Sexual assaults and retaliation against people who report them undermine the military’s values of honor and trust, Defense Secretary Ash Carter said last Friday in a message to the Defense Department’s workforce. Here is the text of the secretary’s message: This April, the Department of Defense observes Sexual Assault Awareness and Prevention Month. While we must spread awareness and prevent these crimes each and every day, this is an important opportunity to remind ourselves why ridding our ranks of sexual assault and sexual harassment is so critical. The values of honor and trust are the lifeblood of our military, and every act of sexual assault directly undermines those values. So too does every act of retaliation against those who report these crimes. This year's theme, “Eliminate Sexual Assault: Know Your Part. Do Your Part.” reminds us that we all have a responsibility to prevent these crimes and support the survivors not only to live our core values and protect one another, but also to ensure our people can focus on the mission. Driskell NSA Naples Executive Officer More than 60 of our students are going to be performing “Beauty Lou and the Country Beast” tonight at 6 p.m. in the Naples High School cafeteria. Thank you to the Missoula Children’s Theater and our Child and Youth Programs for their continued fantastic support to our community. These popular productions draw large numbers of children and provide opportunity to act in a wide range of roles. Tonight’s show features roles filled by students of all ages from 1st to 12th grade. It’s free and open to the entire community. They’ve worked hard all week long on spring break in their spare time perfecting their performances to bring us an entertaining show. Please come out and show your support for our aspiring thespians and future Hollywood stars. Something all of us on active duty should be paying attention to is our career plans and the various services provided to us. If you are on a path to leaving the Navy, either through retirement or separation, it is never too early to start planning for the future to ensure you have a smooth transition. The Department of Defense Transition Assistance Program, which now called Transition, Goals, Plans, Success (Transition GPS) is designed to help service members with the transition into the civilian world. Transition GPS is a program delivered through a partnership with the Department of Defense (DoD), the Department of Labor Veterans’ Employment & Training Service (DOL-VETS), the Department of Veterans Affairs (VA), and the Department of Homeland Security (DHS). The class is offered here at our local Fleet and Family Support Center and provides service members with pre-separation counseling, Department of Labor workshops and Veterans Affairs benefit briefings. These workshops are designed to help military families with the next step in civilian life, whether that means pursuing additional education, finding a job in the public or private sector, or starting their own business. Our Fleet and Family Support Center is standing by to help you get started on your path to success as you make this transition. I still have some time before I retire from the Navy, but I attended the class last week and found it both rewarding and refreshing to think and work on things such as interview skills, resumes, applications, retirement financial planning, organizing your personal records and even just time to reflect on your past and future career choices. I encourage everyone to take the time now to do some of these things on your own to grow professionally and prepare you for what eventually happens to all of us – leaving the military service. I encourage you to take the TGPS class early and perhaps even more than once to get a jump on your next chapter in life. With the weather warming up, many folks are planning spring and summer travel to numerous wonderful locations our duty station in Naples allows us to take advantage of. Whether you are considering a long weekend at one of the resort islands a short ferry ride away, or a trip to a more distant dream location it is never too early to start planning. However, when planning your trips consider the current global situation. Be sure to review the State Department and Department of Defense websites for travel warnings and advisories. Starting your country clearances and Individual Force Protection Plan should be done early to ensure it is completed if required for your location. Some countries require lead time and higher level chain of command approval and notifications depending on the country you are visiting. Enjoy the travel, but be smart and be safe! While having fun in the warm weather should be relaxing and enjoyable, it also has the potential to be hazardous. If you are driving make sure you plan frequent stops to prevent driver fatigue, and try and plan your driving so you avoid peak traffic times in cities. If you are planning a long day in the sun, be sure you are adequately hydrated and reapply sunscreen frequently. With much of Europe becoming more crowded with travelers, consider arriving early to the airport before flights to ensure you make it to your gate on time. Check your passport and other travel documents to ensure they will remain up to date throughout the duration of your journey. This goes for your Sojourner’s Permits as well. Keep those important documents in a safe location to avoid theft or loss. Although there are lots of things to be cautious of, remember to simply enjoy yourself. Pause occasionally and just take it all in. Try not to power through your journeys or you just might miss the most important part. Make the most of this once in a lifetime opportunity in your career while stationed in Bella Napoli! Have a great week ahead!

Greetings were then read on behalf of the President of the Italian Republic and the Chief of Defense Staff of Italy. Col. Angelantonio Palmiero, Commander of the Airport, congratulated his staff “in blue” for the commitment, dedication and professionalism demonstrated day after day, despite the current difficult times. He added that his staff shall endeavor to ensure the performance of institutional tasks assigned to the Naples Airport, looking to the future with optimism, aware of the important role the Armed Forces play in the country. The ceremony ended with a Holy Mass at the airport chapel celebrated for the first time by both Italian and U.S. military chaplains. Naples Area Service Members Stand at Attention for Active Heroes

Members of the Naples Area Second Class Petty Officer Association (NASCPOA) teamed up with Active Heroes to host a Stand at Attention competition with each branch of the military at Naval Support Activity Naples, Italy, March 30. Active Heroes hosts Stand at Attention competitions at various locations across the U.S. and worldwide. These competitions are fundraisers through which Active Heroes supports military veterans, service members and their families in order to provide the coping skills to manage the stress and the triggering points that lead to suicide. “The Stand at Attention event is held for a great cause and we had an amazing turn out,” said Masterat-Arms (MA) 2nd Class Nathaniel Villars, NASCPOA Treasurer and event coordinator. “I was proud to participate and represent the U.S. Navy and MA community. It’s admirable that all the branches could come together to support Active Heroes and our veterans.” This year’s competition was in honor of MA2 Philip Bordeaux, a Durham, N.C. native, who was killed in a car accident in Naples. The accident affected many service members who had the opportunity to work with or meet Bordeaux. Active Heroes has already hosted several Stand at Attention competitions around the world in 2015. They held three competitions in Kennesaw, Ga.; Bloomington, Minn. and Winston-Salem, N.C. The competitions raised a total of more than $16,300 to help military veterans and families in need. “It makes me feel so good that they still remember him over there and have not forgotten him,” said Cathy Bordeaux, National director for Stand at Attention and Philip’s mother. “Philip’s heart was all about helping others but to see people coming together to help veterans would have just made him so very proud.” Active Heroes is dedicated to connecting and helping America’s military families through physical and mental therapy, home repairs, community outreach and community reintegration to halt the triggering points and stress associated with “hard times” that lead to suicide. The Stand at Attention (Fall Edition) is scheduled for September 19 in cities all over the U.S. and around the world! On April 6, 1909, Cmdr. Robert E. Peary reports reaching the North Pole. Robert Edwin Peary was born in Cresson, Pa., on May 6, 1856. His father
died when he was three, and his mother took him to Portland, Maine, where he spent his boyhood. He graduated from Bowdoin College in 1877 with a degree in civil engineering. He entered the Navy as a civil engineer in October 1881. His first real assignment was – ironically – to the tropics to lead a party which surveyed a route for the proposed Nicaraguan Canal. In April 1886 he was granted six months’ leave of absence to lead an expedition to Greenland, where he recorded important ethnological and meteorological observations. During the next 23 years Peary led various expeditions into the north. His first attempt to reach the North Pole was carried out from 1898 to 1902, when a point 343 miles from the pole was reached. In 1906, he steamed northward in the Roosevelt, a sturdy ship built to his own design, which crushed its way to the shores of the Polar Sea, from which he marched to a
point only 174 miles from the pole. His third polar attempt, and his eighth and last expedition into the north (sponsored by the Peary Arctic Club, and later investigated and approved by the National Geographic Society), was crowned with success on April 6, 1909, exactly 23 years from the day Peary left the Navy Department for his first exploration journey. That day, Peary wrote a note, which was placed in a small glass bottle and dropped into a crevice in the ice: “I have this day hoisted the national ensign of the United States of America at this place, which my observations indicate to be the North Polar axis of the earth, and have formally taken possession of the entire region, and adjacent, for and in the name of the President of the United States of America.” He died at Washington, D.C., on Feb. 20, 1920, and is entombed in Arlington National Cemetery.
SPOTLIGHT: HM2 EDWARD HUBBLE HM2 Edward Hubble was born and raised in Cincinnati, Ohio, and enlisted in the Navy in May 2009. After Hospital Corps “A” School, he was given orders to National Naval Medical Center (NNMC) Bethesda, Md. He then accepted orders to 3rd Medical Battalion in Okinawa, Japan. Hubble reported to U.S. Naval Hospital (USNH) Naples in August 2014 and was assigned to Occupational Health where he works the front desk and assists the providers in completing patient examinations and screenings. Hubble enjoys traveling, reading, history and Japanese food. Long distance running and playing soccer are his favorite physical activities. He has traveled to six different countries and has enjoyed the food, sights and sounds of diverse cultures. In regards to being stationed in Italy, HM2 Hubble says, “Working in Italy is the cat’s pajamas!”

The Defense Department takes pride in its readiness to defend the nation against military threats, and also in its role as a partner in emergency and disaster response, a DoD official said April 1 In an interview with DoD News on the April observance of the “America’s PrepareAthon!” campaign, Robert G. Salesses, deputy assistant secretary of defense for homeland defense integration and defense support of civil authorities, talked about the importance of being prepared for unexpected events such as storms. A grass roots, national campaign through the Federal Emergency Management Agency, “America’s PrepareAthon!” involves all federal agencies, state and local governments, the private sector and individuals, Salesses explained. DoD’s Important Role DoD wants its people to realize, Deputy Defense Secretary Bob Work wrote in a recent DoD-wide memo, that they have an “important role to play in bolstering our preparedness for hazards of all types – from hurricanes to wildfires – to strengthen our collective security and resilience.” “A priority of this department,” Work wrote, “is focusing on the well-being and safety of each member of our workforce and their families, so that we can continue to safeguard U.S. security.” The preparedness campaign addresses emergencies and disasters from the community to the national level. Community preparedness can take form in neighborhood hazard-specific drills, group discussions and exercises, according to the PrepareAthon! website.
Observances are Public Reminders While most people might not give much thought to staying prepared for emergencies and disasters, Salesses said, the nation’s two monthlong observances serve as reminders so people can be ready for the unexpected every day of the year. “It gives folks the opportunity to take a step back and consider hazards they may encounter, and [to] begin to build a plan,” Salesses said. Preparedness mainly focuses on natural disasters such as floods, fires, earthquakes and hurricanes, he noted, adding that different parts of the world give rise to different types of storms. Other disasters could be “man-made” occurrences that can often strike with little notice, Salesses added. Know Your Community It’s important for people to know their community, especially if they are new to a region, and to familiarize themselves with local potential hazards, Salesses said. Being prepared for hazards and other unforeseen emergencies on an individual level is similar to the military’s planning, training and exercising for mission preparedness, Salesses said. “You need to do both and do both well,” he added. Website Resources Many websites offer preparation lists, which suggest emergency supplies to keep at work and home, he said. Such home kits recommend sufficient supplies for every person and pet in a household, including first-aid supplies, food, water, medicines and important papers to sustain families until the emergency passes.

Consumers can lower electrical bills by switching to energy-efficient window. Energy-efficient window technologies are based on solar controls and low-emissivity coatings. Lawrence Berkeley National Laboratory has discovered a new method to reduce heat gain in the home. The Lab has created a Universal Smart Window Coating that gives occupants the ability to independently control how much heat and light enter a home through its windows. According to Berkeley Laboratory, “the coating uses a small jolt of electricity to create variations in the way a window will transmit visible light.” This can reduce the use of heating systems, air conditioning systems and artificial lighting, thus potentially lowering utility bills. Low-cost tip: Consider installing medium-colored draperies with white-plastic backings – an improvement that could reduce heat gains by 33 percent.

Space and Naval Warfare Systems Command (SPAWAR) Commander Rear Adm. David Lewis released his strategic vision April 6 in support of the Navy’s quest to ensure information dominance throughout its warfighting domains, specifically cyber. Outlining SPAWAR’s role as a leading cyber command, the strategic vision document aligns closely with the recently released Navy Cooperative Strategy for 21st Century Seapower (CS21). Cyber issues figure prominently throughout CS21 and are a key element of All Domain Access, an essential function for maritime forces. “Emerging technology and improved cyber performance are inexorably linked,” said Lewis to the SPAWAR workforce during an all hands meeting. “Navy continues to integrate cyberspace operations as an essential component of fleet operations. Effective, assured cyber operations must become part of our core mission to maintain our warfighting advantage.” This latest vision incorporates SPAWAR’s response to evolving cyber threats that could affect advanced and integrated information technologies used by systems ranging from seabed to space. All Domain Access, as identified in CS21, contains
the following warfighting tenets: battlespace awareness; assured command and control; cyberspace operations; electromagnetic maneuver warfare (ECW); and integrated fires. According to CS21, when All Domain Access is applied the Navy can “defeat anti-ship ballistic and cruise missile threats by making use of superior battlespace awareness to employ cyber and EMW capabilities in an integrated fires approach that defeats the threat before it has even been launched.” Achieving that kind of end-state requires a common cyber baseline across platforms that support quicker, more relevant upgrades for the fleet. “We’re moving away from traditional ‘cutting metal’ upgrades to a process of delivering enhanced capabilities in rack replacement and software only changes,” explained Lewis. “This approach reduces dependence on ship availabilities, and more importantly, increases the delivery speed of new capabilities.” As the Navy’s Information Dominance systems command, SPAWAR designs, develops and deploys advanced communications and information capabilities. A path to providing senior enlisted personnel with advanced education opportunities was announced April 6 via Naval Administrative Message (NAVADMIN) 079/15; the call for applications for the FY-15 Advanced Education Voucher (AEV) program. The AEV program offers post-secondary, Navy-relevant education at the baccalaureate and master’s level and provides financial assistance to chief, senior chief and master chief petty officers. Master Chief Electronics Technician (EXW/FPJ)
Richard Simpson, Enlisted Education Program coordinator for the Naval Education and Training Command (NETC), praised the benefits this program offers. “For senior enlisted members interested in or pursuing advanced education in Navy-approved areas of study, the AEV program is an outstanding resource,” said Simpson. “AEV offers the opportunity for accelerated degree completion as it pays for 100 percent of tuition, books and fees up to a specified limit. Sailors currently on or transferring to shore duty and those at sea whose duty assignment will allow for degree completion during off-duty time are encouraged to apply.”
Examples of approved, Navy-relevant degrees include: strategic foreign languages, construction management, security management, emergency and disaster management, human resources, engineering, information technology, nursing, and business administration, among others. Degree programs other than those specifically listed by the NAVADMIN must be validated by the AEV program coordinator at NETC. Financial assistance for baccalaureate degrees covers 100 percent of tuition, books, and related fees up to $6,700 per year for a maximum of three years with the total program cost capped at $20,000. For mas-
ter’s degrees, it provides 100 percent of tuition, books, and related fees up to $20,000 per year for a maximum of two years with the total program cost capped at $40,000. Master Chief Information Systems Technician David Campbell (IDW/SW/AW) senior enlisted advisor for the Naval Network Warfare Command in Suffolk, Virginia, is using the AEV program to get a degree in business administration with a specialty in technology management. “The more professional knowledge I can bring to the command, the more I can share that knowledge and empower my Sailors to be more professional and technically savvy,” said Campbell. “Chiefs who qualify and are driven to better themselves and in turn give back to the Navy should apply. I often ask myself why I didn’t apply for AEV sooner.” Eligible applicants include E-7’s with no more than 17 years time in service (TIS), E-8’s with no more than 19 years TIS, and E-9’s with no more than 23 years TIS. TIS is computed to Oct. 1, 2015. At a minimum, baccalaureate program applicants must have an associate’s degree from an accredited institution of higher learning or the equivalent amount of college credits already earned. Master’s program applicants must have a bachelor’s degree from an accredited institution of higher learning. AEV is available to personnel transferring to, or currently on shore duty with sufficient time ashore to complete the degree program. Prospective applicants on sea duty may still apply if they provide an education plan that shows their ability to complete the program as specified in the NAVADMIN. Selectees are expected to enroll in the fall 2015 term. If an applicant is already invested in furthering their education through TA or other financial assistance programs, they may still apply for AEV. However, AEV and TA benefits may not be combined, nor may AEV be used to earn more than one degree at a time. Lower division or prerequisite courses may be authorized if they are part of the approved education plan. A service obligation of three times the number of months of education completed or three years, whichever is less, is incurred upon completion of or withdraw from the AEV program. This obligation is
discharged concurrently with any other service obligation the participant may have already incurred. Use of AEV does not obligate the Navy to retain a member on active duty. Applications for AEV are currently being accepted by NETC (N523). The deadline for submission for the FY-15 program is May 22 and the selection board will convene in June 2015. An endorsement by both the applicant’s commanding officer and command master chief must be included in the application. Region EURAFSWA Promotes Sexual Assault Awareness and Prevention Month From Navy Region Europe Africa Southwest Asia Public Affairs
Commands throughout Navy Region Europe Africa Southwest Asia (EURAFSWA) are observing Sexual Assault Awareness and Prevention Month (SAAPM) with events to educate personnel on how to prevent sexual assault and help victims. The Department of Defense’s (DOD) theme for this year is “Eliminate sexual assault. Know your part. Do your part.” “Every April, our Nation comes together to renew our stand against a crime that affronts our basic decency and humanity,” said President Barack Obama during his National Sexual Assault Awareness and Prevention Month, 2014 presidential proclamation. “Sexual assault threatens every community in America, and we all have a role to play in protecting those we love
most – our mothers and fathers, our husbands and wives, our daughters and sons. During National Sexual Assault Awareness and Prevention Month, we recommit to ending the outrage of sexual assault, giving survivors the support they need to heal, and building a culture that never tolerates sexual violence.” Since 2001, SAAPM has been observed nationwide and provides commands and installations, as well as civilian organizations, an annual opportunity to highlight DOD and service policies addressing sexual assault prevention and response. “Sexual Assault undermines core values, degrades military readiness, and may forever change the life of victims and their families,” said Lt. Cmdr. Daniel Cortes, EURAFSWA Sexual Assault Prevention and Response officer. “Sexual Assault Awareness and Prevention Month
is an annual campaign to raise public awareness about sexual violence and to educate communities and individuals on how to prevent sexual violence.” Commands throughout EURAFSWA have SAAPM events planned during April. Naval Support Activity Naples, among its many events, will set up information booths that will remain up all month long to provide military and civilian members a full range of SAAPM resources. Naval Air Station Sigonella has scheduled a dedicated SAPR radio program every Monday for the month of April, while Naval Station Rota will increase awareness with SAAPM themed receipts with every purchase at the base club, “Champions.” Naval Support Activity Souda Bay will hold a “Teal Ribbon Walk” and Naval Support Activity Bahrain, will hold a “Denim Day,” which will culminate in a meeting focused on pre-
venting sexual violence through education and public awareness. Naval Support Faculty Deveselu will hold an all-hands call in addition to other events. Additionally, for every reported assault, three to five more assaults or harassments go unreported. That’s a lot of Sailors suffering in silence.” She went on to talk about how sexual assault is not a problem that big-Navy, or EURAFSWA leadership, can solve alone. “It takes each of us taking responsibility for our own
actions and stepping in when we see something wrong to end this type of behavior, to help stop sexual assault,” Smith said. “Everyone must form the first line of defense.” “The SAPR program also emphasizes the importance of bystander intervention – a strategy the Department of Defense initiated to encourage service members to prevent sexual assault,” said Cortes. “Active bystanders [should] take the initiative to help those who may be targeted for sexual assault, possibly due to alcohol or any other reason, from becoming victims of this crime. Know your part. Do your part.” Sexual Assault Prevention and Response is an important effort in the 21st Century Sailor office, which consolidates programs and policies, new and existing, to maximize Sailor personal and family readiness and build resilience, enhancing the asymmetric advantage Sailors bring to the force. When I spoke at my high school earlier this week, a young student asked me about the issue of sexual assault and wanted to know what we were doing to ensure our military is “a safe and welcome place.” That is why it is the responsibility of every service member to help make our military the last place a sexual offender wants to be. Together, we must assure an environment where sexual assault is neither condoned nor ignored; we must reinforce a culture of prevention, accountability, dignity, and respect throughout our ranks; and we must advocate for and staunchly support all who courageously report this crime. Our nation looks to us to lead boldly on this front and to care for our fellow men and women who bravely serve. Every single one of us must know our part, do our part, and keep doing whatever it takes to eliminate sexual assault in the military

Spring has finally started. Italy has plenty of fun things to offer this spring, so don’t miss out. Here are some ideas for two fun spring trips and one awesome event. Let’s take a look. Abruzzo Come to Abruzzo, one of the most beautiful lands in all of Italy. Explore the majestic Gran Sasso, a huge mountain towering over Abruzzo. It’s
a great area for hikers. Then, make sure to head to Parco Nazionale d’ Abruzzo. There are tons of wildlife. It’s a great place to take your kids during the spring. Third is Grotte De Pietrasecca, a beautiful grotto in Carsoli. Its beautiful stalagmites will stun you. There is also Parco Avventura Majella in Guardiagrelle, A large adventure park up in the trees. This is a perfect place for kids. There are different courses for every skill level. Abruzzo is awesome.
Campania Campania, our region, definitely offers a lot of fun in spring. You can take a trip to Pompeii, which is about a one hour drive from here. There are audio guides to lead you around Pompeii. You can also visit Ercolano, or Herculaneum, which is about the same distance away as Pompeii. There is also the gorgeous Teatro De San Carlo, near the Royal Palace in Naples. It is large and has many cool things. One of the best parts there is the Royal Box. It’s up high, so take the stairs or the elevator to reach it. The Gesu Nuovo Church, in Naples, is stunningly beautiful. It is large and has many side chapels with beautiful scenes. Finally, there is Capri, a beautiful island off the course of the Bay of Naples, which is especially pretty in the spring. Here are some ideas, so head out the door, and go by bike, car, train or whatever, and just enjoy all there is to see in this wonderful country.
