Living in Italy has been one of the best experiences of my life; the rich history, the beautiful travel locations, the traditional foods, and last, but certainly not least, the wonderful wine! The Italian wine has ruined me because all the rest of the wine in the world has not compared. Lucky, for us U.S. military members stationed here in Naples, wine enthusiasts can stock up on the glorious Italian wine and have it shipped back to America when it is time to leave. Captain’s Corner

Base Notes

Uniform Wear Off Base Limited

By Capt. Doug Carpenter NSA Naples Commanding Officer

We’re getting ready to celebrate our Navy’s birthday with the 2014 Navy Ball, which also will be commemorating the 150th anniversary of the Battle of Mobile Bay. Tickets are on sale and are already halfway sold out. I invite all of you to take advantage of the amazing night the Naples Area Navy Ball committee have in store for you. The committee has been out in force this year fundraising to help offset the cost for this important event. They have set up shuttle buses, child care and the option to stay on the premises for those who want to attend. Adm. Mark Ferguson is this year’s guest speaker and is sure to deliver an impressive speech. The venue, presentation, dinner and entertainment will be top notch and I hope to see you there. For all those who are planning events such as parties or dinners in the local area, an important item to consider is transportation, especially if drinking is going to be involved. There have been 19 DUIs in the Naples area this past fiscal year, nearly double our previous year. This number includes military from all services and our government civilians. I remind everyone to be smart, make a plan and stick to it; and realize that you have shipmates and community members here to help you out. If you’re out of funds, give the Tipsy Taxi line a call at 335-640-6597 and they’ll help get you to base safely. There are no good reasons to get behind the wheel when you’re intoxicated. I want to reiterate that the legal blood alcohol content limit is .05 here in Italy. We do conduct frequent random checks on base at any time of day, but know that you are not immune in town. The Italians enforce their laws and you could be pulled over at any time. If you are in an accident at night, you are almost guaranteed to be checked for signs of intoxication. Also realize that if you get a DUI in town, you will almost certainly have your driving privileges revoked for a period of time, as well as fines and other legal consequences. Saturday’s cleanup of the Support Site perimeter was amazing thanks to more than 100 volunteers, both American and Italian, who showed up and put in an outstanding effort. Trash, recycling, and environmental awareness are very important topics and I wish to offer a special thanks to the Second Class Petty Officer Association, Far Ambiente and all of the other volunteers for showing up, working hard, and giving the perimeter a facelift. I also want give a big shout out and thank you to the USO for sponsoring a fantastic barbecue to finish off the event. The Naples Wildcats homecoming game is tomorrow at the Naples High School football field at 1 p.m. The cross country, tennis and volleyball teams are all also hosting games this weekend. The weather forecast is perfect for fall sports, so come out and cheer for our local teams!

An increased force protection policy is in effect that curtails the wear of uniforms by service members off military installations. Effective immediately, service members shall not wear uniforms while using public transportation or get out of their personal vehicle while traveling in uniform. Military PT uniforms are also not authorized for use off base.

Priority seating for the shuttle buses between Capodichino and the Support Site is for transitioning personnel in TLA and single or unaccompanied Sailors. Please respect and enforce this policy to support our newcomers and junior sailors. If the bus appears to be getting full and you are not in one of these categories, please do the right thing and remove yourself from the line or give up your seat. Leadership who ride the bus are asked to help enforce this, but we request everyone's support in adhering to the policy.

Italians Have Utility Bills Increase National energy authorities announced Monday that Italians will pay more in gas and electricity bills starting Oct. 1. An average family will pay 21 euros more a month on their utility bills. Methane gas will rise 5.4 percent due to the Ukraine crisis while electricity will increase by 1.7 percent, officials said.

Police Stun Guns Receive Green Light

Caravaggio. A total of 120 works by Neapolitan artists are on display from the early 17th to 20th century. The Ministry of Culture promoted an initiative to have National libraries, including state archives, open their doors to visitors Sunday, Oct. 5 from 10 a.m. to 2 p.m. The Naples archive is located at the Palazzo Marigliano, a prestigious sixteenth-century building in via San Biagio dei Librai.

Milan Converts to LEDs

The Italian police received the green light to use Taser electric stun guns for the first time. The motion was approved by the justice and constitutional affairs committee and now requires approval from the lower house of parliament. Taser guns cause temporary paralysis, lasting a few seconds by using an electrical charge to disrupt signals to the brain. In opposition, critics have complained that the use a Taser can cause serious injury and even death; while others are afraid the guns will be used indiscriminately.

The city of Milan will be the first large Italian city to be illuminated by LED lights by August 2015. Milan’s city hall will save 10 million euros on energy in the first year with all 141,000 citymanaged lights outfitted with LEDs with 80 percent to be completed by the start of Milan Expo in May. The kilowatt consumption is expected to drop from 87 to 42 kilowatt an hour. The energy utility A2A in Milan will invest 38 million euros in this project over a period of two years.

Naples Committee Celebrates Hispanic Heritage Month By MCSN Seaman Mat Murch Navy Public Affairs Support Element East Det. Europe|

The Combined Multi-Cultural Heritage Committee (MCHC) held a Hispanic Heritage Month celebration at the base theater of Naval Support Activity (NSA) Naples, Sept. 30. The event included music performed by U.S. Naval Forces Europe Band Flagship Combo Band and the Zumba Dancers. Guest speakers read poems and shared inspiring stories. Senior Chief Religious Programs Specialist Rafael Barney began the event by reciting a poem in Spanish and the repeating it in English for the crowd. He then asked the crowd to come up with different words that represented the Latino culture. “Food, Music, Party, Culture, Pride,” were all listed before he asked everyone in the audience who felt they were of Latino culture to stand in front of the room in a line. “We did this somewhere else once, but the words listed weren’t all nice. And it became emotional to stand up here,” said Barney. “People just started to come up and it proved you don’t have to be one of us to be one with.” Keynote speaker Capt. Debra L. Yniguez, U.S. Naval Forces Europe-Africa/U.S. 6th Fleet Sexual Assault Prevention Response Officer, shared with the audience her past and how after being put up for adoption she was adopted by a Hispanic family. “Think about the legacy you want to leave behind, your accomplishments, your goals, the heritage you grew up with helps you today and in your future,” said Yniguez. Hispanic Heritage Month honors the culture and accomplishments of Hispanic Americans. This year's celebrations also focused on the music and dance of Hispanic culture. MCHC invited Flagship to play several songs for the crowd. Before the music began Flagship leader Musician 2nd

Class Joel Packer thanked the committee for the honor to play. “The music we are going to play demonstrates how Hispanic music influenced American music,” said Packer. “I’m lucky that we have Omar Machado from Puerto Rico in my band to help us learn this music.” The band then encouraged people in the audience to dance in the areas they had. The Zumba dancers then took to the stage and began to Zumba. They danced to four different songs that all have been heavily influenced by Latino music and dance. The celebration ended with an array of Latin food and cake for the attendees. “This was just phenomenal,” said Personnel Specialist 1st Class Raymundo Aguilar, one of the Zumba dancers. “The turnout, the food and the guest speakers were just phenomenal you couldn’t ask for better. It makes me proud to be a Latino.”

Energy Conservation Simple Ways to Start Saving Water From the NSA Naples Energy Management Team

If you have not taken the following steps towards water conservation in your home, then today is the day to start. Conserving water is just as important as conserving energy. 1. Fix all the leaks This is the most obvious thing that you can do to stop wasting water at home. 2. Replace showerhead with a low-flow alternative. This will reduce the amount of water used when you shower. 3. Install aerators in your faucets. Your shower head isn’t the only faucet that pushes out too much water at once. 4. Convert your toilet to a low flow toilet. 5. Insulate your hot water pipes 6. Only use the washer or dishwasher when you have full loads otherwise it is a waste of water.

Motorcycle Safety – the Importance and Requirements From Naval Support Activity Naples Public Affairs

The Safety team at Naval Support Activity Naples holds a Basic Rider Course every month and an Advanced Rider Course twice month. To obtain an Italian translation motorcycle endorsement without a stateside endorsement, riders must complete both courses. Active motorcycle license holders must take the ARC every two years in order to maintain their license and gas coupon privileges. The rider courses are required for all U.S. personnel who register a motorcycle with the Central Motor Vehicle Registration Office (CMVRO) and for all active-duty service members who want to ride a motorcycle or scooter. "The fine for not having the proper license is approximately 900 euros and the bike will be impounded and towed," said David Peters, from Safety. "The courses are free and there are 50cc scooters to use." “Active-duty service members are required to have the training prior to operating any motorcycle, whether owned, leased or rented,” said Peters. “Civilians and dependents are highly encouraged to take the training prior to renting a scooter.” The outdoor course is designed to refresh drivers on the importance of proper safety while operating a motor bike. The course includes hands-on exercises that focus on overall safety techniques and provides safety tips for riding in Italy. A variety of topics are covered to

brief riders on how to perform maintenance checks on a motorcycle’s lights, controls, tires, oil, chassis, and kickstand. The courses also teach the search, evaluate and execute (SEE) topic. SEE is a safety method used while driving that helps riders Search their surroundings, Evaluate situations, and Execute the best action. Safety also ensures riders are aware of requirements from the Naval Support Activity Naples instruction. An update during the summer requires all riders to wear vests anytime they are riding, not just at night. “The old requirement was for bright clothing in the daytime and reflective vests at night,” said Peters. “There was a compliance issue and confusion on the standards. The vest simplifies the requirements and fulfills the visibility that is desired both day and night. Anytime you are more visible on a motorcycle, you are safer.” Most of the mishaps that occurred for riders in the past year were due to training and visibility. Riders are encouraged to use their horn and flash their lights when appropriate. Italians are used to these notifications and expect them. "In one case it was a high speed crash on a race track and the injury was mitigated due to the high level of PPE that was worn," said Peters. "In regards to visibility using your horn and flashing your lights will help immensely." Peters said the riders were not at fault in 75 percent of the reportable accidents with injuries.

“From personal experience, I use two rules,” said Peters. “Number one is ‘you are completely invisible to others.’ Number two is ‘everyone is trying to run you over.’ Don’t ask ‘Are they seeing me?’, assume they cannot see you and respond accordingly before it becomes a problem.” Classes are instructed by members of the Safety department and volunteers who are active motorcycle riders. For more information about upcoming classes call DSN: 626-3147 or visit www.navymotorcyclerider.com.

CANTINE DI SOLOPACA

Continued from Page 1

The Cantina di Solopaca wine cellar is located merely an hour away from Naples and pulls grapes from 600 vineyards from the Campania Region. (Photo courtesy of Lt. Morgan N. Hill)

A few months ago, I had the good fortune of being introduced to a wine cellar that I consider to be a gold mine for Italian wine. Merely an hour drive from Naples is a wonderful winery called Cantina di Solopaca. Pulling grapes from 600 vineyards in ancient Campania, this is the largest producing winery in the region with about 120,000 hectoliters of wine products. The selection of drinks available is extensive, they offer anything from the local full-bodied, velvety Aglianico blend to Brut sparkling wine, including the Italian alcoholic drink grappa. Cantina di Solopaca provides a wonderful production tour too; the winery includes a beautiful tasting room and a spectacular view of the Benevento mountains. One aspect I truly enjoyed about the winery is the unique gift option they offer. Visitors can bring in, or have made, personal labels to be placed on individual bottles of wine, and U.S. military members receive 5 percent discounts. What a great idea! Traveling to Cantina di Solopaca is worth the short car ride. The close proximity of the winery makes it a perfect weekend trip for anyone stationed in Naples or Gaeta to introduce visitors and newcomers to an authentic Italian experience. In fact, I think I’ll be scheduling my next visit there in the very near future.

Team Navy Kicks Off 2014 Warrior games By Ensign Matt Chandler, U.S. Fleet Forces Command Public Affairs

Team Navy celebrated the start of the fifth annual Warrior Games during a festive opening ceremony at the Olympic Training Center, Sept. 28, in Colorado Springs, Colorado. After the ceremony, Team Navy, which is sponsored by Navy Wounded Warrior (NWW), Safe Harbor, the Navy's wounded warrior support program, kicked off competition with two sitting volleyball matches. Team Navy was victorious against the Special Operations Command (SOCOM) team but fell to the Marine Corps. "I'm excited and nervous about this experience," said Navy Chief Logistics Specialist Averill Malone, a first-time Warrior Games competitor. "I am doing this for my family." Malone, who was diagnosed with post-traumatic stress disorder following combat deployments in 2007 and 2009, will compete in archery at the Warrior Games. The opening ceremony was attended by Vice Chief of Naval Operations Adm. Michelle Howard, Master Chief Petty Officer of the Navy Mike Stevens, Under Secretary of Defense for Personnel and Readiness Jessica L. Garfola Wright, and a host of other military leaders. The wounded warrior athletes' friends and families cheered from the bleachers, and keynote speakers focused on the positive influence of adaptive sports on the recovery of seriously wounded, ill and injured service members. "Over the next six days, you'll be inspired and you'll be overwhelmed," said Charlie Huebner, vice president of the U.S. Olympic and Paralympic Foundation, while addressing the athletes. "It's not about these

six days in Colorado, it's about the other 359 days each year." Representing Team Navy as torchbearers were retired Sonar Technician (Surface) 2nd Class Shericka Goza and retired Navy Chief Yeoman Sharona Young. They are Team Navy's first female torchbearers, and, likewise, they are among the largest group of women ever to compete on behalf of Team Navy at the Warrior Games. "It was an honor to be a torchbearer, and I'm still surprised that I was chosen," said Young, who was diagnosed with multiple sclerosis last year. "Just looking at what [these wounded warrior athletes have] been through - everyone has their own issues, whether they are mental or physical - and just looking at their strength and what they've been able to achieve, it makes me think, 'O.K. I can do this. I don't just have to sit here and deteriorate.'" On the volleyball court, Team Navy opened the Warrior Games strong with a decisive 2-0 victory over the SOCOM team. Later, despite a close second set, Team Navy lost its second match to the Marine Corps team. Thirty-nine wounded warrior athletes are competing on behalf of Team Navy this year. The Warrior Games take place Sept. 28-Oct. 4, and approximately 200 service members with upper-body, lower-body, spinal cord injuries, traumatic brain injuries, visual impairments, serious illnesses and post-traumatic stress will compete in seven sports. CNIC Signs Domestic  Violence Month Proclamation By Ed Wright, Navy Installations Command Public Affairs

Navy Installations Command (CNIC) took action Oct. 1, by hosting a short ceremony for its headquarters staff to recognize Domestic Violence Awareness Month. During the small event to raise awareness, Commander, Navy Installations Command, Vice Adm. William French signed a Domestic Violence Awareness Month Proclamation. "We need to be sensitive of the folks we work with and look for the indicators of violence," said French. "This is an integral part of what we do to take care of each other, ". According to the proclamation, Domestic Violence Awareness Month is intended to inform and engage the community about preventing domestic violence throughout the Navy. Domestic violence occurs when people find themselves in stressful situations without community resources and unaware of how to cope. "The right voice at the right time to the right person can open somebody up and you can find out things that you didn't know," said French. "But in many cases you find out things and can help them from there." Navy Installations Command has a wide variety of resources to support Sailors and their families and wants everyone to know about those services that may be of help. Support services are for family members and not exclusively for someone who is in trouble. Many times an individual may know of someone who needs help and can provide a tremendous amount of support by knowing where and how to get them in touch with the right person or program. "Navy Family Advocacy supports the prevention of domestic violence through clinical counseling, new parent support programs and workshops that support family resiliency in dealing with the stress of naval service," said Matt Straughan, CNIC family support program director. According to the National Coalition Against Domestic Violence: * Nearly 20 people per minute are victims of domestic violence by a domestic partner in the U.S.,10 million women and men per year. * One in three women and one in four men have experienced some form of physical violence by an intimate partner within his or her lifetime. * One in five women and one in seven men have experienced severe physical violence by an intimate partner in his or her lifetime. Intimate partner violence accounts for 15 percent of all violent crime. In domestic violence homicides, women are six times more likely to be killed when there is a gun in the house. * Three to 10 million children are witness to domestic violence in their homes, and research has shown children who witness domestic violence and do not get help are more likely to become victims or perpetrators of future abuse. * Nearly three out of four Americans personally know someone who is or has been a victim of domestic violence. Installation Fleet and Family Support Centers (FFSC's) located across the Navy both within the United States and overseas, have licensed clinical counselors who can provide services and support to help couples build their relationship skills and work through common relationship problems, for example, parenting challenges through every stage of a child's life. When domestic violence occurs the Family Advocacy Program supports victims and also provides treatment for offenders. For more information about where to go for assistance, individuals may call the National Domestic Violence hotline at 1-800-799-SAFE or visit www.thehotline.org For more news from Commander, Navy Installations Command, visit www.navy.mil/local/cni/.

What a Continuing Resolution Means for Sailors and Families By Vice Adm. Bill Moran, Chief of Navy Personnel

We begin fiscal year (FY) 2015 under a continuing resolution (CR) that funds the government until Dec. 11. A CR is short term legislation passed by congress and signed by the President that ensures our government has the resources necessary to continue normal government operations without disruption. We anticipate no near term impacts to navy funding for personnel. Same goes for operations and maintenance, research and development and infrastructure associated with this CR. However, until an appropriations bill is passed, uncertainty still exists. Having an approved appropriations bill would provide greater certainty and enable us to better fund the priorities of maintain warfighting capability, procurement of new hardware, fleet readiness and Sailor training. Below are answers to questions that you can expect to get from Sailors and families in your command: Q1. Will the government shutdown this Oct 1 like it did last year? A1. No, the government has been funded through Dec. 11 by a continuing resolution. For the most part, operations will continue as normal. Q2. What happens to my pay, allowances and bonuses? A2. You will see no disruption in your pay and allowances. All anniversary bonus payments will be paid on time. New personnel contracts will be written during the CR period, but we will need to ensure we proceed conservatively until we have more certainty on what Congress intends to do (i.e. additional CR periods or the passing of a budget). The longer we operate under a CR, the greater the risk there is to payments being delayed until we get additional funds. We will keep you informed on the possibility of future payment slippage. Q3. How will this impact PCS? A3. All Accession and Separation orders will be funded. We will make every effort to ensure operational, rotational and training orders are released in a timely manner so that Sailors can prepare themselves and their families to smoothly move to the next location. Our average lead time for PCS orders is currently 4 months. The longer we operate under a CR, the tighter that window may get-we will keep you updated as we know more. Q4. What is the impact on training pipeline? A4. We expect very minimal impact on the training pipeline. However, operating under CR limits our flexibility to respond to new training requirements. Sailors who experience “last

Vice Adm. Bill Moran, Chief of Navy Personnel

minute” requirements will need to work closely with their training departments on scheduling and funding issues. Q5. What will happen to buying supplies? A5. Supplies will have to be purchased on an as needed basis. Emphasis will be on mission critical requirements during limited cash availability period of a CR. (If you have specific questions beyond those answered above, please send them to usnpeople@gmail.com, we will make every effort to get you an answer) We remain hopeful that we will get an appropriations bill sooner rather than later. The President’s budget submission for FY15 reflects the money needed for Navy to continue to modernize and transition to new ships and aircraft, grow cyber and other needed capabilities, as well as carry out our current defense strategy. As we discussed in March, the size of our Navy will remain stable between 323K and 324K Sailors for the foreseeable future. This stability means that we can continue our efforts to fill gaps at sea, focus on retaining Sailors with needed skills and maintain advancement rates at or slightly above historic norms. If more information on the CR or appropriations bill process becomes available or if anything should change, we will provide updates.

There have been reports of Enterovirus D68 (EV-D68) in 10 U.S. states and though it has not been reported outside the U.S. or onboard any overseas U.S. military installations, it is important to know what about the virus and the warning signs. EV-D68 is a respiratory virus believed to be spread from person to person when an infected person coughs, sneezes, or touches contaminated surfaces. EV-D68 can cause a range of respiratory illness. Mild symptoms may include fever, runny nose, sneezing, coughing, and body and

muscle aches. Individuals with weakened or immature immune systems (young children, asthmatics, or older adults with chronic disease) are most likely to get infected with this (or any other virus) and could become ill. Currently there are no antiviral medications available for treatment of respiratory illness caused by EV-D68, nor are there any vaccines available for prevention. For mild respiratory illness, over-thecounter medications such as acetaminophen or ibuprofen may be taken for pain and fever. Aspirin should never be given to children. Some people with severe respiratory illness may require hospitalization. Since individuals with

Here are seven things Sailors should know about FMS: 1. FMS is a weight-based calculation used to rank Sailors eligible for advancement. 2. The advancement examination is the largest factor considered for advancement to E4 and E5, increasing in weight by eight percentage points, going from 37 percent to 45 percent. 3. For E6 and E7, Performance Mark Average (PMA)

This spring, based on Fleet feedback, Navy revised the Final Multiple Score (FMS), the weighted formula used to select Sailors for advancement. The new formula rewards sustained superior performance and increases the role of the command triad in the advancement of Sailors, officials said, Sept. 25. Changes to the formulation were made to achieve the right balance between technical skill proficiency, as measured by the test, and on the job performance as gauged by chain of command input through the evaluation process. It also places less emphasis on longevitybased elements. This fall's petty officer advancement results will be the first use of the new formula.

becomes the largest factor in determining Sailors' FMS. For advancement to E6, PMA increased three percentage points and now counts for 50 percent of the FMS calculation. For advancement to E7, PMA increased 10 percentage points to count for 60 percent of the total FMS. 4. Sailors who pass the advancement exam, but do not advance due to quota limitations, are eligible to receive Pass Not Advanced (PNA) points; however, the new policy limits PNA points to the top 25 percent of Sailors - 1.5 PNA points go to the top 25 percent of Sailors by test score, and 1.5 go to the top 25 percent by Performance Mark Average. However, for the next five test exams, those who have PNA points will have those points carried over. 5. Total PNA points in the FMS are determined from a Sailor's last five advancement cycles for a maximum of 15 possible points. 6. Service in Pay Grade has been reduced from seven percent to a weight of one percent of FMS for advancement to E4 through E6. 7. The Good Conduct Medal and the Reserve Meritorious Service Medal will no longer contribute award points in the FMS. For more news from Chief of Naval Personnel, visit www.navy.mil/local/cnp/.

Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area. Army and Air Force personnel stationed at JFC must apply through the Carabiniere at the JFC Provost Marshall's Office, Building L. Naples Cross Country  Off to a Strong Start  By Francis Noonan, head coach for Naples Cross Country

For the last five years, the Naples Wildcats have been a dominant power in division II cross country. This year they will compete for the first time in division I. The boys and girls squads each have only two returners from last year’s top seven. The question is: can this new team compete in their new division? On Saturday Sept. 29, the Wildcats provided the answer with their feet! The boys team defeated an improved AOSR team 27/32 at Villa Pamphilli in Rome. The Wildcats were led by junior Raekwon Sallywhite, who blazed through the 5K course in a time of 17:35 to finish first, ahead of AOSR’s Anan McHarris (17:41). Senior Bret Baldwin and sophomore Rohan Merrill finished 3rd and 4th with times of 17:55 and 18:14 respectively. Though AOSR took 5-7 place, Bailey Ward and Ian Boggs finished 9th (19:43) and 10th (19:57) to seal the boys’ victory. The girls team dominated their opponents. The Wildcats were led by Shiloh Houseworth, who had a break-out race, finishing the course in 21:39. Shortly after, teammates Anastasia Shiels (22:33), Caitlyn Quirk (22:42), and Amanda Ortega (23:32) crossed the finish line to take the first 4 positions. Sigonella’s Catherine Schumacher and Zoe Pipia of AOSR finished 5th and 6th and broke up Naples’ tight pack of runners. But Grace Vandelac soon sped across the finish line (23:48) to lock up a strong win for the Wildcats. “Competing with the division I powers in the north is going to be a challenge, but one we are ready to face,” says Coach Noonan. “Our motto is to run like we belong.” So far, the Wildcats appear to be right on track.
