Easter arrives April 5th this year; hence, Carnevale, the largest winter festival in many countries around the world, including Italy, is celebrated each weekend this month leading up to Fat Tuesday on Feb. 17. Renowned Italian carnival destinations – Venice, Viareggio, Putignano and Acireale – have kicked off their festivities. While the City of Naples may not rock with traditional carnival manifestations, some Campanian towns will have their share of costumed revelers, confetti, floats and music, reminding all to let their hair hang down before the somber Lent season begins. In the spirit of merrymaking, the City of Naple’s Culture and Tourism officials will paint the town red with “Lovers’ Night” on Valentine’s Day to commemorate love and romance. The idea is meant to entice tourists and residents to the city’s premier museums with love-themed art works. Additionally, some cultural venues will present a variety of programs to remember the day by. Carnevale Festivities From north to south, Italy boasts jubilant cities at carnival time. Ivrea (Piemonte province) explodes with a unique “Battle of Oranges” symbolically reenacting a medieval revolt against oppressors by townspeople pelting each other with oranges.

We finished up Reliant Pulcinella 2015 yesterday, a great security-focused exercise. Thanks to all the participants, especially our first responders who do so much to protect our community. You are the front-line for NSA Naples and I appreciate your presence, professionalism, and dedication. We’re able to enjoy and almost take for granted the relatively safe atmosphere on our military installations due to their round-the-clock vigilance. For the larger community, please say thanks and give these personnel a handshake, they keep us safe day and night and we should all be proud of their efforts. So whether you’re heading out for some amazing travel this weekend or staying on base to see who wins USO’s Naples Got Talent contest, please continue to remain alert. Don’t fall victim to complacency, and speak up if something doesn’t seem quite right. Report anything suspicious to Dispatch at 081-568-5638 or 081-568-5639. We are all key players in ensuring our personnel and families our safe. This week marked the USO’s 74th birthday and Saturday is their annual talent contest with two roundtrip airline tickets to the U.S. up for grabs. I heard it drew a pretty large crowd to the Naples High School cafeteria the past few years and I see no reason it should die down now. I got a chance to see some of the auditions, and I can tell you first hand that we have a lot of talent in our community. The contest begins at 6 p.m., so come out, have some fun, and show your support for these brave individuals taking the stage. I’ve been speaking about taxes lately every chance I get. My taxes are filed and my family is awaiting our return from the IRS. If you’re not there yet, know that our Volunteer Income Tax Assistance (VITA) program is up and running at Capodichino, the Support Site and Gaeta. You can get your taxes done for FREE at any of these three IRS-certified tax centers if you’re a service member, spouse or retiree. Just call the Region Legal Services Office (RLSO) at 081-568-4576 to schedule an appointment. They’ll be up and running until June 15, but they’re encouraging everyone to file their taxes by April 15. Preparing your taxes is a good time to go over your financial situation and take another look at your financial goals. If you’re still in the hole from Christmas spending, it may be an opportune time to reevaluate your spending habits. Track your spending for a month or so and see where your money is going. It normally surprises people how much they spend on the little things. The next step would be to create a spending plan based on your goals. Talk it all over with your command financial specialist or stop by the Fleet and Family Support Center for additional resources. I hope to see a packed theater Tuesday night at my Town Hall. I love the opportunity for direct feedback from our community and it’s really the ideal way. SERGIO MATTARELLA SWORN IN AS 12TH ITALIAN PRESIDENT Sergio Mattarella, 73, was sworn in Tuesday as the 12th president of Italy. In his speech to Parliament, he took the oath of office and vowed to fight corruption and organized crime. Mattarella also encouraged the nation to embrace economic and electoral reform. He vowed to be impartial in his role of referee of Italian politics for the next seven years, and he received long standing ovations before and after the swearing-in. Mattarella, a senior judge at the Constitutional Court, was proclaimed new head of state at the fourth ballot with 665 votes of the 1,009 presidential lawmakers from both houses of parliament and regional representatives on Saturday. Mattarella was officially endorsed by the Democratic Party, after his name was proposed by Prime Minister Matteo Renzi. He replaced Giorgio Napolitano, who had served for nine years, the longest presidency in the history of the Italian Republic. Mattarella formally resigned Monday from the Constitutional court, but will retain the title of constitutional judge emeritus. He comes from a prominent Sicilian family, which bears the scars of a painful fight against organized crime. His father, Bernardo Mattarella, served as a Christian Democrat minister several times throughout the 1950s and 1960s; and his elder brother, Piersanti, was regional governor of Sicily from 1978 until his assassination by the Mafia in 1980. Mattarella, who taught legal procedure at the University of Palermo, entered politics three years following his brother’s death. Mattarella’s reputation for integrity and competency allowed him to rise quickly in several Christian Democrat-led coalitions. He became a minister in several governments and in 1990 he resigned as minister of education rather than vote for a broadcasting law that favored Berlusconi’s Mediaset empire. His first statement as the new President was: “My thoughts go first and especially to the difficulties and hopes of our citizens,” and his first official visit on election day was to the site

of the Fosse Ardeatine massacre, near Rome, where in 1944 Nazi occupation troops killed 335 people as a reprisal for a partisan attack against the German SS. “Europe and the world must be united to defeat whoever wants to drag us into a new age of terror,” he said.

SORRENTO IS QUEEN OF EUROPEAN TOURISM Sorrento has been confirmed as the queen of European tourism, according to the travel web site Trivago, which ranked 100 locations worldwide. Sorrento won the first position in the European podium followed by Dresden, Germany, and Gdansk, Poland. Sorrento maintains high quality standards and has become a symbol for Italian excellence throughout the world. Costanzo Iaccarino, president of the Hotel Association in Campania and Sorrento Coast acknowledged the high level of entrepreneurs were responsible for the excellent level of service and accommodations.

GIANNINI TO HELP IMPROVE ITALIANS’ LANGUAGE SKILLS Education Minister Stefania Giannini said that a new measure will be introduced in the government plan to improve Italians’ language skills. There will be the possibility of having an English professor teaching a subject in English at elementary schools in Italy. Subjects are not defined yet, but science lessons could be introduced in the new plan. The plan also introduced a new selection process for teachers who teach Italian language to children who are non-Italian native speakers. In recent years Italy has made progress teaching English at schools.

LIMATOLA DEDICATES 25TH CARNIVAL The town of Limatola, in the Province of Benevento, about 35 km northeast of Naples, dedicated its 25th edition of Carnival with concerts, a parade of floats, and gastronomic events Feb. 8, 15 and 17. The parade of floats will be held in the early afternoon. The main float is the culinary one with free distribution of mortadella (large Italian sausage), baked bread and red wine.

The keel for the USS Enterprise (CVN 65) was laid on Feb. 4, 1959, at Newport News, Va. Nearly two years later, Enterprise was commissioned Nov. 25, 1961. The world’s first nuclear-powered air-

craft carrier, she was the eighth ship to bear the illustrious name Enterprise. Proudly known as the “Big E” to all who served onboard, she was a veteran of 25 deployments to the Mediterranean Sea, Pacific Ocean, and the Middle East. Enterprise served in

On Sept. 11, 2001, Enterprise was headed back to her homeport of Norfolk, Va., but aborted her transit home from a long deployment after the terrorist attacks, and steamed overnight to the North Arabian Sea. “Big E” once again took her place in history when she launched the first strikes in direct support of Operation Enduring Freedom. After serving for 51 years, Enterprise was inactivated Dec. 1, 2012, at Norfolk Naval Station.

SALVATORE SCIALLA Salvatore Scialla “Sal” has been employed with the MWR Naples Fitness Department as a Recreational Aid for more than 10 years. He has offered several innovative ideas that have made the facility operate more efficiently. His out-ofthe-box thinking during a Public Works Department (PWD) janitorial service reduction, aided management and fellow staff members to create a more seamless transition between janitorial services and in-house cleaning processes. His positive attitude and ability to motivate others is a major contribution to this organization. Sal has a rare and valuable ability for discovering simple solutions for resolving stringent problems, for example designing a homemade floor cleaning apparatus that enabled his teammates to get the whole basketball court clean in one hour vs. spending four hours with a mop and bucket. This attitude coupled with diligence and dedication, which saved MWR a considerable amount of funds in fiscal year 2014, by taking it upon himself to service equipment and provide preventive maintenance in-house. Salvatore continues to excel beyond his normal duties maintaining the highest standards of excellence. This was evident through his selfmotivation; to completely inventory and re-organize the entire fitness forum storeroom of more than 800 items. Thank you for your significant contribution to our division’s success and enriching our working environment.

Tiger Sharks Set to Defend Their Southern Division Title in Lisbon

The Naples Tiger Sharks swimmers, coaches, and families have been busy with three swim meets these past two weekends with some swimmers competing in as many as 16 events. The team has been working hard in and out of the water since the Christmas break, and the coaches had hoped to see a lot of Personal Bests … they were not disappointed. On Jan. 17, 44 swimmers traveled to Aviano, where 36 swimmers dropped time in one or more events. Swimmers that dropped time in all their events included: Ingrid Bidwell, Ian Boggs, Jasmine Boggs, Andrew Carlos, and Katrina King. Swimmers that took first place in all their

events included Bret Baldwin, Ingrid Bidwell, Kathryn Kanak, and James McDonough. The very next morning 56 swimmers geared up for the Vicenza Pentathalon. The Pentathalon has swimmers from different age groups competing for the lowest combined time in five individual events: the individual medley, butterfly, backstroke, breaststroke, and freestyle. The award podium was dominated by Tiger Sharks in all age divisions. First place trophies went to Alex Ruppe (9), James McDonough (9), John Ruppe (10), Lindsey Sharp (11), Sean Quirk (11), Stephen Traucht (12), Caitlin Quirk (14), Tim Smith (14), Kyla Hallam (15), Brandon Oestereicher (15), and Erin Dromerhauser (18). Second place trophies went to Kaden Carpenter (9), Ryan Link (11), Lauren Snodgrass (10), Andrew Carlos (12), Ingrid Bidwell (15), Sydney Bidwell (17), and Bret Baldwin (17). Third place trophies went to Jordan Traucht (9), Leslie Traucht (10), Callie VanDyke (12), Nicasio Yniguez (12), Ryan Rayos (11), Houlton

McGuinn (13), Max Milton (16), and Isaac Stacks (17). Last Sunday was the Naples Tiger Sharks’ last home meet of the season. For many swimmers, it was one of their last opportunities to attain qualification times for Championships. The pressure was on, and the Tiger Sharks rose to the challenge. 1st place in all individual events: Bret Baldwin, Trenton Butler, Erin Dromerhauser, James McDonough, Houlton McGuinn, Brandon Oestereicher, Carly Sharp, Tim Smith, and Lauren Snodgrass. Swimmers that dropped time in all their events: Francis Carlos, John Sherer, and Alaina Zick. “For me, being a new swimmer, Divisionals is very important. It’s me against my time trying to get to Champs,” Katherine Vandalac, first year swimmer on the Tiger Shark team, said. “I’m very excited to swim this big meet.” The coaches and swimmers gear up to defend their Southern Division Title in Lisbon this weekend. Another win this year will make 9 consecutive Championships for Coach Jane Higgins and The Naples Tiger Sharks.

ENERGY CONSERVATION Solar Water Heaters From the NSA Naples Energy Management Team

One way to get away from your traditional water heater system is to install solar water heating systems in your home. Solar water heating systems consist of storage tanks and solar collectors. The solar water systems can either be Active or Passive. There are two types Active Solar water heater systems. In a direct circulation system, the water is pumped through the collectors and into the home. In an indirect circulation system the pumps circulates an antifreeze fluid though the collectors and a heat exchanger and then heats the water inside the home. Indirect circulations systems are ideal in climates that experience freezing temperatures. Passive Solar water heater systems are generally less expensive and outlast Active systems but are not as efficient. There are two types of passive systems. Integral collector-storage passive systems are useful in areas where temperatures rarely fall below freezing. They also work well in households with significant daytime and evening hot-water needs. In Thermosyphon systems Water flows through the system when warm water rises as cooler water sinks. The collector must be installed below the storage tank so that warm water will rise into the tank.

The threatened Canada lynx, which has large feet adapted for walking on top of deep snow, lives near Lake of the Woods in which state? (answer below) The 2015 World Geography Fair featuring the National Geographic Bee Finals took place Jan. 14, 2015.

More than 100 seventh grade students represented countries in five regions of the world. The seventh grade class showed professionalism and creativity in the way they presented their countries that evening. Students made our senses come alive with smells, tastes and sounds from countries in

Asia, Middle East, Africa, Europe and South America. The PTSA sponsored event, provided plates, forks and napkins for all guests who entered the Fair. Some examples of foods that filled the plates include hummus, lumpia, black forest cake, perogies, and lychee. Beverages such as chai tea, green tea and sangria were avail-

able to wet the palate. The culinary fair team, led my Chef Amie Pennartz, prepared free samples of risotto and crepes. They provided sweet toppings for the crepes of Nutella or bananas and whipped cream. The middle school choir, led by director Lisa Corey, presented two beautiful international folk songs. The first was a Japanese folk song entitled “Hitori” centering around the beautiful cherry tree, followed by a Zambian folk song entitled “Bonse Aba.” The evening was capped by the National Geographic Bee Finals. Ten seventh-grade students claimed victory in their prior classroom competition to participate in the Finals. Finalists include: Kaitlyn Kenney, Callie VanDyke, Mackenzie Kindt, Tony Caswell, Brendan Roberts, Seamus Gyles, Gordon Buck, Gennie Welch, Rosalynn Schoff and Dallas Mahal. After brutal questions over the United States, third place finisher was Gennie Welch. Finalists Kaitlyn Kenney and Dallas Mahal made it to the championship

round. On the 10th sudden death question, it was Dallas Mahal who came out on top as the Naples Middle School Champion. The exemplary leadership and class act of both Kaitlyn Kenney and Dallas Mahal should serve as an example for all of us when we face challenging sportsmanship situations. Threatening High-value Assets Kendall said China is making advances “beyond what we have done … and it’s designed to threaten largely those high-value assets. The department is recognizing this [and] doing some things to try to address the problem.” Russia is also advancing military capabilities, though to a lesser extent, he said. He added, “But we also have global commitments. We also have readiness concerns. We also have the threat of sequestration in front of us. So this is a serious problem for the country.” A small number of assets are carrying the bulk of U.S. military power projection capability forward, Kendall said. “They’re either Air Force bases that are already in the region or they’re carriers and carrier strike groups that are coming forward,” he added. “If you can target those and attack them with precision missiles, then you have a significant advantage. That’s the situation we’re increasingly faced with.”

Aerospace Innovation Initiative Kendall also discussed a program called the Aero-

space Innovation Initiative, part of the broader Defense Innovation Initiative that Defense Secretary Chuck Hagel announced last fall. The larger program seeks to streamline DoD business processes, operational concepts, training and other activities. The Defense Advanced Research Projects Agency initially will lead the program, which will involve the Navy and the Air Force and develop prototypes for nextgeneration air-dominance platforms or X-Plane experimental programs, Kendall said. “To be competitive, the Navy and the Air Force each will have variants focused on their mission requirements. There will be a technology period leading up to development of the prototypes,” he added, and a reduction of the lead time it takes to produce next-generation capability. “This will lead to the systems that ultimately will come after the F-35,” Kendall said.

He helps battle the Irish to defend his uncle’s kingdom, but he, unfortunately, incurs a poisonous sword strike, causing his enemies to assume he’s dead then place him in a burial vessel, which washes up on the Irish coast. Fortunately, Princess Isolde finds Tristan, takes him to a safe haven, nurses him back to life then wins his heart. The couple is later separated under illfated circumstances leading to the marriage of Isolde to Tristan’s uncle. It is at this point, where opera viewers may feel sympathy for Tristan and Isolde and condone rather than despise their inevitable clandestine affair, attesting indestructible love. The liaison is discovered by Tristan’s enemy, bringing forth suspenseful events that can be followed at the San Carlo Theater Feb. 22-28. Historically the word bee has been used to describe a get-together where a specific action is being carried out, like a husking bee, a quilting bee, or an apple bee. Its etymology is unclear but possibly derived from the Old English word bēn, meaning prayer. The earliest known evidence of the phrase spelling bee in print dates back to

1850, although an earlier name, spelling match, has been traced back to 1808. A key impetus for the contests was Noah Webster’s spelling books. First published in 1786 and known colloquially as “The Bluebacked Speller,” Webster's

spelling books were an essential part of the curriculum of all elementary school children in the United States for five generations. Now the key reference for the contests is the Merriam-Webster unabridged dictionary. The United States National Spelling Bee was started in 1925 by Louisville, Ky., based newspaper, The CourierJournal. The first winner of an official spelling bee was 11-year-old Frank Neuhauser, who won the 1st National Spelling Bee in Washington, D.C., in 1925. In 1941, the Scripps Howard News Service acquired sponsorship of the program, and the name changed to the Scripps Howard National Spelling Bee. Now known as the Scripps National Spelling Bee, it covers the United States, along with competitors from Canada, the Bahamas, New Zealand and Europe.

WASHINGTON – Last year was not a good year for European security, NATO Secretary General Jens Stoltenberg said last week. Stoltenberg called 2014 “a black year” for Europe as he presented NATO’s Annual Report, which sets the stage for the meeting of the alliance’s defense ministers in Brussels this week. The secretary general discussed the threats to Europe and the North Atlantic Alliance and what NATO needs to do to counter these threats. “Violent extremism is at our borders,” Stoltenberg said, “spreading turmoil across North Africa and the Middle East and fueling terrorism in our own streets.” Russia is following a disturbing pattern, Stoltenberg noted, annexing Crimea, threatening the sovereignty of Ukraine, and continuing its efforts to intimidate its neighbors in disregard of international law. Raising Readiness of NATO Forces NATO already is moving to defend alliance nations, the secretary general said. “Last year, we held over 200 NATO and national exercises,” he added. “One exercise started every two days – on the ground, at sea, and in the air. And they will continue. So we are raising the readiness of our forces.” Stoltenberg stated that defense ministers will decide on the size and the composition of the alliance’s new Spearhead Force. They also will determine how to set up NATO command and control units in six of the Eastern NATO nations, turning the readiness action plan decided upon at the NATO summit in Wales into reality, the secretary general said. “This will be the biggest reinforcement

of our collective defense since the end of the Cold War,” he added. Allied aircraft intercepted more than 400 Russian planes in 2014. More than 150 were intercepted by NATO aircraft participating in the alliance’s Baltic Air Policing Mission. Prepared to Stand With Afghanistan’s Government NATO has ended combat operations in Afghanistan, but is prepared to stand with the fledgling Afghan unity government as it faces the threats of the Taliban and other terror groups, Stoltenberg said. The “352,000 Afghan soldiers and police that we have trained took full charge of their country’s security,” he said. “And we launched a new mission to train, advise and assist them.” The secretary general also discussed money. Collectively, alliance nations spent $852 billion on defense in 2014. By this measurement alone, the alliance is the strongest in the world, he said. But there has been a steady decline in European defense spending since 1990, Stoltenberg said, “and the decline continued last year.” Alliance Must Spend More, Spend Better Last year, the European allies spent about $250 billion on defense – a reduction of $7 billion, or about 3 percent. But multiplying threats changed views in European capitals, and the NATO leaders pledged to spend 2 percent of gross domestic product on defense in the future. “We need to spend more, and we need to spend better, to keep our forces ready to deal with any threat,” Stoltenberg said. “We have seen some steps in the right direction, but there is a long way to go.”
