Naval Support Activity Naples hosted the Morale, Welfare and Recreation (MWR) Flag Football Super Bowl Invitational Tournament at the Support Site, Feb. 2. Team Security defeated Team Naval
Computer and Telecommunications Station (NCTS) in the championship by the final score of 25-0. The other participating teams in this year’s event were Team Army, Team Hospital and Team Sigonella, a team consisting of service members from Naval Air Station Sigonella, Italy. “We wanted to hold this event to help build morale and a give a chance for the

The Volunteer Income Tax Assistance (VITA) center opened Wednesday at Capodichino and will remain open through June 15 at Naval Support Activity (NSA) Naples in Bachelor Enlisted Quarters Building III, room G-39. This year, the VITA center is using a self-help approach with volunteers to provide assistance with any problems that might arise while filing your income tax. "We are excited about the new shift to an entirely self-help center,” said Lt. Sahar Jooshani, assigned to Legal Assistance for U.S. Region Legal Service Office Europe, Africa and Southwest Asia. “Sailors will have the opportunity to take control of their tax preparation with certified and highly skilled volunteers standing by to offer assistance.” See VITA CENTER Page 7

With the recent scaling back of grounds keeping, I ask for everyone’s assistance in maintaining our base cleanliness. If we act as good neighbors and ensure trash and dog waste goes in the trash, the Support Site will be more enjoyable for everyone, especially our children. As a reminder, pets are not allowed in school areas, the Village Forum or the NEX and Commissary shopping center. Not long ago, pets were not authorized on the Support Site at all. Please follow the pet policy and clean up after your four-legged friends so that everyone can enjoy the support site grounds and not be concerned about where we’re stepping. The Naples Tigersharks swim team recently won the European Forces Swim League’s Southern Division championships for the 8th consecutive year. Many swimmers throughout all age groups have been improving their times each year, as well as during the season. A few qualified for the upcoming European Championships by setting personal best times during their last swim meet. The coaches spend a lot of time and effort with our kids and it doesn’t go unnoticed. Kudos to the kids, the coaches and the whole Tigershark organization. The girls’ basketball team just held a basketball camp for our elementary and middle school students. Besides passing on their skills on the court, they helped share a little passion with nearly 30 kids during the two-day camp and raised money for their upcoming trip to European championships in the Netherlands. Tax season has begun. To be sure you are prepared, collect your paperwork if you haven’t already started. The Volunteer Income Tax Assistance (VITA) center opened this week at Capo. Located in room G39 of the Bachelor Enlisted Quarters, the VITA center is a great resource available to the community. The center’s trained volunteers provide free tax assistance to eligible personnel. The center has provided services for more than a decade and last year assisted more than 150 sailors on both their federal and state tax returns, saving $70,000 in tax preparation fees while logging nearly 2,000 volunteer hours. Don’t wait to the last minute to do your taxes: get them done early. There is so much offered to everyone on any given day, week or weekend this time of year. I encourage everyone to take full advantage of these opportunities. We do everything we can to publicize the ski trips, tours, free Bingo nights, competitions, workshops and classes in the Panorama, PAO Notes, Facebook and elsewhere. Get out, have fun, and be safe!
All mail packages held by Italian Customs in Rome have been released to military postal officials and were delivered. Discussions with Italian Customs authorities, U.S. Embassy personnel and military representatives are continuing in order to come to a mutual agreement related to customs duties and value added taxes. Updated information will be passed as it becomes available.
Potential Delays at Capodichino Main Gate Due to ongoing discussions between contract personnel and their union related to a labor dispute, the potential exists for strikes at the main gate of Capodichino this week. Anticipate possible delays during the morning commute and plan accordingly. In the event of a strike or peaceful protest, do not intervene with striking or demonstrating personnel. Security will communicate with local law enforcement to assist with traffic flow into the gate if required. More information will be communicated via PAO Notes and the NSA Naples Facebook page as it becomes available.

Feb. 7: Voting Assistance Officer Training The Federal Voting Assistance Program is offering an in-person workshop for area Voting Assistance Officers (VAOs). It will be held from 12:30 p.m. to 2:30 p.m. on Friday, Feb. 7 in room 030 on the ground floor of the Admin I building (behind the quarterdeck). Feb. 8: Naples Got Talent USO will host the 7th edition of Naples Got Talent at the Naples High School cafeteria on Saturday, Feb. 8. There will be 10 local contestants performing live for a chance to win two roundtrip tickets to the U.S., courtesy of United Airlines. A panel of judges will eliminate the first five contestants, while the audience will have the final vote and declare the top 3. The event is free, but there will be food vendors on site. Doors open at 5:30 p.m. USO suggests to come early due to the high demand and limited space.

Personal Post Office Box Numbers Effective April 15, service members will be assigned individual box numbers, continuing to incorporate the nine digit zip code, Zip+4. The new system will expedite address changes, reduce cost to the military postal system, and improve service to military personnel. The change will not effect how mail is currently received; if personnel use a personal box or a mail orderly, they will continue with that method. Individuals will be informed of their new address by mail orderlies before Feb. 1. Please note that some service members will be required to change their shipping addresses for subscriptions and regular mail. All questions may be directed to mail orderlies or the post office.

Ham Radio Show Coming to Naples The Ham Radio Show, an event dedicated to the radio operators, electronics and information technology, will be held at the Mostra d'Oltremare in Naples, Feb. 22-23. The event is organized by the Radio Operators Association from Pompei who will hold some tests in English for people who need a license from the U.S. Federal Communications Commission (FCC). Entrance costs 5 euro and the event runs from 9:30 a.m. to 6:30 p.m. both days. A Wave of Storms Pound Rome and Cause Millions in Damage A wave of storms and torrential rain hit Rome from Friday to Monday, causing hundreds of millions of euros in damages. Rising water forced some locals to take to their rooftops and one major road was closed due to a mudslide. Part of Rome’s ancient Aurelian walls collapsed and large potholes have been left in many streets. The collapsed walls were built by Emperors Aurelian and Probus between 271 A.D. and 275 A.D. to protect the city from the Vandals and Jugurthi who had invaded Northern Italy, inflicting a severe defeat on the Romans at Placentia (modern Piacenza) in 270 A.D. Torrential rain also caused the collapse of
a 30-meter portion of medieval wall surrounding the town of Volterra, in the province of Pisa. Authorities ordered the evacuation of 11 residential properties in that area as a result of the collapse. European Commission Approves Naples Restoration The European Commission approved an investment of 100 million euro to restore the historical center of Naples. The UNESCO World Heritage Site will find new life thanks to the restoration and renovation for cultural and social purposes of parts of Naples’ monumental heritage, which is currently abandoned or underutilized. The list of the monuments included in this project called the “Big Project” and launched by the Campania Region, was published by the municipality of Naples. The project is expected to be operational by the end of 2015. Italian Senate Passes Emergency Environmental Law The Italian Senate passed an emergency environmental law Wednesday. The decree passed in the Lower House, Jan. 31. It was introduced by the government in December to deal with the environmental crimes of the so-called Ecomafia in an area dubbed the “terra dei fuochi” or land of fires in Campania region. The law states that it is a crime to burn garbage without authorization and it introduces tougher controls on agricultural land, providing harsh penalties
for those found guilty of burning waste. The law allocates an additional 600 million euros to the 300 million euros previously granted to Campania region to clear land used for illegal garbage dumps. According to environmental group Legambiente, 14 percent of environmental crimes in Italy take place in Campania, where 6,000 illegal waste fires and 2,000 toxic dumps were reported between January and August of 2013. Queen Elizabeth II to Visit Pope and Italian President Queen Elizabeth II will visit Rome for a private breakfast with the Italian President Giorgio Napolitano and an audience at the Vatican with Pope Francis, April 3. This will be the first meeting between the British sovereign and head of the Anglican Church with the new pope. Youngest of Top 100 Fugitives Arrested in Italy The youngest of the 100 most wanted fugitives in Italy was arrested Tuesday. The 23-yearold man was apprehended in a villa on Naples’ northern Qualiano suburb. He had been on the run since 2011, when he had been sentenced to 16 years in jail for mafia association and drug trafficking. He is the alleged head of an influential clan as well as the relative of another important boss of Camorra, the Naples-based mafia that has spread towards other Italian cities in recent years.

Radiant hearts now adorn malls and shops around town, bringing visions of romance and warmth to February’s arctic chill. This year, Naples will fill the air with love and color through art and modern technology on the special day. Up north, Venice will stage the story of Romeo and Juliet to commemorate the occasion before the lagoon city kicks off its Carnevale festivities Feb. 15 – March 4. Other renowned Italian Carnival destinations are also set to provide exuberant weekend programs leading up to Fat Tuesday. Changes to article 32 hearings and other Victims’ rights What You Need to Know By Rear Adm. Sean Buck, Director, 21st Century Sailor Office
I want to share with you some recent key improvements to our military justice system – changes which make it safer and easier for victims of sexual assault to report incidents, and hopefully, more likely that they will remain in the investigative process, all the way to final resolution. The National Defense Authorization Act (NDAA) of fiscal year 2014 contained some key provisions to improve Article 32 hearings – some coming later this year, and some effective now. What is an Article 32 hearing? These are “preliminary hearing” investigative proceedings, which have been compared to civilian grand juries. The purpose of these hearings is to provide a recommendation to the convening authority of whether a case should be referred to court-martial or other appropriate disposition. An Article 32 hearing is held before charges can be referred to a general court-martial. And soon, the purpose of the preliminary hearing will be limited to determining the following: whether there is probable cause to believe an offense was committed, jurisdiction of the offense, proper charges, and recommended disposition. The most important change coming for these hearings, in my opinion, is that alleged military victims will no longer have to testify or even be present at them, if they so desire. All victims – military and civilian – of all crimes, not just sexual assault, will have the right to decline to testify at the Article 32 preliminary hearing if desired. If a victim desires not to physically testify at this hearing, their sworn statement will be considered as evidence instead. Examination of witnesses is restricted to matters relevant to the charges. No longer will a purpose of the hearing be for the defense to obtain discovery in their case. Attorneys will no longer be able to publicly and officially dive into personal matters unrelated to the incident at hand at these hearings. Second, the legislation provides that, whenever practical, only judge advocates will be Hearing Officers in Article 32s. We’ve done this in practice in the Navy for a long time and by policy, Hearing Officers in sexual assault cases will always be judge advocates. Third, the Hearing Officer, whenever practicable, will be senior to both the defense counsel and the prosecutor. These new Article 32 provisions will take effect in December of this year. However, another important change in the legislation concerning victims is effective immediately: When a defense counsel wishes to interview a victim of an alleged sex-related offense, he or she must request the interview through the prosecutor, once the victim has been identified as a witness who will testify in the case. Additionally, two victims’ rights that were in the civilian federal statute are now added in military law: First, the victim has the right to be heard at certain hearings, including pretrial confinement, sentencing, and clemency and parole. Second, victims have a right to proceedings free from unreasonable delay. The statute also requires the military to create regulations providing an enforcement mechanism for victims’ rights. Finally, one more change in the law provides victims the right to participate in the clemency phase of the court-martial process. Effective this June, victims will be provided an opportunity to submit matters to the convening authority to consider in post-trial action, even after an accused has been convicted and sentenced at court-martial. If we are to continue to gain the trust of service members to report any incident of sexual assault, we must ensure that our process of investigation and adjudication fully respects victims’ rights – that the victim be protected from the accused, accorded every means of privacy, and treated with dignity and respect. All of these new provisions are designed to build critical trust: trust of victims in our response, investigative and adjudicative systems; trust in our chains of command that each and every report can be made safely, and trust earned by our Navy that victims may report sexual assaults without fear of reprisal. The overarching goal is a fair process for all involved – victim and accused. If you are the victim of a sexual assault and have legal questions, call a Victims’ Legal Counsel to discuss your rights. I know those were a lot of legal references, but these changes are important to understand. They are even more important to talk about, with your shipmates, your chiefs, and your commanders. If you have any questions, seek out your nearest JAG officer. No one should serve in fear. Don’t be afraid to report if you’ve been a victim of sexual assault. Together, we will work to protect victims of sexual assault and hold perpetrators appropriately accountable.
Naples Community Health Awareness From Naval Support Activity Naples Public Affairs
The Naples Public Health Evaluation (PHE) was an extensive effort to learn more about the potential environmental health risks present in the Campania region of Italy. The Navy established health protective policies based on the study’s findings to protect the health of U.S. personnel and their families, which includes bottled water advisories and health protective lease clauses. The PHE found the potential health risks for living off-base can be mitigated by following established risk-management actions. The enduring health protection policies are as follows: • Maintain the July 2008 bottled water advisory for U.S. personnel living off base. • Maintain the New Lease Suspension Zone (NLSZ) areas, based on U.S. Navy and Italian environmental sampling data. In these zones, U.S. Navy personnel are not permitted to sign new rental home leases. • Maintain the U.S. Naval Support Activity Naples PHE website and the U.S. Navy Regional Water Quality Board. • Maintain the health-protective U.S. Navy lease clauses for private off-base rental homes: – Landlords must provide containerized water service from a Navy-approved vendor. – Leased homes must be supplied by city water or permitted wells. Landlords must disconnect all
non-permitted wells and provide proof of connection to the city water system or that the well is permitted. – Landlords must clean and disinfect domestic water holding tanks every six months. • The U.S. Navy will continue to share data with designated Italian public health officials. Throughout the Public Health Evaluation, the U.S. Navy established health protective policies and took immediate action, when necessary, to protect the health of U.S. personnel and their families. The risk management analysis determined that many of the health protective policies established during Phase I and Phase II will continue, as well as new policies implemented to ensure continued health protection. The Phase I and II reports, along with fact sheets addressing commonly asked questions and a detailed timeline of study components, are available through a link on the Naval Support Activity Naples website: www.cnic.navy.mil/Naples. Five Things You Need to Know: Tax Season Follow these tips to help successfully navigate tax season By MC2 Sean Hurt, Defense Media Activity
Tax time can be a stressful and confusing time. With credits, deductions, itemizing, returns and a federal tax code spanning more than 70 thousand pages, it can be a daunting task for any Sailor to navigate. Follow these helpful hints to ensure your tax season goes smoothly.
1. Volunteer Income Tax Assistance (VITA) Centers There are two types of Navy Tax Assistance Centers (TACs). The first type is operated by Naval Legal Service Command (NLSC) and administered by JAG Corps personnel. The second type of sites are called "fleet sites," which operate independently of the JAG Corps at shipboard or remote sites and are run by fleet commands or support centers. For tax year 2013, NLSC sites will completely transition to the self-service model. This allows customers to prepare their own returns using free, online programs on TAC computers with assistance from trained volunteers. Full-service VITA services, where volunteers specifically prepare individual returns, will no longer be offered at NLSC-operated sites. Fleet sites may choose to offer self-service tax assistance, run a full-service VITA site, or provide a combination of both. You can find your local Tax Assistance Center by clicking here.
2. Same-Sex Marriage This year is the first time same-sex partners will be eligible to file joint federal returns. Some states may also allow joint filing. The U.S. Department of Treasury has announced that same-sex couples, legally married in jurisdictions that recognize their marriages, will be treated as married for federal tax purposes, regardless of whether the couple lives in a jurisdiction that recognizes same-sex marriage. This means legally-married same-sex couples must file their 2013 federal income tax return using either the "married filing jointly" or "married filing separately" filing status. For state returns, the rules and requirements will vary by state. For guidance on filing state returns, the State Tax Guide can be used as a reference. The updated version for tax year 2013 will be available in February and posted here.
3. Predatory Lending Beware of Refund Anticipation Loans! Short-term loans are not covered by the same laws governing most loans. This means lenders can charge anywhere from 50 to more than 700 percent! Plus, if you get a smaller return than you anticipated, you still have to pay back the initial amount you were
loaned, along with your interest! Some common examples of these loans are "use your loan as a down payment" sales at auto dealerships, rent-toown electronics and furniture stores, and "cash-inhand" tax filing centers.
4. Deferral of Tax Payment If you are a member of the Armed Forces, you may qualify to defer payment of income tax that becomes due before or during your military service. To qualify, you must be performing military service, and notify the Internal Revenue Service that your ability to pay the income tax has been materially affected by your military service. You will then be allowed up to 180 days after termination or release from military service to pay the tax. If you pay the tax in full by the end of the deferral period, you will not be charged interest or penalty for that period.
5. Tax Tips for Newlyweds Social Security Information: It is important the names and the Social Security Numbers that you place on your tax return exactly match the Social Security Administration's (SSA) records. The SSA updates the IRS database every 10 - 15 days. Therefore, report a name change to your SSA as soon as possible for all changes to be made prior to tax season. To do so, file form SS-5, Application for a Social Security Card. Additionally, notify your employer and all of your financial institutions of your name change. This will ensure that your information at tax time is reported to you correctly. Changes in Withholdings: If you and your spouse are both employed, you may want to estimate and review your Federal and State payroll withholdings. Your combined incomes may move you to a higher tax bracket. Use the IRS Withholding Calculator tool at the IRS.gov website to help you complete a new W-4. Change in Filing Status: If you are married as of Dec 31, you are considered married for tax purposes for the entire calendar/tax year. You may choose to file a Married Filing Joint return, which is generally the most beneficial, or you can file a Married Filing Separately return. You may want to calculate your taxes both ways to determine which is most advantageous for your family. Change in Standard or Itemized Deductions: If you did not qualify to itemize deductions before you were married, that may have changed. You and your spouse may save money by itemizing rather than taking the standard deduction on your tax return. You will need to use tax return form 1040 when filing and complete a "Schedule A" that details the itemized deductions.

Scott Gray, commanding officer of NSA Naples. “If you have someone who will sit down and help you work through it, it becomes a less daunting task.” The volunteers manning the VITA center received one week of IRS training to be certified to assist eligible personnel in filing their income tax. They passed an examination on advanced and military taxes to become certified and some volunteers are also trained in international tax law. Operations Specialist 1st class Amanda Doige, a certified VITA volunteer, said the training involved a lot of reading and studying and she is looking forward to assisting people who use the VITA center. According to Jooshani, VITA center has provided its services for more than a decade and last year assisted more than 150 sailors on both their federal and state tax returns, saving $70,000 in tax preparation fees while logging nearly 2,000 volunteer hours. Free tax preparation services are available to eligible community members Monday through Friday with limited hours on Saturday. The first day of the two-day tournament was filled with rain and mud, which added an extra challenge for the players on the field. “The mud and rain made it hard to keep your footing and catch the ball,” said Hospitalman Anthony Holmes, a player for Team Hospital. “People were sliding and falling all over the place.” Team Security dominated in the rainy and muddy conditions during the first day of the tournament They did not allow a team to score a point against them the whole day. Security maintained control the following day, only allowing six points throughout the entire tournament on their way to winning the championship.
“Our whole team was just locked in from the beginning to the end,” said Master-at-Arms 3rd Class Kyle Coggins, a player for Team Security. “Our quarterback was making great throws, our receivers were making great catches, our defense was dominating and Pat [Intelligence Specialist 1st Class Patrick Ingram] was scoring touchdowns left and right.” Those touchdowns Ingram scored led to him winning the Offensive Most Valuable Player (MVP) for the tournament. Information Systems Technician 2nd Class Timothy Dowdy, a player for Team NCTS, was awarded the tournament’s Defensive MVP for his performance helping his team come away with the second-place trophy. “At the end of day, it’s all about having fun and competing with and against your shipmates,” said Coggins. “Of course, it’s always a little more fun when you win.”

The Naples Overseas Support Club (NOSC) will present a production of A.R.Gurney’s play “Love Letters” on Saturday, Feb. 22 at 6 p.m. in the Naples High School cafeteria, featuring the talents of real life husband and wife Capt. Rob Leese and Melissa LedesmaLeese. The play follows the lifelong correspondence of the staid, dutiful lawyer Andrew Makepeace Ladd III and the lively, unstable artist Melissa Gardner who met in second grade, fell in love, attend different boarding schools and eventually marry others -- yet keep yearning for one another. Their bittersweet relationship gradually unfolds as the actors read aloud their notes and letters written over a span of nearly 50 years. The fact that a married couple will be portraying these timeless characters during the Valentine’s season makes NOSC’s rendition unique. Melissa Ledesma-Leese's most recent tangle with theatre was as a co-director for Naples High School’s musical of “You're a Good Man Charlie Brown.” Prior to that Melissa has been on stage since the age of 6 starting with shows like Annie, The Sound of Music, and The Wizard of Oz. Theatre was one of three majors for her Bachelor's of Arts in Communication. Melissa said she was delighted to share the stage with her son in 2010 at the Little Theatre of Alexandria and to now share it with her "real life husband and soulmate" is the excitement of a lifetime. "I've been dying to do Love Letters,” said Melissa. “It's an amazing script about how two people can change so very much and still be madly in love with each other, whether or not they even know it. “Rob and I are returning to Alcala de Henares, Spain this month to show our son where we met over 20 years ago,” she said. “You bet we've changed; we all change, but the love we share hasn't.” Capt. Rob Leese is the Public Affairs officer for the U.S. Air Force. While speaking on the radio and in front of an audience is fairly routine, the performing stage is a new experience for him, aside from a few high school productions. He also said he is excited to join his wife on stage for his Naples debut. In addition to the performance, ticket holders will enjoy a light meal and beverage. There will also be a wine cash bar and a silent auction fundraiser featuring themed gift baskets. If bought by Feb. 17, tickets are $20 per person or $30 per couple. After Feb. 17 and at the door, tickets will be $25 per person and $35 per couple. Proceeds of the fundraiser will go toward the NOSC Scholarship program. According to the National Institutes of Health, half the average person’s weight gain will occur in the six weeks following the holiday season! With more than half of Americans suffering from obesity and obesity-related disease, it is common to pursue a healthier lifestyle in the first months of a new year. If you have chronic health conditions, talk to your provider prior to starting a new exercise regimen. Your healthcare team has a lot of great resources to help you get healthier over the long term. The hospital’s nutritionist is available via a consult from your Primary Care Manager. She can suggest great strategies for healthy food behaviors. There are also wellness classes every month through the Health Promotions department. For current smokers, we encourage you to quit in 2014, as a smoke-free life will have a significantly positive effect on your health. Our Health Promotions offers a wide array of smoking cessation tools. Next, make a plan for timely achievement of reasonable and healthy goals. Studies show that people who have goals with set end points and built in rewards do better. If your goal is weight loss, one or two pounds a week is optimal. Did you know that, as an eligible TRICARE beneficiary, if you are injured in an accident in which a third party is liable or at fault, you are eligible to submit a claim through the Medical Affirmative Claim (MAC) program? The MAC program is designed to recover from third party payers the cost of medical care provided to Military Health Care patients in injury situations. Pursuant to U.S. federal law, Congress requires the military services to collect reimbursement from any applicable insurance plan or health plan that covers your injury. The most common situations involve automobile insurance and workers’ compensation coverage. All funds collected under the program are deposited directly back into the U.S. Naval Hospital Naples budget where it is used to purchase new supplies and equipment. This
results in enhanced care and services for all patients. The best part about the MAC program is there is no cost to individuals. If the cost of medical care is not recovered, you will never be billed. The most important part of the MAC program is identifying potential claims. Once a claim is identified, the process is simple. If you are involved in an accident where a third party may be liable and you require care at the base hospital, please alert the hospital staff. The staff will then provide you with a Medical Care Recovery Questionnaire form that will be used to obtain important information in order to settle the claim. Once the form is completed, your job is done and the hospital staff handles everything else. In the Spotlight HM3 KRISTINE CHEN Though Hospital Corpsman 3rd Class Kristine Chen has only been at U.S. Naval Hospital Naples for three months, she has already earned a reputation as highly motivated and always willing to help members of the command and community in any way possible. Assigned to Operations Management, she is responsible for many mission essential roles in the hospital. Her organizational skills shine as the family care plan coordinator by ensuring service members establish and document plans to care for minor dependents and adult family members while the service members are absent or deployed. Her artistic side comes through in her role as the command photographer, where she is responsible for capturing a visual record of all command events and ceremonies. Along with her primary duties, Chen is an active member of the hospital's Coalition of Sailors Against Destructive Decisions and regularly assists with base clean-ups and morale events. Chen takes the initiative to ensure her command and community are well cared for.
LCDR JOSEPH NELLIS Lt. Cmdr. Joseph Nellis, one of the family physicians at U.S. Naval Hospital Naples, has served in a variety of roles during his time in the Navy and is known for being “salty” beyond his years. As an enlisted Sailor, he was a deck seaman before becoming a hospital corpsman. He had tours in Portsmouth, as well as several Marine units. After attending University of Pittsburgh and Lake Erie College of Osteopathic Medicine, he completed his Family Medicine training at Camp Lejeune. From there, he has deployed to Iraq, Afghanistan, and Haiti as a Marine battalion, regimental, and Marine Expeditionary Unit surgeon. Here in Naples, he and his wife, Teri, and daughter, Keeley, keep up a similar pace of local and international travel. One of his favorite hobbies used to be Rugby- he was a member of the Division III Camp Lejeune Misfits from 2004-2011- but says, “I got old and now Racquetball and seeing Europe are my hobbies.”
LT NGUYET ALLBAUGH During the first week of February, Perianesthesia nurses are celebrated and recognized for their role in safe patient care delivery. Lt. Nguyet Allbaugh is one of these nurses. She graduated from Boston College and immediately began her career as a Perianesthesia nurse in the Navy. Her first duty station was National Naval Medical Center Bethesda and included a tour to Kandahar, Afghanistan. For the past two years Allbaugh has been caring for patients in the Ambulatory Procedures Unit and Post Anesthesia Care Unit here in Naples. She makes sure her patients are prepared for surgery across ten different specialties and then skillfully attends to their recovery. Her accomplishments also include doubling the capability of the Infusion Clinic and serving as the division officer in her department. Outside of work she is very involved with the Naples Area Nurses Association and has been the treasurer for the local Girls Scouts of America. She also loves to travel across Europe with her husband, Matt, and has collected many items to take with her when she leaves the hospital for U.S. Naval Hospital Bremerton at the end of this month.

Kids’ Talk: My Trip to Rainbow Magicland By Ferdinando Johnston, age 9 Recently I went with my family on a trip to Valmontone to check it out Rainbow Magicland, a giant amusement park near Rome. It was SO much fun! The park has lot of rides and great shows. My favorite show featured daredevil drivers racing their cars in crazy ways, like driving BMW’s sideways on two wheels and other scary tricks. My brother and I just happen to be wearing our NASCAR racing suits since it is almost Carnivale in Italy, so after the show we had the chance to take pictures with the stuntmen. They were really impressed with our costumes. Another show we really loved was the “Great Roman Empire.” It had gladiator fights surrounded by live alligators and snakes. But of all the rides in the park, and my brother and I went on them all, my favorite was the Cagliostro. It's kind of a roller coaster ride with 4 people in each cart, but almost the
MILES DAVIS has been named the Wrestling Athlete of the Month for December. He finished the month undefeated and rarely gives up any points to his opponents. Davis completed the month of December with five wins and no losses. He has attended every practice all season and is one of the hardest workers on the team. Davis is working to qualify for the European Finals in Wiesbaden and said he hopes to medal. He also played football for the Wildcat football team this year. Davis is in the school choir, is consistently on the honor roll and an all athletic academic scholar.
JAYONTRAY GROGAN, a senior, has been named the boy’s Basketball Athlete of the Month for December. He is playing in his first year with the Naples Wildcats team. He has led the team to several victories so far and his most outstanding game was against the Sigonella Jaguars where he had three dunks. The first two were nice, but the third, an alley-oop late in the game from Jacob Murdock, was impressive. Grogan also scored 37 points the following game on Saturday. He is one of the team’s captains and he is growing into his role as cap-

KEYLEE SOTO, a junior, has been named the girl’s Basketball Athlete of the month for December. She has proven to be an invaluable player for the Lady Wildcats. She played in three outstanding and tough games against Vicenza twice and local Italian team once during the month and averaged 15 points per game. Soto scored a game-high 21 points against Vicenza for a 38-37 victory. She has an acute awareness for the ball and is a skillful scorer. She does not neglect the other aspects of her game and is a very good defender, attacking and stealing the ball. In addition to her success, she played a big part for the Lady Wildcats Volleyball 2013 Division II championship team. Soto is an excellent example for a student-athlete, teammate and silent leader for the Lady Wildcats basketball team. This is her first year at Naples High School. Her hometown is Ponce, Puerto Rico.
LEXI BUELL has been named the Cheerleading Athlete of the Month for December. She is a dedicated member of the winter 20132014 cheerleading team. She has been an integral part of each practice and game, stepping up as a leader amongst her peers. She is an allaround athlete, excelling at cheering, dancing, jumping, tumbling, and stunting. She is unique to the team in that she can perform each role of stunting: top, base, and spot. Also, Buell has been cheering at Naples High School for all four years. She continues to improve her own skills, while pushing others to improve as well. She will represent her team as one of the five trying out for the All-Europe team this year.

One of the most talented American photographers of all time once said, “There are always two people in every photograph, the photographer and the viewer.” As a photographer myself, I have had the opportunity to cover a little bit of everything from portraits, weddings, and most recently, travel photography. All of the demands and expectations of wedding photography, the patience of portraits and the technicality of travel, fall short of the most exhausting form of photography — fashion photography. As a fashion photographer I’ve had the opportunity to cover many Fashion Weeks, work with professional and aspiring models, and participate in the creation of photo projects. While this form of art has its own set of technical rigor, the pressure doesn’t come from the image creation, nor from the talent, but from the viewer. The subject of fashion photography is normally linked with lowly passions, enticements, and blurred lines. Things do not get any easier once you take into consideration that while photography is my trade, theology is my major, global leadership my Masters of Education, and I’m a husband and father of five girls. Not to say that I have it all figured out, but recent events serve as a game-changer in my mind. Turns out, this past November I had the opportunity to photograph a beautiful and talented aspiring model in my home studio here in Italy. I recently learned this model has abruptly passed away. This incident spurred a wealth of emotions ranging from denial,
awkwardness, and all the way to anger. Clarity was a sparse commodity in my mind. In the midst of all this emotional turmoil, something unexpected happened during her memorial. When the guests were sharing their condolences, the now-widowed husband reached out to my wife and expressed how wonderful a time and how meaningful and special she felt throughout the entire shooting session. I cannot advocate for every single photo session out there, the intentions of all parties involved, or the biases we as consumers apply to all images. All I can say is that for this circumstance, for this family, and for this woman, the image-creation was uplifting, dignifying and a testament to art, collaboration, and life. I do not deny that every photograph involves the photographer and the viewer, but in addition we should also take into consideration the presence of value. Ultimately, we all promote or degrade certain values through our actions, whether we take pictures or not. Every job and every creation involves imparting our values, and in the end I believe we all can use our skills to promote empowerment, wholesomeness and purpose.

Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area. Army and Air Force personnel stationed at JFC must apply through the Carabiniere at the JFC Provost Marshall's Office, Building L. Students from School Age Care Tour Capo
A group of kids from School Age Care pose for a photo in the Capodichino square during their base tour before heading to see the base gym and food court, Jan. 24. Nearly 70 children visited Capo on their day off from school to see where some of their parents work. The students were able to sit in and tour a C26 aircraft while pilots spoke of its capabilities. The children were also able to see a helicopter from Helicopter Sea Combat Squadron (HSC) 28, visit the newly-renovated library and explore the base chapel. (Photos by MCC Travis Simmons)
