Naples Tiger Sharks are the EFSL Long Distance CHAMPIONS! By Jennifer Sharp
Staring down the lane of a 50 meter pool thinking about the next four, eight or 15 laps to swim is no easy task physically or mentally, but 36 NTS proved themselves capable and willing to compete and come out champions in this year’s European Forces Swim league (EFSL) Long Distance Swim Championships.
“This past weekend the NTS were represented by 36 mentally tough and physically prepared swimmers,” said Coach Jane Higgins. “It's not your everyday swimmer that decides to swim a 400 free, 800 free, 1500 free and 400 IM. These athletes went in mentally and physically prepared, challenging their minds and bodies, and swam out triumphant.” There were 13 teams from all over Europe com-
peting in this year’s championship. This is the first long distance championship for the Tiger Shark team following up a regular season 20132014 championship. The swimmers and coaches hard work has paid off and they all have so much to be proud of. Triple first place finishers included 11 year olds Lindsey Sharp and Sean Quirk.
Naples Receives Results from Radon Detectors From U.S. Naval Support Activity Naples Public Affairs
Naval Support Activity (NSA) Naples has received initial results from the one-year study of radon gas concentrations initiated in 2013 and part of an ongoing Navywide indoor radon monitoring program. Radon is a gas that is naturally occurring from rocks and soils. It is present in outdoor air, but may collect in basements or ground level spaces. Indoor environments are commonly studied to determine whether radon is present at high concentrations. Long-term exposure to radon gas at high concentrations can potentially impact health over time. Testing is the only way to know indoor radon levels. Personnel from the Environmental division of Public Works and the U.S. Department of
Energy installed radon detectors in Navy facilities at Capodichino, Support Site, Gaeta, Carney Park, and Navy-managed buildings at Allied Joint Force Command (JFC) Naples in Lago Patria. In the spring of 2013, the detectors were placed in basements and ground-level indoor spaces inhabited, or that could be inhabited in the future, at least four hours daily. The radon detectors were collected after one year of readings and analyzed by the Department of Energy. Approximately 200 detectors were not found and those sites are now being retested for six months. Please do not remove or tamper with the small, circular radon detectors, which can be seen near the ceilings of rooms being tested. See RADON DETECTORS Page 3

New TASI Tax for Residents of Economy Housing
By Capt. Doug Carpenter NSA Naples Commanding Officer
Sunday will mark 73 years since the attack on Pearl Harbor, but think about how relevant Dec. 7, 1941 still is for so many Americans. This history lesson is still taught in our schools and it’s an important part of our American history. Blockbuster Hollywood movies have been made about the attack on Pearl Harbor, which helps memorialize it in its own way to the public. Some in our Naples community are four generations removed from this attack. Think about how you perceive Pearl Harbor, and how it still has the power to shape attitudes. The Sailor’s Creed, something every Sailor knows, has a line that says, “I represent the fighting spirit of the Navy, and those who have gone before me to defend freedom and democracy around the world.” Those who have gone before me – those words are what remembering Pearl Harbor is all about. So many people, 2,403, made the ultimate sacrifice that day and most of them were U.S. Navy Sailors. Think about the Sunday morning they were just beginning. Historical accounts show that many Sailors were on watch and when duty called, they did exactly what they were trained to do. Starting with the 0645 attack on a submarine spotted outside the harbor – marking the first shot fired between the U.S. and Japan. We will dedicate a wreath today to the attack on Pearl Harbor, and I ask everyone to reflect on the historical importance of Pearl Harbor and those who have gone before us. On issues closer to home, our year-long study of Radon, a naturally occurring gas, is nearly complete and we’re beginning the process to mitigate 24 ground and basement level rooms with results at elevated levels. Elevated indoor radon levels are easily mitigated by properly ventilating spaces or sealing cracks and potential pathways for radon gas to enter a space. No housing units returned results requiring mitigation. There are still 200 detectors that we had to replace due to them being missing, so if you see the small, circle detectors hanging near a ceiling, please do not tamper with them or remove them. This comprehensive radon study is a great thing for our facilities to ensure we’re providing the safest possible working and living environment for the community. We have plenty of holiday events coming up to keep you and your families busy this month. Tonight’s Holiday Village and tree-lighting ceremony on Support Site is always a big draw. If the weather permits, the U.S. Naval Forces Europe Band will be there spreading holiday cheer, along with our children’s choir. Santa is going to be making a visit and will be stopping by the Support Site quite a few times leading up to the big day, so be on the lookout. We’ll pass updated information on the events pending updated weather forecasts. The Army-Navy flag football game is going to be taking place tomorrow at 1:30 p.m. on the high school football field. Come show your support and see who comes away with bragging rights. Navy had a good run, but Army is currently holding the trophy from last year’s matchup. The Italian Choir “Il Coro Annibale Messore” will be performing their Annual Christmas Cantata at 5 p.m. on Sunday at the Support Site Chapel. We’ll have children from the area visiting the Support Site Dec. 14 for a Buon Natale. Thank you to everyone for helping out with these events and taking part in the many community relations projects going on through the chapel. I encourage everyone to take part in at least a few of these seasonal events.
A new 2014 Italian tax makes residents and homeowners of economy housing responsible to pay a TASI (Tassa Servizi Indivisibili) based on the real estate value of the property. The rate of this tax is established by each municipality and is based on property value. Similarly, the percentage to be paid by residents is established by each municipality and can be up to 30 percent of the total TASI. A resident’s portion of the TASI should be in the range of 60-150 euros per year. Community members, assisted by Housing as needed, must talk with their landlords to get the Italian Tax Form F-24. Once properly filled in, TASI forms are then paid at local banks and post offices. For questions or additional help coordinating with landlords, contact Housing at DSN 629-4466 or 081-811-4466.
Post Office Advisory on Mailing of Nativity Scenes (Presepes) The Presepes ‘Nativity Scenes’ found throughout Naples and Italy contain miniature clay figures that craftsmen have made for hundreds of years. The figurines pose no agricultural risk and can be sent or taken stateside. However, the figures are often housed in a village setting made of natural bark decorated with peat moss, which can contain damaging insects or other pests and are prohibited from being imported into the United States. Nativity Scenes produced using finished wood, plastic, or commercially-cleaned and lacquered straw (except rice straw) can be mailed to the U.S. Customers of the post office can be fined $100 or more if they mail scenes containing moss, bark, pinecones, untreated straw or other restricted materials. For questions, please visit or contact your post office. Security and NCIS routinely see an increase in crime this time of year. Community members are encouraged to be aware of their surroundings at all times and to consistently lock vehicles and activate home alarms. Pick-pocketing, purse snatching, theft from parked cars, home break-in and carjacking are all concerns. Comply with thieves quickly to help diffuse situations as resistance can escalate the incident and be hazardous. Exercise extra caution at night and at train stations, airports, nightclubs, bars and outdoor cafes. Never leave valuables in plain sight and if planning a vacation, arrange for a trusted friend to periodically check on the residence during your absence. Report any incidents to 081-568-5638. For additional Safety and Security information, visit www.travel.state.gov and search Italy.

The highest measured radon concentration was 35.6 pCi/L. Mitigation measures are being planned and actions taken for these sites with initial focus on the sites requiring mitigation within 6 months. One of the spaces is rarely occupied and the other already currently has construction underway on the ventilation system. Once mitigation is complete, the sites will be re-tested

Italian Police Seize Counterfeit Notes Italian police in Naples arrested 56 members of an international counterfeiting money ring known as the “Napoli Group”. Investigators, with the support of European Union (EU) law enforcement agency Europol and European Anti-Fraud Office, seized 1 million euros ($1.2 million) in counterfeit notes during a two-year investigation. The group was based in Naples and most of the counterfeit notes would flow from Naples and other Italian cities to the rest of the world. France, Spain, Germany, Romania, Bulgaria, Albania, Senegal, Morocco, Tunisia and Algeria were the countries most affected by the counterfeit notes. The group even produced a 300 euro note that was accepted by a German business. Italian police discovered a secret printing press in the town of Giugliano, north of Naples, which produced millions of notes. They also found a laboratory which made fake stamps and scratch cards in nearby Arzano. Arrests linked to suspect counterfeiting were also made in Genova, Turin, Palermo and Avellino.

Italians traditionally kick off their Christmas season on Dec. 8 to commemorate “L’Immacolata” (Immaculate Conception). However, this year, there are distinct signs the holidays are already present in our host city. If you’re looking for ways to fire up some zest to get you ready for this period’s celebrations then consider the following initiatives and venues.
Illuminations With the involvement of local community associations and businesses, Naples city officials turned on magi-
cal crystal-like and multicolored Yuletide lights in many districts in November. The goal was to ignite the spirit of the holidays, welcome city visitors, and dazzle guests and residents with symphonies of brightness and color. On Nov. 8, illuminations were switched on in record time, according to locals in San Gregorio Armeno or “Christmas Alley”. Nativity representations thrive in the Historic Center of San Gregorio Armeno. Besides typical holiday figures, lights feature historical Neapolitan personalities such as Toto, Pulcinella and Edoardo De Filippo. Subsequently, towards the third week of November, radiant lights were turned on at Via Toledo, Piazza dei Martiri, Piazza Trieste e Trento, Galleria Umberto and Via Marina. Christmas trees, decorative balls and stars are now attracting visitors to these areas. So what’s up this month? Locals are now anticipating more Noel illuminations brightening and animating other city streets, including those in Vomero. Bear in mind that if you wish to experience the illuminations then do so by Jan. 6 when Italians commemorate Epiphany and conclude the Christmas season.
Presepe Exhibition Joining the City’s November Christmas initiatives in the Historic Center, the Associazione Presepistica Napoletana (Neapolitan Association of Nativity Art) launched its 13th presepiale (Nativity scenes) exhibition in the Church of the Cross of Lucca. Displays recall the spiritual side of Christmas as well as draw attention to the Neapolitan style of staging the manger scene that was developed in Naples during Bourbon times. Of the Association members, 70 participated in the exhibition this year. Works range from a study of an individual to a group of characters dressed in traditional Neapolitan costumes. Works also show numerous figures of the Holy Family in the midst of villagers and shepherds farming, cooking, entertaining, dining, dancing or going about their daily lives. Angels, animals, farm produce, varied village and landscape settings enhance the mesmerizing explosion of color and drama on the creations. These highly artistic creations are made from sculptured wax and sugar, and the result

is incredibly detailed and beautiful. For a 5 € contribution, you can enter the drawing for one of five samples of this traditional art. Other Presepe Exhibits Glorious scenes are displayed in the San Martino Monastery Museum in Vomero as well as at the Royal Palaces in Naples and Caserta. To date, the Cuciniello Crib in San Martino, donated by the local architect and playwright Michele Cuciniello, is the city’s largest and most exquisite achievement of the art and is definitely one to share with holiday guests.

Panettone and Pandoro These sweet delights have now
mushroomed in pastry shops and supermarkets since Italian bakers are prolific when it comes to producing them this time of year. On one hand, Panettone, a cupola-shaped raisin and candied fruit cake, is a typical bread of Milan derived from the Italian word “panetto” corresponding to a small loaf of bread. On the other, Pandoro, a star-shaped cake, originates from Verona with its golden color giving birth to its name “Pan d’ Oro”. Both are best served with a generous sprinkle of confectioners’ sugar.

8 things you Need to Know about the Senior enlisted academy EA will soon be a requirement before SCPOs can promote further By Terrina Weatherspoon, Defense Media Activity
1. The Navy Senior Enlisted Academy (SEA) is expanding its delivery format to afford every Navy senior chief petty officer (SCPO) (E-8) the opportunity to attend the SEA prior to selection to master chief petty officer. 2. Starting in Fiscal Year (FY) 2017 (October 2016), all newly selected senior chief petty officers will be required to complete the SEA in Newport, RI, or attend either the United States Air Force Senior Enlisted Academy, United States Marine Corps Senior Enlisted Academy, Coast Guard Senior Enlisted Academy, or the Joint Special Warfare Academy in order to be eligible for advancement to MCPO. 3. To meet the increased resident demand without compromising content, the SEA will modify its delivery format to nine weeks of distance learning online, prior to three weeks of resident education in Newport. 4. Reserve Sailors will continue to attend the present SEA blended course format (six weeks of distance learning followed by two weeks of rigorous in resident education.)
5. Those Sailors who have already earned the rank of senior chief or are selected prior to the FY 2017 board will be grandfathered under the old policy and will not be required to attend the SEA. 6. As a prerequisite to attending the SEA, students must have completed the required 70 hours of online Primary Professional Military Education via Navy Knowledge Online. It is mandatory that this work be completed prior to arrival at the SEA. 7. Any student arriving to the SEA out of height/weight standards will be disenrolled and required to wait 12 months prior to reenrollment in the course. Public Health Center Launches New Website for the Navy's ShipShape Program From Navy and Marine Corps Public Health Center
The Navy and Marine Corps Public Health Center (NMCPHC) announced the launch of a revitalized website for the Navy's ShipShape Program, Dec. 2. The ShipShape program is the official Navy weight management program that assists active-duty sailors, Navy beneficiaries, and government civilians with making healthy behavior changes in order to lose weight. The program consists of eight sessions that focus on three important components for weight management: mindset, nutrition and physical activity. The ShipShape program is managed by NMCPHC and aligns to the missions of the Navy's 21st Century Sailor and Marine initiative and Navy Medicine to maintain a healthy, fit and ready force. "The new ShipShape program website provides improved site structure and an array of new content and features," said Sally Vickers, public health educator at NMCPHC. "The new site has already garnered more than
500 unique visits and has been met with an overwhelmingly positive response. It offers ShipShape facilitators, coordinators, participants, and command fitness leaders (CFLs) quick and easy access to essential information and resources in support of the ShipShape program." The new site includes the following enhancements: * Improved structure and navigation: The new site boasts an improved layout and standardized navigation structure to enhance the quality and availability of information for the ShipShape program community. * New content: The revitalized site contains new and refreshed resources developed specifically to communicate with ShipShape program facilitators, coordinators, participants, and CFLs, such as frequently asked questions (FAQs), updated roster and reporting forms, quarterly newsletters, and a suite of products that align to each of the program's eight sessions. * Access to collaboration website: Beyond providing updated, organized information, the site promotes greater collaboration be-
tween ShipShape program facilitators and the program managers through the use of milSuite. Once certified, facilitators are encouraged to visit the site and establish a milSuite account, if they do not already have one. They are then invited to join the ShipShape Program Facilitators Group in which they will receive the latest information, program materials, and discussions. "Through the ShipShape program, we help participants achieve healthy weight loss by facilitating changes in eating and exercise habits that enable them to reach and maintain a healthy weight throughout their careers and beyond," said Cmdr. Connie Scott, the Health Promotion and Wellness department head at NMCPHC. "Our goal is to provide a system that helps participants achieve both personal and professional success and empower them to make healthy choices and stay fit for life." Visit the new ShipShape website at: http://www.med. navy.mil/sites/nmcphc/health -promotion/Pages/shipshape.aspx
Naples Community Health Awareness From Naval Support Activity Naples Public Affairs
The Naples Public Health Evaluation (PHE) was an extensive effort to learn more about the potential environmental health risks present in the Campania region of Italy. The Navy established health protective policies based on the study’s findings to protect the health of U.S. personnel and their families, which includes bottled water advisories and health protective lease clauses. The PHE found the potential health risks for living off-base can be mitigated by following established risk-management actions. The enduring health protection policies are as follows: • Maintain the July 2008 bottled water advisory for U.S. personnel living off base. • Maintain the New Lease Suspension Zone (NLSZ) areas, based on U.S. Navy and Italian environmental sampling data. In these zones, U.S. Navy personnel are not permitted to sign new rental home leases. • Maintain the U.S. Naval Support Activity Naples PHE website and the U.S. Navy Regional Water Quality Board. • Maintain the health-protective U.S. Navy lease clauses for private off-base rental homes: – Landlords must provide containerized water service from a Navy-approved vendor. – Leased homes must be supplied by city water or permitted wells. Landlords must disconnect all non-permitted wells and provide proof of connection to the city water system or that the well is permitted. – Landlords must clean and disinfect domestic water holding tanks every six months. • The U.S. Navy will continue to share data with designated Italian public health officials. Throughout the Public Health Evaluation, the U.S. Navy established health protective policies and took immediate action, when necessary, to protect the health of U.S. personnel and their families. The risk management analysis determined that many of the health protective policies established during Phase I and Phase II will continue, as well as new policies implemented to ensure continued health protection. The Phase I and II reports, along with fact sheets addressing commonly asked questions and a detailed timeline of study components, are available through a link on the Naval Support Activity Naples website: www.cnic.navy.mil/Naples. If you have a concern about your specific health risk and how the study relates to you, please contact the U.S. Naval Hospital Naples at DSN: 6296299 or commercial: 081-811-6299.

JFc Naples Joint mobile training team (Jmtt) completes mission to moldova By MWO Giorgio Frausin, J9 JMTT Coordinator
The JFC Naples Joint Mobile Training Team (JMTT) was invited by the Moldovan Ministry of Defense to provide leadership training to 30 Moldovan Officers Non-Commissioned (NCO). The JMTT is a J9 Military Partnerships Branch capability available to member-nations of the NATO Partnerships for Peace, Mediterranean Dialogue and Istanbul Cooperation Initiative programs. The team, consisting of NCO volunteers from JFC Naples and managed by the J9 Military Partnerships Branch, conducted its first ever training mission to Moldova. The 5-member team of two American, a French, a German and a Canadian NCO delivered training on topics such as; NATO History, Effective Communications, Leadership Theory, Stress Management, Counseling Techniques, Ethical Behavior, Cultural Awareness and Equal Opportunity. The lessons are NATO-centric and do not reflect a specific nations’ policy but rather focus on preparing the students to work in a NATO multi-national environment. The training was conducted at the “Academia Militară A Fortelor Armate” in Chişinău, the capital of Moldova.

The Moldovan NCO’s spoke very little English which necessitated the use of a translator but despite this limitation to spontaneous twoway discussions; the students participated well and shared their experiences and opinions. The Ac-
ademia also conducts language courses and Maître Monatte and Petty Officer 2nd Class Richter were invited to visit the French and German classes to speak in their native languages with the students. The Moldovan Armed Forces are actively investing in their NCO Corps and have adopted the “Non-Commissioned Officer Professional Military Education Ref-
erence Curriculum” as a guide. Maj. Tinevschi, the J7 from the Military Education Centre, briefed the team on NCO Corps transformation which will also include a new NCO rank structure that will bring them into line with the nine NATO Other-Rank levels. All-in-all, the JMTT mission to Moldova was very successful and the Moldovan Armed Forces have already indicated that they
wish to host the team again in the near future. This year JFC Naples JMTT has conducted five missions; two to Jordan, one mission to Serbia, one mission to Bosnia-Herzegovina and one mission to Moldova. There are eight missions planned for 2015. The JFC Naples JMTT is always looking for motivated NCO’s willing to share their leadership skills with partner-nation NCO’s.

The December 7, 1941 Raid of Pearl Harbor From Naval History and Heritage Command
The Dec. 7, 1941 Japanese raid on Pearl Harbor was one of the great defining moments in history. A single carefully-planned and well-executed stroke removed the United States Navy's battleship force as a possible threat to the Japanese Empire's southward expansion. America, unprepared and now considerably weakened, was abruptly brought into the Second World War as a full combatant. 18 months earlier, President Franklin D. Roosevelt had transferred the United States Fleet to Pearl Harbor as a presumed deterrent to Japanese aggression. The Japanese military, deeply engaged in the seemingly endless war it had started against China in mid-1937, badly needed oil and other raw materials. Commercial access to these was gradually curtailed as the conquests continued. In July 1941 the Western powers effectively halted trade with Japan. From then on, as the desperate Japanese schemed to seize the oil and mineral-rich
East Indies and Southeast Asia, a Pacific war was virtually inevitable. By late November 1941, with peace negotiations clearly approaching an end, informed U.S. officials, and they were well-informed, they believed, through an ability to read Japan's diplomatic codes, fully expected a Japanese attack into the Indies, Malaya and probably the Philippines. Completely unanticipated was the prospect that Japan would attack east, as well. The U.S. Fleet's Pearl Harbor base was reachable by an aircraft carrier force, and the Japanese Navy secretly sent one across the Pacific with greater aerial striking power than had ever been seen on the world's oceans. Its planes hit just before 8 a.m. on Dec. 7. Within a short time five of eight battleships at Pearl Harbor were sunk or sinking, with the rest damaged. Several other ships and most Hawaii-based combat planes were also knocked out and over 2400 Americans were dead. Soon after, Japanese planes eliminated much of the American air force in the Philippines, and a Japanese Army was

ashore in Malaya. These great Japanese successes, achieved without prior diplomatic formalities, shocked and enraged the previously divided American people into a

level of purposeful unity hardly seen before or since. For the next five months, until the Battle of the Coral Sea in early May, Japan's far-reaching offensives proceeded untroubled by fruitful opposition. American and Allied morale suffered accordingly. Under normal political circumstances, an accommodation might have been considered.
However, the memory of the "sneak attack" on Pearl Harbor fueled a determination to fight on. Once the Battle of Midway in early June 1942 had eliminated much of Japan's striking power, that same memory stoked a relentless war to reverse her conquests and remove her, and her German and Italian allies, as future threats to World peace.

Day 1 was an all day event starting with the 800 FR, followed by the 10 and under 400 FR, and ending with the 400 IM. This was the first time this season the Tiger Shark swimmers competed in a 50 meter pool. The challenge can be quite daunting for many with the realization that there would be no extra push off on the 25 meter flip turn, and no break from the exhausting butterfly stroke. This is just one example of the importance of mental and physical toughness for these swimmers.
“As a marshaling clerk for the long distance champs it was my job to line the kids up in the right order so they could make it to the starting blocks for their event. It sometimes felt like I was herding cats and the end of the day I no longer had a voice, I really enjoyed seeing the swimmers interact with each other. Though they are all in it to win, the high fives and good lucks shared with each other show good sportsmanship and friendly competition,” said Rachael Baldwin. Day 2 of the Long Distance Championships was all about the 1500 FR. 89 swimmers from all over Europe, 22 of which were from Naples, braved the waters for this grueling race. “I was very intimidated of this race at first. I didn’t think I would do very well, but I finally decided I could do it. I got tired early in the race, but then I just put my head down and got into a rhythm,” said Lindsey Sharp, first place finisher in the 11 year old girls 1500 FR.

In the Spotlight
Making a difference while you shower From the NSA Naples Energy Management Team
How does a low-flow showerhead work? Most low-flow showerheads aerate the water and increase its velocity by restricting the flow of the water by forcing the water through very small apertures. This creates a very fine but "wet" feeling spray pattern. Why should you make the switch? While a conventional showerhead uses 18 to 27 liters or more per minute, the low-flow showerhead uses approximately 9 to 11 liters per minute. Most low-flow showerheads are equipped with a push-button shut-off valve, which allows the user to interrupt the flow of water when needed thus saving more. Are there different types of low-flow showerheads? There are two basic types of low-flow showerheads: aerating and non-aerating. An aerating showerhead mixes air into the water stream. The air maintains steady pressure and results in an even, full shower spray. Aerating showerheads are the most popular kind of low-flow showerheads. A non-aerating showerhead does not mix air into the water stream. This type of showerhead maintains a warmer temperature and has a stronger, more pulsating spray thus giving more of a massaging effect.
