days before Earth Day to get a better understanding of how recycling works and what happens to it once it leaves U.S. Activity Support Naval Naples. Francesco Pascale, development consultant for SRI, began

the tour with a video presentation showing how waste comes from a person’s home, makes it to the recycling plant and then gets reused in various forms. “Plastic bottled can be recycled many times,” said Pascale. Pascale told the girls that 90

I have relieved MACM Nancy Brewton as the Command Master Chief of NSA Naples, and I want to thank her for the fantastic job she did prior to my arrival. I am excited to be joining such a high-caliber team of professionals. Like any organization, there is always room for improvement. I urge you to pass along your suggestions utilizing the Interactive Customer Evaluation (ICE) system. The CO, XO, and I really do read every comment and attempt to make improvements based upon your feedback. Like many of you, I accepted orders to Naples, Italy with the idea of traveling and experiencing the many wonderful treasures Europe has to offer. I have been impressed by the number of activities and tours made available by the USO and ITT, and I urge each of you to take advantage of these benefits. I’d like to draw attention to the annual, ongoing Overseas Housing Allowance (OHA) Utility and Recurring Maintenance Survey for Italy. It is being conducted until May 14, and is a great way for service members residing in private housing off base to directly impact their pay. Those living on the economy are eligible to take the online survey and will be asked to report average monthly costs for utilities and routine maintenance expenses incurred over the last 12 months. You can find the survey at https://www.defensetravel.dod.mil/site/oha-util-midmar.cfm. Again, data provided will directly impact the Utility/ Recurring Maintenance allowance paid to service members who regularly receive OHA in Italy. There are major changes to the gas coupon program, which have just come into effect. To ensure strict compliance with Italian fiscal laws and regulations, ENI gas stations will now be implementing a new automated system that will verify the fuel pumped reflects the liter amount on the NATO Forces gas coupons utilized. Ensure that the exact coupon liter quantity is pumped into the vehicle as any difference must be paid to the gas station at the full pump price. Essentially, what this means is that if you request 40 liters, and the attendant can only pump 37 liters into your vehicle, you can’t give over 40 liters worth of coupons. You will need to use coupons for 35 liters and pay the difference at the pump price- which is very expensive. An easy fix here is to underestimate the amount of fuel you need. Under no circumstances can eligible members give NATO Forces gas coupons to ENI gas station personnel that do not reflect the liters actually pumped into the vehicle. As a reminder, NATO Forces gas coupons must only be used at authorized ENI/AGIP gas stations. Gas stations displaying signs accepting NATO Forces gas coupons, but that do not pertain to ENI must not be used when fueling a vehicle with NATO Forces gas coupons. Traffic Ban in Naples

Summer Day Camp Registration Now Open

Motorists are restricted from driving in the city of Naples at certain times under the city's anti-pollution plan. The ban started April 28 and will run until Dec. 31. The ban includes all U.S. vehicles, except official U.S./NATO government vehicles, as they are not regulated by European catalytic converter standards, such as Euro 4 and above (this information can be found on the vehicle’s registration). The vehicle ban is excluded in some areas of Naples, including the Tangenziale, the A1 Napoli-Roma autostrada and A3 Napoli-Salerno, the SS 162 and Viale Fulco di Calabria. The ban runs on Mondays, Wednesdays and Fridays from 7:30 a.m. to 11:30 a.m. and on Thursdays from 3 p.m. to 6:30 p.m. In addition, there will be Sundays in which it is prohibited to drive throughout the city from 9:30 a.m. to 1 p.m. The municipality has so far identified the following Sundays until the month of August: May 11, June 1, July 6, Aug. 3. The ban is exempt during the following days of the year: May 1, June 2, Aug. 15, Sept. 19, Dec. 8, Dec. 24, Dec. 25, Dec. 26 and Dec. 31. Some categories of motorists are exempt, including drivers of electric/GPL/methane vehicles, emergency services, taxis, law enforcement vehicles, vehicle with disabled people, vehicles with catalytic converter standard (Euro 4) and over; vehicles with at least three people on board (car-pooling) excluding vehicles with catalytic converter standard (Euro 0 and Euro 1).

Summer Day Camp Registration for currently enrolled School Age Care children ages 5-13 will is now open. Adventure Plus Camp is for 10-13 year-olds, and includes exciting field trips, rock wall climbing, robotics and more fun. Register at the Support Site Youth Center from 6 a.m. to 6 p.m. Priority 1 registration begins May 7 for active-duty single parents with custody and active-duty dual-military parents. May 10: Capo Base-wide Gas Outage There will be a base-wide gas outage at Capodichino this Saturday, May 10, from 7 a.m. to 7 p.m. The outage will take place in order to replace a valve on the main line. Hot water, gas appliances, and heaters will all be out of service.

Notification of Mail Return As has been announced for several months, all personnel should have been changing their mailing addresses to the new Zip+4 construct. The deadline for this change was April 15. Starting July 1, mail not utilizing the Zip+4 construct will be returned to sender. Please contact your mail orderly if you have not received your new address or have had any trouble changing your address so we can ensure no vital mail is returned.

Mirrors Installed at Capodichino Back Gate Due to safety concerns, installation of mirrors at the back gate at Capo has been completed. One mirror is positioned right outside the gate so that drivers coming out of the base can see if there are vehicles going by, while another one has been installed right at the corner of the fuel firm so that vehicles driving from both directions can see the blind corner.

Missing Manhole Covers Outside Support Site Perimeter Road Those in the community who bike or jog the perimeter road external to Support Site should exercise caution due to missing or overturned manhole covers.

Now - June 30: Limited Veterinary Treatment Facility Availability In the European theater, Remote Online Veterinary Record (ROVR) system training and implementation is scheduled until June 30, during which time VTF operations at the NSA Naples VTF will be reduced significantly to allow for integration of the new system. After implementation of the ROVR system, veterinary patient records will be capable of being electronically transferred to all military locations, and will allow for standardization of prices and practices throughout all military locations. Customers should be aware of the reduction in services available and immediately locate a local national veterinary facility for animal care.

May 10: Stargazing at Carney Park View one of the best nights of the year for stargazing at Carney Park on Saturday, May 10, at 8:15 p.m. Weather permitting, Saturn will be visible. Telescopes, a multimedia presentation and expert knowledge will be provided by Astrocampania, a local non-profit team of astronomy enthusiasts. Food will be available beginning at 7:30 p.m., and a 20 percent off lodging special is being offered for cabins at Carney Park. All ages are welcome at this free event.

May 14: Navy Voluntary Education Program 40th Anniversary Celebration The Navy College Program Naples is holding a mid-day reception with guest speaker Rear Adm. Jack Scorby in the Bella Napoli court area on Wednesday, May 14 to celebrate the 40th anniversary of the Navy’s Voluntary Education (VOLED) program. In addition to celebrating the development of well-rounded Sailors, the Navy College Program will have faculty members in attendance to meet. May 15: NMCRS Baby Basics Class A free monthly class on newborn care and other useful tips for expecting parents is scheduled to be held from 9 a.m. to noon on Thursday, May 15. May 16: Naples Elementary School PTA Spring Carnival The NES PTA Spring Carnival fundraising event will be held at Naples Elementary School from 4 to 7 p.m. on Friday, May 16. Advance tickets will be six for $1 until May 12, four tickets for $1 until May 16. In addition to the game tickets, a meal ticket will be available for $5. Cosmic Ray Telescope Installed in Naples Metro Station A cosmic ray telescope has been installed in the Toledo metro station in Naples. The initiative was sponsored by the City of Naples and the Campania Region and is the first of its kind in a public place. The idea for the cosmic ray telescope installation came from Dr. Candela from the National Laboratories of Gran Sasso with the cooperation of physicists from the Neapolitan section of the National Institute of Nuclear Physics and engineers of Metronapoli Company. The telescope is able to show the invisible particles that constantly arrive on Earth. The electronic eye of the telescope makes the particles in the universe visible to the public even below a metro station. The initiative’s intention is to push everyone’s curiosity about the meaning of scientific research and bring them closer to the work done by physicists and astrophysicists about the secrets of the cosmos.

Pozzuoli Cathedral to Reopen after 50 Years The historical Pozzuoli cathedral built on the ruins of an ancient Roman temple is opening on Sunday, May 11 at 5:30 p.m. The cathedral was devastated by a fire during the night of May 16, 1964. The reopening of the cathedral is a

decisive step in the recovery of Rione Terra, the ancient fortress in the heart of Pozzuoli, which has been uninhabited since 1970. The bradyseism, uplift or descent of part of the Earth's surface, and 1980 earthquake forced the evacuation of its inhabitants. The cathedral and the archaeological tour of Rione Terra will be an opportunity for the city of Pozzuoli to become a tourist attraction for all those who admire the beauty of a past time.

Italy Ranked High in Europe for Prison Overcrowding Italy has the second highest level of prison overcrowding in Europe, according to a report from the Council of Europe. There is a proposal by the Southern Calabria Region Committee that would be a way to reduce the problem of overcrowding in Italian prisons. Prisoners in Calabria Region would probably see their jail time reduced by reading books. The Regional Committee approved a bill to cut prisoners’ sentences by three days for each book they read, with the maximum set at 48 days over a one-year period. This equates to 16 books in 12 months. The offer is only valid for those serving a sentence of more than six months. Prison educators will track the prisoners’ progress to prevent them from cheating. This bill needs now the go-ahead from

the Calabria’s Regional Council and then it can being debated in the Italian Parliament. A similar initiative was adopted in Brazil.

Rome Taxi Driver Mixes Karaoke in with the Ride A taxi driver in Rome came up with a unique way to make his passengers more relaxed while they tour the Eternal City. He offers customers the chance to sing their favorite tune through karaoke. He films the performance only with his passengers’ approval and then posts the best ones on YouTube. Tourists and locals have seemed to appreciate the initiative with their participation. ‘Myths of Pompeii’ Exhibit Presents Large Reproductions at Naples Shop What was once a paper shop in the heart of Naples is now a museum store in Piazzetta Nilo. A shop where there are perfect reproductions of creative antiquity, like a bronze chariot, antique busts, mosaics, and printing books on archaeology of Campania. The exhibition “Myths from Pompeii,” which runs until Sept. 30, presents a series of large wall reproductions of paintings from the Villa dei Vettii, the most famous domus of the archaeological site. The museum store has free entry every day from 10 a.m. to 7:40 p.m.

IN MEMORIAM alvin Kalmanson passed away on thursday, april 17 after a highly competitive game of tennis. he came to Italy in January 2012 to accompany his wife who is the Region Program director for Child and Youth Programs. he was a chemical engineer, corporate attorney and gourmet cook during his life. he treasured his time in Italy with his new friends and various adventures in europe. he is survived by his wife, Kathy Flynn, adult children Liz and Jamie Kalmanson, and step sons Justin and Jacob Petersen. a memorial service for alvin will be held stateside.

Joe McMonigle, Navy Region Europe, Africa, Southwest Asia (EURAFSWA) Sexual Assault Prevention and Response (SAPR) officer, stated his pride in the region's efforts. "The level of engagement at this year's Sexual Assault Awareness Month makes me very proud to be part of the EURAFSWA team,” said McMonigle. “The participation levels are a strong indication of our Sailors' desire to be part of the solution and their desire to improve their community. It is all too clear to me now, that the solution lies with the Sailors. We must continue to inform, train, and empower them so that they may shape the society in which they live." In Spain, Naval Station Rota began the month by presenting 20 certificates to new SAPR victim advocates (VA). This was stated by the command as a step towards the goal to empower individual commands and service members to take ownership of the issue, and provide them with the tools to solve it. Naval Support Activity Souda Bay started April with a cake-cutting ceremony after Commanding Officer Capt. James Gibson signed a proclamation

recognizing April as SAAM, April 2. The day's ceremony set the example for command members to follow and provided visual support to the SAPR team. Djibouti kicked off SAAM by hosting a recognition cookout on Camp Lemonnier located in the camp’s Combat Cafe, April 7. Informational pamphlets, banners and hand-outs at the event promoted this year's theme of "Live our values: Step up to stop sexual assault." Naval Air Station Sigonella organized readings of the SAPR creed on AFN radio throughout the month. Service members of all ranks, rates and gender called for a stop of sexual assault in the community. On Naval Support Activity Bahrain the Coalition of Sailors Against Destructive Decisions hosted a "Clothesline Project," April 24. Service members decorated t-shirts hung around base with phrases supporting the victims and speaking out against sexual assault. Naval Support Activity Naples hosted two days of Green Dot training. The series of one-hour personable lectures featured Dorothy Edwards, the executive director of Green Dot, discussing a new way to approach incidents of violence, stalking, abuse or sexual harassment. This year the national SAAM campaign focused on healthy sexuality and young people. Throughout the month activists raised awareness about sexual violence and educated communities and individuals on how to prevent it.

CNO Explains Navy's Compensation Reform at Congressional Hearing By MCC Julianne Metzger, Navy News Stand

Chief of Naval Operations testified before the Senate Armed Services Committee (SASC), May 6, encouraging Congress to accept and implement the Department of Defense budget proposal recommendation to slow growth of service members' pay and compensation. "We cannot sustain our current personnel cost trajectory," said Greenert. "We need to address this problem sooner rather than later." Greenert stated both he and Master Chief Petty Officer of the Navy (MCPON) Mike Stevens heard in their travels around the fleet, a vast majority of Sailors and families believe that their compensation matches well with their civilian counterparts. Since 2001, Navy manpower has shrunk significantly due to the elimination of 25 ships from the fleet. Meanwhile rising personnel costs have spiked which have been a burden on the Navy's ability to balance investments, said Greenert. "Our Sailors and families are not enthusiastic about compensation reform," said Greenert. However, he added, "they were clear that their quality of service their work environment - needs to improve." The DoD proposed compensation reforms are estimated to generate a savings to the Navy of $123 million in fiscal year 2015 and $3.1 billion over the Future Years Defense Plan (FYDP). "I intend to reinvest any and all of these savings

into Sailor Quality of Service enhancements," Greenert said. Greenert said quality of service enhancements resulting from proposed budget savings include: increasing sea pay, critical skills incentive pays; improving and constructing barracks, training buildings, MWR and fitness centers; providing school and trainings; purchasing tactical trainers and simulators; purchasing spare parts, tools and providing more maintenance opportunities. "All of these reinvestments address 'dissatisfiers' in our Sailors' quality of service," said Greenert. "These enhancements help Sailors get their jobs done effectively and safely, while addressing our critical manning, training and equipping challenges." If Congress denies authority for the DoD compensation savings proposals, the Navy would be unable to enact Sailor quality of service improvements. There would also be an additional bill of $4 billion resulting from pay raises. Greenert said that would compel the Navy to reduce readiness, shipbuilding and aircraft procurement even further. "Our Navy would be less ready, less modern and less able to execute the missions outlined in the Defense Strategic Guidance," said Greenert. During the hearing it was evident these budget decisions are tough but necessary, Greenert explained. Under the current budget these choices are necessary to better balance Sailors' needs to ensure the Navy remains forward and ready, he said.

The Department of Defense’s global Privately Owned Vehicle (POV) shipment contract changed May 1. International Auto Logistics (IAL) assumed full responsibility for managing daily vehicle processing at vehicle processing centers (VPC) worldwide, new VPC

addresses for vehicle drop offs and pickups. The Surface Deployment and Distribution Command stated their goal was for a seamless transition between providers, and they are engaged in daily meetings with International Auto Logistics to ensure as smooth a transition as possible. There is a new website, www.pcsmypov.com, for service members to request and track

their POV shipments. Department of Defense personnel should ensure they speak with a servicing Personal Property Shipping Office (PPSO) counselor or local VPC representative prior to shipping their POV. The current website, www.whereismypov.com, will remain active until all vehicles in their possession have been delivered to POV owners. Another important change is the VPC consolidation. Of the current 46 processing centers, eight will permanently close. American Auto Logistics (TRANSCAR) will still be on hand at these locations until Aug. 1 to service vehicles already processed until each VPC becomes empty. The centers closing are in Edison, N.J.; New Orleans, Orlando, Fla.; Oakland, Calif.; Mannheim, Germany; Royal Air Force Croughton, England; Royal Air Force Menwith Hill, England; and Seville, Spain. Naples Community Health Awareness From Naval Support Activity Naples Public Affairs

The Naples Public Health Evaluation (PHE) was an extensive effort to learn more about the potential environmental health risks present in the Campania region of Italy. The Navy established health protective policies based on the study’s findings to protect the health of U.S. personnel and their families, which includes bottled water advisories and health protective lease clauses. The PHE found the potential health risks for living off-base can be mitigated by following established risk-management actions. The enduring health protection policies are as follows: • Maintain the July 2008 bottled water advisory for U.S. personnel living off base. • Maintain the New Lease Suspension Zone (NLSZ) areas, based on U.S. Navy and Italian environmental sampling data. In these zones, U.S. Navy personnel are not permitted to sign new rental home leases. • Maintain the U.S. Naval Support Activity Naples PHE website and the U.S. Navy Regional Water Quality Board. • Maintain the health-protective U.S. Navy lease clauses for private off-base rental homes: – Landlords must provide containerized water service from a Navy-approved vendor. – Leased homes must be supplied by city water or permitted wells. Landlords must disconnect all non-permitted wells and provide proof of connection to the city water system or that the well is permitted. – Landlords must clean and disinfect domestic water holding tanks every six months. • The U.S. Navy will continue to share data with designated Italian public health officials. Throughout the Public Health Evaluation, the U.S. Navy established health protective policies and took immediate action, when necessary, to protect the health of U.S. personnel and their families. The risk management analysis determined that many of the health protective policies established during Phase I and Phase II will continue, as well as new policies implemented to ensure continued health protection. The Phase I and II reports, along with fact sheets addressing commonly asked questions and a detailed timeline of study components, are available through a link on the Naval Support Activity Naples website: www.cnic.navy.mil/Naples. uSNS Spearhead departs u.S. 6th Fleet area of operations after Completing Series of africa Partnership Station engagements By U.S. Naval Forces Europe-Africa/U.S. 6th Fleet Public Affairs

The U.S. Navy's first-in-class joint high-speed vessel USNS Spearhead (JHSV 1) left the U.S. 6th Fleet area of operations, May 2, after more than three months of operating in the European and African theaters. Since entering the theater in late January, Spearhead conducted maritime security operations in the Mediterranean, participated in multinational maritime exercises Saharan Express and Obangame Express, conducted a bi-lateral maritime law enforcement operation, and delivered more than 22.5 tons of humanitarian supplies under the U.S. Navy's Project Handclasp program. "I am extremely proud of the work Spearhead has achieved in theater, primarily for her efforts in supporting Africa Partnership Station and the pillars that program represents," said Vice Adm. Phil Davidson, commander of U.S. 6th Fleet, who recently visited the ship during a port visit in Gabon. "I commend the Sailors and civilians who performed superbly over the course of their work here in U.S. 6th Fleet. They accomplished a wide range of mission sets and had a positive impact on maritime security." In addition to the Express series exercises, Spearhead conducted Africa Maritime Law Enforcement Partnership (AMLEP) with Ghana, patrolling Ghanaian waters with an embarked boarding team consisting of Ghanaian navy and marine police personnel, a Ghana fisheries agent, and members of a U.S. Coast Guard law enforcement detachment. The combined boarding team boarded

three vessels fishing illegally, and the fisheries agent recorded six infractions under Ghana fisheries regulations. "Missions like AMLEP showed just how important those types of activities are to partnerships and maritime security," said Capt. Marc Lederer, Africa Partnership Station mission commander embarked on Spearhead. "The civilian mariners and military detachment exemplified an outstanding synergy to execute this deployment. We acted as one team and integrated our African partners into that unity for each engagement." Spearhead also embarked a U.S. Marine Corps squad for a crisis response exercise off the coast of Liberia. The vessel hosted Liberian coast guardsmen for a shipboard familiarization visit while the Marine Corps personnel launched ashore. Spearhead concluded her time in Africa with a port visit in Libreville, Gabon, where the civilian and military crew conducted a community service project to assist the country's national art school. The ship also hosted a reception for Gabonese dignitaries. Civil service mariners aboard Spearhead were glad to play a part achieving the multi-faceted missions while Spearhead was deployed to U.S. 6th Fleet. "In my 25 years with MSC, this is the best group I've ever sailed with, CIVMAR and military," said Capt. Doug Casavant, civil service master aboard Spearhead. "We have worked hard together, and we're leaving a good legacy." After it leaves U.S. 6th Fleet, Spearhead will briefly return to its layberth at Joint Expeditionary Base Little Creek-Fort Story, Va., for a maintenance period before continuing its maiden deployment as scheduled to U.S. 4th Fleet.

The Final Straw Senior Chief Gets Help through Navy's Self-Referral Program From The Keep What You've Earned Campaign Senior Chief Hospital Corpsman Brian Wenzel, from the Marine Corps Security Force Regimen in Norfolk, Va., shares how his struggles with alcoholism led him to seek treatment with the Navy's Substance Abuse Rehabilitation Program (SARP). His decision to self-refer for alcohol treatment saved his career and his life For the majority of his career in the Navy, Wenzel thought heavy drinking and blacking out was the definition of a "successful night." After years of living life as an alcoholic, Wenzel finally got a wakeup call one day after seeing the disease's effect on his marriage and his family. "The final straw was yelling at my ex-wife and seeing my daughter put her hands over her ears begging us to stop," said Wenzel. "I realized that if I kept drinking the way I was, something bad was going to happen." In the newly released Keep What You've Earned testimonial video,

Wenzel explains how he was afraid that seeking treatment would get him kicked out of the Navy. In reality, he received tremendous support from his supervisors from the moment he walked into his sergeant major's office and told him he needed help. "Which one is worse? You referring yourself to get help, or you getting an alcohol incident (such as a DUI), killing somebody, or even worse, your life comes to an end," said Wenzel. Thanks to the treatment he received through SARP, Wenzel recently celebrated his two-year anniversary of being sober. Today he has a better relationship with his kids and aspires to becoming a master chief petty officer someday. He attributes the continued success in his sobriety and keeping what he's earned to his incredible support network within the Navy and within his family. "We work really hard for where we're at," said Wenzel. "Why would you risk losing what you have? It

doesn't make any sense to me now looking back on it." If you think you could benefit from treatment, the Navy offers a non-disciplinary self-referral process that allows you to get treatment and remain an active-duty Sailor. During 2011, 732 Sailors self-referred. In 2012, 837 Sailors sought help for alcohol abuse. Don't wait until you've hit rock bottom or are in administrative processing for separation from the Navy to get yourself help. "We want Sailors to understand that self-referral is the best option for getting help with alcohol or substance abuse issues," said Dorice Favorite, director of the Navy Alcohol and Drug Abuse Prevention Office. "When Sailors get help via self-referral or through the help of their command, neither results in any disciplinary action. It's a sign of strength and can ultimately save a Sailor from losing their career, or worse, their life." Wenzel's testimonial is part of the Keep What You've Earned video series. A self-referral is initiated by a Sailor who desires counseling or treatment for alcohol abuse. To qualify as a valid self-referral, there can be no credible evidence that an alcoholrelated incident has already occurred. For example, you cannot initiate a self-referral after you have been cited for an alcohol-related offense to avoid disciplinary action. Additionally, a self-referral disclosure of alcohol abuse must be made to a qualified referral agent with the intent of acquiring treatment. Disclosure made to any other person who is not a qualified self-referral agent may not prevent disciplinary action. Qualified self-referral agents include: • Drug and Alcohol Program Advisors • Commanding officers, XOs, OICs, or CMDCMs/Chiefs of the Boat(COB) • Navy drug and alcohol counselors (or interns) • Department of Defense medical personnel • Chaplains • Fleet and Family Support Center counselors

Navy Celebrates Asian American and Pacific Islander Heritage Month From Chief of Naval Personnel Public Affairs

The Navy joins our nation in celebrating the contributions of generations of patriots during Asian American and Pacific Islander Heritage Month throughout May. Asian American and Pacific Islander Heritage Month recognizes the challenges faced by Asian Americans, Pacific Islanders, and Native Hawaiians and their vital contributions to the American story. This year's national theme is "I Am Beyond," capturing the aspirations of the American spirit and how Americans of Asian and Pacific Islander decent have sought to excel beyond the challenges they have faced over the years. Asians and Pacific Islanders of various nationalities and ancestry have been serving in our Navy since the early 19th century. Asians and Pacific Islanders have continued to be at the forefront as leaders in every aspect of American life, including Adm. Harry B. Harris, Jr., the commander of the U.S. Pacific Fleet. Born in Japan and raised in Tennessee and Florida, Harris graduated the U.S. Naval Academy in 1978 and became a P-3 Orion navigator. In addition to U.S. Pacific Fleet, he commanded Patrol Squadron 46, Patrol and Reconnaissance Wing 1, Joint Task Force-Guantanamo, U.S. 6th Fleet and Striking and Support Forces NATO. Another Sailor of Asian American decent is Capt. and astronaut Sunita L. Williams, of Asian Indian parentage. She served as the flight engineer for the Expedition-14 crew and science officer at the International Space Station in 2007. Her four space walks and six months in orbit set records for women at the time. In 2014, Sailors of Asian and Pacific Islander heritage comprise 6.43 percent of our active-duty naval force. More than 20,500 active-duty Sailors, 4,000 Reservists and 18,900 Navy civilian employees identify as Asian American or Pacific Islander, including 10 flag officers, nine members of the Senior Executive Service (SES), and 176 master chief petty officers. Asian Americans and Pacific Islanders encompass over 50 ethnic and language groups, representing a vast array of cultures, nationalities and historical roots. Directed by Congress in 1978 and established by Presidential Proclamation in 1979, Asian/Pacific American Heritage Week was first observed the week of May 4, 1979. In 1990, President George H. W. Bush expanded the observance to encompass the entire month, and in 1992, Congress passed a law permanently designating May as Asian/Pacific American Heritage Month. “We also have a laboratory here to test the quality of our scraps,” said Pascale. “Companies can use the plastic scraps to make products.” Pascale showed the girls the small plastic scraps, the raw fleece it can be made into and the various items produced from them, which includes fleece jackets, plastic bottles and lamps. “This jacket came from 19 bottles,” said Pascale as he held up a red fleece jacket for the girls to see. Polyethylene terephthalate (PET) is the most common type of plastic and can be found by most people on a daily basis. The recycling plant separates the PET by colored, blue and colorless. “Where do plastic bottles originally come from,” asked Lori Oliver, Troop 67 Brownie leader, to the girls. A few Brownies gave guesses of bottles, bones and grass before Oliver and Pascale told them they come from fossil fuels, which are a limited resource. “What are some of the things we can do to not use as much plastic,” asked Oliver. The girls gave suggestions such as using stainless steel, reusable plastic bottles and recycling more. The girl said they were leaving the recycling plant with a better idea of where their trash goes after it gets tossed in the bins at Support Site. The SRI plant was established 10 years ago and is the largest in Southern Italy. It processes more than 45,000 tons of plastic, paper and glass waste annually. As the girls were leaving, more trucks were entering and leaving the plant. “Recycle anything you can find to have a healthy and better future,” said Meagan Kenney, Troop 67 Brownie.

By March 1942, Japanese navy strategists had achieved their initial war goals much more easily than expected. They had therefore abandoned the prewar plan to then transition to a strategic defensive posture, but there was still dispute on how to maintain the offensive. Moving further south in the Pacific would isolate Australia, and possibly remove that nation as a threat to the freshly-expanded Japanese Empire. However, the American island base at Midway was also an attractive target, and the Doolittle Raid on Japan prompted a decision to attack there as the next major offensive goal. Midway was a vital "sentry for Hawaii,” and a serious assault on it would almost certainly produce a major naval battle, a battle that the Japanese confidently expected to win. That victory would eliminate the U.S. Pacific fleet as an important threat, perhaps leading to the negotiated peace that was Japan's Pacific War "exit strategy". The Japanese planned a threepronged attack to capture Midway in early June, plus a simultaneous operation in the North Pacific's Aleutian Islands that might provide a useful strategic diversion. In the van of the assault would be Vice Adm. Chuichi Nagumo's aircraft carrier force, which would approach from the northwest, suppress Midway's defenses and provide long-range striking power for dealing with American warships. Nagumo would come a battleship force under Adm. Isoroku Yamamoto that would contain most of the operation's heavy gun power. Coming in from the West and Southwest, forces under Vice Adm. Nobutake Kondo would actually capture Midway. Kondo's battleships and cruisers represented additional capabilities for fighting a surface action. Unfortunately for the Japanese, two things went wrong even before the Midway operation began. Two of Nagumo's six carriers were sent on a mission that resulted in the Battle of Coral Sea. One was badly damaged, and the other suffered heavy casualties to her air group. Neither

would be available for Midway. Even more importantly, thanks to an historic feat of radio communications interception and codebreaking, the United States knew its enemy's plans in detail: his target, his order of battle and his schedule. When the battle opened, the U.S. Pacific fleet would have three carriers waiting, plus a strong air force and reinforced ground defenses at the Midway Base. Naval Support Activity Naples will hold a commemoration ceremony June 5 at 8:45 a.m. in the Capodichino square with a foulweather plan for the base theater. Everyone with base access is invited to attend.

Naples Area Nurses Celebrate Week in Their Honor Lt. j.g. Haley Willis, U.S. Naval Hospital Naples Nurses have been caring for military members since Florence Nightingale tended to the injuries of soldiers in the Crimean War. Starting with only 20 nurses, the Navy Nurse Corps has evolved, but it has maintained its original mission; to care for the minds and bodies of Sailors and Marines on land and sea. A day to honor Nurses has been advocated for since 1953 to show appreciation for one of the most trusted professions. This tradition has been maintained for decades in honor of nurses past, present and future. It was not until 1974 that the International Council of Nurses declared an “International Nurse Day” to be celebrated annually on May 12. The date marks the birthday of Florence Nightingale, an English social reformer who was credited with founding the nursing profession. President Nixon issued a proclamation declaring a “National Nurse Week” in the United States that same year. During the 1970s and early 80s, most states began recognizing nurses May 6 to perpetuate recognition for nurses annually. However, in 1982 the American

Nurses Association (ANA) and the Congress declared May 6 the “National Recognition Day for Nurses;” a declaration later signed and proclaimed by President Ronald Reagan. The ANA began recognizing nurses for a week in 1990 and May 6-12 was designated as permanent dates for observing National Nurses Week by 1993. The Naples Area Nurses’ Association honored active-duty Nurse Corps officers and civilian colleagues with a week’s worth of special events. Throughout history, Navy nurses have cared for our shipmates during peace and in times of war. Navy nurses have served all over the world and have treated American service members of all branches, Allied forces, family members and civilians in harm’s way and in various combat environments as well as, including disaster sites, aboard ships and at home. In celebration, U.S. Naval Hospital Naples held a cake-cutting ceremony, May 8, in the main atrium. This year’s National Nurses Week is followed immediately with the establishment of the Navy Nurse Corps by Congress on May 13, 1908. This year marks 106 years of serving the most deserving patients.

Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area.
