Defense Secretary Ashton Carter announced today during a Pentagon press briefing that he has recommended Adm. John M. Richardson as the next Chief of Naval Operations (CNO). A career submarine officer, Richardson is currently director, Naval Nuclear Propulsion Program. If confirmed, Richardson will replace Adm. Jonathan W. Greenert who has been CNO since September 2011. Greenert will retire this fall after 40 years of naval service. “John Richardson is one of our finest officers and I have great confidence that he is the right leader for our Navy,” Secretary of the Navy Ray Mabus said. Greenert also praised Richardson if confirmed, “Adm. John Richardson is an ideal strategic leader to keep our Navy moving forward,” he said. “He cares about our Sailors, has the background and experience in dealing with tough challenges combined with expert judgment that will guide our Navy well,” Greenert continued. “He has played a fundamental role in addressing many of our current and future challenges. I am confident he will ensure our Navy’s seapower, now and in the future.”

A World War II Remembrance of a Fallen Soldier Chaplain Dirk Caldwell had no idea the adventure he was about to embark upon when his duty phone rang one evening in September 2014. On the other end was Rose Marie Elsner, who was on a quest to find the place where her brother Staff Sergeant Charles “Carl” Ross, had died along with 10 other soldiers in a B-24 plane crash near the San Giovanni airfield on Aug. 15, 1944. “I wanted to make sure he was not forgotten and to keep his legacy alive,” Elsner said. With that phone call, the journey Elsner had started many years earlier to honor her brother, would soon be nearing the end. Elsner was born the youngest of six children. Two of her older brothers were serving in World War II; John Ross was in the Navy and Carl was an Army Air Corp Radio Operator and Tail Gunner. “Carl was kind,” Elsner said. “He could play the piano, he loved my Mother’s cabbage rolls, he was engaged to a lovely girl, and he was funny.” His death changed her family forever. The renewed focus on European operations, the increasing complexity of each and every rating specialty, and the challenging budget environment give us three more reasons to reach out and congratulate each and every advancing Sailor! Enjoy your new level of authority and pay, but remember that these privileges come with an obligation. Your responsibility for those that serve with you has increased significantly. You set the example for those that are following in your footsteps. Be a great mentor; the Navy has faith in you and asks that you continue to carry out your duties in alignment with the core values that guide our profession. I realize I talk quite a bit about recycling and trash, but they are important topics. Our waste management is consistently improving as we work through some complex issues that can sometimes reduce our capability to effectively collect, separate and remove trash around the installation. One thing that has a huge impact on our recycling numbers is separating organic material and food scraps into a separate bin or trash bag. Our recycling performance is calculated using the weight of recycled material over total weight of waste collected. By separating and recycling food scraps and other organic waste, we significantly increase the weight of recycled material, improve our recycling performance, and end up paying less for overall trash collection. I know for a fact that the community is putting a great amount of effort into recycling, so let’s make sure we are getting credit for it. Safety is a major concern as we enter the 101 critical days of summer and especially over this holiday weekend. Be smart and think ahead about what could happen during your off time and vacations. Also, we’ve recently seen a recent spike in alcohol related incidents. Have a plan and stick with it, but know your options if that plan falls through. Keep our “Tipsy Taxi” 335-640-6597 number in your phone and in your wallet as another way to get home. There are too many consequences that are usually thought of in hindsight after a DUI, accident, or something far worse. Keep what you earn! We have been working closely with Allied Joint Force Command Naples and are happy to share that U.S. ID Card holders are allowed access to the International Store, clubs, and fitness facilities on JFC Naples. The pool, fitness center, and sport fields are available for a small fee, and all clubs offered by JFC Naples’ Morale and Welfare Activities club are also available with membership fees. This recent policy shift will increase the level of interaction between our communities and bring a significant improvement to both our quality of life and the scope of available activities. Be safe, slow down, and enjoy some time off over the long weekend!

Italian Senate Approves Environmental Laws The Italian Senate approved, after years of delays, the environmental protection law that creates crimes regarding environmental pollution and disasters. The new law punishes whoever causes environmetal pollution with imprisonment from two to six years and with a fine from 10,000 to 100,000 euros. The imprisonment can be up to 15 years if the crime causes environmental disaster. The new law punishes also the crime of trafficking and abandoning radioactive materials with up to six years of imprisonment and up to three years whoever denies or impedes access for environmental controls. New ‘Tourist’ Train Service Connects Naples and Sorrento Campania Express is a special train connecting the Porta Nolana station in Naples directly to Sorrento in only 50 minutes, stopping only at Piazza Garibaldi, Herculaneum and Pompeii. This service starts Saturday, May 23 and ends Oct. 15 and it aims to improve tourism from Naples to the archaelogical sites and Sorrento coast. Campania regions sponsored the project with 400,000 euro. New Metro Station to Open in Naples The opening ceremony of the new metro station Municipio in Naples will be held May 23. The first trains will begin to run from the station on June 2, every 10 minutes. In the meantime, there will be pre-operating route training. Citizens can visit the new station from 1:30 to 6 p.m. on Saturday, May 23. UNESCO Announces Matera 2019 European Capital of Culture The UNESCO city of Matera was officially declared the 2019 European Capital of Culture. The announcement was made by the European Union culture ministers. Matera is the fourth city to win the title in Italy,

following Florence in 1986, Bologna in 2000, and Genoa in 2004. Matera will share the European Capital role with the city of Plovdiv in Bulgaria. Italian Billionaire Celebrates 80th Birthday by Giving Employees $10 Million in Treasury Shares An Italian billionaire celebrated his 80th birthday by giving his eyewear giant firm’s employees treasury shares worth around nine million euros, equivalent to $10 million. Leonardo del Vecchio, the second richest man in Italy, thanked his Group employees in Italy and said that he wanted to show how important the employees are for him. Luxottica is the owner of the RayBan and Oakley brands that in 2014 and beginning 2015 reported a record profit especially in North America. Fifty Modigliani Works on New Digital Display at Agora’ Morelli In Naples at the Agora’ Morelli, near Piazza dei Martini, there is an unusual way to present an exhibition. The “Les Femmes” exhibit presents 50 works of the great Italian artist Amedeo Modigliani. This is an exclusive event that for the first time links art, history and technology. This is first section of a work of highest value and quality that has never been organized before in which the entire artistic production of Modigliani is fully realized with the help of modern technologies. Fifty works of the artist are digitally reproduced in high definition on a special support mounted on backlit LED panels. The exhibition is open through August 9. Wine Festival Opens in Naples on Sunday The 11th edition of the wine festival opens in Naples on May 24 at the 14th-century Castel dell’Ovo. NAVY HISTORY: USS SQUALUS SAILORS RESCUED

On May 24, 1939, 33 Sailors from the submarine USS Squalus (SS 192) were rescued after their boat sank off the coast of New Hampshire the day before. Squalus, named for a family of sharks, was a Sargo-class pre-war diesel-electric submarine, built at the Portsmouth, N.H. Navy Yard and commissioned on March 1, 1939. The 310-foot boat displaced 2,350 tons when submerged and was armed with eight 21-inch torpedo tubes, a 3-inch deck gun, and two .50caliber machine guns. Squalus was designed to travel at a speed of eight knots when submerged. Lt. Oliver F. Naquin, the boat’s captain, took Squalus to sea for trials, including dives, off the Isle of Shoals starting on May 12, 1939. After

18 eventless dives, Squalus made a test dive on the morning of May 23 with 56 sailors and three civilians inside her steel hull. Moments after the submarine went underwater, its main engine air induction valve failed and water poured into the boat’s aft engine room. The submarine sank stern first to the bottom, coming to rest keel down in 60 fathoms, or 240 feet. A traumatic flooding of the aft section of the Squalus quickly claimed the lives of 24 Sailors and two civilians. That left thirty-two crewmembers and one civilian struggling for life in the forward compartments. To signal their distress, they sent up a marker buoy equipped with a telephone cable, and released red smoke bombs to the surface. After sighting the

marker buoy, the Sculpin’s commander managed to speak with Naquin and confirm that there were survivors, even discussing rescue options before the communications cable parted. Now cut off from the world above, Squalus’ survivors spent a cold night trapped inside their submarine, beginning to suffer ill effects from chlorine gas leaking from the battery compartment. The following morning, the rescue ship USS Falcon (ASR 2) arrived and began lowering the new Momsen-McCann rescue chamber – a modified diving bell invented by Cmdr. Charles B. Momsen and improved by Lt. Cmdr. Allan Rockwell McCann. The device, manned by courageous

deep-sea divers, made it possible to reach the crew. In three trips, the rescue chamber brought 26 men to the surface. After serious difficulty with tangled cables, the fourth trip finally rescued the last seven survivors in the dark hours before midnight on May 24, 39 hours after the sinking. Divers made a fifth, especially dangerous descent to confirm that there were no survivors in the aft torpedo room compartment. A Herculean effort brought Squalus to the surface weeks later. The Navy raised the submarine and towed it to Portsmouth on Sept. 13, 1939. Following an investigation of the engine room compartments, the

boat was formally decommissioned on Nov. 15, 1939. Four of the Navy divers received the Medal of Honor for their heroic actions to rescue the trapped men: William Badders, Orson L. Crandall, James H. McDonald, and John Mihalowski – for their part in the rescue of Squalus’s crew. The submarine was renamed Sailfish and recommissioned in 1940. With her new name, she was in port at Cavite Navy Yard in the Philippines when Japan attacked Pearl Harbor on Dec. 7, 1941. Fighting from the very first day of the war, Sailfish completed a dozen war patrols and sank more than 45,000 tons of enemy shipping.

SPOTLIGHT: ABHAN AARON PARRISH USO Naples volunteer and NSA Naples Blue Jacket Sailor of the Year, ABHAN Aaron Parrish has served in the Navy for the past two years, and has been a valuable member of the USO Naples Volunteer Committee. Hailing from Oregon, he began volunteering with USO Naples as soon as he landed here in June 2014. Parrish has generously given more than 100 hours of his valuable spare time in support of several events including Taste of Home Nights for Single Sailors, USO BINGOs, Naples Got Talent and many other programs. Parrish has also taken a leadership role in the monthly USO Open Mic Night program. This, among his support of many events illustrate why he volunteers with the USO. “Sailors come out, have a good time, and enjoy yourself after a long week at work,” Parrish said. “It’s fun! I like helping people and there is a great sense of community among the volunteers.” The entire USO Naples team is proud to work with Parrish and is extremely thankful for his commitment in the USO volunteer program. A senior at Naples High School has been admitted to the United States Military Academy at West Point. Nathan Cairns, 17, the son of retired Army Lt. Col. Robert Cairns and Celeste Cairns, has lived in Pozzuoli since 2004 and attended Naples Middle High School for the last five years. “Growing up in the U.S. and NATO community here has given me the chance to get to know people from a lot of different cultures and to see so many things that I would not have had living in the United States,” Cairns said. While at Naples High School, Cairns earned nine varsity letters, was captain of the football and wrestling teams, and is currently captain and goalkeeper of the Wildcats’ men’s soccer team, who are ranked number one in the Department of Defense Dependents Schools Europe Division 1. When Cairns graduates from West Point in 2019, and receives a commission as a second lieutenant in the U.S. Army, he will be following a Cairns tradition of military service extending to the American Revolution and beyond. His father graduated from West Point in 1987, his paternal grandfather graduated from the Air Force Academy in 1961 and his great-grandfather graduated from West Point in 1932. Several of his uncles and cousins also graduated from West Point and the Air Force Academy and many others served after being commissioned

through other routes. West Point is a four-year, co-educational, federal, liberal-arts college located 50 miles north of New York City overlooking the beautiful Hudson River. It was founded in 1802 as America’s first college of engineering and continues today as one of our nation’s premier leader-development institutions, consistently ranked among top colleges in the country. West Point offers 37 majors balancing physical sciences and engineering with humanities and social sciences leading to a bachelor’s degree in science. Cairns plans on studying business along with a heavy core curriculum of engineering and military history. Cairns knew he wanted to attend college where he could receive a commission upon graduation. He approached that decision deliberately and thoroughly. He attended West Point’s Summer Leader Experience (SLE) last year. This program allowed Cairns and other potential cadets to spend a week at West Point mostly being trained by upper class Cadets. He also visited Virginia Military Institute and Reserve Officer Training Corps programs at Texas A&M and Auburn University. SECNAV signals sweeping changes to promotion, GMT & PFA By Meghann Myers Navy Times Staff Writer

Huge changes are coming to the way Sailors and officers pursue their careers, meet fitness standards and conduct their daily lives. Navy Secretary Ray Mabus announced a host of radical changes during a speech to midshipmen here Wednesday, including the way Sailors are advanced and promoted, ending general military training, expanding career flexibility, easing body fat standards, and offering sure-to-be-popular moves like 24-hour gyms and expanded child-care hours. First up: The end of general military training via Navy Knowledge Online, starting June 1. “Command triads will determine if and when training is needed,” Mabus said. “And to make relevant training more accessible and efficient, I’ve asked the chief of naval personnel and the Office of Naval Research to develop mobile applications for fleet release in fiscal year 2016.” That doesn’t include legally mandated training, like sexual assault prevention, that commands do in-person, but it does get rid of the check-the-block online modules Sailors detest. “You may hear sea-stories of mundane, arduous, and seemingly pointless GMT, but you won’t experience it,” Mabus told the thousands of midshipmen. And after years of complaints from Sailors, the Navy will “completely revamp” the body composition assessment, starting with the tape test. “Our pass fail/system that only — and sometimes inaccurately — assesses one aspect of physical fitness is going to end,” he said. The service is looking at the Air Force model, which tapes only the waist instead of the waist and neck. And on top of that, Mabus said, a BCA failure will no longer mean an overall physical fitness assessment failure, because Sailors will still be able to take their physical readiness tests. “In the Navy alone, last year, we separated 1,500 people — 1,500 Sailors for failing the PFA,” he said. “That wastes everybody’s time and resources. That’s more than we separated for drug use, for example.” New PT standards To enforce a year-round culture of fitness, commanding officers will also be able to do random spot checks in between PFA tests. These won’t be punitive, but if Sailors fail BCA or PRT between tests, their commands can work with them to get them back in shape. And for those who surpass standards, there will be a fitness patch to be worn on the outside of the new Navy PT suit, which comes out next year. Those who max out their PRT three cycles in a row, Mabus added, will be eligible for a new Outstanding Fitness Award. Leadership has not yet decided whether it will be a ribbon or medal, but it will be worn on dress uniforms, a senior Navy official confirmed to Navy Times on Tuesday. The discussion of physical standards continued after the speech, when midshipmen approached microphones to ask Mabus questions. One mid asked whether the Navy Department’s

planned opening of remaining billets still closed to women — including Marine and Navy special warfare, and Marine infantry — would mean that physical standards will be lowered to accommodate them. “My notion is, you set up gender-neutral standards. If you pass, you pass,” Mabus replied. “Eighty percent of men can’t pass [SEAL training]. Keep the standards. Do not lower standards in any regard.” Expanding opportunities Of the long list of initiatives Mabus is pushing, many deal with career and professional management. The plan is to do away with year-groups for officers, the hard and fast system by which officers are pushed from tour to tour and ranked against each other. The new system will focus more on milestones, which would allow officers not ready for promotion to spend a few more years at their ranks, and fast track promotions for those who are ready. Similarly, Mabus signaled a huge change for enlisted advancements. The Command Advancement Program, where commanding officers can spot promote their best Sailors, will be retooled into the Meritorious Advancement Program and greatly expanded, including to Sailors on shore duty, a longstanding request for many Sailors. On the flip side, Mabus said, COs will also have more leeway to separate Sailors whom they feel aren’t making the cut. “You’ll have more control over who you advance or who you separate without being subjected to a really cumbersome separation process,” he said. And for those looking to round out their resumes, the Navy is expanding the Career Intermission Program tenfold — from 40 to 400 billets — in which Sailors will be able to take up to three years off. It is also opening up graduate education and industry internship options for officers. There are plans to add 30 more spots for in-residence graduate education this year. And starting this fall, Mabus said, the Navy will send its best qualified officers for internships at Fortune 500 companies. “When these officers return to the fleet, they’ll bring industry’s best practices with them,” he said. With the economy improving, the Navy is looking at ways to retain its best talent, particularly where women are concerned, because they leave the service at twice the rate of men. Many women say they don’t feel the Navy is conducive to raising a family, a senior Navy official told Navy Times on Tuesday, and so they get out. To ease the burden, the Navy also plans to double maternity leave from six weeks to 12 weeks for new mothers and expand on-base child-care hours for parents. Additionally, an updated co-location policy will allow dual military couples to be assigned to the same area while taking into account key billets that will equally benefit their careers. Roll-out for these initiatives will take place as early as this year, spreading into 2017 for yeargroup changes and 2017 for new fitness policies. Richardson, 55, hails from Petersburg, Va. He graduated with a degree in physics from the U.S. Naval Academy at Annapolis, Md. in 1982. Richardson also holds master’s degrees from the Massachusetts Institute of Technology, the Woods Hole Oceanographic Institution, and the National War College. As one of the Navy’s top leaders, Richardson has a broad-based record as an operational commander. Richardson commanded the nuclear attack submarine USS Honolulu (SSN 718), served as a naval aide to the president of the United States, as well as numerous other assignments through his career. Richardson re-

Origins of Memorial Day From NSA Public Affairs

Each Memorial Day, on the last Monday of May, the nation honors those Americans who died while defending our nation and its values. More than two dozen cities and towns claim to be the birthplace of Memorial Day. In May 1966 President Lyndon Johnson settled that argument by declaring Waterloo, N.Y., as the official birthplace of Memorial Day. Regardless of the exact date or location of its origins, one thing is clear – Memorial Day was born out of the Civil War and a desire to honor the fallen Soldiers from both sides of the war. It was officially proclaimed a holiday on May 5, 1868, by Gen. John Logan, national commander of the Grand Army of the Republic, in his General Order No. 11. “The 30th of May, 1868, is designated for the purpose of strewing with flowers, or otherwise decorating the graves of comrades who died in defense of their country during the late rebellion, and whose bodies now lie in almost every city, village and hamlet churchyard in the land,” he wrote. That date, which was originally referred to as Decoration Day, was chosen because it wasn’t the anniversary of any particular battle, and because it

was thought that flowers would be in bloom all over the country. The first state to officially recognize the holiday was New York in 1873. By 1890 it was recognized by all of the northern states. The South refused to acknowledge that day, honoring their dead on separate days until after World War I, when the holiday changed from honoring just those who died fighting in the Civil War to honor all Americans who died fighting in any war. When Congress passed the Monday Holiday Law in 1968, the observance of Memorial Day was changed from May 30 to the last Monday in May. To ensure the sacrifices of America’s fallen heroes are never forgotten, President Bill Clinton signed “The National Moment of Remembrance Act” in December 2000, which designates at 3 p.m. local time on Memorial Day as the National Moment of Remembrance, in honor of the men and women of the United States who died in the pursuit of freedom and peace. The National Moment of Remembrance encourages all Americans to pause wherever they are at 3 p.m. local time on Memorial Day for a minute of silence to remember and honor those who have died in service to the nation.
