As Americans begin travel throughout this holiday season, President Barack Obama wants them to know U.S. counterterrorism, intelligence, homeland security and law enforcement professionals at every level continually monitor threats at home and abroad for their safety. Top U.S. officials are taking every step possible and working overtime to continually monitor threats at home, abroad and evaluate U.S. security posture, he said. The president made his November 25 from the White House after meeting with his national security team. “They are constantly working to protect all of us,” he said of national security professionals. “Their work has prevented attacks [and] their efforts have saved lives.” ‘No Credible Threat Exists’ Obama said “no specific and credible intelligence [exists] indicating a plot on the homeland, and that is based on the latest information I just received in the situation room.” He added that the public would be informed if a “specific, credible threat” should arise. Calling the Nov. 13 Islamic State of Iraq and the Levant’s terrorist attacks on Paris “horrific and heinous,” Obama said those events, which killed 130 people from 20 nations and wounded more than 350 others, “ touched a deep chord” for Americans. We had some major problems with internet service on the Support Site last week, and it is no doubt that internet connectivity has become an essential part of modern life. We connect, learn, work and discover all using one of the greatest technological achievements in history. Over Thanksgiving and through the weekend a combination of factors both out in town and on Support Site led to the loss of connectivity for many of the residents on the Support Site. The problem was compounded by a malfunction of electrical protection and the subsequent corruption of a number of Telecom servers after Saturday’s power outage. The Naval Exchange, Public Works Department, and representatives from Mirabella, ENEL, and Telecom Italia have worked through the hardware and software challenges to normal internet service. If you are still experiencing a loss of connectivity, please call Residential Services at (081-813-5321) to request a service call. With the support of the NEX and Telecom Italia, I am still pursuing upgrades to the bandwidth and connectivity here on the Support Site. My goal is to double the bandwidth available to Support Site housing and then make further improvements from there. You’ll hear more here in the Panorama and on the radio about the steps to improve the internet service on the base. As a community, we have been doing a great job with cleanliness and trash on the installation. The upcoming holidays mean a large influx of packages, cardboard boxes, wrapping paper, disposable kitchenware, food and other disposable items. This creates an increased demand for disposal services. In order to facilitate the removal of our installation’s waste I ask that all community members make note of the proper disposal procedures as well as take the extra time to ensure boxes are crushed and compacted before tossing them in the collection bins. We all want to live and work in a trash free environment; together we can continue to improve the cleanliness of the base and take pride in our community effort. Many thanks to the organizations that have sponsored clean-up activities on the Support Site and Capodichino, please keep them coming and make sure to send me an invite! Next week is National Influenza Vaccination Week. If you have not had the opportunity to stop by Capodichino Medical or U.S. Naval Hospital Naples, be sure to do so soon. The vaccination is mandatory for all active duty members and highly encouraged for everyone else, especially those who are at high risk for infection. It only takes a few minutes to get vaccinated and take an active role in protecting your health. Please see or ask your medical provider if you have any questions regarding this year’s vaccination effort. Have a great weekend and come out Saturday to the High School stadium to cheer our Navy team as they take on Army in the annual Naples area Army/Navy flag football game!

Free Admission to Villa Regina Cultural Center Through January The cultural center of Villa Regina in Boscoreale, located in the National Park of Vesuvius in Naples opened a free admission to a virtual exhibition of the daily life of the inhabitants living on the coast 2,000 years ago. “Pompeii and Herculaneum life in the shadow of Vesuvius” reconstructs places of everyday life of the citizens in the Pompeii Forum, the Baths and the theater of Herculaneum which is still buried under the modern town. Villa Regina was discovered in 1977 and it is the only Roman period country house brought to light in the Vesuvius area. This property was dedicated to the production of wine and it was completely excavated and rebuilt. The site of Boscoreale includes a vast archaeological site redeveloped recently by the municipality. The exhibition is opened through January 25 from Monday to Friday 10 a.m. to 1 p.m., and Saturday to Sunday from 10 a.m. to 3 p.m. After 25 Years Napoli Soccer Team Back on Top It is the first time Napoli soccer team is top of Serie A league after 25 years, since the final day of the 1989-90 seasons when Napoli won its second Italian championship. Gonzalo Higuain struck the opener after just 65 seconds and added the second after the break as Napoli toppled 10-man Inter 2-1 in a clash at the San Paolo stadium in Naples on Monday. Ancient Samnite Frescoes Unveiled at Rome Pieces of a frescoed Samnite tomb dating back to the fourth-third century BC were unveiled by Culture Minister Dario Franceschini and the General Commander of the Carabinieri Corps Tullio Del Sette at the Historic Museum of the Carabinieri in Rome. The frescoes were found by the Carabinieri art squad and the remains came from the archaeologi-
cal area of Paestum, near Naples. The frescos depict a young hero armed with a circular shield and a javelin leading a mule carrying a small dog. The new director of the Paestum archaeological area, Gabriel Zuchtriegel, attended the ceremony of the presentation of the frescoes. Dachshund Goes on Cross Country Journey in Search of Lost Love Toto is a Dachshund who crossed two Campania provinces in search of the love of his life. He lives in the town of Scafati, in Salerno, and this summer met Lilly, a fellow Dachshund, when their respective owners became friends while on holiday. The two dogs became inseparable and Toto spent some time at Lilly’s home in Casola, in the Naples province. Sadly, Toto eventually had to return home. In despair and driven by melancholy, Toto started a perilous 10-kilometer journey through crowded traffic to be reunited with his lost love. Toto’s owners frantically launched a search for their lost pet, and had given up hope, when they received a call from their friends in Casola who found him waiting outside their home. Toto went back to his relieved owners. However, they promised to spend more time with their new friends so the lovecrossed couple can live out their love story. Oldest Italian Celebrates 116th Birthday The longest living Italian person celebrated her 116th birthday last Sunday. Emma Morano was born in 1899 and she is one of just two living people born in the 19th century. She is also the oldest person in Europe and the second oldest person alive today. She eats three raw eggs each day and she has been single since 1938 when she separated from her husband. She doesn’t need any help at home, but one of her grandchildren visits her regularly to help prepare her meals. Morano received congratulatory birthday wishes from Pope Francis and from Italian President Sergio Mattarella.

NAVY HISTORY: DAY OF INFAMY’ From the National Archives
Early in the afternoon of December 7, 1941, President Franklin D. Roosevelt and Harry Hopkins, his chief foreign policy aide, were interrupted by a telephone call from Secretary of War Henry Stimson, who informed the president that the Empire of Japan had attacked the American naval fleet at Pearl Harbor, Hawaii. At about 5 p.m., following meetings with his military advisers, the Roosevelt calmly and decisively dictated to his secretary, Grace Tully, a request to Congress for a declaration of war. Roosevelt had composed the speech in his head after deciding on a brief, uncomplicated appeal to the people of the United States rather than a thorough recitation of Japanese perfidies, as Secretary of State Cordell Hull had urged. Roosevelt then revised the draft to update military information, and to strengthen the tone of the speech. Most significantly was changing the first line

from “a date which will live in world history” to “a date which will live in infamy.” Tully then prepared the final reading copy, which Roosevelt subsequently altered in three more places. On December 8, at 12:30 p.m., Roosevelt addressed a joint session of Congress and the nation via radio. The speech was brief, running just a little over seven minutes, but it was moving, powerful and persuasive. The Senate responded with
a near-unanimous vote in support of war, with only Montana pacifist Jeanette Rankin dissenting. At 4 p.m. that day, Roosevelt signed a declaration of war against Japan. Three days after the president’s speech, Germany and Italy, both declared war on the United States. Congress responded immediately by declaring war on them. Thus, the United States became embroiled in World War II.
SPOTLIGHT: ET2 BRITNEY PALACHE New York native, ET2 Britney Palache obtained her bachelor’s degree in forensic biology from Farmingdale State College in January 2009. A year later, she enlisted in the U.S. Navy to serve her country and to travel. After graduating from boot camp at Recruit Training Command at Great Lakes, Illinois, she reported to, and graduated from Electronics Technician “A” school, also at Great Lakes. Her first duty station was onboard the USS Mount Whitney (LCC 20), homeported at Gaeta, Italy. Palache arrived at Naval Support Activity (NSA) Naples, Italy, in January 2014. She is currently assigned to the Ground Electronics Maintenance Division (GEMD) where she brings her passion for hard work and professionalism to the shop every day. She knew being in a small shop would be hard for her to sharpen her leadership skills so she set out to find those skills in more challenging roles such as Departmental 3M Assistant, Collateral Duty Safety Officer, and Operations Combined Federal Campaign (CFC) Representative. In her free time, ET2 enjoys reading, traveling, artwork and spending time with her husband and son. ET2 has consistently performed at measures above her paygrade and for that ET2 Palache was nominated and awarded NSA Naples Sailor of the Quarter, Fourth Quarter FY-15.
Yesterday, December 7, 1941 – a date which will live in infamy – the United States of America was suddenly and deliberately attacked by naval and air forces of the Empire of Japan. The United States was at peace with that nation, and, at the solicitation of Japan, was still in conversation with its government and its Emperor looking toward the maintenance of peace in the Pacific. Indeed, one hour after Japanese air squadrons had commenced bombing in the American island of Oahu, the Japanese Ambassador to the United States and his colleague President Franklin D. Roosevelt delivered to our Secretary of State a formal reply to a recent American message. And, while this reply stated that it seemed useless to continue the existing diplomatic negotiations, it contained no threat or hint of war or of armed attack. It will be recorded that the distance of Hawaii from Japan makes it obvious that the attack was deliberately planned many days or even weeks ago. During the intervening time the Japanese Government has deliberately sought to deceive the United States by false statements and expressions of hope for continued peace. The attack yesterday on the Hawaiian Islands has caused severe damage to American naval and military forces. I regret to tell you that very many American lives have been lost. In addition, American ships have been reported torpedoed on the high seas between San Francisco and Honolulu. Yesterday the Japanese Government also launched an attack against Malaya. Last night Japanese forces attacked Hong Kong. Last night Japanese forces attacked Guam. Last night Japanese forces attacked the Philippine Islands. Last night the Japanese attacked Wake Island. And this morning the Japanese attacked Midway Island. Japan has therefore undertaken a surprise offensive extending throughout the Pacific area. The facts of yesterday and today speak for themselves. The people of the United States have already formed their opinions and well understand the implications to the very life and safety of our nation. As Commander-in-Chief of the Army and Navy I have directed that all measures be taken for our defense, that always will our whole nation remember the character of the onslaught against us. No matter how long it may take us to overcome this premeditated invasion, the American people, in their righteous might, will win through to absolute victory. I believe that I interpret the will of the Congress and of the people when I assert that we will not only defend ourselves to the uttermost but will make it very certain that this form of treachery shall never again endanger us. Hostilities exist. There is no blinking at the fact that our people, our territory and our interests are in grave danger. With confidence in our armed forces, with the unbounding determination of our people, we will gain the inevitable triumph, so help us God. I ask that the Congress declare that since the unprovoked and dastardly attack by Japan on Sunday, December 7, 1941, a state of war has existed between the United States and the Japanese Empire. In today’s environment, security and security measures are a growing concern for most. Whether it is personal, home, public, or work place security, we are all affected by an increased focus on the measures taken to prevent and respond to unexpected, real world threats. U.S. Naval Hospital (USNH) Naples, Italy, maintains a robust training program to ensure rapid and appropriate responses to security events, should they arise. The staff members of USNH Naples routinely drill and train on a wide array of emergency scenarios. Drills include responses to bomb threats, child abductions, combative persons, and active shooters. Staff members refer to these emergency events as codes so that they are easily recognizable. Training focuses on the knowledge and implementation of standard operating responses for each emergency. Creating a standard
basis of steps for staff members to engage in during emergency situations allows them to react faster, more effectively, and in accordance to the highest standard necessary to keep the community safe. Training sessions are conducted regularly and they provide a chance for the staff to review operating procedures, ask questions, game plan, and discuss real world situations they have encountered. A drill consists of a simulated event designed to replicate a real security emergency. When a drill is conducted, all staff members participate in responding as though the emergency event were actually occurring. Running drills for each emergency scenario tests staff members’ knowledge and effectiveness in carrying out the emergency operating procedures in which they have been trained.

Like A Weapons System, Don’t Make Unauthorized Changes to Navy IT Networks From Navy Cybersecurity Division
Vice Admiral Jan E. Tighe, commander, U.S. Fleet Cyber Command/U.S. 10th Fleet, has said the Navy must “operate the network as a warfighting platform.” Like a warfighting platform or weapons system, the Navy’s network must be fully operational when needed, which means it must be welldefended and resilient. There are other ways the network is like a weapons system though. The configuration of our combat systems is strictly controlled so operators can’t change it because unauthorized modifications could jeopardize these systems. Navy networks may be easier to modify but the principle that applies to weapons systems also applies to the network: Don’t make unauthorized changes to it. This means not plugging in unauthorized devices, such as thumb drives and cell phones, because they may unknowingly contain bad software that can allow intruders inside the Navy’s network. Not making changes to the
network also means not loading unauthorized software because it could contain malicious code that weakens the Navy’s defenses. Operators are trained before being allowed to operate our combat systems. Training needed to use the Navy’s networks is much less detailed but the concept is the same – operators need to follow the principles covered in the training required for network access. Following Navy computer policy and best practices will also help defend our networks: ● Always verify the source of emails and the links in emails ● Don’t open suspicious links in emails, tweets, posts, messages or suspicious attachments ● Don’t connect unauthorized devices to Navy networks ● Remove your CAC or lock your computer when not using it ● Use strong passwords ● Safeguard your personally identifiable information (PII) so adversaries can’t use this information to trick you into surrendering data they need to breach our networks and systems
● Don’t use peer-to-peer file sharing programs ● Stay on known and good websites ● Don’t use Navy systems in unauthorized ways Like weapons systems, unsafe actions on the network, like loading unauthorized software or plugging a thumb drive into a cmputer, should be promptly reported to keep malicious software from compromising the Navy’s networks and systems. Because safety is a top priority for those operating and maintaining weapons systems, safety violations must be promptly reported. Similarly, there are dangers associated with operating Navy networks and systems because user actions can jeopardize operations. A mistake by one weapons system operator can put the entire crew at risk. Because Navy systems are so interconnected, a successful cyber-intrusion anywhere in the Navy increases the risk that adversaries can move to other targets on the network. Therefore, like weapons systems, a mistake by one network user puts everyone and the mission at risk.
The parallels between weapons systems and the network apply to leaders and the cyber workforce too. Like those who maintain weapons systems, the cyber workforce should be well-trained, tested, and required to maintain the right level of proficiency. Operating procedures should be well-documented, current, and enforced. Cyber specialists should also strictly comply with directives and policies and report compliance. Leaders are responsible for the readiness of their weapons systems. Likewise, they are also responsible for the readiness of the Navy’s systems and networks. Adhering to cybersecurity policies, directives, and best practices is commanders’ business and requires an All Hands approach to protect the Navy and the mission. To date, the Cuciniello Crib in San Martino, donated by the local architect and playwright Michele Cuciniello, is the city’s largest and most exquisite achievement of the art, and definitely one to share with holiday guests. Limatola Castle Recalling Christmas markets in northern Europe, numerous toolshed-size chalets house Christmas ornaments and the assemblage of handcrafted items – ceramics, knitted caps and scarves, jewelry, wood and leather items, handwoven silk clothes and accessories that fill every corner of the site. Cakes, sausages, cheeses and wines are also represented. An “obbligatorio percorso” must be followed to see all the displayed goods in this lovely castle set in a verdant and hilly setting. Besides some free tastings, visitors can enjoy a generous helping of pasta and mixed grilled meats at affordable prices. As might be expected, Santa welcomes children and adults alike for a souvenir photo with him or for a free animal balloon from Santa’s helpers. Limatola Castle is one of Campania’s most interesting examples of medieval architecture with wood ceilings, brick walls and tiled floors. Built by the No mans on the remains of a Lombard tower in the sixteenth century, the Della Ratta counts modified the outermost surrounding wall and extended and rebuilt the various parts of the castle. Always a luxury venue, the Castle has been restored to its former glory with work carried out by the Sgueglia family, owner of the property. A popular venue for wedding receptions and special celebrations, the castle blooms into one of the best Christmas markets you can imagine – chockfull of handmade crafts of the highest quality. Limatola, near San Leucio, is a short drive from Gricignano. To access the castle from the town center, leave your car at the pay parking area then take the free shuttle bus to the site. Weekday visit and arrival as soon as the place opens at 10 a.m. is highly recommended to avoid crowds. Comfortable shoes with lots of traction for the hilly walk to and from the site as well as within the castle itself are recommended for the visit. Music and Dance “Carmen” The San Carlo Theater will inaugurate its 2015-16 Opera Season with the blockbuster work with music by Georges Bizet and libretto by Meilhac and Halevy. Red and black symbolize the character of the gypsy heroine, Carmen – radiant, enchanting, passionate and tragic. She initially seduces the Corporal of Dragoons, Don Jose, who falls head over heels for the temptress, but sadly, only to be mocked and rejected. Subsequently, the volatile woman turns her attention to the young and virile toreador, Escamillo, spelling doom for the enchantress. In the Northern Hemisphere the months of November through February are cold. That’s well known, but why? Many think it’s because the Earth is closer to the sun during the summer and further from it in winter. Actually, that’s not true. In fact, the Earth in closest to the sun about midway through July. So why is winter so cold? It’s because of the Earth’s axis. The axis of Earth is why we have seasons. Imagine there’s a giant disc stretching away from the Sun’s equator and all the planets are within it. This is the Sun’s axis of rotation. The way the Earth is in the disc accounts for our axis. Ours is tilted about 24 degrees away from the Sun’s which is why we experience seasons. Earth is split into four hemispheres:
North, south, east, and west. The northern hemisphere contains the North Pole, and the South Pole lies in the southern hemisphere. During the summer months in the northern hemisphere the North Pole faces the sun which means land there receives more sunlight. This sunlight hits the Earth at a steep angle. At this angle the sunlight spreads out less, making the energy hitting any one spot more intense and accounting for why summer is so warm. In the winter the Sun hits the South Pole at a narrower angle, because of this not only does the Northern Hemisphere receive less sun, but the energy is also lessened, making it colder. That is why summer is hot and winter is cold.
