Allied Joint Force Command Naples, the NATO Response Force command and control headquarters, successfully concluded exercise TRIDENT JOUST 15 on June 28, 2015. For 11 days, headquarters staff participated in the exercise which tested operational capability of the standby NATO Response Force C2. The main objective was to conduct a change of control of the headquarters while con-

ducting a high intensity Article V training exercise using a realistic scenario. “TRIDENT JOUST demonstrated that NATO can deliver command and control anytime, anywhere,” Canadian Army Lieutenant General D. Michael Day, Deputy Commander of JFC Naples, as well as the overall exercise commander, said. “TRIDENT JOUST challenged JFC Naples in an ever more complex security environment and our staff has met those challenges with the agility and responsiveness we

expect from NATO service members.” TRIDENT JOUST 15 supported the Readiness Action Plan as was envisioned during the NATO Wales Summit in September of 2014. Located in both Romania and Bulgaria, TRIDENT JOUST 15 involved 25 NATO nations and more than 1,000 personnel. The mission of JFC Naples is to prepare for, plan and conduct military operations in order to preserve the peace, security and territorial integrity of Alliance member states.

Region EURAFSWA Kicks Off 2015 ‘Energy Biggest Loser’ From Navy Region Europe, Africa, Southwest Asia Public Affairs

Navy Region Europe, Africa, Southwest Asia (EURAFSWA) began their regional “Energy Biggest Loser” competition, July 1. The competition among the Region’s installations runs July 1-31 and pits one base against the other to see which one can reduce energy use the most during the month. The biggest energy loser will receive $70,000 to use toward base improvements; second and third place "losers" will receive $50,000 and $30,000 respectively. “This is a friendly way to bring about awareness, and encourage everyone’s participation in reducing energy use ashore,” Rear Adm. Jack Scorby, commander, Navy Region EURAFSWA, said. “Currently, we are spending close to 30 percent of our shore budget on energy costs. Reducing our usage allows us to take that money and invest in other areas, such as alternative energy sources.” While the installations vie against one another for the top prize, the reality is that each base is truly competing against its own prior usage, as the competition compares current energy use to historical energy use.

Installations will use technology that records usage data. That data will be collected and reported weekly to the Region. Each week, the results will be posted so the bases can see how they are faring in the competition. At the end of the competition period, the top installations will be chosen based on the greatest percent reduction in electrical consumption. Each base must use less electrical energy than it has over the same time period in the past. “We are really focusing on education in the competition,” Scorby said. “Reducing usage is really a team effort. By taking simple actions, each of us can continually reduce annual electrical consumption.” These simple acts include turning off lights, unplugging devices and chargers when not in use, and turning off screen monitors and computers. The Biggest Loser competition is part of the Navy’s ongoing energy conservation initiatives and energy strategy, which is centered on energy security, energy efficiency and sustainability. Dempsey Releases National Military Strategy By Jim Garamone DoD News

The Chairman of the Joint Chiefs of Staff Army Gen. Martin E. Dempsey cannot predict exactly where the next threat to the United States and its interests may come from, but he knows it will happen faster than in the past and the U.S. military must be prepared. The National Military Strategy released on July 1, 2015, Dempsey provides the blueprint for how the military will use its forces to protect and advance U.S. national and security interests. “Globalization, diffusion of technology, and demographic shifts are driving rapid change as state actors and trans-regional networks challenge order and stability,” Dempsey said. “This strategy addresses these dynamics and our strategy to ensure that our force remains the best-led, trained and equipped military on the planet.” The National Military Strategy follows the release of the 2015 National Security Strategy in February this year, as well as the 2014 Quadrennial Defense Review.

The 4th of July, Independence Day, is when we celebrate the birth of the United States of America and its long history of accomplishments and greatness. At NSA Naples we are celebrating Independence Day with Festa Americana, which is also the one time of year we invite the local national community to our facilities for an American experience. We live in their country 365 days a year. For this annual celebration we put our best foot forward and give them a taste of our culture. If you are planning to attend, be sure to think ahead and bring the things you need to spend a day with us in Carney Park. To cut down on waiting time at the gate consider taking the shuttle bus from Support Site. Be sure to check out the prohibited items listed on our command Facebook page to ensure that you won’t be asked to throw anything away. Make your entrance as smooth as possible by having your ID cards out and available; we’ll have lots of personnel on hand to ensure everyone knows where to get in, where to park, and most importantly – where to have fun! The fireworks show begins at 10 p.m., and with the recent increase to the buying power of the dollar, this year’s show will be even bigger than last year. The Navy Exchange Service Command (NEXCOM) awarded the NSA Naples Navy Exchange the 2015 Bingham Award. This award is incredibly prestigious and recognizes excellence in customer service, operations and management at NEX facilities. The award was established in 1979 and is named after the late Capt. W.H. Bingham, Supply Corps, U.S. Navy Reserve. Bingham was the Chief Executive Officer of the R.H. Macy’s company and was appointed by the Secretary of the Navy in 1946 to lead an advisory board for establishment of what is now the Navy Exchange Service Command. Please congratulate all of the NEX associates. This award is the culmination of all their hard work, dedication, and service with a smile to the customers at NSA Naples. As Social Media becomes a more prominent part of everyday life, it is vitally important to remember that everything you record or send online, even video or audio chats, are nearly impossible to permanently erase. Even if you are in a trusted relationship with the recipient, messages can be intercepted, re-posted or leaked. Avoid accepting friend requests and other online partnerships with people that you do not personally know, and remember to report any suspicious or illegal activity, including blackmail. If someone is offering something too good to be true, it probably is. The heat will be on in Naples this weekend, and while you are out enjoying the long holiday weekend, particularly at Festa Americana, be sure to bring along a hat, sunscreen, and some extra water. Breathtaking Boat Tours Return to Gulf of Naples The “Bato’ Muscio” tours have returned to the Gulf of Naples every weekend through September 13. The Bato’ Muscio is a costal tour by boat, which leaves from the port of Mergellina, and lasts about 50 minutes, The initiative has left the French name of Bateau Mouche, reserved for tour on the Seine, and gave it a Neapolitan name chosen by a poll on the social pages of the company Alilauro. Tour highlights include the Posillipo coast, the island of Nisida, the Donn’Anna Palace, Villa Rosbery, Merechiaro, the Gaiola, and Castel dell’Ovo. Currently there are five daily departures planned for 10:45 a.m., noon, 5:15 p.m., 6:30 p.m. and 7:45 p.m., every Saturday and Sunday. Cost is 8.50 euro for adults and 5 euro for children (5 to 12 years).

Tangenziale Toll ‘Jumper’ Sentenced to One Year in Prison The Court of Naples condemned a woman for continued fraudulent insolvency to one year of imprisonment and the payment of court costs and damage to the Tangenziale Company that sued the woman. The woman drove through the Telepass automated service without paying the toll for more than 1,350 transits. The company stated that thanks to the advanced technology installed on the Naples’ Tangenziale, no one will break the law and go unpunished.

Step Back to the Middle Ages this Weekend in Melizzano Melizzano is a town in the Benevento province, located about 45 km northeast of Naples, which will be transformed into a medieval village this weekend, as it celebrates the 15th edition of the “Palio della Quintana.” Through July 5 this modern town will host a remarkable parade of nobles and commoners dressed in medieval clothes, representing the five districts of the town. A historic parade will open the event. Medieval knights from each of the five districts will face off against a Saracen

“opponent.” Drummers, bowmen and standard bearers will provide a stunning backdrop to the vaults of the banners of flag bearers, while halberdiers involve the audience with their choreographed march. Visitors will also have the opportunity to enjoy a guided tour of the medieval castle Caracciolo D’Aquara and to discover delicious food and wine offered in the “taverns” area that will be set up in the medieval village. Japanese Couple Drugged, Robbed After Accepting Coffee From Stranger in Downtown Naples A man was arrested after he tried to rob a Japanese couple in central Naples. The man offered coffee to the Japanese man, who accepted the drink outside the train station in Piazza Garibaldi, and the three went into a bar. The man added a strong sedative to the drink causing the Japanese man to fall unconscious. The woman was pushed to the ground while the man grabbed her bag and fled. The woman was able to raise the alarm by shouting. Police quickly found the suspect hiding behind some cars nearby. He was found to be in possession of a drug and was taken to the Poggioreale prison. The couple was taken to hospital: The woman was treated for bruising, and the man was treated psychoactive drugs. Never accept coffee or drinks from a stranger!

Pensioner Sues Sons for Refusing to Help Pay Rent An Italian man, 80, from the city of Treviso in northern Italy sued hit two sons because they refused to lend him 80 euro to help him survive on his insufficient pension. The man has a pension of 600 euro of which 300 euro goes for his rent. The father asked his sons for help to pay his rent. The sons both initially supported their father with 75 euro a month, but after a couple of months they told him they had some financial problems and could no longer support him. The father was unsatisfied by their response and filed a lawsuit. His lawyer told him that he was his rights to sue his sons for violating their family obligations, under both civil and criminal law.

NAVY HISTORY: FIRST U.S. FLAG FLOWN ON NAVY SHIP Paul Jones. Ranger was named in honor of the Portsmouth militia, Roger’s Rangers, and was launched May 10, 1777. She displaced 308 tons and was the pride of the new American colonies. A Scotsman by heritage and a lifelong Sailor, Jones lived up to his famous quote: “I wish to have no connection with any ship that does not sail fast, for I intend to go in harm’s way.” Ranger joined the fight for America’s independence and he sailed her into the harm’s way. Her Sailors and Marines went ashore and successfully harassed unsuspecting British towns and

On June 14, 1777, the Second Continental Congress passed the Flag Resolution which stated: “Resolved, That the flag of the thirteen United States be thirteen stripes, alternate red and white; that the union be thirteen stars, white in a blue field, representing a new constellation.” The resolution did not specify any particular arrangement, number of points, nor orientation for the stars and the arrangement or whether the flag had to have seven red stripes and six white ones or vice versa. Further adding to the confusion of the early flags was a letter from Benjamin Franklin and John Adams, in a letter to

the King of Southern Italy, which described the American flag as consisting of “13 stripes, alternately red, white, and blue, a small square in the upper angle, next the flag staff, is a blue field, with 13 white stars, denoting a new Constellation.” On July 4, 1777 – a year to the day after the Second Continental Congress unanimously adopted the Declaration of Independence, which announced the colonies’ separation from Great Britain – the crew aboard the 18-gun Continental Sloop-of-War Ranger hoisted the first Stars and Stripes flag on board a Continental warship at Portsmouth, New Hampshire. Ranger, was an 18-gun Continental Sloop-of-War commanded by Capt. John

One of the most wellknown of these has become known as the “Serapis” flag, which had three rows of eight-pointed stars with stripes that were red, white, and blue. Although is unknown exactly which flag Jones hoisted on Ranger on the morning of July 4, 1777. What is known, however, is it was the first time the flag of the United States was flown on a U.S. Navy ship.

SPOTLIGHT: IT2 ARTURO PAULINO What do 300 satisfactory ICE comments and Arturo Paulino have in common? Since taking over the Club Beyond program in September 2012, our Religious Ministry Department has averaged close to 100 positive ICE Comments per school year from the 500 junior/senior high students in our command. This speaks volumes about the dedication, devotion and quality Arturo Paulino has brought into our students’ lives and the community at large. Born and raised in the Dominican Republic, Arturo served as the director of Youth Ministries under Young Life Latin America from 2000 until 2006. In this position he connected with students from Haiti, Guatemala, Nicaragua and Venezuela. From 2007 until 2010 he served as the youth pastor for First United Methodist in Dublin, Georgia. In 2013 Arturo obtained his master’s degrees in global leadership from Fuller Seminary, and he later received his clergy commissioning from Young Life in 2014. It is has been essential to our chapel’s mission to count Arturo as part of our team at NSA Naples Religious Ministries, and we wish him, his wife Tracy, and their five daughters fare winds and following seas in the next assignment as they transition back to Florida this summer.

Known in the Philippines as Typhoon Yolanda, the super typhoon, which made landfall in early November 2013, was one of the strongest tropical cyclones ever recorded, and devastated portions of Southeast Asia, particularly the Philippines. Hacienda Asuncion Locsin is a village where Biadog was born. The farming settlement sustained damages during the onslaught of Super Typhoon Yolanda in early November 2013. Operation Help Cadiz helped more than 400 underprivileged people in Cadiz, Negros Occidental.

NSA Naples Chaplain Receives Humanitarian Award From NSA Public Affairs

Cmdr. Don Biadog Jr., command chaplain for U.S. Naval Support Activity (NSA) Naples, was presented The Project Handclasp Humanitarian Award June 19 at a ceremony held in Washington, D.C., June 22. The Project Handclasp Humanitarian Service Award was instituted to recognize an officer or enlisted member of the Sea Services who has done extraordinary service on behalf of peoples around the world in humanitarian assistance or disaster relief. Project Handclasp became an official Navy program in 1962. It was established as a unique “people-to-people” (vice government-togovernment) program, involving the direct distribution of humanitarian, educational, and goodwill materials to the citizens of host nations by Sailors and Marines on deployment. Humanitarian assistance and disaster relief is now one of 10 primary missions of the U.S. Armed Forces. The ceremony was hosted by the Navy League and Biadog received the award due to his exceptional record of community service. The award citation summarizes his extensive involvement in international humanitarian service and aid programs, highlighting his involvement in raising awareness on the urgent needs of Super Typhoon Yolanda survivors. “I was very pleased to see Chaplain Biadog received the award,” NSA Naples Commanding Officer Capt. Doug Carpenter said. “He has had a matchless record of community service year after year since 1992, the year he received the Alumnus of the Year Award for Community Service at William Carey University. Chaplain Biadog exemplifies the Navy’s indomitable helping spirit: ‘Navy, A Global Force for Good.’” In late 2013, Super Typhoon Yolanda hit the Central Philippines as the strongest typhoon to make landfall in the world’s recorded history. Biadog asked all of his contacts in the United

States and throughout the world to help the victims. “I truly believe in helping others in need,” Biadog said. “I grew up in a less fortunate family. I used to say to myself while growing up that when I have a way to help others, I will do everything in my power to do so.” Shortly after Typhoon Yolanda hit land, Biadog received questions from around the world asking what they could do for the victims. “I told them they could spread the news and information through local businesses and community members, and collect as many humanitarian items as possible,” Biadog said. “The problem then became how to transport all of the items around the world to the disasterstricken island of Leyte. We fortunately were able to find transportation companies willing to donate their services to help in moving the supplies we had gathered. I personally visited some of the sites that were struck by the typhoon, specifically Cadiz City on the island where I was born, and Panay.” Biadog’s coordination efforts for the Philippines are only one on a long list he has mobilized while serving as a chaplain in the U.S. Navy. ENERGY CONSERVATION Energy Conservation Tips From the NSA Naples Energy Management Team

Once again, the Energy “Biggest Loser” Competition is among us. During this month, the Utilities and Energy Management (UEM) office would like to emphasize the efficient use of all our energy demands (electricity, gas, and water). Here are some tips on how to help you can help our installation reduce our consumption and lead the way in the competition. q Set your thermostat at 25 degrees Celcius (77 degrees Fahrenheit) in the summer time. This can save 15 percent on energy consumption. q When the TV, sound system, computers, and game consoles are not in use, turn them off rather than standby. Appliances on standby are responsible for about 10 percent of an average household’s monthly electricity consumption. q Use a power strip to conveniently turn off computers and electronic devices, which all use standby power when not in use and eliminate phantom power. q Replace ordinary light bulbs with compact fluorescent light bulbs. q Don’t leave the refrigerator door open for longer than necessary, and try to avoid putting warm food straight into the fridge – wait until it has cooled down. q Remember, turn lights off when leaving a room. It’s a common myth that fluorescent tubes use more energy to switch them on than continued use. q Wait until you have a full load before using the washing machine. Adjust the water level on your washing machine to match the load size, especially when using hot water. Clean the lint filter in your dryer before every load to dry your clothes faster and save money. q Run your dishwasher only when it is fully loaded, on its lowest setting, and air dry dishes. This will eliminate about 35 percent off the energy use. q Turn off the faucet when you are brushing your teeth or doing the dishes and take shorter showers. Each minute you cut saves 2.5 gallons of water. q Turn off your ceiling fan when you leave the room. A fan that runs constantly can cost up to $7 a month depending on size and age. Naples Overseas Support Club Awards $40,000 in Scholarships From NOSC

The Naples Overseas Support Club (NOSC) awarded 17 individuals within the Naples military community a total of $40,000 in scholarship funds. The NOSC is a nonprofit command-recognized charitable and social organization working for the benefit of the American military and civilian personnel in Naples. As such, we offer the community an abundance of charitable programs funded primarily by the NOSC Thrift Store. We engage our members with special events and encourage them to become an integral part of our mission through volunteering. NOSC also hosts, promotes and partners with other

Naval Support Activity (NSA) organizations to bring our members community events and get-togethers, enrichment classes and travel opportunities. This year we tried to extend our reach beyond those students who achieved a 3.0 GPA and launched a new scholarship application option, for which three individuals received scholarships. We hope to have more interest in this new scholarship option next year as it caters to those who might be returning to school or who are considered “nontraditional” to get some funds to either start or reignite their college

studies. The traditional minimum 3.0 GPA retained the vast majority of applicants and we continue to be impressed by the academic, volunteer and community involvement rigor of the applicants. The funds for these scholarships are primarily generated from the sale of items this community has donated through the Support Site Thrift Store and through the sale of our Shopping on the Boot book – of which a new version is now available – within the next week and it includes a new streamlined appearance as well as GPS coordinates for most of the businesses and locations

mentioned. It was a highly competitive application season and we applaud all who applied. The organization is pleased to award these funds to help supplement these outstanding scholars in their quest for higher education. The Navy Exchange Service Command (NEXCOM) and its vendor partner, ViaSat, announced that they

are upgrading personal telecommunications services for Wi-Fi on Navy bases worldwide.

The upgraded Wi-Fi will be located in Navy Lodges, unaccompanied housing, Navy Gateway Inns & Suites (NGIS) and Navy Morale, Welfare and Recreation (MWR) facilities.

"By expanding our existing pay-as-you-go Wi-Fi service, we are able to offer a true enterprise solution for our military members and their families," said Mary Morse, vice president, NEXCOM's Telecommunications Program Office. "Once a person signs up for basic Wi-Fi service, it can be used on Navy bases where Wi-Fi access is made available, such as lodging and MWR facilities, anywhere around the world." In lodging facilities, including Navy Lodges and NGIS, bandwidth speeds on the basic service plan will increase from 2 Mb/s to 5 Mb/s, with a 3 Mb/s guaranteed minimum speed. Users will be able to stream videos and Skype to loved ones back home, quicker and easier. The basic service plan in lodging facilities will be complimentary. However, users can pay to upgrade their service to include additional bandwidth up to 30 Mb/s. "Previously, users couldn't purchase additional bandwidth, which is needed if they want to watch movies or play games while stay-

ing in a Navy lodging facility," said Morse. "This is especially important for those military and family members who may be staying for extended periods of time." A new feature, Voice Over Internet Protocol (VoIP), will allow guests free inroom phone calls to and from the United States while staying at NGIS or Navy Lodges. Previously, guests paid for all in-room calls. Guests will also be able to roam seamlessly between rooms within the same building without being disconnected. For military members residing in unaccompanied housing, the cost for Wi-Fi service remains the same, but the bandwith has been greatly expanded. Now, users will get 30 Mb/s per month for the same price they are currently paying for 6 Mb/s. Most Navy locations will receive these

new services by the end of 2015, except for Naval Station Guantanamo Bay, Cuba, which will receive the new services in early 2016.

Globalization Complicates Security Strategy Globalization is allowing people and technology to

noted that individuals and groups, today, have more information at their beck and call than governments had in the past. Concerns About Russia, Iran, North Korea While the document notes Russia’s contributions in some security areas such as counternarcotics and counterterrorism, it also points to that nation’s willingness to use force to achieve its goals. “It also has repeatedly demonstrated that it does not respect the sovereignty of its neighbors,” the strategy states. “Russia’s military actions are undermining regional security directly and through proxy forces.” But Russia is not the only country of concern in the strategy document. Iran’s nuclear program worries American allies in the region and beyond, according to the strategy. Iran sponsors terrorist groups in the region and is active in Syria, Iraq, Yemen and Lebanon. North Korea remains an outlaw state that has developed atomic weapons and is building missiles capable of reaching the United States.

China a Question Mark China is in a different class, but could be a threat to the United States, according to the strategy. It is a rising great power and the strategy encourages China “to become a partner for greater international security.” Still, Chinese actions in the South China Sea are worrisome. It is a complex strategic

environment and the U.S. military cannot focus on one threat to the exclusion of all others, according to the strategy. “[The U.S. military] must provide a full range of military options for addressing both revisionist states and [violent extremist organizations],” the strategy says. “Failure to do so will result in greater risk to our nation and the international order.”

Where Did the Uncle Sam Poster Come From? From the Library of Congress

Originally published as the cover for the July 6, 1916, issue of Leslie’s Weekly with the title “What Are You Doing for Preparedness?” this portrait of “Uncle Sam” went on to Become – according to its creator, James Montgomery Flagg (1877-1960) – “the most famous poster in the world.” More than four million copies were printed between 1917 and 1918, as the United States entered World War I and began sending troops and matériel into war zones. Flagg contributed 46 works to support the war effort. He was a member of the first Civilian Preparedness Committee organized in New York in 1917 and chaired by Grosvenor Clarkson. He also served as a member of Charles Dana Gibson’s Committee of Pictorial Publicity, which was organized under the federal government's Committee on Public Information, headed by George Creel. Because of its overwhelming popu-

larity, the image was later adapted for use in World War II. Upon presenting President Franklin Delano Roosevelt a copy of the poster, Flagg remarked that he had been his own model for Uncle Sam to save the modeling fee, which impressed Roosevelt for his thriftiness. “I congratulate you on your resourcefulness in saving model hire,” Roosevelt said. “Your method suggests Yankee forebears.” Uncle Sam is one of the most popular personifications of the United States. However, where the term “Uncle Sam” came from is not so well known. Historical sources attribute the name to a meat packer who supplied meat to the army during the War of 1812 – Samuel (Uncle Sam) Wilson (1766-1854). “Uncle Sam” Wilson was reported to be a man of great fairness, reliability and honesty, who was devoted to his country – qualities now associated with “our” Uncle Sam.

Region’s ‘Energy Biggest Loser’ Competition for July Navy Region Europe, Africa, Southwest Asia is conducting an "Energy Biggest Loser" Competition again this year for the month of July. The base with the highest percentage of energy reduction will receive $70K, second $50K, and third $30K. The competition is an attempt to raise awareness of energy use, promote energy saving behaviors and change our energy use culture. Energy bills are the single largest expense for Navy installations, reflecting about 28 percent of the Navy’s shore budget. NSA Naples intends on using prize money to make improvements at Carney Park for the benefit of our community, so please partake and doing your part at the office and at home. Here are some tips that will help us win: ensure all equipment is turned off when not in use, shutdown computer monitors after each workday, ensure lights are off when spaces are unoccupied, ensure office windows are shut (minimize A/C load), open windows at home, in lieu of using A/C, and use natural lighting whenever possible. Festa Americana Access Policy Independence Day will be celebrated with Festa Americana at Carney Park on July 3 from 5 to 11 p.m. and on July 4 from 3 to 11 p.m. Last entry into the park will be at 9:30 p.m. There will be live entertainment, food and craft vendors, carnival rides, a softball tournament, fireworks and more. The event is open and free to U.S. ID card holders and contractors, LN Carney Park access card holders (and family members printed on back of card), and JFC Carney Park privilege card holders. These patrons can sponsor up to six guests per ID card. JFC NATO ID card holder access is available on July 4 by paying a $5 entry fee and they cannot sponsor any guests. Annual Feds Feed Families Food Drive Underway The Agriculture Department’s annual “Feds Feed Families” government-wide food drive campaign is being held until August 31. The campaign is a voluntary effort undertaken by federal employees to bring nonperishable food items for distribution to local food banks. Federal employees are asked to bring non-perishable food items and place them into a collection box located in the Support Site Chapel, Capodichino Chapel and Commissary during normal operating hours. Airport Luggage Cart Reminder Passengers arriving from the civilian airport with luggage carts are reminded that carts are not authorized on base and must be returned to the collection point located right outside of Capodichino’s front gate. Carts are not to be kept or utilized for other purposes on base as they do not belong to the U.S. Navy. Please adhere to this civilian airport directive.
