The lives of the five “fallen patriots” who were killed as a result of the July 16 attacks in Chattanooga, Tennessee, were “truly exemplary,” Defense Secretary Ash Carter said August 15 during a memorial service in that city. Carter joined Vice President Joe

The USO Naples hosted their 2nd annual dodge ball tournament at the outdoor basketball court on Naval Support Activity (NSA) Naples Capodichino, August 20. The free event included a double-elimination dodgeball tournament, barbecue, a halfcourt shot competition and “Best Dressed Team” prizes.

“I would absolutely call the event a success,” USO Naples Programs and Volunteer Coordinator Shannon McCaulley said, “It’s great to see the Sailors and Soldiers out enjoying themselves and taking that break they deserve.” More than 75 players, spectators and volunteers attended the highly-anticipated event. In a statement released on August 22, Defense Secretary Ash Carter praised three Americans for their actions yesterday on a train outside of Brussels, Belgium. “On behalf of all the men and women of the Department of Defense, I want to thank the brave individuals, including two members of the U.S. military, who stepped forward to prevent an even greater tragedy from taking place aboard that train,” Carter said. U.S. Air Force Airman 1st Class Spencer Stone, assigned to the 65th Air Base Group, Lajes Air Base, Azores; Oregon Army National Guard Spc. Alek Skarlatos; and a civilian friend were traveling together via train on personal leave. The men took immediate action to subdue an armed gunman before he could engage his automatic weapon on the train. “Actions like this clearly illustrate the courage and commitment our young men and women have all the time, whether they are on duty or on leave,” U.S. European Command Commander Air Force Gen. Philip M. Breedlove said. “We are extremely proud of their efforts and now are praying for our injured airman to have a speedy recovery.” Stone, who suffered nonlife threatening injuries in the attack, is currently being treated in a French medical facility. “(Stone and Skarlatos) are two reasons why – on duty and off – ours is finest fighting force the world has ever known,” Carter said.

EARTHQUAKE AWARENESS From the NSA Naples Emergency Management Team

Napoli, the Campania Region and Italy offer many opportunities to all of us that others can only dream of. While we make the most of the experience, we need to understand and accept the potential for emergency situations such as earthquakes here. Over the past couple of years we have participated in various earthquake drills, and we will continue to do so in the future. These events offer us an opportunity to educate ourselves and one another about the likelihood of an earthquake here, and the importance of preparing ourselves to get through them. Consider the “what if’s” associated with an earthquake and what you need to do to prepare your emergency plan and build your kit. The following is provided to help you understand and best prepare for an earthquake. The NSA Naples Emergency Management Team is available to assist you in your preparations. Please contact us, and your Command’s emergency management staff with any questions or concerns you may have.

BASE NOTES Now-Aug. 30: NSA Naples Gate Closures Due to upgrades of the gates at both Support Site and Capodichino, the gates will be closed in August according to the following schedule: • Capodichino Back Gate closed Aug. 24- 30 from 9 a.m. to 5:30 a.m. the following day. It will be open for the morning’s incoming traffic. The main Capo bus stop will be moved from in front of NGIS to the northeast corner of the CDC for this week of upgrades.

What Causes Earthquakes to Occur? Earthquakes are caused by the movements of the huge tectonic plates that make up Earth’s outer crust. Driven by currents in the semi-molten layer below the crust, the plates slowly drift over Earth’s surface and collide, grind together, or pull apart. Most earthquakes occur on fault lines – cracks in Earth’s crust where two plates meet and grind together. Earthquakes can happen almost anywhere and anytime without warning, so you and your family should be prepared.

How Can I Prepare for an Earthquake? ● Minimize home hazards by bolting shelves, bookcases, china cabinets, and other tall furniture and strapping the water heater to studs in the walls. ● Identify a safe place in every room of your home where nothing can fall on you, such as under a table, or other sturdy furniture. ● Practice earthquake drills as a family so everyone knows what to do, especially “Drop, Cover, and Hold On!” ● Ensure you have a fully-stocked disaster kit (visit links below)

What Do I Do If There Is an Earthquake? If you are indoors ● Do not run outside. There may be falling debris. ● If possible, DROP to the ground, take COVER under a table or sturdy piece of furniture, and HOLD ON until the shaking stops. ● The electricity may go out, so don’t use elevators If you are outdoors: ● Move away from buildings, street lights, and utility wires or anything that could fall into somewhere open If you are in a moving vehicle: Stop as soon as you can, away from buildings or anything that could fall Stay in the vehicle What to Do When the Shaking Stops: ● Check yourself and others for injuries. ● Turn off the gas if you suspect a leak. ● Stay tuned to the radio for further information and instructions 106 and 107 FM. ● Expect aftershocks, which can come minutes, hours, or days after an earthquake. Navy Seeks Sailors’ Opinion on Alcohol Use and Responsible Drinking From Chief of Naval Personnel Public Affairs

Do you have go-to advice for your fellow shipmates on responsible drinking? Have you noticed a shift in drinking behavior over the last year? This summer, the Navy Alcohol and Drug Abuse Prevention (NADAP) Office launched the third annual Keep What You’ve Earned survey to gain insight on how alcohol use and abuse is perceived in the Navy. The anonymous survey takes five minutes to complete and is available at https://survey.max.gov/167456 As a result of last year’s survey, completed by more than 1,400 Navy personnel and their families, NADAP gained valuable insights about changes in Sailors’ drinking behavior and awareness of alcohol abuse prevention efforts like the Keep What You’ve Earned campaign. This year, NADAP hopes to build on those insights to further improve the effectiveness of the campaign. “The Keep What You’ve Earned campaign has been shaped by feedback from Sailors and its efforts would not be successful without their input,” Dorice Favorite, director, NADAP Office, said. “The annual survey allows our office to determine how well alcohol abuse prevention efforts and messages are being delivered across the fleet

and shape the following year’s plan to improve those efforts.” The anonymous survey asks about your reasons for drinking, the likelihood that you or your fellow Sailors would seek help for alcohol abuse, and any recommendations you have for the campaign. Feedback from this survey will help the campaign continue to develop materials to encourage responsible drinking and remind Sailors to keep what they’ve earned. “Understanding Sailors’ opinions and attitudes towards alcohol use in the Navy is a critical component to the success of the Keep What You’ve Earned campaign,” Favorite said. “This survey gives us a pulse check on how those attitudes and behaviors have changed in the past year, and how we can continue to develop an innovative strategy to promote responsible drinking.” The survey is being released in conjunction with the campaign’s summer poster contest and the Play to Live pledge to drink responsibly this summer. NAVY HISTORY: FIRST SHIP NAMED FOR BLACK SAILOR

On August 31, 1943, the first Navy ship named for a black Sailor, the Buckley-class destroyer escort, USS Harmon (DE 678), was commissioned. The ship was named in honor Mess Attendant First Class Leonard Roy Harmon, who was posthumously awarded the Navy Cross for heroism during the Battle of Guadalcanal. The ship was built by Bethlehem Steel Co., of Quincy, Massachusetts, and her sponsor was Harmon’s mother, Naunita Harmon Carroll. Harmon was born in Cuero, Texas, on Jan. 21, 1917, a small town in Southeast Texas, about half way between San Antonio and Houston, and graduated from Daule High School – what was then a blacks-only institution. After graduation Harmon did manual labor in his hometown for several years before deciding to enlist in the Navy. Once his mind was made up, Harmon was determined to serve his country. He originally tried to enlist at a recruiting station in San Antonio, but was turned away due to a minor heart condi-

tion. He returned to Cuero, and sought medical help to fix his condition. After overcoming that obstacle, he successfully enlisted in the Navy on June 10, 1939, at a recruiting station in Houston. Following boot camp and mess attendant “A” school at Norfolk, Virginia, Harmon reported to the New Orleansclass heavy cruiser USS San Francisco (CA 38) in October 1939. About a month before the Japanese attack at Pearl Harbor on Dec. 7, 1941, Harmon was promoted to first class. San Francisco was at dry-dock at Pearl Harbor when the attack took place. Although her main guns were dismantled, the Sailors defended their ship with small arms. San Francisco was one of the few ships in the harbor to survive the attack unscathed, and she was quickly returned to sea. Nearly a year later, San Francisco was protecting transports that were bringing much-needed supplies to U.S. Marines during the battle of Guadalcanal. The Battle of Guadalcanal, which lasted from August 1942 to February 1943 was the first major offensive in the

Pacific theater, and though it was a costly victory for the United States, it became the turning point of the war. The Japanese invaded Guadalcanal early in the summer of 1942 to construct an airfield. Despite being not properly prepared for an invasion, the Allies, led by the United States were determined to take the island, partly as payback for Pearl Harbor, and also because a Japanese air base could put Australia at risk of aerial attack. On Nov. 13, 1942, Japanese planes attacked the fleet at Guadalcanal. A kamikaze crashed into the San Francisco’s radar and fire-control station, resulting in 50 men being killed and wounded. The next day, enemy fighters strafed San Francisco’s bridge, killing nearly every officer on the ship. Throughout the fight, and despite withering enemy fire, Harmon repeatedly dragged his comrades to safety and atten-

ded to their wounds. He died while using his own body to shield a wounded shipmate from gunfire. Harmon was posthumously awarded the Navy Cross for “extraordinary heroism.” On May 21, 1943, Secretary of the Navy Frank Knox announced that a warship would be named for Harmon. What made the naming of the ship remarkable was that Harmon was black. At a time of widely accepted segregation at home and in uniform, it was the first U.S. warship to carry the name of an AfricanAmerican. The Harmon, a 1,400-ton Buckley-class destroyer escort, was assigned to the Third and Seventh Fleets. She participated in the January 1945 landings at Lingayen Gulf, Leyte, and in March operated off Iwo Jima. She received three battle stars for her World War II service. Harmon was decommissioned in March 1947 and remained

inactive until being scrapped in 1967. In 1975, the bachelor enlisted quarters at Naval Air Station North Island, Calif., was renamed Harmon Hall. Two years later the state of Texas recognized him with a state historical marker at the municipal park in his hometown.

SPOTLIGHT: ALBERTO SCOGNAMIGLIO Alberto Scognamiglio is an integral part of the Emergency Room family. The tasks he performs are of utmost importance for the world-class quality care provided at U.S. Naval Hospital Naples. He takes pride in keeping the facilities pristine and in levels of cleanliness that go well beyond required standards and the highest patient expectations. He has been assisting the mission of Naval Hospital Naples since the doors first opened in June 2003. Scognamiglio is well known around the installation for he is very social and has worked in many departments making friends among the enlisted and officers alike. Before working at Naval Hospital Naples his work experience has exposed him to, and helped him develop, many skills from the more technical aspects of electrical work to the creative realms of construction. In his personal time he enjoys music and mountain bicycle riding. He usually spends his time away from work in the company of his two kids and his wife, which are the most important part of

his life. “One of my favorite things of working here is the people; I get the opportunity to make different types of friends,” he said. “Sometimes it is sad to see people you get really close to leaving. On the bright side, now I have close friends in distant parts of the world.” Alberto would like to share a quote that keeps him centered and positive everyday: “Se ti scoraggi nel giorno dell’avversità, la tua forza è poca.”

It has been publicized over and over again. When you leave a room, turn off the lights. If you are not using it, power it down. But, what about appliances and systems that are designed to operate consistently? What can you do to prevent excess power consumption with these appliances and systems? Refrigerators and Freezers: ● Minimize opening and closing your refrigerator and freezer. Every time you open it, cool air will rush out and be replaced with warm air, causing the refrigerator to run more to stay cool. ● Keep it full. Refrigerators and freezers actually operate most efficiently when full, so keep your refrigerator and freezer as full as possible (with bottles of water if nothing else) ● Keep condenser coils on the back of your refrigerator and freezer clean. Water Heater: ● Set temperature to 120 degrees (F) if your dishwasher has its own water heater; otherwise set it at 140 degrees (F). ● Repair leaking faucets. Warm-water leaks should be given immediate attention because they can raise your electric consumption rapidly. ● Drain your hot water tank regularly to remove sediment. Dishwashers and Clothes Washer/Dryer: ● Only run dishwashers and clothes washers when fully loaded. ● Use the air-dry setting on your dishwasher. ● When drying clothes, do not overfill the ● Ensure that the outside clothes dryer air vent is wellsealed. ● Use at night. Air Force Trains at U.S. Naval Hospital Naples By Lt. Cmdr. Darla Dietrich and Air Force Master Sgt. Kenneth Stephens

U.S. Naval Hospital Naples was a sea of Navy and Air Force blue working side by side during the last two weeks of July. The 126th Medical Group Air National Guard out of Scott Air Force Base, Illinois provided two weeks of medical assistance to U.S. Naval Hospital Naples during their annual training at Naval Support Activity Naples, Italy. As the military health services strive to become more integrated in the delivery of healthcare, the 28 members from the 126th welcomed the opportunity to work with their active duty counterparts from a sister service over the summer. “Right now, joint is the new push. It is going to be the future of military medicine,” Air Force Col. Eric Vaughn, chief of aeromedical services for the

126th, said. “If you go into any major medical complex around the world and stateside, you will see air, Army and Navy physicians, and Allied help, staffing the positions.” Col. Vaughn and Naval Hospital Naples Commanding Officer Capt. Barth Merrill were partners in promoting and restoring readiness and health to beneficiaries of the Naples, Italy area. Jointness is a key initiative within the military health system. Implementing shared services and resources helps to meet the mission in providing affordable and quality healthcare. It is one of the Navy Surgeon General’s Strategic goals. Merrill recognized the reservists for their efforts in caring for the patients at the hospital. “Whether you wear a Navy or Air Force uniform, healthcare is universal,” Merrill said. “The 126th stepped up and

provided valuable patient care services to our beneficiaries and the joint training provided by both services will benefit each other in the future.” Not only did Naples enjoy having Air Force in the hospital for a couple of weeks, they also benefited from the wealth of knowledge this Air Guard unit brought from their civilian sector professions. Maj. Patrick McCann, a flight surgeon for the 126th, gave a talk about preventative cardiology, focusing on averting or delaying the progression of heart disease. His civilian experience as a cardiologist provided great information to the providers in Italy. The Navy corpsmen also provided the Air Force medics with training in areas such as sutures, casting and molding mouth guards, and manual eye glass fabrication. Both units worked together seamlessly in patient care as well as clinical training.

This is not the first joint venture for the 126th Medical Group, and will most likely not be the last. Working with other services provides a great opportunity to develop joint healthcare solutions and share

resources that benefit patient care. Naval Hospital Naples, Italy echoes these sentiments and is thankful for the experience and mission accomplishment with the assistance of their sister Air Guard unit.

McCaulley said she had people talk to her for months asking about playing and volunteering in the event again. “People are excited about the annual events especially the team “Balls in your Face”,” McCaulley said. “They were really disappointed they didn’t win. They kept the ratty T-shirts they wore last year because this had been something that has brought them together as a unit.”

McCaulley said that these types of events are a great way to integrate single Sailors during a busy moving season and it’s all worthwhile when they see people connecting with their new community. “Even if it’s one troop that we make a difference in a day whether it’s a cup of coffee or a dodgeball tournament it’s a success,” McCaulley said. After the six teams battled it out through a double-elimination format, team “My Ties” from NSA Naples Region Legal Service Office took home first place. “My Ties” faced the reigning Army champions “Seven Dwarfs” in head-to-head championship match. “This was one of the events we really enjoy coming out and helping out with,” Lt. Ari Craig, NSA Naples Region Legal Service Office JAG Corps officer, said. “The USO is awesome at what they do and they do a lot of really great things.” Craig, Region Legal Service Office command fitness leader, said they play dodgeball at least once a month so their command had a bit of practice under their belt. He said they wanted to prove they could hold their own in an athletic sport. Not all participants attending the event had the intention of battling it out on the court. For NSA Naples Chaplain Lt. Cmdr. Leroy Young, the annual event was a chance to build unit cohesion and show good sportsmanship. “I love seeing the competitive spirit, the drive and tenacity to win,” Young said. “I think the intense competition is a reflection of their work ethic and it was definitely demonstrated.”

Young volunteered as a commentator during the event and provided play-by-play analysis of what was happening on the court. He said he has volunteered with the USO before and he enjoys it every time. “It’s always good when you see the USO bring people together,” Young said. “I think when these types of events happen they help build an even stronger community and that’s what I witnessed here today.” The 2nd Annual Dodgeball Tournament was one of many monthly events USO Naples hosts every month. Upcoming events include a USO Spouse’s Coffee networking breakfast, a USO sponsored spa day in Ischia and a free single Sailor extreme paintball event. Richardson Confirmed as Next CNO By MC1 Elliott Fabrizio Chief of Naval Operations Public Affiars

Adm. John M. Richardson, director, Naval Nuclear Propulsion Program, was confirmed by the Senate as the 31st Chief of Naval Operations (CNO) August 5. Richardson will replace Adm. Jonathan W. Greenert who has been CNO since September 2011. “I am honored and humbled to have been nominated and confirmed to

succeed Adm. Greenert as our Navy’s next Chief of Naval Operations,” Richardson said. The change of office ceremony will be held next month at the United States Naval Academy. Richardson, 55, hails from Petersburg, Virginia. He graduated with a degree in physics from the Naval Academy in 1982. He also has masters degrees from the Massachusetts Institute of Technology, the Woods

Hole Oceanographic Institution, and the National War College. Richardson has a broadbased record as an operational commander. He commanded the USS Honolulu (SSN 718), served as a naval aide to the President, and numerous assignments throughout his career. Among a long list of personal and unit awards, he received the Vice Adm. James Stockdale for inspirational leadership award in 2001.

The time to prepare for an emergency is before the first raindrop falls, the first crack of lightning splinters the sky, or the first media report of a storm warning elevates your fear factor. The time to make a plan is now – don’t wait! This urgent theme of action is the focus of September’s National Preparedness Month: Don’t wait. Communicate! Make an emergency plan today that includes how you’ll communicate with your family if disaster strikes. “We may not know when a wildfire will break out or a flood will occur, but with a communication plan, your family will know who and how to contact someone so you’ll know if our loved ones are safe in any emergency,” Navy Installations Command Emergency Management Specialist Jeff Sanford said. “Having a documented and well-thought-out plan can be the difference between calm and panic in a storm or other disastrous event.” Your communications plan should include how to advise your family members on your status, location, next steps, and a place to go where you’ll be safe and can be found.

All Sailors, civilian personnel, and families are urged to assess their readiness at home and abroad and act during the month-long campaign culminating with America’s PrepareAthon! (AP!) National Day of Action on September 30. There are several other ways to participate in National Preparedness Month and AP!: ● Follow @ReadyNavy, @Readygov, and @PrepareAthon and share the conversation with #NatlPrep and #PrepareAthon. ● Conduct an emergency drill at home to practice your escape routes, such fire, or tornado exercise. ● Register to receive Wide Area Alert Network and local emergency alerts. ● Purchase flood insurance, which can take 30-days to go into effect. ● Collect and safeguard important documents (e.g. insurance policies and birth records). ● Assemble or update emergency supply kits.
