USO Naples held their first Dodge Ball Tournament at Capodichino for more than 100 participants and 100 onlookers, Aug. 28. Teams arrived early to register, take team photos and practice “dodging, diving, and ducking.” The 12 teams competed for a chance to win the big trophy and a $500 gift card for their command MWR or designated private organization. “I’ve never dodged so many balls; I had a blast,” said one participant as he shook hands with the opposing team after the semi-finals. Army’s "The Wolverines" team were the champions, bringing home the trophy, gold medals, and the $500 for their Family Readiness Group. Silver medals went to the Flight Ops team "Balls in Your Face" and the bronze went to the "Sky Blue Cobras," who also received the award for Best Dressed Team. Honorable mention went to the Global Citizens, Local Difference team, "Global Avengers," for such fantastic dipping and having great team spirit. USO Naples volunteers set up the event and managed to keep the players fed with a free barbecue dinner. The players, families and volunteers made it a memorable event that USO Naples hopes to make an annual event for the community.

Captain’s Corner

By Capt. Doug Carpenter NSA Naples Commanding Officer

Thanks to everyone for being safe over the extended weekend. The weather was exceptional, so I hope many of you took the opportunity to explore the culture, see some sights, relax at the beach, or enjoy the world-famous Amalfi Coast. On September 1st, the GIs of Comedy swung through Naples and gave us a phenomenal show at O’Rhys. These veterans from each branch of service made the trip out here with Armed Forces Entertainment to spread some laughs and help us finish up a great Labor Day weekend. Navy Entertainment is also bringing great entertainment for our community next week with the Plain White T's, who are performing live at the Support Site Central Park Tuesday night. There will be food and beverages on sale, so bring the family and your lawn chairs for what’s sure to be an amazing show. The band is best known for their Grammy-nominated song "Hey There Delilah" and some other tunes such as "1, 2, 3, 4" and "The Rhythm of Love." The show’s scheduled to start at 7:30 p.m. and I look forward to seeing you out there. We held our E-6 Navy wide advancement exams yesterday and we’ll have a few hundred Sailors taking the E-5 exams next week, followed by the E-4 test Sept. 18. For all you test takers, rest up the night before, wake up early and be prepared. These exams are the most significant factor in determining who makes the cut for advancement, and I ask that everyone gives it their all. Remember, there’s only one right answer. We’ll be kicking off the Combined Federal Campaign– Overseas on Monday, so look out for your command representative to be coming around with paper pledges, booklets and information on how you can donate electronically if you choose to. With more than 2,600 national and international charities in the CFC-O catalog, you’re sure to find a few causes you feel strongly about supporting. The complete charity list can be viewed at cfcoverseas.org. Contributors also have the option to give to our overseas military community through the Family Support and Youth Program (FSYP) fund. FSYP donations are returned to our installation and invested in quality-of-life programs for service members, Federal civilians and their families. We recently had a small fire on a second story balcony in base housing. Your Fire Department responded to the call within three minutes and had the small fire extinguished very shortly after arriving. These professionals are on the job protecting us 24/7 and they do a fantastic job. Please take the time to thank your Fire Department and your Security personnel whenever you see them about the base. I had the opportunity to hold Town Halls in Gaeta and Latina last week. It was great to meet with our tenant command’s service members and their families. I like any chance to hear issues directly, discuss ways we can take action to solve them, and really just to get to know our various communities better. I’ll be holding my second Town Hall here in Naples next month and by then will have visited all our departments and gotten my feet firmly planted. I encourage everyone to come out as they’re an ideal way to discuss questions and concerns, and hopefully even come up with some new, practical innovations.

Historical Sites and Museums Receive More Visitors Visitor numbers at Italy’s museums and monuments rose by 10 percent in August. The upturn was partly the result of the new opening times and ticket prices

introduced in July. Large and small museums benefitted from the new tariff structure, extended opening hours on Fridays and free entry on the first Sunday of the month. Florence museums registered an 18 percent increase in visitors and the archaeological area at Pompeii added more than 13,000 visitors for the Aug. 15 national religious holiday. Tourists visited 10 newly restored houses in Pompeii, some of which had never been open to the public before.

The Surprise is Your Oyster An Italian executive manager decided to spend a romantic evening out with his girlfriend at a restaurant in Salerno. The restaurant owner wanted to please his customer so he went to a nearby fish market and bought the last three oysters left. The couple was served with oysters and when the manager opened his one he found five pearls inside. They are now being valued and could be worth around 2,000 euros.

Naples and Environs Paint the Town Red for San Gennaro Naples Pizza Village

A marble relief depicting San Gennaro’s martyrdom in his namesake church in Pozzuoli. On Sep 19, neapolitans will commemorate the revered patron saint of naples and his Blood Miracle. (Photo by J. Freed)

Summer days are slowly winding down this month to pave the way for fall’s cool breezes, but Naples is quickly moving into high gear with lively events. Headliner for the month is the celebration of Naples’ patron saint, San Gennaro and his blood liquefaction on the 19th. Ushering in the much-awaited miracle are activities at the Naples Pizza Village through Sunday along the panoramic Naples waterfront.

Likewise, Pozzuoli and other towns in the Phlegrean Fields will welcome the saint with a 10-day activity-packed archeo-enogastronomical Malazè program. Community members can check out the Prickly Pear Fest this weekend at Castel Morrone (Caserta Province) then anticipate the wine season at the Grape Fest in Solopaca (Benevento Province) on Sept. 14th. Towards the end of the month, follow your nose to S’Anastasia (Naples Province) for the town’s “Ancient and Modern Flavors” festivities.

San Gennaro Fest Naples’ patron saint will be honored with a morning Mass at the Naples Cathedral as well as at the saint’s namesake church in Pozzuoli on Sep 19. Whether or not the Saint’s blood has liquefied on or before the celebrations will be the million-dollar query among the faithful. The blood liquefaction recurrence assures believers the City would be protected from calamitous circumstances.

Tradition holds the hill topped by a cross above Pozzuoli’s San Gennaro Church was the site, where Romans decapitated the good bishop of Benevento. Others speculate the martyrdom took place right where the church now stands. It is said the bloodstained stone in one of the Church’s chapels is either where the saint’s head rested on his martyrdom or where the stone had touched the saint’s blood. Regardless of different theories, the stone, said to have a special glow on the saint’s special day continues to draw the people to the church. Customarily, brightly colored light arches adorn the Pozzuoli church a few days leading up to the celebrations. Festivities usually feature a musical show, fireworks display plus a procession of the saint’s bust with Franciscan priests and a band. For queries, call the church at 081526-1114.

Through Sunday, 7th, an army of local and guest pizzaioli will be at hand firing up 40-plus wood ovens and kneading tons of flour to satiate Pizza Margherita and Pizza Marinara lovers at the “world’s largest and most spectacular pizzeria” along Naples’ breathtaking via Caracciolo promenade. Nearly 4500 seats await guests at the event scheduled 6 p.m. through midnight. Via this big to-do, the Associazione Pizzaiuoli Napoletani proudly promotes a veritable Neapolitan culinary icon, plus, in the style of the legendary siren, Parthenope, attempt in luring gastronomes and tourists to the City’s shores. Earlier this week, the Association sponsored a Pizzaiolo World Championship in different pizza categories -- classic to meter style, deep-dish to “in season” type then gluten-free to freestyle. To inspire the youth, a Junior Pizza category was also programmed during the competition. For the event, bring your camera along to record lovely views of the Naples Bay and Vesuvius as you savor the big pie. If time allows, stroll in the park across the venue. More info at www.pizzavillage.it

Phlegrean Fields’ Malazè The name for archeo-enogastronomical program derived from the ancient term “fishermen’s warehouse” will run through Sept. 16th to showcase the zone’s enchanting bay views, archaeological sites and myths, scrumptious seafood, wines and intriguing volcanic craters. Campi Flegrei, signifying “Burning or Fiery Fields,” encompasses Bacoli, Monte di Procida, Quarto and Pozzuoli (home to the Solfatara volcano crater with bubbling fumaroles). The wide-ranging initiative features guided tours at archaeological sites, dinners and wine

tastings at selected vineyards, diving explorations to Baia’s submerged Roman ruins, Malazè for Children at the Little Ogre Garden and much more. Event highlights include “Slow Earth” by the Campi Flegrei Slow Food Association to demonstrate geothermal energy cooking on Sept. 12th at the Solfatara crater along with a fundraiser dinner on Sept. 16th for the activation of the kitchen and crafts lab for children and adults with Down syndrome. Malazè is a monumental team effort organized by Campi Flegrei a Tavola (Campi Flegrei at the Table) involving local tourism officials as well as dozens of associations (Association of Italian Sommeliers and Slow Food among others) businesses, restaurateurs and wine producers. For the program, log on to www.malaze.org/calendario2014/

Beyond Naples City Castel Morrone’s Prickly Pear Fest This weekend, the town in Caserta Province invites to their feast of local dishes at lunch or dinner that are beautifully finished with the already mentioned sweet delight enriched with cactus fruit cream. Take the family for a country drive at the town10 km from the city of Caserta. More information can be found at www.castelmorrone.com/ Solopaca’s Grape Fest In heralding the wine season, colorful, entertaining and grapeadorned floats will parade Sept. 14th through the vineyard-laden town in Benevento Province. Organizers describe the event as a fusion of art, humor, music and wine. Situated at the foot of Mount Camposauro by the Taburno river, Solopaca may not have the winding vineyards in northern wine towns, but surprisingly, farmers there raise Tuscan grape varieties (Sangiovese and Trebbiano) besides the Campanian native varieties (Aglianico, Falanghina, Coda di Volpe and Malvasia di Candia aka Cerreto). The result of growing these varieties from two regions is the town’s DOC (Denominazione Origine Controllata or origin-controlled) red and white wines, blending Tuscan and Campanian grapes that pair well with roast meats and pasta dishes. Music and parade begin at

Energy Conservation Chill Out with Cool Energy Savings From the NSA Naples Energy Management Team

Are hot summer days putting a strain on your building’s air conditioning? Maybe you don't even have air conditioning. Here are some tips for staying cool during the heat of the day: Turn off everything that is not needed. If you can, shut off overhead lights and use task lighting instead. If it is using power it is producing heat. Use a fan to move air. A small fan on your desk will help you feel several degrees cooler but please be sure to cut it off when you are away. Fans cool people not rooms. Dress for the weather. If necessary, be the one to start a fashion trend of casual attire on hot days. Tell everyone you are dressed for energy security.

Navy Suicide Prevention Month: Being there for “Every Sailor, Every Day” By Rear Adm. Rick Snyder, director, 21st Century Sailor Office

Suicide affects everyone, and suicide prevention is an all hands effort - all of the time. We can make a difference through our everyday actions. In September, we join the global community to highlight suicide prevention. Last September, we focused on what we can do as communities to support and help our shipmates. This year, we'll zero in on what we can do as individuals, on a daily basis, to continue that support. The 2014 Navy Suicide Prevention Month theme is “Every Sailor, Every Day.” We are encouraging every member of our Navy team, from shipmates, to leaders, to civilian employees, to family and friends, to set a positive example, reach out and engage with one another. Building resilience and preventing suicide require all of us to actively communicate with each other, and not just when we think someone is in immediate danger. Everyday actions, that foster trust and build meaningful connections, can start or continue conversations so we can more effectively intervene when we see signs of a shipmate in distress. By actively communicating and staying engaged, we may be more likely to notice small signs of distress in our shipmates and intervene early, before a crisis occurs. I challenge you to be there for Every Sailor, Every Day, through meaningful, intentional actions. Take time to ask others how they are doing—and actively listen. As Vice Adm. Nathan, Navy Surgeon General, reminds us, we must especially connect with those who are transitioning from one job to another, experiencing career setbacks or some sort of loss, or going through relationship troubles. Start a dialogue to support each other during stressful times. Share strategies to navigate challenges, including speaking up and seeking help. We are a Navy team, and none of us are ever alone. Another way you can support “Every Sailor, Every Day” is by Pledging to ACT (Ask, Care, Treat). It’s a voluntary commitment to yourself and others, and one of the many ways we can be there for every Sailor, every day, by every Sailor, every day. Visit https://survey.max.gov/index.php/437

524/lang-en to “Pledge to ACT” today, and urge your shipmates to do the same. I encourage commands to highlight Suicide Prevention Month in their own way. Talk about bystander intervention, peer support and the many ways each of us can lead by example when it comes to physical and psychological health, showing that it’s okay to speak up when you’re down. Resources will be released on www.suicide.navy.mil throughout the month to support your efforts. Each

day, we have an opportunity to make a difference—and those opportunities may end up saving lives. For more information and various resources for Navy Suicide Prevention Month, visit www.suicide. navy.mil. If you or someone you know is in immediate danger, call 911. If you or someone you know is in crisis, help is just a call or click away. Call the Military Crisis Line at 1-800-273-TALK (option 1) or visit www.veteranscrisisline.net.

From Naval Support Activity Naples Public Affairs

The Naples Public Health Evaluation (PHE) was an extensive effort to learn more about the potential environmental health risks present in the Campania region of Italy. The Navy established health protective policies based on the study’s findings to protect the health of U.S. personnel and their families, which includes bottled water advisories and health protective lease clauses. The PHE found the potential health risks for living off-base can be mitigated by following established risk-management actions. The enduring health protection policies are as follows: • Maintain the July 2008 bottled water advisory for U.S. personnel living off base. • Maintain the New Lease Suspension Zone (NLSZ) areas, based on U.S. Navy and Italian environmental sampling data. In these zones, U.S. Navy personnel are not permitted to sign new rental home leases. • Maintain the U.S. Naval Support Activity Naples PHE website and the U.S. Navy Regional Water Quality Board. • Maintain the health-protective U.S. Navy lease clauses for private off-base rental homes: – Landlords must provide containerized water service from a Navy-approved vendor. – Leased homes must be supplied by city water or permitted wells. Landlords must disconnect all non-permitted wells and provide proof of connection to the city water system or that the well is permitted. – Landlords must clean and disinfect domestic water holding tanks every six months. • The U.S. Navy will continue to share data with designated Italian public health officials. Throughout the Public Health Evaluation, the U.S. Navy established health protective policies and took immediate action, when necessary, to protect the health of U.S. personnel and their families. The risk management analysis determined that many of the health protective policies established during Phase I and Phase II will continue, as well as new policies implemented to ensure continued health protection. The Phase I and II reports, along with fact sheets addressing commonly asked questions and a detailed timeline of study components, are available through a link on the Naval Support Activity Naples website: www.cnic.navy.mil/Naples. If you have a concern about your specific health risk and how the study relates to you, please contact the U.S. Naval Hospital Naples at DSN: 629-6299 or commercial: 081-811-6299.

TRANSCOM: Know Your POV Shipping Entitlements From U.S. Transportation Command

SCOTT AIR FORCE BASE, Ill (NNS) -- Many service members may not know of their entitlements when shipping personal vehicles as they move overseas or return stateside, according to U.S. Transporta-

tion Command officials. "Our customers have reasonable expectations on the delivery of their vehicles," said Air Force Brig. Gen. Paul H. Guemmer. "I know I do." Guemmer is the deputy director (military) for the Strategy, Capabil-

ities, Policy, and Logistics Directorate at TRANSCOM, which is headquartered here. He is responsible for DoD's transportation strategy across the entire Joint Deployment and Distribution Enterprise, to include infrastructure, long-range programs, future re-

quirements, coalition integration, and mobility partnerships with industry. Military Surface Deployment and Distribution Command is the Privately Owned Vehicle program manager and TRANSCOM is the global POV contract administrator. These two commands work closely together in managing and monitoring this critical quality of life contract. In August 2014, SDDC and TRANSCOM stood up a team of transportation experts to quickly address the most significant challenges and concerns military customers are facing when shipping their privately owned vehicles, known as POVs. International Auto Logistics, known as IAL, assumed responsibility for the Global Privately Owned Vehicle Contract, also known as GPCIII May 1. Under the terms of the contract, IAL is responsible for processing, transporting and storing vehicles owned by military personnel and Department of Defense civilian employees bound for, or returning from, overseas duty assignments. SDDC officials have acknowledged that the transfer to the new POV contractor did not go as smoothly as it could have. They want customers to know that SDDC is aware of and understands the issues some of them have experienced. Solving those issues is the command's No. 1 priority. They also want their customers to know what SDDC and TRANSCOM are doing to help resolve these issues and facilitate a smoother and more effective transition to the new contractor. Guemmer listed reasonable customer expectations as on-time delivery, professional and timely customer service, a damage-free vehicle and compensation for damages if they occur, and rental cars. What happens when expectations aren't met? "There is a system of recourse in place," Guemmer said. "For vehicles overdue fewer than seven days, the first step is for military members to contact the local personal property, personnel support detachment or finance office." Guemmer, who also heads TRANSCOM's Privately Owned Vehicle Fusion Cell, explained that reimbursement for rental cars for

military members for those first seven days is capped at $30 a day or $210 a week, based on DoD's Joint Travel Regulation. The government then deducts those charges from IAL's bill. He pointed out that if rental car rates exceed that amount for days one through seven, an inconvenience claim can be submitted to the contractor, International Auto Logistics. The JTR entitlement does not apply to DoD civilians, but they can get rental car reimbursement by filing an inconvenience claim with IAL. "Military members inconvenienced beyond seven days because of a missed delivery date can file a claim with IAL," Guemmer said. "They, and DoD civilians, can also file an inconvenience claim for temporary lodging if vehicle delivery is delayed." IAL will consider reimbursement for amounts exceeding entitlements on a case-by-case basis and based on circumstances, provide reimbursement. "Although IAL pays for inconvenience claims for lodging and rental car expenses, customers can file for other expenses with proper documentation and rationale for IAL's consideration," Guemmer said. For vehicle damages, IAL provides customers an option for onsite settlement for claimed damage. Claims for additional damage can be reported within a reasonable period. The military claims office will not pay out for the same damages. "Our personnel deserve the best treatment from us and those we contract to serve with us," Guemmer said. "Customers who are not getting what they deserve when dealing directly with IAL can always get in touch with the contracting officer representative at the vehicle processing center or by emailing the USTRANSCOM POV Inspector General Customer Support Team." He added, "Our assessment teams and contracting officer representatives have surveyed container freight sites and every vehicle at those facilities. We are reconciling our data with IAL's to ensure information on the IAL website is accurate and timely." For more information, call the NSA Naples Property Office at DSN 629-6778.

Moving In and Out of the Naples Area: Important things to know about your medical coverage by USNH Naples Public Affairs

Moving requires organization, coordination, good communication, and patience. Priorities that go along with the moving process include checking into/out of a command or organization, transferring or purchasing a vehicle, and checking into/out of housing. Another important aspect in moving is ensuring that medical care is arranged for you and your family members if they are on accompanied orders. There is key information you need to know when moving in and out of the Naples Area. If moving into the Naples Area, it is very important that the sponsor and/or spouse attend the Naval Support Activity (NSA) Area Orientation. During Area Orientation, TRICARE Staff and US Naval Hospital Naples Patient Administration Staff will be on hand to provide valuable information to you regarding your medical benefits to include enrolling into the TRICARE Overseas Prime (TOP) Program if you and your family members are U.S. Military. If you and your family members do not have a chance to attend Area Orientation, please stop by the TRICARE Service Center (TSC) located on the ground floor of the hospital to complete your TOP application. Please be advised: After you leave the Continental United States (CONUS), ADSMs must enroll into the TOP Program. ADFMs have the option to enroll into TOP Prime or TOP Standard. TOP Standard benefits are a feefor-service option. If you have additional questions, please stop by the TSC. Other beneficiaries that have TRICARE Standard Insurance and/or Other Health Insurance (OHI) based on your organization’s affiliation to include U.S. Military Retirees, NATO, Department of Defense Employees, State Department Employees, and Government Service (GS) Employees can be seen at U.S. Naval Hospital Naples, Italy on a space available basis. Medical services provided will require you to pay up front if you hold a TRICARE Standard Policy with the opportunity to file a claim later, or if you carry OHI this insurance will be billed. If you and your loved ones fall into any of these beneficiary categories, the hospital will require you to register into our Composite Health Care System (CHCS) by visiting the Medical Records Department on the ground floor of the hospital. As part of U.S. Naval Hospital Naples Outreach Initiative, it is the hospital’s goal to enroll all TOP Prime beneficiaries within 90 days of arriving to the Naples Area. The hospital, in collaboration with the NSA Housing Office, will in the near future utilize the email you provided on the Housing Application to invite you to enroll into Relay Health. This is only after signing a Privacy Act/Disclosure Document. Relay Health is a secure messaging system allowing patients to communicate directly with their Primary Care Manager (PCM) and team for appointments,

medication refills, and conduct a web-visit for any medical concerns. Please note: This service is to be used ONLY for routine requests. If you are experiencing an emergency and need immediate assistance, you should call 911 if on base and 118 if off base in the Italian community. Those not enrolled into TRICARE Prime will NOT be assigned a Primary Care Manager; however, they will still have the benefit to see our highly skilled providers on a space available basis and will also have the opportunity of using Relay Health. When you receive an invitation to enroll, please click “accept” to enjoy the benefits of the online secured messaging system. For those U.S. Military personnel and their families leaving the Naples Area, it is very important to know these key facts regarding your medical benefit. As of April 1, 2014, CONUS Military Treatment Facilities (MTF) no longer has TRICARE Service Centers to assist sponsors or their family members enrolled into a TRICARE Prime or Prime Remote Program. There are many different ways your enrollment can be completed. Once you know when you're moving, call International SOS Regional Call Center at +44 20 8762 8384 or 1 800 915994 to give them the information about your upcoming move. To begin the enrollment transfer, International SOS will ask for the Sponsor's: Name, Social Security Number, cellular phone number, e-mail address, the estimated date of your arrival at your new duty station, and where you are moving, to determine the appropriate TRICARE Prime option. Note: If there are any family members involved in the move, they will ask for their names and possible contact information, i.e. cell phone and/or e-mail of your spouse. You have up to 60 days after leaving your overseas assignment to enroll into the new area, if not, your benefit will automatically be transferred to TRICARE Standard and Extra. Remember, active duty service members must transfer their enrollment to TRICARE Prime or TRICARE Prime Remote. Family members may choose to transfer their enrollment or to use TRICARE Standard and Extra or if you move to an area where the US Family Health Plan is offered. Family members may also enroll in TRICARE Prime. To complete the transfer process, International SOS shares your information with your new contractor: – North Region: Health Net Federal Services – South Region: Humana Military Healthcare Services – West Region: United Healthcare Military & Veterans Your new contractor will call you within five business days of your anticipated arrival date to discuss your Prime enrollment options. Your enrollment transfer is effective the day your new contractor calls you and you agree to the enrollment transfer. It may take up to four business days to complete

In the event of an emergency or to report a crime, please call the Emergency Dispatch Center at 081-568-4911 or 5911. (On-Base Dial 9-1-1)

the transfer, but you'll be covered by International SOS until the enrollment transfer is complete. If you prefer, you can transfer your enrollment within 60 days of arriving at your new location. Call your new regional contractor when you arrive at your new duty location to transfer your enrollment: – North Region (Health Net Federal Services): 1-877-874-2273 or log into www.hnfs.com – South Region (Humana Military): 1-800-444-5445 or log into www.human-military.com – West (United Healthcare): 1-877988-9378 or log into www.uhcmilitarywest.com You can also transfer your enrollment online using TRICARE’s Beneficiary Web Enrollment site at https://www.dmdc.osd.mil/appj/bwe /. You will be required to use your CAC, DS Logon, or DFAS Account. Finally, you can also download, complete and mail a TRICARE Prime Enrollment Application and PCM Change Form. Please log into http://tricare.mil/forms/ to access forms online based on the region you will be transferring to in the Continental United States (CONUS). Mail it to the new contractor. The mailing address is found on the form. If you are a U.S. Military Retiree holding TRICARE Standard insurance, the coverage goes with you. All other beneficiaries need to contact their insurance company for guidance on transferring their coverage. These important tips will ease transferring your health benefit into and out of the Naples Area. Benevenuti a bordo (Welcome Aboard) to Naples, Italy! If you are leaving Naples then Buon Viaggio (pleasant journey)!

Beginning Sept. 1: Ball Caps May be Worn with NWUs From Chief of Naval Personnel Public Affairs

Beginning Sept. 1, Sailors are authorized to wear the Navy and command ball caps in place of the eight-point cover with the Navy Working Uniform (NWU) Type I, II or III. Based on feedback from the Fleet, Secretary of the Navy Ray Mabus and Chief of Naval Operations Adm. Jonathan Greenert made the decision back in July to expand the ball cap wear policy. According to NAVADMIN 200/14, command ball caps are organizational clothing that may be purchased with appropriated funds. Sailors may purchase command ball caps with personal funds, just as they purchase command badges, patches, belt buckles and other permissible uniform items. Additionally, wardrooms, chief petty officer messes, first class petty officer associations, junior enlisted associations, and other organizations may purchase command ball caps with their funds. Department of Defense guidance prohibits the use of morale, welfare and recreation's non-appropriated funds to purchase command ball caps. The eight-point cover remains the basic uniform component cover for the NWUs and will be the only appropriate cover for personnel uniform inspections and special occasions to ensure a uniform appearance within the command. The Navy and command ball cap will remain authorized, optional head gear worn with Navy flight suits, Navy blue coveralls, flame resistant coveralls, and the Navy physical training uniform. The Combined Multi-Cultural Heritage Committee (CMHC) observed Women’s Equality Day, Aug. 26, at the Capodichino base theater. Congress established the annual observation day in 1971 to commemorate the ratification of the 19th Amendment, which gave women the right to vote. The heritage committee celebrated the contributions and influence of women within American and Naval history and recognized the struggle to engender a culture of equality. “Why is Women’s Equality important?” said Lt. Cmdr. (Select) Onege Maroadi, guest speaker for Women’s Equality Day. “I think that it is necessary to ensure that we all are equal, that all genders are equal, and that all genders have the same opportunities because it is the only way that we will be able to pull from each individual. It is the only way we will be able to progress. We can’t just limit progression to one gender, we will be limiting ourselves.” The Women’s Suffrage movement began at the Seneca Falls Convention in Seneca Falls, New York in 1848. The movement’s goal was to gain national prominence and outline civil, political, and social demands for common goals comparable to male citizens. The cause’s outline rallied for basic rights to permit women to own property within a marriage, to have a legal claim to money, and to politically center around granting women the right to vote. Chief Information System Technician Shamika S. Bonaparte, Master of Ceremonies for Women’s Equality Day, said she was impacted by the Navy women who came before her in the Nurse Corps and WAVES [Women Accepted for Volunteer Emergency Service]. “The struggle for equality was real but they were there, they were fighting, they weren’t giving up so

they made it possible for me to serve beside my male counter parts and wear the uniform and proudly wear my anchors,” said Bonaparte. “Their impact was great, because if they would not have continued their struggle or continued to fight for what they believe in then I couldn’t be a member of the military. Women have unofficially assisted the U.S. Navy since the American Revolution and officially began serving when the Navy Nurse Corps was established in 1908. The Naval Reserve Act of 1916 permitted qualified “persons” to enlist during World War I; yet, the Navy did not specifically authorize women to enlist until a year later when they were designated as “Yeoman (F).” They remained the only women in the Navy until the services launched WAVES program in 1942, which allowed women to serve in an official uniform during World War II. “The celebrations put together by the Multi-Cultural Committee do affect me in a positive manner,” said Maroadi. “One of the things is that they helped me remember to review my history and realize that we have come a long way.” “In the next 50 years I see [Women’s Equality] making great strides,” said Aviation Boatwain’s Mate 2nd Class Melissa H. Ashley, member of the MCHC. “Currently in the military women are able to go on submarines, they are going to be able to sign up for special duties as well as other programs.” Women serving today within the U.S. Navy make up more than 18 percent of the force with more than 56,000 on active duty and more than 10,000 as reserve Sailors. The total female Naval force currently includes 34 flag officers, two Fleet Master Chiefs (50%), two Force Master Chiefs (11%), 48 Command Master Chiefs (10%), and three woman serving as Command Senior Chiefs (6%) with duty based both at sea and shore. Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area. Army and Air Force personnel stationed at JFC must apply through the Carabiniere at the JFC Provost Marshall's Office, Building L. Contact Tiziana Petrarca, RLSO EURAFSWA liaison advisor, at 081-5684639 for more information.
