Chiefs of Staff Adm. James A. Winnefeld Jr. led the group of athletes, musicians and entertainers. This will be Winnefeld’s third and final USO tour -- an eight-day, sevencountry USO Spring Troop Visit. “The USO is such a wonderful organization with many thousands of volunteers all

across the globe taking care of our young men and women in uniform and they are also helpful in producing tours like this; they are very generous in helping us get these things done,” said Winnefeld. Service members and their families are concerned about potential sequester-caused cuts to the military’s budget and possible changes to quality of life, pay and compensation programs, the services’ senior enlisted advisors told a House panel here Feb. 25. Sgt. Maj. of the Army Daniel A. Dailey, Master Chief Petty Officer of the Navy Michael D. Stevens, Sgt. Maj. of the Marine Corps Ronald L. Green, and Chief Master Sergeant of the Air Force James A. Cody appeared before the House Subcommittee on Military Construction and Veterans Affairs to discuss their respective branches quality of life. Army: Fiscal Issues Harm Trust The Army’s senior enlisted leader said adequate funding is key to showing soldiers how much leadership cares. “Adequate resourcing allows Army leaders to demonstrate how much we care for our soldiers,” Dailey said. When properly resourced, he said, the Army is better able to meet the needs of its soldiers, families as well as Army civilians. Caring for the Army’s people, Dailey said, is non-negotiable for both himself and all the Army leaders he represents. “Caring for our people builds trust, and trust is built with predictability,” Dailey said. This, he said, “is the unwritten contract” between the American people, its leaders and the Army’s soldiers and civilians.

As most are aware, we’re in the midst of a very busy month. We have a lot of awareness events and other activities going on next month as well. Unlike a ship’s work-up and deployment schedule, NSA Naples stays busy throughout the year. We support a lot of operations and events here year round. Let’s keep working together year round to ensure we’re maintaining our high standards and keeping our warfighter’s customer service as our number one priority. Don’t forget to unwind when possible, rely on your coworkers for support and give yourself some downtown to explore Europe. This is an important part of my command philosophy- take care of your family and yourself. We live overseas and it’s a different atmosphere than many are used to. Don’t underestimate how difficult some little things or creature comforts can be for your family and how that affects them. During Area Orientation, the Fleet and Family Support Center gives a great presentation on the normal stages of adjusting to life overseas. Be aware of this and be mindful of the challenges you may be having, share your experiences with co-workers, friends, and family. I hope that everyone thinks of our military community here as your extended family. I’ve seen it many times where individuals who have been here a while, or who have a special skill, are immediately there for others in need. A lot of times they’ve already gone through a similar experience and can provide that extra insight that you’re looking for. Look out for each other and lend that hand when someone reaches out. I’ve touched on DUIs a number of times since assuming command of NSA Naples last year and I’ll continue to talk with each of you and each commanding officer about initiatives we can take and improvements we can make. We need to do a better job of taking care of our shipmates and ourselves. A glass of wine with a dinner is fine, but you need to have a plan. Who is not drinking that will be driving you home and what is your fallback? A BAC of .05 is the legal limit in Italy, and it isn’t too hard to attain. People under the influence of alcohol behind the wheel are a hazard to themselves and everyone else. I’ll continue to have Security check drivers periodically at the gates, but I want to ensure that everyone realizes the gate checks are not the main contributor to our high DUI numbers. Accidents in town are where we see the majority of our Naples area DUIs. Whether the fault of the accident was yours or someone else’s, it will most likely lead to a test for alcohol by the Italian authorities. It’s important to stick to your plan and use the various resources available. Whether you live out in town and use public transportation or rely on friends for a carpool, realize that we have a Tipsy Taxi program at 335-6406597 and supervisors are going to help you out if you let them know your plan fell through and you need some assistance. This goes back to us looking out for each other and I hope we continue to share this point with everyone in our community. Stay safe, stay involved, and stay Navy!

The Naples Area Women’s Network will be presenting the Annual Women’s Symposium at the Capodichino base theater on Friday, March 6 from 7:30 a.m. to 2 p.m. The event will include a panel discussion and sessions covering topics like Women’s Health, Work-Life Balance, Long Distance Relationships, Communication and Leadership Roles in Combat and more. The free event is open to everyone. Adm. Michelle Howard, Vice Chief of Naval Operations, will be the keynote speaker and is scheduled to speak at 11 a.m. Personnel can attend the full program or choose the sections and times that work for them. The open panel discussion will take place in the theater at 9 a.m. and breakout groups will be held at 12:40 p.m. The theme for this year’s symposium is “Women’s Stories Connecting Women’s Lives.”

OHA and MIHA Survey for Italy Conducted in March The Overseas Housing Allowance (OHA) Utility/ Recurring Maintenance and Move-In Housing Allowance (MIHA) Survey will be conducted through the month of March for Italy. The MIHA survey is conducted once every three years as part of this combined survey. The data gathered by service members residing in private housing will help ensure proper allowances are being paid for both allowances. If you’ve been stationed in Italy for three months, reside in private housing and receive OHA, then please visit www.defensetravel.dod.mil/site/oha-utilmihamar.cfm during the month of March and contribute to the survey. For the utilities portion, you will be asked to report the average monthly cost of each of your utilities and the average monthly cost of any routine maintenance expenses incurred over the last 12 months. For the MIHA portion of the survey, you will be asked to report actual expenses incurred when moving into your private residence. The electronic survey takes approximately 45 minutes to complete and should be completed by you or your spouse, whoever has knowledge of utility/recurring maintenance and MIHA expenses. If you are able to access the survey from home, it is recommended that you take the survey together. Personal Vehicle Security Italian authorities recently arrested thieves operating at the Capodichino airport who were using keyless vehicle jammers to keep car doors from locking and then gaining entry after the victims walked away. Keep this in mind as you leave your car anywhere. Personnel can verify their vehicle locks depending on the model by the beeping sound or flashing light, physically checking afterward or using the key. It’s still advised to not leave valuables in your car while it is parked on the street or in open parking lots, especially with visible items like iPods, GPS devices, etc.

When the flag is not displayed, face toward the music and act in the same manner. Service members are to show the same respect during foreign national anthems. Civilians and those not in uniform should stand at attention during foreign national anthems. Uniformed personnel should render the military salute at the first note of the anthem and retain this position until the last note. This etiquette and additional information can be found in the U.S. Code (Federal Flag Code) and in military regulations. It is applicable for morning and evening colors, sporting events, ceremonies and other instances where the national anthem is played.

Now-March 31: FSYP Fund Requests The Family Support and Youth Programs (FSYP) committee is soliciting organizations interested in obtaining funds raised via the Combined Federal Campaign- Overseas. The funds are used to improve the quality of life at overseas military installations. All organizations not receiving federal funding that support Department of Defense employees and/or their families are eligible to apply. Organizations may solicit for funds using the application enclosed in the instruction, which can be found by going to www.cnic.navy.mil/Naples and entering 'NAVSUPPACT NAPLES INST 7280.1' in the search bar. Applications must be forwarded to NSA Naples Command Master Chief Ashley Drake at ashley.drake@eu.navy.mil no later than 4 p.m. on Tuesday, March 31. The board will convene the first week of April and make determinations of award levels.

March 7: Paintball at Carney Park A day of paintball is being made available at Carney Park on Saturday, March 7. Open play will be from 10 a.m. to noon for $10 per person, aged 15 and up. Private or organizational group play will be from 2 to 4 p.m., $50 for up to 6 people, aged 10 and up. All prices include equipment and field fees for the session. POPE FRANCIS TO VISIT NAPLES MARCH 21 Pope Francis’ is scheduled to visit Pompeii and Naples March 21. The pope will pray at the Shrine of the Virgin of the Rosary in Pompeii at 8 a.m. and then he will travel to Naples to meet with residents in the Scampia suburb, the Gomorra neighboring at 9:30 a.m. He will celebrate Mass in Piazza del Plebiscito in Naples at 11 a.m. At 1 p.m. he will have lunch with a group of inmates at Poggioreale prison. At 3 p.m. the pope will pay homage to the remains of Naples’ patron Saint Gennaro, and he will meet the clergy. Then he will visit sick people in the basilica of Gesu’ Nuovo at 4 p.m. and address young people on Lungomare Caracciolo at 5 p.m. He will depart by helicopter at 6 p.m. from the port of Naples.

APPLICANTS COMPETE FOR TOP SPOTS AT ITALIAN MUSEUMS Hundreds of applicants have applied for positions as managers at Italy’s top museums since the Economist magazine published an advertisement to recruit them for managing 20 museums. There have been 80 foreigners among the applicants who applied for taking control of museum budgets, and coming up with innovative ways to bring in innovation. In addition to the Uffizi and Borghese galleries, the 20 museums set for new managers include the National Museum of Bargello in Florence, the Venice Academy and the National Archaeology Museum in Naples. The hiring committee panel is led by the president of the Venice Biennale, the director of London’s National Gallery, director of the Institute for Advanced Study in Berlin, the vice administrator general at the Louvre in Paris and a professor and expert in cultural heritage legislation at Rome’s University.

ITALIAN GOVERNMENT APPROVES HIGH SPEED BROADBAND PLAN

The Italian government approved a €6 billion plan on Tuesday to bring high-speed broadband network into line with European Union targets.

The EU’s digital agenda calls for member states to ensure by 2020 all households will have access to internet lines with download speeds above 30 megabits per second and half will have access to super-fast 100-megabit connections. The government’s plan provoked concern from telecoms companies over whether a deadline would be set to replace their copper wire networks with fiber optic cable over a short period of time, which would cost billions of euros. Any plans for such a deadline has been put aside for the moment. Operators prefer boosting the capacity of existing copper wire connections that run between street cabinets and households. The European Commission ranked Italy near the bottom of the 28-member EU in terms of digital economy and online services. A recent report showed that 31 percent of the population had never used the Internet.

SIENA’S ‘STAIRWAY TO HEAVEN’ TO REOPEN The 13th-century Siena cathedral will reopen its “stairway to heaven” March 9 through October 31, 2015. The Gothic cathedral was built between 1215 and 1263 with its distinctive striped columns and walls in black and white marble. The cathedral opened a series of spiral staircases to the public in 2013, allowing visitors to climb up to a walkway near the top of the 16 meter nave. Visitors will once again enjoy an aerial view once they reach the top of the spiral staircases admiring the Bernini’s gilded lantern.

SENATE APPROVES ENVIRONMENTAL CRIMES BILL Italian Senate on Wednesday approved on a bill on new environmental crimes regarding pollution, disaster, trafficking and abandoning radioactive material and the crime of impeding environmental controls. In recent years, Italy has been hit by several environmental scandals, including problems linked to the illegal burial and burning of toxic garbage in the Campania region. “Now it will be more difficult to cause environmental damage and remain unpunished,” said Senator Casson. The bill must now return to the Lower House to become a law.

A new chapter in Naval Aviation history was written in 1973 when Secretary of the Navy John W. Warner announced a test program to train female student Naval Aviators. The program was initiated to test whether woman were not only capable of surviving, but thriving under the lengthy and rigorous training required to become a Naval Aviator. On March 2, 1973, four women made history when they joined a group of young officers who reported to Naval Air Station (NAS) Pensacola, Fla., to commence flight training in hopes of ultimately receiv-

ing their wings of gold as a Naval Aviator. They were Lieutenants (junior grade) Barbara Allen and Judith Neuffer and Ensigns Jane Skiles and Kathleen McNary. A year later, in February 1974, Allen became the first of the four women to receive her wings of gold at NAS Corpus Christi, Texas.

After the original group, flight training was discontinued for female student Naval Aviators until the success of the program could be evaluated. In 1976, women were al-

lowed to resume training as Naval Aviators. However, they were limited to only flying helicopters and noncombat aircraft. In 1979 the Naval Flight Officer (NFO) program was opened to women. And, in 1993 Secretary of Defense Les Aspin authorized combat aviation to women, including enlisted female aircrew members, which allowed women to fly combat missions, opening up even more opportunities for women pilots and crew members. Women fill an increasingly important role in in today’s Navy as pilots, naval flight officers, navigators, loadmasters, and varied officer and enlisted aircrew positions.

LT KENNETH ARGONCILLO Lt. Kenneth Argoncillo hails from the beautiful island of Guam. He is a graduate of the University of Guam with a bachelor’s degree in nursing. He worked as a civilian registered nurse at Guam Memorial Hospital before he was commissioned into the U.S. Navy Nurse Corps in 2011. His first duty station was at U.S. Naval Hospital (USNH) Twentynine Palms. He initially worked on the multi-service ward and subsequently became the division officer for the Medical Home Port Gold team. While there he served on the Chemical, Biological, Radiological, Nuclear and Explosive weapons (CBRNE) team, completed Sexual Assault Forensic Examiner (SAFE) training and was a member of the Junior Nurse Leadership committee. He also noted that senior U.S. leaders recognize the value of sea power. “We are truly America’s ‘away team,’” Mabus said. “We deploy just as much in peace as we do in war, and our role in the last 70 years in securing sea lanes and freedom of commerce has boosted our own and the world’s economy.” Nearly half the world’s population lives within 100 miles of the sea, 90 percent of global trade goes by sea and 90 percent of all voice and data go under the sea, Mabus said. According to the secretary, some 38 million jobs in America are directly linked to seaborne international trade. Mabus described the Navy and Marine Corps as the “primary protectors” of an international system that has created unprecedented economic growth. “While we’ve led this effort,” he said, “we’ve worked with allies and partners, increasing interoperability, establishing relationships that also help keep the peace.” As a result, the national defense strategy, Mabus said, is focused on the maritime domain and requires investment in maritime assets. People, Platforms, Power, Partnership Still, in recent years, the Navy has braced in the wake of budget turbulence marked by numerous continuing resolutions and the specter of sequestration’s return. The environment, he recounted, has spurred difficult but critical choices, which have helped mold the foundations of presence: people, platforms, power and partnership. Mabus praised sailors and Marines, whom he described as adaptable and armed with independent judgment. “We remain committed to providing our sailors, Marines, and our civilians with the training and support they need to maintain our naval presence – and we include in this their dedicated families and our wounded,” he said. “We’ve launched a comprehensive approach to assure the world’s healthiest, fittest, most resilient and best-educated force, truly representing America’s diversity.” But people, no matter how prepared, need platforms – ships, submarines, aircraft, systems and equipment – to perform their jobs, Mabus said. Quantity has a quality of its own, he said, adding this philosophy calls for a properly sized and balanced fleet. Mabus said in the five years before he took over as Navy secretary, the Navy contracted for only 27 ships, which he maintained was not enough to stanch the decline in the fleet size. Mabus reported the Navy contracted for 70 ships during his first five years on the job, halting and reversing the decline. And by decade’s end, the service expects to be at 304 ships. “We accomplished this with a direct and fundamental business approach,” he said, “increasing competition, relying more on fixed-price contracts … and multi-year block buys.” But budget instability, Mabus said, hampers the Navy’s ability to manage and grow the fleet and maintain the industrial base. Cutting ships, he added, is the most “damaging, dangerous and least reversible” course of action. “Fueling those ships, aircraft and vehicles of our Navy and Marine Corps is a vital operation of concern and enables the global presence necessary to keep the nation secure,” Mabus said. The Navy therefore has a history of innovation, particularly in energy, from sail, to steam, to oil and nuclear pioneering, the secretary said. “Our national security interests in the Navy and Marine Corps to meet their missions,” he said, “must be enhanced by increasing our energy diversity.” Additionally, presence and global security will be augmented through partnerships and cooperation, ensuring the Navy remains an immediate, capable and adaptable option when a crisis develops, the secretary said. Though President Barack Obama’s proposed fiscal year 2016 budget balances current readiness while sustaining a highly capable fleet, Mabus said, the current budget climate demands a rigorous examination of every dollar spent and aggressive efforts to cut unnecessary costs from tail to tooth

NAVEUR-NAVAF Hosts CFMCC Course From Commander, U.S. Naval Forces Europe-Africa/U.S. 6th Fleet Public Affairs

Commander, U.S. Naval Forces Europe-Africa is hosting the Combined Force Maritime Component Commander (CFMCC) Flag Course, Africa on the Naval Support Activity Naples, March 2-6. During the weeklong course, conducted by the U.S. Naval War College, 33 senior naval leaders from maritime countries in Europe and Africa will participate in seminars and discussions focusing on the effective employment of naval forces in a joint, coalition or interagency environment. This practical application of maritime capabilities to real-world scenarios helps to improve the effectiveness of leaders to function together at the operational level of command and control. “It is important for us as military leaders to come together to discuss maritime issues of mutual concern,” said U.S. Naval Forces Europe-Africa Commander, Adm. Mark Ferguson. “Doing so helps us build strong partnerships and improve warfighting capability.” Throughout the course, guest speakers will deliver briefs and facilitate candid discussions about maritime

security, strategic and operational planning, and command and control structures among other topics. The talks also provide an opportunity to gain a better understanding of the diverse perspectives involved in a combined force. “Forging this Network of Navies is more than just a concept - it involves a willingness to talk meaningfully,” said U.S. 6th Fleet Commander, Vice Adm. James Foggo. “When opportunities arise, we must continue to foster a dialogue, to share our ideas and provide innovative solutions to common problems. Events like this are ideal settings for achieving common goals.” The goal of the course is for participants to return to their respective navies with new ideas and with a strengthened sense of partnership between regional leaders in Europe and Africa. Each navy should operate with the assurance that cooperation and collaboration are critical to the continued success of maintaining regional safety and security. “There is no problem too great and no contribution too small if we work collectively, and pool our resources to overcome the challenges that threaten freedom and security in the global commons,” said Foggo. “We share the

same views of maintaining safety and security of the world’s oceans and sea lanes. Through strengthened relationships, we can work together to increase peace and prosperity throughout the region.” Nations participating in this year’s CFMCC course include: Algeria, Belgium, Benin, Cabo Verde, Congo, France, Gabon, Germany, Ghana, Guinea, Italy, Kenya, Liberia, Nigeria, Portugal, Sao Tome and Principe, Senegal, Seychelles, Sierra Leone, South Africa, Spain, Tanzania, Togo, Tunisia, United Kingdom, and the United States. The first CFMCC course, which focused on U.S. Naval Forces Central Command, was held in September 2006 in Newport, Rhode Island. Since then, CFMCC has expanded to include three courses conducted periodically in the European, Middle East and Pacific regions. sion capability, compensation, and the meaning of service.” It must not be forgotten, he said, that the men and women who volunteer to serve in the Air Force and other service branches do so freely and proudly because they believe in what America stands for and stand ready to defend it. “There is no question the past year has been extremely stressful on all members of the Air Force – active duty, Air National Guard, Air Force Reserve, and civilians,” Cody said. Joined by his wife, Athena, and Command Chief Master Sgt. Cameron B. Kirksey of the Air Force Reserve, Cody said both spouses can attest to the concerns of airmen and their families. “Both have visited with thousands of airmen and family members over the past year,” he said, “and have listened to their concerns and witnessed, firsthand, their passion for service, and they can affirm the impact of the uncertainty … on our force today.” Despite that stress, airmen continue to serve proudly and are grateful to the subcommittee for its longstanding support, Cody said.

T-Pain performed a concert for active-duty military and their families at Naval Support Activity Naples March 1 as part of his tour with Navy Entertainment. More than 300 people crowded into the Bella Napoli center for a chance to see T-Pain perform on the stage. DJ Goose kicked off the entertainment with a performance before TPain entered the room to start his concert. For more than an hour TPain sang, danced and rapped on the stage underneath the flashing purple and blue lights, all just an arm’s length from his screaming fans. “Being so close to someone with a huge amount of talent was incredible,” said Intelligence Specialist 3rd Class Katie Mackenzie, assigned to U.S. 6th Fleet. Having the show on Capodichino instead of the Support Site made it easier for the Sailors living on base to attend.

“It was so nice to have a concert on Capo for the first time,” said Mackenzie. “Normally we always have to go to Support Site to see a concert, so finally being able to see a really great concert that was easily accessible.” T-Pain’s performance on Capodichino was part of the Morale, Welfare and Recreation’s (MWR) plan to bring a different genre of music to the Naples area than is regularly provided said MWR’s

The Allied Joint Force Command Naples Joint Mobile Training Team (JFC JMTT) conducted training at the Serbian Armed Forces NCO Training Centre in Pancevo, Serbia, Feb. 9 to 13. MWO Giorgio Frausin (CAN-F) the J9 Military Partnership Branch JMTT Coordinator, led the team consisting of MSgt Emilene Mann (USAF), OR-8 Patrick Krainer (DEU), OR-9 Nathalie Gonzales (FRA) and Sgt Derrik Arthur (US Army) on this mission to deliver NATO NCO leadership training to Serbian Armed Forces personnel. This training is based on the two week NATO certified “Intermediate Leadership in a Multi-National Environment” course that is taught at the NATO School Oberammergau and the Swiss Leadership Academy in Lucerne. Although the training is structured towards developing partner nations NCO’s at the OR-6 and 7 levels, the 28 participants on this serial were mostly Command Sergeants-Major and First-Sergeants from both the Serbian Army and Air Force. As the leadership and experience level of the participants was considerable, the team departed from the usual level of training and instead lead in-depth discussions based on scenarios and personal experiences working with multinational forces. Especially interesting were the discussions based on ethics and effective communications. These discussions highlighted the importance of understanding that there are always other options, no one right way of doing things and accepting cultural diversity are key to effective interoperability. The Serbian Armed Forces are truly investing in the development of their NCO corps and have adopted many of the leadership doctrines used by various NATO nations. It was a pleasure to get to know and share experiences with this group of true professional soldiers and the JFC JMTT is looking forward to conducting training with the Serbian NCO’s in the future.
