Nation Honors World War II Vets on V-E Day Anniversary By Jim Garamone DoD News, Defense Media Activity

WASHINGTON – They may move a little bit slower than they did in 1945, but World War II veterans were out in force at the National World War II Memorial on the National Mall to remember their comrades on May 8, 2015, the 70th anniversary of when the guns stopped in Europe. More than 500 veterans turned out – the youngest in their late 80s – to represent the generation that went to war to save liberty and democracy. Susan Rice, the U.S. national security adviser, represented President Barack Obama at the ceremony. Katherine Korbel stood in for her sister, former Secretary of State Madeline Albright, at the ceremony. Rice told the crowd that on V-E Day celebrations were mixed with sorrows for what was lost. “As the news spread, and people poured into the streets to celebrate in New York, London and Paris, cheers and laughter mixed freely with tears,” she said. “[But] even in the midst of one triumph, we vowed to fight on and finish the war in the Pacific.” Now 70 years from that turning point America remembers the sacrifices made to preserve freedom, Rice said. Last week we had a great visit from Commander, Naval Installations Command, Vice Adm. Dixon Smith. He toured facilities at Support Site, Capodichino, JFC Lago Patria, and Carney Park. He also held a meeting with department heads from NSA Naples and leaders from CNREURAFSWA to discuss his objectives, guiding principles, and imperative towards customer service. The visit provided a first-hand view of the day-to-day operations on NSA Naples, the challenges we face, and the successes we have achieved. I want to thank the entire Naples community for putting their best foot forward for the visit and showcasing our great installation. Spring is here and Summer is just around the corner. Soon we will hear the sounds of children playing in pools, smell burgers on the grills, and spend time with our friends, family, and co-workers outside at picnics and other festivities amidst the beautiful scenery and weather here in Southern Italy. A popular way for families, commands, and other groups to have some fun is by holding an outdoor event in one of our pavilions on the Support Site. The pavilions can be reserved by calling 629-4989 or by using the contact information available at each separate pavilion. I invite you and your family to take a walk around the base and see what each one has to offer. The fields are now under a similar reservation system as well. If you use the pavilions or fields remember that you and your group are responsible for disposing of all trash and recyclables properly at the conclusion of the event. During the summer, the Youth Center becomes very busy with Child and Youth Program’s partnership with Camp Adventure Youth Services and the Summer Camp Program. During these hours (6 a.m. to 6 p.m.), the large Youth Center Playground can only be used by the Summer Camp to maintain accountability. On days the camp goes to Carney Park or other off-site field trips, the playground will be open to the community. For those days and hours, please stop by the Youth Center. We kicked off our summer concert series at the central park on Support Site with Flashback this past weekend, and were happy to hear everyone enjoyed the concert. Although the sprinklers went off unexpectedly in the middle of the show, it didn’t seem to dampen the crowd’s enthusiasm for the performance, and the kids seemed to really enjoy it. However, we have taken action to prevent any surprise water works in the future. A final thought before I close out this week’s column. Recently, DECA and NSA Naples made a change to try and improve the customer experience at the Commissary by removing the Euro restraints on the shopping carts. A large part of the community felt the device was unnecessary and caused unneeded frustration if a Euro coin wasn’t immediately handy. DECA removed the devices and it now seems like I’m finding shopping carts in every nook and cranny of the Support Site! Please use the carts as needed for your Commissary shopping, but when you’re done – make sure the carts find their way back to the store or the cart return spots in the parking lot. I would really like to avoid reverting back to some type of restraining system, and as always I welcome community input on this and other subjects. Craft Vendor Spaces and Volunteers Needed for Festa Americana Festa Americana will be held at Carney Park July 3-4. Food vendor spaces are sold out, but private organizations can still sign up on a waitlist. Craft spaces are available and open to local vendors, non-U.S. residents and approved private organizations for only $50. Volunteers are also needed for various event activities. It will be held in the NEX parking lot from 4 to 7 p.m. and will have food, fun activities and games. Entry to the carnival is open to all U.S. and NATO ID cardholders. Tickets for this event will be 4 tickets for $1 or 25 tickets for $5. In addition to the game tickets, a meal ticket will be available for $5 and it will provide each ticket holder with two different meal options. Additionally, the PTA is looking for 35-70 individuals to volunteer their time and talents to make the event successful. Monteforte Fragneto’s Hot Air Balloon Festival May 29-31 The International Spring Hot air balloon festival takes place May 29-31 in Monteforte Fragneto, the Benevento province, 65 km. from Naples. The town’s soccer field will host about 25 balloons starting at 7:15 to 7:45 a.m. and from 5:30 to 6:30 p.m. Visitors will participate in the cultural festival with many activities for adults and children, art displays, sporting events, and music. Exhibition stands will offer local delicacies and wine tasting. Sunday Free Entry Limits Pompeii Visitors to 15,000 Sunday free entries to the ancient site in Pompeii are limited to no more than 15,000 visitors at a single time. The culture ministry and archaeological superintendent set a limit due to the May 3 record of 35,000 visitors that can cause, according to experts an increased moisture and micro-climate alterations of the priceless frescoes of Pompeii. Ancient Rome-Inspired Guided Tours at Santa Chiara The Santa Chiara complex in Naples will host two-night guided tours with special dinner inspired by the Ancient Rome. The event takes place May 16 and 22 on the occasion of the 12th anniversary of the opening of the Museum Franciscan located inside the Santa Chiara complex. The tour will take place in the spa area of the complex and in the archaeological area of the Museum of the Franciscan, which is accessed from the cloister. The tour provides a stage in the Hall of History of the monastery, the Marble Hall which is adorned with statues and marble decorations, and the Hall of Reliquary which houses tapestries and wooden reliquaries. Following the tour, the special menu of the Roman time will include the libum (bread made with goat cheese), herbal soup (spinach and chickpeas), Cassata

oplontis, merum wine, and an arugula drink. Dinner will be accompanied by a background of music with harp and violin. The tour starts at 8 p.m., with dinner at 9 p.m. Ticket price is 25 euro. Reservation is required at 081-5516673 or segreteria@monasterodisantachiara.eu Italian Beaches on Eco-Label List The international Foundation for Environmental Education (FEE) released on Tuesday the list of Italian beaches that each year are given the prestigious eco-label for cleanliness and sustainability. Liguria region has the highest number of Blue Flag beaches, followed by Tuscany with 18 and the central Marche region with 17. Campania remained in fourth place with 14 Blue Flag beaches, 12 of which are in the province of Salerno. Campania is followed by Puglia with 11 Blue Flags. In both regions, this was one up on last year. Sardinia, known worldwide for its crystalline waters and luxury Emerald Coast resorts, gained two, taking their respective totals to eight. Sicily had a net loss of one Blue Flag to a total of 5, trailed by the regions of Calabria, Molise. Neapolitan Arrested for Dog Kidnapping / Blackmail A young Neapolitan man was arrested and charged of attempted extortion when he asked the owner of a kidnapped dog for 1,000 euros to mediate with alleged thieves. The owner contact police and set a meeting with the man who was caught red-handed when he showed up with the dog. Italy Favored Vacation Destination for Italians An Italian trade association released a survey on where Italians plan to go on holidays this year. Eight in 10 Italians plan to stay in the home country, especially in Tuscany and Sicily followed in third place in Lombardy for the Milan Expo world’s fair. Spain is the first destination in Europe for Italians traveling abroad, and the United States the destination outside.

National Nurse Week Ethical Practice, Quality Care By: Lt. Nathan Aranas U.S. Naval Hospital Naples

“Hey LT thanks for taking care of me and my kiddo!” Naples area nurses receive compliments like as this every day. Whether by a mother at the Navy Exchange or a front gate Master at Arms, our influence in the community resounds. Even if we may not always remember you right away the fact we made a difference in your life is what keeps us coming to work every day. Since Florence Nightingale in the Crimean War to today’s operational modern registered nurse in Overseas Contingency Operations, our global influence impacts millions of patients’ lives. A day to honor Nurses has been advocated for since 1953 to show appreciation for one of the most trusted professions. It was not until 1974 that the International Council of Nurses (ICN) declared an “International Nurse Day” to be celebrated annually on May 12th. This date is of particular significance as it also marks Florence Nightingale’s birthday. That same year, President Richard Nixon issued a proclamation declaring a “National Nurse Week” in the United States. In 1982 Congress declared May 6th the “National Recognition Day for Nurses.” This was affirmed and later signed by President Ronald Reagan. As a result, the American Nurses Association (ANA) established May 6th through 12th as permanent dates for observing National Nurses Week. The ANA’s theme for Nurses Week 2015 is “Ethical Practice, Quality Care.” Nursing ethics allows us to stay that extra hour after change of shift to finish notes, to feel free to speak up when shortcuts are being taken, and to know that care is a continuum and does not just end at discharge. Quality care comes from constantly training for the next complicated procedure, attaining our specialty certifications, and working in sync with providers, administrators and corpsmen for the best outcomes. All these endeavors support this year’s theme, and we do so with a smile on our face to always exceed your expectations as our patients. Whether during peacetime or war, Navy Nurses serve all over the world and have treated service members and their families of all branches, allied forces and civilians at disaster sites, shipboard, home or in combat environments. This year marks the 107th Birthday of the Navy Nurse Corps. Our “Sacred 20,” the first 20 US Navy Nurses, were given the green light to start placing IVs and giving medications by Congress on May 13, 1908. Since then, the Nurse Corps has evolved but continues to embrace its original mission: to care for the minds and bodies of Sailors and Marines on land and sea.

NAVY HISTORY: TENTH FLEET ESTABLISHED From U.S. Navy Fleet Cyber Command / Tenth Fleet

On May 20, 1943, the Navy established the Tenth Fleet in Washington D.C., under the command of Adm. Ernest J. King, to coordinate U.S. anti-submarine operations in the Atlantic. From the beginning of World War II, the Germans waged an incessant U-Boat war in the Atlantic against Allied merchant vessels. Upon its establishment, Tenth Fleet became a clearing house for everything involving Anti-submarine Warfare (ASW). All of the Allies worked together with Tenth Fleet for a unity of effort. Tenth Fleet had unrestricted access to the Admiralty’s U-Boat tracking room and its various ASW research and intelligence agencies. On March 1, 1943, the Allies met in Washington to discuss convoy operations in the Atlantic. At this conference, they agreed to divide up responsibility for the Atlantic between Canada, Britain, and the United States. In April of 1943, Fleet Admiral Ernest King began the consolidation of his staff that would result in the establishment of Tenth Fleet. Shortly after King sent a memo to the Joint Chiefs of Staff, which defined the operational characteristics of a central organization with access to all intelligence about German U-Boats and the authority to direct Navy ships to prosecute them. A month later the U.S. Tenth Fleet was formally established. Rapidly proving its worth, Tenth Fleet demonstrated immediate success. On May 22, 1943,

just days after its establishment, Tenth Fleet provided intelligence to a hunter-killer group led by USS Bogue (CVE 9), resulting in the sinking of U-569, the first of many for the Bogue, and the first associated with the intelligence provided by Tenth Fleet. While not the only organization in the war combating the U-Boat, the efforts of Tenth Fleet certainly helped bring about the end of the UBoat threat. Prior to the establishment of Tenth Fleet, the Allies averaged barely more than four U-Boats sunk per month. During the month Tenth Fleet was established, the Allies sank 41, and averaged more than 23 per month thereafter. Oberleutnant zur See Herbert A. Werner, a former U-Boat commander and one of the few to survive the war, described it succinctly when he said, “The Allied counter-offensive permanently reversed the tide of battle. Almost overnight, the hunters had become the hunted, and through the rest of the war our boats were slaughtered at a fearful rate.” Of all the victories the Allies won during World War II, the U-Boat war was arguably one of the most complete. Of 1,150 commissioned or in commission during the war, Germany had a total of 842 U-Boats that saw battle. Of these, the Allies sank 781 and captured two, accounting for nearly 93 percent of Germany’s operational U-Boat fleet. The remainder were either scuttled by the Germans or surrendered at the end of the war.

SPOTLIGHT: LCDR DAVID PAZ Though he may have been born to be in the water and in the Navy, Dr. David Paz didn't start out there. Born and educated in Wisconsin, Dr. Paz was a special operations diver in Japan after graduating from the U.S. Naval Academy in 1999. After completing his radiology training at University of California at San Diego, he continued on as a staff radiologist at Naval Medical Center San Diego. Staffs from both JFC Naples and the Romanian Armed Forces worked together to submit implementation plans for both projects recently. “I am honored to be here with the Minister of Defense to discuss the deployment of my headquarters next month to Cincu,” Ferguson said. “This deployment will test the full operational capability of my staff, by shifting command and control between my headquarters in Naples and the forward deployed elements in Cincu.” The JFC Naples commander met with Romanian Ministry of Defence officials to discuss plans and operations for the Readiness Action Plan in Eastern Europe. The goal of the meetings was to integrate robust NATO capabilities into Romania that will improve collective defence and expand NATO options in defending member nations. The exercise, TRIDENT JOUST 2015, will test the capability of the NRF command and control element to work at full operational capacity in a deployed location. Twenty one nations and more than 1,000 personnel will participate in TRIDENT FORCE PROTECTION from page 1 where a terrorist attack has occurred or is imminent. Today, Northcom raised the force protection level at all DoD facilities nationwide from Alpha to Bravo. Bravo applies when an increased or more predictable threat of terrorist activity exists. “I won’t go into the specifics of what that means because it is information that a potential adversary could use against us,” Warren said. But in general, he added, at DoD posts, camps and stations, the elevated FPCON level means more comprehensive checking of those entering the facilities, heightened awareness of personnel at the facilities, and in some circumstances, more security personnel on duty at the facilities. Increased Vigilance “As far as what the American public can expect to see,” Warren said, “broadly speaking there won’t be a change, but in specific areas there could be longer lines as personnel enter posts, camps and stations around the nation, [and this] could have traffic implications.”

JOUST 15, which will reinforce the NATO Readiness Action Plan from the Wales Summit and project assurance measures to all NATO allies. The NFIU and MND-SE will fulfill the requirements for a more agile and responsive NATO as set forth during the Wales Summit in 2014. The NFIU in Romania is one of six with Bulgaria, Estonia, Latvia, Lithuania, and Poland also primed to establish units that will assist NATO in supporting exercises and facilitating rapid reinforcements. “I appreciate the efforts of Romania as we work on other measures to transform the Alliance, such as the formation of the Multinational Division Southeast and the NATO Force Integration Unit” Ferguson said. “My visit comes at a very important time for NATO and I look forward to continuing our efforts to improve the capabilities of the Alliance.” The mission of JFC Naples is to prepare for, plan and conduct military operations in order to preserve the peace, security and territorial integrity of Alliance member states. JFC Naples is currently serving as the NATO Response Force command and control headquarters for 2015.

At Northcom in Colorado Springs, Colorado, spokesman Air Force Master Sgt. Chuck Marsh said that raising the baseline force protection condition “was a prudent measure to remind installation commanders at all levels within our area of responsibility to ensure increased vigilance in safeguarding our DoD personnel, installations and facilities.” The raised FPCON level is in addition to random drills or exercises performed at all DoD facilities, Marsh added, “and they’re all a means to insure that we effectively execute our force protection mission.” The New Normal The FPCON level was raised at this time because of a general environment of heightened threats, he said. “This is the new normal,” Marsh said, “so we’re going to be doing random security [protection] measures … to be able to best execute the safety and security of our people and our facilities.” According to Northcom, the commander last raised the FPCON level from Alpha to Bravo in 2011 in preparation for the 10th anniversary of the terrorist

attacks of September 11, 2001. At the Pentagon, Warren said, the FPCON level has been at Alpha but “with selected measures from Bravo in effect. Now it’s Bravo.” Threat Level ‘Has Increased’ This is an acknowledgement, Warren added, that “right now we believe the threat level nationwide has increased.” According to Northcom, the potential for another attack is always possible and implementing random force protection measures is one way to minimize the likelihood of an attack on an installation or service members. “Some of you can see for yourselves – you can look at Twitter or at other social media sites and see threats,” Warren said. “We have a little bit more capability than you do so we see a little bit more than you do. Some of [the threats] are international, some are domestic … but it’s an overall increase in the environment.” Warren added, “It’s as if the temperature of the water has gone up a degree or two.”

The Utilities and Energy Management Office held an Earth Day poster Competition with the sixth graders at Naples Elementary School. Each class was asked to design a poster in celebration of Earth day. Four classes participated in the competition. On Earth day, the posters were displayed during the earth day events. Service members, students, dependents, and civilian employees voted for their favorite poster. Mrs. Devezin’s sixth grade class won with a majority vote. Multiple voters expressed admiration in the poster because of the tree made of hands. “Saving the earth is a group effort, everyone must give a hand,” said the students. The winning class was rewarded a pizza party. During the party the class and UEM representative discussed various recycling and energy conserving techniques that we could utilize at school and at home. The goal is for these practices to become a second nature to everyone, not just adults. It is never too early to educate the youth in conservation practices.

The Naval Support Activity Naples and Joint Force Command, along with MWA, NSA Fire Department, Italian Fire Fighters Department of Naples, Association of Italian Fire Fighters, Welfare Recreation Association and the NSA Italian workers hosted the Welfare Recreation Association Safety Day April 18 at Carney Park. The WRA Safety day was held during the inauguration of the sport season and the flea market at Carney Park, and the following weekend at Joint Force Command at Lago Patria. The event was a success at both Carney Park and JFC. The NSA Fire Department brought their Fire Educational Trailer to the safety day. The inside of the trailer looks like a typical home. Once inside the trailer, a firefighter explained to both children and adults what hazards are typically present in a home, and

how to avoid them. The firefighters focused on fire prevention and the basic rules to follow during an emergency. The children asked a lot of questions, and even parents learned a few things, too. The big lesson which most people learned is that safety should never be taken for

granted, especially in familiar environments, such as home and work. Both American and Italian firefighters brought fire trucks on site. The participants had a chance to learn how these trucks worked and they also took a lot of photos of the fire trucks and the firefighters. Once the children completed their tour of the fire educational trailer, they took on the challenge of Pompieropoli. Pompieropoli was developed by the Association of Italian Fire Fighters to teach children about fire safety. Children stopped at various stations and learned more about fire safety as they overcame various obstacles. Waiting at the end of the course was a controlled “house fire.” The children, supervised by the Italian Fire fighters, were taught to use a real portable fire extinguisher to douse a real fire. All the participants had a great experience and learned a lot about fire safety, and they also received a “Firefighter” certificate.

Legacy of Sacrifices “Today, we can celebrate the legacy of their sacrifices. A legacy you could not imagine in 1945,” Rice said. That legacy is not limited to 70 years of peace in Europe, but also the way “the seed of democracy has flourished around the world,” she said. The American and Russian soldiers who met at the prisoner of war camp in Torgau, Germany, April 25, 1945, were also witnesses of some of mankind’s most unconscionable acts, Rice said. Hardened soldiers were sickened by what they saw in Dachau and Auschwitz, and “as one world we proclaimed, ‘never again,’” she said. Rice added, “That legacy continues to drive us to stand against atrocities and acts of mass inhumanity.” The war changed America at home, Rice said, noting African American soldiers came home and fought for justice and their rights. Women, too, looked at their contributions in the military and in factories and sought more, she said.

World War II Vets Will be Remembered Rice looked at the World War II veterans and said America owes them an unpayable debt. She thanked them in the president’s name and said the story of their generation will never be forgotten. “We will continue to tell it to children blessedly untouched by war, so they understand … the price of freedom,” she said. Korbel and Albright were both refugees from Hitler’s regime. Their father, Josef, was a Czechoslovakian diplomat forced to flee from Prague when Germany invaded in

Allied Invasion of Nazioccupied Europe Korbel noticed that in June 1944 all the Americans were gone suddenly, off to the fight in France. “In the months that followed, almost an entire continent lost to evil had to be retaken village by village, hill by hill,” she said. “It was an assault against dug-in positions, amid rain and mud and blood and darkness, winnable only through unbelievable courage and with unbearable losses.”

Hallmarks of the World War II Generation Courage, ingenuity, faith and industry “are the hallmarks of the World War II generation,” Korbel said. She said Americans can never forget that “we are recipients of a precious gift from those heroes whose conscience could not accept the theft of liberty or the reality of aggression and genocide.” Korbel added, “To be true to those heroes we must never forget why World War II was fought and how it was won. We must maintain solidarity with one another, never allowing our differences to interfere with the most profound values we share. And we must be willing to uphold that principle by defending democratic institutions and values throughout the world.”
