SIGONELLA, Sicily – We’ve all experienced a permanent change of station move. The way that you plan and execute your move matters. Success, for the most part depends on a member’s active participation at origin, and destination before pick-up, during the move and destination delivery. Communication with the transportation service provider (TSP), local agents and Personal Property Shipping Office (PPSO) counselors is essential. May 15 through July 31 presents unique challenges for the moving industry, service members and their families, especially moves made during the peak of the peak (June 16 through July 4). During the busiest moving season, government moving service providers are stretched to capacity and often times are required to perform services with limited packing crews, trucks in short supply, and full storage facilities. However, each person can manage unforeseen changes in their moving plans by being informed, planning ahead, and remaining flexible. Before You Move: Moving is stressful enough, but knowing what to expect during the move can calm anxieties. Before you make your move application plans or

contact the local PPSO, go to www.move.mil, for updated information, customer information videos and articles, regarding shipping entitlements, claims, privately owned vehicles and much more. Counseling is the most critical part of a successful move. Customers must ensure they have all the information needed for a successful move. Having valid and updated contact information (telephone numbers, email, etc.) in Defense Personal Property System (DPS) is the key to a service member’s successful move.

Customers should book early, remain flexible in arranging their pack out or pick up dates, and try to schedule before or after the peak of the peak season, whenever possible. Initial pack out or pick up dates are your “desired” pack or pick up and is not confirmed until official orders are turned into the PPSO, and the moving company contacts the service member to conduct the pre-move survey, finalize the pack and pick up dates and establish the required delivery date (RDD). WASHINGTON – President Barack Obama nominated Marine Corps Gen. Joseph F. Dunford Jr. to serve as the 19th chairman of the Joint Chiefs of Staff, and Air Force Gen. Paul J. Selva to serve as the 10th vice chairman May 5, 2015. During an announcement in the White House Rose Garden, the president said that among military leaders, the chairman of the Joint Chiefs of Staff is the principal military adviser to him and his national security team. Members of that team, including Defense Secretary Ash Carter, were in the audience. “In recent years, I have been deeply grateful for the service of our chairman, Gen. Marty Dempsey, and our vice chairman, Adm. Sandy Winnefeld. Marty and Sandy will complete their terms later this year,” Obama said. Navigating Urgent Challenges To Dempsey and Winnefeld, the president said he’s relied on their advice, counsel and judgment as the nation has navigated the urgent challenges of recent years.

CAPTAIN’S CORNER By Capt. Doug Carpenter NSA Naples Commanding Officer

This week, the first full week in May, marks the beginning of Asian American/Pacific American heritage month. The month celebrates the diverse ethnic and cultural backgrounds that contribute to our armed services, society, culture, and nation as a whole. The month of May was chosen specifically to commemorate the immigration of the first Japanese to the United States on May 7, 1843, and to mark the anniversary of the completion of the transcontinental railroad on May 10, 1869. The majority of the workers who laid these tracks were Chinese immigrants. I would like to take a little space this week to talk about the Interactive Customer Evaluation (ICE) comment system that is available to all of our community members. ICE allows the community to rate service providers, and it gives our leaders crucial information regarding the quality of services provided. It is easy to submit an ICE comment; just visit https://ice.disa.mil/ and follow the steps to find the specific service on which you wish to comment. Please leave your contact information, it really helps us follow-up and provide better resolution to your comment. I read all of the ICE comments directed to NSA Naples, it’s the electronic version of the old wooden “suggestion” box, and it is a great communication tool. ICE comments can be positive or negative, but they are all helpful. It’s even generated its own vocabulary, I hear a lot about people “ICING” different services, and even my son will ask if I got “ICED” today! Currently, a hot topic on ICE is the status of air conditioning for Support Site housing. The maintenance team will start turning on the air conditioning in housing today. Don’t be bashful, use ICE and help contribute to a better service level for our community. Although the celebration of our Independence Day is over a month away, it’s not too early to start thinking about Festa Americana. MWR is putting on a two-day event this year featuring the Alfred and Seymour family comedy group, country music singer Jeff Allen and our headliner, country music star Jana Cramer. The events will start July 3rd from 4 to 10 p.m. and continue on July 4th from 3 to 11 p.m, with the capstone event being a tremendous fireworks show. July 3rd participation will be limited just to the community normally eligible for Carney Park access, and the 4th will be an open event designed to share our U.S. culture with our Italian friends, neighbors, and hosts. I hope to have a huge turnout from our community to celebrate the birth of our country in style. It’s not too late; MWR is still taking reservations for food and craft vendors and volunteers for the event. Contact the Carney Park staff at 081-526-1579 or email carneypark@gmail.com. Have a fun and relaxing weekend, and please remember to slow down and drive safe!

Former Mob Boss Property to Host Art Exhibit From June to October In a confiscated property to a mob boss in Casal di Principe, a town famous for being located in the so called Land of Fires, there will be an exhibition that will show eight paintings coming directly from the Uffizi in Florence. “The light wins the shadow” exhibition is scheduled to be held from June 21 to October 21, 2015. The exhibition will bring paintings by artists of the seventeenth century linked to Naples or to the paintings of Caravaggio. Among the paintings there is a self-portrait of Luca Giordano, a painting of St. Catherine of Siena by Artemisia Gentileschi and other works coming from the Museum of Capodimonte in Naples. Eighty youths went to Florence to meet the Uffizi director and they learned how to communicate such important heritage to so many visitors who are expected in the course of the exhibition. There is a great enthusiasm and participation in this event for the rebirth of this land, said Mirella Letizia, councilor of culture in Casal di Principe. Meanwhile, in Casal there is a race against the time to fix the confiscated property before the exhibition takes place. The property was contracted out to the Don Peppe Diana committee, said Mayor Renato Natale who added that the exhibition is for everyone in this territory that once was known as the land of mafia but today, however, is known as the land of Don Peppe Diana, a Catholic priest in Casal di Principe who in the mid-1980s denounced the illicit affairs carried out by the Camorra. In 1994 Diana was shot twice in the head while preparing to celebrate mass in the local church of San Nicola di Bari.

NAVY HISTORY: VE DAY Marines who were still attacking Japanese positions on Okinawa or to the Sailors who were fending off kamikaze attacks on ships off the island. VE Day signified the end of a long road. Just between June 1944 and May 8, 1945, there were 552,117 U.S. casualties in the European theater of operations. Of those, 104,812 were killed in action. In January 1945, many believed the war in Europe would last much longer. In January, U.S. Army soldiers were still battling against German forces that had launched the Battle of the Bulge. That battle was the largest the U.S. Army ever fought and out of the 90,000 casualties around 19,000 soldiers were killed. Events accelerated from there. The War Moves into Germany Bombing missions continued over Germany and every

B-17 or B-24 lost over the Reich meant a loss of 10 Americans. On the ground, Allied troops mopped up German resistance on the west bank of the Rhine River. On March 7, 1945, soldiers from the 9th Armored Division secured the Ludendorff Bridge over the Rhine River in Remagen, Germany. The U.S. 1st Army vaulted the water barrier and struck deep into Germany. The 3rd Army also crossed the river and moved on. On March 22, U.S. and British forces launch a massive operation over the Rhine in Oppenheim. On April 2, U.S. forces surrounded 600,000 Germans in the Ruhr Pocket. Throughout the month, American forces begin discovering the consequences of the Nazi ideology as they liberated death camps like Buchenwald, Ohrdurf and Dachau. On April 12, Americans were shocked by the death of

President Franklin D. Roosevelt. Harry S Truman was sworn in and vowed to continue Roosevelt’s policies. On April 21, Soviet forces began their assault on the German capital of Berlin. With the Soviets closing in, Hitler committed suicide on April 30 and turns power over to Admiral Karl Donitz. Surrender On May 2, German forces in Berlin surrendered to the Soviets. On May 7, formal negotiations for Germany’s surrender began at the Supreme headquarters Allied Expeditionary Force headquarters in Rheims, France, and the Germans surrender unconditionally the next day. At the conclusion of the surrender, the allied staff attempted to write a message for General of the Army Dwight D. Eisenhower to send to allied leaders. He opted for “The mission of this Allied Force was fulfilled at 0241, May 7th, 1945.”

When President Harry S Truman, British Prime Minister Winston S. Churchill and Soviet Premier Josef Stalin simultaneously announced that Nazi Germany had surrendered on May 8, 1945, the joy Americans felt was tempered by where they were. The war that began with Germany invading Poland Sept. 1, 1939, ended with the total defeat of the Nazi menace and the unconditional surrender of the German military. In New York, London and Moscow the eruption of joy was instantaneous. Men and women rushed to the streets to hug and kiss and dance. The war against Nazi Ger-

many was over. The killing had stopped. A great evil ended. The End of a Long Road On the front lines deep in Germany, Austria and Czechoslovakia, the celebration was more muted, with soldiers gradually realizing they were not going to be shot at anymore and were going to go home. Their joy was further tempered because, while Germany was defeated, Japan fought on. The soldiers realized their divisions, brigades and units would be part of the invasion of Japan. In the Pacific, there was a brief acknowledgement that the European battle was over, but it didn’t really matter to the soldiers and

Navy to Escort U.S.-Flagged Ships in Strait of Hormuz By Cheryl Pellerin DoD News, Defense Media Activity

WASHINGTON, May 1, 2015 – Ships from U.S. Naval Forces Central Command in Bahrain have begun accompanying U.S.flagged maritime traffic in the Strait of Hormuz, Defense Department officials said. Sufficient U.S. naval forces are assigned to the command to meet the requirements of the accompanying mission, officials said, adding that Navcent will coordinate with shippingindustry representatives to ensure the operations go smoothly and efficiently. The mission was prompted by two incidents this week in the Strait of Hormuz in which Iranian navy patrol vessels harassed commercial motor vessels traversing the strait. On April 24, four Iranian patrol boats approached the U.S.-flagged merchant ship Maersk Kensington, Pentagon spokesman Army Col. Steve Warren said during an April 29 briefing. First Incident “The boats came astern of the Kensington and followed her for 15 or 20 minutes in actions that the Kensington’s master interpreted as aggressive,” he added. There was no U.S. military involvement at the time, but after the incident, the ship's master filed a report with Navcent, Warren said. “It's difficult to know exactly why the Iranians are operating this way,” Warren said. “We certainly call on them to respect all the internationally established rules of freedom of navigation, the law of the sea to which they are a signatory, and other established protocols.” Then on April 28 at about 2:05 a.m. EST, Iranian patrol vessels approached the M/V Maersk Tigris, a Marshall Islands-flagged cargo vessel, Warren said in a briefing that day. Maersk Tigris The Republic of the Marshall Islands is a sovereign nation for which the United States has full authority and responsibility for security and defense under the terms of an amended security compact that entered into force in 2004. The United States and the Marshall Islands have full diplomatic relations, according to the U.S. State Department, and the security compact between the two nations includes matters related to vessels flying the Marshallese flag. The Maersk Tigris was in Iranian territorial waters that also contain internationally recognized commercial shipping lanes, Warren said, adding that the Strait of Hormuz is in Iranian territorial waters, which is within 12 miles of the Iranian coast. But because the narrow strait is recognized as containing international shipping lanes, he added, the principle of “innocent passage” is applied, so ships that abide by international rules of the sea are authorized to pass through the strait. Innocent Passage Warren said no Americans are among the 30

or so people aboard the Maersk Tigris. The Tigris was transiting inbound, or north, in the Strait of Hormuz, between the Persian Gulf and the Gulf of Oman in the Arabian Sea. The strait is one of the world’s major strategic choke points, according to the U.S. Energy Information Administration. “The ship's master was contacted [by one of the Iranian ships] and directed to proceed further into Iranian territorial waters,” Warren said during an April 28 briefing. “He declined, and one of the [Iranian] craft fired shots across the bridge of the Maersk Tigris.” Afterward, the master complied with the Iranian demand and motored into Iranian waters near Larak Island, Warren said. Larak Island is off the coast of Iran in the Persian Gulf. The master then issued a distress call. Boarding the Tigris Warren said initial reports indicated that members of the Iranian navy had boarded the Tigris. Navcent, having picked up the distress signal, directed the USS Farragut, an Arleigh Burke-class guided-missile destroyer, to proceed to the nearest location to the Maersk Tigris, Warren said. Navcent also directed a Navy maritime patrol and reconnaissance aircraft to observe the interaction between the Maersk vessel and the Iranian craft, he added. The Tigris’s destination, according to a marine-traffic website, was Jebel Ali, a port town 22 miles southwest of Dubai in the United Arab Emirates.

ENERGY CONSERVATION Renewable Energy – Wind Energy From the NSA Naples Energy Management Team

Maritime Security Operations During an April 29 briefing, Warren said the USS Farragut was operating along with three U.S. Navy Cyclone-class coastal patrol ships -- the USS Typhoon, the USS Thunderbolt and the USS Firebolt -- all stationed in Manama, Bahrain. The ships are conducting maritime security operations, maintaining continual U.S. presence and supporting the monitoring of the Maersk Tigris, which is at anchor near Larak Island and Bandar Abbas, he said. “As is always the case, these assets give commanders options,” Warren said, adding that the U.S. government is in discussions with the Marshall Islands on the way ahead. Warren said the Navy ships’ mission is to conduct maritime security operations, “but what they’re doing is keeping an eye on things.” Traversing the Strait All of the ships are operating in the Persian Gulf, in the Strait of Hormuz, near where the Maersk Tigris incident occurred, he added. They are close enough to the Maersk Tigris, Warren said, “that they'll be able to respond if a response is required.” “Two [incidents] within four or five days has certainly created a situation where maritime cargo vessels presumably would have to consider the risks of traversing that strait,” he added. Warren said that Iran's motive is not clear to the Defense Department and that DoD is not in contact with the Iranian government.

Renewable energy is an energy source that can be found in nature and exist infinitely. One increasingly popular type of renewable energy is wind energy. The kinetic energy produced by moving air can be harnessed to produce electricity. When the wind blows it rotates the blades on the wind turbine. The rotation of the blades spins the shaft. The shaft is mechanically connected to a generator and produces electricity. The electricity is transferred to substations, businesses, and homes through various conductors. In the United States, wind energy is responsible for fourand-a-half percent of all electrical power. This renewable source is environmentally friendly and “supports more than 50,000 industry-related jobs in manufacturing, construction, operations and maintenance, and supporting services.” The use expansion of wind turbines is predicted to increase. Experts predict that soon the parts necessary for wind turbines will eventually be manufactured in the United States. This will provide more employment opportunities and lower the cost of utilizing wind turbines to produce electricity.

Obama Sends Pay, Retirement Commission Recommendations to Congress By Jim Garamone DoD News, Defense Media Activity

WASHINGTON – President Barack Obama sent the recommendations of the Military Compensation and Retirement Modernization Commission to Congress on April 30, 2015. In the letter accompanying the report, Obama thanked the commission members and said their recommendations “represent an important step forward in protecting the long-term viability of the all-volunteer force, improving quality of life for service members and their families and ensuring the fiscal sustainability of the military compensation and retirement systems.” The president is prepared to support specific proposals for 10 of the Commission’s 15 recommendations. Since the commission released its report to the president in January, DoD officials have been over the recommendations with a fine-toothed comb. The department and the White House want to move slowly on four of the commission’s 15 recommendations and will begin executing the remaining 10. Further Study Required The four that require more study are: the proposal

for a blended retirement system, reserve component duty statuses, exceptional family member support and commissary and exchange consolidation. The 10 recommendations the president is prepared to support either in toto or with modifications are: the Survivor Benefit Plan, financial education, medical personnel readiness, DoD and Department of Veterans Affairs collaboration, child care, service member education, transition assistance, dependent space-available travel and the report on militaryconnected dependents. Defense Secretary Ash Carter will submit proposals for legislation to Congress on some of the recommendations. For his part, Carter also praised the commission for its 18-month independent review. The commission looked at retirement and compensation programs administered both inside and outside DoD. “Their work confirmed many positive changes that we’re making to uphold our commitments to our people, and also pointed out areas where we can do better,” Carter said in a Pentagon release. The commission’s last recommendation on the military TRICARE health benefit program needs more work, the secretary said. “While we agree with the commission that reforms to the military health care system are needed, we

also believe that the TRICARE proposals in President Obama's fiscal 2016 budget serve as a good first step by offering service members, military families and retirees greater choice and control over their health care decisions,” Carter said in the release. An Ongoing Process The department will work with the commission, interagency partners and Congress this year to develop additional reform proposals for the fiscal year 2017 budget proposal. Former Assistant Secretary of Defense for Force Management and Policy Alphonso Maldon Jr. chairs the commission. Other members are former U.S. Sen. Larry L. Pressler from South Dakota, former U.S. Rep. Stephen E. Buyer from Indiana, former DoD Comptroller Dov S. Zakheim, former Capitol Hill staffer Michael R. Higgins, retired Army Gen. Peter W. Chiarelli, retired Navy Adm. Edmund P. Giambastiani Jr., former U.S. Sen. J. Robert [Bob] Kerrey from Nebraska, and former U.S. Rep. Christopher Carney from Pennsylvania. The commission was chartered as part of the fiscal 2013 National Defense Authorization Act. The commission held public hearings at military posts across the country and solicited advice from veterans service organizations, think tanks and the general public.

MOVING MATTERS! from page 1 The PPSO will inform the member of the desired delivery date (DDD) on the shipment application, during counseling. Remember, the DDD is only an estimate and the “actual” RDD is printed on the government bill of lading for the shipment. The moving company will provide the member with a copy of the bill of lading, either electronically or hardcopy, no later than the pickup date. If serving an accompanied tour, encourage your spouse to participate in the (self) counseling and pre-move survey process. After all, in most instances the spouse at home will be the one coordinating when the moving company shows up. Together, a sponsor and spouse are more likely to communicate all their moving needs. If a spouse or sponsor is unavailable to supervise the move, then the one available will be prepared to supervise the move in the event of an absence of either one. Members and their spouses should know about all moving documents they must receive, review, sign, and why these documents are important for a successful move. Both spouse and sponsor should know what actions to take in case of difficulty during a move and know their personal responsibilities in releasing and accepting shipments to the moving company. Moving weight allowances are determined by the member’s grade in accordance with applicable Joint Travel Regulation (JTR). Ultimately, members are responsible for keeping personal property items within their weight allowances. To avoid possible excess costs, take the time early in advance of the move date to estimate your shipment weight. You will then have sufficient time to dispose of personal things you no longer use to reduce your potential excess costs. Should you decide to keep all your household goods and possibly ship above your weight allowance, you need to budget to pay the excess cost, which can be quite substantive in most cases. To estimate the weight of household goods, start with the net weights of all shipments of your last move. Normally your shipment documents from your previous move will indicate the total weight shipped to your current duty station. Be sure to include all shipments at govern-

ment expense still in storage, if applicable, as well as weights for any personally procured moves. Add weights for all household items you acquired since you last moved, such as furniture, hobby equipment, tools, books, collectables and electronics. Many service members are familiar with the “1,000-poundsper-room” estimate. Unfortunately, families often forget to include rooms such as storage sheds, large closets, yards, garages, carports, basements, and other hidden areas. This is why it’s best to start your move estimates with all weights from your last move, and then adjust for what you recently acquired. Remember, an estimate is simply that, a “best guess” estimate, of what you intend on shipping. It’s not an official weight, until the movers provide an official shipment weight to the PPSO and a government bill of lading is created. If weights are close to maximum after packing, request an official reweigh through your DPS account or the servicing PPSO. Another way to control your shipment weight is to estimate weight for the member’s and spouse’s professional books, papers and equipment (PBP&E) or professional gear (PRO-gear), if any. Service members and employees PROgear allowance is limited to 2,000 pounds (no waivers) maximum. An employee’s PRO-gear is part of weight allowances for shipment purposes. Civilian spouses are not entitled a spousal pro-gear (S-PRO) shipment entitlement in accordance with the JTR. PRO-Gear are articles of household goods in a member’s possession needed for the performance of official duties at the next or later destination. Some examples of PBP&E are: reference materials; equipment peculiar to technicians; mechanics; specialized clothing such as diving suits, astronaut’ suits, flying suits and helmets, band uniforms, chaplains’ vestments, and other specialized apparel not normal or usual uniform or clothing in the member’s possession needed for the performance of official duties. The weight of military professional gear (M-PRO) is not counted against member’s weight allowance but to be validated, sponsor must: a) Declare PRO-gear during counseling; b)

7

Separate PRO-gear during packing by the movers, and c) Ensure movers weigh PRO-gear separately and clearly mark boxes as PRO-gear on the shipment inventory, before signing shipping documents. S-PRO is limited to a maximum of 500 pounds. S-PRO gear are those items for the spouse’s professional employment, such as ombudsman, lawyer, doctor, nurse, teacher, chef or community support activities at the next destination. S-PRO does not include commercial products for sale/resale used in conducting business; sports equipment or offices; household or shop furniture and fixtures such as desks, cabinets, and racks etc. Privately Owned Vehicle (POV): By now, service members have heard through social media stories about POV delays. However, current trends indicate, contractor performance is better overall since inception. Be sure to get the proper counseling on POV shipment before going to the Vehicle Processing Center. Some destinations have restrictions on POVs or certain POV features. Consult your “It’s Your Move” shipping responsibilities brochure for more information or visit the POV shipping contractor, International Auto Logistics (IAL) website at www.pcsmypov.com. If your POV is not delivered on the required delivery date, talk to a personal property shipping office counselor or visit IAL’s website for POV tracking, claims information and claims processing on missed required delivery date of POV shipments. Creating Your Move Application: Contact your local personal property staff or “self-counsel” within DPS. If you plan to move soon and have your official permanent change of station orders, don’t wait, get started now. DPS online is available 24/7 for you to initiate your moving application. Just go to the DPS website at http://www.move.mil/index.cfm . A user identification and password is required for self-counseling access. DPS has been extremely innovative in that it allows member to manage their move from origin pickup to destination delivery. Additional features of DPS are online claims functionality, frequently asked questions, and the customer satisfaction surveys (CSS). Of course traditional appointments can still be coordinated with your local Personal Property Shipping Office. Make your move, a stress free move this summer. Additional resources can be found at the official Navy’s Household Goods & Personal Property website at http://navsup.navy.mil/household . Contact your local personal property shipping office for additional information.

OBAMA NOMINATES from page 1 Obama also thanked their families for decades of support. “From ending our combat mission in Afghanistan to leading the international coalition to destroy [the Islamic State in Iraq and the Levant], conducting humanitarian operations from typhoon relief in the Philippines to fighting Ebola in West Africa, and strengthening our security alliances from Europe to Asia,” Obama said, “at every step, you have been critical to our processes, and I have valued not only your counsel but your friendships.” Introducing his choice to be the next chairman of the

Joint Chiefs, Obama called Marine Corps Gen. Joseph F. Dunford Jr. one of the military’s most admired officers. “Fightin’” Joe Dunford Dunford has served as commandant of the Marine Corps since Oct. 17, 2014. Dunford is a Boston native, the son of a retired Boston police officer and Marine veteran of Korea, the president said, adding, “Joe followed in his father's footsteps and has distinguished himself through nearly 40 years of military service.” Dunford has commanded Marines in the field from the platoon level to a Marine expeditionary force. During the invasion of Iraq,

11

he led Marines in the charge to Baghdad, Obama said. According to a post on MarinesBlog, the official Marine Corps blog, it was in Iraq that he earned the nickname “Fightin’ Joe,” while serving in 2003 under Marine Corps Gen. James Mattis and leading Regimental Combat Team 5 during the initial invasion. ‘Unvarnished Military Advice’ “I have been extraordinarily impressed by Joe, from the situation room where he helped to shape our enduring commitment to Afghanistan, to my visit last year to Bagram, where I saw his leadership firsthand,” the president said.

President Barack Obama delivers remarks announcing Marine Corps Gen. Joseph F. Dunford, Jr. as the nominee for chairman of the Joint Chiefs of Staff, and Air Force Gen. Paul J. Selva, far right, as the nominee for vice chairman of the Joint Chiefs of Staff, in the Rose Garden of the White House, May 5, 2015. National Security Advisor Susan E. Rice, Defense Secretary Ash Carter and Vice President Joe Biden participated. White House photo by Pete Souza

“I know Joe. I trust him. He's already proven his ability to give me his unvarnished military advice based on his experience on the ground,” Obama said. Under Dunford’s steady hand, the president added, Afghanistan achieved key milestones, including the taking the lead for their own security, historic elections, and the drawdown of U.S. forces, all of which set the stage for the end of the U.S. combat mission there. Obama thanked Dunford and his wife Ella for their continued service to the nation before introducing his choice to be vice chairman of the Joint Chiefs of Staff, Air Force Gen. Paul Selva. Pilot and Commander Selva is a pilot and a commander with 35 years of military service. “As leader of Air Mobility Command, he earned a reputation as a force for change and innovation,” Obama said. “I understand that when it was time to deliver the final C-17 to the Air Force, Paul went to the cockpit and helped fly it himself.” As head of Transportation Command, the president said Selva has been committed to partnerships that are a core principle of the national security strategy, “whether it's supplying our joint force around the world in operations large and small, to supporting and keeping safe our diplomats and embassy personnel overseas.” And because Selva served as Secretary of State Hillary Clinton's military adviser for the first years of Obama’s presidency, he grasps the strategic environment in which U.S. forces operate, the president added. Next Chapter of Service “He understands that our military, as powerful as it is, is one tool that must be used in concert with all the elements of our national power,” Obama said, thanking Selva and his wife Ricki, who also served in the Air Force, for taking on

this next chapter of their service together. Defense Secretary Ash Carter said in a statement released today that Dunford has been an infantry officer at every level, and that Selva has been an innovator throughout his career. “They're exemplary leaders,” Carter added, “and they both have the strategic perspective and operational experience to help guide our military and advise the president at a time of much change in the world.” Global Security Challenges Also in a statement issued today, Chairman of the Joint Chiefs of Staff Gen. Martin E. Dempsey said he’s known Dunford for nearly half his 39 years of service. “He is a phenomenal, combat-tested leader and a man of integrity, courage and humility,” Dempsey said. “General Selva is also a leader of competence and character,” the chairman added. “He has a tremendous understanding of the global security challenges we face and experience at every echelon of command, most recently leading our global transportation network.” As Obama concluded his remarks, he told Dunford and Selva that the nation continues to call on its armed forces to meet a range of challenges. “We have to keep training Afghan forces and remain relentless against al Qaida. We have to push back against ISIL and strengthen forces in Syria and build moderate opposition in Syria,” he said. The nation also must stand united with its allies in Europe and keep rebalancing its posture as a Pacific power, and continue to invest in new capabilities to meet growing threats, including cyberattacks, Obama added. “As commander-in-chief, I'll be looking to you for your honest military advice as we meet these challenges,” he said.

How Do Planes Fly? From NASA

Airplanes need four forces to fly. Lift is one of them. How do airplanes stay in the air? Four forces keep an airplane in the sky. They are lift, weight, thrust and drag. Lift pushes the airplane up. The way air moves around the wings gives the airplane lift. The shape of the wings helps with lift, too. Weight is the force that pulls the airplane toward Earth. Airplanes are built so that their weight is spread from front to back. This

keeps the airplane balanced. Thrust is the force that moves the airplane forward. Engines give thrust to airplanes. Sometimes an engine turns a propeller. Sometimes it is a jet engine. It doesn’t matter as long as air keeps going over the wings. Drag slows the airplane. You can feel drag when you walk against a strong wind. Airplanes are designed to let air pass around them with less drag. An airplane flies when all four forces work together. But, most airplanes need one more thing: They need a pilot to fly them!
