The Combined Multi-Cultural Heritage Committee (MCHC) gave a presentation honoring Women’s History Month in the Capodichino theater of Naval Support Activity (NSA) Naples, March 25. The presentation included performances by the U.S. Naval Forces Europe Band, a reading of “I Am” emphasizing influential woman throughout history, guest speaker Dr. Deborah Harris-Sims and a comedy skit about Lucille Ball. Harris-Sims, a military spouse recognized by Oprah Winfrey for outstanding volunteerism, spoke of the famous women in our history. She also praised ordinary women who overcame extraordinary difficulty in their lives. “If women have a chance to work and earn as full and equal members of society, their families will flourish,” said Harris-Sims quoting Hillary Clinton. “And when families flourish, communities and nations flourish. That is why every woman, every man, every family and every nation on our planet has a stake in this matter.” The Lucille Ball comedy skit emphasized the impact she had on the entertainment industry. founded Desilu Studios. She was the first woman inducted into the Television Academy’s Hall of Fame and in 1989 received the Presidential Medal of Freedom posthumously. With the presentation nearing an end, there were closing remarks and everyone filed out of the auditorium for a special cake baked by Culinary Specialist 2nd Class Krista Castilleja, the MCHC events coordinator. “It went very well, it was smooth and
educational,” said Castilleja. “It’s important to celebrate Women’s History Month to show that the world itself is changing, not just women.” From Amelia Earhart, the first woman to fly solo across the Atlantic Ocean, to Sandra Day O’Connor, the first woman justice to serve on the Supreme Court; Women’s History Month gives Americans a chance to reflect on the roles that women have had on our history and the impact all women have on our society.

Now - April 23: Annual Utility/ Recurring Maintenance Survey Opens
Earlier this week, I signed a proclamation as part of Sexual Assault Awareness Month (SAAM), which takes place every year in April. As many of you know, this topic has gained heightened focus over the last couple of years, and for good reason: sexual assault is a crime and destroys trust, divides teams and degrades operational effectiveness. It has no place in Naples, and no place in our Navy. The Navy’s SAAM reinforces our efforts to prevent and eliminate sexual assault from our ranks. This month, Sailors are provided an opportunity for personal involvement in efforts to raise awareness of our intolerance of sexual assault, sexual harassment, and sexism. NSA Naples will hold self-defense classes, silent walks, 5Ks, victim advocate training sessions, and candlelight vigils to honor victims of sexual assault--one in four women and one in six men over the course of their lifetimes. Sexual assault is a highly underreported crime, and we need to continue to change our culture surrounding this issue. The Navy has ramped up effective education and training, a 24/7 response capability (reachable here in Naples at DSN 629-6534 or 338-736-3287), and accountability that enhances the safety and well-being of all. We will do everything in our power to prevent sexual assaults. If an incident occurs, we will care for and support the victim and hold the perpetrator appropriately accountable. We have stepped up our efforts in combating this crime locally through roving patrols and grassrootslevel organizations, which encourage our Sailors and personnel to create healthy networks and foster lifestyles of wise decision-making. We continually strive to create an environment of dignity and respect, where sexual assault is not tolerated, condoned or ignored, and where there is clear and appropriate accountability placed on all leaders at every level. We’ve taken important strides in prevention, response, accountability and victim care, but there is more to do in our commitment to ending the crime of sexual assault within our ranks. April and SAAM are not the only times of the year when this subject must be discussed. We must look out for one another every day, treating each shipmate as a brother, sister, father or mother. Step in and intervene when you see a situation about to go sideways. You can prevent a lifetime of heartache by doing the right thing at the right time. I also want to commend Sailors from NSA for achieving 1 year DUI free as of 29 March 14. This is a tremendous achievement and demonstrates your professionalism, maturity and care for one another. Other commands in the area that have achieved significant periods without a DUI include USNH Naples with 115 days DUI free, and PWD Naples Seabees with 302 days DUI free. Finally, I would like to thank the entire community for their support of the Keith family during a very difficult time. The community rallied in spectacular fashion and the Keith family was overwhelmed with the compassion and support they received following the unexpected death of LCDR John Keith. Once again, this community stepped up for one of its own.
The annual Overseas Housing Allowance (OHA) Utility and Recurring Maintenance Survey for Italy is being conducted until April 23. Service members residing in private housing off base are eligible to take the online survey and will be asked to report average monthly costs for utilities and routine maintenance expenses incurred over the last 12 months. Data provided will directly impact the Utility/Recurring Maintenance allowance paid to service members who regularly receive OHA in Italy.
Smoking Area Cleanliness Must Be Maintained The smoking area between the Capo Clinic and the Bella Napoli food court will be secured if cleanliness and courtesy are not maintained. Cigarette butts are to be discarded in the provided trash receptacles and spitting on the ground and around others is unacceptable.
Eggstravaganza Volunteers Needed This annual Carney Park event is the highlight of MWR’s spring calendar. Volunteers are needed for the kiddie rides and activities, candy distribution, crowd control, crafts, and a Bunny Assistant. Transportation will be available from Support Site to Carney Park for all volunteers. April 7: Youth Auditions for “Cinderella” Missoula Children’s Theater will hold open auditions for all students in 1st – 12th grade at the high school cafeteria from 10 a.m. to noon April 7, with no audition for late arrivals. Scampia Youth Re-open Bookstore in Troubled Suburb Scampia is a suburb north of Naples with a high crime rate and drugs sold openly in the street. A few young people living there want to redeem their condition with great initiatives; including two young men who reopened a bookstore after the last one was closed 37 years ago. The bookstore will be run by the youths living in the neighborhood, and all profits will be reinvested in another cultural center in Scampia. During the opening day, the most sold item was a “Made in Scampia” bag containing three books, a DVD, a CD and a bookmark. The cost was 10 euro, and it was sold not for profit, but for implementing the youths’ future of the neighborhood.
Caserta Farm Awarded ‘Best Olive Oil in the World’ The extra virgin olive oil produced by Monte della Torre farm in Francolise, Caserta was awarded the best bio olive oil in the world. The oil was judged by a jury of international experts who tasted 425 oils from 17 countries during the 19th edition of the international event "Biol 2014" held in Castel del Monte, in Puglia region. The farm Monte della Torre is located on the hills of Francolise and has an area of 20 hectares. It specializes in the production of olive oil. The cultivation of olive trees in this area is the result of centuries of tradition and the Marulli family has been present in the territory since the early 1600s where they own a hundred- year-old trees, including Olivastro of Caserta and the Pignarola with the Frantoio, Leccino and the Pendolino.
Gas Stations to have Methane or LPG Available Soon Italian gas station will soon be available for filling up vehicles with methane or liquid petroleum gas (LPG), the industry and interior ministries announced Tuesday. Motorists will also have access to self-service refueling for natural gas and LPG. These provisions followed a revision of fire prevention regulations at methane and LPG refueling points. Italy will consoli-

date its position as a European leader in the use of these fuels. The use of the fuels will help with pollution reduction and the development of the “green” automobile industry, the industry minister added.
Soldiers to Patrol the ‘Land of Fires’ Interior Minister Angelino Alfano announced Monday that the government is sending 100 soldiers to patrol the so-called ‘Land of Fires’ area between Naples and Caserta. The illegal burning of toxic garbage in the area has caused a great concern related to unusually high levels of cancer and other diseases linked to the pollution. There are 90 clans and 4,000 affiliates active in the Campania region, and the Naples Camorra mafia has long infiltrated the garbage-collection industry with illegal dumps and uncontrolled burning of waste. Although the waste is usually disposed of in southern Italy, it is often produced by firms in other parts of the country and sometimes by foreign companies as well. The announcement follows an emergency decree that became law in February to deal with ecomafia environmental crimes as well as industrial pollution from the ILVA steel plant in Taranto, in southern Italy. The law authorizes 850 military troops to deploy in the ‘Land of Fires’ until Dec. 31. The minister told the National Public Safety and Order Committee that the military is staying as long as it’s needed.
Naples Hosting Davis Cup Quarterfinal Match Naples will host the Davis Cup quarterfinal between Italy and Great Britain April 4-6. The last time a Davis Cup tie was held in Naples was the 2012 World Group play-off between Italy and Chile, which Italy won 4-1. The two nations have met 15 times previously, with Italy leading the head-to-head 11-4. Italy has also won 10 of the last 11 meetings. However, the last time the two nations met was back in 1984, when current captain Corrado Barazzutti won the deciding fifth rubber for the Italians. The tie will be played at the Rotonda Diaz located in Via Caracciolo, Naples. A large crowd of 7,000 people daily is expected on the waterfront. The municipality invites visitors to go to the waterfront using public transportation such as metro, bus and taxi.

Myriad outdoor activities are popping up to celebrate the season’s cool, luminous days and colorful ambiance. Much like the countless blooms around reminding us of winter’s end and the beginning of warmth and chroma, our host city’s April calendar is polychromatic. In Naples, spring fever and Easter spirit are being pitched through sweet treats at Chocoland, while in a number of Campanian villages and towns, locals are proclaiming nature’s bounty at food fairs. And for Campanian towns known for Holy Week events, townsfolk are now abuzz with their preparations. Culturally, the San Carlo Theater will continue to extol the genius of Giuseppe Verdi mid-month through the opera, “Othello”. And speaking of talents, Naples’ PAN Contemporary Museum will showcase Andy Warhol, whose artistic tie to Naples remains strong and well-patronized. Art Andy Warhol needs no introduction to Neapolitans, since he produced art work near and dear to local Pop Art lovers. “Andy Warhol – Showcases” opens April 18 to exhibit 180 works by the Pittsburgh-born artist as well as underscore his connection to Naples, particularly to Lucio Amelio, an art gallery owner. Besides Warhol’s iconic Mount Vesuvius piece that linked him to Neapolitans forever, the exhibition features portraits of well-known city personalities the artist met while working here. Lucio Amelio launched the artist’s popularity in Campania after commissioning him along with other renowned Italian and international artists for the “Terra Motus” exhibition theme based on the destructive 1980 earthquake in Irpinia of the Avellino Province. Henceforth, Warhol spawned silkscreens on Mount Vesuvius that were replicated in different colors. The works echo the artist’s repetitive glorification of Campbell Soup cans, Coke bottles, President John Kennedy, Mao Tse Tung, Elvis Presley and Marilyn Monroe. To Warhol, Vesuvius’ eruption was “an extraordinary event…a shocking image…and also a great piece of sculpture.” Captured in art, Warhol’s bright and direct portrayal of the mountain conveys both the violence and beauty of nature’s powerful forces associated with eruptions. April is Sexual Assault Awareness Month, recognized around the world each year – both in civilian society as well as within many militaries of our partner nations. This year, the Department of Defense will pursue the united theme: “Live Our Values: Step Up to Stop Sexual Assault.” Sexual assault prevention and response is a priority year-round, but April brings special, focused attention to the impact and scope of sexual assault, as well as renewed attention towards effective methods of prevention. Commands are encouraged to take time this month to review where the Navy has been over the past year – and there are many initiatives to share. We started a program called victims legal counsel, which assigns Navy officers in the Judge Advocate General Corps directly in the service of victims; began hiring deployment resiliency counselors for our big deck ships, in order to provide continuity of care for our deploying carrier and expeditionary strike groups; and instituted roving patrols in an attempt to curb the destructive behaviors happening on our bases. These initiatives are already making a difference. We’re controlling what we own. Later in the month, we’ll ask you to sit down with your shipmates and co-workers, and think ahead to the next year in order to dedicate yourself to be an active bystander – to step up and intervene in potentially destructive situations. Each installation and command will highlight this month in their own way. Get out and participate in events, meet your local sexual assault response coordinators and victim advocates, and talk to your shipmates about bystander intervention. Raise awareness, promote prevention and challenge social norms and beliefs which do not live up to our Navy values and culture. Step up to stop sexual assault. MCpoN: leadership Naples Community Health Awareness has No paygrade By MC2 Martin L. Carey, Office of the Master Chief Petty Officer of the Navy
Master Chief Petty Officer of the Navy (MCPON) Mike Stevens spoke with 13 Naval Reserve Officer Training Corps (NROTC) cadets at the University of Virginia March 21. MCPON began his day with the future naval officers, talking about the special role leaders play in our Navy. "One of the tenants of my 'Zeroing in on Excellence' initiative is developing leaders, and it's important that we recognize that leadership has no rank or paygrade," he said. "From the most junior to the most senior Sailor, it is our responsibility to continue developing as leaders." The initiative provides Sailors a sturdy framework to build sound, durable readiness by developing leaders, having good order and discipline, and controlling what they own. A cadet, asked about sexual assault in the Navy and what is being done to those who are accused. MCPON answered, "Navy leadership will continue to investigate sexual assault cases, and if a person is found guilty, they will be held to the highest level of accountability." Cyber threats and the potential security risks associated with them were also discussed. "Information dominance is one area in the Navy that is continuing to grow," said Stevens. "There's a solid commitment to create capabilities and capacities that deter
cyber threats." MCPON had lunch with the cadets, NROTC Commanding Officer Capt. Michael Cashman, and Executive Officer Cmdr. Mike Kunkel, before heading to visit with Sailors at Navy Recruiting District Richmond. Stevens held a unique allhands call with first class petty officers, chief petty officers, and naval officers from Navy Recruiting District Richmond. Typically, all-hands calls do not include officers, but Stevens recognized and optimized the opportunity for candid dialogue among the ranks. The audience asked about CPO 365 training, the status of the Navy, and made suggestions regarding chief petty officer profile sheets. "It's great having the opportunity to come down here and have a conversation with all of you and hear what's on your minds, to know what keeps you awake at night," Stevens said. MCPON discussed his 'Zeroing in on Excellence' initiative with this group of your leaders as well. Stevens asked the crowd of approximately 150 Sailors for their thoughts on the initiative and asked that they review it regularly. Stevens was asked if there are plans to incorporate junior petty officers into CPO 365 training. "I have no intentions to lead that effort, however, I encourage our first class petty officers to take what they've learned from the training and pay it forward with our junior leaders," he said. A Sailor made a recommendation regarding chief petty
officer rating exam profile sheets. He suggested adding a note at the bottom, explaining why the candidate wasn't selected for advancement. "Making chief petty officer is no mystery," said Stevens. "Sustained superior performance is a key factor among those who see their name on the chief petty officer advancement list each year." MCPON fielded a question about the future of enlisted and officer relationships. "Distinct separation between officer and enlisted is necessary to establish and carry out orders and maintain good order and discipline," said Stevens. "A relationship that becomes too close can create a sense of familiarity that may fuel contempt, and when you have contempt, you often have a break down of good order and discipline." Stevens acknowledged the professional similarities that officer and enlisted ranks share. "I believe the professional expertise and educational gap has significantly closed over the past twenty years," he said. "I think this similarity has significantly strengthened our force." MCPON concluded the allhands call by discussing his foundations to success. He asked the Sailors to work hard, stay out of trouble, and be a good and decent person. "I truly believe that if Sailors commit themselves to these fundamentals, it would mitigate many of the problems that we face in the Navy," he said. "By working hard, staying out of trouble and being a good and decent person, we can only become a better and stronger Navy as a whole."
Parenting and Video Games Don’t Always Mix From Fleet and Family Support Center Naples
‘It Only Takes a Minute’ is the theme for this year’s Child Abuse Prevention Month. Most incidents of child abuse and neglect occur very quickly, and children under the age of 4 make up the largest number of victims. In the United States, child abuse and neglect is an epidemic. According to the Centers for Disease Control and Prevention, incidents of child abuse and neglect are reported every four seconds. In recent years, a new phenomenon of child abuse and neglect has been occurring, due to parents and caretakers of children increasingly being distracted by their frequent use of electronic devices and video games. There have been numerous child abuse and neglect incidents and child deaths reported to have been caused by young parents or caretakers being focused on playing a video game or using electronic devices, instead of tending to the needs of a child. Many child victims suffer from suffocation, being beaten, malnourishment, brain injuries, or a lack of timely medical treatment. Are you addicted to video games? Some signs to be aware of include: • Cannot stop playing video games • Poor school and work performance • Lying about how much you play • Decreased attention to hygiene • Decreased attention to family and friends
• Decreased sleep • Withdrawal symptoms • Irritability if someone prevents you from playing • Negative outcomes in personal relationships • Intense guilt or intense pleasure in gaming • Spending too much money on video games Developing self-awareness when frustrated and angry will help prevent parents and caretakers from “losing control” when feeling overwhelmed. Parents can participate in parenting education or read about child development to learn more about health and nutrition, child safety and supervision. Many parents lack adequate support during their spouse’s deployment or mission readiness activities. It’s important for parents to stay connected to family and friends through routine telephone calls, texts and emails. Lastly, find ways to celebrate your children’s contribution to your family life. Military children have the opportunity to experience the world in unique and different ways. However, this can sometimes create family stress, so explore ways to support your child’s uniqueness and how they make your family special. The Naples Public Health Evaluation (PHE) was an extensive effort to learn more about the potential environmental health risks present in the Campania region of Italy. The Navy established health protective policies based on the study’s findings to protect the health of U.S. personnel and their families, which includes bottled water advisories and health protective lease clauses. The PHE found the potential health risks for living off-base can be mitigated by following established risk-management actions. The enduring health protection policies are as follows: • Maintain the July 2008 bottled water advisory for U.S. personnel living off base. • Maintain the New Lease Suspension Zone (NLSZ) areas, based on U.S. Navy and Italian environmental sampling data. In these zones, U.S. Navy personnel are not permitted to sign new rental home leases. • Maintain the U.S. Naval Support Activity Naples PHE website and the U.S. Navy Regional Water Quality Board. • Maintain the health-protective U.S. Navy lease clauses for private off-base rental homes: – Landlords must provide containerized water service from a Navy-approved vendor. – Leased homes must be supplied by city water or permitted wells. Landlords must disconnect all non-permitted wells and provide proof of connection to the city water system or that the well is permitted. – Landlords must clean and disinfect domestic water holding tanks every six months. • The U.S. Navy will continue to share data with designated Italian public health officials. Throughout the Public Health Evaluation, the U.S. Navy established health protective policies and took immediate action, when necessary, to protect the health of U.S. personnel and their families. The risk management analysis determined that many of the health protective policies established during Phase I and Phase II will continue, as well as new policies implemented to ensure continued health protection. The Phase I and II reports, along with fact sheets addressing commonly asked questions and a detailed timeline of study components, are available through a link on the Naval Support Activity Naples website: www.cnic.navy.mil/Naples. Navy reserve Celebrates 99th anniversary By MC2 Armando Gonzales
Chief of Navy Reserve Vice Admiral Robin Braun hosted a ceremony to celebrate the 99th anniversary of the Navy Reserve at the Pentagon on March 27th. The ceremony was scheduled to take place on the anniversary date, March 3, but was delayed due to weather. The Navy Reserve, established in 1915, continues to deploy Sailors all over the world and has been a part of the defense strategy in every major conflict from World War I to Iraq and Afghanistan. "On any given day, 25 percent of our Sailors are providing fully integrated, global operational support to Fleet and combatant commanders making the Navy Reserve an essential element of the Total Force," said Braun. In honor of the Year of the Military Woman, Braun also delivered remarks about the W.A.V.E.S. who served in the Navy Reserves. "During World War II, they served in 38 dif-
ferent ratings, including aviation instructors, aircraft mechanics, and cryptologists. These women paved the way for those of us who serve today." The guest speaker, Fleet Master Chief for Manpower, Personnel, Training and Education April Beldo, delivered remarks highlighting the accomplishments of women in the Navy Reserve. "Remember the women in our Navy who took a giant leap and stood steadfast, making it clear to our organization that we are a better organization when we capitalize on our differences and embrace diversity," she said. "From conflict prevention, to conflict support. From combat to peacekeeping. From disaster relief, to humanitarian relief. As a part of every one of these efforts are 20.9 percent women who are making up the Reserve Force," said Beldo. The mission of the Navy Reserve is to deliver strategic depth and operational capability to the Navy, Marine Corps, and joint forces.
The Navy-Marine Corps team is united in fulfilling the mandate to be where it matters, when it matters, Navy Adm. Jonathan W. Greenert, the chief of naval operations, said March 25. Marine Corps Commandant Gen. James F. Amos is "a great shipmate," the admiral added during a hearing of the House Appropriations Committee's defense subcommittee. Interaction between the two services has never been better, Greenert said, noting that he is committed to continuing that momentum. "Forward presence is our mandate," Greenert said. By operating from forward locations, the Navy and Marine Corps provide President Barack Obama with options to deal promptly with global contingencies, he explained. "As we conclude over a decade of wars and bring our ground forces home from extended stability operations, your naval forces will remain on watch," Greenert said. The Navy's efforts are focused in the Asia-Pacific region and the Arabian Gulf, he said, but the service continues to provide presence and response as needed in other theaters. "Now, with this forward presence, over the last year, we were able to influence and shape decisions of leaders in the Arabian Gulf, in Northeast Asia and the Levant," the admiral said. To protect American interests and encourage regional leaders to make the right choices, the Navy patrolled off the shores of Libya, Egypt and Sudan, he continued. And, he said, naval forces relieved suffering and provided assistance and recovery in the Philippines in the wake of Typhoon Haiyan. The Navy's forward presence dissuades aggression against the nation's allies in the East and the South China Seas, the admiral noted, and helps to deter piracy in the Horn of Africa. "And we continue to support operations in Afghanistan while taking the fight to insurgents, terrorists and their supporting networks across the Middle East and Africa with our expeditionary and our special operations forces," he said. The 2014 budget will enable the Navy to maintain an "acceptable" forward presence, Greenert said. There are sufficient funds to restore fleet training, maintenance and operations and recover a substantial part of the 2013 backlog, he noted. Recognizing that budgetary constraints will continue through fiscal year 2015, the admiral said he set six priorities: sea-based strategic deterrence; forward presence; the capability and capacity to win decisively; readiness; asymmetric capabilities and maintaining technological edge; and sustaining a relevant industrial base. "Using these priorities, we built a balanced portfolio of capabilities within the fiscal guidance provided," he told the committee. The Navy will continue to combine rotational forces and forwardbased and forward stationed forces to maximize its presence in the Asia-Pacific region and the Middle East, the admiral said. The force still faces shortfalls in shore support, Greenert noted, and a facilities maintenance backlog that "will erode the ability of our bases to support the fleet." "We have slowed modernization in areas that are central to remain ahead of or keep pace with technologically advanced adversaries," he said. "Consequently, we face higher risk if confronted with a high-tech adversary, or if we attempt to conduct more than one multiphase major contingency simultaneously." The prospect of returning to sequestration-level funding in 2016 is "troubling," Greenert said. "That would lead to a Navy that is just too small and lacking the advanced capabilities needed to execute the missions that the nation faces and that it expects of its Navy," he told the panel. If defense funding reverted to the caps imposed in the 2010 Budget Control Act, he said, the Navy would be unable to execute at least four of the 10 primary missions articulated in the 2012 Defense Strategic Guidance and the 2014 Quadrennial Defense Review. The Navy's ability to respond to contingencies would be dramatically reduced, Greenert said, and, in a global crisis, the nation's options and time to make decisions would be limited. "We would be compelled to inactivate an aircraft carrier and an air wing," the admiral said. "Further, ... our modernization and our recapitalization would be dramatically reduced, threatening the readiness and threatening our industrial base." Greenert noted that the Navy is on board with the effort to get the nation's fiscal house in order, but any budgetary solutions need to sustain readiness while building an affordable and relevant future force.

Work with landlords to have any water holding tanks disinfected twice a year and ensure your tap water is disconnected from nonpermitted wells and connected only to the city water system. If you’ve ever attended a significant military ceremony, you may not have seen it, but you certainly heard it: the booming report of a military gun salute. Gun salutes have been around for centuries and, as they’ve evolved, shared a common purpose with the hand salute. Although those origins are not entirely clear, it is believed that both honors were originally intended to show deference on the part of the person saluting to the person being saluted. The honors also demonstrated that the renderer of the salute was for all intents and purposes unarmed – a person using their right hand to salute could not easily wield a sword, and cannons, once fired, required some time to re-load. According to the Naval History and Heritage Command, “Early warriors demonstrated their peaceful intentions by placing their weapons in a position that rendered them ineffective.” Additionally, it was once customary for a ship entering a friendly port to discharge its cannons to demonstrate that they were unloaded. The tradition of ceremonially discharging a ship’s weapons has evolved more to show honor rather than subservience or a state of readiness. The U.S. Navy has had a proud tradition of gun salutes since its earliest days. On Nov. 16, 1776, the Continental Navy brigantine Andrew Doria captained by Isaiah Robinson, fired a salute of 13 guns on entering the harbor of St. Eustatius in the West Indies. A few minutes later, the salute was returned by nine guns by order of the Dutch governor of the island. The 13 gun salute represented the 13 newly-formed United States and the return salute was the customary salute rendered to a republic. This has been called the “first salute” to the American flag. The first official salute by a foreign nation to the Stars and Stripes took place Feb. 14, 1778, when the Continental Navy ship Ranger, under Captain John Paul Jones, fired 13 guns and received nine in return from the French fleet anchored in Quiberon Bay, France. Since that time gun salutes have been used at many events. The most famous gun salute is, of course, the 21-gun salute. The first written instruction on the 21-gun salute comes from 1818 U.S Naval Regulations which stated, “When the President shall visit a ship of the United States’ Navy, he is to be saluted with 21 guns.” It may be noted that 21 was the number of states in the Union at that time. For a time thereafter, it became customary to offer a salute of one gun for
each state in the Union, although in practice there was a great deal of variation in the number of guns actually used in a salute. Today, the national salute of 21 guns is fired in honor of a national flag, the sovereign or chief of state of a foreign nation, a member of a reigning royal family, and the President, ex-President, and President-elect of the United States. It is fired at noon on the day of Washington’s Birthday, Presidents Day, and the Fourth of July. On the funeral day of a president, ex-president, or presidentelect, and on Memorial Day, a salute of 21 minute guns is fired at noon while the flag is flown at half-mast. Though sometimes mistaken for a 21-gun salute, the three volleys fired at funerals by a firing party do not constitute a 21-gun salute. The custom of firing volleys at a funeral is thought by some to have originated in ancient times in the practice of making loud noises to scare off evil spirits. In the late 19th century in the U.S., the custom of firing volleys included the entire escort (of squad, platoon, company, or battalion strength). That was eventually reduced down to the front rank of the escort, a standard squad of 13 personnel. With the release of the Navy Landing Party Manual of 1960, the firing party was broken off from the escort formation and the size was reduced down to seven personnel. Currently, at funerals where military honors are rendered and a firing party is present, the team composition may consist of three, five, or seven members to fire three volleys. U.S. Naval Regulations instruct that only those ships and stations designated by the Secretary of the Navy may fire gun salutes. With approval from the Secretary’s office, ships and stations may provide gun salutes for naval officers on significant occasions, using the following protocol 17 guns – admiral, 15 guns – vice admiral, 13 guns – rear admiral (upper half), 11 guns – rear admiral (lower half). Currently, all gun salutes are fired at five second intervals.

Kids’ Talk: Visiting Solfatara By Ferdinando Johnston
Recently my brother Simone and I visited Solfatara, which is located in Pozzuoli. Our Nonna (Italian for ‘grandmother’) was visiting for the weekend from Sicily, where she lives on the southern side of Mt Etna, which is the tallest active volcano in Europe. We thought she might like to see another volcano in the Naples area besides Vesuvius, so we took her to Solfatara. Solfatara is part of the Campi Flegrei volcanic area. It is a shallow volcanic crater situated in Pozzuoli. This volcano is dormant now but there is a chance it could explode one day along with the rest of the Campi Flegrei area. Solfatara last erupted in 1198. Volcano scientists called volcanologists, keep an eye on Solfatara at all times using satellites to look for changes in the shape of the crater. The landscape inside the volcano is full of fumarole and boiling mud pools. Fumarole (from the Latin word for smoke- fuma) is hot vapor that escapes from cracks in the earth’s crust. Solfatara is also famous for the bradyseism, a phenomenon that makes the ground under Pozzuoli go up and down, and causes up to 1000 small earthquakes every year. The sulfur smoke trails that come from the ground are fun to watch and they are also known to help people with breathing problems. Another super-volcano with the similar characteristics as Solfatara is Yellowstone National park in the U.S. If Solfatara volcano ever explodes, the destruction to the Campania region would be terrible and the ash would be so great, it could obscure the sun all over Europe for months. Solfatara and Campi Flegrei, along with Vesuvius, Etna, and Stromboli are the most famous volcanos in southern Italy, and all of Europe.

Naval Flight Surgeon and Dermatologist Lt. Cmdr. Josephine Nguyen has a message for medical students: consider the Navy Health Scholarship Professions Program (HPSP). Dr. Nguyen’s career is a great example of the opportunities available to physicians serving in the Navy. Graduating 2nd in her class from the U.S. Naval Academy in 1999, Nguyen was awarded a Navy Health Professions Scholarship. She received her Doctor of Medicine from Stanford School of Medicine in 2003. Following a transitional internship at the Walter Reed National Military Medical Center, she attended flight surgery training in Pensacola, Fla. After earning her wings, she served as a flight surgeon with Carrier Air Wing 5 in Atsugi, Japan. In 2007 she was accepted to a dermatology residency at the University of Pennsylvania, and completed her residency in 2010. A board-certified dermatologist, she currently sees patients at the Naval Academy and Children’s National Medical Center, Washington, D.C. She is also an assistant professor of Dermatology at the Uniformed Services University of the Health Sciences. In addition to her clinical duties, Nguyen is also the Director of Navy Medical Student Accessions for the Bureau of Medicine and oversees the Navy Health Professions Scholarship Program. She is helping to organize the Navy’s recruiting efforts for this program across the United States. Her personal goal is to increase female and minority representation in Navy Medicine. “People choose to be doctors because of their desire to serve and help others,” said Nguyen. “I chose to be a physician because of my love for people and my desire to alleviate suffering. Being a Navy physician has allowed me to fulfill my calling, but also it has allowed me to contribute to and affect medicine in a way I never would have imagined.” “If you practice medicine in the civilian sector, you have to
deal with insurance issues,” said Nguyen. “Patients get denied care because of lack of insurance and most physicians can only prescribe medications that are covered by the insurance company. The Navy has allowed me to practice medicine in the way that I have always dreamed. I never have to deny patients care based on their lack of insurance and I am never pressed for time during the patient visits.” Navy Medicine has a lot to offer: expert guidance and assistance, excellent training, leadership and management skills, financial stability, and an impressive benefits package that could include educational opportunities and incentives, loan repayment assistance, specialty pay, travel and more. “As the current Director of Medical Student Accessions for the Navy, my goal is to encourage students to apply for the Health Professions Student Program to help pay for medical school,” said Nguyen. “I believe in the scholarship because of the phenomenal leadership and life experiences I have had in the Navy, and I want other students to have the same experiences. My experiences in the Navy have made me a better doctor, a better leader, and a better person, while allowing me financial independence during medical school.” The Navy Health Professions Scholarship Program can pay for medical school and ensure immediate employment following graduation. The program covers 100 percent of tuition during medical school, a sign-on bonus of up to $20,000 and a monthly stipend of $2,157. No previous military experience is required, although applicants must be physically qualified and otherwise eligible to serve in the Navy and be accepted to an accredited medical school. Acceptance of the scholarship obligates the student to serve on active duty for four years as a licensed physician. The four years may be served as a general medical officer immediately after completing internship, or may be deferred until completion of specialty training. Make an appointment with your Command Financial Specialist - Self referring yourself for a financial counseling session is a productive way to get an outsider's confidential perspective on your finances. 11. Plan your weekly meals and a grocery list together - I'm guilty. After every shopping trip, I'm delighted by the bounty of food my fridge is stocked with, but after the string cheese and Doritos are gone, there is "nothing to eat." Then I later find vegetables that went bad and bread that molded. You can avoid this pitfall and save money if you plan your meals first, and then make a grocery list based on the exact ingredients needed to cook those meals.

10. Ask for an APR reduction - Do you have a credit card carrying a balance that you can't pay off yet? Call the number on the back and request an interest rate reduction. Tell them you are thinking of transferring your balance to another provider. If they won't help, speak to a supervisor. If you're carrying a balance of $5,000 or more, a three percent reduction will save you at least $150 a year.

Skip sales tax at the Navy Exchange - Navy Exchanges are exempt from state sales tax. When making big a purchases like a TV or videogame system, the sales tax alone could be $50 at a civilian electronics retailer.
Cut the power bill - I know you've heard this one before, but if you're not in a room, turn the light off. This will cut down on your power bill and the amount of light bulbs you go through. Many electronics use power even in the off mode. Unplugging these items can further lower your bill. This is a fun cost savings method to actually test. Grab your latest power bill, try to limit as much power use as you can and see how much you can actually lower your bill. Now try to get it even lower.

Drop your paid subscriptions - Even All Hands magazine is digital now; most content you find in paper magazines can also be found free online. If there's a website that is charging you to read it, there's usually another site that will give you similar content for the ad views alone.
Quit smoking - Obviously not easy, but the benefits will be immediate. Depending on the price of cigarettes in your area and your intake, smoking could be among your larger monthly expenses. Ready to quit? You can get cessation assistance and products like nicotine patches and gum for free through TRICARE.

Consider raising your insurance deductible - If your deductible is set at $250, you may be able to save money by raising it to $500 or higher. So for example, if you save $10 each month by having a $500 deductible rather than a $250 deductible, it will take you 25 months to save the difference. At that point if you get in an accident with $500 worth of damage or more, then it all cancels out. If you don't, you have saved $250. Just be sure to have enough in savings to cover whatever deductible you decide on, and drive safe.

Avoid impulse buys; give it a week - If "that'll practically pay for itself!" summarizes your feelings about a new paintball gun after your first time playing the sport, then great, but realize you're about to make an impulse buy on a $350 toy. Keep renting for a couple trips and see if you actually start going enough to justify owning your own gear. This is a good idea for any activity that includes expensive gear i.e. kayaking, mountain climbing, camping or skiing. Give yourself time to make sure you will be doing that activity as much as you think before you decide it's time to "invest" in a full complement of highend equipment.
Checkout thrift stores - Listen to Macklemore. It will take a bit of digging to get through the junk, but that's half the fun, and you can find many quality items for dirt cheap in thrift stores. The big savings come when you're looking for a pair of jeans and can avoid paying $50 at a retailer in lieu of $5 at a second-hand store. Many bases also have small thrift stores, often full of military uniforms that can save you money when you put on your next rank or need to get your sea bag up to par.

I stop by your office and put $840 on your desk. "This is yours if you stop visiting the coffee shop on your way in and brew your own at home or here in the office." I put another $1,440 in front of you. "This is yours if you don't go out for lunch and brownbag it instead." Do you follow these rules and put $2,280 hundred bucks in your wallet or do you hand the money back to me? If you normally spend $3.50 on a latte and $6 eating out at lunch, that $2,280 is already your money, it's your decision to save it or spend it bit by bit every day. There are many small adjustments like these that can add up to big sums by the end of a year. In 2014, if your resolution involves saving money, here are 14 ways to cut costs and keep that money in your bank. Keep in mind, these are only suggestions, and may need to be adjusted depending on the situation. Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area. Army and Air Force personnel stationed at JFC must apply through the Carabiniere at the JFC Provost Marshall's Office, Building L. In the Spotlight LT ELIZABETH FIDLER Lt. Elizabeth Fidler graduated from Norwich University in Vermont, the oldest military college in the United States, and was commissioned as a Nurse Corps Officer in 2008. Her first duty station was Naval Hospital Camp Pendleton, California where she served as a charge nurse on the Mother Infant Unit prior to her arrival at U.S. Naval Hospital Naples in 2011. A founding member of Naples’ Medical Home Port Team, Fidler currently functions as the Population Health manager. The community may know her from speaking to her on the phone, or seeing her in person at the Medical Home Port Clinic, as she spends much of her time assisting patients to maintain healthy habits or improve their health with lifestyle modifications. Aside from her primary duties, she restructured the First Trimester Obstetrics Course, designed to teach parents important aspects about the development of the newborn and healthy habits during pregnancy. Fidler enjoys traveling and experiencing different cultures. She has been to 22 countries since her arrival to Naples, Italy. “I find that because people from all over the world end up stationed in Naples, travelling has helped my ability to care for my patients as it teaches me to look for different points of view.”
IT2 MATT RUSSELL Information Systems Technician 2nd Class Matt Russell is an exceptional USO Naples volunteer and was recognized as Naval Computer and Telecommunications Station Naples’ Junior Sailor of the Year. From the Detroit, Mich. area, he has served in the Navy for the past six years and has been a valuable member of the USO Naples volunteer committee. Russell has generously given more than 100 hours of his time in support of several events since December 2012, including Taste of Home Nights for single Sailors, USO Bingo, Naples Got Talent and many other programs. He is involved in the Second Class Petty Officer Association and is an assistant command fitness leader. Russell keeps busy as a full-time father of his 19 month old, Stella, and is taking classes to finish his bachelor’s degree in May.
STACI DIETRICH Staci Dietrich is the NSA Naples Liberty/Entertainment manager for Naval Support Activity Naples. She helped form the group SINGLES (Sailors in Naples; Gathering, Living, Entertaining and Serving) and is constantly finding a wide variety of events and cultural trips for our area’s single and unaccompanied Sailors to take part in. Whether it’s helping to arrange the Armed Forces Olympics, Festa Americana and Eggstravaganza, or keeping it organized and flowing with her trusty bullhorn, Dietrich is consistently out trying to arrange great times for our service members and their families. She is instrumental in getting the word out to the community for Armed Forces Entertainment events and arranging them so as many people as possible can share in the rare experiences. Dietrich’s hard work helped get the Rec Room open consistently at the Support Site barracks and has helped bring in new entertainment devices and games for everyone living there. Dietrich’s family has a history of service, including a grandfather who served in World War II, and she continues that here by spending long hours making sure Sailors are taken care of. With all that, she constantly pushes the appreciation onto others. “I want to thank each and every one of you for your service. It was very moving today to be able to stand watch the national anthem being played with y'all in uniform - gets me every time. Thank you hands down for all your work and dedication. Pretty proud to be an American and to call y'all friends.”
