NSA Naples Holds National Night Out By MC3 Robert S. Price Naval Public Affairs Support Element East – Detachment Europe

The Naval Support Activity (NSA) Naples’ community celebrated the 2014 National Night Out (NNO) at the Support Site North Park Aug. 5. The event was held to promote crime prevention awareness and to provide a chance for the community to meet local Italian and U.S. Navy law enforcement agencies. Event attendees had a night of entertainment beginning with a parade through the Support Site and live rescue team demonstrations with informational booths, music, food, games and door prizes. “For your safety and preparedness, please stop by the booths that are around and familiarize yourselves with all these resources,” said Capt. Douglas W. Carpenter, NSA Naples commanding officer, during the commencement speech. “It’s important for us to know what to do before a disaster and not figure it out while a disaster is occurring. There are plenty of experts at the booths to answer your questions.” Hundreds of sailors that attended the NNO observed live demonstrations held by fire and emergency services. Master-at-Arms 1st Class Petty Officer Peter J. Sanders coordinated the event to help educate the base community and provide

All Roads Lead to Rome By MC3 Robert S. Price, Navy Public Affairs Support Element – East Detachment Europe

Service members and families stationed at Naval Support Activity (NSA) Naples have worthy Italian travel options such as Pompeii, The Isle of Capri, Florence, Milan and Venice, but all roads lead to Rome. Rome, the eternal city, continually attracts tourists with its beautiful landmarks and architecture, museums and the neighboring Vatican City. For the serious traveler, seeing all of the Roman sites within a day is impossible because of the vast quantity of historical sites located within the city. I’ve selected some of my favorite locations to share based upon the architectural triumph, religious impact or the brilliant artistic influence that is recognized by the world. Careful planning is advised to visit this city of nearly three million inhabitants. Rome has a concentration of holy sites, world famous art galleries and historical museums that require multiple days to visit. Tours and reservations should be made to create a personal and relaxing experience. Many tourists visit Rome to make a holy pilgrimage. The city is located next to the Vatican City, which is

home to the St. Peter’s Basilica, the Vatican Museum, and the famous Sistine Chapel. Once inside the Vatican, visitors should take time to climb to the top of St. Peter’s Cupola to enjoy a drink, buy a souvenir and get a stunning view of the entire city of Rome. Another notable holy site is the Santa Maria della Concezione dei Capucchini, the monastery of the Capuchin monks located in Barberini. Visitors can tour their museum and see the famous ossuary where monk’s remains are interred in an artistic fashion. Rome is not short of an artistic presence. A block away from the train station is the Palazzo Massimo, the roman national museum which houses multiple floors of ancient artifacts including historical coins, un-earthed mosaics, sculptures and a current exhibit dedicated to monsters of myth and legend. The Borghese Museum and Galleria, located within the Villa Borghese, is a must stop for the art enthusiast, yet requires a onemonth advance reservation. The gallery houses masterful art pieces such as Apollo and Daphne, David with a Slingshot and paintings by Raphael. See ALL ROADS LEAD TO ROME Page 10

I'd like to thank everyone who came out to make National Night Out such a successful event. It provided our community a chance to come together and gain awareness of emergency management, disaster response, safety, and security. The annual event expresses our support for all Security and emergency services personnel, as well as our Italian law enforcement partners who work closely with us in Naples and Caserta. The military working dog demonstrations were very impressive, the Fire and Rescue team tore open that SUV in record time, and I saw the Italian EOD robot surprise quite a few people as it demonstrated its flexibility and extraordinary gripping claw. Thanks to all the volunteers who helped with set up and running the well-attended event. The goal of the National Night out is to raise crime prevention awareness and boost neighborhood camaraderie, and I think we succeeded on both fronts. Thank you. I hope you are taking advantage of the events, concerts, tours and trips available over the summer. There are two free events tonight that I'd like to remind everyone about. The Missoula Children's Theater, working with Child and Youth Programs, was with us this week getting more than 60 of our community children ready for a play tonight. They'll be presenting “Hansel and Gretel” in the Naples High School cafeteria at 6 p.m. We had our largest turnout ever for Monday's auditions so we'll take that into consideration and see about getting more events like this. Also tonight, Flagship is performing! They are the U.S. Naval Forces Europe Rock Band, and they'll be playing at Support Site Central Park from 7:30 to 9 p.m. for a concert under the stars. The events begin at 6 p.m. with food and beverage sales and a live DJ, so bring a chair or blanket and head on out. This week we found out we have a large group of chief petty officer selectees in our area. Congratulations to every one of them. There is no equivalent in our military. CPO 365 Phase II has begun and will conclude with the chief's pinning ceremony on September 16. Most Italians take vacation in August, so please consider this when you're making plans. Sometimes this can be for a few weeks and sometimes it can seem like it lasts a bit longer. Plan ahead because some services may be limited. There will be fewer workers in some offices around NSA Naples. It's not only a local occurrence. If you are planning vacations throughout the rest of your summer, consider that fewer people will be on the clock and expect traffic jams to and from beaches. Be safe and please enjoy your summer travel opportunities here.

Navy Personnel Command released a recent update allowing same-sex military spouses to move to U.S. bases in Italy as command-sponsored dependents. This new agreement with Italy means spouses and family members can receive special visa protections that allow them to stay in the country continuously. Service members can request command sponsorship through their reporting command. Pre-Registration Open for 5K Color It Up Fun Run This year’s Color It Up Fun Run, open to all children and adults, will be held at the Day For Kids Event at Carney Park on Saturday, Sept. 20. Pre-register by Sept. 2 and pay $13 per adult and $8 per child (17 years and under). Registration will continue from Sept. 3-20 at a cost of $15 per adult and $10 per child. Race is limited to 500 participants who will receive a T-shirt and their own color powder pouch. Registration Open for USO Dodge Ball Tournament and BBQ Registration is now open for 16 teams to take part in USO Naples’ first dodge ball tournament, which will be hosted on Thursday, Aug. 28. The tournament registration fee is $25 and the grand prize will include a trophy, medals and a $500 gift card for a command MWR fund or private organization of your choice. Teams can represent a command, a department, a private base recognized organization or a group of friends. Each team will be requested to have seven players (at least two members must be single or unaccompanied service members). Aug 14: University of San Diego Men’s Basketball Team Visits Naples The San Diego Toreros basketball team players will hold two youth basketball clinics and a 40minute game with the NSA Naples basketball team on Thursday, Aug. 14. The clinics and game will be held at the Naples High School. The free youth clinic for students entering Kindergarten through 6th grade will be from 1 to 2 p.m. and the one for grades 7-12 will be from 2 to 3 p.m. Registration for the youth clinics begin one hour before their start time. A parent or guardian must be present at registration, drop-off and pick-up for both clinics. The Toreros team will play two 20-minute halves against

Soccer Schedule Change for Fans

Pompeii Opens more Areas

The Italian sporting events committee asked Serie A to schedule next Italian season’s league matches between Roma and Napoli during daytime. Daytime matches are considered easier to police than games played at night. A Napoli fan supporter was shooting by a Roma supporter before May’s Italian Cup final. The Neapolitan fan died in a Roma hospital on June 25. The committee asked Serie A to play daytime games the two derby matches between Roma and Lazio to reduce the risk of violence.

Pompeii opened new archaeological areas previously closed to public thanks to thirty new employee added to the staff. The buildings were closed due to the insufficient number of guards. The new open buildings include the Casa of Cornelia, Casa of Marcus Lucretius, Thermopolium of Vetutio Placido, Casa of Lararium of Achilles, Casa of Ceii, Casa of Caccia Antica, the Suburban Baths, Casa of Apollo, Casa of the Ara Maxima, and Casa of Marcus Lucretius Frontone.

Wet Paint Takes on New Meaning The world’s first underwater photography exhibition is held in the famous resort island of Ponza. The artist, Salvo Galano who has exhibited in Milan, New York, and Amsterdam took months of experimentation and tried out different materials, studying the currents around the island to create 28 large-scale-prints-portraits and landscapes taken during his latest trip to Asia. The exhibition is titled Southeast Passage. The exhibition can be enjoined by snorkeling in the crystalline water of the island which was first settled by the Etruscan and where Homer and his crew fell under the spell of Circe. Southeast Passage is on view until September 14.

I’d Buy That for a Euro A 12th-century village in Sicily put on sale about 20 properties carrying the €1 price tag by the local administration. Gangi is located in the Palermo province and as Italians move away in search of work, the local authorities are trying to revitalize the village by drawing foreigners to come and take over the properties which the purchasing costs amount to around € 6,000. According to a foreigner real estate agent who lives in Sicily, Gangi offers the old-fashioned way of life with friendly people and excellent food.

Most Beautiful Italian Beaches Reveiled The most beautiful beach in Italy is Cala degli Infreschi, a tiny bay in the Cilento and Vallo di Diano National Park in Campania that can be reached by boat or by a long walk. The competition has been organized every year by the environmental group Legambiente. In second place is another Campania beach near Palinuro, in the province of Salerno. According to hoteliers association, this year fewer Italians are going on holiday, about 30 million are staying at home due to economic reasons and to unpredictable weather. Italians’ vacations are also getting shorter, about ten days compared to twenty in the 1960s.

Augustus Honored in August The month of August marks the 2,000th anniversary of the death of Rome’s first emperor. Augustus, the founder of the imperial dynasty ruled for 41 years from 27BC until his death in 14 AD. The month of August received its name to commemorate his death. The Italian Culture Minister Dario Franceschini announced that several places will be opened to the public for the first time in years. The Palatine Museum will unveil its restored ground floor, rooms in the House of Augustus will be opened for first time and frescoes at an underground dining area will be put on display for the first time.

The U.S. Naval Forces Europe Protocol Combo played a public concert in Mercogliano, August 3rd. The Protocol Combo played the concert as part of a community relations outreach program, sponsored by a suburb of Avellino, The city of Mercogliano. The idea of bringing the Protocol Combo to Mercogliano was started by Lucia Sbreslia, a Mercogliano city administration member who is in charge of education and culture. “My husband and I saw the entire 6th Fleet band play ten years ago in Pescasseroli,” said Sbreslia. “I enjoyed the show very much because everyone was so talented. We decided to try and call them here and it worked.” The Mayor of Mercogliano, Massimiliano Carullo, attended the event and presented the leader and guitar player of the Protocol Combo, Musician Second Class Petty Officer Colin Greggs, a letter of appreciation and an art piece from master sculptor Giuseppe Rubicco as a gift in thanks for the combo coming to the city to play. Once the thanks were given the music began to play and the mayor, the master sculptor and Sbreslia all sat in the front row of the packed crowd where around 60 people sat and stood to watch the band. “We are frequently the first

Sailors or Americans some of these Italians have ever met,” said Greggs. “We are able to get out there meet people and really put a face on to the Navy most people just don’t expect.” The five members of the Protocol Combo played an hour and half of music on a prebuilt wooden stage in the center of town. The first set started as the sun began going down, with only a single streetlamp lighting up the stage. They played a selection of music with a heavy focus on jazz songs such as “LO-V-E” by Nat King Cole and “The Saints Go Marching In,” which were played to the joy of the packed crowd. “Our concerts are usually

pretty well received in Europe and especially in Italy,” said Greggs. “Jazz was popular during World War II and ever since then their culture has developed a deep appreciation for jazz.” After the show ended many members of the audience came to the stage to ask questions, shake hands and try to take photos with the band. The biggest question many of the band members received was, “are you coming back?” The U.S. Naval forces Europe band has many different ensembles that play community relation concerts all over Italy. Remembrance Ceremony Held for MA2 Bordeaux A remembrance ceremony was held for Masterat-Arms 2nd Class Phillip Bordeaux was held at Naval Support Activity (NSA) Naples. Bordeaux was a member of NSA Security who passed away in a vehicle accident Aug. 3, 2013. Friends and service members attended the service to pay their respects and share their memories of Bordeaux. "For those of us that knew Phil knew what a genuine good guy he was. I hope that we keep him alive in memory and spirit, and that we share with the new faces that now stand the watch what kind of man he was, and how he was able to brighten everyone around him. Energy Conservation Energy ‘Biggest Loser’ Competition From the NSA Naples Energy Management Team

We have come to the end of our Biggest Loser competition. Naval Support Activity Naples was holding second place region wide, but the final numbers are being gathered today. The most recent electrical readings showed we had reduced consumption by 10 percent. C4I was in the top spot for energy reduction in Naples with a 17 percent reduction from last year’s readings. Unfortunately, some of our facilities saw an increase during the competition. The final readings for the Energy ‘Biggest Loser’ competition will be announced by the end of next week. Thank you to everyone in Naples who did their part. Shutting down computer monitors, turning off lights and maintaining AC boundaries definitely made a big dent in our energy reduction. We’ll find out next week which installation came away with the $50,000 prize money from Region.

Shortly after the event commenced, local NSA Naples’ Support Site Firefighters pried the event wide open by demonstrating their emergency response capabilities with the ‘Jaws of Life,’ a piston-rod hydraulic tool used to save trapped victims within vehicles. Within minutes, the team of fire fighters managed to work their way into a badly damaged SUV by demolishing the windows and removing the doors and roof with the device and hand axes. “When you are using the ‘Jaws of Life,’ you have to let the ‘Jaws of Life’ do the work for you,” said Fire Fighter Bill Brush He said the tool weighs nearly 40 lbs. and it is very difficult to forcefully move. The Italian State Police, Polizia di Stato, arrived in show within their high speed sports car, a Lamborghini Gallardo. Among the rides, the Carabinieri brought two horses to the event for attendees to pet, mount and take pictures with. The Carabinieri’s Squadra Antisabotaggio from Caserta set up a response van on site and wheeled out their high tech explosive ordnance disposal robot for working demonstrations at the North Park. The NSA Naples’ security dog handlers showed off the skill and obedience of their military working dogs (MWD) in a demonstration. The dog teams demonstrated basic attack commands in a scenario involving a suspect fleeing the scene of a crime. The handler, Master-at-Arms 2nd Class Wesley Rodriguez, called the MWD on and off the fleeing suspect within feet of delivering a bite to the man’s heavily padded limbs. The event continued with door prizes for chances to win a PlayStation 4 video game console, I-pad, headphones, a backpack with school items, and exercise equipment. The attendees had time to meet and greet with the local law enforcement and the mascots Sparky the Fire Dog and Scruff McGruff the Crime Dog, enjoy event festivities that included a dunk-tank and a ‘Tricycle Drunk Drivers Course,’ all with music provided by Armed Forces Network (AFN) Naples’ DJs. The American National Night Out is an event designed in 1984 for local law enforcement to promote crime prevention awareness.

The Naples Public Health Evaluation (PHE) was an extensive effort to learn more about the potential environmental health risks present in the Campania region of Italy. The Navy established health protective policies based on the study’s findings to protect the health of U.S. personnel and their families, which includes bottled water advisories and health protective lease clauses. The PHE found the potential health risks for living off-base can be mitigated by following established risk-management actions. The enduring health protection policies are as follows: • Maintain the July 2008 bottled water advisory for U.S. personnel living off base. • Maintain the New Lease Suspension Zone (NLSZ) areas, based on U.S. Navy and Italian environmental sampling data. In these zones, U.S. Navy personnel are not permitted to sign new rental home leases. • Maintain the U.S. Naval Support Activity Naples PHE website and the U.S. Navy Regional Water Quality Board. • Maintain the health-protective U.S. Navy lease clauses for private off-base rental homes: – Landlords must provide containerized water service from a Navy-approved vendor. – Leased homes must be supplied by city water or permitted wells. Landlords must disconnect all non-permitted wells and provide proof of connection to the city water system or that the well is permitted. – Landlords must clean and disinfect domestic water holding tanks every six months. • The U.S. Navy will continue to share data with designated Italian public health officials. Throughout the Public Health Evaluation, the U.S. Navy established health protective policies and took immediate action, when necessary, to protect the health of U.S. personnel and their families. The risk management analysis determined that many of the health protective policies established during Phase I and Phase II will continue, as well as new policies implemented to ensure continued health protection. The Phase I and II reports, along with fact sheets addressing commonly asked questions and a detailed timeline of study components, are available through a link on the Naval Support Activity Naples website: www.cnic.navy.mil/Naples. The world's largest international maritime exercise, Rim of the Pacific (RIMPAC) 2014, concluded with the participation of 22 nations, 49 surface ships, six submarines, more than 200 aircraft and 25,000 personnel in and around the Hawaiian Islands and Southern California, August 1. Hosted by U.S. Pacific Fleet, RIMPAC 2014 was led by U.S. Vice Adm. Kenneth Floyd, commander of the U.S. 3rd Fleet (C3F), serving as the combined task force (CTF) commander. RIMPAC is designed to enhance cooperation of the combined forces and improve individual war fighting competencies. "The relationships that are forged at RIMPAC span oceans and years," said Floyd. "RIMPAC is a unique opportunity for us to get to know each other, to train together, and provide some level of trust when we are out on the high seas together in the future. It is the only exercise that can do so to this scale." This year's exercise included units and personnel from Australia, Brunei, Canada, Chile, Colombia, France, India, Indonesia, Japan, Malaysia, Mexico, Netherlands, New Zealand, Norway, People's Republic of China, Peru, the Republic of Korea, the Republic of the Philippines, Singapore, Tonga, the United Kingdom and the United States. The training syllabus included amphibious operations, gunnery, missile, anti-submarine, and air defense exercises, as well as military medicine, humanitarian assistance and disaster response, counter-piracy, mine clearance operations, explosive ordnance disposal, and diving and salvage operations. Simon Cullen, CTF deputy commander, said RIMPAC helped international participants hone the skills that are critical to ensuring the safety of sea lanes and security on the world's oceans. "This was an opportunity for the participating nations to take advantage of the excellent training infrastructure and ranges that are available in the Hawaiian Islands," Cullen

RIMPAC 2014 marked the first time that Japan led the scenario-driven humanitarian assistance/disaster relief (HA/DR) response portion of the exercise that facilitated training and certification for expeditionary forces to respond to foreign disasters as a crisis response adaptive force. Japan Maritime Self-Defense Force Rear Adm. Yasuki Nakahata served as commander of HA/DR operations. "Through this exercise, we were able to show a well-coordinated effort similar to the United Nations or a civil/military coordination center and conduct our mission with all pertinence. This is a great step forward for all of Japan and a great impact to an international society," Nakahata said. RIMPAC 2014 had two new participants this year, Brunei and the People's Republic of China. Additionally, RIMPAC participants who sent a ship for the first time to participate in RIMPAC 2014 included Colombia, India, Indonesia and Norway. This year also

CNo and MCPoN visit Whidbey island

Chief of Naval Operations (CNO) Adm. Jonathan Greenert visited Naval Air Station (NAS) Whidbey Island along with Master Chief Petty Officer of the Navy (MCPON) Mike Stevens for an all-hands call and visits with Whidbey tenant commands Aug. 5. "Enjoyed a great day learning at NAS Whidbey Island discussing with Shipmates a majority of my focus areas, EM-Cyber, Undersea Dominance, and Unmanned Systems," said Greenert at the conclusion of his visit. Earlier today Greenert attended the 40th Naval Aviation Electronic Warfare Symposium where he shared his thoughts with 450 naval officers, government and industry specialists on the significance of the electromagnetic spectrum and Electromagnetic Maneuver Warfare (EMMW). Greenert recounted his last visit to Whibey saying the number of EA-18G Growlers have increased significantly from a year ago. He told the audience, NAS Whidbey is a vibrant upcoming base for something that is very important. This is a center of excellence for electronic warfare, he said. Greenert described the importance of maneuvering in the electromagnetic environment and the need for control and awareness as he outlined a strategy in his remarks. Following the event Greenert met with Electronic Attack and Maritime Patrol community leaders at Whidbey and visited a number of training facilities for a deeper discussion on other EM-spectrum related topics, EMMW capabilities and future requirements. Additionally, Greenert joined up with his wife Darleen and MCPON Stevens who were also visiting different facilities around the base for a mass reenlistment and all-hands call. Speaking with 500 Sailors, civilians and families from Whidbey's tenant commands they reenlisted 13 Sailors and answered questions about manning at sea, sea pay, deployment lengths, benefits and leadership issues. During Greenert's initial remarks he emphasized Navy is in huge demand around the world and the work Sailors are doing at Whidbey in the EMMW area is critically important. He told them that what they are doing in Whidbey is a big deal and a big part of the Navy's future. After Greenert's remarks, both CNO and MCPON took questions from the crowd. A petty officer serving as a victims advocate asked about if sexual assault prevention in the Navy has gotten better. MCPON asked how she felt the Navy is doing, which she replied that the sailors she is around feel as though it's getting better overall. Another Sailor asked that in a pinched budget environment are we going to continue doing more with less and what is being done to limit stress. Both CNO and MCPON said they are not looking to overwork Sailors and that there is work being done to add more stability to schedules and predictability, manning initiatives to reduce gaps at sea and sea pay initiatives to compensate Silors for the hard work they are doing. CNO said it will not happen over night but the Navy is working it. MCPON closed with laying out his 3 tips for Foundations to Success. "If you work hard, stay out of trouble and are a good and decent person, I can assure that you will be successful at what ever you do," he said. Greenert closed the event with asking Sailors to speak up and provide input to Reducing Administrative Distractions (RAD) so the Navy can be more efficient. He encouraged Sailors to log onto the RAD website and share thoughts and ideas on what administrative distractions might be affecting their work environment. Sailors can provide unsolicited feedback or possible solutions by establishing an account and logging onto the RAD website at https://navyrad.ideascale.com. Both Greenert and Stevens will travel to Naval Station KitsapBangor and visit USS Stennis (CVN- 74) Wednesday. The Borghese gardens are open to visit, as is the ornamental lake with the Temple of Aeculaius. A lucky visitor may paddle out onto the picturesque swan lake to the sounds of a local Roman practicing classical guitar. A few blocks away from the Barberini metro stop is the famous Trevi Fountain. The large sculpted facade dictates the discovery of a pure water source and Agrippa explaining the plan for an aqueduct to Augustus Caesar. Last but not least, one of the most notable collections of sites to visit is the Roman Colosseum and Forum. The Colosseum was built to hold celebratory games, often fought to the death, and is open to the public with guided tours above and to “the dungeons” below. With the purchase of a Colosseum tour, the ancient Roman forum, the historical city center, is free to view. I enjoyed spending the remainder of the afternoon touring the ruins. For the history buffs, placards are posted to give accurate descriptions of the market place, bas-relief, temples and Senate political houses. Rome provides city transportation to the busy traveler including double-decked tour buses and a metro-system. The buses will take sightseers across the city, educate the traveler with audio recordings and stop at major landmarks for photo opportunities. Travelers are allowed to re-board all-day to provide time to explore the

Caring For Exceptional Family Members EFMP ensures all resources needed are readily available By MC2 Jason Kofonow, Defense Media Activity

Boy or girl, when news of a pregnancy arrives, most parents are only hoping for a healthy child. When Tristan was born, his parents could not have imagined the long road that lay ahead for their second son to get to good health. "He was born and we never really knew anything was wrong," said Electronics Technician 1st Class Stephanie Harris, who was a recruiter in San Diego at the time and is now a recruiter in Fairfax, Va. "We realized he had a protrusion coming from his stomach one time when he was one year old and we took him in. They started doing a whole bunch of testing and found that he had been born with this really rare and severe malformation of his renal and urinary system and needed several surgeries. That was when we started the enrollment process for the [Exceptional Family Member Program (EMFP)]." The EFMP is a quality of life program that is mandated for all Sailors who have family members with a chronic medical or educational condition which requires special care and services. The program was established in 1987 to ensure that when a Sailor is in the process of a permanent change of station (PCS) to a new duty station, any special needs required for a family member can be met at that new location. The Navy currently has over 17,000 family members enrolled in the program, which is broken up into six categories depending on the needs of each family member. "Enrollment into the EFMP means a medical or educational need has been identified. We want to ensure current and future assignments can support those needs for a successful tour for both the service member and their family," said Lt. Cmdr. Brent Dennis, the Navy Program Manager for the EFMP. "Category one is for monitoring purposes. Category two pinpoints various overseas and remote locations within the United States. Category three is no overseas assignments because the family member has a medical or educational need that exceeds the availability of care. Category four means we have to keep you close to a major medical area within the continental U.S. (CONUS). Category five is treated like the homestead program where the needs are specialized and complex. In an effort to maintain a continuity of care the Sailor and family are placed in a location that provides what the family needs, and the Navy tries to keep them there. To meet the Sailor's career progression needs unaccompanied tours are always an option no matter what category their family member is assigned to. Category six is a temporary category used for short term medical evaluation that requires enrollment for six to twelve months." Getting Tristan enrolled in the program came with its own hardships. Significant paperwork was needed by his parents and his doctors. That paperwork then needed to be sent up the chain for review. "It was a little bit challenging," said Harris. "It's a large stack of paperwork. As a result of what we went through with Tristan, I became the EFMP coordinator at my command because there are so many things I found out afterward. I didn't have an EFMP coordinator; I was really on my own when I enrolled him. There's a good amount of paperwork that you fill out and then you have to take it to your doctor or specialist. It's mostly done by them, which is actually the most challenging part because you have to follow up with them and sometimes before they can give any of the paperwork back, they have to get it to their legal department and have the legal department review it because all of these healthcare facilities and hospitals have different requirements." Harris said once you're in a category like category three, it is just saying that you can't be stationed overseas. She said because of Tristan's particular condition, the types of doctors that our child needs are not close to every military base, so that's taken into consideration whenever we move. When a condition is identified by a member of

the healthcare or educational team, the family is referred to the EFMP coordinators at the local medical treatment facility or fleet and family service centers, said Dennis. "The EFMP coordinators will assist the sponsor and family members with the enrollment process. The forms are reviewed to ensure they are complete and then sent to a central screening committee (CSC) for a category recommendation. The Navy currently has three screening committees located at Naval Medical Center (NMC) Portsmouth, NMC San Diego and U.S. Naval Hospital Yokosuka. Once the (PERS-456) get the CSC's review, a final category is assigned and that information is made available for the Detailers," said Dennis. "The enrollment process is much faster now that we are using the Navy Family Accountability and Assessment System (NFAAS). There are also automated notifications to the sponsors and the units to inform about enrollment and any category assignment and changes. The system even sends notifications to Sailors who need to update their EFMP status." "The challenges that we as detailers have, is finding a billet that meets the category for the member," said Aviation Boatswain's Mate Handling (ABH) 1st Class Ronnie Hubbard, an ABH detailer. When it was time for the Harris' to move, one big concern was what the quality of the care was going to be for Tristan at their new duty station. "We've been so lucky when it comes to healthcare," said Harris. Harris said when he was in San Diego, the military hospital did not have the types of doctors and surgeons that Tristan needed, so the doctors referred him to Rady Children's Hospital. "We were at a children's hospital, which was an amazing, beautiful facility and that's where his surgeries and recoveries were and he got really amazing care there," said Harris. "When we came here we found out that they actually have pediatric nephrologists at Bethesda at Walter Reed and I was very anxious about that. I did not think that we were going to get the same level of care through the military medical center but it is amazing. It is absolutely amazing. The team of doctors they have there are so great and so attentive." "Enrollment is mandatory to support the detailing process," said Dennis. "The primary goal is focused on the family member to ensure their medical and educational needs are met." The process does not end once a Sailor enrolls their family member in EFMP. Continued attention and follow-up is required. Once enrolled, everyone is assigned a case manager who is there to assist the sponsors and families with information about services and programs in the area. All enrolled need to get reevaluated every three years or twelve months prior to the next PCS. The case managers or local EFMP coordinators can assist the family with the reevaluation process. "It's intimidating when you look at the paperwork that you have to do to enroll in EFMP and I think a lot of Sailors are not enrolling their family members in EFMP, but it is worth it because if anything should happen and they try to put in for something like a home tour, it's harder to substantiate their family's needs if they haven't already done that groundwork," said Harris. "First and foremost, sponsors and family members need to get in contact with their local EFMP coordinator when they have been recommended for enrollment," said Dennis. "We have EFMP coordinators and liaisons at the fleet and family service centers and all naval medical treatment facilities. These folks know the program and they are there to help the sponsor and family members complete the enrollment paperwork. All units should assign an EFMP point of contact that can direct the service member to their local EFMP coordinator. The EFMP point of contact is usually someone in medical or it could be a career counselor or the command master chief." For the Harris family, they understand that with their EFMP category the dream orders overseas are unlikely, but they are getting closer to their wish for a healthy child.

Child and Youth Program’s School Age Care (SAC) achieved accreditation this summer by the premiere After School Accrediting body, the Council on Accreditation. The accreditation process involved a detailed review and analysis of the program’s administrative operations and its service delivery practices. All are “measured” against national standards of best practices. These standards emphasize services that are accessible, appropriate, culturally responsive, evidence-based and outcomes-oriented. After graduating high school in 1983, he attended Texas Tech University where he graduated in 1987 with a Bachelor of Art in social welfare. After 10 years being employed with the State of Texas Willis joined the Navy in 1999. Having never been out of the state of Texas, travel was my primary reason for joining the Navy. My goal was to do my entire navy career oversees. I didn’t quite make it, but I got close. During my 15 year navy career, I have been stationed in Naples, Italy (twice), Okinawa, Japan, and Bahrain. A deployment onboard USS Whidbey Island (LSD-41) also allowed me to see several locations in the Mediterranean Sea and Persian Gulf. Being in the Navy affords you with great opportunities develop both professionally and personally throughout your naval career. Sports have always been an important part of my life. Being in the Navy and stationed overseas has given me the opportunity to coach sports which is something that I truly enjoy and would like to pursue after the Navy. My first job in the Navy was as an aerographer’s mate (weather observer). I really enjoyed learning about how weather works. It’s a fascinating science. In 2002, I cross rated into the religious program specialist rating. I have been stationed here at NSA Naples since October 2012. I enjoy the diversity of the RP rating. RP’s are a “jack of all trades” religious program specialist is one of the few ratings that also work in Marine and Sea Bee units and is a combatant rating. As an RP, you can find yourself providing physical security for a chaplain in a combat environment, setting up for worship services, coordinating COMREL events, managing the chaplain counseling schedule, ordering supplies, and taking care of numerous other administrative duties, etc (all in a day’s work). Our primary duty as a RP is to support chaplains. Being flexible and well-rounded professionally is essential. The Navy equips all of its Sailors to meet any challenge and to be successful.

Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area. It takes a committee of volunteers dedicating months of planning, meeting and liaising. It takes a community with a collective selfless spirit willing to sacrifice hours and days of free time. But most of all it takes bunting. Each year the British community tries to outdo itself to make that year's Brit Fete, an annual event modeled after traditional summer garden parties that spread throughout communities of the United Kingdom during the summer months, bigger and better than those in the past. This year "Brit Fete '14" was hosted at Joint Forces Command (JFC) Naples, Friday, May 9. Due to the substantial size and scope of the undertaking, particularly liaising with Italian vendors, Morale, Welfare and Recreation (MWR) and the British Forces school, a committee of volunteers is formed in January to plan and oversee the Fete. Facilities, manpower, media and finance are just a few of the areas represented by committee members, who meet each month to track progress and coordinate the event's preparation. "It sounds a reasonable request: 50 stalls in five months. You think, 'Well, yeah. That's quite achievable,'" said Chief Petty Officer Terry Dawson, the British Fete 2014 Events Manager. "However, it's the band, it's all the other community stalls, liaising really closely with the school because the school has the health and safety aspect of the children to consider, so it's lots and lots to consider there. It's just constantly liaising, liaising, liaising." The last week of April sees the actual building of the site, located at the Integrated Community Facility (ICF) Villa Victoria on the school grounds. Formerly the private residence of the Admiral of the Allied Maritime Command (MC) Naples, which was deactivated in March 2013, the villa is now a communal site for the British Community and used for many of their events and celebrations. All work done to prepare for the Brit Fete, including the raising of the tents and building of the stalls, is done by volunteers. "Everything is done by wives, spouses, just people giving their time to that one day," Dawson explained. "There's no pressed person, it's, 'Yeah, I'll give up my time.' We very much take that attitude to wherever we are. Even back in Britain, families would still be giving their time to things like this." After five months of preparation and countless volunteer hours from the British Community, Maj. Gen. Weighill announced to the crowd gathered on the green the official start to Brit Fete 2014. Students from the British Forces School commenced celebrations performing two songs and an international dance. Afterward, as the Naval Forces Europe Band settled into the first of their two 45-minute jazz sessions, those celebrating Friday's Fete were invited to enjoy the more than 50 community and commercial stalls which provided everything from deals on new cars and beauty spa treatments, to local artisans proffering hand-made jewelry and original paintings. Food from local restaurants, a traditional barbeque prepared by members of the JFC Field Gun Crew and even a Pim's Cup stall provided repast for guests. For the children, MWR joined with Giostre Gonfiabili to create a Kidz Zone where the British Forces children could enjoy inflatable rides, sumo suits, a climbing wall, and both a clown show and magician show. Members from the Royal British Marines also set up a Junior Iron Man obstacle course where kids could compete for the best completion time. "The effort from families behind the service members that put into Brit Fete is amazing, really," said Dawson. "What did strike me was all the reports I got back from the stalls, and the overwhelming generosity, particularly supporting the Field Gun Team, supporting the church, supporting the school - the generosity was really strong this year."
