Memorial Day Tribute to the Fallen, Families From DoD News and NSA Public Affairs

While only the families of the fallen know what it’s like to lose a loved one, the nation is grateful for service members’ sacrifices, Defense Secretary Ash Carter said at Arlington National Cemetery on Memorial Day. The secretary joined President Barack Obama and Joint Chiefs of Staff Chairman Army Gen. Martin E. Dempsey to pay tribute to America’s heroes who made the ultimate sacrifice on this 147th Memorial Day observance. “We, your fellow Americans, lack the words to describe what you feel today, because try as we may and try as we do, we can never fully know,” the secretary said to families of the fallen. “But we do know what your sacrifice means to us, to this nation, and to a

world that still depends so much on American men and women in uniform for its security,” he said. Obligation and Opportunity The gathering at the national cemetery today reminded him of President John F. Kennedy, who said, “These quiet grounds, this cemetery and others like it all around the world, remind us with pride of our obligation and our opportunity.” On Memorial Day, “our obligation and our opportunity are one and the same,” Carter said. “Our obligation is to give voice to the fallen, honor them, and share their stories of sacrifice and heroism,” he explained. “Our opportunity is to use this day to inspire new generations to understand the freedom they have been given, to grasp how and why it is

theirs, and to dedicate themselves to pass it on to generations unborn.” American Flag’s Tradition The secretary asked the audience to reflect on how the American flag is flown on Memorial Day. “First it is hoisted briskly to the top, with the same clarity of purpose we see in all those who step forward to join our all-volunteer force,” he said. “Then it is solemnly, soberly lowered to half-staff, a tribute to those who gave the ultimate sacrifice.” But it doesn’t stay there, Carter said, noting that at noon, the flag is raised back toward the sky to signal the nation’s will to recover after tragedy – “the great strength and resilience that characterizes not only our nation, but TRIBUTE Page 7

President Barack Obama and NATO Secretary General Jens Stoltenberg discussed critical issues being addressed by the alliance during a press briefing on May 26, after a bilateral meeting at the White House. In what Obama called a “challenging and important time for NATO,” the two discussed Ukraine, NATO’s role in addressing global challenges, the way forward in Afghanistan and more this afternoon at the White House. “We had a chance to discuss the situation in Ukraine and the increasingly aggressive posture that Russia has taken, and we affirmed that NATO is the cornerstone not just of transatlantic security but in many ways is the cornerstone for global security,” Obama said in remarks after the meeting. In Wales, he said, NATO officials affirmed the intentions of the alliance to uphold its Article 5 obligations and put in place a host of measures to reassure frontline states and the Readiness Action plan, which is now being implemented.

This week marks the end of Mental Health Awareness month. If you, a loved one, or a friend develops a serious illness such as diabetes, cancer, or heart disease, you would work to quickly find an answer or a treatment to stop the progression of the disease. Mental illness should be no different. In the military and the larger DOD community, we are far from immune to mental illness. Many stressors exist in our community which, combined with a cultural aversion to ask for help, can be a dangerous mixture if not addressed. If you notice something is “not right” or see a friend, loved one, or coworker is having difficulty keeping up with responsibilities, social obligations, or duties; talk to them and have the discussion. Maybe they are having an off day/week/month, but if you notice a pattern of behavior, encourage them to seek help or speak with a professional. On NSA Naples we have the Behavioral Health clinic with a wide range of resources available at DSN 629-6306. Please call if you sense something is wrong. On June 23, we will be conducting a Non-combatant Evacuation Operation (NEO) exercise for all members of the community to include participation by pets, retirees, family members, and non-U.S. JFC assigned personnel. A NEO is generally conducted in response to an emergency situation such as an earthquake, flood, or other local instability. These events are highly unlikely, but it is a good idea to understand the process and be better prepared in case of an evacuation. We are looking for as many volunteers as possible to simulate an actual evacuation. Please keep an eye on the PAO Notes and our installation Facebook page for further information and opportunities to help out. We have a lot going on right now! The pool on Support site has opened for Saturdays, Sundays, and U.S. holidays through June 11 and will be opened Friday through Tuesday from noon to 7 p.m. starting on June 12. We will be operating THREE pools this summer and we are very excited to provide this service to the community. The entry fee this year is $0 for all those normally eligible for access, and we encourage all residents to take full advantage of the pools at Carney Park, Support Site and inside the FitZone at Capodichino. There is a new proposal for legislation in the Italian parliament that is gathering a large media following for its changes to punishment in regard to driving under the influence of alcohol. Although it hasn’t been finalized yet, this proposal provides an opportunity to talk about the seriousness and the consequences of drunk driving. It’s not just important to the United States, the DOD, or the Navy, this issue has a tremendous impact on safety and well-being for the citizens of every nation around the world. Driving after drinking is illegal and unnecessarily risky. With just a little bit of planning, and sometimes some help from a friend, you can avoid the risks and consequences of driving while intoxicated and still have a lot of fun. We’ve had a spike in recent alcohol related incidents at NSA Naples over the last few weeks. If you are going to drink make sure that you have a plan to make it home without getting behind the wheel or the handlebars. Remember, it is not only your life that will be affected, but the lives of the people around you in the community. I’m looking forward to a great weekend. Please get out and explore, enjoy the great weather, and look out for one another!

Regional Elections Held May 31 Regional elections will be held in Italy on May 31 in seven regions out of 20 including Campania, Veneto, Puglia, Tuscany, Liguria, Marche and Umbria to elect their regional President and regional Council. Parliament Updates Divorce Laws Italian parliament approved a new divorce law in April. Divorce can take place six months after a consensual separation or one year after separation is ordered by a court, whether or not there are any children. In Italy, divorce law had a long process. In 1902, divorce was allowed only in case of adultery, injury or a serious crime conviction was rejected, according to a government decree. In the second half of the 1960s the battle for divorce started for the institution of divorce. In 1974 a referendum asked Italian voters whether or not they wanted the divorce law established. The referendum resulted in a victory of the pro-divorce with 60 percent of the 87.7 percent turnout voting for divorce to be legal. Divorce after five years’ separation remained on the books until 1987, when the separation time was cut back to three years. Italy’s 2015 divorce law is applicable to some 200,000 ongoing cases. New Pompeii Exhibit Features Restored Casts The exhibition “Pompeii and Europe: 17481943” includes 86 casts of victims of the catastrophic eruption of Mount Vesuvius that buried Pompeii in 79 A.D. are shown in a joint exhibition through November at the Pompeii archeological site and the National Archaeological museum of Naples. The bodies were brought to light in 1863 by the archaeologist Giuseppe Fiorelli, who devised a technique for detecting the casts of the victims of the eruption and extracting them intact from the excavations. The bodies were caught in the moment of death when a 575-degree Fahrenheit (300-degree Celsius) cloud burned surfaces of the bodies leaving their inside soft, and burying them under ash and stones.

The restorations of the bodies are part of the Great Pompeii Project in which many experts including archaeologists, restorers, radiologists and anthropologist will study the genetic and anthropological profiles of the victims and to better understand their way of life. Behind the Curtain Tour at San Carlo Theater May 31 An exceptionally and extraordinary tour with aperitif of the San Carlo theater in Naples will take place May 31 at 9 p.m. The event will allow citizens and tourists to tour the historical and monumental rooms, the foyer, and the stage of the theater founded in 1737 by King Charles of Bourbon. Deadline Today for Two Free Guided Tours of Naples Metro Stations Two free guided tours of the Naples metro stations will take place May 30 at 10:30 a.m. and 11:30 a.m. The Azienda Napoletana Mobilità organized, together with Legambiente volunteers, tours of the Toledo and Montecalvario stations, as part of the “Days of Beauty” scheduled from May 27 to June 2 in Italy. Gemona Breaks Record for Largest Tiramisu The town of Gemona, in the Friuli region set a record of making the largest Italian tiramisu dessert in history. The tiramisu’ is a dessert make of finger shaped sponge biscuit, dipped in coffee, layered with whipped mixture of eggs, sugar and mascarpone cheese, covered with cocoa. The tiramisu has 250 trays and it was prepared by about 200 people, including 30 pastry chefs. The dessert was made as part of a competition among local shopkeepers in the town and it was sponsored by several local businesses, including local cake shops in the region. The tiramisu was invented during the 1960s in Treviso, in Veneto region.

The building is home to the men and women’s cross country and track teams, sprint football team, and the women’s lacrosse team, as well as 16 club sports. “This world is changing

Mike Mullen, said during the ground-breaking ceremony. “But when you think about change with respect to diversity in our Navy and in our nation and you hearken back to the time when Wesley came to the Naval Academy, what a heroic step, what a courageous move and what a long lasting and historic contribution he made.” The $50 million construction project was completed on May 10, 2008. Brown also was featured in the 2007 book “Breaking the Color Barrier: The U.S. Naval Academy’s First Black Midshipmen and the Struggle for Racial Equality,” by Navy historian Robert J. Schneller Jr. Brown died on May 22, 2012, at the age of 85 from cancer, in Silver Spring, Md.

SPOTLIGHT: LT NATHAN ARANAS Lt. Nathan Aranas is a highly motivated Emergency Room Registered Nurse with a subspecialty in trauma. He is from Charleston, S.C., and was commissioned via Reserve Officers Training Corps at the University of South Carolina in 2009 with a bachelor’s degree in nursing. His naval career started at Bethesda National Naval Medical Center, where he had the privilege of deploying with the 3rd Army in Kuwait in 2010. He returned to the new Walter Reed National Military Medical Center and then continued his Navy career serving at U.S. Naval Hospital Guantanamo Bay, Cuba, prior to reporting to Naples. Beyond his day to day nursing job, Aranas has been very involved during his tour and is currently the serving as the Naples Area Nurses’ Association president, the command’s Crash Cart officer, and customer service representative for the Emergency Room. In his off time, he enjoys traveling to unique destinations and experiencing Naples to its max, including every delicious pizzeria, and he especially loves living downtown in Vomero with his fiancé, Haley, and their two dogs.

Naples Community Health Awareness From Naval Support Activity Naples Public Affairs

The Naples Public Health Evaluation (PHE) was an extensive effort to learn more about the potential environmental health risks present in the Campania region of Italy. The Navy established health protective policies based on the study’s findings to protect the health of U.S. personnel and their families, which includes bottled water advisories and health protective lease clauses. The PHE found the potential health risks for living off-base can be mitigated by following established riskmanagement actions. The enduring health protection policies are as follows: • Maintain the July 2008 bottled water advisory for U.S. personnel living off base. • Maintain the New Lease Suspension Zone (NLSZ) areas, based on U.S. Navy and Italian environmental sampling data. In these zones, U.S. Navy personnel are not permitted to sign new rental home leases. • Maintain the U.S. Naval Support Activity Naples PHE website and the U.S. Navy Regional Water Quality Board. • Maintain the health-protective U.S. Navy lease clauses for private off-base rental homes: – Landlords must provide containerized water service from a Navy-approved vendor.

– Leased homes must be supplied by city water or permitted wells. Landlords must disconnect all non-permitted wells and provide proof of connection to the city water system or that the well is permitted. – Landlords must clean and disinfect domestic water holding tanks every six months. • The U.S. Navy will continue to share data with designated Italian public health officials. Throughout the Public Health Evaluation, the U.S. Navy established health protective policies and took immediate action, when necessary, to protect the health of U.S. personnel and their families. The risk management analysis determined that many of the health protective policies established during Phase I and Phase II will continue, as well as new policies implemented to ensure continued health protection. The Phase I and II reports, along with fact sheets addressing commonly asked questions and a detailed timeline of study components, are available through a link on the Naval Support Activity Naples website: www.cnic.navy.mil/Naples. ENERGY CONSERVATION Electric Cars in the Military From the NSA Naples Energy Management Team

One of the reasons that the energy initiatives were created was to encourage the United States to improve on its energy security. This means putting the United States in a position that enables us to be less reliant on energy sources from other countries. Military installations, worldwide, are adopting new technologies to reach energy initiative goals. It is now very common to see electric cars in use on military installations. DoD has invested money to purchase these green machines to reduce the use of fossil fuels and greenhouse emissions Some brands of electric cars have a duel-power source option. The cars can be powered by fuel or by recharging the battery. A car plugged into an outlet providing 110 volt output may take 10 hours to fully recharge and a 220 volt outlet will restore a full charge in about 4 hours. These cars are not designed for the open road but are certainly an effective means to travel around base. Some models of electric cars can operate at 100 miles per gallon and operate for 38 miles on battery power before the fuel system is needed. The use of electric cars is just one of the many ways the military is incorporating the latest technological designs into their everyday operations.

Retiring or Separating: Ensure Medical Records are Turned In for Future Care From Navy Personnel Command Public Affairs

Sailors are being reminded to personally ensure their medical and dental records are available to the Department of Veterans Affairs (VA) by returning them to their medical treatment facility at retirement or separation, Navy leaders said May 26. “A benefit of service is a lifetime of support from the VA,” Ann Stewart, director, Pay and Personnel Management, said. “To make sure Sailors can get the best level of support possible, they need to make sure their medical records have been turned in to the appropriate medical facility when they separate or retire from the Navy. A copy of medical and dental records will be provided to separating or retiring Sailors.” Before a Sailor separates or retires, commanding officers (CO) and officers in charge (OIC) are

responsible for ensuring that the medical department or medical treatment facility knows the Sailor is separating or retiring, and that their Service Treatment Records (STR), medical and dental records, are at the appropriate medical and dental facilities. This guarantees that the records will be available to

the VA. Medical departments or medical treatment facilities annotate on command/organization check-out sheets the disposition of the STR (per NAVADMIN 187/14). “There may come a time when you need to file a claim with the VA in the future, and they will check to verify your period of service in the

Navy,” Stewart said. “Making sure your record is left at the appropriate medical or dental facility when you leave the Navy means that the VA will have immediate access to your records and can expedite care.” It is essential that all Navy leaders and Sailors understand their responsibility when it comes to storing and handling their medical and dental records, and their disposition after separation or retirement. this cemetery, some buried here, others buried at sea or missing in action,” Foggo said. “Most died during the liberation of Sicily, in the landings in the Salerno area, the heavy fighting northward as well as the landings at Anzio Beach and the expansion of the beachhead. They are buried here, on foreign soil, at the request of their loved ones.” One witness, Foggo said, described how there were so many ships and landing craft on the day of the amphibious assault that she could not see the water of the bay. “That is a testament to the military might and determination of the Allies,” Foggo said. “Looking out over this field of headstones, though, I am reminded that each of those mighty ships represents thousands of Soldiers and Sailors, thousands of individuals and individual decisions, a testament that there are principles for which a people who love freedom are willing to die.”

In addition to its traditional roles, NATO is recognizing a range of global challenges, the president said. “We are working closely with NATO allies to make sure that we are partnering with other countries to address issues of counterterrorism,” he added, including providing assistance in the fight against the Islamic State of Iraq and the Levant, and addressing the challenges that exist in Libya. Defense Capacity Building Obama said such missions require increased defense capacity building with countries like Iraq or Gulf Cooperation Council countries, and the African Union. “It also means that we have to think about whether we are deploying and arranging our assets effectively to meet that goal,” Obama added. Obama and Stoltenberg also discussed how NATO is positioned and how best to ensure that the alliance finishes the job with respect to Afghanistan. RULES: • New ads must be submitted on a completed Mercato form, along with a copy of both the member’s ID card (front and back) and ONLY the first two pages of PCS orders or equivalent. • Ads are limited to one per category and 25 words maximum. Ads for free pets are limited to one per person or organization (copy of ID required) and run on a space-available basis.
