspect that as the weather warms, lots of beautiful days are coming our way. Public Works will begin turning on our air conditioning systems at Capodichino soon, along with base housing at Support Site. Keep an eye out for upcoming announcements in the PAO/Base Notes. Motorists in Naples are banned from driving downtown at certain times under the city's anti-pollution plan. The ban started April 28 and will run until Dec. 31. The ban includes all U.S. vehicles, except official U.S./NATO government vehicles, as they are not regulated by European catalytic converter standards, such as Euro 4 and above. The vehicle ban is excluded in some areas of Naples, including the Tangenziale, the A1 Napoli-Roma autostrada and A3 Napoli-Salerno, the SS 162 and Viale Fulco di Calabria. The ban runs on Mondays, Wednesdays and Fridays from 7:30 a.m. to 11:30 a.m. and on Thursdays from 3 p.m. to 6:30 p.m. In addition, there will be Sundays in which it is prohibited to drive throughout the city from 9:30 a.m. to 1 p.m. The municipality has so far identified the following Sundays until the month of August: May 11, June 1, July 6, Aug. 3. The ban is exempt during the following days of the year: May 1, June 2, Aug. 15, Sept. 19, Dec. 8, Dec. 24, Dec. 25, Dec. 26 and Dec. 31. Some categories of motorists are exempt, including drivers of electric/GPL/methane vehicles, emergency services, taxis, law enforcement vehicles, vehicle with disabled people, vehicles with catalytic converter standard (Euro 4) and over; vehicles with at least three people on board (carpooling) excluding vehicles with catalytic converter standard (Euro 0 and Euro 1).

Ultrasound Services Temporarily Unavailable at USNH Naples Beginning May 1, certain ultrasound services at U.S. Naval Hospital Naples will be temporarily unavailable. Patients requiring routine obstetric anatomy scans, ultrasounds of the carotid arteries and aorta, and scans of infant hips may be referred to the local preferred provider network. If your healthcare provider is ordering a study that is affected, they will work with you to coordinate an appropriate network referral. All referrals for network care need to be scheduled in person at the Referral Management Center on the ground floor of the hospital in the Patient Administration hallway, Room 1319. New Regulations Effective for NATO Forces Gas Coupons To ensure strict compliance with Italian fiscal laws and regulations, ENI gas stations will now be implementing a new automated system that will verify the fuel pumped reflects the liter amount on the NATO Forces gas coupons utilized. Please ensure that the exact coupon liter quantity is pumped into the vehicle as any difference must be paid to the gas station at the full pump price. Please Note: the pump price will depend on the pump utilized during the fueling of the vehicle, served/servitor or self/fai da te. The self/fai da te pump is cheaper than the served/servito. Under no circumstances can eligible members give NATO Forces gas coupons to ENI gas station personnel that do

Important Notice to Support Site Housing Residents Ensure all items in the common areas, basements, and bike racks are properly tagged with building and apartment numbers, visible from a distance. Items include strollers, bicycles, and furniture along with anything else not secured or labeled. During the scheduled dates posted on each unit, Housing will be removing all items that are not properly tagged or secured. Items not correctly marked will be disposed of as bulky items. NMCRS 2014 Fund Drive Extended The Navy Marine Corps Relief Society has extended the 2014 Fund Drive through the April 30. Now-May 9: DoDDS Registration for 2014-2015 School Year Naples Elementary School and Naples Middle/High School will conduct registration for the 2014-2015 school year from April 28 to May 9 for new, returning and Kindergarten students. If you are scheduled to PCS this summer, there is also a disenrollment process. Please check with your applicable school for specific times and paperwork requirements. Registration is required yearly as a means to establish eligibility for tuition-free or tuition enrollment, but more importantly to establish grade level class enrollments as close as possible to pupil-teacher ratio benchmarks.

May 1 - June 30: Limited Veterinary Treatment Facility Availability In the European theater, Remote Online Veterinary Record (ROVR) system training and implementation is scheduled between May 1 to June 30, during which time VTF operations at the NSA Naples VTF will be reduced significantly to allow for integration of the new system. After implementation of the ROVR system, veterinary patient records will be capable of being electronically transferred to all military locations, and will allow for standardization of prices and practices throughout all military locations. Customers should be aware of the reduction in services available and immediately locate a local national veterinary facility for animal care.

The two-day Oxygen Military Couples seminar, sponsored by USO and Stronger Families, has no cost to service members. It is open to all military couples, married or in a stable relationship, and is geared to help couples enhance their relationship, deal with stress that caused by deployments, reconnect and rekindle. May 9: British Festival in Lago Patria The British community is scheduled to host a festival called British Fete 2014 on Friday, May 9, at British Forces School and the British Forces community center near the JFC base in Lago Patria. The festival will be held between noon and 5 p.m. All U.S. service members, NATO personnel, and their families will receive free entry. The event will include live music, barbecue, a Field Gun demonstration, a magician, and other performances. Attendees are advised to park at the JFC base and access the school grounds by using JFC's rear pedestrian gate. May 19-20: Transition GPS Technical Track Workshop FFSC is offering a pilot Transition GPS Technical Track two-day workshop for those interested in pursuing a technical career after the military who have completed the TAP five-day workshop. This track can help define technical career goals, identify required credentials, find career technical training opportunities and assist personnel in utilizing VA education benefits. The class will be held at the Fleet & Family Support Center on the Support Site from 8 a.m. to 4 p.m. Spouses are encouraged to attend. Coastal Boat Tour set to Return The Bateau Mouche initiative returns in the Gulf of Naples from May 2 to Sept. 28. The Bateau Mouche is a coastal boat tour that lasts about 40 minutes and leaves from the port of Mergellina. The sites that can be admired are the Posillipo coast, the island of Nisida, the Donn’Anna Palace, Villa Rosbery, Merechiaro, the Gaiola and Castel dell’Ovo. The departures are on Fridays starting at 5 p.m. and Saturday and Sunday at 10:30 a.m. until
8 p.m. The ticket can be purchase at the Beverello or Mergellina pier or online. The cost is 6.50 euro for adults and 4 euro for children (from 2 to 12 years).

Transition GPS in Naples gets Expansion From Fleet and Family Support Center Naples
The Fleet and Family Support Center Naples has expanded the Career Track options offered through the Transition GPS process to include Accessing Higher Education, Technical Training and Entrepreneurship. The new two-day workshops are part of the revamped and improved transition process, which began in November 2012. Accessing Higher Education, delivered by a Department of Labor facilitator, examines highereducation options and the admission process. Participants can also get information on education expenses and benefits. Realizing that today’s service member may already have achieved a bachelor’s degree, the next session is scheduled for June 9-10 and will be the pilot for incorporating a half-day post-baccalaureate session. During that period, participants will be given the opportunity to consider if an advanced degree would be advantageous to them,
what entrance exams might be required and how to go about applying for a program and choosing a school. The Technical Training workshop will be given by Veteran Affairs and is making its Naples debut May 19-20. Attendees will discuss their technical goals and explore education or career opportunities in a technical field. The Entrepreneur Track, entitled “Boots to Business,” is brand new to Naples and the pilot class will be held June 19-20. It will be facilitated by the Small Business Administration who will help attendees assess if starting a business is right for them. Participants will come away from the workshop with a Feasibility Analysis Deliverable that will serve as a basis for planning a new business venture. Each of these tracks are scheduled to be offered quarterly and provide opportunities for parting service members and their spouses to plan and prepare for their futures in a post-military career.

The whole military can't figure it out, the whole college system, like it's this big huge issue, and when you put something that is that big on people it's too much, and they just walk away." Operations Specialist 1st Class Jamell Naylor thoroughly enjoyed the training. "I took a lot more on board than I did from other GMTs," said Naylor, who is trained in Sexual Assault Prevention and Response (SAPR) victim advocacy. "Today I realized how easy it is to just step in, like logging into a Facebook account." Operations Specialist 2nd Class Yamil Cobb also appreciated the new approach. "That was the best training I have ever been to as far as SAPR training is concerned", said Cobb "It wasn't death by power point; it wasn't some Navy movie with horrible actors. It felt much more human." Green Dot is focused on preparing organizations and communities to implement a strategy of violence prevention that consistently and measurably reduces power-based personal violence through content development and training. April has been designated as Sexual Assault Awareness Month for the past 10 years. The goal of the month is for commands to pause and reflect on what the Navy has accomplished over the past year with regard to sexual assault prevention and response and to look into the future as to how Sailors can continue to eradicate this crime from our ranks. Green Dot training is one of the results of this reflection. Navy leadership will continue to work aggressively to prevent sexual assaults, to support sexual assault victims and to hold offenders accountable.

New mothers are granted a minimum of 42 days of convalescent leave (CONLV) upon leaving the hospital after the birth of their child. If the servicewomen experienced any medical complications, the mother's doctor can recommend an extension of CONLV beyond the 42 days, notifying the mother's command of the extension. Getting back in shape for the PFA Postpartum servicewomen are required to gradually resume an individual exercise program under the guidance of their HCP. Postpartum servicewomen are exempt from participating in a physical fitness assessment (PFA) for six months following convalescent leave and upon return to full duty status by an HCP. At the conclusion of this six month period, servicewomen are required to participate in the next PFA cycle, as outlined the Command Fitness Leader Operating Guide: Managing PFA Records for Pregnant/Postpartum Servicewomen.

Adopting a Child COs can authorize up to 21 days of non-chargeable leave to any service member adopting a child in a qualifying adoption, to allow the service member to bond with their adopted child and work out family arrangements and schedules. Adoption leave may be used in conjunction with regular leave. Additionally, a service member who adopts a child is authorized four months operational deferment. The 36th annual United Nations Educational Scientific Cultural Organization (UNESCO) International Children’s Day is planned to be celebrated by elementary schools of NATO nations and invited local Italian elementary schools on Thursday, May 8 at Allied Joint Force Command (JFC) Naples. The founder of the Turkish Republic, Mustafa Kemal Atatürk, declared that the inauguration of the first Turkish Grand National Assembly, April 23, 1920, would be known as “National Children’s Day.” In 1979, UNESCO declared the date as “International Children’s Day” and it has since been associated with the International Children’s Festival. The festival has been celebrated at JFC Naples since 1979 to bring together the children of NATO personnel and to integrate them with Italian preteens. Each participating school performs various shows
for approximately 10 minutes in the presence of spectators, including the commander of JFC Naples, distinguished guests, parents and teachers. In addition to the International Children’s Festival, an art contest has also being organized. Each school has provided nine drawings on different themes, covering three age groups. This year’s themes include “The world you like to live in,” “School and friendship,” “The life in your country” and “Holidays.” The participating schools also provided one representative for the International Selection Committee to evaluate and judge the drawings. Winners of the art contest will be awarded different types of prizes at Thursday’s ceremony. This year’s festival begins at 10 a.m. with the national anthems and introductory speech. The school performances are scheduled to run from 10:20 a.m. to 12:10 p.m., followed by the award ceremony for the drawing contest and its exhibition. The festival is open to all NATO and U.S. military community members with valid ID for base entry.

Romanian ships ROS Regina Maria (F 222) and ROS Marasesti (F 111) were participants in the exercise with Romanian sailors conducting visit, board, search and seizure evolutions aboard Donald Cook. Donald Cook's crew acted as suspects during the training evolution. The U.S. Navy, on a normal and routine basis, operates ships in
the Black Sea consistent with the Montreux Convention and International Law. Donald Cook and Taylor are deployed in a multi-mission role in the U.S. 6th Fleet area of operations to contribute to regional maritime security, perform search and rescue activities, support humanitarian missions, conduct bilateral and multilateral training missions, and to support NATO operations and deployments throughout the region.

The Naples Public Health Evaluation (PHE) was an extensive effort to learn more about the potential environmental health risks present in the Campania region of Italy. The Navy established health protective policies based on the study’s findings to protect the health of U.S. personnel and their families, which includes bottled water advisories and health protective lease clauses. The PHE found the potential health risks for living off-base can be mitigated by following established risk-management actions. The enduring health protection policies are as follows: • Maintain the July 2008 bottled water advisory for U.S. personnel living off base. • Maintain the New Lease Suspension Zone (NLSZ) areas, based on U.S. Navy and Italian environmental sampling data. In these zones, U.S. Navy personnel are not permitted to sign new rental home leases. • Maintain the U.S. Naval Support Activity Naples PHE website and the U.S. Navy Regional Water Quality Board. • Maintain the health-protective U.S. Navy lease clauses for private off-base rental homes: – Landlords must provide containerized water service from a Navy-approved vendor. – Leased homes must be supplied by city water or permitted wells. Landlords must disconnect all non-permitted wells and provide proof of connection to the city water system or that the well is permitted. – Landlords must clean and disinfect domestic water holding tanks every six months. • The U.S. Navy will continue to share data with designated Italian public health officials. Throughout the Public Health Evaluation, the U.S. Navy established health protective policies and took immediate action, when necessary, to protect the health of U.S. personnel and their families. The risk management analysis determined that many of the health protective policies established during Phase I and Phase II will continue, as well as new policies implemented to ensure continued health protection. The Phase I and II reports, along with fact sheets addressing commonly asked questions and a detailed timeline of study components, are available through a link on the Naval Support Activity Naples website: www.cnic.navy.mil/Naples. FY14 General Military Training Schedule Update Announced From Chief of Naval Personnel Public Affairs
General Military Training (GMT) for Fiscal Year (FY) 14 now includes the Privacy and Personally Identifiable Information Awareness topic as required training. NAVADMIN 264/13 announced the FY14 GMT schedule and mistakenly omitted the Privacy and Personally Identifiable Information Awareness training. This training was not intended to be overlooked and is required as a Category Two topic. There are two categories of GMT topics that must be completed in FY 14. Category One topics must be conducted via face-to-face, instructor-led training sessions provided at the command level and Category Two topics can be completed via Navy eLearning or through face-to-face, command delivered training at the discretion of the unit commander. Completion of individually completed web-based training is automatically tracked via Fleet Training Management Planning System (FLTMPS). Commands are required to enter face-to-face completions in FLTMPS via an event completion form. Standardized training material for Category One and Category Two training are available for download from the Personal Development GMT page on the Navy Knowledge Online (NKO) webpage at www.nko.navy.mil. Additionally, a GMT calendar for FY 14 is also available on the NKO GMT page, including recommended training delivery months to coincide with Navywide training themes. Sharing the Benefit How to Transfer Your Post-9/11 GI Bill By MC1 Elliott Fabrizio, Navy Personnel Command Public Affairs
Serve 36 months in the Navy, and get 36 months of education benefits: in-state tuition, housing stipend, books- the whole shebang. Earning the Post-9/11 GI Bill benefit is automatic, but giving it away requires planning and action. There are several critical rules to follow to properly transfer your educational benefits, and I'll explain the exact steps, but first, it's worth noting that transferring the GI Bill can also be understood as "sharing" the benefit and gives the benefit a lot of fluidity.

Seeking to raise awareness and reduce stigma around alcoholism and alcohol-related disorders experienced by 18 million Americans, the Navy joined the national Alcohol Awareness Month campaign in April. The National Council on Alcoholism and Drug Dependence (NCADD) has sponsored Alcohol Awareness Month annually since 1987 in partnership with community efforts to educate people about the issue. Self referrals may be made by anyone seeking counseling or treatment, but may not be made after an incident has occurred as an attempt to mitigate disciplinary action. Command referrals may occur when individuals do not seek help and their leadership steps in to correct the problem. As part of the April campaign, the Navy urged personnel to participate in an alcohol-free weekend to show drinking is not essential for Sailors to have a good time. Those who found it difficult to bear 72 hours without a drink were encouraged to talk to someone. For individuals who are hesitant to admit a problem, or for those who may not even realize they have an issue with drinking, resources are available to conduct a self assessment and possibly avoid administrative or disciplinary actions if the problem continues. Military Pathways, a Department of Defense program, offers free, anonymous screening for service members and family members to gauge their alcohol use through an online assessment at www.DrinkingIQ.org. Visitors answer a short questionnaire, which then offers feedback about use or misuse of alcohol and mental health. The site also provides information and resources for those who wish to learn more or seek out help. To learn more about the Navy Alcohol and Drug Abuse Prevention program, visit www.nadap.navy.mil.
Here are some hypothetical examples of ways you can share this benefit: – You can transfer your Post-9/11 GI Bill to your child. – You can have another child and transfer half the benefit to your new child, so they each have 18 months respectively, assuming you don't play favorites. – You can decide both your children are equally undeserving, and transfer the benefit back to yourself. – You can apply for the Career Intermission Pilot Program, use half of your benefit to finish up your bachelor's degree, return to service and give the rest to your spouse. – Your spouse can use four months of the benefit to get a medical technologist certificate, and you can transfer the last 14 months back to your two children, who both seem a little more focused these days. These examples may not apply to you and your family, but these hypothetical examples are just to give you an idea of what is possible. Picture your 36 months of Post-9/11 GI Bill benefit as three dozen eggs, and when you transfer your benefit, you're free to divide those "eggs" among your dependent's (or your own) baskets as you see fit, with the option to redistribute as your circumstances change. None of this flexibility, however, is part of the standard package. Transferring the Post-9/11 GI Bill is a retention tool that requires, at a minimum, a four-year commitment on top of six years of service. Here are the basic eligibility rules to transfer your benefits, broken down by enlisted Sailors and officers: Enlisted: – Complete at least six years of service. – Have four or more years of service remaining on your enlistment contract, or reenlist so that your EAOS (end of obligated service) date is at least four years away. You will have 30 days from the date of reenlistment to apply to transfer your benefits. – Have at least one eligible dependent properly registered in DEERS (Defense Eligibility Enrollment Reporting System). Eligible dependents include a spouse or a child between the ages of 0 to 22. Note that children can't use the benefit beyond age 26.
Officers: – Complete six years of service. – Be eligible for partial or full Post-9/11 GI Bill benefits. – Use a Page 13 entry to sign an agreement to serve an additional four years. – Have at least one eligible dependent properly registered in DEERS. – If you meet these criteria, and want the flexibility to distribute this benefit among your family members, then it's time to submit an application to transfer your Post-9/11 GI Bill benefit. Ensure the requirements mentioned above are documented accurately in your Electronic Service Record and DEERS. 1. Sign in to the MilConnect website at www.dmdc.osd.mil/milconnect and complete a transfer of education benefits request. 2. It's strongly recommended to assign at least one month of benefits to each eligible family member to ensure ease of redistribution as your situation dictates. 3. Submit the application and look for the status to read "Submitted." 4. If the application doesn't show as "Submitted," there may be an error in your records. Correct any issues using MilConnect's step-by-step guide and reapply. 5. Check back in five working days. The status should read "Request Approved." 6. If your status reads "Request Rejected," consult your career counselor to correct any issues and reapply. Once you complete the process to transfer the benefit one time, you will not need to reapply or reenlist to redistribute your 36 months between your dependents and yourself, or add additional eligible dependents. However, you can't add additional dependents after separating from service, hence the recommendation to assign one month to each eligible dependent. You may redistribute or revoke these benefits from your dependents at any time by accessing the MilConnect website. These rules also apply to Reserve Component Sailors eligible for the Post-9/11 GI Bill. Each Sailor will have a unique situation and set of goals, and there are important considerations when deciding how to best use your transferred Post-9/11 GI Bill benefits. Here are a few more items to consider: – If your spouse is using the benefit while you are still on active duty, they will not receive a housing stipend. Your child in the same scenario would receive the housing stipend. – Spouses have 15 years from the date you separate to use the benefit. – Children do not have a 15-year time limit, but can't use the benefit beyond age 26. – Spouses may use the benefit immediately after your transfer request is approved. – Children can use the benefit only after you have completed at least 10 years of service. – Divorce will not automatically revoke transferred benefits, but you have the right to revoke transferred benefits at any time. The annual Overseas Housing Allowance (OHA) Utility and Recurring Maintenance Survey for Italy is being conducted until May 14. The survey can be found at https://www.defensetravel.dod.mil/site/oha-util-midmar.cfm and should be completed by the service member or spouse who has knowledge of the utility and recurring maintenance expenses. Before starting the approximate 30-minute survey, gather your bills, receipts, and/or records of utility and recurring maintenance expenses and compute a monthly average for each of these expenses. The data entered assists in determining the utility/recurring maintenance allowance paid to service members. OHA is a valuable entitlement for service members stationed overseas. You play a critical part as the data you provide will directly impact the allowance paid to all service members. Your time and effort spent answering the survey questions will enable the Department of Defense to set equitable OHA utility rates. The OHA coordinator asks that residents make every effort to take the survey and accurately report your expenses. "Post Iraq and Afghanistan, our Navy will continue to be out forward-where we need to be, when it matters," said Moran. "A key part of making sure those ships and units are ready will be their manning." Moran told the audience that his office remains focused on filling critical gaps at sea and that the Navy has reduced those gaps by approximately 50 percent in the last two years. "We are working hard to demonstrate how we value service at sea-not just talking about it," said Moran. "Improving at-sea manning, reducing 'cross decks', paying Sailors more for going and staying at sea are all tangible examples of our commitment." In addition to the Career Sea Pay (CSP) increase, which takes effect on May 1, Moran said that the Chief of Naval Operations (CNO) and he are working to institute an additional allowance for Sailors deployed longer than 190 days. "Your leadership wants to reward you for the sacrifices you and your families make during the longer and tougher deployments that we expect for the foreseeable future," Moran told the roughly 150 Sailors in the audience. Responding to questions, CNP and Fleet discussed the latest news on advancements and retention. Moran said upcoming changes to the Final Multiple Score, expected to be announced next month, will increase the focus
on performance and the opportunities for Sailors excelling in their job. "The best chances our Sailors have to advance and succeed are at sea--the changes we have in the works for the Final Multiple Score and for CAP (Command Advancement Program) are intended to recognize performance and further incentivize sea duty." CNP closed by reminding Sailors about the importance of looking out for each other and using bystander intervention to prevent suicide, sexual assault and destructive decisions. "If we can't trust each other as 'Shipmates', we are in real trouble," said Moran. "If we are going to continue to be successful as a Navy, we have to be able to rely on each other-up and down the chain

Garden Program Flourishing at Naples’ School age Care By Nina Delucchi
The School Age Care (SAC) program in Naples has their year-round garden program in full swing this spring. The garden was established in 2012 with just a small patch of dirt, but it has now progressed and expanded into a 20 feet by 20 feet fertile plot. Embraced by a large planter box decorated by the Teen Center’s Keystone Club, it is full of fresh vegetables. Aaron Donville, a SAC caregiver, facilitates the 4-H Gardening Club and has been there through the ups and downs. "I remember there was a time when all we could grow were weeds, but now the kids and I know what we are doing," said Donville. The children started seeding the plants in the School-Age Care program’s indoor greenhouse. While the seeds were planted, three truckloads of dirt were delivered and the kids spent all of spring break pulling weeds and raking dirt. When all the hard work was done, the gardeners were ready to plant this year's crop. The

harvest will be tomatoes, eggplant, zucchini, peppers, onion, snap peas and cucumbers. The kids said they can't wait to eat healthy salads! The Keystone Club’s Big Help project, a teen program that focuses on environmental education and good character, provided the foundation for the teens to have a positive role in the SAC garden project. “This has been a great collaborative effort that has been fun, informative, and inspirational
to budding gardeners, scientists and artists alike,” said Nate Halubka, Teen Center director. Any child or teen can participate in the garden initiative. Teens only need to register at the Teen Center to get involved and school-age children can participate in the drop-in program on the days the gardening club is meeting.
